President Bush may want to include a definition of society by conservative statesman
Edmund Burke, a defender of the American Revolution, but opponent of the French
Revolution.
Burke's definition is comprehensive: a "partnership not only between those who are
living, but between those who are living, those who are dead, and those who are to be
born."
It acknowledges our senior citizens and those who have gone before us. It speaks to
the environmentalists' principle of sustainable development for future generations.
And, it defends the rights of the unborn, "those who are to be born."
While candidate Clinton may represent the youthful generation, President Bush can
convey the ideal of a champion of all generations, a peacemaker between generations.

Dear Mr. President:
I am writing what may be my last letter to you as
President to ask you to fulfill your duty to the 189 American
families who lost loved ones murdered in the Pan Am 103
bombing and to protect others from a similar fate. As the
enclosed button says: It is time for justice.
While we may not know the whole story, it is now known
and can be proven in a court of law that Libyan agents were
perpetrators of the worst terrorist attack in history against
American civilians.
What has the U.S. government done? It has indicted the
individual agents, demanded Libya turn over the fugitives,
pay compensation and desist from further terrorism. The U.S.
then proposed and the U.N. Security Council adopted mild
transportation, technical, and diplomatic sanctions to
enforce the joint U.S.-British-French demands. The Pan Am

innocent civilians, more than the total casualties of all the
military actions of your Presidency. However, since April,
1992, the U.S. Government has authorized a high level
delegation of American oil company executives to meet with
Libyan officials in Europe and refused all urgings by victim
families or a bipartisan coalition in Congress to tighten the
sanctions. Some victim family members and members of the
press are saying a sell-out is in the works. Some State
Department officials are reported to favor a small ex gratia
payment by Libya for compensation be accepted by the U.S. to
"settle" this matter and lift the sanctions, as though this
were a commercial trade dispute!
What has Libya done? It has denounced the sanctions,
denied culpability, and refused to turn over the suspects
which it still shelters. At the same time it has activated
an expensive and elaborate propaganda effort to separate the
U.S. from its allies and to divide U.S. public opinion. The
Libyans are paying hundreds of thousands of dollars to
American, British and French agents, including a former U.S.
Congressman to influence U.S. Government policy. The
situation is now a stalemate that favors Libya and which
frustrates justice, delays compensation, and threatens make a
mockery of the joint U.S., British, and French demands of
December, 1991.
What could U.S. do? You could tighten the screws of

oil embargo of Libya, (b) calling upon the U.N. (as it did in
response to Iraqi aggression against Kuwait) to set up a
Compensation Claims Commission to hear claims of all parties
injured by the terrorist aggression of Libya against
international aviation, U.S.-British-French citizens and U.S.
and French airlines, and (c) calling upon our allies to
freeze Libyan assets and withdraw their technical personnel
from Libya. Unilaterally, you could announce the seizure
of the $300 to $400 million in Libya assets already "frozen"
in the U.S. to begin compensation of U.S. victims (similar
action was taken a few weeks ago by the British against
frozen Iraqi assets in the U.K.), and which you are mandated
to do under provisions of the Aviation Security Act. (U.S.
victim families have not received one penny of compensation
from the civil litigation against the defunct Pan Am, nor has
the U.S. Government or the British Crime Victim Compensation
program paid any significant compensation / and there is no
near term prospect of receiving such.) You could also issue
an ultimatum to Libya to turn over the indicted suspects by a
date certain or face the consequences, which could include
the declaration (within your power under U.S. law) that they
are international outlaws and authorizing U.S. forces
directly or through third parties to use all necessary means
to bring them to justice.
Continued U.S. inaction and delay will only encourage
Libya and other terrorist states such as Iran that they can
get away with state sponsored terrorism: That even mass
murder of hundreds of Americans will not bring any forceful
military or economic retaliation. Already Iran is reported
to have "tested" the security of U.S. airlines in Europe
over the past few months by planting unaccompanied luggage
aboard U.S. airliners of the type used in the Lockerbie
bombing.
U.S. airline security, after appearing to be on the
verge of becoming a credible defense with your signing the
Aviation Security Improvement Act of 1990, appointments of
Adm. Clyde Robbins and Gen. O.K. Steele to new high level
positions in charge of aviation security, and a temporary
tightening of security during the Gulf War, has now relapsed
into a clearly defective and inadequate system, that has no
credibility with security experts and amounts to a renewed
fraud on the public.
In closing, I would respectfully request that you meet
briefly with myself and leader of the other American victim
family group in the next 10 days, or at least arrange for a
White House meeting with the Attorney General, Secretary of
State and Transportation Secretary, SO that Justice for U.S.
victims of terrorism receives the attention it deserves from
your Administration. To continue the present policy of
inaction only sends out the message that your Administration
has forgotten about Justice in the 1988 bombing of Pan Am
103, the worst mass murder of American civilians in history,
and which was followed by the 1989 bombing of UTA 772 killing
another 170 persons including seven Americans. I listened in
vain in the gallery of the General Assembly to your recent
address to the U.N. for any mention that U.S. victims of
international terrorism deserve any attention from the U.N.
in the post Cold War international agenda. As your
Administration has made sure that the Kuwaiti victims of the
1990 Iraqi aggression have a Compensation Commission and have
received a full measure of international justice, it appears
to many of us that once again your Administration is more
concerned with the humanitarian needs of foreign nationals
than U.S. citizens.
You probably do not remember your earnest and I believed
sincere statements and commitments to myself and other Family
members when we met in the Oval Office on April 3rd, 1989,
and again in the Old Executive Office Building in May, 1990,
but I can assure that we cannot forget. As you close your
first Administration, please remember your duty to do your
utmost to seek justice, to protect and defend Americans
traveling abroad from attack by enemy forces, and to end the
scourge of state sponsored terrorism that has so plagued
Americans over the past 20 years.
Our organization has a membership of over 500 Pan Am 103
and UTA 772 victim family members in 20 states. We are
anxiously awaiting your reply to this letter and will wait
until October 18th, before undertaking any further action.
As our organization will be meeting in Washington on October
17-19 where I will be attending the first International
Conference of Air Crash Victim Organizations, I would hope to
hear from your office by this time.

