Federal Security day agency February 9, 1943 Dear Mr. President: x79 I am asking the Director of the Budget to make available the balance of the $200,000 reserved for the War Research x5381 Service projects, under the direction of Mr. George W. Merck. A substantial amount of work is well under way in a number of places. It will be necessary within the next two or three months to decide whether we wish to go more deeply into two or three of these projects now under way. At the proper time I should like an opportunity to give you a review of what is going on. In the meantime, this is just for your information when the Director of the Budget presents the allocation letter for your signature. April 5, 1943. agency My dear Mr. President: miss Turner letter fab In accordance with my letter of September 41 1942, you made $200,000 available for the War Research Service from the "Emergency Fund for the President, National Defense, 1942 and 1943", to be operated under the direction of Mr. George W. Merck of my staff. RW.C. A painstaking job has been done in placing research projects of a highly important nature in operation. Practically the entire $200,000 has been obligated for contracts with various universities x5381 and medical schools under well qualified guidance, and with what has seemed to me unexpected enthusiasm and interest. Three very promising new projects have been suggested for immediate undertaking for which we now need $25,000 additional. The Secretary of War agrees that we should lose no time in starting these new projects. To carry on what we have already under way for another full year beginning July 1, 1943, and to undertake others in the process of development if they give promise as expected, about $350,000 will be needed. While this represents the investment of the Government, I am sure you know enough about the type of projects we are working on to realize that this cost represents only a very small part of the total investment of the universities and individuals involved. I have a detailed report of what has been done to date which I can leave with you if you wish. This is a request, therefore, for a $25,000 allotment immediately and an assurance that $350,000 will be available on July 1, 1943. I feel sure that the present cooperative relationships between the Secretary of War and me, working through Mr. Merck and the Mar Research Service, are the most practical means of accomplishing the objective we all have in mind at the present time. The Secretary of War has asked me to say that he also approves the budget, and will be x25 glad to discuss it with you. If it proves to be necessary, I should again like to request that any part of the money that appears necessary be made available in accordance with the proviso mentioned in my letter of September 4, 1942.
