The Media exerts a powerful impression on the minds of the public and so is
the MW Jewish News influencing its readers with its barrage of Bush-bashing
OP-ED reproduction of articles from Rabbi Weiss to Letty Cottin Pogrebin.
As a ranking member of "Americans for Peace Now", Letti Cottin Pogrebin can
hardly be expected to mourn the present state of the economy. Only extensive
unemployment can politically serve the objectives of radical factions.
Economic turmoils have destroyed free societies in the past, by establishing
Dictatorships and Centralized Governments.
The only things Bush was not blamed for is the present world peace, the
demise of the Soviet Union and the end of the Cold War, all attributable to
the governments of the past 12 years.
Weapons factories are now standing empty or partly empty across America.
Three civilian jobs are lost for every single soldier discharged. Yet, inspite
of bank failures, the real estate crash, over-leveraging of major companies
and buyers of foreign cars aiding the decline of the once dominant automobile
industry, there are over one hundred million Americans gainfully employed
providing the goods for two hundred fifty million consumers and for the rest
of the World.
As a part of the peace dividend, and the world-wide conditions, the correc-
tion was inevitable and even Clinton and Perot advocate further belt
tightening. Had it not been for the head-on collision with reductions in
arms spending, indicators might have born out a reasonable return to normality.
Re-employment can not be corrected overnight. The era of austerity needs to
be dealt with patience for some time to come. No justification for bashing
the President.
While Americans of the Jewish Faith have enjoyed their share of prosperity
during the past 12 years, sparing recognition and exposure was given in the
MW Jewish News to the achievements of the Republican government and its
positive influence on the well-being of Israel. More than 110 Jewish
Delegates (3%) took part in the Convention in Houston, where the Republican
platform included the strongest plank on U.S.-Israel relations ever written
by any party. Buchanan carried as little weight in Houston as the KKK,
which in past years was the backbone to democratic voting in the tightly
controlled deep South.

Where were the liberals when the democratic party bought the minority votes
by keeping them on the poverty payroll? The Reagan and Bush administration
promoted more minorities and women to high positions than democrats in all
their prior years. To name President Bush an anti-semite and to display the
"Bush Burning" caricature is outright wrong and embarrassing, certainly not
helping the Jewish cause.
This opinion letter would grow too lengthy with more favorable reasons for a
vote for Bush. Some of the facts on the subject dear to readers of the MV
Jewish News are:
-During the past 12 years, the subject of Refusniks was brought up at every
high-level meeting, resulting in Russia's release of a number, and mostly
prominent, Jewish Refusniks.
-The demise of the Soviet Union as a direct result of America's powerful
economic and military strength, exploded into the exodus of hundreds of
thousands of Russian Jews to assure Israel's future growth.
-The rescue of African Jews made possible by the intervention and support
from the White House.
-The reversal of the poisonous U.N. Resolution declaring that Zionism is
Racism, thanks to the strong intervention and pressure by George Bush and
Jim Baker.
-Bush and Baker's success and policy in keeping Israel out of the recent
Mideast War. An occupation of Iraq - politically unsustainable at home -
would have been untenable, raising the danger of an Arab Holy War by the
Fundamentalists for years to come, detrimental to Israel's well being and
existence. By entering and concluding the war as conducted, the Bush
policy punctured the Arab solidarity in the region.
-Israel is better off today than before, economically and militarily, thanks
to the evenhandedness of the Bush Government. It is a dilution to think
that military strength alone can guarantee Israel's security. The day for
Israel to destroy a nuclear facility in a neighboring Arab State is a thing
of the past. Only a negotiated peace backed by American friendship with
firmness on both sides can bear fruit. There are no two men with more
creditability and experience with Arab States and Israel than Bush and
Baker.
-The venerable Yitzrak Shamir did not hit it off personally with the President
but then one does not welcome Mr. Baker, on each visit. with news on new
settlements in the Westbank. Shamir's inflexibility and lack of diplomacy
resulted in the election of Prime Minister Rabin, a vote of confidence
for Bush.

-The intent of granting Israel the $12 million loan guaranty was never abandoned
but promptly awarded to the victorious Rabin as anticipated.
-Under the auspices of President Bush, the untiring efforts and trips by Mr.
Jim Baker resulted in the miracle of the Century: the unbelievable feat of
bringing Israelis and Arabs to the negotiating table. There is no other
solution than a peaceful solution. In this vein, Prime Minister Rabin is
now pursuing the policy of diplomacy and negotiations with the assurance of
understanding and assistance from President Bush.
-Today, Israel has many friends in the World, if only for exchange of goods
and technical information. It is thanks to the help from Mr. Bush with
personal calls that major countries extended recognitions. Next on the list
is the boycott of Jewish firms in the United States by Arab Countries. This
subject too, has long been on the agenda by this administration.
If these and many more realities are viewed with fairness, one can only look
in amusement or with disgust at the political distortions and mud slinging,
which are at an all-time high. One cannot deny Mr. Bush's high marks for
principles, conviction, knowledge and fairness towards Isarel.
As loyal Americans of the Jewish Faith, our determination is based on the
preference of system and its relations with Israel. With Mr. Bush in office
for the next four years, the interests of Israel are best served. The United
States relies on Israel as much as Israel depends on us. The Bush/Baker
team have the creditability and expertise to pursue this course. Governor
Clinton is an unknown factor in this arena. Such dialogue takes years to
establish.
As to Mr. Clinton's economic plan, it has been proven that State intervention
in economics and bigger bureaucracies have failed. It does not stimulate
private investments nor create productive jobs. During the resulting
stagnation, monies spent by politicans continue to expand the scope of power
and perpetuate government. So called reforms that attempt to take benefits
away from successful interests usually get stuck in the further centralized
hierarchy. A vote for Bush or Clinton is not only a vote for the man but a
vote for a system, under which the voter chooses to live.
There were times prior to Repulicatn Administrations, when our soldiers
shunned their uniforms before going to town. Our flag was being desecrated.
Americans travelling abroad were unpopular and the Dollar was not accepted.
Hopefully, this history will never repeat itself.
Personal views and interests differ and readers may not agree with what was
said and unsaid. A reply, however, is essential to counter the distortions
which have become so flagrant throughout the media and to recognize the factual
circumstances which were self-servingly ignored.

Dear Secretary Baker:
You are an attentive and thoughtful listener, and I thank you
for the time you gave me and my colleagues from the textile
industry last Friday. I am, and I believe my colleagues share
the feeling, an enthusiastic supporter of NAFTA. I do so for
at least four reasons:
First, NAFTA provides access to expanding markets,
notably Mexico; and this will help American industry.
Second, NAFTA will serve as a model for a western
hemisphere free trade agreement which, in all
likelihood, will occur faster than any of us might
envision at this point.
Third, the high social costs in Europe (we operate a
plant in Battice, Belgium, and understand what social
costs really mean!) when combined with the incredible
investment necessary to stabilize the former Soviet
Union, will lead to an insular market significantly
larger in size than we now envision for North
America. Our exports to Europe will become
increasingly difficult as a result.
Finally, no one understands better than the Japanese
that markets are more important than territory. At
least two lessons of our lifetime have been that
taking territory away from the other guy makes them
angry and retaliatory, while methodically penetrating
his markets creates wealth mostly for the penetrator.
Thus, I think it unlikely that the United States is
going to develop consequential trade on the Pacific
Rim, a market dominated by the Japanese and,
increasingly, by the Koreans.

Thus, my hope that the Uruguay Round Dunkel Draft interfaces in
a manner with the NAFTA Agreement that reinforces for the
Western Hemisphere the benefits of NAFTA. Economic history, I
think, would support the view that these matters evolve
nationally, regionally, and then globally, rather than in one
step from national to global. Inherent difficulties in
negotiating these trade agreements suggest that nationalism is
alive and well!
I recognize that negotiating a satisfactory trade agreement is
about as difficult as moving a cemetery; yet I hasten to add
that, in terms of national economic priorities, I believe the
NAFTA should be the priority agreement and all other trade
agreements accommodate themselves to that.