It gives me great pleasure to write to you with the following
proposal.
I feel that trading in barter is an addition to the usual method of
trading in the American economy. Taking into consideration the
economical ties with the Commonwealth countries which have something
to offer e.g. raw materials, minerals, oil, gold etc., these prod-
ucts when properly exploited, would be valid collateral for fin-
ancing to supply technical know-how by America in the form of con-
cessions, contracts and so on. This would lead to an increase in
purchasing power of such countries, which would allow them to buy
finished products as well as start engineering work, for example.
The same method could apply in relation to South America (code name
Brazil) when even stalled loans could be revived with benefit to the
creditors. I would add that the proposed loan of 2 billion dollars
from the World Bank should give us hope that all is not lost.
The dismantling of the Soviet Union and the end of Communist doct-
rine in the countries of Eastern Europe also give America a fantas-
tic chance to get their economy into prosperity in a short time.
The former Soviet Union has large quantities of gold, oil, gas and
minerals to offer. The United States of America could offer technical
know-how for exploitation and help, with their experience to organ-
ise the free market industrial porjects, farming etc. This alone,
could keep the American economy busy for a long time
Once the barter trade is organised - raw materials for finished
products - we have enough margin to be competitive on the world
market by negociating. Customers would be all the industrialised
countries - America, Britain, Japan and Europe etc. This proposed
super-firm or group of firms would dominate when properly organised.
This action should be the voice of the private sector and when pub-
licised, would give additional hope to the American people for pros-
perity and a reduction in the number of the unemployed to normal
figures within. a short time, perhaps even one or two years.

rich; in oil, gems, precious metals and some agricultural products.
Some British and European companies have already taken advantage of
this fact to enter into ad hoc barter deals: for some time CIBA-GEIGY
has been trading pharmaceuticals for agricultural products in the
former USSR; while BBC ENTERPRISES have just announced that they
are prepared to barter TV programmes for goods in East European
markets like Romania, Bulgaria and Czechoslovakia.

American Counter-Trade Company is designed to. overcome this kind of
problem by replacing simple barter with counter-trade.

Introduction
This proposal sets out the case for establishing a business
called American Counter-Trade Company. The aim of American
Counter-Trade Company is to facilitate the export of American
goods and services to less developed countries.
The United States of America needs these markets, these countries
need American goods and services, but the provision of export
finance is a major problem. Less developed countries have chronic
balance-of-payment problems which limit both liquidity and credit.
On the other hand, many of these countries have substantial
resources in the form of minerals and agricultural commodities.
In theory, these commodities could be bartered for American
manufactured goods and services. American Counter-Trade Company
would simplify this exchange by providing a machinery for counter-
purchase. It would handle finance, dispose of commodities and
assist deal origination by pooling relevant commercial information.
All this requires the co-operation of the major players in American
finance, commodity trading and industry. American Counter-Trade
Company would have an ownership structure which reflected the
participation of these three sectors.

Ownership structure
The operations of American Counter-Trade Company would bring
together finance, commodity trading and industry.
Its proposed ownership structure reflects this. By shares of
the American Counter-Trade Company which would be available
to all the banks and industrialists. In taking shares of the
American Counter-Trade Company, they should send their experts
to the board in order to participate in the management.
Initial capital requirements would be modest. Many of the
facilities needed already exist, while the business would play
the role of catalyst and clearing house rather than taking
positions on particular deals. However, the maintenance of a
high credit standing would be required for effective risk-
management and counterparty credibility.

Conceptually the business can be divided into three functional
areas:

DEAL ORIGINATION
Origination requires an in-depth knowledge of both production
capacity and market developments. Individual firms, in whatever
sector, find it difficult to acquire the necessary range of
intelligence on their own. American Counter-Trade Company would
remedy this deficiency by acting as an information pool.
Each member firm would be expected to contribute to the American
Counter-Trade Company information pool. This would be supplied
from commercial intelligence discovered by member firms in the
normal course of business. Topics would include indications of
credit-worthiness on the one hand and sales leads, tender annouce-
ments, spin-off opportunities etc., on the other. In conjunction
with information provided by the commercial attaches of the
Diplomatic Service and commercial information services, the
American Counter-Trade Company data-base would provide a major
supplement to the sales efforts of individual firms.
At the moment, competition between firms limits the exchange of
information. The consequences show in unpaid debts and broken
contracts. American Counter-Trade Company would provide a frame-
work for co-operation. The conventions drawing the line between
necessary co-operation and sensible self-interest will take some
time to develop. But of course, where a member firm generates its
own sales lead and wishes to pursue the opportunity independently,
there will be no obligation to involve American Counter-Trade
Company.

FINANCE
The financing of counter-purchase agreements of American manufact-
ured goods and services for less developed countries' commodities,
lies at the heart of American Counter-Trade Company. Some of the
financial facilities thus created could be made available to third
parties for a suitable consideration.
The basic instrument for handling counter-purchase agreements
would be the escrow account, denominated in a hard currency.
Such an account would be opened for each deal. The arrangement
would offer a genuine guarantee of payment to the American supplier;
it would also lock the less well developed country into the purchase
of American goods and services. These accounts could offer the
usual range of services. Overdraft facilities could be administered
on a case-by-case basis; while credit balances could pay a market
interest rate and be available for purchase throughout American
industry.

The individual accounts would be grouped into master accounts
organized by country and/or by currency area. These master
accounts would facilitate the switching of balances.
Balances could be made available for such transactions as
credit enhancement or the discounting of trade bills.
These facilities might well be attractive to third parties
i.e. American manufacturers outside the American Counter-Trade
Company. In which case, a two-tier structure of charges and
discounts would be implemented.

is an even more worrying decline in American productive capacity.
All this takes place in a rapidly changing world in which con-

American Counter-Trade Company offers a way out of the deadlock.

