In REFLECTIONS spite of the varying relations held by him toward the different parties in England during his political career, one may easily find the key to his ON consistency in this central principle. When the King's party sought to increase the royal prerogative, he resisted; when the old Whigs sought THE REVOLUTION IN FRANCE to make the government of the country a means to the enrichment of their class, he resisted; and when the sympathizers with the Revolution IN A LETTER CCITT G3-> sought, as Burke thought, to abolish government, he resisted. He had a profound veneration for the ac- [1790] cumulated wisdom of centuries of experience, and held that the bounds of liberty should be enlarged with great caution and very gradually. That a political system had lasted a long time was to him an argument I TMAY not be unnecessary to inform the reader, that the follow- ing Reflections had their origin in a correspondence between that it must to a large extent be fit for its purpose, and that therefore it the Author and a very young gentleman at Paris, who did him should not be rashly changed. the honour of desiring his opinion upon the important transactions, With such views, Burke was bound to oppose the French Revolution. which then, and ever since, have SO much occupied the attention of The sweeping away of the traditions of ages, the erection of new forms of government built on abstract theories, were abhorrent to him; and all men. Burke's definition is comprehensive: a "partnership not only between those who are living, but between those who are living, those who are dead, and those who are to be born." It acknowledges our senior citizens and those who have gone before us. It speaks to the environmentalists' principle of sustainable development for future generations. And, it defends the rights of the unborn, "those who are to be born." While candidate Clinton may represent the youthful generation, President Bush can convey the ideal of a champion of all generations, a peacemaker between generations. Philip C. Bom 900 Laurie Ct. Virginia Beach, VA 23464 804-479-1094 TOTAL P.04 MAN FAMILIES OF PAN-AM 103/LOCKERBIE OF PAN-AM October 14, 1992 Hon. George Bush President United States of America The White House By Overnight Mail Washington, DC Dear Mr. President: I am writing what may be my last letter to you as President to ask you to fulfill your duty to the 189 American families who lost loved ones murdered in the Pan Am 103 bombing and to protect others from a similar fate. As the enclosed button says: It is time for justice. While we may not know the whole story, it is now known and can be proven in a court of law that Libyan agents were perpetrators of the worst terrorist attack in history against American civilians. What has the U.S. government done? It has indicted the individual agents, demanded Libya turn over the fugitives, pay compensation and desist from further terrorism. The U.S. then proposed and the U.N. Security Council adopted mild transportation, technical, and diplomatic sanctions to enforce the joint U.S.-British-French demands. The Pan Am P.O. Box 127 Broadway Station Albany, N.Y. 12201 518-465-6025 Fax 518-465-6719 103 and UTA aviation bombings carried out by Libya killed 440 innocent civilians, more than the total casualties of all the military actions of your Presidency. However, since April, 1992, the U.S. Government has authorized a high level delegation of American oil company executives to meet with Libyan officials in Europe and refused all urgings by victim families or a bipartisan coalition in Congress to tighten the sanctions. Some victim family members and members of the press are saying a sell-out is in the works. Some State Department officials are reported to favor a small ex gratia payment by Libya for compensation be accepted by the U.S. to "settle" this matter and lift the sanctions, as though this were a commercial trade dispute! What has Libya done? It has denounced the sanctions, denied culpability, and refused to turn over the suspects which it still shelters. At the same time it has activated an expensive and elaborate propaganda effort to separate the U.S. from its allies and to divide U.S. public opinion. The Libyans are paying hundreds of thousands of dollars to American, British and French agents, including a former U.S. Congressman to influence U.S. Government policy. The situation is now a stalemate that favors Libya and which frustrates justice, delays compensation, and threatens make a mockery of the joint U.S., British, and French demands of December, 1991. What could U.S. do? You could tighten the screws of sanctions several more notches by announcing the you are (a) formally requesting the U.N. Security Council to consider an oil embargo of Libya, (b) calling upon the U.N. (as it did in response to Iraqi aggression against Kuwait) to set up a Compensation Claims Commission to hear claims of all parties injured by the terrorist aggression of Libya against international aviation, U.S.-British-French citizens and U.S. and French airlines, and (c) calling upon our allies to freeze Libyan assets and withdraw their technical personnel from Libya. Unilaterally, you could announce the seizure of the $300 to $400 million in Libya assets already "frozen" in the U.S. to begin compensation of U.S. victims (similar action was taken a few weeks ago by the British against frozen Iraqi assets in the U.K.), and which you are mandated to do under provisions of the Aviation Security Act. (U.S. victim families have not received one penny of compensation from the civil litigation against the defunct Pan Am, nor has the U.S. Government or the British Crime Victim Compensation program paid any significant compensation / and there is no near term prospect of receiving such.) You could also issue an ultimatum to Libya to turn over the indicted suspects by a date certain or face the consequences, which could include the declaration (within your power under U.S. law) that they are international outlaws and authorizing U.S. forces directly or through third parties to use all necessary means to bring them to justice. Continued U.S. inaction and delay will only encourage Libya and other terrorist states such as Iran that they can get away with state sponsored terrorism: That even mass murder of hundreds of Americans will not bring any forceful military or economic retaliation. Already Iran is reported to have "tested" the security of U.S. airlines in Europe over the past few months by planting unaccompanied luggage aboard U.S. airliners of the type used in the Lockerbie bombing. U.S. airline security, after appearing to be on the verge of becoming a credible defense with your signing the Aviation Security Improvement Act of 1990, appointments of Adm. Clyde Robbins and Gen. O.K. Steele to new high level positions in charge of aviation security, and a temporary tightening of security during the Gulf War, has now relapsed into a clearly defective and inadequate system, that has no credibility with security experts and amounts to a renewed fraud on the public. In closing, I would respectfully request that you meet briefly with myself and leader of the other American victim family group in the next 10 days, or at least arrange for a White House meeting with the Attorney General, Secretary of State and Transportation Secretary, SO that Justice for U.S. victims of terrorism receives the attention it deserves from your Administration. To continue the present policy of inaction only sends out the message that your Administration has forgotten about Justice in the 1988 bombing of Pan Am 103, the worst mass murder of American civilians in history, and which was followed by the 1989 bombing of UTA 772 killing another 170 persons including seven Americans. I listened in vain in the gallery of the General Assembly to your recent address to the U.N. for any mention that U.S. victims of international terrorism deserve any attention from the U.N. in the post Cold War international agenda. As your Administration has made sure that the Kuwaiti victims of the 1990 Iraqi aggression have a Compensation Commission and have received a full measure of international justice, it appears to many of us that once again your Administration is more concerned with the humanitarian needs of foreign nationals than U.S. citizens. You probably do not remember your earnest and I believed sincere statements and commitments to myself and other Family members when we met in the Oval Office on April 3rd, 1989, and again in the Old Executive Office Building in May, 1990, but I can assure that we cannot forget. As you close your first Administration, please remember your duty to do your utmost to seek justice, to protect and defend Americans traveling abroad from attack by enemy forces, and to end the scourge of state sponsored terrorism that has so plagued Americans over the past 20 years. Our organization has a membership of over 500 Pan Am 103 and UTA 772 victim family members in 20 states. We are anxiously awaiting your reply to this letter and will wait until October 18th, before undertaking any further action. As our organization will be meeting in Washington on October 17-19 where I will be attending the first International Conference of Air Crash Victim Organizations, I would hope to hear from your office by this time. With best wishes to you and Barbara, and best regards, I am, Sincerely, Paul S. Hudson, President Father of Melina CC Hon. I would like to point out the urgency of the matter. Since you have read my proposal which concerns the need to establish an AMERICAN COUNTER-TRADE COMPANY where leading industrialists and bankers have shares and are prepared to send their experts to the board so that, when established, this company can get into action immediately. The main reason is, when this promotion company has the use of the intelligence service of all the companies involved, including those of The United States Government, then we would be so strong to create contracts which could be used as collateral so that all those countries involved could present their shopping lists, contract services, construction proposals etc., which would lead to a rather immediate stimulation to the economy and an outlook to the reduction of the unemployed figure to a normal base. As I mentioned previously, all I want The President or you to do, is to bring in a contact, a personality, who has the contacts with leading bankers and industrialists, so that we can establish the venture as soon as possible and thus go into action at once. Apart from that, I want you to use this venture of the private sector on instructions and requests by The President, to be publicised that it could be of additional help to your actual Campaign for the re-election of President Bush. I repeat, that we join this personality which I requested on short notice, leaving everything behind to make sure that my assistance could lead to your success. contd/ Sigi S. I feel that trading in barter is an addition to the usual method of trading in the American economy. Taking into consideration the economical ties with the Commonwealth countries which have something to offer e.g. raw materials, minerals, oil, gold etc., these prod- ucts when properly exploited, would be valid collateral for fin- ancing to supply technical know-how by America in the form of con- cessions, contracts and so on. This would lead to an increase in purchasing power of such countries, which would allow them to buy finished products as well as start engineering work, for example. The same method could apply in relation to South America (code name Brazil) when even stalled loans could be revived with benefit to the creditors. I would add that the proposed loan of 2 billion dollars from the World Bank should give us hope that all is not lost. The dismantling of the Soviet Union and the end of Communist doct- rine in the countries of Eastern Europe also give America a fantas- tic chance to get their economy into prosperity in a short time. The former Soviet Union has large quantities of gold, oil, gas and minerals to offer. The United States of America could offer technical know-how for exploitation and help, with their experience to organ- ise the free market industrial porjects, farming etc. This alone, could keep the American economy busy for a long time Once the barter trade is organised - raw materials for finished products - we have enough margin to be competitive on the world market by negociating. Customers would be all the industrialised countries - America, Britain, Japan and Europe etc. This proposed super-firm or group of firms would dominate when properly organised. This action should be the voice of the private sector and when pub- licised, would give additional hope to the American people for pros- perity and a reduction in the number of the unemployed to normal figures within. a short time, perhaps even one or two years. The President is grateful for your thoughtful suggestions and your strong support as he faces the challenges ahead. In 1988, President Bush made a commitment to the American people to keep America strong and secure at home and abroad. Today, because of the President's leadership, Americans live in an era of unprecedented security -- the threat of nuclear war has been dramatically reduced -- and in an era that promises new opportunities for our children. The President's reform agenda will create jobs and increase exports, revitalize America's schools, and stop legal abuse. Further, the President understands that Americans want safer neighborhoods, affordable health care, and policies that strengthen family values. The President needs your help to get the job done, and when the time arrives, you can be sure he will be asking you to elect representatives to Congress who will fight for his program of reform. President Bush has earned the American people's trust by securing for them a peaceful future. These same qualities of steady judgement and leadership make him uniquely qualified to tackle America's domestic challenges. American Counter-Trade Company offers a fresh solution to one of the central problems of world trade. and does SO to the immense advantage of The United States of America and American industry in particular. The Problem: the lack of liquidity The lack of liquidity has been one of the greatest obstacles to the development of both domestic markets and world trade. This is true historically; it also applies