that average. Prices received by farmers have risen 85% sincs
the outbreek of the war in September, 1939, and thase prices are
continuing to rice. Cash farn income, including Government pay-
ments, has incressed from 8.7 billion dollers in 1939 to sub-
stentielly more than 15 billion dollars in 1942. This is an
increase of about 75%.
The sovement of uncontrolled food prices since May 18, 1942,
the date when price regulation became effective, has bean so drastic
as to constitute an immediate threat to the shole price structure, to
the entire cost of living, and to any attempt to stabilize wages.
Within two months after the date that price regulation became
effective, the pricea of controlled foods, that is, foods on which
it was permissible under the law to place a price ceiling, actually
fell 7/20 of one per cent. But uncontrolled foods, that is, foods
on which it was forbidden to place a ceiling, have advenced 7.3
per cent and are still going up.
To give some specific examples: From May to August of this
year round steak and pork chopa, which are controlled, showed a
slight decline; but during the same period lamb, which was un-
controlled up to Juls, advanced more than 10 per cent, and
chickens have advanced more than 16 per cent.