Conclusions: The United States, Europe and World Trade
Without doubt, the overwhelming limit for American industry is
lack of demand. The domestic market is too small and export
markets are insufficiently developed. There are structual reasons
for this. Our Western competitors offer government supported
credit agencies to facilitate foreign trade and liase closely with
industry. However, here governments have been reluctant to inter-
fere with the operations of the market, while industry's own init-
iatives have been ad hoc. American Counter-Trade Company would act
both as an expert credit agency and as a co-ordinator of American
efforts. This would be a private enterprise working to its own
benefit and that of the country in general.
There is also a European dimension. The common thread running
through successful trading companies is their ability to identify
goods and to supply customers with the products they desire.
If the desired products cannot be sourced in The United States of
America, the manufacturing contract could be placed with a European

would provide a genuine guarantee to both market and payment.
To facilitate the switching of balances, master accounts should
be organised by country, or currency area.
Overdraft facilities could be administered on a case-by-case
basis.
The function of a clearing house would assist in credit en-
hancement and the discounting of trade bills. Credit balances

Dan Quayle knocked Gore on his can! But, as they do over and over and
over, Gore keeps bringing up the lie about "Governor Clinton took 17,000
off the welfare rolls "What they don't say is that many more than 17,000
were added to the welfare rolls in Arkansas during this WeRe time frame. Also,
many of these are some of the so-called 17,000 that was supposed to have
reduced the number on the welfare rolls. For most, it is like: Most
of
the 17,000 were taken off the welfare rolls at the front door, and they most
turned right around and went to the back door and got right back on welfare
again. The welfare rolls in Arkansas has increased by tens of thousands
since Clinton has been governor!
For heaven's sake, tell the voters

But during this time frame, many
more than 17,000 went on the welfare rolls in Arkansas. As a matter of
fact, many of these who were supposedly taken off the welfare rolls, these

This is exactly the plan Clinton has for his so-called program to take
people off welfare; He says they can stay on welfare for two more years,
then he is going to take them off welfare and create government jobs for
them--The same darn crap he has used to keep himself elected in Arkansas!
He 11 have to tax the hell out of every American worker, large and small
wage earner to do this. He knows it. He don't give a darn about tax-
payers! He's never been one! It's true, any taxes he's paid has largely

I watched and listened To - Listened to the debates earlier last night,
and I've been listening and watching the demeanor of the experts (?)
on the boob tube since. A re-run of Larry King's earlier Sunday pro-
gram is now on, and listening to Ron Brown run off at the mouth, butting
in to constantly mouth their single theme makes me want to run out and
grab a nightcrawler and skin it!
Thoughts I'm left with at this early morning hour after being bombbarded
with all the phoney crap of the likes of Ron Brown and others in their

under the promise to use it for education, but, instead, he added it to
the general fund and not to any fund for education--Just on the news
tonight, Little Rock TV, the teachers in North Little Districts are
about to walk out because of failed promises the Honorable (?) Clinton
made to them-Check it out

rivers are the most poluted in the nation! (An aside: Few realize
that Arkansas has more rivers, running streams, etc. in the state or
bordering it--the Mississippi--than any oter state in the Union, unless
perhaps Alaska tops us now that it has been admitted to the Union

way, we 're still tops among the contiguous 48 States in the most such
rivers and streams and we're tops in having the most poluted!
We're the top poultry processing state and it would be interesting
to know just how much Tysm and 'Hudson has contributed to Bill Clinton,
and just how much he has allowed them to dump into our rivers, carelessly,
that is.

is still very active today, and largely responsible for most of the
new industry coming to the state and for helping that already here to

After fuming from SO much Bush bashing and/or negative potshots at
Bush on the boob tube last night, I finally got to sleep around 5 AM
this morning. Yet, I lay there in self-communication for a long time
before I cold go to sleep Tidbits kept firing out of my sub-conscious.
Clinton mocking aura, his whole seemingly sneering demeanor about
family values and American, real, American values
it kept running
through my mind
along about the time Clinton was organizing demostrations in foreign
lands denouncing his Homeland, the Republic of America, there was another
American who lives only 30 miles from Hope, Arkansas, Clinton's birth-
place and childhood home, who also had strong concerns about the wisdom
of our republic sending young Americans to fight and die in Veitnam
He is a severely handicapped American, with the lose of a leg, an eye,
damaged hand, and who has lived since 1954 with two carotid arteries
permanently tied off.
He was a licensed marine engineer for ships any horsepower when he
quit going to sea after WAR TWO
He was trying to make a living for
a wife and two school children, a son and daughter, by selling a rug
cleaner throughout the South and Midwest
Overnight in New Orleans
on my way back home I learned that there were ships docked there under
the flag of supposedly friendly nations who refused to load food and
and médical supplies and other needs for our sons and daughters risking
life and limb on the battlefields of Vietnam.
These ships were American
made, world war two vintage thier that were literally given to the foreign
nations to help build back the merchant fleets after WAR TWO
Next day I drove the 400 miles home to Texarkana in a rage
you could
say I leaned against our being in Vietnam under the no-win program, but
I was 100 percent behind the Americans who were there suffering in the
War
We were pulling WAR TWo vintage cargo ships out of mothballs trying
desperately to get supplies to our Americans there
we
were
pulling
engineering students out of our Merchant Marine Academy before they
completed training, so that they could help man these growing number
of re-activated ships dock space was very limited in Veitnam and
many ships had to be unloaded at anchor there
many ships that had
been pulled out of mothball fleets were breaking down at sea, all across
the Pacific; the news often referred to this
Many of these ships were
Victory Ships, hurriedly designed and constructed to have enough speed
to outrun German Submarines, which the Liberty ships could not do
It was understandable by those of us who had sailed in these Victory
Ships, why these young men from the Merchant Marine Academy had rough
sailing for awhile trying to run their express type power plants;