today to most of the countries of both the Third World and the former Communist Bloc. These countries desperately need imported manufactured goods, but they find it impossible to acquire them in the quantity required because of their shortage of hard currency. On the other hand, there are countries like The United States of America that, equally desperately need new markets for their manufacturers. The Solution; Counter-Trade The possibility for mutual benefit between the two groups is clear. So too is the obstacle presented by the lack of liquidity. American Counter-Trade Company is designed to circumvent the obstacle by the sophisticated use of barter. For though the countries of the Third and ex-communist World are cash poor, many are asset rich; in oil, gems, precious metals and some agricultural products. Some British and European companies have already taken advantage of this fact to enter into ad hoc barter deals: for some time CIBA-GEIGY has been trading pharmaceuticals for agricultural products in the former USSR; while BBC ENTERPRISES have just announced that they are prepared to barter TV programmes for goods in East European markets like Romania, Bulgaria and Czechoslovakia. However, neither the BBC nor CIBA-GEIGY are a commodity house! American Counter-Trade Company is designed to. overcome this kind of problem by replacing simple barter with counter-trade. Simple barter involves volumes of goods exchanged without further reference to an external measure of value. In the case of counter-trade, the goods exchanged are denominated against such a measure in the form of hard currency. The industrial supplier can thus be paid in his preferred medium of cash, while the need - awkward to meet yet central to simple barter - for an exact equality of goods to be exchanged, is also avoided. American Counter-Trade Company At the moment, counter-trade requires the involvement of many different bodies. American Counter-Trade Company will bring them all under one roof by being commodity house, bank and export credit agency. This last is the crucial role for American industry. Most of our Western competitors benefit from government underwriting of exports to difficult foreign markets; American Counter-Trade Company would be the private enterprise equivalent. Areas of operation 6 4. Benefits to America 7 Conclusions 8 Private & Confidential 2 AMERICAN COUNTER-TRADE COMPANY Introduction This proposal sets out the case for establishing a business called American Counter-Trade Company. The aim of American Counter-Trade Company is to facilitate the export of American goods and services to less developed countries. The United States of America needs these markets, these countries need American goods and services, but the provision of export finance is a major problem. Less developed countries have chronic balance-of-payment problems which limit both liquidity and credit. On the other hand, many of these countries have substantial resources in the form of minerals and agricultural commodities. In theory, these commodities could be bartered for American manufactured goods and services. American Counter-Trade Company would simplify this exchange by providing a machinery for counter- purchase. It would handle finance, dispose of commodities and assist deal origination by pooling relevant commercial information. All this requires the co-operation of the major players in American finance, commodity trading and industry. American Counter-Trade Company would have an ownership structure which reflected the participation of these three sectors. S S BOLLAG London August 1992 Private & Confidential 3 AMERICAN COUNTER-TRADE COMPANY 1. Ownership structure The operations of American Counter-Trade Company would bring together finance, commodity trading and industry. Its proposed ownership structure reflects this. By shares of the American Counter-Trade Company which would be available to all the banks and industrialists. In taking shares of the American Counter-Trade Company, they should send their experts to the board in order to participate in the management. Initial capital requirements would be modest. Many of the facilities needed already exist, while the business would play the role of catalyst and clearing house rather than taking positions on particular deals. However, the maintenance of a high credit standing would be required for effective risk- management and counterparty credibility. Private & Confidential 4 AMERICAN COUNTER-TRADE COMPANY 2. Principal Activities Conceptually the business can be divided into three functional areas: i. deal origination ii. finance iii. disposals I DEAL ORIGINATION Origination requires an in-depth knowledge of both production capacity and market developments. Individual firms, in whatever sector, find it difficult to acquire the necessary range of intelligence on their own. American Counter-Trade Company would remedy this deficiency by acting as an information pool. Each member firm would be expected to contribute to the American Counter-Trade Company information pool. This would be supplied from commercial intelligence discovered by member firms in the normal course of business. Topics would include indications of credit-worthiness on the one hand and sales leads, tender annouce- ments, spin-off opportunities etc., on the other. In conjunction with information provided by the commercial attaches of the Diplomatic Service and commercial information services, the American Counter-Trade Company data-base would provide a major supplement to the sales efforts of individual firms. At the moment, competition between firms limits the exchange of information. The consequences show in unpaid debts and broken contracts. American Counter-Trade Company would provide a frame- work for co-operation. The conventions drawing the line between necessary co-operation and sensible self-interest will take some time to develop. But of course, where a member firm generates its own sales lead and wishes to pursue the opportunity independently, there will be no obligation to involve American Counter-Trade Company. II FINANCE The financing of counter-purchase agreements of American manufact- ured goods and services for less developed countries' commodities, lies at the heart of American Counter-Trade Company. Some of the financial facilities thus created could be made available to third parties for a suitable consideration. The basic instrument for handling counter-purchase agreements would be the escrow account, denominated in a hard currency. Such an account would be opened for each deal. The arrangement would offer a genuine guarantee of payment to the American supplier; it would also lock the less well developed country into the purchase of American goods and services. These accounts could offer the usual range of services. Overdraft facilities could be administered on a case-by-case basis; while credit balances could pay a market interest rate and be available for purchase throughout American industry. contd Private & Confidential continuation of 4 AMERICAN COUNTER-TRADE COMPANY The individual accounts would be grouped into master accounts organized by country and/or by currency area. These master accounts would facilitate the switching of balances. Balances could be made available for such transactions as credit enhancement or the discounting of trade bills. These facilities might well be attractive to third parties i.e. American manufacturers outside the American Counter-Trade Company. In which case, a two-tier structure of charges and discounts would be implemented. Private & Confidential 5 AMERICAN COUNTER-TRADE COMPANY 2. Principal Activities, cont. III DISPOSALS The proceeds of counter-purchase deals appear as a stream of commodity goods. The commodity trading side of American Counter- Trade Company would arrange for their disposal onto the world market. This would be on terms advantageous to the less developed supplier countries. The scale of American Counter-Trade's operations and their 'locking' nature, should produce long-term secure supply. This in turn would command premium prices. Further advantage could be drawn for New York's role as a world commodity trading centre. This allows extensive opportunities for concluding fixed price business on forward or term delivery contracts. Taken together, all this should ensure a significant shift of the terms of trade in favour of the supplier. But, thanks once again to the 'locking' nature of American Counter-Trade Company, these benefits would be recycled to the advantage of American industry. Finally, the ancillary services needed for commodity trade such as insurance, testing, shipping and warehousing could be directed where appropriate, through American companies. Private & Confidential 6 AMERICAN COUNTER-TRADE COMPANY 3. Areas of operation The business of American Counter-Trade Company would be directed towards those countries which have substantial natural resources but presently lack quality converible currency earnings. They fall into three groups; i. The emerging market economies of the former Eastern Bloc are a huge potential market for American exports but they require a financing mechanism as proposed in this document. 11. The debtor countries of Central and South America also require new financing arrangements to 'unblock' their credit lines and allow their re-integration into the global trading system. Here counter-purchase could be linked not only to industrial exports, but to the revival of stalled loans. iii. Finally, there is the Middle East. Here the problem is not shortage of liquidity, but rather the obstacles to trade presented by the fixed prices and production ceilings of the OPEC cartel. Counter-purchase might well prove a means of circumventing them by means of negociation. Private & Confidential 7 AMERICAN COUNTER-TRADE COMPANY 4. Benefits to the United States of America The United States of America is currently enduring a sustained economic recession. Moreover, underlying this cyclical downturn is an even more worrying decline in American productive capacity. All this takes place in a rapidly changing world in which con- ventional solutions seem ever less effective. American Counter-Trade Company offers a way out of the deadlock. i. The ability to capture market share through the reciprocal trading arrangements and innovative financing procedures offered by American Counter- Trade Company would create confidence and allow long-term investment to reverse world decline in manufacturing. ii. The continued operation of present global trading arrangements (GATT) cannot be assumed with com- placency. Those countries prepared to provide more pragmatic trading arrangements, such as those proposed by American Counter-Trade Company, will be placed to take advantage of political and economic developments in the next century. iii. The unsatisfactory performance of many less dev- eloped countries both as debtors and trading partners, points to fundemental flaws in tradition- al trade and financial procedures. These would be overcome by the more detailed sector analysis provided by the counter-purchase trade link central to American Counter-Trade Company. iv. The trading links established by American Counter- Trade Company and their 'locking' tendencies will cement ties with partner countries. These will create favourable circumstances for the develop- ment of other forms of interchage like tourism, education, media and general services to the benefit of these sectors of the Amercian economy. Private & Confidential 8 AMERICAN COUNTER-TRADE COMPANY Conclusions: The United States, Europe and World Trade Without doubt, the overwhelming limit for American industry is lack of demand. The domestic market is too small and export markets are insufficiently developed. There are structual reasons for this. Our Western competitors offer government supported credit agencies to facilitate foreign trade and liase closely with industry. However, here governments have been reluctant to inter- fere with the operations of the market, while industry's own init- iatives have been ad hoc. American Counter-Trade Company would act both as an expert credit agency and as a co-ordinator of American efforts. This would be a private enterprise working to its own benefit and that of the country in general. There is also a European dimension. The common thread running through successful trading companies is their ability to identify goods and to supply customers with the products they desire. If the desired products cannot be sourced in The United States of America, the manufacturing contract could be placed with a European firm as a sub-contract. America could thus facilitate trade, not just for her own industries, but for the whole of Europe. American Counter-Trade Company offers the possibiliy of reviving America's role as a world manufacturing power. fir . Bella Private & Confidential AMERICAN COUNTER-TRADE COMPANY A proposal for the establishment of a business to facilitate the export of American goods and services to less developed countries. 