(2) What are the real effects of U.S. capital costs on investment in industrial R&D and in plant and equipment? (3) Effects of the U.S. tax policy, trade policy, and regulatory framework on investment in industrial R&D? In overall competitiveness? (4) What roles should the Federal Government take in encouraging consortia such as Sematech, MCC, and NCMS? What should be the criteria for Federal involvement? (5) What role can Federal laboratories play in the industrial competitiveness arena? What expectations here are realistic? (6) Discuss NSF Engineering Centers and DOC Manufacturing Centers and ATP programs. Discuss State and local competitiveness programs. (7) Have the diverging interests of our financial and manufacturing sectors adversely affected U.S. manufacturing competitiveness?