There was little margin for error in keeping the power plant operating,
turning
the
screw,
in
these
ships
They had only two express type high--.,
pressure boilers ( steam generators that operated @ 670 pounds; you
could raise a full head of steam, if need be, in seven minutes in a cold
boiler) that drove steam geared turbines ( a high and lower pressure
combined turbine unit)
Anyone of hundreds of factors could, and often would, kick out these
power plants (would cause :the necessity to pull the fires in the boilers
and thus stop the turbines and go dead at :sea) For example you could
raise steam fast in these two boilers and you could lose it fast, in the
matter of mere seconds
something could go wrong, and the main turbines
could suck the steam out of the boilers in seconds the 8500 horsepower
class operated with 670 pounds of superheated steam, and when it dropped
to 480/500 pounds, the generators would kick out, then there would be an
instant sussion of fuel elictricl driven machinery shutting down, causing
complete power plant shut down
I had sailed in three of these Victory Ships and knew the delicate nature
of theri power plant operation
I was so disgusted by the time I arrived
in Texarkana that I went straight to the telegraph office and sent a full
page telegram (night letter-- it took all the money I had left) to President
Johnson. I explained that I had only one leg and sight in one eye, but I
knew darn good and well that I could operate the power plant in one of
these Victory Ships
that I needed my second engineers license renewed
and that I would gladly help haul supplies to support the young Americans
risking their lives and dieing across the Pacific--Hell no, I wasn't "flag is
waving!" I don't need to; my life and what I have, through my family,
contributed to the progress of America, does not lend itself to phoney
gestures and pretenses-- I was mad as hell and I was deadly serious!
I received a patronizing letter at the request of president Johnson from
the Adjutant General that, in so many words, thanked me for my offer to
help but that the situation was not severe enough to use oneeyed, peglegged
marine engineers
So much for that
My point: You could beiagainst our involvement in
Nam but as a honorable American you wouldn't fail to give support to
the young men who had to suffer and who were then suffering in that war!
No one but a gutless, selfserving SOB would run off to Russia and to a
foriegn country and organize demostrations against his homeland with
tot disregard for fellow Americans who were suffering and dieing at the VVJ
very time!
Many Americans need a strong lesson to remind them just what a republic is!
that we are not a Democracy! Hell yes, ask them! You'll find that
multitudes don't realize that there is that difference in government
OF
adminstered by those chosen by the majority of the electorate, and a gov-
ernment- if such were possible--trying to function by the electorate try-
ing to decide each and every issue ! Many don't understand the difference-
I don't think Bill Clinton knows are OR cares that there is a difference!

AMERICA NOW IS NOT THE TIME TO PULL THE FIRES IN THE BOILERS!
In the late summer/ear 1y fall of 1945 the Big War was over, Ameri-
cans were giddy with joy and relief from anxiety. Fighting men and
women of our armed forces around the world were being brought home
to seek "the good life", as well they should. But a lessor number
stayed on, roam ing the seas of the world searching for whatever the
heck we were searching for
and serving our country in the process.

English Channel, heading for Cherbourg France for a last load of War

were getting reports about this storm; it thrust mines still in the
Channel onto the shoresof several France and England, doing considerable
damage, we received serval distress calls from fishing boats, etc.
Our old salty Norwegian Skipper mistakenly thought the storm would
spread out and die when it hit the wider waters of the Atlantic. It
didn't. It spread out and greatly gained strength from the warmer
waters of the Atlantic Currents, fed by the Gulf Stream from its northern
arch.

water in them fuc--- boilers!" etc, etc., etc.

and I'll never forget his calm voice and what he said to Waycross.

the engine room.
After nearly two days of hell, we go^t through the storm and a nchored

sergeant of War One vintage reared up from the sternrailnearby. He
stuck his jaw at the dude, then turned to the young beauty, "Well, for
what it's worth, Ma'm. I was scared. I was at a foot soldier in the last
war and in this one too, and I've been shot and shot, but, you know,
even though I knew fear I always felt a little comfort in knowing I
could shoot back. But the rath of God just scares the holy hell out
of me. Yes'm I was scared, plenty scared.' And with that he strolled
over, gave me a pat on the shoulder, nodded his head and smiled, "Hang
in there, Sailer, you all fought a damned good battle."

I learned that this soldier only had about a year to finish out 30
years, and that he was on his way for occupational duty in Europe. I've
always yearned that he somehow knew the gratitude of a young uneducated
hardtail who was doing the best he knew how in a big world since he was
sixteen, and trying to feel worthwhile while doing SO.

employed that they are scaring the holy hell out of the nation as a whole.
We all know this, are should if we will just stop to think for ourselves,
and not let themuckrakers on television do it for us.
The war is over (the cold war) and how soon we are forgetting what type
of couragous leadership it took to bring this about. Does anyone think
for a minute that a person who will do anything to dodge doing his part
in our country's struggle would have made a leader who would have helped
face down the threat of global catastrophe.
America's ship of state is still strong and tough. It is not about to

In a recent dream, I dreamed that Slick Willie came ashore
with the Pilgrims. He rushed up to a native chief, shouting, Hey,
where's the government. I want to get me on the government payroll!"
A roar of protest rose from the other Pilgrims. "But, Mr. Clinton,"
a pilgrim stepped forward to say, "there is no government established, yet.
First, we'll have to establish rules for law and order, standards to pre-
vent the breakdown of moral charactor. Why, Mr. Clinton, you'll have to
work to help build all this, and you'll have to share the duty of bear-
ing arms to help protect our settlement."
Slick Williie stomped, snorted and squealed. Threw a regular fit, is
what he did. Ran and got behind his mama's skirt and stuck out his
tongue at the rest ov' em
Then all of a sudden Bro JessSah popped into the dream--
(Welllll, you know how magical dreams are...) Anyway, JessSah swelled
his chest at Slick Willie, "Not to worRa, Mista, ClinTON," JessSah
sooths, "we will gatha our-Wa redskin brothas together and form us a
rainbow co-Uhlishun. We mus see to it that no one goes honeGree in
this greaaaAte counTree, which I shall seek to name Welfarland. And,
futhermore, it is our-WA dooTee to see that no tepee has no dog pee--"

"Hold it, hold it!" storms William Bradford, "I've heard enough of this
voodo poo poo. We've got to get crackin and build shelters for our fam-
ilies. And we have to form a militia, rightnow, to protect out settlement.