1. Ownership structure 2. Principle activities 3. Areas of operation 4. Benefits to the United States of America Private & Confidential 1 AMERICAN COUNTER-TRADE COMPANY Ownership: The business would be jointly owned by shareholders of American banks, leading American industrialists and various specialist trading houses. Initial capital requirements would be modest as many of the resources needed, already exist. The business would play the role of catalyst and clearing house, rather than taking positions on particular deals. However, the maintenance of a high credit standing will be required to enable effective risk-management and counterparty credibility. Private & Confidential 2 AMERICAN COUNTER-TRADE COMPANY Principle Activities: Conceptually, the business can be divided into 3 functional areas - deal origination, finance and disposals. Origination: Each member firm would be expected to contribute to an inform- ation pool. Commercial intelligence in the form of sales leads, tender annoucements, spin-off opportunities etc. discovered in the normal course of business by member firms, constitute a major under-utilized resource. In conjunction with information provided by the commercial attaché of the Diplomatic Service and commercial information services, this data base would provide a major supplement to individual sales efforts. Origination requires an in-depth knowledge of production capability and market developments. Where a member firm generates its own sales lead and wishes to persue the opportunity independently, then there is no obligation to involve the trading company. Private & Confidential 3 AMERICAN COUNTER-TRADE COMPANY Finance: The provision of export finance is particularly difficult to less developed countries. Chronic balance-of-payment problems limit both liquidity and credit. Yet, these countries possess substantial collateral in the form of minerals and agricultural commodities. Counter-purchase agreements operated through escrow accounts would provide a genuine guarantee to both market and payment. To facilitate the switching of balances, master accounts should be organised by country, or currency area. Overdraft facilities could be administered on a case-by-case basis. The function of a clearing house would assist in credit en- hancement and the discounting of trade bills. Credit balances could pay market interest rates and be available for purchases throughout American industry. Private & Confidential 4 AMERICAN COUNTER-TRADE COMPANY Disposals: The proceeds of linked deals appear as a stream of commodity goods. Disposal onto the world market requires the services of a specialist trading group. Long-term secure supply should command premium prices. The infrastructure of New York as a world commodity trading centre allows extensive opportunity for concluding fixed price business on forward, or term delivery contracts. The unique position of The United States of America - with access to the rich European markets, good relations with Great Britain and extensive historial links to the South and East, should allow the creation of substantial purchasing power among the commodity exporting countries. Ancillary services such as insurance, testing, shipping and ware- housing could be directed through American companies, wherever appropriate. Private & Confidential 5 AMERICAN COUNTER-TRADE COMPANY Areas of Operation: The business is directed towards those countries which have substantial natural resources, but presently lack quality convertible currency earnings. The Commonwealth countries of Africa and Asia have extensive historical ties with The United States of America and would form the basis for the initial focus of operations. The emerging market economies of the Eastern Bloc countries are a huge potential market for American exports, but require a financing mechanism such as proposed in this document. Lastly, the debtor countries of Central and South America require new financing arrangements to 'unblock' their credit lines and allow re-integration into the global trading system. It must be stated again, that this remains a business proposal: only those deals which satisfy normal commercial criteria could be brought to fruition. Private & Confidential 6 AMERICAN COUNTER-TRADE COMPANY Benefits to The United States of America: America is currently enduring a sustained economic recession. However, underlying this cyclical downturn is a more worrying secular decline in American productive capacity. The ability to capture market share through reciprocal trading arrangements and innovative financing procedures would create confidence and allow long-term investment to reverse this decline. Further, the continued operation of the global trading arrange- ments (GATT) cannot be complacently assumed. Those countries which are prepared to accommodate more pragmatic trading arrange- ments will be well placed to take advantage of political and economic developments in the next century. The unsatisfactory performance of many less developed countries both as debtors and trading partners, points to flaws in trad- itional trade and financial procedures which would be overcome by the more detailed sector analysis implied by this form of trade link. Additionally, I suggest when the American Counter-Trade Company is established, to invite British banks and leading British industrialists to join our company with shares and send their experts to the board - since the British Commonwealth could play an important role in the development due to the fact that Great Britain has excellent contact and knowledge of minerals and other natural resources of the Commonwealth countries which could make an important contribution to the proposed development. fair Belley BUSH QUAYLE 92 September 10, 1992 Mr. S. JAMES A. BAKER III 10/15/92 NRN CHIEF OF STAFF THE WHITE HOUSE WASHINGTON, D.C. PERSONAL & COMFIDENTIAL DEAR MR. SECRETARY; I BELIEVE THE KEY TOMITE LIES IN THE IMPRESSION LEFT BASED ON THREE IDEAS: "PERSPECTIVE, PRIORITIES AND OPPORTUNITIES". A- IF REWRITING HISTORY HAS BEEN A TACTIC OF THE OTHER SIDE, PARTICULARLY SEN.S GORE AND BRADLEY, THEN "PERSPECTIVE" IS ESSENTIAL TO THE PRESIDENT. 1- WE HAVE THE BENEFIT OF THE END OF THE HISTORIC PHASE OF POST WW II COLD WAR SUPERPOWER CONTFRONTATION/THREAT THIS HISTORIC ACHIEVEMENT IS VIRTUALLY IGNORED BY THE DEMOCRATS AND, WHEN REFERENCED, PRESENTED AS A MATTER OF THE PRESIDENT MERELY BEEN THERE ALMOST BY ACCIDENT. IN AND OF ITSELF, THIS IS PHASE IS EXTRAORDINARY. CONTRARY TO PARTISAN, SUBJECTIVE "PROPOGANDISTS", MOST OF US ACCEPT THAT THE POLICIES OF THE PAST DECADE HAVE PLAYED A DIRECT, SIGNIFICANT ROLE IN BRINGING ABOUT THIS CONDITION. TRUE, THE CONTRIBUTION OF GORGBACHEV, THE EXCEPTIONAL SCHEVARDNADZE, AND YELTSIN HAVE CONTRIBUTED MIGHTLY. 2- AS WE HAVE EXPERIENCED A MAJOR AND BLESSEDLY BRIEF, REGIONAL WAR, COMING AT THE CONCLUSION OF A LESS THAN SATISFACTORY BUDGET COMPROMISE IN AUGUST 1990, WE HAVE IN FACT LOST ARGUABLY A YEAR IN OUR NATIONAL ABILITY TO CONCENTRATE ON DOMESTIC PROBLEMS- PARTICULARLY THE ECONOMY. 3- ECONOMIC PERSPECTIVE. THIS IS A PERIOD OF CONTRACTION AFTER NEARLY A DECADE OF EXPANSION. THE POINT IS, IT IS NOT PECULIAR TO US. MOST MAJOR ECONOMIC MATIONS ARE IN FACT EXPERIENCING A GREAT-ER REACTION THAN ARE WE: BRITAIN, ITALY, FRANCE, GERMANY, JAPAN, CANADA, ETC. EVEN THE RAPID GROWTH IN S.E. ASIA IS TURNING DOWN. THIS IS NOT UNIQUELY AN AMERICAN PROBLEM. WHAT WENT ON THE EIGHTIES, ("YUPPIE" ANALAGOUS TO "FLAPPER" YRS.), WAS BEYOND THE NORMAL SCOPE OF A PRESIDENT, AND WAS A FUNCTION OF PRIVATE INDUSTRY, ESPECIALLY THE FINANCIAL SECTOR. IN THIS, NEW CREATIVE FORMS AND NEW PATTERNS OF FINANCIAL "CAPITAL CREATION"- IN PART AN OUTGROWTH OF TECHNOLOGY AND ADVANCED MATHEMATICAL APPLICATIONS- HAVE EXTENDED THE HORIZONS OF FINANCIAL MARKETS. * IT IS OUR OPPORTUNITY AND CHALLENGE TO REGROUP, TO REASSESS -REDIRECT OUR PRIORITIES AND ENERGIES: WE HAVE THE ABILITY, RESOURCES AND WILLPOWER TO DO SO. IT IS OUR OPPORTUNITY TO REFOCUS OUR RESOURCES ON A NEW PRE- 21ST CENTURY OF OF GREAT- ER PEACE AND ECONOMIC PROSPERITY. FOR, IF ANYTHING, THIS IS "THE LAND OF OPPORTUNITY". IT IS OPPORTUNITY THAT FACES US AND THIS PRESIDENT WILL BRING IT TO FRUITION. IN FACT, WE LEAD THE MAJOR INDUSTRIAL NATIONS IN PRODUCTIVITY: MANUFACTURING AND SERVICE- INCLUDING JAPAN. (SEE LAST WEEK'S McKINSEY GLOBAL FORUM STUDY (WDC). OUR LOWER INTEREST RATES DO OFFER US A COMPETITIVE ADVANTAGE, AND WE NEED TO REMEMBER THESE FACTS WHEN WE ASSESS OUR "GLOOM". B- DEFICIT REDUCTION AND RENEWING A BRIGHT FURTURE FOR OUR CHILDREN. THE MEANS IS ECONOMIC GROWTH, THE SOURCE OF OUR WEALTH. AS IMPORTANT AS THEY ARE TO PLANNING, THE KEY IS NOT IN MORE OR FEWER TAXES, NOR IN "REJIGGERING" NUMBERS IN A BUDGET, BUT IN ECONOMIC GROWTH AND A REALLOCATION OF OUR RESOURCES IN CONCERT WITH A NEW AND MORE PEACEFUL WORLD. (THE DEFICIT IS A SYMPTOM OF PAST PROBLEMS, OUR NATIONAL DEBT A DRAG ON OUR FUTURE- PLEASE SEE PRIOR COMMENTS). C- HOW DO WE GET "THERE"- TO THIS NEW OPPORTUNITY PHASE? 1- WE REFOCUS OUR STRATEGIC PRIORITIES, UTILIZIN OUR RESOURCES, REALLOCATING OUR BUDGETS AND EFFORTS, RESTRUCTURING OU INSTITUIONS OF GOVERNMENT, WHICH HAVE TO SOME EXTENT BECOME BLOATED AND INEFFICIENT. (EXAMPLES AS PER PREVIOUS MEMOS AND THE MORE PROFESSIONAL IDEAS OF YOUR STAFF). 2- IT IS THE FIRST RESPONSIBILITY OF THE CHIEF EXECUTIVE TO DEFEND THE NATION, AND THIS PRESIDENT IS COMMITTED TO FULLY ORGANIZING OUR RESOURCES IN ORDER TO END THE GRIP OF THE ILLEGAL DRUG INDUSTRY ON OUR CITIZENS: TO ASSIST THOSE WHO HAVE BECOME VICTIMS AND TO WORK WITH OUR STATE AND MUNICIPAL OFFICIALS AND THOSE VOLUNTEEER GROUPS, INORDER TO BREAK THIS GRIP OF TERROR AND SHAME. 3- IN SO DOING, WE WILL DEVELOP OUR INFRASTRUCTURE, OUR INNER CITIES, AND BREAK THE CYCLE OF POVERTY, CRIME AND DRUGS THAT HAS BEEN GROWING EVER LARGER AND MORE VIRULENT SINCE THE 1960'S. IN SO DOING, WE ARE COMITTED TO IMPROVING THE LEVEL AND QUALITY OF THE LIVES OF OUR CITIZENS. 4- THIS COMMITTMENT STARTS IN WASHINGTON: ACCORDINGLY, I WILL SEEK THE BI-PARTISAN COOPERATION OF OUR LEGISLATURE AND IVIL SERVICE ORGANIZTIONS TO COMMITTING TO THEIS EFFORT. MR SECRETARY, THE ABOVE SAYS: RECOGNITION, COMMITTMENT AND A PLAN. THE PRESIDENT NEEDS TO TELL US CITIZENS. MOST RESPECTFULLY, FRANK C. BURGER 4002 Minden Ave. - Texarkana, Ark. 75502 - 930:PM - Oct. 13, 1992 watched the V. Pres. debates tried constantly to get through to C-SPAN on the telephone now way! The Clinton people have the telephones lines jammed Dan Quayle knocked Gore on his can! But, as they do over and over and over, Gore keeps bringing up the lie about "Governor Clinton took 17,000 off the welfare rolls "What they don't say is that many more than 17,000 were added to the welfare rolls in Arkansas during this WeRe time frame. Also, many of these are some of the so-called 17,000 that was supposed to have reduced the number on the welfare rolls. For most, it is like: Most of the 17,000 were taken off the welfare rolls at the front door, and they most turned right around and went to the back door and got right back on welfare again. The welfare rolls in Arkansas has increased by tens of thousands since Clinton has been governor! For heaven's sake, tell the voters : Governor Clinton braggs about taking 17,000 off the welfare rolls But during this time frame, many more than 17,000 went on the welfare rolls in Arkansas. As a matter of fact, many of these who were supposedly taken off the welfare rolls, these 17,000 , they often mislead yuo about, simply came off welfare at the front door and went straight to the back door and got right back on again. This is exactly the plan Clinton has for his so-called program to take people off welfare; He says they can stay on welfare for two more years, then he is going to take them off welfare and create government jobs for them--The same darn crap he has used to keep himself elected in Arkansas! He 11 have to tax the hell out of every American worker, large and small wage earner to do this. He knows it. He don't give a darn about tax- payers! He's never been one! It's true, any taxes he's paid has largely been government money he just turned some of it back at tax paying time! 4002 Minden Ave. - Texarkana, Arkansas 75502 - 1.20:AM, Monday, Oct. 10, 1992 12 I watched and listened To - Listened to the debates earlier last night, and I've been listening and watching the demeanor of the experts (?) on the boob tube since. A re-run of Larry King's earlier Sunday pro- gram is now on, and listening to Ron Brown run off at the mouth, butting in to constantly mouth their single theme makes me want to run out and grab a nightcrawler and skin it! Thoughts I'm left with at this early morning hour after being bombbarded with all the phoney crap of the likes of Ron Brown and others in their camp: Darn right, Bill-Clinton Charactor is of vital importance! Fellow Americans, you havera choice so a young man of 22 years of age made a mistake by demostrating in a foreign country while other 22 year-old Americans were dieing on the battle field Well, Bill Clinton hasn't said this was a mistake his handlers try to sluff it off as charactor assination. Well it's his charactor Mistake or not, you have to decide whether you want a commander and chief who has helped build his charactor by demostrating in a foriegn land against his own country when the going got tough, or a commander and chief who molded his charactor as a young man of 20 by volunteering to shoulder arms and who also demostrated in foreign lands by fighting like hell in a combat fighter plane, facing showers of hot lead while defending the freedom of mothers and fathers, son & daughters, babies and little children in America. Sure, this rubs Bill Clinton and Senator Gore raw could it be that the Double Bubble Twins have a guilt complex about this matter ? with Why let Clinton get away the lie that he repeats over and over and over: Unemployment in Arkansas is below the national average Well, if it is at this point, or for the past few months, How much of it is because of the vastly increased highway spending programs now going on, funded by Federal Assistance in the form of taxes paid by taxpayers all over America, because Arkansas gets a lot more Federal Tax Money to build these highways than Arkansas pays in from Federal Taxes collected in that small State--Further- more, during Bill Clinton's Tenure as governor for 12 long years, the un- employment rate in Arkansas has been well above the national average. Why won't Bill Clinton level with you? He has a sorry record in Arkansas as governor Oh, he's quick to jerk names out of thin air, quoting those he, Clinton, claims are experts who supposedly praises his stewardship as a governor, but the truth is, he has a dismal record in Arkansas. Clinton's attempted claim that America is in such tough Shape while Europe and the rest of the world is such a rosey haven amounts to a politcal lie of the worst kind--Trying to scare hell out of Americans just to satis- fy his own lifelong, singlemined absession to be president at any costs is un-forgivable. Throw the question, in his face and those of his other Double Bubble double-speaks: If America is such a terrible place, then why are people from all over the world flooding the entry gates of America wanting in ! The whole world is in an economic leveling-off and he knows it, or should! 