Dear Mr. President:

In connection with your present proposals for
national defense, I beg to suggest that, should there be
any question of the right of the United States to
fortify the Panama Canal. the "Isthmian Highway"
(by the undersigned) fully discusses the subjuct. I quote
the author's conclusion on the subject from page
I64, referring to the changes made in the Clayton Bulwer
Treaty, by the Second Hay Ponncefote Treaty, as follows:
(quote)
"The changes here, insofar as they are of substance,
consist of two omissions. First, the words "in time
of peace" have disappeared from Section I. This
means that, if there were war, the United States,
at its discretion, might close the canal.
Secondly, the words, "no fortifications shall be ere
erected commanding the canal or the waters adjacent," If
have been eliminated. The United States has the
right to erect such fortifications."
You probably have a copy of the "Isthmian Highway"
in the White House library, though asta close student
of such matters you are, I am sure, fully familiar
with the entire subject. I am not being so presumtious
as to try to inform you of something you already know,
but to suggest that the rest of the canal bonds, amounting
to several hundred millions of dollars, be now sold and
the money useditocerectsthese now absolutely neccessary
fortifications and in the language of the treaty to
"protect" the Canal.
I would be glad to talk this matter over with you
some time but havelong since given up all hope of ever
getting an interview. I am proud to say I have been able
to interview every President since McKinley and it
never took six years. I am afraid I am on a black list

RESOLUTION CONDEMNING THE PERSECUTION OF THE JEWS IN GERMANY,
offered by Hugh Gordon Miller and unanimously adopted at the
Federal Coury House, New York City, November I8, I938.
WHEREAS, We a free people are here peaceably assembled at an
Aeronautical Law Symposium being conducted by the
Committee on Aeronautical Law of the Federal Bar
ASsociation of NEX New York, New Jersey and Connecticut,
and,
WHEREAS, We are all grateful to be in this land of freedom and
opportunity, and
WHEREAS, We are shocked and grief-stricken over the cruel,
barbaric and inhuman treatment being accorded to the
unfortunate Jewish people by the German government
in Germany.
Now, therefore, be it
RESOLVED,
That we strongly and bitterly condemn such ruthless
action by the German government and further, that
we heartily appreve the action of President
Roosevelt in voicing officially and in behalf of
all our people of every racial extraction, and
every religion, and all political parties, the
horror and indignation of the A erican people
at such unspeakably inhuman and barbariah conduct
of a government claiming to be civilised, and urge
xxxxxxxxxxxxx E that unless these undenied abuses
and persecutions are halted and corrected and indemnified,
this nation sever all diplomatic, economic and professional
relations with Germany and do the same to any other
country which copies such barbaric conduct THat We
condemnu also the persecutions by the German gov't of
the members of the Christian religion in Germany. Our
condimnation is directed against the Nazi government
and not the german people.
RESOLVED,
That a capy of this resolution be sent to the President
of the United States, the United States Department
of State, and the American Jewish Congress.

Asked to be advised if a suit has been made for the President from the
length of tweed that was presented to him recently by Col. and Mrs. Arthur Murray,
friends of Lady Doris Vyner. The tweed was made on hand-looms in a mill which is
part of the scheme which the Fountains Abbey Settlers Society Limited is carrying
out for the relief of unemployment. If a suit has been made, asked to be advised
what kind, and if a photograph of the President wearing the suit has appeared in the
Press, he would like to have a reproduction or advice as to the paper and date in which
it appeared. Said that the Society is a charity which was founded by Mr. Clare Vyner
and Lady Doris Vyner. --- Miss Le Hand replied to Mr. Nott on Dec. 19, 1938 saying that
Col. and Mrs. Murray did present the President with cloth from the Fountains Abbey mills
but the suit has not yet been made up.

"You may think that if a man does good it is of no con sequence what his motive is. So it is to the recipient, but to the

reward. If he acts for God's glory he receives a return fro m God, proportionate not to the good performed, but to the
intention to do good. So you can see again how much surer is a man's reward who works for God than if he worked for
men. For men always give the glory in proportion to success; God gives it in proportion to intended accomplishment. In
the one case the man is rewarded according to his desire if he succeeds; in the other, whether or not he succeeds, his re-

Roosevelt,\nPresident of the United States,\nWashington, D.C.\nDecember 7, 1938.\nDear Mr. President:\nX 335\nIn connection with your present proposals for\nnational defense, I beg to suggest that, should there be\nany question of the right of the United States to\nfortify the Panama Canal. the \"Isthmian Highway\"\n(by the undersigned) fully discusses the subjuct. I quote\nthe author's conclusion on the subject from page\nI64, referring to the changes made in the Clayton Bulwer\nTreaty, by the Second Hay Ponncefote Treaty, as follows:\n(quote)\n\"The changes here, insofar as they are of substance,\nconsist of two omissions. First, the words \"in time\nof peace\" have disappeared from Section I. This\nmeans that, if there were war, the United States,\nat its discretion, might close the canal.\nSecondly, the words, \"no fortifications shall be ere\nerected commanding the canal or the waters adjacent,\" If\nhave been eliminated. The United States has the\nright to erect such fortifications.\"\nYou probably have a copy of the \"Isthmian Highway\"\nin the White House library, though asta close student\nof such matters you are, I am sure, fully familiar\nwith the entire subject. I am not being so presumtious\nas to try to inform you of something you already know,\nbut to suggest that the rest of the canal bonds, amounting\nto several hundred millions of dollars, be now sold and\nthe money useditocerectsthese now absolutely neccessary\nfortifications and in the language of the treaty to\n\"protect\" the Canal.\nI would be glad to talk this matter over with you\nsome time but havelong since given up all hope of ever\ngetting an interview. I am proud to say I have been able\nto interview every President since McKinley and it\nnever took six years.