Chief Boom Boom tells me that there are big bears around that sometimes
go haywire and rush in to endanger life and limb, and the pursuit of
happiness. We cannot let our guard down. We have to keep alert to the
potential dangers of this Rushin' Bear; we can ill afford to allow any-
one to be a slacker. Here, Slick Willie," Bradford growls, extending a
muzzleloader at him, "you are one of the young and able among us, you can
help protect our families."
Slinging his head, Willie sticks his tongue at Bradford. He then looks
into the face of Mama Clinton, squealing, "Make him go away, Mama!"
Bradford, dressed in long tails under a tall stripped top hat, keeps
coming, pointing a long boney finger at Willie. "Your country wants
you," Bradford sternly grow15.
Slick Willie dodges through the Pilgrims, jumps into a long boat and starts
frantically paddling towards the "Mayflower" resting at anchor. He pauses
long enough to look back and beller, "To heck with yaw1 and the country,

let me know and I'll come back and get me on the government payroll

With all the political news it seems to mix in with my dreams
nearly every night. Last night I dreamed about Slick Willie growing
up around Hope, Arkansas. - ONLY 30 miLES FROM TEXARKANA
Mama Clinton was threatening to spank Slick for stealing watemelons
from a neighbor's patch. "Willie," she scolded, "how many times have I
told you not to steal watermelons? Why, just last week you did it again,
and I warned you that next time I would spank your busy bottom!"
"But, Mama," Willie protested, "them I swiped last week was yellow
meated watermelons, and the ones I swiped this week are red meated water-
melons. So you can't spank me because I did what you said, I didn't steal
yellow meated watermelons this time !" Willie was very perplexed, he
simply couldn't understand why he was being brought to account for doing
wrong. After all, he reasoned, he had made sure he didn't raid a yellow
meated water melon patch.
Mama Clinton forgave him, and Slick went scampering off with his
playmates. They were amazed that Willie didn't get a spanking. "Boy,
you was sure lucky," one eclaimed, "but wasn't you real feared you was
gonna get a whopping
"Nawwww," Slick smirked, ""Mamas 're as easy to sucker as anyone else."
Winter came on and there were no watermelons to swipe. Willie's
playmates were looking to him for leadership and handouts. He had
garnered many followers with his hand outs, which he took from others
and gave to his followers as rewards for their loyality. Under pressure
for some goodies by his playmates, he cleaned out Mama Clinton's cookie
jar and handed them out to his followers. Mama Clinton brought him to
task, sternly admonishing him about taking things that didn't belong to
him. "Yes'm, mama, I did wrong," Willie whined with bowed head. "But
I've learned my lesson, I won't ever, ever, ever do it again. I promise!"
The very next week, Willie cleaned out Mama Clinton's cookie jar again.
She tryed to bring him to account, but he ran off and hid out with his
friends in the ROTC Building

face the music. But suddenly Hilary popped into view--

also included in this group. School children are now having to be
bussed several miles, early in the morning, over a few narrow, crowded

Dear Mr. Secretary,
I am writing to urge you to persuade the President to accept
the attached invitation to address the 114th General Conference of
the National Guard Association of the United States (NGAUS) to be
convened in Salt Lake City, 13-15 September, 1992. I am convinced
that this invitation represents a great political opportunity for
the President to generate nation-wide grass roots support for his
re-election effort and to repair some bridges with an organization
that historically has demonstrated powerful emotional and political
influence in every state and community in the nation. I base this
recommendation upon my experience as Deputy Assistant Secretary of
Defense for Reserve Affairs (1981-1984) and as a recently retired
Major General in the Air National Guard of the United States.
The four thousand conference attendees constitute the senior
leadership of the Army and Air National Guard in every state,
Puerto Rico, Guam, the Virgin Islands and the District of Columbia,
who represent approximately 600,000 actively participating
Guardsmen and untold numbers of retirees and former members. These
attendees also are politically influential members of their state
and local communities: politicians, bankers, doctors, lawyers,
businessmen, and members of every other professional field.
President Reagan addressed one NGAUS conference but only by
videotape using a script which I wrote. President Bush has never
addressed a NGAUS conference despite the annual invitations which
were fulfilled by Presidential surrogates. As a consequence, the
impression has been created that President Bush does not consider
the National Guard to be important. Governor Clinton has arranged
to be invited to speak and he has accepted. Therefore, I believe
that the President must personally address the conference this
year.
If the President agrees to address the conference, his speech
must be carefully crafted to achieve the desired result. As part
of the military draw-down, the Department of Defense has proposed
that units and personnel of both the Army and Air National Guard be
eliminated, and Guardsmen are naturally opposed to the proposals.
Additionally, DoD spokesmen in support of these reductions have
made disparaging comments about the combat readiness and/or the
responsiveness of Army Guard units. Guardsmen do not accept the
validity of these comments and have been angered by them.
Consequently, President Bush should give a speech which:
(1) praises the performance of the National Guard as a
combat force in every conflict in our nation's history,
emphasizing its role in Desert Shield/Storm,
(2) reiterates his support of the current Total Force Policy
which assures the National Guard of its continuing
importance to the nation's defense as a combat ready
force and
(3) either explains the proposed draw-down of the National
Guard as a fiscal necessity in light of changes in the
global threat or better still announces his intent to re-
evaluate the reductions in light of the Guard's role in
responding to the Los Angeles civil disturbance and
Hurricane Andrew.
I believe the NGAUS conference will warmly receive the first
two points and if a reevaluation of the draw-downs is not feasible,
will stoically accept the final point if presented to them in a
factual manner. As Commander-in-Chief and a combat veteran, the.
President can expect a warm welcome from this audience.
These National Guardsmen are very influential in their
communities and generally support those who support the National
Guard, regardless of party affiliation. They are articulate,
generally persuasive in their locales with family, friends and
business associates. It has been estimated that each member of the
Guard can influence ten other votes. I believe this is a real
political opportunity for the President and stand ready to assist
in writing an appropriate speech. I am positive that Clinton will
promise them the moon, but I believe the President can deliver a
damaging blow to Clinton's prospects in front of this audience with
a carefully crafted speech.
I am informed that Presidential scheduling decisions for this
period will be made very soon and urge you to give this invitation
the most serious consideration.