2/McEwen TEXAS As far as the man from Texarkana who got lucky and made a few billion bucks I have yet heard one single plan that he has other than raise in gasoline tax 50-cents per gallon well, this might not be a burden for someone with 4 billion dollars, but what about the mass majority of hard- working Americans, who are the real producers of this great land, who have to depend on their cars to get to work in order to keep producing and keeping America great? Bill Clinton's health care plan is a Ted Kennedy look-a-like. The same old stuff that been banded about for years, when Senator Kennedy wanted a little publicity. Bill Clinton won't even mention the factor, referred to tonight by President Bush, that has driven health costs up as much (and more in some cases) as any other factor, and that is the lawyers getting rich in this nation with outrageous lawsuits, Does Governor Clinton have a vested interest in the lawsuit gravy train going on in this nation ? Does Governor Clinton have a lawyer in the family ? ( I'm watching now a re-run of the debate, and President Bush commenting about If you can't use one hand on one thing and another hand on somethng else, etc. " I wish he'd spell it out! Governor Clinton is like a little boy chewing gum and trying to blow bubbles out of both sides of his mouth at the same time, on every issue. He'll say anything to any one group that he thinks will please them then do an about face and change it for some other group. You can't blow bubbles out of both sides of your mouth at the same time. Everyone knows this, and Governor Clinton should know this-You can't effectively lead this great nation anyway with double bubblerdouble- speak! how did a poor little old 22-year old from a poor family manage to do all this traveling in the rest of the world in 1969 and 1970 he was going to school and apparently didn't have any gainful employment that we know about It took considerable sums of money to make a 40-day tour of Europe in those days, as Governor Clinton says he did Where did he get all this money to do all this traveling Governor Clinton said, and I quote, " I made a 40-day tour of Europe, which I paid for " Hell, how did a poor boy from Arkansas get that kind of money Who paid for his week's stay in Russia ? I say to you, millions of Americans would like to know It should be broght to the surface by the question being asked: "Govern- or Clinton, we know you came from humble begg- ings, as you've often remined us, and we just wondered, 'how does a poor boy from Arkansas, a student without a visable job, get the money to do all this traveling in Europe and to demostrate against your country inanother land, when other Americans were fighting and dieing, also, in acforiegn land, while your were doing all this expensive traveling Texarkana, Ark. 10/8/92 I get enraged at the lies told by the Two Double Bubble Twins who are running around, seeking to be President and Vice Pres. of America. The following thoughts just suddenly pop to mind after hearing some of their flak. Come-backs to some of their reckless abandon could be 1- When Clinton whines (as he always does) in an attempt to alibi his draft dodging, which usually is alibied thusly: " many tried to keep from fighting in a war they didn't believe in Way back then. There were many at that time who tried to stay out of the army," etc. , etc., etc. A comeback or answer to this: Yes, and they are not now asking Americans to make them commander & chief " Or: "Yes, but you know only one of them has the gall to ask Americans to make him commander & chief " Etc. And this ! "May God forbid, but America may again have to defend freedom from some madman, would you want a draftdodger to be commander & cheif ?" Or: "I picture Bill Clinton coming ashore with the Pilgrims, and William Bradford telling him, 'Slick Willie, as one of the young and able among us, you will have to shoulder a gun and help defend our women and children. To which Bill Clinton answered in a quivering voice, ""No I ain't I'm taking the 'Mayflower' back to England !"" 2- Governor Clinton is like the little boy who kept cleaning out his mama's cookie jar, when it care to Clinton raising taxes in Arkansas some 127 times in 12 years-- You know the little boy would respond to his mother's admonishments for stealing cookies this way: "But, Mama, the cookies I stole last time were chocolate cookies and these are vanilla cookies The good people of Arkansas were kept off stride with Clinton's double-talking until he has things in Arkansas in a big mess. And he now wants to jump ship and mess up the whole nation! 3- Bill Clinton's motto is" "Tell 'em anything they want to hear just so they will elect Clinton. " 4- Bill Clinton scoffs at Family Values one wonders why reckon Jennifer Flowers could tell us why ? 5- Bill Clinton says he understands the plight of the hard worker; the producers of America. And hedsays he understands the problems of the small business person. How can he ? He has never been a small business man, he's never been a producer; the fact is, Bill Clinton has never pro- duced anything, he has been on the taxpayer payroll all his life! 2/Rebuttals to Slick's BS 6- Bill Clinton says he will keep welfare recipients on the taxpayer payroll for two more years then he will take them off welfare and put them on another type of taxpayer payroll He says he will then require C.... them to go to work on some government payroll. This Clinton proposal is a bonified Sham! It's like the little boy stealing his mother's cookies it doesn't matter where the tax drain is welfare or some sham taxpayer work program; whether they are chocolate, vanilla, cherry or any flavor cookies, higher taxes are still taxes and a big burden for the hard working people of America--Don't let Bill Clinton- Slick Willie give you a snow job, like he has the good people of Arkansas for 12 years! Don't let Slick Willie take anymore of your cookies, whatever the flavor ! There's one thing for certain ! Hillary won't bake him any cookies-- she's already made that VOW on national television! (Pour it on that Double Bubble liar--He can't take it!) Don't werry about truming- off welfare receprents ! Over half of them aren't going to vate, anyway, and most 7 those who do are locked in to Democrat Hand out Policies - no water will be lost by telling it like it in ! The steady diet of taxes the hard working people, the producers of America, have had to swallow these past four-deeades 40 years or so with a Democrat controled congress reminds one of the old weary cowboy who had been out on the range for several months with nothing to eat but pork'n' beans. And after round-up he rushed into this little cowtown and into the town's only cafe. He looked at a menu with several appealing items and he ordered a big steak. "I'm so sorry," came the reply of the smiling waiter, "we are fresh out of Steak. The cowboy went down the menu , and each time the waiter smiled, "I'm so sorry, we are fresh out." Finally in desperation, the old cowboy pleaded, "Will you please tell me just what have you got!" Behind the facade of a bigger smile, the waiter gushed, "Oh, sir, we have some mighty good pork'n' beans!" Elect Bill Clinton and with a Democrat controlled congress, that is exactly what you'll keep getting, year in and year out, PORK. Right out of the old porkbarrel that had gotten very rancid over the years. y getting more) Food for voters to think about when they are alone in the voter-booth to vote for our next President Also will serve as true factors to keep Governor answering for his performance as governor. Throw all you can at him, which, are several issue, and he'll get so flustered shoot his ownself in the foot. He can't stand to have to answer for his own actions and the lies he has told the poor people of Arkansas during his 12-year tenure. There opinion is one basic trait about a liar (and in my he is one) they can only try to defend their lies by tell- ing more lies, which soon get so far our that even the most slow-to-catch-on voter will see through his phoney facade Governor Clinton says he 11 raise 150 billion dollars to provide jobs by taxing the rich. Well, he promised the good hard working poor people in Arkansas when he asked them for his most recent tax increase in Arkansas that it was for better education, that the new taxes was for better schools. But it didn't go to the schools. Gov- ernor Clinton funneled this new tax money into the general revenue fund to pay for porkbarrel programs. Oh, he's now promising the voters of America that if you will elect him he will only raise the taxes of the wealthy. And in his mind he truly feels he is being truthful to you because, my fellow Americans, when it comes to raising taxes to reward special interest groups, everyone is wealthy to Mr. Clinton and therefore fair game to have to pay more and more and more taxes, Even TAXING POOR moTheRs Buying milk FOR Their BABies Item 2) One has good cause to question as to whether Governor Clinton really comes close to having enough ability to be the leader of a robust nation of well over 200 million people How he has managed to fool the poor hard working people of Arkansas for 12 years. After all, there are only a little over 2 million there, and it is not too difficult, as Governor Clinton record in Arkansas will verify, to raise taxes on this group to pay for porkbarrel rewards to some otherof group, and keep this process chipping away at the hard earned wages of the good people of Arkansas until, in some 12 years, Governor Clinton has raised taxes in Arkansas some 127 or 128 times. Can you really believe the Watermelon Commando from Arkansas. Do you really believe that a person who talks out of both sides of their mouth, sometimes at the same time, will make you the kind of Presi- dent that you can trust and look up to ? Item 3) Governor Clinton waffles about the rights of Americans to own guns, as is their constittutional right. Well we can understand his quivering stand on this after all, Governor Clinton has already demostrated that he is afraid of guns personally even to insure freedom and for our own security. Do you really believe, fellow Americans, that Governor has the stomach to be your commander and chief of our nation's defence forces? Please give this some ser- ious thought; ask yourselves if you really believe a watermelon commando would make a coragous commander and cheif of America's Armed Forces ? Falsehood by what Clinton doesn't say: He has been blowing about always balancing the bud get in Arkansas The truth He doesn't have a damned thing to do with it--That is he doesn't have any choice! The state constitution requires that the governor cannot engage in deficit spending, nor can the legislature authorize deficit spending. Clinton gets porkbarrel revenue by urging the poor people of Arkansas to approve a tax increase for a seemingly worthy cause, then he ignores the said cause and adds the money to the general fund to use as he damn well pleases; as was the cases I mentioned about the tax increase garnered under the promise to use it for education, but, instead, he added it to the general fund and not to any fund for education--Just on the news tonight, Little Rock TV, the teachers in North Little Districts are about to walk out because of failed promises the Honorable (?) Clinton made to them-Check it out False facade He would have America believe that he is a great environmental guardian picks a radical like Gore for a running mate, etc. Our rivers are the most poluted in the nation! (An aside: Few realize that Arkansas has more rivers, running streams, etc. in the state or bordering it--the Mississippi--than any oter state in the Union, unless perhaps Alaska tops us now that it has been admitted to the Union any- way, we 're still tops among the contiguous 48 States in the most such rivers and streams and we're tops in having the most poluted! We're the top poultry processing state and it would be interesting to know just how much Tysm and 'Hudson has contributed to Bill Clinton, and just how much he has allowed them to dump into our rivers, carelessly, that is. (2:20 AM, 9-23-92--The boob tube is now protraying Clinton in a skit where he's blowing about: " I'll tell you right now, I bet he (Bush) won't tell them that Arkansas has the highest employment rate of any state in the nation " Well, I don' whether we do, but if we do, it certainly isn't because of Bill Clinton! A republican, Winthrop Rockefeller, organized the creation of The Arkansas Development Commission way back down the line; he headed it up before he was ever governor of Arkansas and was a prime mover of its sucesses after he was governor. This Arkansas development commision that a Republican created way back down the line is still very active today, and largely responsible for most of the new industry coming to the state and for helping that already here to expand! Bill Clinton has damned little to do with it, other than perhaps being Point one out of the to members, the Vater as all that governors a Republican are. war Gentor the of industrial expension in for Jobs it created ! Cover Sheet When Bill Clinton was demostrating in a foreign Country against his country--At that very point in time a former marine engineer of WAR TWO vintage, with a peg leg and one eye sent the President of the United States a full page telegram pleading to get his engineer's license re-newed and for a chance to help man the ships being pulled out of mothballs to haul food, medical sup- plies and amunition to the young men and women who were risking their lives far ac- cross the Pacific. This man is also an Arkansasan who lives only 30 miles from Bill Clinton's birthpalce and childhood home. He was also against a no-win war but he was 100 percent behind America's fighting men and women who were there on behalf of their country, the Great Republic of America! It's a dispicable lie to claim you were try- ing to help fellow Americans dieong on the battlefield, bay presenting your self in a foreign land to protest against your country and, even worse, to organize demostrations against your country in a foreign ANd ! in A BIG DIFFERENCE BETWEEN REAL SUPPORT FOR THE REPUBLIC OF AMERICA, FOR ITS SONS DIEING ON THE BATTLE F.E.D FIELD WITH HEARTS AND SOULS CRYING OUT FOR A PAT ON THE BACK FROM FELLOW AMERICANS BY Lee R. McEwen, Sr. 4002 Minden Avenue Texarkana, Arkansas 75502 501/773-4901 October 12, 1992 After fuming from SO much Bush bashing and/or negative potshots at Bush on the boob tube last night, I finally got to sleep around 5 AM this morning. Yet, I lay there in self-communication for a long time before I cold go to sleep Tidbits kept firing out of my sub-conscious. Clinton mocking aura, his whole seemingly sneering demeanor about family values and American, real, American values it kept running through my mind along about the time Clinton was organizing demostrations in foreign lands denouncing his