Dear Miss Tully:
The lease sent you by Mr. Hackett was drawn
by him, however, since then the President said that
leases were not required for the various projects.
That is the way I understood it. Please let me know
if this is right.
The projects that are vacant are very hard to
rent. The price seems to scare the people away. There
are only four of them occupied at the present time.
There seems to be a little confusion about the
oil for the Hill Cottage. Mr. Kelly called me the other
day and asked if I had seen Mr. Bie. It seems that he
was supposed to call on them and come to some agreement
but two weeks had passed and they had heard nothing from
him. Mr. Kelly said he would like to keep it filled in
case of a heavy snow.
I am afraid we will have to make some arrange-
ment with the President about the oil heat in our cellar.
This heat is not necessary for us but was installed by
Mr. "Hall" for the two projects in the barn.

Dad paid it before but since he has gone our income
cut
has been nearly half and it is exetremely difficult
to adjust ourselves. We would be willing to pay
half of this heat bill. Perhaps the President has
some other plan in mind regarding this house so
please let us know.

Article 2 of the terms of agreement specifies that trees purchased from this department most bel used for the sole purpose
of reforesting lands in the State of New York Reforesting means the esta blistment of a forest by complétely planting an area

You may consider this an order for the trees specified below. If this order is granted, I agree to comply fully with all
the conditions herein which I have carefully read.
1. To pay the purchase price to said Conservation Department within ten days after receipt of bill.
2. That the trees are to be planted for the sole purpose of reforesting lands in the State of New York. That the trees
will be planted only on land which is assessed at less than $50 per acre, when privately owned. That these trees will be planted
and are not obtained for the purpose of sale, and will not be sold, given away, replanted, or moved with the roots thereon.
3. That if I sell or offer the trees for sale for prnamental purposes I shall become liable to the State for the payment of a
penalty equal to three times the sale value of the trees sold, in addition to any other penalty prescribed by haw.
4. I agree to return the empty crates to the express office promptly or pay for them.

DIRECTIONS .NTING
The actual work of planting is simple and can be done successfully and readily by anyone. When the trees are received,
they should at once be taken to the planting field, unpacked and "heeled in." The latter process consists of digging a trench
the width of a shovel and depth half the height of the trees, into which the trees are placed roots down and packed solid.
They should be well watered and may be thus stored for a week or more, but should be planted as soon as possible. The
planting is best done by two men, one with a grub hoe to make holes, the other with a pall of trees, to do the planting. The
trees should be set approximately six feet apart, each way, but judgment should be exercised in selecting the best soil or spot
within a reasonable distance. The hole should be deep enough to permit the roots to lie in a normal position and the trees

set at the same depth that they were before digging. The man who digs the holes should leave the dirt at the side of the
hole and in as accessible position as possible in order to assist the planter. The planter takes a tree from the páil, places it
in the hole and packs the soil around. the roots, endeavoring to get the roots in a normal position. When all the soil is
returned and the hole filled, the earth is firmed by the root, but care should be taken not to bark the tree. This operation
should continue until the planting is done. As many pairs of men as are necessary may be employed. Care should be taken
to see that the roots of evergreen trees never become dry. The rates of planting will depend upon the efficiency of the labor
and the character of the soil and vegetation where the work is done.' Planting stx feet apart each way requires about 1,200
trees per acré. Two good men should, where the soil is not heavy, set out about an acre per day!

We have received from Mr. Hackett
a bill from the Sun 011 Company for
$282.52. I paid a bill last month which
had been running several months in the
amount of $415.36 which seemed to be
their total bill. However, this bill
carries an arrears in the amount of
$502.62 leaving a balance of $87.26.
As you will recall, I spoke to
you about the numerous bills I get
from oil companies and it is really
very hard to know whether they are O.K.
to pay or not.
The President thinks it would be
a very good 1dea if we would deal with
just one oil company and have them send
a monthly bill and nothing more.

