"It will be we, not they, who will dictate the Treaty of
Peace".
We have three sons in the Service. Our youngest son,
Cuthbert C. Payne, Jr., is with the Navy Patrol Squadron, No. 23,
at Pearl Harbor. He was in Pearl Harbor December 7th and we
thank God he is still there and able to do his part. Our
second son, John B. Payne, is an instructor at the Naval Air
Station, San Diego. Our oldest son, Thomas B. Payne, is a first
lieutenant on the Army Air Base, Losey Field, Ponce, Paerto Rico.
Lt. Thomas B. Payne sent me some scraps of mahogany that
came from the logs of an old church that was built on the Island
of Puerto Rico more than three hundred years ago. Out of a
scrap of this sacred wood I have made a gavel that you might like
to use when you meet with the representatives of the Allied
Nations to draw up a just and lasting Treaty of Peace. This
gavel would stand for the American way of life - freedon of
speech, freedom of the press, and freedom of religion.
With sincere wishes for the safe return of your sons who
are in the Service, I am,

War 1, enlisting in the 32nd Division of Infantry when I
was 12 years and 4 months old. After four months in the
army my commanding officer caught up with me and I was
honorably discharged in January 1918. I returned home,
re-entered school, and during my summer vacation in 1918,
took a six weeks' training course in the Navy at Great
Lakes, Illinois.
In March, 1938 I made application for a commission
in the organized reserve, but was told I was too old.
In January of this year, I made application for a
commission in the Air Service Command. Passing my physical
examination and meeting the requirements, I received a
letter from Major Gordon (now Colonel), Assistant Chief
of Staff, Personnel, Air Service Command, stating that

the United States for assignment under the jurisdiction

supply activities. Since receiving this letter, dated

After being eliminated from World War 1 for
being too young and the organized reserve for being too
old, I am still hoping to get my captain's commission.
I am 36 years old, married, have a son 18 years
old attending college. The past six years I have been with
the General Motors Corporation as a junior executive but
due to the elimination of automobile production, I am now
unemployed. While I know I can make a living selling my
flag holders, it is something my son can handle along with
his school work.
I want to be of service to my country. If anything
can be done to expedite my commission, I would certainly
appreciate it.
May God give you the courage and strength to
carry on to complete victory.

weight or whatever it might be called, is from the Battleship Maine. It is
for you personally but if we should ever have another "Battleship Maine", you
might want to have it incorporated therein in some conspicuous fashion.
The President, April 8th, wrote to Mr. Ickes saying he was delighted that Mr.
Ickes had remembered his deep interest in naval items when Mr. Ickes had found the
relic of the Battleship MAINE and that he was sending the medallion with Mr. Ickes'
letter to the Director of the Franklin D. Roosevelt Library for the Naval Collection.-
Miss Tully, April 8th, wrote to Mr. Fred W. Shipman, Dir. of the Franklin D. Roosevelt

Your Excellency,-
I am most of the time at my easel;
and being alone and sometimes lonesome, I listen to the
Radio news.
Today something was said to the effect that the Pres-
ident is attacked for finding fault with the Supreme Court.
I am not an influential or a politician, but I wrote
a book in which I show that Influence is as effective in
that court as in so many other courts: Anyway, I present
the facts: and if you would assure me that you would do
me the honour of reading it, I shall be delighted to send
a copy; and then, if you can use the volumes for what
good you can do to get rid of crooked judges the Country
over, I shall be glad to send as many as you wish to use.
"It offends me to the core", as Shakespeare says some-
where, to read or hear of the utterances of big mouths
of people that never did anything except for money, fee
or graft, in charge of big affairs- the Country turned
over to people who could not buy $2 worth on their own
honour or credit.
There is nothing hdy in a garment, whether worn by a
politician favoured for the public payroll by the Presid-
ent or by Beefsteak John of the political clique.
(Yesterday I took the liberty of writing to Your Ex-
cellency about where I thought iron is to be found; and
I hope it will not crowd you.)

My dear Mrs. Roosevelt,-
I am writing this to you,
because someone must have sense:
1. Colonel de Propper is a painter: at times while
at his easel all day, he listens to the Radio. At such
a time, someone attacked the President for having found
fault with the supreme court.
Now, Colonel Propper had brought out a book some
years ago, showing that the supreme court is not as
holy as the Constitution guarantees it to be: and that
book shows that we have judges who are no more honest
than when they were mere shysters working up toward
the successful future:
The Colonel, to encourage the President, wrote His
Excellency, that he would be glad to send him a copy
of said book, and as many further copies as he would
think might be useful to remedy certain wrongs care-
fully perpetrated by organized corruption, Judges in
the ring. (The PANDECT OF COLONEL X, Wissinoming
Publishing Co., Phila., $5.) All this to be with
the compliments of the Author.
2. 10 days later a letter was written by Grace G.
Tully of the White House, saying that the kind offer
is appreciated.
Natually, Col. Propper wrote to Grace G. Tully whe-
ther, translated into English (to one of the best lingu-
ists in America like Col. Propper) her note meant that
he should send a copy of the book or not: to which
Grace answers "you may forward a copy of your book
to me and I shall be glad to make it available to the
President.
I suppose this will conclude the file: but is it
not just like so many of our life-wasters and time-
servers on the public payroll? For we still do not
have an answer to the respectful tender!

him what a grand job he thought Major LeMan had done with the photograph albums.
The President said he was most anxious to have one for each of his children and they
have been thrilled to receive them. The President said this letter takes to the Major
and his staff the President's grateful thanks and appreciation for the very excellent
work which the Major always turn out. Attached is memo. saying Buzzard's Point is
down near the War College and the Signal Corps recently moved some of its personnel
there.)

with the Walthall process for making
aluminum from common or garden clay.
I never heard of it until Wednesday when
Dr. Morgan, the Chairman of the Tennessee
Valley Authority, brought me the en-
closed piece of aluminum.
It seems to me that if the process
works it would help us, in the event
it becomes more difficult to obtain
bauxite from British or Dutch Guiana.
Please return to me the piece of
aluminum in order that I may put it in
my Hyde Park Library collection.

