On July 7. 1942 I wrote you regarding the revision of
billing for electric service rendered to the President's Estate
at Hyde Park and enclosed a check for $20. 42, drawn to the order
of Franklin D. Roosevelt, covering a credit due him as the result
of dividing the billing between that used for household purposes
and that used by the Secret Service Department.
According to our bank statement, this check had not
been cashed up to the end of the year. It is possible that it
has been mislaid or lost. If this is true, we will be glad to
stop payment on this check and issue & duplicate to the order
of the President, if you so desire.

Dear Miss Tully:
We have finally completed the arrangements with the
Secret Service Department by which they are billed for all of
the electric usage at the President's Estate in Hyde Park, N. Y.,
less $15.00 per month, which was agreed to be the average amount
which could be considered as used by the President's household.
We are enclosing herewith & corrected bill for this
$15.00 per month charge from July 25,1941 to June 29, 1942. From
this has been subtracted the payments. which the President made
on November 18 and December 22, 1941, leaving a credit of $20.42,
a check for which is enclosed.
We will in the future, therefore, as long as this ar-
rangement continues with the Secret Service Department, bill the
President for $15.00 each month as the portion of the electricity
used by his household at the Estate. In addition to this bill
you will, of course, receive the one for the farmhouse and for the
Memorial Library in the Village of Hyde Park.
Unless we hear from you to the contrary, I will assume
that this arrangement is satisfactory to you.

Acknowledging receipt of your memorandum of
January 25, enclosing the registration forms on rental dwellings
in Hyde Park, New York, in which the President has an interest,
I am taking the liberty of handling this matter directly with
the Area Rent Office at Poughkeepsie so that your office will
not be further burdened about it.
I do not understand Mr. Hackett's statement that
on two projects where the rent had been reduced since March 1,
1942, and each tenant now pays for his own heat and light, the
President's agent was informed that "these rents have been
increased instead of reduced and that the President was subject
to a fine or some other penalty." Either Miss Linaka misunder-
stood the statements made at the Area Rent Office, or the office
made an erroneous interpretation of the appropriate regulation.
In circumstances described above, the landlord is
required to register and file an appropriate petition for the
reduction of services if such services have been decreased since
the maximum rent date. Then the maximum legal rent is adjusted
on the basis of the difference in rental value resulting from the
decrease in services. I am quite certain that the rent determined
at the expiration of the lease on June 1, 1942 on one project and
the rent charged on August 14, 1942 on the second come within the
rental range of comparable dwelling units within the area.
I am writing you these facts so that you may
close your file on this matter. I have instructed the Area Office
at Poughkeepsie to communicate with Miss Linaka and Mr. Hackett
and to take the appropriate steps to clear up what is really a

minor defect in procedure and likewise to correct the impression
of Mr. Hackett that there has been any departure from the
regulations in this matter.

Miss Linaka, who collects the rent from
six of the projects on Violet Avenue, yesterday attempted to make
out and file the Landlord's statements of rental dwellings for
these projects at the local office, 321 Mill Street, Poughkeepsie,
N. Y. She made out and filed two which appeard to be all right.
The man in charge of the local office told her that the President
had raised the rent since March 1, 1942 in projects three and five
and was liable to a fine. Today is the last day to file these
statements here. I told her not to sign and file any statements
which would render the President liable to a fine.
In project three the rent was reduced from
$29. to $16.50 per month since March 1, 1942, but the tenant has to
pay for his own heat and light.
In project five the rent was reduced from
$24. to $15. per month since March 1, 1942, but the tenant has to
pay for his own heat and light.
The local office claims that these rents
have been increased and not reduced.
I do not want to trouble the President
about this, but wish you would get in touch with someone in authority
in the Rent Control Bureau of the OPA and obtain an extension of
time for Miss Linaka to make and file the remaining four statements.