Homeland, the Republic of America, there was another American who lives only 30 miles from Hope, Arkansas, Clinton's birth- place and childhood home, who also had strong concerns about the wisdom of our republic sending young Americans to fight and die in Veitnam He is a severely handicapped American, with the lose of a leg, an eye, damaged hand, and who has lived since 1954 with two carotid arteries permanently tied off. He was a licensed marine engineer for ships any horsepower when he quit going to sea after WAR TWO He was trying to make a living for a wife and two school children, a son and daughter, by selling a rug cleaner throughout the South and Midwest Overnight in New Orleans on my way back home I learned that there were ships docked there under the flag of supposedly friendly nations who refused to load food and and médical supplies and other needs for our sons and daughters risking life and limb on the battlefields of Vietnam. These ships were American made, world war two vintage thier that were literally given to the foreign nations to help build back the merchant fleets after WAR TWO Next day I drove the 400 miles home to Texarkana in a rage you could say I leaned against our being in Vietnam under the no-win program, but I was 100 percent behind the Americans who were there suffering in the War We were pulling WAR TWo vintage cargo ships out of mothballs trying desperately to get supplies to our Americans there we were pulling engineering students out of our Merchant Marine Academy before they completed training, so that they could help man these growing number of re-activated ships dock space was very limited in Veitnam and many ships had to be unloaded at anchor there many ships that had been pulled out of mothball fleets were breaking down at sea, all across the Pacific; the news often referred to this Many of these ships were Victory Ships, hurriedly designed and constructed to have enough speed to outrun German Submarines, which the Liberty ships could not do It was understandable by those of us who had sailed in these Victory Ships, why these young men from the Merchant Marine Academy had rough sailing for awhile trying to run their express type power plants; 2/McEwen/Difference in Vietnam Support, etc. There was little margin for error in keeping the power plant operating, turning the screw, in these ships They had only two express type high--., pressure boilers ( steam generators that operated @ 670 pounds; you could raise a full head of steam, if need be, in seven minutes in a cold boiler) that drove steam geared turbines ( a high and lower pressure combined turbine unit) Anyone of hundreds of factors could, and often would, kick out these power plants (would cause :the necessity to pull the fires in the boilers and thus stop the turbines and go dead at :sea) For example you could raise steam fast in these two boilers and you could lose it fast, in the matter of mere seconds something could go wrong, and the main turbines could suck the steam out of the boilers in seconds the 8500 horsepower class operated with 670 pounds of superheated steam, and when it dropped to 480/500 pounds, the generators would kick out, then there would be an instant sussion of fuel elictricl driven machinery shutting down, causing complete power plant shut down I had sailed in three of these Victory Ships and knew the delicate nature of theri power plant operation I was so disgusted by the time I arrived in Texarkana that I went straight to the telegraph office and sent a full page telegram (night letter-- it took all the money I had left) to President Johnson. I explained that I had only one leg and sight in one eye, but I knew darn good and well that I could operate the power plant in one of these Victory Ships that I needed my second engineers license renewed and that I would gladly help haul supplies to support the young Americans risking their lives and dieing across the Pacific--Hell no, I wasn't "flag is waving!" I don't need to; my life and what I have, through my family, contributed to the progress of America, does not lend itself to phoney gestures and pretenses-- I was mad as hell and I was deadly serious! I received a patronizing letter at the request of president Johnson from the Adjutant General that, in so many words, thanked me for my offer to help but that the situation was not severe enough to use oneeyed, peglegged marine engineers So much for that My point: You could beiagainst our involvement in Nam but as a honorable American you wouldn't fail to give support to the young men who had to suffer and who were then suffering in that war! No one but a gutless, selfserving SOB would run off to Russia and to a foriegn country and organize demostrations against his homeland with tot disregard for fellow Americans who were suffering and dieing at the VVJ very time! Many Americans need a strong lesson to remind them just what a republic is! that we are not a Democracy! Hell yes, ask them! You'll find that multitudes don't realize that there is that difference in government OF adminstered by those chosen by the majority of the electorate, and a gov- ernment- if such were possible--trying to function by the electorate try- ing to decide each and every issue ! Many don't understand the difference- I don't think Bill Clinton knows are OR cares that there is a difference! In the late summer/ear 1y fall of 1945 the Big War was over, Ameri- cans were giddy with joy and relief from anxiety. Fighting men and women of our armed forces around the world were being brought home to seek "the good life", as well they should. But a lessor number stayed on, roam ing the seas of the world searching for whatever the heck we were searching for and serving our country in the process. the old United States Army Hospital Ship "Larkspur" (we affectionat- ly reffered to Her as "the Larkspur motion") was about a day from the English Channel, heading for Cherbourg France for a last load of War Two wounded and sick a storm had gathered in the North Sea, gained strength as it swept through the Channel to the North Atlantic. We were getting reports about this storm; it thrust mines still in the Channel onto the shoresof several France and England, doing considerable damage, we received serval distress calls from fishing boats, etc. Our old salty Norwegian Skipper mistakenly thought the storm would spread out and die when it hit the wider waters of the Atlantic. It didn't. It spread out and greatly gained strength from the warmer waters of the Atlantic Currents, fed by the Gulf Stream from its northern arch. (Ship was in will 1900 I had already been thrown out of my bunk when the old steam engines had stopped and the ship broached I sat in the mess with my legs locked around a bench, a hand gripping the other edge across the mess table, trying to hang onto a coffee mug with the other hand I was soon to go down into the hole as watertender on the 4-to-8 watch this early morning I was scared, yet wondering how I would be able to gage the water level in the boiler gauge glasses with all the rolling, pitching and yawing the groaning Old Lady was doing The PA crackled and the voice of the skipper blared, "Attention, dis is the captain. Ve be caught in a very bad storm with vinds of 140 knots. I thought she would break up in the Atlantic but she got meaner and bigger. She be too big to go around and ve be too slow to outrun her, so, by gar, ve gonna take her headon and fight our vay through. Keep all portholes closed tight and hangon. 'dat is all " Less than an inch of water was judged to be showing in the boiler gage glasses when I took over the watertender's watch in the fireroom I had learned they had lost water on the 12-to-4 watch, stopped the FiRes the engines, thus causing the ship to broach, hence mountains of water rolled onto Her starboard side, stomping the hell out of the Old Girl, cracking Her hull at the rivet seam level with the boiler drums. A sheet of water glistened as it slid down the inside of the hull; You could hear it sloshing across the double bottoms just under the fireroom floorplates we had all the bigle pumps wide open and the firepumps also tied into the bilge suction. Still the water kept rising across the double bottoms. She pitched, yawed and jarred into the rolling water mountains; often thrown onto Her port side, quivering for what seemed like five minutes at a time as the mad sea jumped on Her stomping Her bosom. The indi- cator on the bulkhead showed She often listed over 45 degrees the only time I could see water in the gage glasses was when it would spurt 2/"Larkspur"/McEwen up in sight momentarily I knew I was slowly losing a safe water level in the boiler drum, but still had that gut feeling, the absolute within the 2-inch safety level, after it doesn't show in the gages, before any bare metal is exposed to the furnace heat A lifeline reachrods to the feedwater valves, trying to "rob Pet to pay Paul" The hotwell out in the engine room from which the feed pumps took both feedwater pumps and the FoR The skeptic: No, water doesn't start hout when it reacher The into Hatwell Corndinate dram time was luter a likending trap hime m steam knowledge from "that unknown source" that the water level was still had been stretched across the fireroom facing the thwartship boilers. Two hours into the watch the water spur could seldom be seen as the pitching and rolling seemed to get worse the old second engineer had repeatedly stuck his head into the fireroom, shouting, "keep me a full head of steam". One of my two firemen suddenly cursed and charged up the ladders, on up into the fid'ly. One of the oilers But the Vapor of water run up out of the engine room the old engineer doggedly rassled with the handles of the butterfly valves, to shut off steam to the old twin quadriple expansion reciprocating engines, when the rolling rage flung the stern and propellors out of the sea. The junior engineer had shut down the evaporators and had come down into the engineroom to assist the old engineer rushed into the fireroom for a check. He glanced at the empty boiler gages glasses and slung his head at me. "How much water have you got in those boilers," he howled. latent EVAPORATION Comes into PLAY Point. "Uh, uh, it's still within the two-inch safety zone, I uh, uh, think." He grabbed me by both shoulders, his eyes boring into mine, "Think, hell! How much damned water do you have in those boilers!" he growled deep and loud. I was scared, nervous, and, for a moment, a hot flash of anger flashed through me, "Dammit to heck, Mr. Voorhees, I still got plenty of water in these friggin boiler I just know it!" His eyes dug into to mine breifly as he softened his tone, "Look, Son, are you sure I paused, squirting a stream of tobacco juice at the floor plates edge i.e., AFTER A Pound of WATER is heated To @ Sea Level, it then Taben the addition of over 900 B.T.n's to Change it t Steam @2120 will inth feed water Punp suction ( I chewed tocacco back then when I got a bad taste in my mouth) slung my jaw back to meet his eyes, and snorted, "Yes sir, I'm danged well, sure!" With a final search of my eyes, he softly growled, "Yeahhhh, right-- hold me a full head of steam, Son. It's all up to you, now. We loose the engines, this Old Lady's a goner. With a glance around, he looked up and saw my big redheaded fireman way up in the Fi'dly leaning on a rail, peering down at us. He gave me a pat and charged up the ladders. Waycross, the fireman, took a swing at him. The old man ducked, whirled himaround, grabbed him at the belt and came dragging Waycross back down into the fireroom. Waycross was cussing, kicking and bellering, "Hellfire, Second, that there crazy sonofabitch from Arkansas gonna get us all killed. They ain't one damned drop of water in them fuc--- boilers!" etc, etc., etc. The old second engineer whirled himaround, shook him by the shoulders, and I'll never forget his calm voice and what he said to Waycross. 3/"LARKSPUR"/McEwen "Look, Son. Thse boilers blow, they re going rightup throughthe top and they would have taken you with them. Yeah " he growled, "you better stay down here where it's safe " He then gave me a reassuring wink with a grin and rushed back into the engine room. After nearly two days of hell, we go^t through the storm and a nchored out in the bay at the Cherbourg peninsula-Ships still cluttered the harbor which the retreating Germans had scuttled to block the ship ch- annel. The Army Engineers had sort of made a zig zag pathway through the maze, but still only 3 or so ships could dock at any one time. We had to wait a day or so before we could dock, which was no big deal, because we only had some 250 USO entertainers entainers aboard and the wounded GI's had not reached Cherbourg. Backing up a bit, I came off the 4-to-8 watch the next morning a day after See had trid to go and the Sterm but the one on which the storm had peaked. The sea was nearly calm, a soft bree- ze blowing and the sea gulls were busy in the air. The storm had actually swept us back along with it--We did minus 69 nautical miles one 24-hour period. Ifelt wrung out, still shakey inside. I didn't go right to the messroom, but leaned for awhile over the stern rail, looking back over OUR spread out also. dum towards Partugal and the "Aven wake. One of the Queens ( I think it was Queen Elizabeth") was passing us off to starboard she had passed only a few hours before the storm hit us and here she was passing us again Her lifeboat deck looked sorta bedraggled, lines strewn about. She brought to mind caught the picture of a highfalutin lady with a fancy hairdo who had got out in a wind and rain storm, with her hair now all stringy and tangled Several young sweetthing USO gals were cooing and oooohing, and one hot-shot, (Bill Clinton reminds me of him) was holding forth before an audience of the beauties in his charge (I learned that this dude was the head of this troupe of USO entertainers). One doll had cooed at him, "But weren't you just simply scarrrrod to deaaayuth !" Hot-shot reared back, glanc- ing my way, then purred at sweetthing, "Of course, not, Darling. No need to be frightened over a little wind. And, besides, ships cross the ocean all the time.' I just looked at that joker, my jaw sagging, dumbfounded. An old master sergeant of War One vintage reared up from the sternrailnearby. He stuck his jaw at the dude, then turned to the young beauty, "Well, for what it's worth, Ma'm. I was scared. I