The President has continually demonstrated his commitment to a vigorous research and development agenda, most recently in the FY 1992 budget submission to Congress. To support the Administration's leadership on research and development issues, the Economic Policy Council (EPC) Working Group on Research, Development, Technology and Innovation is being re-established. This group will be called the Working Group on Science and Technology. The Assistant to the President for Science and Technology will assume the role of chairman. The Working Group will provide a forum for developing Administration policy on significant science and technology issues that affect U.S. economic performance. As initial tasks, the Working Group will review the policy approach of the federal government toward implementation of the networking aspects of the high performance computing and communications initiative and various joint industry-government cost-sharing consortia contemplated by the recent Administration initiatives. The Working Group should include representatives from the Office of the Vice President, Departments of State, the Treasury, - 2 - Defense, USTR, Commerce, Energy, Office of Management and Budget, Council of Economic Advisers, Office of Policy Development, and Office of Science and Technology Policy. The members of the Working Group should be at the Assistant Secretary level or above. As the Working Group focuses on specific issues, representatives of appropriate Executive Branch agencies will be invited to participate.