Dear Miss Tully:
Enclosed is a copy of a telegram which has today
gone to the Area Rent Office in Poughkeepsie. The only purpose
of this communication is to have the record clearly show that
the President was in no sense delinquent in the filing of the
registration.
I do not fully understand from our telephone
conversation just what the complication is that requires the
President's personal attention. If there were a reduction in
services since March 1, 1942, the maximum rent would be the
first reduced rent collected since that date. Otherwise the
maximum rent would be the rent collected for the rental period
ending March 1, 1942.
Not having all of the facts, I am unable to
determine just why the President's attorney found it necessary
to refer the matter to him, or why our Area Rent Director did
not suggest that the registration be accepted when completed by
the President's authorized agent. However, if you desire this
office to examine the forms, I will be glad to do so with the
objective, of course, of conserving the President's time and
avoiding the necessity of bothering him with this matter.
Please advise if I can be of any help to that end.

My dear Mr. President:
Further reference is made to your memorandum of
May 25, 1942, requesting a report on a letter dated May
15, 1942, with enclosures, sent to you by Mr. Henry T.
Hackett, Poughkeepsie, New York, regarding the liability
of the James Roosevelt Memorial Library Association of
Hyde Park, New York, for Federal employment taxes.
The specific information referred to in my letter to
you dated May 27, 1942, was recently furnished by Collector
Hickey. On the basis of this information it has been held,
and the organization was advised by letter dated February
1, 1943, that it is exempt from Federal employment, income
and capital stock taxes imposed by the Internal Revenue Code,
the Revenue Act of 1938, and prior revenue acts, and that
contributions, bequests, legacies, devises or transfers,
and gifts to it or for its use are deductible for Federal
income, estate and gift tax purposes in the manner and to

with enclosures, sent to you by Mr. Henry T. Hackett,
Poughkeepsie, New York, regarding the liability of the
James Roosevelt Memorial Library Association of Hyde Park
New York, for Federal employment taxes.
The specific information referred to in my letter to
you dated May 27, 1942, was recently furnished by Collector
Hickey. On the basis of this information it has been held,
and the organization Was advised by letter dated February
1, 1943, that it is exempt from Federal employment, income
and capital stock taxes imposed by the Internal Revenue Code,
the Revenue Act of 1938, and prior revenue acts, and that
contributions, bequests, legacies, devises or transfers,
and gffts to it or for its use are deductible for Federal
income, estate and gift tax purposes in the manner and to
the extent provided in the sections of -the Internal Revenue
Code, the Revenue Act of 1938, and, prior revenue acts, which
authorize such deductions.

CONDITIONS OF SALE AND SHIPMENT.
1. Orders will not be binding until accepted.
2. In accepting orders it is expressly stipulated that:-The price to be paid for the coal
will be our price at time of shipment regardless of date of the order; all prices are subject
to change without notice.
3. We assume no liability for change in freight rates or other charges.
4. TERMS OF PAYMENT: WHERE CREDIT HAS BEEN ESTABLISHED, net cash in
New York Funds within 30 days from date of shipment. Our regular discount, if any, will be
allowed subject to our terms in effect at date of shipment. Overdue accounts will be subject to
sight draft without notice. Should the purchaser's credit, in our judgment, become impaired at
any time, we shall have the right to require payment in advance before making further shipments.
NON-COMPLIANCE WITH THESE TERMS WILL, AT OUR OPTION, CANCEL WITHOUT
NOTICE, ORDERS UNFILLED.
5. All coal will be carefully weighed by competent weighers at the time of shipment, and
bills of lading and Invoices made in conformity therewith, and no claims will be allowed for
short weight. Bills of lading or other regular testimony of shipment to be proof of delivery,
both as regards time and quantity, and coal shall be settled for whether same has arrived at
its destination or not. ALL CLAIMS MUST BE MADE BY THE CONSIGNEE AGAINST THE
DELIVERING CARRIER.
6. Cars or boats are required to be unloaded in accordance with the rules and regulations
of the transporting companies and detention will render consignee liable to charges for de-
mtirrage. Cars or boats are not allowed to be sent beyond the station designated in manifest
or bills of lading as the place of delivery. Captain is not permitted to hold guy; this service
must be arranged for and paid by consignee. In all cases where "alongside" delivery is agreed
upon, the consignee is to pay wharfage.
7. If at any time the operations or business of the company mining the coal, or the rail-
roads or transportation companies by which it is transported to any place where delivery is to
be made, are interrupted or curtailed by reason of war, actual or threatened, strikes, shortage
of labor, inability to secure sufficient cars or boats for loading, or for any cause whatever, the
obligation of the North River Coal Company to deliver coal under its contract or agreement
shall, with respect to the period of such interruption or curtailment, cease, and no liability
shall rest upon it by reason thereof, notwithstanding the result be to reduce tonnage con-
tracted for or agreed upon; but the benefit of this provision may be waived by the North
River Coal Company in any instance and without thereby waiving it generally.