Dear Jim,
On Saturday, October 3, I had the pleasure of acting as a Presidential surrogate
in a debate held for several hundred students from New Jersey. The debate was held
in McCosh 10, at Princeton, the very room where I took my last examination as an
undergraduate, Modern European History, given by Buzzer Hall, forty years' ago.
The Clinton camp was ably represented by Madeleine Kunin, the former
Democratic Governor of Vermont.
The debate went well and the students responded well to my candor and straight
talk on the issues. A student with the last question asked the Governor why Bill
Clinton had not observed the effects of a failed socialist experiment in Britain, while at
Oxford. She defended his Oxford period and then inexplicably launched a flowing
paean for the universal health system in the U.K. Opportunities like that don't come
along every day. I felt almost guilty dispatching her with a grim description of the
National Health Service, including long queues for surgery and other ghastly
bureaucratic barriers to decent care. I have spent too much time over the years in
Britain not to have gotten that right. Furthermore, I allowed that no doubt Clinton
was less observant then, due to his preoccupation with evading the draft. She was not
amused. We walked away with the Gold.
Despite the polls, I think we have a horse race. My sense, however, is that the
President still needs to persuade voters that he understands the plight of the unemployed
and is determined to help them now.
He should dedicate himself and pledge to bring in a "Brains Trust," if you will,
of the best minds in America to help solve our pressing economic and other problems.
This might dispell the impression, in some quarters, that he has surrounded himself
with a league of subordinates less than stellar.
I look forward to more surrogate work and, hopefully, we will win. You are
too young to begin your memoirs. Good luck.

who is a freshman at Washington University and was a volunteer with the Bush-Quayle
advance team for the debate - when you autographed her program. Thank you so much
for your continued courtesies to all of us.
It appeared to me that the first question of Sunday's debate afforded a great opportunity to
define clearly for the American public what will happen if Bill Clinton rather than George
Bush is elected. As a result, I have drafted a re-election endorsement letter of the President
and the Vice President, which conveys my thinking. The letter, a copy of which is
enclosed, will be sent to all of our members as soon as its language is cleared by our
Chairman.

Election Day, 1992, looms large.
As we begin to reflect seriously on who should receive our votes on November 3rd to be
our President and Vice President, as concerned citizens and as businessmen and women,
we must weigh many factors. We must weigh our vision of what we seek for ourselves,
our families and our businesses for the next four years. We must weigh matters of
character, trust and experience. We must weigh the fact that the world is still a dangerous
place, requiring our leaders to have the requisite skills to keep us secure and at peace.
As we weigh all of the relevant factors, the Wholesaler-Distributor Political Action
Committee (WDPAC) remains steadfast in our January endorsement of George Bush and
Dan Quayle.
On economic grounds, which is WDPAC's essential guideline for our support of
candidates, the case is compelling:
Governor Clinton has consistently stated that he will raise taxes on the "wealthy"
those whose personal incomes exceed $200,000 in order to be able to increase
spending on a wide array of new Federal programs. His mathematics, however, do
not work. In order to secure sufficient revenue to pay for his proposed new
programs, that $200,000 threshold will have to be lowered significantly, causing tax
increases for many unsuspecting, lower income Americans. (A special caveat is
certainly in order for those businesses which are Subchapter S corporations and pay
taxes at the "individual" rate level -- hang on to your wallets!)
For those of us who believe it is imperative that our product liability laws be
reformed, let us remember that Governor Clinton does not concur with our point of
view. As a result, he has been strongly endorsed by the trial lawyers, the key
opponents of product liability reform.
While it is essential that escalating costs be controlled, to do so Governor Clinton
would radically alter our Nation's healthcare system. His mandated program of
universal health insurance coverage will dramatically increase government spending;
cause increased unemployment, especially among smaller businesses which will be
unable to pay for health insurance for all their employees; and could significantly
affect the quality of healthcare in this country as the Federal Government becomes
more directly involved in controlling the delivery system.

The Wholesaler-Distributor Political Action Committee is the political action arm of the National Association of Wholesaler-Distributors.
Mandated parental leave will be enacted early in a Clinton Administration, as the
Governor has already stated publicly several times. Can striker replacement and other
anti-business mandates be far behind?
For those of us who support a balanced budget amendment to the Constitution and
line item veto powers for the President, Governor Clinton is not your man. He
opposes them.
Finally, we must remember that two bodies govern in Washington -- the President
and the Congress. Match Bill Clinton up with a Democratically-controlled Congress
and you get the same liberal leadership who Bill Clinton has kept hidden in the closet
throughout this campaign, but who will emerge in January with all of the current
checks and balances on them removed. If Governor Clinton is elected, we will
simply empower the very same stale, anti-business Congressional leadership which
has been in office for too long -- C'mon term limits! -- and negate the ability of the
new individuals all of us are trying to send to Congress to bring about essential
change. Ironically, if Americans vote for Governor Clinton, who claims to want
change above all else, what we will actually get is Clinton-Mitchell, Clinton-
Metzenbaum, Clinton-Gephardt, Clinton-Waxman and, yes, Clinton-Kennedy!
Given all of the above, as you and your management team cast your votes on November
3rd, we hope you will concur with us at WDPAC and vote to re-elect George Bush and
Dan Quayle.

As one listens to all the economists reads their articles.. as one
listens to President Bush and Governor Clinton on the campaign trail...all we
hear are conflicting 1deas - some impractical and some worse -- of how to solve
the deficit.
Perhaps the economists and the candidates are too young to remember the
Korean War. We had a president then by the name of Harry S Truman who was a
businessman. He had brains and cast iron guts and the courage to put them both to
work. Since both candidates claim to be cast in the Truman tradition, maybe its
time they adopted some of his ideas.
This one in particular. To ensure against the United States building up a
large deficit to finance the Korean War, President Truman and his cabinet and Treasury
Department came up with a tax that nobody liked, yet it produced the desired results
-- no big deficit because of the Korean War.
How did President Truman accomplish this miracle? Very simply. He devised an
"excess profits tax" for all corporate and partnership businesses and individual
enterprises based on a reasonable return on investment.
If a business had $10 million invested and the return on investment allowed
was, say. 20 per cent pre-tax, that company was entitled to earn $2,000,000 pre-tax
at the regular corporate tax rate. Anything over that return on investment, for which
regular tax rates were paid. was subject to the "excess profits tax" of 90 per cent.
I'm not sure of the exact figures, but it's close.

Actually, this excess profits tax of 90 per cent over a 20 to 25 per cent
return on investment will accelerate new investments In factories and the like,
creating more jobs SO it is a progressive tax, not B regressive tax for business.
As I recall it, there also was an "excess profits tax" on any income --
salaries included -- over a certain amount per individual pre-tax. The normal tax
rate applied up to a certain limit; anything over the limit was taxed at 90 per cent.
Therefore, it seems to me with all of our Congressional geniuses, all our
economists and all the candidates, including President Bush and Governor Clinton
that someone ought to realize by now that the citizens of the United States, somewhere
along the line, have got to "bite the bullet."
We can't just whittle away at it by cutting entitlements here, boosting a
tax a little there, finding some new tax for the very wealthy 2 per cent...all this
just amounts to a spit in the ocean.
I would strongly recommend that either candidate embrace that which is
absolutely necessary to reduce our deficit through a position the American public
would respect, and that is: Honesty to the point of saying: "What worked for
Harry Truman during the Korean War also could work now to reduce considerably
if not eliminate our four-trillion-dollar-plus deficit. It worked before: let
it work again now." If those who ignore history are condemned to repeat it, why
can't we use history to profit from what works?
An "excess profits tax" similar to that of the Truman era should be instituted,
in my opinion, for at least two years. Part of that tax package should provide that
in the third and ensuing years the capital gains tax would be reduced and there would
not be an increase in taxes on corporations and individuals because we have eliminated
most...if not all of the deficit.
Then, with defense spending down and a lower tax rate to the third year and
beyond, our dollar would have stability. Investments would be made and We would be
pursuing prosperity, rather than wallowing in this quagmire of continuing recession.

To those of you reading this who feel that it is radical; you're absolutely
right. It affects me, too. I am a businessman who started several international

in profits to assure that my new company has a country in which to grow that is
not paralyzed by debt,
Because when you are looking a a four-trillion-dollar deficit that is
increasing by X billions every year.,and no one has an answer or the guts to call
for what is needed then it's about time to recall the success Harry Truman had
by implementing an excess profits tax. Sure there must be certain safeguards for
all. But we all must belly up and help pay off our debt and, at the same time, take
care of our poor, take care of our homeless, take care of our aged. And we must
get rid of this "go-to-hell" attitude toward these citizens of our great country
that we see so much of today. We're so scared of this pile of money we all owe that
we sidestep the action necessary to reduce or eliminate the four-trillion-dollar
deficit which has mortgaged the future of our children and their children.
Is there anyone out there on the campaign trail who has the intestinal
fortitude and the brains that goes with it to embrace such a program?
If not now, we'll all have to face an even larger deficit later or this
country's monetary system-our dollar and our economy--will go like Brazil's economy -
with the dollar shrinking in value under runaway inflation. And then we will be wondering
what the hell happened,
Let's wake up before it's too late.

The longer you have been in public service the more Impressed I have
become with your efforts. My admiration has deepened during the presidential
campaign. Your tough but fair style is in keeping with the best American
political traditions. You have defended the Bush Administration's record with
vigor and intelligence. I urge you to continue the fight for innovative and
effective solutions for today's problems, and for the reelection of President
George Bush.
Because I share your concerns and values, I am submitting for your
consideration three ideas that may be of some use to the campaign. Many of
my friends and peers in the Department of Psychology of the University of
Illinois believe them to be pertinent and I have been urged to present them to
someone in the Bush Administration. They concern three areas: job growth,
quality of the management team, and foreign policy. The job growth issue
needs further evidence, evidence that I believe exists, but which I can not
obtain easily. I have, however, no doubt that this information is at your
fingertips.