Dear Mr. Venable:
I have your letter to Mr. McNally. Please
go ahead with all of the work you have listed with
the exception of the installation of annunciators.
This latter will have to be done some day, but as
I am able to be at Hyde Park so little I think we
can get on with the present Bell System with the
cell batteries so long as there is no dangerd
fire from this source.
That means you would do the items totaling
approximately $139.00, though I recognize that it
might be & little more. Also, that you would in-
stall a third wire in the present main service so
as to give better voltage in the house -- estimate
of cost about $85.00.
Go ahead with the work any time that is con-
venient with you. I expect to be home in about two
weeks.

As per your request the writer has
checked the wiring and fixtures in the Summer
White House thourghly and found the following
conditions:
Third Floor - Childrens Department.
3 - Ceiling Fixtures are loose
1 - 4 way switch needs replacing
1 - New base plug in N.W. bed room
to replace exposed cord.
1 - New base plug in play room
The panel should be locked to
prevent the children from the
risk of shock.
Second Floor:
I noticed in my inspection that all
the bathrooms have the old style Bryant recep-
tacle. I would suggest that these be replaced
with new duplex type receptacles. A number of
the portable lamps have cords in a dangerous
condition and should be replaced. The same con-
dition exists in the bed chambers as in the bath
rooms. All receptacles should be replaced with
the modern duplex type. Several key sockets it
would be best to replace with chain pull sockets.
First Floor:
1. tighten the candle fixture in the
main hall.
2. Rewire all lamps in the library.These
cords are in a dangerous condition.
3. Install new recptacles in the morning
room; eliminating the cords.
4. Install new ceiling fixture on South
porch.

with modern duplex receptacles in all the rooms.
6. Replace receptacle in butlers pantry
for refrigerator.
7. Install outlet in kitchen in BX or
metal moulding to eliminate the exposed cord.
8. Install outlet in helps room for
radio.
9. Install a new hand reset type 24 drop
annunciator. 1 located in the butlers pantry; 1
in the second floor hall in helps department.
10. Install a 50 watt transformer to
operate all bells; thereby doing away with the cell
battries.
As it is rather difficult to give a price
covering this type of work, but it is my opinion
that about ONE HUNDRED THIRTY NINE ($139.00) will
do the job. Please do not hold me to the dollar
though.
In regard to the new annunciators would
suggest as I said before, that one be installed in
the butlers pantry and one in the helps quarters
on the second floor instead of only in the butlers
pantry. The cost of this work would be TWO HUNDRED
SIXTY FIVE ($265.00).
I would further recommend the installation
of a third wire in the present main service, as the
Central Hudson Gas & Electric Co. installed a third
wire several years ago from the barn and the same 1s
not in use. For your information the President would
have much better voltage in the house with this type
of service. The cost of this work would be about
EIGHTY FIVE DOLLARS ($85.00).
It will be necessary to furnish a Preference
Rating Certificate before the Annunciators can be
ordered. Two week delivery has been promised.

Dear Miss Tully:
There are a few things I had better write and tell
you about the Projects, etc. I thought perhaps I would
see the President on his last visit or would have
written before this.
There are four of the places vacant. I ran an ad
in the paper for a time but the results were not worth
it. Plenty of people came to look and that is about all
they did do. The gas and tire shortage had a great deal
to do with it as it is a little far from town. Haven't
given up hope yet, however.
The Celotex that is stored in the barn by our place
is getting ruined as the roof is leaking. I wondered if
the President would approve of having it moved into Proj. #1
for I feel that it cannot be rented for the duration.
Does he plan to have that roof shingled this year?
We have heard from Dad and apparently he is just
fine and gaining weight. He tells us the uniforms he
left here in do not fit. He told us, also, that he had
been recommended for the rating of Ensign and he is as
proud as "Punch".

On my return from an extended trip yesterday
I found your good letter and immediately
wired that I would be delighted to come down
this week-end.
The trees are being shipped in two lots, one
last Monday and the next on this Thursday.
So the planting ought to be in full swing.
Also, the Outpost Nurseries have started
cutting and we might have a look at these
operations. Many of the oaks have large crowns
and should be removed for the good of the
forest, But the woods around the felling
operations are going to look pretty well
cluttered up until Mr. Plog can cut up these
tops into fuelwood, Oak fuelwood is bringing
a good price now and, if cut up this spring,
will be ready for use in stoves and fireplaces
next winter.
It will be grand to see you again, And I hope
that the contract covering the cutting will
be satisfactory and agreeable to you. To
can go over the provisions on the ground and
show you how these are being applied. I
thought it best not to bother you with the
formulation of terms and actual signing of
the contract. We have about everything in it
except the proverbial "kitchen sink", and I
think you are well protected in these cutting
operations.