USE OF TREES
Article 2 of the terms of agreement specifies that trees purchased from this department must be used for the sole purpose
of reforesting lands in the State of New York. Reforesting means the establishment of a forest by completely planting an area
of open land or by supplementing natural forest cover by filling in open spaces. Trees must be planted directly in their perma-
nent situation. In no case shall they be planted in nurseries or used for ornamental purposes.

1. To pay the purchase price to said Conservation Department within ten days after receipt of bill.
2. That the trees are to be planted for the sole purpose of reforesting lands in the State of New York, That the trees
will be planted only on land which is assessed at less than $50 per acre, when privately owned. That these trees will be planted
and are not obtained for the purpose of sale, and will not be sold, given away, replanted, or moved with the roots thereon.

DIRECTIONS FOR PLANTING
The actual work of planting is simple and can be done successfully and readily by anyone. When the trees are received,
they should at once be taken to the planting field, unpacked and "heeled in." The latter process consists of digging a trench
the width of a shovel and depth half the height of the trees, into which the trees are placed roots down and packed solid.
They should be well watered and may be thus stored for a week or more, but should be planted as soon as possible. The
planting is best done by two men, one with a grub hoe to make holes, the other with a pail of trees to do the planting. The
trees should be set approximately six feet apart, each way, but judgment should be exercised in selecting the best soil or spot
00. within a reasonable distance. The hole should be deep enough to permit the roots to lie in a normal position and the trees
set at the same depth that they were before digging. The man who digs the holes should leave the dirt/at the side of the
hole and in as accessible position as possible in order to assist the planter. The planter takes a tree from the pail, places it
in the hole and packs the soil around the roots, endervoring to/ get the roots in a normal position. When all the soil is
returned and the hole filled, the earth is firmed by the root, but care should be taken not to bark the tree. This operation
should continue until the planting is done. As many pairs of men as are necessary may be employed. Care should be taken
to see that the roots of evergreen trees never become dry. The rates of planting will depend upon the efficiency of the labor
and the character of the soil and vegetation where the work is done. Planting six feet apart each way requires about 1,200
trees per acre. Two good men should, where the soil is not heavy, set out about an acre per day.
Preparation of soil is not necessary but the plantation must be protected from fire, and grazing prohibited.

Dear Mr. Plog:-
I think that this Spring you ought to
plan primarily to put in vegetables which can be
put in cans. I wonder if Mrs. Depew would come
in to the kitchen and put them up as they ripen.
I think we could put up, in glass jars, corn,
beans, beets and tomatoes - also peas, provided
they are picked and put up while still very
young. I think we should grow plenty of
carrots, onions and turnips for use next
Winter.
We will not need much in the way
of vegetables for the house because during
the Summer we will probably have only three
or four people for a weekend about once a
month, or, if we have more for a weekend,
we can always buy what extras we need.
Mrs. Roosevelt tells me that she
wants Bill, who works for her, to put in
a good-sized garden but, as you know, Bill
needs supervision in a thing like this and
I wonder if you could undertake to supervise
him in what he plants and in putting in any
fertiliser he needs. I think if you can
have a talk with him and drive over for a
few minutes every two or three days, he
will be able to do it all right, and he
may be able to hire & boy from high school
to help him.
Mrs. Roosevelt also said that she
would like to have the pool cleaned and put
in order - but not until about the first of
June.
I hope to be back, without fail,
the first Sunday in April. I suppose the
frost is coming out of the ground by nov and
that you are also getting this warm spell.

My dear Harry:-
I had hoped to see you the last time I was
home but it was so 1cy I could not get around. I
have tried to figure out some way of making major
repairs to the Tompkins house but, frankly, I cannot
afford to do it and also there is the definite
government request not to make major changes or
repairs during the war. The principal cost of
your suggestions would be in the fitting up of a
bathroom on the second floor. I do not think I
could do this. However, I would be willing to
buy the wall paper, paste and paint for upstairs
(except for the living room and kitchen) if you
can do the papering and painting work in your
spare time.
I am asking Mr. Plog to look over the
problem of the leaky roof. That, of course,
must be mended. You might see Mr. Plog before
I get home the next time.