Mr. Clinton's Record on Job Creation
Where have all those "high paying" jobs in Arkansas come from?
First, I suggest that some of the job growth will prove to be in government
positions funded by Gov. Clinton's higher taxes.
Second, and even more important, I suggest that a good many of these jobs will
have come from other states.
Other states with higher wages.
Other states which are friendly to union labor.
Other states with higher safety standards.
Other states with higher environmental standards.
Other states with civil rights legislation.
This is not job creation. This is job theft. In fact, it is quite similar to what he
accuses others of doing. That is, moving high paying jobs from the US to
foreign countries where standards and wages are lower.
President Bush might:
name a factory from Illinois that has moved to Arkansas
name another that moved from Ohio
name another that moved from Michigan
tell how may workers were displaced
tell what the before and after pay scales were
(The states named are suggestions based on how important these states will be
to the reelection effort.)
Make it clear that there is nothing special going on in Arkansas. Nothing
special outside of mass pollution, higher taxes, lower wages, and an unsafe
workplace. Is that what we want the rest of America to be like?
I think not.
Quality of the Management Team
How about a five minute commercial featuring different people in the Bush
Administration? They can talk about themselves and about their particular
accomplishments. 1 think that when people realize that these quality
individuals (many of them minorities or women) will be thrown out of work, it
will give voters cause to pause and think. It will also allow the President to
bring up his many accomplishments again, but through a very different
vehicle. We have some great people in our Administration. They should be
brought to the fore one more time.

Concerns regarding Clinton's Foreign Policy
1. In his letter to the ROTC colonel (12/2/69), Mr. Clinton mentioned his
disdain for both the Viet Nam and Korean wars.
2. We also know that he equivocated in his support of the Gulf War.
3. What were his positions on Panama, Grenada, and Libya? Given his
political perspective vis a vis the military, it seems likely that he was
against all of these operations. There may even be documentation
(speeches, etc.) to that effect.
If this is true, then Mr. Clinton has not agreed with United States military
policy for the past forty years. There are few Americans who echo this
position. That should be made clear to the electorate.
His positions with regard to these military operations raise three types of
questions. First, does he understand the important place that a strong military
occupies in our overall foreign policy? Second, as Commander-in-Chief will he
be able to make the successful tactical decisions regarding a military that he
has long shown a loathing towards? Third, will it decrease the world stability
that we have fought 50 long to achieve if we have a president who has
consistently displayed an unwillingness to confront aggression? Will the taking
of Americans as hostages once again become a common threat?

Out of desperation to see Mr. Bush win, and recognizing that
times are bleak, and with all the negative feelings and
inuendoes surrounding the campaign, In despair, I have
attached an idea for an advertisement that concentrates on
the Bush Positive instead of the negative, seen all over.
I'm not an ad man, nor do I have the tools of the trade, but
rather I'm a Program Manager on the F-16 KFP program and one
of the lucky people to have a job. as long as the F-16
keeps coming off of the line at Fort Worth.
President Bush has my vote and my wifes, but only by a thin
edge and only because of values and the right to life.
Unfortunately we seem to be in the minority, because although
people may be concerned about values and life, the almighty
dollar comes first, and the sounds made by the other
party are sounds of money jingling in pockets again.
President Bush has accomplished a lot in four years -- true
or false! If its true, one would never know it, if its false
then maybe that is why he's doing poorly.
If its true, which I believe it is, then lets say 50. My
idea for the ad is very simple. Show many photos of events in
the USA over the last 4 years events which conveniently have
be forgotten, accompanied by film clips of important events
abroad with important statesmen

Follow the ad with another - the next 4 years positive -and
ending with people believing, including me that we will
have money jingling in our pockets again.

Utilize the unedited C-SPAN taping of the opening of the
House D+ Representatives, September, 1991. Revaal the
Democratic Party economic betrayal of the American worker via
the deceitful actions of its representatives (Gephardt,
Foley, & co.) in congress. Let their own words portray what
they did to purposefully delay any. honest attempt by
Republican representatives, and President Bush, to address
the domestic needs of America's citizens.
The C-SPAN tape is not only free of media comment, it is the
undeniable recording of fact as it occurred. It obviously
precludes any subsequent effort to "Revise and Extend"
remarks in the Congressional Record. It accurately depicts
the planned deceit of Democrats to use the rules of The House
to circumvent the Laws of our land to frustrate any

Campaign '92: The
Presidency
Fall 1992 Video Teach-In
This video Teach-In discussion program is scheduled to be conducted in 350,000
churches & synagogues throughout the United States, reaching seventy million people during
October 28 - November 2 right before the November 3rd election.
The video program is sent free on video cassette to the churches and synagogues
upon request with the estimated number of the expected attendance. During the scheduled
Teach-In, the church or synagogue is asked to have each person attending complete an
evaluation form with comments on the editorial content of the program as well as the
commercial content with the person's name, signature, address and phone number.
The minister, priest or rabbi is then asked to return these forms to ENS 10 be eligible
for the many door prizes. The names of the individuals are kept private by ENS. The
rabbi, priest OF minister also gives a total attendance number on their personal evaluation
form. The forms are stored by ENS and are available for inspection. A sampling of these
viewers is available for verification of the number of people attending the teach-ins. The
winners of the many national door prizes are selected from a drawing by high public officials
- Governors, Senators, etc. The door prizes include vacations, cars, computers, year's supply
of food etc. and will help insure a well attended Teach-In.
The need for this type program is critical. It is difficult for voters to make intelligent
voting decisions based on sound bites and name calling; each candidate on identical issues
says he is right and the other is wrong. Each has statistics and achievement records justifying
his own position.
Our program will objectively analyze the issues and arguments in a non-partisan
manner. We will USC distinguished journalists and academia such as: David Broder/
Washington Post, Jack Nelson/LA Times, Johnathan Sanders/ CBS News Moscow and many
others, 10 comment as well as to edit and help us produce an objective and informative
program.
The 12 minute discussion period (or longer if desired) following each 48 minute video
part cnables an interaction between the video and the audience helping the individual voter
to really understand the issues and the candidates, and urging them to vote for the
candidates of their choice.

Governor Clinton believes the economic recovery must be catalyzed by government initiative,
spending & investment while President Bush believes the initiative should be by private enterprise, tax
credits and easing of regulations. Ross Perot believes there must be systemic change in government
and the elimination of the deficit for a real economic recovery to take place. Who is right?
Can you really blame the economy on the president, or on the congress? Should not our
corporate executives take the blame? Is American business leadership good or bad? Should both
business and government be blamed for the poor economy?
Is Ross Perot correct in saying that our government must change radically and that the special
interests own it and that our elected officials are not responsive to the people?
Are we heading toward a possible environmental disaster as portrayed in Democratic Vice

Ross Perot claims that his plan can save $754 billion over five years and in the fifth year we will

Dear President Bush,
I am a college graduate [ M.I.T. (BSEE-'50) - N.J.I.T. (MSEE-'58) 1, U.S. Army
Signal Corp Veteran (1952-1954), with over 40 year's work experience as an
Electrical Engineer. Since my "retirement", 5/1/85, at age 57, I have
developed a successful "sole proprietorship" business as an engineering
consultant.
Because I believe you and my (Republican) party are on the wrong track if you
want to be re-elected, and if you want to have a Republican Congress after
this coming election, I have been writing a memo to you which describes in
detail the present cash-flow problems of the low-to-middle income class
American taxpayer/voter.
Since completing this memo will take too long a time to do either you or low
income taxpayers much good, I have summarized some points that I think, if
handled properly in the next few weeks, will swing a lot of low-to-middle
income voters to you and the Republican Party. These points are prioritized
in Attachment 1.

Since the average voter is a pretty "savivy" individual, rather than promise
something he/she knows the government can't afford, or something (like
building roads and bridges) that would take years to "trickle" down to his/her
financial/employment level, I urge you to help all American voters by either
acting now, or promising to act after election, to push Congress to react
as soon as possible on the schedule of priorities as listed in Attachment 1.
As you can see from the incompleted memo I was writing (also attached), I have
defined the "hardest-hit" class of American taxpayer as that family making an
"Adjusted Gross Income" less than $40,000-$50,000 / year. To me, this
represents most of the older, retired voters living on a fixed/limited income,
most of the middle income taxpayers/wage earners whose income is more or less
fixed &/or limited, and all of the chronically unemployed, unemployable, and
generally poor who have long been decimated by increased cost(s) of living
beyond their capacity to furnish even a minimum satisfactory existence.
Significantly, as covered in the incomplete memo, the real solution to
personal tax survival for the lower income taxpayer is to replace most local
municipal taxes with broader-based Federal and State taxation. This is why
I recommend that first priority (of Attachment 1) be the elimination of
education and county financing from the municipal taxes paid by the homeowner.