was at a foot soldier in the last war and in this one too, and I've been shot and shot, but, you know, even though I knew fear I always felt a little comfort in knowing I could shoot back. But the rath of God just scares the holy hell out of me. Yes'm I was scared, plenty scared.' And with that he strolled over, gave me a pat on the shoulder, nodded his head and smiled, "Hang in there, Sailer, you all fought a damned good battle." Caught, I learned that this soldier only had about a year to finish out 30 years, and that he was on his way for occupational duty in Europe. I've always yearned that he somehow knew the gratitude of a young uneducated hardtail who was doing the best he knew how in a big world since he was sixteen, and trying to feel worthwhile while doing SO. 4/"Larkspur"/McEwen We opened the boilers up, one at a time while at anchor at Cherbourg. With a twinkle in his eyes, Mr. Voorhees, the 2nd engineer, nudged me and softly growled, "Son, you're fixing to learn the difference be- tween a being a goat and being a hero Reading the puzzled look I will gave him, he added, "Yep. You see, when we open these boiler drums and if we find any warped tubes or blisters, you 11 be a goat, but if Courap like Groupe Bush has el everthing is shipshæpe 11 be a hero in my book " "But, uh, Mr. Voorhess, dang it," I begin to protest, "you said, the, uh, book says, 'there's still a two-inch safety margin below the gages, and, uh"-- 'Yes, yes, I know, he chuckled, "but the book also says to el run out of The hole " if a gutless wonder many Paine become Resident 'pull the fires when the water goes out of sight in the gauge glasses', right?" I silently fumed in my frustration. He hastened to add, "Don't fret it, Son. Just making a little point. The book can't cover every situation in life, and there are times when you have to use your best judgement. This was one of them. Don't forget it." NAVY A wonderful person, was Mr. Voorhees Bill Clinton doesn't a War One A vet with a damaged arm from that one. Great courage. His calm demeaner in that turbulient hole of that old ship was such that a very freeghtened young man could also draw on it and function effectively in his duty. The ship of state of America may have a few rivets leaking--Some people are without employment, etc. But there's are more people employed than ever before. And the economy may not being growing at a 6 or 7 percentage rate. But, so what! By what rule does it state that we have to grow by leaps and bounds every year. The economy is growing, people are making higher salaries on the whole. Sure we wish to stop the leaks of the few rivits, but the hull is a long way from being cracked! TV news has blowed so damned much about those relativly few who are un- employed that they are scaring the holy hell out of the nation as a whole. We all know this, are should if we will just stop to think for ourselves, and not let themuckrakers on television do it for us. The war is over (the cold war) and how soon we are forgetting what type of couragous leadership it took to bring this about. Does anyone think for a minute that a person who will do anything to dodge doing his part in our country's struggle would have made a leader who would have helped face down the threat of global catastrophe. America's ship of state is still strong and tough. It is not about to courage, who will not pull the fires during out the OF first note signs of a storm. sink as long as we have the right type RUN of crew aboard. The A crew with And you can't keep afloat either, if you drain the fuel away from the boilers that keep up steam for power, and shuttle it off to finance a welfare state. Bill Clinton wants to do just that. He wants to keep raising taxes just like he has done in Arkansas these past 12 years. Raising taxes on the working people and private business, draing Ving away the real strength of this nation, just so he can dish it out to a welfare system, that will sooner or later sink the ship. All the while, Mama Clinton was a twisting and wiggling, trying to get Slick Willie to turn loose her skirt. JessSAh plops his butt down on a big rock--I think they called it Plymouth Rock-- JessSah folds his arms and bugs his eyes out at Bradford, "Already, you ignoring my dialogue about the welfare of minoroooTees. And, another thing, I don't like to get my hands dirty and if I can't get on no government payroll, I jes ain't gonna stay around--" "Hold it, hold it!" storms William Bradford, "I've heard enough of this voodo poo poo. We've got to get crackin and build shelters for our fam- ilies. And we have to form a militia, rightnow, to protect out settlement. Slick Willie/3 Chief Boom Boom tells me that there are big bears around that sometimes go haywire and rush in to endanger life and limb, and the pursuit of happiness. We cannot let our guard down. We have to keep alert to the potential dangers of this Rushin' Bear; we can ill afford to allow any- one to be a slacker. Here, Slick Willie," Bradford growls, extending a muzzleloader at him, "you are one of the young and able among us, you can help protect our families." Slinging his head, Willie sticks his tongue at Bradford. He then looks into the face of Mama Clinton, squealing, "Make him go away, Mama!" Bradford, dressed in long tails under a tall stripped top hat, keeps coming, pointing a long boney finger at Willie. "Your country wants you," Bradford sternly grow15. Slick Willie dodges through the Pilgrims, jumps into a long boat and starts frantically paddling towards the "Mayflower" resting at anchor. He pauses long enough to look back and beller, "To heck with yaw1 and the country, I'm going back to England. When the Rushin Bear is no longer a threat, let me know and I'll come back and get me on the government payroll Then I woke up. Sure dreams are sometimes strange. But, you know. Speaker should pause then with a shrug, muse aloud, "Welllll Like I said, it was only a dream " Another pause, with a studied look, frowning smile of amusment, looking into the camera, adding, "But, after all, Slick Willy DID run back to England " WHEN SLICK WILLIE LEARNED DOUBLE-SPEAK by Lee McEwen With all the political news it seems to mix in with my dreams nearly every night. Last night I dreamed about Slick Willie growing up around Hope, Arkansas. - ONLY 30 miLES FROM TEXARKANA Mama Clinton was threatening to spank Slick for stealing watemelons from a neighbor's patch. "Willie," she scolded, "how many times have I told you not to steal watermelons? Why, just last week you did it again, and I warned you that next time I would spank your busy bottom!" "But, Mama," Willie protested, "them I swiped last week was yellow meated watermelons, and the ones I swiped this week are red meated water- melons. So you can't spank me because I did what you said, I didn't steal yellow meated watermelons this time !" Willie was very perplexed, he simply couldn't understand why he was being brought to account for doing wrong. After all, he reasoned, he had made sure he didn't raid a yellow meated water melon patch. Mama Clinton forgave him, and Slick went scampering off with his playmates. They were amazed that Willie didn't get a spanking. "Boy, you was sure lucky," one eclaimed, "but wasn't you real feared you was gonna get a whopping "Nawwww," Slick smirked, ""Mamas 're as easy to sucker as anyone else." Winter came on and there were no watermelons to swipe. Willie's playmates were looking to him for leadership and handouts. He had garnered many followers with his hand outs, which he took from others and gave to his followers as rewards for their loyality. Under pressure for some goodies by his playmates, he cleaned out Mama Clinton's cookie jar and handed them out to his followers. Mama Clinton brought him to task, sternly admonishing him about taking things that didn't belong to him. "Yes'm, mama, I did wrong," Willie whined with bowed head. "But I've learned my lesson, I won't ever, ever, ever do it again. I promise!" The very next week, Willie cleaned out Mama Clinton's cookie jar again. She tryed to bring him to account, but he ran off and hid out with his friends in the ROTC Building Most showed great concern for Slick Willie's pligut. They knew that sooner or later he would have to face the music. But suddenly Hilary popped into view-- (Oh yeah a dream can make Hilary or anyone else come into the scene) Hilary jutted her pointed jaw and hissed at him, "Well, Buster, don't think I'm going to stand by you. And don't expect me to go home and bake cookies for you, either. I'm going to go finish reading my book about how to keep MY own name when I get married', so there!" "But, Honeeee !" Willies whined, "don't leave me, I need yousbody to tell me what to do!" 2/Slick Willie "Well, dummy, it's simple. You can sue your old mama!" snapped Hilary. "But, sugar plum, I can't do that!" he wailed. "Why, can't you," she slung her jaw at him. "Cause, Ladybug, she's my mama, and I'm a mama's boy!" Mama Clinton popped in on them about that time. She grabbed Willie by the seat of his britches. "Young man, I'm really going to blister your bottom this time. I told you last week not to clean out the cookie jar. Take what you need but leave some for others you just won't listen, you think you can get away with anything!" "But, Mama, I did what you told me!" "What. ! I told you last week when you stole all my chocolate cookies, not to do it again!" "Yes'm, and I didn't. These cookies I swiped this week are vanilla cookies, and they don't count !" Then I woke up. Clinton has recently harped a lot about reducing the welfare role by 17,000 within a recent period of time--BullSh--! The truth: Most of the 17,000 went right back on the welfare taxpayer drain. Futhermore, there are many more than 17,000 added to the welfare drain within this time frame. In short, there are many more now on the welfare role than there were when the so-called 17,000 reduction took effect. This was reported a few weeks ago in the back pages of the Texarkana Gazette in a small article , which I saved but now cannot find-- Should be checked out and brought to the attention of all voters in America. Jce R. A. Issue 3) Clinton swore, begged and pleaded his last campaign for governor that he was not running just to keep his name in the forefront in order to make a run for President. He flat out stated he was not yearning to be president at this time, that he only wanted to serve the people of Arkansas as a full time governor No sooner than the election was over, and he was off once again running all over the nation at Arkansas taxpayers' expence, blowing himself up as presidental material. Clinton hasn't been in this state long enough since elected governor this last time long enough to do anything other than check on his bimbos and change his drawers. Now it's one thing for an Icted incumbant orseeker of public office by election to take a few off at election time to campaign, but it is a horse of a different color when they spend the whole time of their tenure, forsaking their job, while trying to get elected to a higher job. How many employers would hire someone to do a job, then turn right around as soon as that person was hire and permit said person to take off( at full salary and full employer-paid expence) to run around seeking higher employment, completely forsaking his job while doing SO. That's exactly what Bill Clinton has done. People of Arkansas and the rest of the nation need to be reminded of this. This is typical Bill Clinton doublespeak. The man is I believe a total selfserving phoney. He will lie at the drop of the hat. He's too dangerous to be president of this great country! A. Issue 2) There is this mistaken belief by several that Bill Clinton was and is a great "Education" Governor. This is a phoney fascade that Clinton himself created, running all over America since becoming Governor, conning people with his doublespeak. He has greatly disrupted the educational system in this poor State. I have a brotherinlw who, until some three years ago, was School Superintendent in Lake City, Arkansas (N/E Arkansas.) Under Clinton's highly touted (by Clinton) consolidation of schools all across this state, the schools of Lake City, Leachville and Caraway, Arkansas, as example, were consolidated--There may be others in the area that were also included in this group. School children are now having to be bussed several miles, early in the morning, over a few narrow, crowded roads in this flatland cotton growing area He was already Supt. @ Late My brotherinlw, Charles Owens, was selected as superintended for this newly formed consolidation, which turned out to be a bickering mess, among parents and others. Chuck Owens threw his hands up at the whole mess after one year. I don't know all the details, but he can give you some firsthand in- sight on just how phoney Clinton's claim is, as to deserving credit as a great education-genuis governor. I give you Chuck's address: Charles Owens, Ph.D. Rt. 2, Box 394-G Mena, Arkansas 71953 / Telephone 501-394-5003 A word of caution: Chuck is now teaching parttime in order to benifit his retirement. But I think he will offer some useful facts about just how phoney Clinton is, his doubletalk, and outright lies he has told about helping the schools ( all the the schools and not just those with the largest voting segments) in Arkansas. This man is went to a Korean War Vet., starting teaching at a small school (Fisher, Ark.) leo college in Jonesboro at night and the summer, spent a couple of summers at Old Miss. where he got his doctorate. He selects his words carefully, and when he finally makes a staement, you can take it to the bank. He don't bullshit. Example: Clinton touted our last salestax increase to be used for better "quality" education for all the schools. He flatout lied! It went to beneifit the schools in the largest districts with the biggest segments of voters! The "equal distribution of funds" had already been ordered, and he knew he was going to be forced to require the larger school districts ( Little Rock, Fort Smith, Texarkana, West Memphis, Jonesboro, etc.) to share some of the state tax benifits with the smaller school districts. And so, he concocted this additional all the schools. It did not! NW Washington, DC 20500 Dear Mr. Secretary, I am writing to urge you to persuade the President to accept the attached invitation to address the 114th General Conference of the National Guard Association of the