In compliance with your telephone request upon your
last visit here in Hyde Park, I have had two electrical contract-
ors, namely, Mr. L. L. Jaminet and Mr. J. D. Quinn, both of
Poughkeepsie, New York, thoroughly examine the signal system
within the Big House. I am enclosing both Mr. Venable's and
Mr. Jaminet's bids for your consideration and as yet I have not
received such from Mr. Quinn due to the fact that he has stated
that he wants to make certain that he can get the material re-
quired for proper installation of the system.
In talking over the work with the above mentioned con-
tractors, the consensus of opinion seems to be to put in & com-
plete new annunciator as it is felt that the ones now installed
have reached the end of their useful life. There also seems to
be some question 0.8 to whether or not the present wiring is in
A No. 1 order, or whether or not it would have to be taken out,
but in any event they all agreed that a workable system can be
installed without too much trouble.
Forgive this long delay in writing you, but I was anx-
ious to have a complete story for you, and the moment Mr. Quinn's
bid is received by me, I shall forward the same to you. Trusting
the above will somewhat answer your questions, and if there is
anything further I can do for you, please don't hesitate to call
me.

My dear Miss Tully:
At your request I have checked and
inspected the bell system at the Presidents Estate
and repaired it the best I can under the present
conditions.
However, I can not say how long the
system will continue to operate as the annunciators
are beyond repair. This system has been in service
about thirty years and has just given out from use.
On Thursday I installed 20 new dry
cells, but I am afraid even this will do very little
good. To date I have spent twenty five ($25.00)
dollars in my endeavor to correct the fault, but I
must admit without success.
I would suggest that you advise the
President to have installed a new 24 drop annunciator
which would be hand reset rather than electric. Using
a power transformer you would do away with the con-
stant cost of installing dry cells,
The cost of this new system will be
One Hundred Thirty One ($131.00) Dollars. I will be
happy to guarantee the new system for two years.
I will await hearing from you regarding
the above matter before doing anything more.

Dear Sir:
As requested by you, I am pleased to submit 2 proposal
covering electric work in connection with the present
installed call system at the President's residence, Hyde
Park, N. Y., as per the following:
The existing wiring used to operate the call bell or
signal system appears to be in operating condition, and I am
assuming that such is the case. It is my understanding that
the three existing 18-drop and 4-drop annunciators, one of
each now located in pantry, servants' dining room and servants'
hall, will be discarded, together with the dry cell batteries
which supply current for these units, since this equipment has
been in service quite some time, and is.in need of replacement.
We propose to install, in the pantry, one 24-drop surface
type, manual reset annunciator, which will replace the two now
at this location. The existing annunciators, in servants'
dining room and second floor passage will be disconnected from
the system and will cease to operate. In the second floor
passage, we will install a three-inch adjustable bell or
buzzer type signal, which will sound each time a call registers
on the new pentry annunciator. The foregoing will be operated
by = new power unit, replacing present operating batteries,
which will be connected and installed by us. The cost of this
work, with necessary wiring installation, reconnections and
changes, ready to operate, all as per the above, would be
$148.00 (One Hundred Forty-Eight Dollars).
In the event that a bell type signal is desired for
location in servants' dining room, which would ring when a call
is registered on new pantry annunciator, the additional cost
would DE approximately $10.00 (Ten Dollars).

from Nancy Cook:
"I am returning you a check for $40.00
as we did not have to have the snow plough or
extra man to shovel the snow this winter.
The Army kept the road open. However, we spent
about three times as much last summer for
keeping the road in repair, but that is some-
thing we cannot help with so many cars and
trucks."

MEMORANDUM FOR MR. PLOG:
The President directs me to
send you the enclosed package of seed.
It is what 1s known as a Porongo and is
a Paraguayan gourd. The President says
it is an annual and should be planted
against a trellis or a 6 ft. pole with
short branches and bark on it. Please
put it in the ground right away in a
sunny place. While Paraguay has 'a much
more tropical olimate, Paraguayans think
it will ripen here if we have a good
hot summer.