Also significant is the fact that once the educational and county tax
"monkey" is taken off the back of the homeowner/renter, he/she will not only
have a better cash-flow situation, but will also be more amenable to a less
costly broad-based tax such as an increased tax on gasoline and/or an increase
of Federal/State income or general sales taxes.
Please note that with the exception of Priority 1, Priority Items 2 through 4
represent no initial cost outlay by the government, and Priority 5 may, in the
future, be more cost effective than present Federal and State financing,
leading to even lower Federal and State expenditures.
I am sorry the enclosed details are relatively brief; however I do fee! the
info enclosed could help to re-elect you and get you a Republican Congress.

SGI International is dedicated to

SGI's Coal Refining Technologies
produce Clean Coal and high-value
oils from raw, low-grade coal. This
technology is called the LFC
(Liquids From Coal) Process.
In 1989, to commercialize the LFC Process, SGI joined with Shell Mining Company in a
50/50 venture: the Tek-Kol partnership. Tek-Kol owns and licenses the LFC Process; SGI is
Tek-Kol's exclusive licensing contractor. (Shell Mining is a subsidiary of Shell Oil Company.)
The first LFC Process Plant is located in
Gillerre, Wyoming, under license to
ENCOAL Corporation, a subsidiary of
Shell Mining Company. The U.S.
Department of Energy funded one-half
of the plant costs. Other sites for large-
scale LFC Plants are being evaluated
worldwide.

The Worldwide Need
In Asia, emerging economies must meet the challenge of finding affordable
fuel in the face of dwindling oil supplies. In Europe, acid rain destroys
forests and priceless sculpture. In America, imported oil is
the single largest component of the U.S. trade deficit.
Everywhere the pressure to clean up the environment is
forcing business and governments to seek solutions.
The Response
Our LFC Process Technology produces Clean Fuels that
have higher heating value, lower sulfur content, and higher
energy density than the raw coal. This means:
More efficient power plants
Reduced pollutant emissions
Lower transportation costs
The liquid product is similar to a No.6 fuel oil used for
powering plants and industrial boilers. It also can be used
"as is" in other ways for transportation fuels, or for feedstock
in the production of speciality chemicals currently derived from
petroleum crude.
By-product gases from the process are recycled to fuel the
LFC Refinery itself, thereby increasing efficiency and further
decreasing emissions.

1. During the Bush, Reagan, Quayle years the U.S. had one of, if not
the, longest and strongest peacetime economic expansions in
history.
2. The expansion endad near the time when the special treatment of
capital gains ended. Bush warned of the dangers of this move and
has consistently asked reinstatement.
3. The collapse of real estate and savings and loans was associated
with the changes in tax rules which made real estate investment
undesirable. (Note too that savings and loan deregulation had roots
in legislation from Democratic Representative Fernand t.Germaine
and others.)
4. See Investor's Business Daily of Thursday July 16, 1992, for good
review of effect of Clinton plan. Highlights include:

Gentlemen:
I want to applaud your strategy by forwarding this information away
from the political, bureaucratic, media-focused arena of Washington
D.C. to resolve the problems which face our nation.
I want to extend a sincere "thank you" to the people who were
involved and stayed with this project. In particular, four special
people, District Director Mr. Gary Booth, who offered me the
assistance of his staff, Mrs. Hires, Regional Commissioner R. C.
Voskuil, and his staff assistant Ms. Chris Rohan, and the reference
librarians of the public library system in Plano, Texas which
enabled me to do the necessary research.
Without their input, helpfulness, the openiness of sharing
information, what I am about to present would not have been made
possible.
I will summerize as briefly as possible, nine months of research,
approximately 5,000 hours working on this problem over the last
nine years.
BACKGROUND INFORMATION WHICH ESTABLISHED OUR GOVERNMENT FOUNDATION:
In 1642, people left England for America to escape taxation.
Ironworks was the main industry at the time. In 1775, a United
Congress representative approached the man who made the Hopewell
furance, and wanted to commission this man to make cannons and
cannon balls to fight England. The man expressed concern about

payment. This established the nucleus of the Department of Defense
and Department of the Treasury, in that order.
In 1776, the Declaration of Independence was created, and the
Constitution became our doctrine, the foundation of the Federal
Government, which we use today, 224 years later.
The Constitution, a masterpiece is an 18th century document. We are
on the edge of the 21st. century. The time is here Lo insert new
technology into today's world.
HOW CAN WE MAKE THE TRANSITION IN THE NEXT EIGHT YEARS?
America will apply the newest technology entered into the
marketplace in 1947, when the President made the first televised
speech to America regarding not eating meat on certain days.
Computer Science Technology has already drastically affected our
lives in every aspect. Just look around you. This technology, is
in every market of the workplace, from law enforcement, medicine,
commication, air travel, science research, in every area we use
except the federal government.
Gentlemen, this is where we get to the bottom line. Your campaign
has emphasized "change". The time is right to implement this
program. In the next few days before the election, I suggest some
serious communication with the voting public. The public is
saturated with issues, rhetoric, programs, and scandals within the
government.
The underlying problem is simply this ... When is the government
going to do their part for the people who have subsidize the
government. The people have paid with their taxes from wages,
taxes for everything purchased, taxes for the space we occupy?
We are unable to return to England as in 1642 to escape taxes. So
lets get busy and resolve this problem.
HOW ARE WE GOING TO RESOLVE THE DEFICIT?
Very simpily. We are going to start within the federal government
offices, agencies, and departments implementing accountability.
The general public is unaware of the enormous complexity of the
internal workings of this federal government structure.
The federal government has so many loopholes, oversights, financial
exposures, administrative procedural errors, etc. which has been
generated over the last 224 years. The changing of times,
different presidents, policys, different parties in offices, and
so on, has resulted in these financials exposures.
An effective way is to give the American people accountability is
to have every office, agency, and department with a finance budget

in a centralized federal government. The regulatory commissions
have served their usefulness.
I was impressed with the Department of Defense. The U.S. Corps of
Engineers, originated in 1824, is one of few departments that
stills adheres to establish guidelines. Established guidelines
should be universal throughout the entire federal government and
not for a select few agencies.
I was dismayed with the Department of the Treasury. The Internal
Revenue Service Agency is crucial in bringing private/public sector
monies into the government agency. Excessive legislation has
encumbered the overall efficiency of this vitial department. There
is no fesible reason why this agency with a 7 Billion dollar
operating fund should be using 20 year old hardware mainframes to
track the work, software program updated three years ago to patch-
up the operation and so on.
When is the Department of the Treasury going to implement the
Defense Revenue Department for the other half of the country doing
federal government work which has been absent for the last 27
years?
These two areas alone have caused tremendous cashflow exposures
which have contributed greatly to the deficit.
The federal government needs a standardized policy throughout the
entire structure. The standard policy needs to be universal, so
as time passes, presidents, policies, and parties in the executive
office come and go, the internal network of our existance is not
hampered or affected from being an efficient operation.
HOW CAN THIS BE ACHIEVED?
Again, not to be repetitive, Computer Science Technology. As there
are specialized areas of Law, the same holds true to this
technology. I am an Administrative Financial Analyst. Degreed in
Computer Science in 1966, I went to work for IBM till 1982. This
technology is a postive force and has so many avenues for us to
pursue and has no barriers, boundaries, limitations, prejudices,
no partialities. and no political party preferences.
I will tell you how we got to this point. If you were to put a
color to your former profession, what would it be? Key is
reasonable doubt is defined as the gray area.
Computer Science is a defined science. The area encompassed in this
dimension is either black or white. When combined makes the color
grey. These two areas are compatible components.
The overview of the government kept bringing me back to common
denominators like a mathematical equation. You need to put the
information into the right sequence. The information matched with

events in history represents the "time element".
Time can not be owned, possessed, altered, repeated, and
substantiates documents and details in our history which provides
a reliable audit trail.
There was a crucial component eluding me, ever present, but always
evasive, until I got a visual aid. Use a scale of justice, put all
the legistration passed by Congress on one side of the scale,
What is happening? Isn't the scale off-balanced? The reason is the
missing component. The missing component is the compatible
counterpart not implemented within the Government to provide a
perfect balance. The terms "Law and Order", "Checks and Balance",
and so on must be present to provide an equal balance. It is a
difinite and must be present to have the cycle work.
The component accountability within the government has to be
corrected by the altering of administrative procedures.
The beauty of this action is, the legistation is presently in the
books and already law. You do not need the consent of Congress to
start reducing the deficit, which will now provide money for cut
programs and provide employment.
The current revenue base of the federal government is substantial
to meet the needs of our nation. Eliminating financial exposures
and liabilities is the first phase to closing the deficit.
Refocusing the internal direction of the federal government is
imperative to stabilize the nation's financial foundation.
An example we can all relate to: The Social Security Administration
founded in 1913.
The design function was to pay monies into this special trust fund
during your working years until retirement. This fund would augment
your savings after retirement at age 65.
In 1953, with controls in place in the federal government, this
special trust fund was removed from its original safety area
and placed in the Department of Health and Human Services.
In 1948, right after WW II, there was 4.8 billion dollars in
reserve within the federal government. So we do know the system
was working until then.
The altered state of the Social Security Administration Fund was
even referenced in the debate Sunday in regard to the change which
has occurred to the nation over the last 50 years. This transfer
occurred exactly 49 years ago.
Doesn't restoring the Social Security Administration Fund to its
original special trust fund, seem like a reasonable request? It

is an administrative procedure and will provide a postive
incentive to the public who has worked for, and looked forward to
in their twilight years. Why deny them this well earned right?
This is only one valid issue in my reseach, which will ultimately
effect us all one day.