CONDITIONS OF SALE AND SHIPMENT.
1. Orders will not be binding until accepted.
2. In accepting orders It is expressly stipulated that the prices charged for the coal will
be our prices at time of shipment regardless of date of the order. All prices are subject to
change without notice and we assume no liability for change in freight rates.
3. TERMS OF PAYMENT: WHERE CREDIT HAS BEEN ESTABLISHED, net cash in
New York Funds within 30 days from date of shipment. Our regular discount, If any, will be
allowed subject to our terms in effect at date of shipment. Overdue accounts will be subject to
sight draft without notice. Should the purchaser's eredit, in our judgment, become impaired at
any time, we shall have the right to require payment in advance before making further shipments.
NON-COMPLIANCE WITH THESE TERMS WILL, AT OUR OPTION, CANCEL WITHOUT
NOTICE, ORDERS UNFILLED.
4. All coal will be carefully weighed by competent weighers at the time of shipment, and
bills of lading and invoices made in conformity therewith, and no claims will be allowed for
short weight. Bills of lading or other regular testimony of shipment to be proof of delivery,
both as regards time and quantity, and coal shall be settled for whether same has arrived at
its destination or not. ALL CLAIMS MUST BE MADE BY THE CONSIGNEE AGAINST THE
DELIVERING CARRIER.
5. Cars or boats are required to be unloaded in accordance with the rules and regulations
of the transporting companies and detention will render consignee liable to charges for de-
murrage. Cars or boats are not allowed to be sent beyond the station designated in manifest
or bills of lading as the place of delivery. Captain is not permitted to hold guy; this service
must be arranged for and paid by consignee. In all cases where "alongside" delivery is agreed
upon, the consignee is to pay wharfage.
6. If at any time the operations or business of the company mining the coal, or the rail-
roads or transportation companies by which it is transported to any place where delivery in to
be made, are interrupted or curtailed by reason of war, actual or threatened, strikes, shortage
of labor, inability to secure sufficient cars or boats for loading, or for any cause whatever, the
obligation of the North River Coal Company to deliver coal under its contract or agreement
shall, with respect to the period of such interruption or curtailment, cease, and no liability
shall rest upon it by reason thereof, notwithstanding the result be to reduce tonnage con-
tracted for or agreed upon; but the benefit of this provision may be waived by the North
River Coal Company in any instance and without thereby waiving It generally.

dinner and the very pleasant and enjoyable

As agreed, I am sending you herewith the follow-

(1) Copy of the contract covering the sale of
stumpage.
(2) Statistical summary of principal facts in
connection with the sale.
(3) Statistical analysis of the number and size
of each species marked for cutting.
Later I will send along two maps showing approx-
imate location of marked timber with boundaries
for future reference and records. I will check
in on the cutting operations and see that the
work 1s done in ship-shape fashion and hope that
you will be pleased with the results.
The Outpost Nurseries have been notified to
forward three additional checks, each in the
amount of $1542.49 as cutting progresses. The
third check should be in before the last third
of stumpage is out,