Halcion just might prove to be this Administration's achilles heel. It certainly has suffered from the benign
neglect of Bill Barr and his underlings and Louis Sullivan, David Kessler and their people. It is an extremely dangerous
drug which hurts and kills people. Upjohn allegedly used fraud, deceit and other illicit means to get the drug through
the FDA approval mill. It was approved over the principal researcher's protests. According to FDA SRS numbers, more
than 250,000 Americans have experienced bad adverse reactions or other serious side effects. No other drug on the
domestic market has produced numbers even remotely close to these. Civil Division (Stu Gerson) is responsible for FDA
not. A lot of stonewalling has been going on for far too long. Full disclosure could be damaging.
Upjohn made an illegal campaign contribution to the Committee to Reelect earlier this year and was caught.
Kessler and Associates were registered Upjohn lobbyists twice in 1990. David Kessler is appointed Commissioner in 1991.
Utah Federal Judge Ron Boyce, after hearing the evidence, concludes that Upjohn is probably guilty of heinous Halcion
crimes and moves to trial. Upjohn immediately "settles" for $21M. Court records are quickly sealed immediately
thereafter. The same thing happens in Missouri and elsewhere whenever a judge discovers exactly what Upjohn has
done. FDA-Justice totally disregards and ignores the BBC Panorama program, 60 Minutes and every other Halcion
electronic and print documentary-indictment-report and guides an advisory committee to a highly suspect conclusion.
While Upjohn reportedly may be attempting to become a bigtime supporter of the Administration, their time
has long since passed and the alleged Barr-Sullivan-Kessler protection program must be immediately discontinued and
abandoned. They've had the Grundberg sealed court records for more than 13 months without any hint of action. In
the meantime, more Americans continue to be injured, maimed and killed by this seriously flawed drug. FDCA is quite
specific about what should be done. Inaction. Inertia. Benign neglect. Protection. It really doesn't matter what you
call it. The present public appearance is that Bush is keeping a bad drug on the market and protecting its manufacturer.
Remember Japan? Your favorite fellow-travellers, those cute "little blue bombs", are incredibly dangerous and
harmful to the American public, our President and his new Chief of Staff. All civilized nations throughout the World
have banned or suspended. The White House has chosen to keep them on the market. Why? There simply is not
enough money in the Upjohn treasury to justify this ill-conceived decision. Mark Novitch was an FDA Deputy
Commissioner when Halcion was approved. The same Mark Novitch today is Upjohn's Vice Chairman and Halcion's
most ardent public supporter. Frank Carlueci is an active Upjohn board member as are several other prominent
"friends". Little chance of a coincidence. C-G's David Wilhelm wants to know all that we know. Our group knows quite
a bit. The media knows even more. They are waiting. So-are we. Lane Bauer and KC-based Shook, Hardy simply
cannot keep the lid on this much longer. Most appellate courts are "totally tactic tired" and increasingly unsympathetic.
Some are downright irritated and angry with FDA-Justice "apathy". Of course, those familiar with the details suspect
that the government's continuing stance is something more than apathy. We think that one of your first acts should be
to deal effectively and decisively with this administration's serious Halcion problem. B-Q is long past-due on this one.

(Kevin Gopal), "Upjohn Below Board?" You might also read the September 12, 1992 edition of "The
Economist", specifically "Sleeping Pills
Perchance To Fret". It would seem that we are not the only ones
whose writing you might consider as "counterproductive". Please respond to each point raised in our assorted
communications. Our knowledge is considerably greater than that of most physicians on the medical,
psychopharmacological and legal sides of this impending Halcion disaster. Each component of your detailed
reply should be as specific as possible. We are particularly interested in how FDA responds to Federal Judge
Ronald N. Boyce's incredible findings.
Review your own SRS
(1983-91). You actually prevented Dr. Diane Wysowski from publishing her Halcion findings for six full
years. Had Wysowski been permitted to publish her findings when she discovered the dangers of Halcion,
Ingrid would not have been injured by this drug. Before FDA silenced its own Dr. Alan Lisook, it sounded
as if his views of Upjohn and Halcion were very close to our views and the views of medical authorities
throughout the World. Have you found the time to personally talk with former Upjohn Chief Epidemiologist
Dr. William Barry? He sounded the same Halcion alarms within Upjohn at the same time that Wysowski
was attempting to warn the American public. Both were apparently silenced. We often wonder by whom?
Dr. Woo will not grant interviews or otherwise address this subject today. Why? She had refused to
recommend Halcion for licensing in 1978-82. Are not the findings of her group and her Halcion opinions
germane now? A reading of what she wrote then is quite revealing. She may have been trained as a
pediatrician in China, but FDA once considered her to be one of its best researchers. If you continue to have
doubts, a call to the Business Editor of the Kalamazoo Gazette, Paul B. Cox, might open some closed eyes
in Rockville. You are quite wrong about Halcion. You need to come clean with the American public, admit
that a mistake was made when the drug was approved, ban the drug immediately and punish those within
the agency responsible for concealing the truth about Halcion for more than ten years. If FDA can admit
it was wrong about the Dalkon Shield and Dow-Corning, it certainly can admit it was wrong about Upjohn
and Halcion. Neither the BBC, CBS, Newsweek, The Wall Street Journal, New York Times, nor
Washington Post, etc. are being sued by Upjohn. Do you not wonder why? Halcion is a seriously-flawed drug.
But, then, you do not need us to tell you that. You have enough present or former professionals in your
employ or otherwise still available who reached that conclusion years ago. It's time! Your revisionist policies
relating to this drug over the years certainly would tend to underscore CDER/FDA problems and public
concerns of a major magnitude with Halcion. This is something more than a misleading orange juice claim.
In some cases, it is a life and death matter. In our case, it led to a permanent disability with far-reaching
consequences. It just does not make sense for you to defend this drug any longer. There will soon be a full
disclosure in the World press. Purely from your own damage control assessment, it would seem logical that

Even though it did not attempt to address and answer any of the questions, issues and/or observations
contained in our assorted letters, telephone calls and facsimiles directed to various elected and appointed
Federal government officials during the past few months, your letter of September 1, 1992 is a valuable
addition to our collection and is sincerely appreciated. The courts will ultimately determine whether or not
our efforts have been productive; or, as you suggest, counterproductive.
If we correctly understand what you attempt to express in this recent letter, your FDA CDER
Executive Secretariat has concluded and ruled that Halcion is presently safe and effective in the recently
revised strength and packaging; and that CDER has determined that its potential benefits outweigh its
considerable risks and hazards if taken in accordance with recently revised labeling instructions. You
certainly leave a few loose ends dangling.
Are you now saying that Halcion was unsafe and dangerous before the Executive Secretariat mandated
revised strength and packaging reconfigurations? Can it be concluded that Halcion's considerable risks and
hazards outweighed its questionable benefits before your Secretariat took this corrective action?
Are we to disbelieve the contents of the Public Citizen FDA petition? Are Drs. Keith Jones and P. C.
Waller of the British Medicines Control Agency wrong? Is Professor Ian Oswald lying or otherwise
untruthful? Do you consider the anti-Halcion efforts of Penn State's Dr. Anthony Kales and SO many highly
regarded other experts to be equally "counterproductive"? When you reviewed the "sealed" contents of the
Grundberg V. Upjohn, et. al. Utah Federal court records, what did you find? When you review the contents
of the Missouri Waecasser case, what else did you find? Did your Principal Researcher (Theresa Ting Woo)

was this reversal made? At any point in time since the mid-seventies, did The Upjohn Company ever mislead