the 21st. Century and for bringing peace into this troubled world
by ending the cold war as well as now hold the solution that will
resolve the worldwide recession.
All my experience and knowledge could prepare anyone to take on
such a tremendous task. This project has been the most complexed,
multi-leveled, intricate revelation I have ever encountered in my
entire life. What a rewarding experience to be able to apply my
profession in such an efficient, effective and productive manner.

This multilateral trade-liberalization agreement would
quickly invigorate both the U.S. and world economies. According

On the issue of textiles and apparel trade, we support
complete integration into the GATT and the end of the Multifiber
Arrangement in 10 years. The current system of global import

Safe Haven--"That Vision Thing"
Dear Myrna,
Back in 1961, President Kennedy captured the imagination of
the Country with the vision of putting an American on the moon by
the end of the decade. Even had he lived, JFK would not have been
in office at the time of perhaps his greatest achievement. Yet by
having a vision of the future, the resources of a nation were
galvanized. A challenge was made and a goal--unprecedented in the
history of Mankind--was achieved. This is the power of "that
vision thing."
What New Hampshire and South Dakota have shown perhaps more
than anything else is that voters are still worried about our
future and uncertain as to where we are going. To move beyond
slogans to the actual accomplishment of goals, we need not only
vision, but a credible plan of action that people can understand
and believe in. Offering Americans a concrete plan for achieving
the Kinder and Gentler Society with NO NEW TAXES is precisely
what Safe Haven is designed to accomplish. In so doing, I
genuinely believe that not only can President Bush win reelection
in November but, equally important, he can help in setting the
challenge for America of achieving "A Gang-Free, Drug-Free, Full
Employment Economy in America by the Year 2000." Such is a goal
worthy of us all.
Because there is so little time between now and Super-
Tuesday, I have enclosed a rough draft of what a Safe Haven-
oriented Bush Campaign might look like. Central to this campaign
would be to quickly establish several interrelated central themes
in a speech which can also call for legislative action by a given
date similar to President Bush's State of the Union address. The
difference here is that rather than "gimmicks" President Bush
would focus on a series of programs that can truly accomplish the
goals ennumerated in '88. Table 1, for instance [1, p. 26],
summarizes how by reducing teen pregnancy and gang crime by even
10% we could actually save several billion dollars even while
increasing spending in areas such as child care and after-school
programs. By reinvesting some of these savings into even further
expanding prevention-oriented programs, we would get a
significant multiplier effect with even greater savings (both
financial and human) in future years. Now that Peggy Noonan is
back on board, I think that you and she could do a lot to
articulate such a vision and see it become a reality.

The fact that Save Haven programs would actually save money
would help to make President Bush's No New Taxes pledge again
both credible and prudent. Because the message of Safe Haven is
one of inclusion not exclusion, we could reach out to Pat
Buchanan's supporters and win them over with ideas rather than
negative advertising. The issue of welfare reform, for instance,
was a major appeal of the Duke campaign. But rather than "willie
Hortoning" the issue, we can "Martin Luther King" it instead by
drawing the fundamental distinction between the old Liberal
Entitlement Ethic (rights without responsibilities) of the past
and a true Empowerment Ethic of Rights AND Rerponsibilities. The
logical extensions of such Empowerment, a Community Service Corps
and Resident Management Corporations, would be win-win solutions
to the problems of gangs, drugs and chronic welfare that bring
people together rather than drawing them apart. Again, where
better for Safe Haven to start than in the Land of Lincoln with
the Party of Lincoln?
While I have deccribed the details of Safe Haven at some
length in the materials I have sent you, the bottom line is that
Safe Haven offers you and President Bush a means of not only
accomplishing your stated goals, but achieving a true Republican
mandate for change in '92. If after reviewing the enclosed
materials you and Jim Pinkerton are serious about pursuing these
ideas, then I would be glad to follow up on our Tuesday
conversation with a meeting in person at your convenience. My
strong advice, however, is that if you are serious, then the
sooner we move forward on these matters the better.
While the Democrats at present are still in disarray, the
longer confrontation goes on within the Republican ranks, the
more difficult is will be to heal the wounds in time for
November. I genuinely believe that Safe Haven offers President
Bush an ideal means not only of reconciling the differences among
ourselves, but reaching out broadly to Americans of all races,
ages, creeds and religions with a message of hope and vision. We
would not be shooting for the moon BO to speak. But we would be
taking the first important steps to building a Safe Haven here on
Earth with Liberty and Justice for ALL. What better way to greet
the Twenty-First Century! President Bush and you all would be
true American heros. I look forward to discussing these matters
with you further on Tuesday.

AMERICA'S FUTURE
My Fellow Americans,
I wish to speak to you today about a very serious issue that
is facing the nation--that is, America's future and the future of
our children. As you know, there are those who have criticized me
for not spelling out in more detail our Domestic Agenda for
America and how We plan on moving this Country forward towards
the Twenty-First Century. It is this vision of our future that I
wish to speak to you about today.
There are many problems facing this Country which we must
overcome if we are to remain not only leaders of the Free World,
but examples for others to follow. Since the height of America's
economic power following World War II, there has been a steady
erosion of our "domestic power" as measured in such simple terms
as the safety of our streets, the absence of drugs or even the
educational achievements of our children. This erosion in the
social fabric of this Country must be stopped and fundamentally
reversed if we as a nation are to be as free from the tyranny of
illiteracy, drugs and welfare as we are free from threats from
abroad. If we are to remain competitive in an increasingly global
market, then our educational system and social values must again
be second to none. This is the challenge that now faces us all.
Since my days of service during WWII, I have thought long
and hard as to what has been at the root of our growing social
problems here in America. From that war against Fasciem up
through-and including last year's Desert Storm, Americans have
shown time and again that they can rise to the challenge of
fighting and overcoming tyranny abroad. With the collapse of
Communism, more and more we have seen people around the World
rising up and calling out for freedom. There are the beginnings
of a New World Order that promotes Peace and Prosperity and a
growing respect for Democracy and Human Rights around our
increasingly interconnected and interdependent global village.
And yet here at home there are those who seem not only to have
been left behind, but who seem through drugs or illiteracy or
simply dispair to have stopped trying all together. We must make
our society one that works for everyone if it is truly to be a
model for the world. so what is it that has changed in America
over the past fifty years that has lead to these growing
epidemics of drugs, illiteracy and welfare?
The answer that I have come up with over and over again is
that what has changed very subtly and slowly over the years has
been our values as a nation or at least among the Liberal policy
makers in the Congress. More and more since WWII, we have moved
away from the old Work Ethic that built this Country and made it
strong to a Liberal Entitlement Ethic that rightly emphasized
individual rights, but all too often neglected the concept of
individual RESPONSIBILITIES. It has been this Liberal Entitlement
Ethic of rights without responsibilities that I feel has been at
the root of many of the fundamental social problems that we see
today.