United States (NGAUS) to be convened in Salt Lake City, 13-15 September, 1992. I am convinced that this invitation represents a great political opportunity for the President to generate nation-wide grass roots support for his re-election effort and to repair some bridges with an organization that historically has demonstrated powerful emotional and political influence in every state and community in the nation. I base this recommendation upon my experience as Deputy Assistant Secretary of Defense for Reserve Affairs (1981-1984) and as a recently retired Major General in the Air National Guard of the United States. The four thousand conference attendees constitute the senior leadership of the Army and Air National Guard in every state, Puerto Rico, Guam, the Virgin Islands and the District of Columbia, who represent approximately 600,000 actively participating Guardsmen and untold numbers of retirees and former members. These attendees also are politically influential members of their state and local communities: politicians, bankers, doctors, lawyers, businessmen, and members of every other professional field. President Reagan addressed one NGAUS conference but only by videotape using a script which I wrote. President Bush has never addressed a NGAUS conference despite the annual invitations which were fulfilled by Presidential surrogates. As a consequence, the impression has been created that President Bush does not consider the National Guard to be important. Governor Clinton has arranged to be invited to speak and he has accepted. Therefore, I believe that the President must personally address the conference this year. If the President agrees to address the conference, his speech must be carefully crafted to achieve the desired result. As part of the military draw-down, the Department of Defense has proposed that units and personnel of both the Army and Air National Guard be eliminated, and Guardsmen are naturally opposed to the proposals. Additionally, DoD spokesmen in support of these reductions have made disparaging comments about the combat readiness and/or the responsiveness of Army Guard units. Guardsmen do not accept the validity of these comments and have been angered by them. Consequently, President Bush should give a speech which: (1) praises the performance of the National Guard as a combat force in every conflict in our nation's history, emphasizing its role in Desert Shield/Storm, (2) reiterates his support of the current Total Force Policy which assures the National Guard of its continuing importance to the nation's defense as a combat ready force and (3) either explains the proposed draw-down of the National Guard as a fiscal necessity in light of changes in the global threat or better still announces his intent to re- evaluate the reductions in light of the Guard's role in responding to the Los Angeles civil disturbance and Hurricane Andrew. I believe the NGAUS conference will warmly receive the first two points and if a reevaluation of the draw-downs is not feasible, will stoically accept the final point if presented to them in a factual manner. As Commander-in-Chief and a combat veteran, the. President can expect a warm welcome from this audience. James A. Baker, III The White House 1600 Pennsylvania Ave. N. W. Washington, DC 20500 Dear Secretary Baker: Halcion just might prove to be this Administration's achilles heel. It certainly has suffered from the benign neglect of Bill Barr and his underlings and Louis Sullivan, David Kessler and their people. It is an extremely dangerous drug which hurts and kills people. Upjohn allegedly used fraud, deceit and other illicit means to get the drug through the FDA approval mill. It was approved over the principal researcher's protests. According to FDA SRS numbers, more than 250,000 Americans have experienced bad adverse reactions or other serious side effects. No other drug on the domestic market has produced numbers even remotely close to these. Civil Division (Stu Gerson) is responsible for FDA not. A lot of stonewalling has been going on for far too long. Full disclosure could be damaging. Upjohn made an illegal campaign contribution to the Committee to Reelect earlier this year and was caught. Kessler and Associates were registered Upjohn lobbyists twice in 1990. David Kessler is appointed Commissioner in 1991. Utah Federal Judge Ron Boyce, after hearing the evidence, concludes that Upjohn is probably guilty of heinous Halcion crimes and moves to trial. Upjohn immediately "settles" for $21M. Court records are quickly sealed immediately thereafter. The same thing happens in Missouri and elsewhere whenever a judge discovers exactly what Upjohn has done. FDA-Justice totally disregards and ignores the BBC Panorama program, 60 Minutes and every other Halcion electronic and print documentary-indictment-report and guides an advisory committee to a highly suspect conclusion. While Upjohn reportedly may be attempting to become a bigtime supporter of the Administration, their time has long since passed and the alleged Barr-Sullivan-Kessler protection program must be immediately discontinued and abandoned. They've had the Grundberg sealed court records for more than 13 months without any hint of action. In the meantime, more Americans continue to be injured, maimed and killed by this seriously flawed drug. FDCA is quite specific about what should be done. Inaction. Inertia. Benign neglect. Protection. It really doesn't matter what you call it. The present public appearance is that Bush is keeping a bad drug on the market and protecting its manufacturer. Remember Japan? Your favorite fellow-travellers, those cute "little blue bombs", are incredibly dangerous and harmful to the American public, our President and his new Chief of Staff. All civilized nations throughout the World have banned or suspended. The White House has chosen to keep them on the market. Why? There simply is not enough money in the Upjohn treasury to justify this ill-conceived decision. Mark Novitch was an FDA Deputy Commissioner when Halcion was approved. The same Mark Novitch today is Upjohn's Vice Chairman and Halcion's most ardent public supporter. Frank Carlueci is an active Upjohn board member as are several other prominent "friends". Little chance of a coincidence. C-G's David Wilhelm wants to know all that we know. Our group knows quite a bit. The media knows even more. They are waiting. So-are we. Lane Bauer and KC-based Shook, Hardy simply cannot keep the lid on this much longer. Most appellate courts are "totally tactic tired" and increasingly unsympathetic. Some are downright irritated and angry with FDA-Justice "apathy". Of course, those familiar with the details suspect that the government's continuing stance is something more than apathy. We think that one of your first acts should be to deal effectively and decisively with this administration's serious Halcion problem. B-Q is long past-due on this one. Your attention is directed to the August, 1992 edition of "Pharmaceutical Executive", specifically "EuroNews" (Kevin Gopal), "Upjohn Below Board?" You might also read the September 12, 1992 edition of "The Economist", specifically "Sleeping Pills Perchance To Fret". It would seem that we are not the only ones whose writing you might consider as "counterproductive". Please respond to each point raised in our assorted communications. Our knowledge is considerably greater than that of most physicians on the medical, psychopharmacological and legal sides of this impending Halcion disaster. Each component of your detailed reply should be as specific as possible. We are particularly interested in how FDA responds to Federal Judge Ronald N. Boyce's incredible findings. Review your own SRS (1983-91). You actually prevented Dr. Diane Wysowski from publishing her Halcion findings for six full years. Had Wysowski been permitted to publish her findings when she discovered the dangers of Halcion, Ingrid would not have been injured by this drug. Before FDA silenced its own Dr. Alan Lisook, it sounded as if his views of Upjohn and Halcion were very close to our views and the views of medical authorities throughout the World. Have you found the time to personally talk with former Upjohn Chief Epidemiologist Dr. William Barry? He sounded the same Halcion alarms within Upjohn at the same time that Wysowski was attempting to warn the American public. Both were apparently silenced. We often wonder by whom? Dr. Woo will not grant interviews or otherwise address this subject today. Why? She had refused to recommend Halcion for licensing in 1978-82. Are not the findings of her group and her Halcion opinions germane now? A reading of what she wrote then is quite revealing. She may have been trained as a pediatrician in China, but FDA once considered her to be one of its best researchers. If you continue to have doubts, a call to the Business Editor of the Kalamazoo Gazette, Paul B. Cox, might open some closed eyes in Rockville. You are quite wrong about Halcion. You need to come clean with the American public, admit that a mistake was made when the drug was approved, ban the drug immediately and punish those within the agency responsible for concealing the truth about Halcion for more than ten years. If FDA can admit it was wrong about the Dalkon Shield and Dow-Corning, it certainly can admit it was wrong about Upjohn and Halcion. Neither the BBC, CBS, Newsweek, The Wall Street Journal, New York Times, nor Washington Post, etc. are being sued by Upjohn. Do you not wonder why? Halcion is a seriously-flawed drug. But, then, you do not need us to tell you that. You have enough present or former professionals in your employ or otherwise still available who reached that conclusion years ago. It's time! Your revisionist policies relating to this drug over the years certainly would tend to underscore CDER/FDA problems and public concerns of a major magnitude with Halcion. This is something more than a misleading orange juice claim. In some cases, it is a life and death matter. In our case, it led to a permanent disability with far-reaching consequences. It just does not make sense for you to defend this drug any longer. There will soon be a full disclosure in the World press. Purely from your own damage control assessment, it would seem logical that the you, the Executive Secretariat and the Commissioner should act now before Drs. Wolfe, Kales and Oswald serve this up on a silver platter to the Clinton-Gore people. If C-G should ever take this public, your Administration will have zero credibility with the American electorate and everyone there will be forced to seek vocational alternatives. Please immediately discontinue the FDA's immitation of a triazolobenzodiazepine ostrich when Halcion is next on your Secretariat's agenda. Now is better than later! For: Baker, Hon. James A. The courts will ultimately determine whether or not our efforts have been productive; or, as you suggest, counterproductive. If we correctly understand what you attempt to express in this recent letter, your FDA CDER Executive Secretariat has concluded and ruled that Halcion is presently safe and effective in the recently revised strength and packaging; and that CDER has determined that its potential benefits outweigh its considerable risks and hazards if taken in accordance with recently revised labeling instructions. You certainly leave a few loose ends dangling. Are you now saying that Halcion was unsafe and dangerous before the Executive Secretariat mandated revised strength and packaging reconfigurations? Can it be concluded that Halcion's considerable risks and hazards outweighed its questionable benefits before your Secretariat took this corrective action? Are we to disbelieve the contents of the Public Citizen FDA petition? Are Drs. Keith Jones and P. C. Waller of the British Medicines Control Agency wrong? Is Professor Ian Oswald lying or otherwise untruthful? Do you consider the anti-Halcion efforts of Penn State's Dr. Anthony Kales and SO many highly regarded other experts to be equally "counterproductive"? When you reviewed the "sealed" contents of the Grundberg V. Upjohn, et. al. Utah Federal court records, what did you find? When you review the contents of the Missouri Waecasser case, what else did you find? Did your Principal Researcher (Theresa Ting Woo) originally recommend that Halcion be licensed? If not, why not? Who reversed her decision? On what basis was this reversal made? At any point in time since the mid-seventies, did The Upjohn Company ever mislead FDA and your Executive Secretariat? Does Halcion contain unreported toxins and inflammation-producing properties? These are but a few of the questions that we must continue to ask your Executive Secretariat to address and answer. The public has a right to know the truth. No one has unfairly characterized your processes, motives and professional commitments. Whatever characterizations have been made speak for themselves. Finally, reread each and every domestic or international medical journal article on this subject. It is reasonable to conclude that you will find what we and so many others have already found. This drug is fraught with peril, should never have been licensed by FDA, should have been removed from the market at any point in time during the last 10 years for good and sufficient reason, and its manufacturer seemingly violated huge chunks of the Federal Food, Drug and Cosmetic Act to gain your approval and to keep the drug on the market even though every civilized nation in the World has long since banned or suspended. You may not like what we wrote, but we did write the truth and your Executive Secretariat has left so much to be answered. Baker III Chief of Staff The White House Washington, DC 20500 Dear Secretary Baker: I am certain that you will not have the time -- no less the inclination -- to answer this letter as you guide President Bush during these last weeks of the Presidential campaign. I do wish to go on record now, however, both as one who for more than forty years has never hesitated to set forth his views publicly on U.S. Middle East policy and who, incidentally, has never voted in a Presidential election except for the Republican candidate. (I headed the Republican First Voters League for Alf Landon in 1936.) In every Presidential election since the creation of Israel in 1948 (and even four years earlier), the two major parties have continually attempted to outbid each other for the