the European Bank for Reconstruction and Development. He tells me
that he applied in January and received notification of the receipt
of his application on February 5. In his position in the Executive
Office of the President, Mr. Mills has worked very closely with me
and other staff members of the Office of the Vice President. He is
one of the most outstanding and promising young professionals with
whom I have worked in my five years in the White House and the
Office of the Vice President.
As Assistant to the Vice President for Economic and Domestic Policy,
my primary mission has been to help establish the role of the
cabinet-level body, chaired by the Vice President, that the
President has tasked with overseeing economic and regulatory
policies, the President's Council on Competitiveness. Mr. Mills has
been of great assistance to the Vice President and his staff in this
effort, playing a critical role in the start up of the Council's
operations.
Mr. Mills has served as a valuable staff assistant to the Council,
while working formally as the liaison between the Council and the
Office of Information and Regulatory Affairs (OIRA). Located within
the Office of Management and Budget, OIRA has provided critical
support to the Council and the Vice President's staff on regulatory
policy. In addition to serving as a key link between these two
organizations, Mr. Mills has been intimately involved in much of the
Council's policy-making, drafting issue papers and briefing
materials for the Vice President and Cabinet members and negotiating
on policy documents with high-ranking officials. In this work, Mr.
Mills has dealt intelligently with fundamental issues of economic
policy, such as the proper economic role of government and political
constraints on policy prescriptions. While managing these
impressive responsibilities, Mr. Mills has displayed remarkable
ability, especially considering his previous experience.
In many ways, Mr. Mills has served as my personal deputy, and I have
found him to be an invaluable assistant and work colleague. He is
extremely well organized, writes exceptionally well, can be trusted
absolutely, and provides timely, incisive advice and analysis on all
issues ranging from technical policy issues to personal relations.
While I have worked with Mr. Mills primarily on domestic economic
policy, I know from numerous discussions, both inside and outside of
work, that he is very insightful in placing issues in a broad
philosophical and international context; in fact, many of these
conversations have dealt with the momentous implications of the
events in Eastern Europe. He is clearly drawn to the historic
mission of the European Bank.