Perhaps the most glaring example of this Liberal Entitlement
Ethic has been in the absolute failure of our present welfare
system to do anything more than condemn many of our society's
most needy individuals, including children, to an often multi-
generational cycle of chronic hopelessness and helplessness. The
time has come to break this welfare cycle in America ONCE AND FOR
ALL.
Back in 1932 in his first inaugural address, Franklin
Roosevelt likened welfare to a narcotic. It is as if for the past
sixty years we had slowly been giving more and more heroin to
drug addicts and then somehow wondering why things were getting
worse instead of better. Unless and until we fundamentally break
this cycle of learned helplessness and dependency we are only
harming the very people we have wished to help. Again, however,
the answer to these problems can be found in our history and past
traditional values as a people.
When welfare was first introduced during the Great
Depression, much of the aid came in the form of the old Civilian
Conservation Corps and Work Projects of America--the CCC and WPA.
In these programs government was helping by giving people a Hand
Not a Handout-by giving a Job Not a Subsidy. The time has come
to return to such a policy that restores the dignity of
recipients and gives people both the means and the incentive to
seek a better life for themselves, their families and their
communities.
In the next few weeks, I will be introducing to Congress
proposed legislation to fundamentally reform our welfare system.
At the core of these reforms will be a proposal for the
establishment of a National Community Service Corps-or CSC--in
all 50 States and territories of the Country. Much as with the
original CCC and WPA, the Community Service Corps as part of a
larger program called Safe Haven will give individuals the oppor-
tunity to participate in various self-help programs to be set up
in their own communities and to be run primarily by community
members for community members. By everybody working, even the
most chronically unemployed of the past would go from being part
of the problem to part of the solution. Thus CSC participants
would ultimately be helping not only themselves, but their
families and communities as well as the taxpayers of America.
The Safe Haven Community Service Corps programs would run
the gemut of activities from Community Policing and Resident
Patrols, to Day Care, tutoring and After-School Programs to
Community Clean-Up and Meals-on-Wheels for the Elderly to name
but a few. Another important aspect of these programs is that,
where possible, efforts will be made to coordinate CSC activities
through Resident Management groups at public housing sites
around the Country. [Camera shot of HUD Secretary Kemp.] To the
greatest extent possible, control of these programs would remain
at the local level, thus fostering a sense of true individual and
community empowerment.
American heros like Irene Johnson, Bertha Gilkey, Mildred
Hailey and the Reverend Robert Blount--all leaders in Resident
Management programs across the nation-have shown that when you
give communities the power and resources, they can come up with
the programs that will work best for them. [Have camera shot of

these individuals in the audience with Secretary Kemp.] And the
simple truth of the matter is that these programs end up saving
the taxpayers of America money by reducing crime, teen
pregnancies and welfare. [Camera back to President Bush looking
forceful, hitting fiet into open hand.)
Combining Resident Management with Community Service Corps
would bring even greater cost savings in the future. If Safe
Haven and CSC can reduce gang crime and teen pregnancy by even
10%, for instance, then we could actually save several billion
dollars even while increasing spending in areas such as child
care and after-school programs. By reinvesting some of these
savings into even further expanding prevention-oriented programs
including high quality day care and after-school programs, we
would get a significant multiplier effect with even greater
savings (both financial and human) in future years. These
Safe Haven programs would go far towards improving the
educational standards of our schools and the safety of our
neighborhoods. Most importantly, we would show by the glow of a
Thousand Points of Light that the traditional American values of
neighbors helping neighbors are alive and well and growing once
again at the very time when we need them the most.
I therefore come today to ask you, the American people, for
your help in achieving what is both a most necessary and noble
goal--the breaking of the cycles of welfare, gangs and drugs in
America ONCE AND FOR ALL. In 1961, President Kennedy challenged
the nation to put an American on the moon by the end of the
decade. The challenge was made and a goal--unprecidented in
history--was achieved, So too, now, I am asking for your help to
achieve a Gang-Free, Drug-Free, Full-Employment Economy in
America by the Year 2000. Through the implementation of Safe
Haven and the Community Service Corps, these goals are more than
obtainable--they are essential for the future economic and social
well-being of this Country.
In years gone by when welfare reform was proposed, the
Liberal Democratic Congress would block such efforts calling them
heartless and uncaring. But there is nothing compassionate about
spending billions of dollars a year to perpetuate a system that
clearly does not work. Again, a system that "gives" rights, but
takes away responsibilities does not empower people, it enslaves
them by destroying both the will and the means for people to
better themselves. With Safe Haven and Community Service Corps we
wish to free people to help better themselves, their families and
their communities. What grander tradition coud the Party of
Lincoln have than to lead this fight for genuine empowerment--
with Liberty and Justice for ALL. The time has come for the
American electorate, YOU, to make a choice and let your voice be
heard.
Last year with the Persion Gulf War looming, I compromised
with the Democrate on the issue of taxes rather than risking a
protracted fight with Congress when American and other lives
could have been at stake. I am not proud of this compromise, but
at the time, it was making the best of a bad situation. What I

can say for certain is that, if there had been a Republican
majority in the Congress, then for sure there would have been No

You know, the Bible teaches us the value of Redemption and
being born again. When this is something more than words, it
represents a value that we call all endorse and live by. As
individuals and as a Nation, it is time to learn from our past
mistakes and work together to make sure that the failed Liberal
Entitlement policies are corrected ONCE AND FOR ALL.
If the increased taxes during the past four years should
teach us all one lesson, it is that as long as there is a Liberal
Democratic majority in the Congress, then the risk remains that
taxes will rise and the tired old Liberal spend and spend
policies of the past will simply continue on as before. Democrats
may say that they "will only tax the rich," but you have only to
look at their actions of last year to see how real the threat of
their trying to increase your taxes remains. Voting for my
opponent in November will NOT change this threat. But voting the
Liberal Democrats out of office in November will.
Across the seas the spectre of Communism now is receding.
Old ideologies are being tested and replaced where found wanting.
Freedom and Democracy are flames growing brightly and on the rise
throughout the world. So, too, in the United States, the failed
Liberal Entitlement Ethic of the past must be replaced with an
Ethic of true Empowerment that combines Rights AND Responsibili-
ties. Far from being punative, Safe Haven and the Community
Service Corps offer the real possibility of a true American
Renaissance as we greet the new Century.
If in future years an individual of any age, sex, race or
creed could walk down any street in America and feel safe, then
we would be starting to do our jobs. If they could go into any
school and see enthusiastic learning and questioning minds; into
any business and find drug-free, productive workers; into any
home and find love and safety, then we would be moving towards
the Twenty-First Century with a renewed vision of ourselves and
our achieved. society. In 80 doing, a new era would truly have been

dream of the shining city upon the hill become a reality. As we
set our goals and look to the future we have only eight years to

Summary
Secretary Sullivan has emphasized the need for fundamental
welfare reform if we are to have "any real hope for changing the
pattern of current social problems such as teen-age pregnancy,
school drop out and drug use.' Michele Applegate contends that
such fundamental reform is "beyond the scope" of OSAP and ADAMHA.
Either Secretary Sullivan doesn't mean what he says or lower-
level bureaucrate don't understand what he means. Something has
to change. If management at all levels of HHS cannot implement
the accurate VISION of their own secretary, then it will be
proven to be ineffective and useless. Bureaucrats who accept Dr.
Applegate's "tunnel vision" of words without results have no
business being in Washington. If HHS can't set their own house in
order, then it will be up to the voters to do this in November.
Dear Dr. Johnson,
While I faxed a copy of my letter to you of 6/8/92 to
Michele Applegate on 6/11/92, it is not at all apparent that she
read it before sending me her letter of 6/12/92. If Michele did
read my 6/8/92 letter to you before responding then, at the very
least, she didn't understand a word of what I wrote. If ever
there was a time when you and Secretary Bullivan needed to demon-
strate LEADERSHIP in your Departments, it is now. How you two
handle this situation will speak volumes as to how truly serious
you and this Administration are about truly breaking with cycles
of drugs, gangs and welfare in America ONCE AND FOR ALL.
Because of the seriousness of the issues involved and the
clear, fundamental lack of understanding of Safe Haven shown by
Drs. Applegate and Bernick, I will yet once again respond detail
by detail to the issues raised in Michele's letter. Let me assure
you that it is no more fun for me to write these letters than it
is for you to have to read them. But if Dr. Applegate's letter
truly reflects the level of understanding of these problems by
the Administration of ADAMHA and HHS, then she and others sharing
similar attitudes have no business being anywhere within a hun-
dred miles of Washington. It is for this reason that I wish to be
particularly clear as to what it is that Safe Haven proposes to
do. Before rejecting Safe Haven, it would certainly help if you
and others at ADAMHA first understand what it is that I am propo-
sing. For this reason I also strongly encourage you to actually
read my previous correspondence regarding Safe Haven in order to
gain further insight into the issues that I summarize below.