These are but a few of the questions that we must continue to ask your Executive Secretariat to
address and answer. The public has a right to know the truth. No one has unfairly characterized your
processes, motives and professional commitments. Whatever characterizations have been made speak for

of your Psychopharmacological Drugs Advisory Committee changed from the first Halcion deliberations in
1989 to the second (May 18, 1992). Those opposed to the drug were dropped from PDAC panel to be
apparently replaced selectively by pro-Halcion supporters. How are PDAC members chosen? What criteria
is used to determine who should be appointed? Are such appointments political or professional? Would a
Sidney Wolfe, Anthony Kales, Ed Bixler or Ian Oswald qualify under this criteria for appointment to PDAC?
Before you respond to this letter, please watch again the entire October 14, 1991 one hour BBC
Panorama production on Halcion and the December 15, 1991 20 minute Ed Bradley Halcion segment on
CBS 60 Minutes. Then, carefully, review the chronological Halcion reports, articles and editorials in the New
York Times, The Wall Street Journal, Washington Post and other balanced print media periodicals. Finally,
reread each and every domestic or international medical journal article on this subject. It is reasonable to
conclude that you will find what we and so many others have already found. This drug is fraught with peril,
should never have been licensed by FDA, should have been removed from the market at any point in time
during the last 10 years for good and sufficient reason, and its manufacturer seemingly violated huge chunks
of the Federal Food, Drug and Cosmetic Act to gain your approval and to keep the drug on the market even
though every civilized nation in the World has long since banned or suspended.
You may not like what we wrote, but we did write the truth and your Executive Secretariat has left
so much to be answered. If the Federal government is guilty of any improprieties relating to Halcion and
The Upjohn Company from 1978 to the present, it could easily become a party to civil and criminal litigation
as a defendant. Full disclosure seems indicated here. Posturing (stonewalling) seems contraindicated.

Dear Secretary Baker:
I am certain that you will not have the time -- no less the
inclination -- to answer this letter as you guide President Bush
during these last weeks of the Presidential campaign. I do wish
to go on record now, however, both as one who for more than forty
years has never hesitated to set forth his views publicly on U.S.
Middle East policy and who, incidentally, has never voted in a
Presidential election except for the Republican candidate.
(I headed the Republican First Voters League for Alf Landon
in 1936.)
In every Presidential election since the creation of Israel
in 1948 (and even four years earlier), the two major parties have
continually attempted to outbid each other for the Jewish vote
with favorable planks on Israel in their national platforms.
No platform heretofore, Republican or Democratic, has gone as far
to cater to Zionist-Jewish sentiment as the one adopted at the
GOP convention in August at Houston. Five times as lengthy as
the Democratic plank on the Middle East, as drafted in New York,
the Republican Middle East pronouncements contain every possible
cliché and constitute the baldest, most obvious bid for this
reputed pivotal vote.
I find it totally unacceptable that the Republican Party should
go back on the 1947 Partition Resolution of the United Nations
which in creating Israel, at the same time provided for the
internationalization of Jerusalem. Yes, this Holy City should
remain undivided, but not an undivided city under Israeli
jurisdiction and sovereignty.
Calling for free and unimpeded access to the holy places by
peoples of all faiths is not sufficient. Jerusalem should be
constituted a corpus separatum as provided in that original
Partition Resolution.
The "generous package," to revert to the words of the platform,
of loan guarantees to Israel cannot appeal to any true lover of
justice and peace in the area. These guarantees are not being
given to help immigrants needing asylum, but rather to satisfy
the ingathering dogma of Zionist-Israeli expansionism. We shall

always regret our failure to put a halt to this expansionism,
which establishes new facts on the ground, thus making the
achievement of a peaceful settlement even more difficult.
The GOP declares that it recognizes the "legitimate rights of
the Palestinian people" but at the same time "opposes the
creation of an independent Palestinian state. II Yet there is no
right that is today universally held more inviolable and precious
than that of self-determination -- the right of peoples to
determine for themselves under what kind of government they wish
to live. This is the principle written into Woodrow Wilson's
Fourteen Points, the League of Nations Charter, the Atlantic
Charter, and the Preamble to the Charter of the United Nations.
How can one talk meaningfully of "legitimate rights" and then
oppose the full exercise of the right of self-determination which
must necessarily include the right of a people, Palestinians and
anyone else, to have a state of their own?
This foreign policy plank presupposes that the creation of
a Palestinian political entity would necessarily jeopardize
Israel's security. I insist that a two-state solution, a state
of Israel co-existing side-by-side with a state of Palestine
would, in fact, be the only way to end any present or future
threat to Israel's security. The establishment of a Palestinian
state would effectively cripple the aspirations of a die-hard
segment of Palestinians who now still favor a secular bi-national
Palestinian state and consequently, the disappearance of the
Israeli state. According to reliable sources the sentiment for
this viewpoint has grown immeasurably on the West Bank and in
Gaza since the peace negotiations begun so promisingly in Madrid,
produced so little, and the harsh repression of Palestinians
continues in the occupied territories.
The irreconcilable elements in past historic pledges and declara-
tions to both Arabs and Jews could be made reconcilable only
through the creation of a Palestinian state on the West Bank and
Gaza, through separate Israeli and Palestinian states in which
the equality of all citizens in both would be assured by law.
Then, Arabs and Jews could once again resume their peaceful,
millennial living together side-by-side that they once enjoyed
before the twentieth century advent of Zionism.
Were Zionist exclusivity removed, a normal Israeli state
confining its nationalism to its own borders, repealing the
racist Law of Return and ceasing to make Arabs within its borders
second-class citizens, as it now does, would have little to fear
from an adjacent Palestinian entity in which Jewish settlers
choosing to remain would have been endowed with equal rights.
The Palestinian leadership would be far too preoccupied with the

tremendous task of building their own state, to attempt an
expansion of its borders at the expense of its Israeli neighbors.
While I hardly possess a crystal ball, I believe the election
results will show you were not far off the target when you were
reported to have said: "F--- the Jews, they won't vote for us,
anyway!" The Republican Party ought to have taken its stand on
the Middle East with this in mind, instead of pandering to the
Zionist vote.
While I was outraged by the Party's Middle East plank and the
policy gyrations that have followed, I still do sincerely hope
that I am wrong in my pessimistic assessment of Election Day.
I might close by repeating this vital question:
"The right of self-determination: Why not for the Palestinians?"