On the above date the President sent a memo for Hon. Sumner Welles asking
that he prepare a reply to a letter from Hon. Nelson T. Johnson, Embassy of
the U.S.A., Chungking, China of 12-24-40, to the President, advising that
Prof. Chang gave him a picture which he had specially executed for the
President, depicting a hundred doves of peace. The painting was not sent
to the State Department, but attached to the letter from Mr. Johnson are
"A Poem Written for the Painting 'Messengers of World Peace" by Chia-Luen Lo
and another "On 'Hundred Doves' by Lo Chia-Lun translated by Jen Tai" The
title of the scroll was written in the hand of General Chiang Kai-chek. The
President's acknowledgement was sent through the State Dept. 1-23-41.

Commission to exhibit the painting entitled "The 100 Doves", which was a gift
to the President by Professor Chang Shu-Chi. This is to be for the benefit of

President's direction, Mr. Shipman of the Franklin D. Roosevelt Library, will

program on Sunday afternoon broadcast over a hook-up of two hundred stations.
The Lutheran Hour is sponsored and financed by the Lutheran Laymen League, and the
regular speaker for the past several years is Dr. Walter A. Maier, a Professor of
Concordia Seminary, St. Louis, Mo. They desire to present the President with a
very small gold pin, and writer would like the privilege of presenting this in person.

Sec. to Cong. Boehne that an appointment cennot be arranged with the Pres. for this
presentation, but that Gen. Watson will be glad to see them and receive the pin.

Two letters to Secretary Early (other one dated 4/19/42) saying he
was sending the President a gift which describes as follows: "a pyrographic etching
of President Roosevelt * * * mounted upon it two of my patented 'Coin-A-Day Victory
Chests'". The plaque is rather large. Also asks if the President would like an etched
piece in the form of a large desk pad bearing upon it the map such as is in the Oval
Room - a flattened globe, etc. He is an over sea navy man from the last war and hopes
he will be able to do worthwhile service following release; says "for is not even 'junk'
being utilized".
Referred by memo dated 5/19/42 to the Attorney General requesting
him to make appropriate acknowledgment for the attached gift and return gift to this
office.

Sending to the Library as a gift 25 specimen of polychrome
pottery, the greater part belonging to the Nasca culture of ancient Peru. This was
given to the President by President Prado and dates back to between 400 A.D. and 1400 A.D.
They are from the Anthropological Museum in Lima and he thinks founded by the Prado
family. Enclosed is description of the collection by the Director of the Museum,
Julio C. Tells. The President asks that this collection be placed in a separate case
at Hyde Park with nothing else in the case. Four pieces of this collection was held
by the President for the house and one piece was given to Mr. Hopkins.

their reproductions are made in the famous gravure process. They have had a
persistent demand for a good picture of the President, so they are contemplating
bringing out a picture in a size to match the two prints which they enclose, and
also one in a larger size. Asks for a photo of the President that they could use
as a negative, and says he leaves it to his judgement as to a pose that would appeal
to the public.

My Dear Miss LeHand,
I learn from the Press that President
Roosevelt - like myself - has more or less a hobby
of keeping various "gadgets" on his personal desk,
and since I have given many of my friends a little

minature American flag as a desk weight, I want to
send you one to be given to our President.
I thoroly appreciate that our President has
many pressing and urgent matters which require his
time, making it at quite a premimum, but I am just
wondering if it would be possible for you to dictate
a letter of acknowledgement and slip it on his desk
for a personal signature. I'll admit, that I am very
selfish is making this suggestion, but I would like
so much to frame his personal acknowledgement and
give it a conspicious place on the walls of my private
office.

picture of the President, which recently originally appeared on the cover of
Collier's Magazine, on an Ordnance Department poster. This poster is being used in
connection with effort to stimulate the quality and quantity of production in
government-owned ordance plants through-out the country. Attached was reduced
photogtatic reproduction of the poster to be used. Ackd. April 20, 1942, giving
permission.
May 26, 1942, letter to Mr. Early from Mr. Hyde, thanking him for authorization to use
likeness of the President for poster. Encloses copies of the finished posters.-Sent to

in color photography and color cameras. Writes that on Feb. 13, 1917, a color-separation
negative of the late President Wilson was made at the White House. Only a few prints were

fidential letter to Mrs. Roosevelt from Ruby Black, Office of the Coordinator of
Inter-American Affairs, 5/27/42, stating that the Ambassador of Ecuador would like
to have a list of the gifts brought to the President and Mrs. Roosevelt by Presi-
dent Prado of Peru. The President of Ecuador is considering a visit here and Ecuador
does not want to be outdone by Peru in bringing representative examples of the fine
arts and crafts of the people.