1. "Beyond the Scope"
When Dr. Applegate states that Safe Haven-Illinois is
"beyond the scope of the OSAP Community Partnership Study
Program," (CPSP) she is raising the most central and outrageous
argument of her entire letter. The CPSP-RFA explicitly states
that
The goal of the Community Partnership Study Program is to
achieve and document measurable reductions in alcohol and
other drug abuse incidence, prevalence, and related consequen-
ces such as alcohol and other drug related health problems,
mental disorders and comorbidity, crimes, deaths and injuries
among all age and ethnic groups within a community.
--OSAP Community Partnership Study Program RFA, p. 4.
If ADAMHA is serious about trying to accomplish this goal
then, again, they would be well advised to listen to the
admonitions of Secretary Sullivan when he says
We must not deceive ourselves. No matter how well designed or
reformed, government programs will have little lasting effect
unless fundamental actions necessary to end the current cycle
of Welfare dependency are taken by those trapped in Welfare.
Any real hope for changing the pattern of current social
problems such as teen age pregnancy, school drop out and drug
use requires individuals to take responsibility for them-
selves.-Louis Sullivan, MD, National Press Club, May 5, 1992.
I have now repeated Secretary Sullivan's remarks four times
in four different letters and it still seems that bureaucrate at
ADAMHA just "don't get it.' Either Secretary Sullivan doesn't
mean what he says or narrow-minded, cultural-elitist bureaucrate
don't understand what he means. According to her letter, Dr.
Applegate is the "Associate Administrator for Extramural
Programs." As best I can understand bureaucracies, it is not Dr.
Applegate's place to set ADAMHA policy--it is yours and Dr.
Sullivan's. Dr. Sullivan has already made his position clear. I
await with interest your own interpretation of the "scope" of
ADAMHA's mission. Hopefully, this mission will have something to
do with actually accomplishing the maximum possible results at
the minimum possible costs. Such is the goal of Safe Haven.
2. Local Partnerships
Again, it is very hard to believe that Dr. Applegate actual-
ly read either my Safe Haven-Illinois proposal, my 6/8/92 letter
to you or my Safe Haven-Illinois Demonstrations Sites proposal to
the Illinois legislature when she BO fundamentally misses the
point of what I am saying. specifically, safe Haven works
precisely by integrating and coordinating the activities of
organizations and agencies working at all levels of our State-
community (Figure 1). Figure 2 reflecting "one-stop Case Manage-

ment" is a direct extension of the original "Client-Centered
Comprehensive Mental Health System" originally proposed by HHS
in 1987.
While these services are provided and run at the "local"
level, the coordination of these "traditional" services and non-
traditional programs such as Community Service Corps (CSC) would
be impossible were it not for the cooperation of the various
involved State agencies who either directly run or subcontract
the service provision at the local levels. Thus, as should have
been abundantly obvious, it is not a matter of "local" or "State"
levels of activity, but the integration of these various levels
that gives Safe Haven its greatest strengths.
3. Local Control--RMCs and POCCIPs
As would again be obvious to anyone actually reading our
Safe Haven-Illinois proposal carefully, a great deal of emphasis
is made on fostering the local Empowerment that can come from a
fully-operational Resident Management Corporation (RMC) and other
forms of local autonomous government. It is no accident that two
of our "local" community members are the presidents of the
Lathrop Homes RMC (Judy Williams) and Local Advisory Council
(LAC, Jerome Price), respectively. Judy also chairs the Lathrop
Homes Interagency Network which is a consortium of all the Social
Service and related agencies working at their site (Figure 3).
Similarly, Leonard Bols, as Chairman of the Grundy County Board,
and Dick Krase, as the Administrative Agent for the Education
Service Network, serve comparable local coordinating roles in
Grundy County (Figure 4).
AS illustrated in Figures 3 and 4, while there are numerous
other "local government officials, law enforcement officials,
local businesses, health treatment facilities and other community
organizations" that would be involved in both the Lathrop Homes
and Gundy County sites, we limited our Letters of Designation to
twelve important, but representative, examples from each level
precisely in order to emphasize the multi-level nature of our
Community. Again, if you want more letters, tell us and we will
supply them. If you want different Letters of Designation, write
them and we will have them signed. Whether Dr. Applegate wishes
to acknowledge it or not, Safe Haven is not only committed to
working with the local community, we are committed to achieving
significant results including the prevention of drug abuse.
Through the use of Bafe Haven "One-Stop Case Management"
(Figure 2), not only would traditional Social Services be
coordinated on the local level, they would also be integrated
with other important activities such as work and, where
necessary, probation/parole supervision. By integrating tradi-
tional Social Services with both work and ongoing support/educa-
tion groups (EAP-type programs), we would not only talk about
change, we would implement the necessary structure and incentives
(both individual and community-wide) to ensure that such positive
change was both ongoing and permanent in its nature.

Not only does Safe Haven thus help to accomplish true
individual, familial and Community Empowerment, through the use
of Prevention-Oriented County/Community Incentive Plans (POCCIPs)
there would be a major financial basis on which to see these
local programs grow and flourish. AB noted in Figure 5, even the
"traditional" RMC at Kenilworth-Parkside in Washington, DC was
able to reduce teen pregnancy, welfare dependency and crime by
50, 60 and 75%, respectively. It was projected that over a 10-
year period this would result in a savings of $5.7 million at
this one site alone. Through the use of the Community Service
Corps (CSC), Safe Haven would give even greater cost-savings
precisely by having an even greater impact on the reduction of
drugs, gangs, welfare and teen pregnancy in the Community.
As discussed in Safe Haven-Illinois (p. 32) and in our
previously sent legislative proposals, POCCIPs would allow Coun-
tiee and/or Communities in Illinois to get direct block grants
for the social service tax dollars (including drug treatment,
Public Aid and law enforcement) spent in their area. While local
communities would get no more than the block grant amounts, any
money that they could save through the reduction of crime, drugs,
teen pregnancy and welfare, they would get to keep and spend
however they wished (eg, reduce taxes, expand social services,
etc). Thus, not only would local leaders such as Judy Williams
and Jerome Price at Lathrop Homes or Jerry Weller, Leonard Bols
and Dick Krase in Grundy County have the practical means for
accomplishing their goals (Safe Haven CSC) they would have the
financial incentives and local autonomy to do exactly this. Safe
Haven would put the principles of Free Enterprise and Democracy
to work, not Just in special zones, but all across America.
4. Single VS. Multiple Communities
Again, since I cover the rationale and strengths of our
program design at length in my 6/8/92 letter to you, I get the
distinct impression that Dr. Applegate didn't even read this
letter in preparing her response to me. The OSAP RFA explicitly
states that
The Anti-Drug Abuse Act of 1988, Section 2051, amended Section
508 (b) (10) of the Public Health Service Act (42 U.S.C. 290aa-
6(b) (10), as amended) authorizes the Office for Substance
Abuse Prevention (OSAP) to provide assistance to communities
to develop comprehensive long-term strategies for the preven-
tion of substance abuse and to evaluate the success of
different community approaches for the prevention of substance
abuse
The Office for Substance Abuse Prevention considers
it essential that multiple and key organizations and groups of
the community be involved in the development and implementa-
tion of comprehensive programs to prevent drug use and alcohol
abuse within the community. Therefore, this grant program has
been initiated to help communities develop partnerships for
the purpose of creating and implementing comprehensive preven-
tion programs. This program is designed to improve, change and
introduce innovations in the prevention approaches of the

community by utilizing the existing resources and potential of
the community in an optimal manner.-OBAP CPSP RFA, PP. 2-3.
Dr. Applegate tries to argue (presumably with a straight
face) that
The residents of the State of Illinois are not "served by the
same group of service organizations" as described in this RFA,
and do not meet the focus and requirements of the RFA for a
local community partnership.
As I discuss in Section 1 above and in my 6/8/92 letter to
you, it is absolutely ludicrous to believe that the Illinois
Department of Public Aid (IDPA), Department of Children and
Family Services (DCFS), Department of Alcohol and Substance Abuse
(DASA), Department of Employment Security (DES) and many others
either directly or indirectly are not "key organizations" and/or
have no important role to play in drug elimination in local
communities. Once again, Dr. Applegate is fundamentally missing
the point about Secretary Sullivan's warnings.
5. Perot-ettes: A Critical Example
To emphasize this important point of VISION and LEADERSHIP,
I will give one critical example of the interrelatednese of these
agencies and their essential role in either breaking of the
cycles of drugs, gangs and welfare in Illinois (and America) ONCE
AND FOR ALL or seeing these problems grow ever worse. To make
this example more interesting and concrete, imagine it being
explained to the American people over a two-hour period on a
morning talk show by a kind, elderly gentleman from Texas. He
speaks with a great deal of enthusiasm and conviction and with a
no-nonsense, get-the-job-done sense of commitment and urgency.
"Now let me tell you a story about welfare and real reform
and how those bureaucrats in Washington sit up there and keep
anything new and creative from getting done. Out in Illinois
their General Assistance program is called Transitional Assis-
tance (TA). If you are deemed to be "able-bodied," then you are
cut off from TA and are told to "fend for yourself." If you are
a drug-addict, a chronic alcoholic, a criminal or are illiterate,
however, then they tell you that you can stay on welfare for as
long as you want. You're not required to work. You may or may not
be "required" to go for treatment or to classes. But chances are
if you don't go, then nothing is going to happen.
"If you're a drug addict or alcoholic then, at the begining
of each month when you get your welfare check, without any
effective controls you start spending your check on alcohol and
drugs. Within a short time you have used up your money, SO you're
evicted. Now you're homeless. If you live with a mate and any
children you have sired, statistically you are more likely to be
abusing them than to be supporting them financially. In fact, if
anything, they are more likely to be supporting you. And all of
this is ultimately being funded by your tax dollars. It's goofy."