Jewish vote with favorable planks on Israel in their national platforms. No platform heretofore, Republican or Democratic, has gone as far to cater to Zionist-Jewish sentiment as the one adopted at the GOP convention in August at Houston. Five times as lengthy as the Democratic plank on the Middle East, as drafted in New York, the Republican Middle East pronouncements contain every possible cliché and constitute the baldest, most obvious bid for this reputed pivotal vote. I find it totally unacceptable that the Republican Party should go back on the 1947 Partition Resolution of the United Nations which in creating Israel, at the same time provided for the internationalization of Jerusalem. Yes, this Holy City should remain undivided, but not an undivided city under Israeli jurisdiction and sovereignty. Calling for free and unimpeded access to the holy places by peoples of all faiths is not sufficient. Jerusalem should be constituted a corpus separatum as provided in that original Partition Resolution. The "generous package," to revert to the words of the platform, of loan guarantees to Israel cannot appeal to any true lover of justice and peace in the area. These guarantees are not being given to help immigrants needing asylum, but rather to satisfy the ingathering dogma of Zionist-Israeli expansionism. We shall Hon. James A. Baker III -2- October 2, 1992 always regret our failure to put a halt to this expansionism, which establishes new facts on the ground, thus making the achievement of a peaceful settlement even more difficult. The GOP declares that it recognizes the "legitimate rights of the Palestinian people" but at the same time "opposes the creation of an independent Palestinian state. II Yet there is no right that is today universally held more inviolable and precious than that of self-determination -- the right of peoples to determine for themselves under what kind of government they wish to live. This is the principle written into Woodrow Wilson's Fourteen Points, the League of Nations Charter, the Atlantic Charter, and the Preamble to the Charter of the United Nations. How can one talk meaningfully of "legitimate rights" and then oppose the full exercise of the right of self-determination which must necessarily include the right of a people, Palestinians and anyone else, to have a state of their own? This foreign policy plank presupposes that the creation of a Palestinian political entity would necessarily jeopardize Israel's security. I insist that a two-state solution, a state of Israel co-existing side-by-side with a state of Palestine would, in fact, be the only way to end any present or future threat to Israel's security. The establishment of a Palestinian state would effectively cripple the aspirations of a die-hard segment of Palestinians who now still favor a secular bi-national Palestinian state and consequently, the disappearance of the Israeli state. According to reliable sources the sentiment for this viewpoint has grown immeasurably on the West Bank and in Gaza since the peace negotiations begun so promisingly in Madrid, produced so little, and the harsh repression of Palestinians continues in the occupied territories. The irreconcilable elements in past historic pledges and declara- tions to both Arabs and Jews could be made reconcilable only through the creation of a Palestinian state on the West Bank and Gaza, through separate Israeli and Palestinian states in which the equality of all citizens in both would be assured by law. Then, Arabs and Jews could once again resume their peaceful, millennial living together side-by-side that they once enjoyed before the twentieth century advent of Zionism. Were Zionist exclusivity removed, a normal Israeli state confining its nationalism to its own borders, repealing the racist Law of Return and ceasing to make Arabs within its borders second-class citizens, as it now does, would have little to fear from an adjacent Palestinian entity in which Jewish settlers choosing to remain would have been endowed with equal rights. The Palestinian leadership would be far too preoccupied with the Hon. James A. Baker III -3- October 2, 1992 tremendous task of building their own state, to attempt an expansion of its borders at the expense of its Israeli neighbors. While I hardly possess a crystal ball, I believe the election results will show you were not far off the target when you were reported to have said: "F--- the Jews, they won't vote for us, anyway!" The Republican Party ought to have taken its stand on the Middle East with this in mind, instead of pandering to the Zionist vote. While I was outraged by the Party's Middle East plank and the policy gyrations that have followed, I still do sincerely hope that I am wrong in my pessimistic assessment of Election Day. I might close by repeating this vital question: "The right of self-determination: Why not for the Palestinians?" Cordially, alfred M. filienthol (Dr.) Alfred M. BURGER 06-OKT-1992 17:42 TELEBUTIKEN LUND SWEDEN 46 46 139689 SID 01 NRN Lund, Sweden, Oct 6th, 1992 Secretary James A Baker The White House Washington USA URGENT! Dear Mr Baker, First of all I would like to thank you profoundly for all that you have done for peace and democracy in many parts of the world. Your leadership on many sceens of the world will be long remembered; US-Soviet relations, the crisis in the Gulf incl. the thrilling debate and vote in the UN Security Council, efforts for peace in the Middle East etc. It is a great pitty that you are not longer active as Foreign Secretary of the United States. Hopefully you will be back in that position soon. You are really needed. The reason for this letter to you is Angola. Thank you for all your efforts which resulted in the peace accord in Lisbon in May last year. However, I think Angola needs your immediate help now. UNITA leader Jonas Savimbi and his staff are convinced that there was fraud in the elections in Angola last week and in the election results presented. UNITA demands a review of the election results. Please, mr Baker, use your strong political weight and reputation to put preasure on the MPLA government so that really correct results from the elections can be established or the election results be declared non valid and new elections has to be accomp- lished. Please also put preasure on the UN representative not to accept election results if the are not to 98%, or still better to 100% correct. Yours very faithfully, M.B.A. Adress: Lilla Fiskaregatan 12 S-222 22 Lund, Sweden 10/15/92 05:08 1 619 224 4364 BJ WILLIAMS 5 001 MEN HAL WILLIAMS FAX MESSAGE TO: SECRETARY BAKER FROM: HAL WILLIAMS 2954 CHATSWORTH BLVD. SAN DIEGO, CA.92106 October 14, 1992 Secretary James Baker THE WHITE HOUSE FAX 202-456-2461 Dear Secretary Baker: Herewith some of the fruits of my frustration with the debates. Surely it is possible to point out to the Audience that Governor Clinton does not understand the economics he is preaching. He does not understand Supply-Side Economics and the burden of taxes he proposes is not the prescription for recovery. I'm sure that as you worked for President Reagan that you understood from the American people that they did not want more of the Carter policies coming from the White House. If it wasn't a good prescription then it is no better now. You all have our very best wishes and prayers for your success. Yours truly, HBWreliams 10/15/92 05:07 21 619 224 4364 BJ WILLIAMS 003 KNOCKOUT BLOWS FOR THE DEBATE Governor, you have built a campaign on the term "Trickle Down Economics" and you are in a tough position with this being such an important part of your campaign that you don't understand "Supply-Side Economics" You speak of the capital gains tax as "for the rich" not understanding that the capital gains tax cut is the source of capital for reinvestment in the economy. If you understood that the biggest source of money for investment in the economy is not 10/15/92 05:07 81 619 224 4364 BJ WILLIAMS 004 taxing the people but to take advantage of the capital that we have accumulated over the years, then you might understand why congress has been SO wrong in not eliminating the tax. This capital is "locked in" to existing assets because of the disincentive of the capital gains tax to allow it to go to more productive investment. I want to put together this capital with the labor the is being released by the change in our defense manufacturing to make the "Real Peace Dividend" (not the one the Democratic Congress talks about--cut the defense budget for more welfare) which is more labor and capital put together for 10/15/92 05:08 51 619 224 4364 BJ WILLIAMS 005 production of peaceful goods that can not only serve this country but the whole world. Don't forget the story in Econ I about the island whose only working force was the ten fishers and then eight were displaced by the advent of nets. Two now did the work of the ten before. The real growth in the islands GNP was when the eight produced something else because they were not having to fish for survival. The REAL PEACE DIVIDEND will be when this labor force coming out of the defense related manufacturing "beats swords into plowshares" 10/15/92 05:08 81 619 224 4364 BJ WILLIAMS 006 Your plan sees the needed capital for this REAL PEACE DIVIDEND by increasing the tax burden on the economy. Supply- Side economics sees that source by providing incentive for "locked in capital" to be mobile and seek its most productive use. Since your source of capital is necessarily limited by the income of the economy (and you still get only a percentage of that) you should understand that Supply-Side economics draws on a much larger source of capital and a much quicker source. And you don't have to set up another agency to administer it. It is being administered by the private sector acting in their own best interest. When 10/15/92 05:09 21 619 224 4364 BJ WILLIAMS 007 they succeed then your tax base increases and Government gets its share. EG: A defense worker whose children are grown and his principal asset is his home. You want to tax the inflation increase in the price of that home if he sells it to start into a business for himself -- I DON'T ! I think that new opportunity for him can be financed by the sale of a home that used to accommodate 4 or 5 people and now takes care of 2. I think that home could be sold to a younger family that needs the space for 4 or 5 people. I think the seller of the business he is going to buy and who would like to retire is going to be willing to sell the 10/15/92 05:09 81 619 224 4364 BJ WILLIAMS 008 business to him if the seller could avoid the capital gains tax on the sale of his business much of which is due to inflation. Who benefits from such a transaction? The defense worker is now an active producer in the economy again, the young family has a place to live and raise their family, and the retiree has the capital to invest in Government Bonds to retire on, the Government benefits because they don't have to subsidize the retirement of the business seller, and the former defense worker is not adding to your unemployment statistics, and the young family sees a future in America like they had when they 10/15/92 05:10 01 619 224 4364 BJ WILLIAMS 009 were children and they hope to pass along to their children. This is what Supply-Side economics is supposed to do and the Democratic Congress is blind to this source of investment capital because they are hung up on "the rich are going to benefit". Actually the rich are going to benefit along with everyone else. Just like they paid more taxes with the tax cut in 1982 and they have paid not only more taxes but a greater proportion of the whole tax collected ever since. The truth is that many americans are sitting on assets they will not sell because the tax. But-- if they could sell 10/15/92 05:10 21 619 224 4364 BJ WILLIAMS 010 them (without the tax) what would they do with the money? They would buy other assets that would expand the capital in the economy and hire more people and produce more income for the investor and the employee that is hired. That's how you real increase Government revenue. WHEN BILL CLINTON ASKS "WHERE HAS THE SUPPLY-SIDE ECONOMICS GOTTEN US" I thought you'd never ask-- Contrary to what you've been preaching all over the country the last 5 quarters of GNP have been up! --not as much as we'd like and not enough to increase employment as 10/15/92 05:11 T1 619 224 4364 BJ WILLIAMS 1011 much as we'd like but up in a world with many countries in terribly difficult times. This was done by economics alone since congress would not lend a helping hand to Supply-Side economics for "Political Reasons" (I define congresses "Political Reasons" as their desire to frighten and disturb the american people SO that they can pave the way for further election successes by the Democratic Party) I want you to remember Governor that we had STAGFLATION the last time you Democrats wanted "to increase revenues and invest in jobs" and the saddest part 10/15/92 05:11 81 619 224 4364 BJ WILLIAMS 012 about it was the irretrievable loss in savings that had been accumulated by prudent people who had saved for their retirement and found that they couldn't live on their inflation depleted income. You saw money run to speculation in gold, art, hard assets of many kinds -- BUT not into businesses producing jobs and income for the retirees. When the Governor brags about the expansion in Arkansas point out to him that the companies that came into his state would not have been expanding if Supply- Side economics had not had the whole country expanding its GNP. Go back and solve your state's budget problems 10/15/92 05:11 81 619 224 4364 BJ WILLIAMS 013 Governor they need you there but we don't need you in Washington. The American People have got to understand that "mandated expenses" are a tax burden even if the money doesn't go to Washington first. Whether it's for health, environment or whatever it still takes money out of business that would be used for jobs and expansion. See the Business section of the NY Times for October 13 (page one) for the increase in productivity during the last 10 years and the principal reason we got more milage out of our investment in productivity was the 10/15/92 05:12 81 619 224 4364 BJ WILLIAMS 0 014 "freedom from 'heavy handed' regulation" and the "surprising conclusion" that Americas's biggest advantage was Washington's relatively hands-off attitude compared with Tokyo or Bonn.