CONTRACT
AGREEMENT, made this fourth day of April, 1942, by and between
Franklin D. Roosevelt of Hyde Park, New York, party of the first part,
through his agent, Nelson 0. Brown and the Outpost Nurseries, of
Ridgefield, Connecticut, party of the second part.
IN CONSIDERATION of the sum of One ($1.00) Dollar and other
good and valuable considerations, the parties hereto agree as follows:
ONE. First party agrees to sell all the marked trees located
on the Roosevelt Estate located between Hyde Park and Poughkeepsie in
two or more locations as designated by Mr. William Plog, Superintendent
of the Roosevelt Estate. All trees to be out must be identified by
special mark placed by Nelson c. Brown of the New York State College of
Forestry or his agents, employees, or other designated representatives.
TWO. All trees must be cut at a point as low as conveniently
possible, not more than twelve (12") inches above the ground when
possible, nor at a point higher than the diameter of the tree at that
point. On sloping ground the average height above and below the tree
shall be taken as the ground level.
THREE. The purchaser or the party of the second part shall cut
log lengths to suit his own requirements. All tops above merchantable
length to be left in the woods for Mr. Plog to out up for fuel wood or
for any other purpose he deems advisable. In case of seriously defec-
tive butts high stumps may be allowed.
FOUR, The party of the second part agrees to pay in advance by certified
or cashier's check Two Hundred Dollars ($200.00) before the cutting of
any timber and the balance of the entire amount as shown by calipered
marking, to be paid in three installments before removal of the propor-
tionate share of timber as shown by records.
FIVE. All marked trees that will contain at least one merchantable
twelve (12') foot log must be felled.
SIX. Generally no trees less than fourteen (14") inches D.B.H. will
be marked unless removed for the good of the remaining forest.
SEVEN. Timber must be cut and removed between the following dates -
April 6, 1942 and June 15, 1942.
EIGHT. All trees cut shall be measured on the basis of a volume table
attached herewith, which in turn is based upon D.B.H. measurements outside
of the bark.
NINE. All felling, log bucking, skidding, transportation, and woods
work shall be done in such a reasonable, efficient and workmanlike manner
that the remaining trees and standing timber shall not be unnecessarily
injured, destroyed, seriously bent or broken. Any fences, culverts,
bridges or present improvements disturbed or injured shall be placed or
repaired in their original condition by the party of the second part.
The purchaser of the timber shall be permitted free access to the timber
in order to fell the trees, skid the logs, and haul them out to the
main highways, except on special order by Mr. Plog. Care must be exer-
cised not to unduly tear up existing highways, woods roads, or their
improvements.
THN. It is understood that not all trees fourteen (14") inches D.B.H.
and larger will be marked. Only the mature, nearly mature, and other
trees will be marked for the good of the forest and for the future
beneficial growing conditions.
ELEVEN. The party of the second part agrees to indemnify and save the
first party free and harmless from all claims, suits, and damage lia-
bility arising from injury and other claims from employees of the second
party or the public in cutting, hauling, or removal of timber.
TWELVE. For violation of unnecessary high stumps, unnecessary breakage
by careless felling, a penalty of forty (.40) cents per tree under 8
inches D.B.H. and $1.00 for all above this size will be charged the party
of the second part, payable in advance.
THIRTEEN. All oak trees marked for felling will be paid for at the rate
of Seventeen ($17.00) Dollars per thousand board feet.
FOURTEEN. A few beech, elm, hemlock, maple, or other varieties may be
marked for the best silvicultural growing conditions of the future forest
and these species will be paid for at the rate of Ten ($10.00) Dollars
per thousand board feet based upon a volume table using D.B.H. measurements.
FIFTEEN. If any logs are used for skidways or other loading devices,
merchantable logs shall be used for this purpose or if not available,
such defective or otherwise undesirable trees as indicated by Mr. Plog
must be used for these purposes.
IN WITNESS WHEREOF, party of the first part has caused this
instrument to be ageouted by his duly authorized agent, and the
party of the second part has affixed his hand and seal the day
and year first above written through his properly authorised agent.

diameter was 52 White Oaks of 19" diameter class. Largest tree cut was a
Red Oak of 35" in diameter containing 1,025 B.F.
Total Number of Trees Cut, 1335, including 1314 Oak, 14 Hemlock, 5 Hard
Maple, and 2 Soft Maple. About 20 additional trees were marked for cutting
which have no merchantable timber and were removed due to their dangerous
leaning condition, because of large crowns, and their removal will improve
the condition of the woods, principally Elm, Gum, Hard and Soft Maple.

Miscellaneous:
Preliminary cutting indicates that many of the trees are

I am inclined to think that John
DeGroff should be raised to $3.00 a day,
but I do not think that we can give him
milk or coal.
In regard to the five loads of wood,
I think we might let him cut and haul two
or three loads for his own use without
expense to us, but I think we should stop
sending coal, wood or milk to anyone off
the place.
Please let me know what you think.