"Now if somebody came up with a program to find those people
on welfare and those people without jobs a chance to earn a
salary instead of being given a subsidy, you or I would probably
think that was a pretty good idea. If you said to alcoholics,
drug addicts and criminals, we will help you straighten out your
lives, but you've got to work for what you get, again you or I
would probably understand this and say that this is what teaches
people the values and habits that they need in order to get along
in society, let alone live an independent life without robbing or
abusing others. You or I would probably say that having a job
rather than a subsidy makes people more free, not less. But you
or I are not bureaucrate in Washington. There, goofiness is a way
of life and doing business.
"In point of fact, such a program as I just described was
proposed to HHS and to President Bush. Dr. Kimball Ladien, a
psychiatrist in Chicago, has been working for years to develop a
program he calls Safe Haven. Safe Haven aims to break the cycles
of drugs, gangs and welfare in America ONCE AND FOR ALL while
actually saving a ton of money in the process. Through the
development of a Community Service Corps, just like with the old
CCC and WPA we would guarantee people JOBS NOT SUBSIDIES. We
would give people A HAND NOT A HANDOUT.
"Safe Haven Community Service Corps jobs could be whatever
the needs of that community determined them to be. They could be
anything from Resident Patrols, to Day Care to tutoring and
After-School programs to Community Clean-up to Elderly Homecare
and Meals-on-Wheele to name but a few. And where possible, oppor-
tunities would be created in the private sector to hire people in
apprenticeship and other work programs. By having all adults
contributing to society and all children in school developing to
the maximum of their potential, we would have a society that
practices good solid preventive medicine and reaps the benefits
of it--just as the good doctor intended.
"Now as I said Dr. Ladien spent years developing Safe Haven.
He was going to have the program start in a few places, then let
it expand to cover more and more of the State as it proved its
ability to put people to work, to stop gange and drugs, and
improve the quality of life for all members of the community. The
local people wanted it, the local social service agencies wanted
it, local Government officials wanted it, State agencies--even
the Governor's office all wanted Safe Haven and wrote letters to
Washington in support of it. Dr. Ladien even showed how if Safe
Haven could reduce gang crime, drugs and teen pregnancy in
Illinois by even 10%, the State would be saving over $400 million
annually. On a National level, Safe Haven could save several
billion dollars even while greatly expanding the availability of
high-quality, affordable day care and after-school programs for
ALL American families and communities who would want them.
"So what did the bureaucrats in Washington do with Dr.
Ladien's safe Haven proposals? I don't have to tell you-you know
already. Because you know what Washington bureaucrats do. They
take your money. They work with their small special interest
groups, making sure to take care of themselves. But when it comes
to the American people and really solving the problems we elected
them to solve-forget it.

"Bureaucrats at HHS, in an agency called ADAMHA, decided
that Safe Haven was "beyond the scope" of their Department. Now
these folks at ADAMHA are accountable to Dr. Louis Sullivan at
HHS. Secretary Sullivan is directly accountable to the President.
The President says he supports welfare reform. Secretary Sullivan
says he supports welfare reform. But, when it comes right down to
it, either the President and the Secretary of HHS don't mean what
they say or they can't get their own policies implemented by
their own agencies. Either they are lacking in VISION or LEADER-
SHIP or both.
"Whatever the problem is, however, one thing is clear-they
aren't getting the job done. The problems are only getting worse.
If we want a Government that works, that gets the job done, then
you, the owners of America, have to vote in new management. If we
need to "nuke" Washington and start over with new people, then
that's what we'll do. Whatever it takes, we'll get the job done.
We'll break the cycles of gangs, drugs and welfare in America and
finally create a society with true LIBERTY AND JUSTICE FOR ALL."
6. Conclusions
My main conclusion is that chances are you'll never even see
this letter let alone read it. That's the way bureaucracies work.
If you do ever read this letter, then your choices are very
simple. Your boss, Louis Sullivan, has made his position on
welfare reform very clear--he's for it and thinks that it is
essential to genuinely accomplishing your mission. Michele
Applegate, however, writes that such fundamental reform is
"beyond the scope" of ADAMHA and OSAP. If you agree with Dr.
Applegate, then write me a letter to that effect and we'll take
the matter to the American voters. If you agree with Secretary
sullivan, however, then the time to act on this matter is NOW.
Figure 6, still unsubmitted, represents the political car-
toon that would follow up on a Perot speech and summarize the
growing frustration of the American voters, including myself,
with the inability of this Administration, including HHS and
ADAMHA to do anything beyond shuffling papers and wasting money.
If you and others at ADAMHA and HHS truly believe that Safe Haven
is "beyond the ecope" of your mission, then it will be right for
Rose to simply "nuke" Washington and start over with a new team
and a clear mandate. If you're going to help, then do it now.
In my Safe Haven-Illinoie proposal, I cite the "Citizen's
Criterion" (p. 37) for ultimately judging the true cost-
effectiveness of any proposals before you. It goes like this.
If an individual of any age, sex, race or creed can walk down
any street in America and feel safe, then we are starting to
do our jobs. If they can go into any school and see
enthusiastic learning and questioning minds, into any business
and find drug-free, productive workers, into any home and find
love and safety, then we would be moving towards the Twenty-
First Century with a renewed vision of ourselves and our
Society. This is the test by which ultimately to judge Safe
Haven or any other program.

HOW many violations of constitutional rights must take place
before the governing body's of Bullhead City, Arizona Mchave
County Attorney, and State Attorney General Grant Woods will

Dear James Baker III:
Please reference my previous correspondence from August 27,
1992 through the present.
I am requesting that your office act on my behalf and
obtain a fair and reasonable settlement with the CIA. In
return I will release the CIA of any future claims, etc.
Presumably there will be some sort of Secrecy Agreement. I
trust your office to work out the details which I will sign.
I need the settlement by the end of this month.
I want the CIA to agree to not interfere with my future
employment and opportunities related to my creative abilities.
As an example, on June 27, 1991 I met with Father Winters at
Georgetown University to discuss my teaching a class on ethics
in the School of Foreign Service. He seemed very positive about
doing this, and would work me into his program. Just before the
school year started last September 1991 I called him, he abruptly
wanted to get off the phone as if there was something wrong. Some-
one got to him. I have made another proposal to Father O'Donovon,
the school President, and Patrick Heelan, the Executive Vice
President, that would allow me to teach a creative writing class
in philosophy that would help students learn more about God
and his moral and ethical principles. I gave them several
samples of what I had in mind. Enclosed is one of those essays.
Several essays have already been sent to the New Yorker
magazine for their hopeful publication. I don't want this
stopped nor another story I have written for Walt Disney. The
common theme is faith in God and the moral doctrine I have
learned through reading the Scriptures. I say this because of
the many times 1 was typing at Kinko's in Georgetown, someone
would come up and pound on the window at me. Or if I was at
a park writing the obvious surveillance to see what I was doing.
I want this stopped. Writing was the only communication not
interfered with.
Nor do I want the friends around me harassed. I isolated
myself from friends because of concern what was around me would
happen to them. I documented these instances which you have.
So that everyone understands where I am coming from. I
Was relentless in my pursuit, because of my faith in God, that
somehow He would prevail over everything I thought was so wrong.
That he would perform a miracle for me, for his Glory, as
I felt our Constitution was Divinely Inspired. I could not resolve
what I saw because of my faith in the Almighty. My tragedy was that
my daughter was torn away from me in my quest.

"The Dream"
It must have been just before dawn, as that was the time
of day the others always came. But I'm still trying to separate
the dream from reality because the dream was what I wanted
reality to be. Somehow my heart could not face the reality of
my existence, but the dream made me understand there was another
side to life, and it allowed me to continue my quest.
So that you will understand the spiritual strength and hope
I found in the dream; I'm going to share it with you in the
hope you will feel what part of my soul knows.
I was in a meadow at the time; the meadow was like the grass
in Kansas. It was summer because the grass was light brown,
and the wind blew the grass like the wind blew the sand across
the desert, shaping the mounds of sand that had no vanity. For
the sand was there to exist with time and not for self
gratification. Then instead of 2 human being that watched the
meadow sway; I suddenly became part of the meadow.. And when
I became part of the meadow, at once I also became part of the sand
in the desert. My feelings and emotions that were once human
had become an imagination of the past. Those granules of
sand were now me; and now I could feel the wind of God blow
across my existence, that had no real existence except to
serve my father in heaven. I had no knowledge of wanting nor
needing to be something to ingratiate me.
What I had was the most powerful love, that I could not
feel or receive when I was a human being, because my existence
had become my father's.
Suddenly as quickly as I had gone into the meadow, the
wind of God came with unimaginable power and my dream was swept
away.
That morning I awoke with the morning sun in my face, in
my left hand that I use to write were the sands of the desert.
No matter what swells in the ocean I would confront in life; it
was made easy for me to continue because the sands of the desert
would always be in my left hand.