URGENT!
Dear Mr Baker,
First of all I would like to thank you profoundly for all
that you have done for peace and democracy in many parts of
the world. Your leadership on many sceens of the world will
be long remembered; US-Soviet relations, the crisis in the
Gulf incl. the thrilling debate and vote in the UN Security
Council, efforts for peace in the Middle East etc. It is a
great pitty that you are not longer active as Foreign Secretary
of the United States. Hopefully you will be back in that
position soon. You are really needed.
The reason for this letter to you is Angola. Thank you for
all your efforts which resulted in the peace accord in Lisbon
in May last year. However, I think Angola needs your immediate
help now.
UNITA leader Jonas Savimbi and his staff are convinced that
there was fraud in the elections in Angola last week and in
the election results presented. UNITA demands a review of the
election results.
Please, mr Baker, use your strong political weight and reputation
to put preasure on the MPLA government so that really correct
results from the elections can be established or the election
results be declared non valid and new elections has to be accomp-
lished. Please also put preasure on the UN representative not to
accept election results if the are not to 98%, or still better
to 100% correct.

Surely it is possible to point out to the Audience that Governor Clinton
does not understand the economics he is preaching. He does not understand
Supply-Side Economics and the burden of taxes he proposes is not the
prescription for recovery.
I'm sure that as you worked for President Reagan that you understood
from the American people that they did not want more of the Carter policies
coming from the White House. If it wasn't a good prescription then it is no
better now.

Governor, you have built a campaign on the
term "Trickle Down Economics" and you
are in a tough position with this being such
an important part of your campaign that
you don't understand "Supply-Side
Economics"
You speak of the capital gains tax as "for
the rich" not understanding that the capital
gains tax cut is the source of capital for
reinvestment in the economy.
If you understood that the biggest source of
money for investment in the economy is not

taxing the people but to take advantage of
the capital that we have accumulated over
the years, then you might understand why
congress has been SO wrong in not
eliminating the tax. This capital is "locked
in" to existing assets because of the
disincentive of the capital gains tax to allow
it to go to more productive investment.
I want to put together this capital with the
labor the is being released by the change in
our defense manufacturing to make the
"Real Peace Dividend" (not the one the
Democratic Congress talks about--cut the
defense budget for more welfare) which is
more labor and capital put together for

Don't forget the story in Econ I about the
island whose only working force was the ten
fishers and then eight were displaced by the
advent of nets. Two now did the work of
the ten before. The real growth in the
islands GNP was when the eight produced
something else because they were not having
to fish for survival. The REAL PEACE
DIVIDEND will be when this labor force
coming out of the defense related
manufacturing "beats swords into
plowshares"

Your plan sees the needed capital for this
REAL PEACE DIVIDEND by increasing
the tax burden on the economy. Supply-
Side economics sees that source by
providing incentive for "locked in capital"
to be mobile and seek its most productive
use. Since your source of capital is
necessarily limited by the income of the
economy (and you still get only a
percentage of that) you should understand
that Supply-Side economics draws on a
much larger source of capital and a much
quicker source. And you don't have to set
up another agency to administer it. It is
being administered by the private sector
acting in their own best interest. When

they succeed then your tax base increases
and Government gets its share.
EG: A defense worker whose children are
grown and his principal asset is his home.
You want to tax the inflation increase in the
price of that home if he sells it to start into
a business for himself -- I DON'T ! I think
that new opportunity for him can be
financed by the sale of a home that used to
accommodate 4 or 5 people and now takes
care of 2. I think that home could be sold
to a younger family that needs the space for
4 or 5 people. I think the seller of the
business he is going to buy and who would
like to retire is going to be willing to sell the

business to him if the seller could avoid the
capital gains tax on the sale of his business
much of which is due to inflation.
Who benefits from such a transaction? The
defense worker is now an active producer in
the economy again, the young family has a
place to live and raise their family, and the
retiree has the capital to invest in
Government Bonds to retire on, the
Government benefits because they don't
have to subsidize the retirement of the
business seller, and the former defense
worker is not adding to your unemployment
statistics, and the young family sees a
future in America like they had when they

were children and they hope to pass along
to their children.
This is what Supply-Side economics is
supposed to do and the Democratic
Congress is blind to this source of
investment capital because they are hung up
on "the rich are going to benefit". Actually
the rich are going to benefit along with
everyone else. Just like they paid more
taxes with the tax cut in 1982 and they have
paid not only more taxes but a greater
proportion of the whole tax collected ever
since. The truth is that many americans
are sitting on assets they will not sell
because the tax. But-- if they could sell

with the money? They would buy other
assets that would expand the capital in the
economy and hire more people and produce
more income for the investor and the

about it was the irretrievable loss in savings
that had been accumulated by prudent
people who had saved for their retirement
and found that they couldn't live on their
inflation depleted income. You saw money
run to speculation in gold, art, hard assets
of many kinds -- BUT not into businesses
producing jobs and income for the retirees.
When the Governor brags about the
expansion in Arkansas point out to him that
the companies that came into his state
would not have been expanding if Supply-
Side economics had not had the whole
country expanding its GNP. Go back and
solve your state's budget problems

Governor they need you there but we don't
need you in Washington.
The American People have got to
understand that "mandated expenses" are a
tax burden even if the money doesn't go to
Washington first. Whether it's for health,
environment or whatever it still takes
money out of business that would be used
for jobs and expansion.