Dear President Roosevelt:
Last week I spent most of one day going over the
reforestation and timber outting operations with
Mr. Plog. The trees planted this year have made
a fine showing. The stock sent by the
Conservation Department was the poorest we have
had, However, it represented the best available
at the Saratoga murseries and I was somewhat
doubtful of the prospects unless we had favorable
precipitation. I made two separate counts and
believe that you have at least 90 percent success
with the 1942 plantations. The white spruce op-
posite the Linaka house was especially good.
This year's growth on some of the older plantations
has been especially vigorous and, in some cases,
even too much for good Christmas tree purposes.
However, I believe all the plantations will respond
favorably to the splendid rains we have had and that
there will be excellent results.
I suggested to Mr. Plog that with the vigorous weed
and sprout growth due to the heavy rainfall, some
release work should be done this summer in some of
the older plantations. The trees planted this and
last year will not need any release cutting.
Altogether, Mr. Woodcock of the Outpost Nursery is
doing a good Job in felling and removing the timber.
His foreman has been unusually careful in getting
the trees down with the least possible breakage or
disturbance of other trees. I called his attention
to some leaning trees and tops which are sticking up
too much and he has agreed to take care of them,

The heavy rains have interfered with skidding
and hauling and therefore I have agreed to
extend the contract beyond June 15th, if neces-
sary, to spare the roads. I trust this will be
agreeable to you.
I hope that you can have a crew cut up the tops
into fuelwood as soon as the hauling is com-
pleted. Some of the larger tops will make good
cross tie material and at least 200 ties will be
sold by Mr. Woodcock, This will help to clean
up the woods. Ye have check-measured a good many
of the stumps and tops and do not believe that
any of the penalties provided in the contract need
be imposed. I shall plan to go again to Hyde Park
later in the summer and see that all of the con-
ditions are complied with, especially the roads.
I hope you saw the picture of the felling operations
in Life Magazine of May 18th. The editors have
promised to get up a special album with the photo-
graphs taken on your place. This should serve as
an interesting historical record for the future,
They must have taken 150 or more.
I am planning to write some articles about your
timber operations and hope this will be agreeable.
I think they should be stimulating in showing
farmers and other small woodland owners how forestry
may be made a profitable operation as well as
serving in the defense program and observing the
best principles of conservation.
We all enjoyed your splendid radio talk and hope
that you are still in fine fettle. Best regards.

to locate the heating plant, the piping, registers and grilles. In replacement installations, heating service is not guaranteed in rooms where pipes or heat
stacks are already installed in the premises, unless by special notation attached to this contract and made & part of the same. If an Air-Conditioning Unit
is included in this contract. Seller does not guarantee to lower the room temperature. Seller does not guarantee to remove smoke or odors. All electrical
apparatus, controls, motors, fans, thermostats. gas burners, oil burners, are guaranteed against all defects in materials or workmanship for a term of one
year from the date of this contract. Seller further guarantees free service on all the equipment covered hereunder for a term of one year from the date hereal.

Dear Sir:
In regards to heating the three rooms in your "Hill Top House".
The present unit our #650 will not be large enough to carry
the additional B. T. U's required, this unit you now have was
large enough for the original plans which required 158,000
B. T. U's then in 1940 there were three more rooms added to
this heating unit, adding another 27,000 B. T. U's.
With the three rooms now planned there will be an additional
27,000 B. T. U's required, the present unit is only rated for
180,000 B. T. U's at the registers, 80 you can see the present
unit is too small.
When a furnace 1s too small it has to run continuously in cold
weather to satisfy the thermostat.
The furnace that I recommended when I talked to Mr. Bei is our
#770 it has a capacity of 250,000 B. T. U's at the registers.
This unit will use much less oil and give you much more comfort
than the #650 now installed, we will change this unit and install
the necessary runs to heat the three new rooms for One hundred
and thirty five dollars ($135.00).
We will furnish and install all necessary materials, the
installing to be done by our mechanic who supervised the original
job and installed the additional work in 1940.
