(AN INTERVIEW WITH OUR THIRD PRESIDENT) WS: Sir, America is in trouble. What would you do today in 1992? TJ: We experienced the same problems in the Colonies: debt (then the Japanese were the British); drunkenness; drugs; lowering of standards. However, we had an advantage - a low standard of living, a good deal of poverty, not much time on our hands for anything but work, and fewer distractions than you now have. WS: Sir, what would you recommend? TJ: Start with the basics. Begin anew, work harder. Have much heavier penalties for those who impede regrowth. For example, drug dealers should be executed summarily. Encourage wine use as the moderate beverage. I have fought long battles with church and state regarding this beverage. I firmly believe the greatest public service I have rendered as President was not the payment of the national debt, but the lowering of wine tariffs. And I have said this on several occasions. George Washington and I chartered THE WINE COMPANY in 1774 to this express purpose. The British infected our lives with cheap demon rum and cider - much like the Japanese have invaded your present-day economic structure. It is imperative that you not worry about this invasion. Rather, focus on the solution - - one step to start with, and the second, third and fourth will follow. Be explicit in your determination to start anew. WS: That sounds a little vague, Sir. Please explain and try to do so in present-day language. We have SO many problems, from education and old age to petroleum, and they are far more complex than in your simpler days. TJ: That sir, is the history of the world. Problems of the present generation always seem more severe than those of another day. Rather than enumerate our problems or your solutions, I would dwell on the word FOCUS. Solve one major problem at a time. I believe the major focus of 1992 is DRUGS. Solve this and the fabric of society will begin to regenerate. Drugs have weakened the fiber of your society, and your enemies have noted and probably have promoted this effect. In my day, we got rid of the British demon RUM by promoting WINE, the temperate beverage. Use this as a lesson. As Mark Twain said, History has a way of repeating itself again and again and again WS: Sir, because of our advanced society, our problems today are much more numerous than drugs or Japanese cars. TJ: Precisely. You are engaged in a war of economic survival. You must start anew. So start with the very young. They must cast aside all thoughts of drug use. Again I say, FOCUS! Gear up your nation as I did mine, for the war against the worst evil - those who seek to destroy your youth, the fabric of your society. You will have it right from there Wm. The press has mismanaged and scattered the focus of your present situation. I would make it mandatory for the all members of the press (and especially the television press) to join the war on drugs. You are in a precarious position. Take charge of your destiny and your survival. Forget the pettiness of locality, of lobbying, of everything but the war that has been at your door for the past three decades. TJ: Since you are in a state of war, I suggest you act like it. Declare a national emergency against all those who would sell drugs to you and your children. Focus your attention on nothing else. Forget Japanese cars, remember fabric. Immediately execute those who would kill your children. To those who cry Fascism, say that the issue is the survival of the country. This is paramount WS: Any other advice sir? TJ: Yes Sir. Tighten up your laws concerning those who have no regard for society. Bring back the death penalty rather than filling your prisons with indigent, costly criminals. The country cries out for discipline the country screams no mercy for those who dare attack our youth the country is rapidly moving towards self-destruction unless you immediately institute this focus of attention I have recommended. Our gross domestic product per capita measured in purchasing power is 31% higher than Germany and 20% higher than Japan. On top of this, the American tax burden is lower, so our after-tax standard of living is significantly higher than all other industrialized nations. (See chart.) The much feared trade deficit is down to just over 1% of GNP. Joe: I can tell you're really caught up in all these facts - but what about recession and unemployment? I heard Bill Clinton say this is the worst recession since the Great Depression. Response: In fact, Joe, we have been technically out of recession since the spring of '91, if you measure recessions as economists always have. Could Governor Clinton's "worst recession since the Great Depression" be the one that lasted less than 9 months (third quarter '90, fourth quarter '90, first quarter '91, negative GDP) - 9 months in which a war loomed, began and ended. This so called depression-like recession had a total loss in output of only 1.6% versus a 4.1% loss in the '73-'75 downturn and a 2.8% loss in the '81- '82 recession. In addition, unemployment during the previous downturns rose to 9% ('73- '75) and 11% ('81-'82) compared to the 7.6% rate today we often hear referred to as catastrophic. What many don't realize is that the amount of US unemployment which is long-term, hence more troublesome, is far less than it used to be and far less than other industrialized countries. Chronic or long-term unemployment in 1991 was only about 1/2% in America while it was 3% in Germany, 3.5% in Britain and 3.8% in France. Long term unemployment here at home is less than half of what it was 1983. Joe: Enough of the facts and numbers already. All this is well and good for the average American, but let's talk about those less fortunate. In the last 12 years supply-side economics turned out to be nothing but a gimmick which padded the wallets of the rich and left everyone else behind; don't you listen to Mario Cuomo? Response: To begin with, the premise of supply-side in '81 was that we could lower federal tax PRODUCTIVITY PER MAN HOUR rates and over time have more INDEX: Japan 100. productivity which would actually 200 198 increase federal tax revenue. After the '81 tax cut this did happen but 153 150 Mr. Cuomo just won't admit it. According to the Kiplinger Report, real manufacturing productivity 100 100 increased at a rapid pace of 4% from '83-'88. Today, America leads the world in manufacturing 50 competitiveness. What really padded the wallets of the rich were the pre-1986 tax loopholes whereby high income earners used real estate shelters and other methods to pay no federal taxes. Believe it or not, Ronald Reagan, with the help of Congress used the '86 Tax Act to abolish the most unfair favoritism to the rich our tax code had ever been guilty of. Joe: But I heard Bill Clinton say "during the 1980's the wealthiest 1% of Americans got 70% of the gains." Response: Yes, but as economist Craig Roberts points out in Business Week, the very same bogus data can be used to show that during the Carters years the rich got 100% of the income gains. Senators Phil Graham and Pete Domenici point out in a recent study that if you begin in 1983 instead of 1980, thereby avoiding the '70's hangover, incomes rose equally for all groups during the Reagan expansion. Also, high income earners have paid a larger share of the tax burden since 1981. Many Americans badly need help but the debate should be more specific and the relief more focused. Forbes Magazine points out that in 1990 "37.2% of families with a female householder, with no husband present, were below the poverty level." That high a percentage should not be tolerated, but at least the statistic provides the specificity we need to provide relief. As Forbes clarified in an earlier issue, the U.S. poverty rate is less than 1% for those people who graduated from high school, kept their first job 2 for more than 1 year and live with a spouse or significant other. Joe: What about the 12 years of indifferent policies toward minorities? Response: David Ridenour with the National Center for Public Policy Research, points out that Black unemployment was reduced from 20.4% in '82 to 11.4% in '89. Also, between '82 & '88 32% of the record 16.7 million new jobs which were created went to Blacks and Hispanics. Finally, from '82 to '87 Black-owned businesses rose 38% compared to the 14% increase in the total number of businesses. Joe: But we have more bankruptcies and bank failures than ever before. Response: We have a much larger economy with many more businesses and banks than ever before. Joe: But the Japanese are buying up all our real estate and industry. Response: All other countries, including Japan, own a total of 1/2 of 1% of all American real estate including manufacturing facilities. So the Japanese overpaid for some high profile American real estate; thank goodness we didn't do the same in their country. If foreign interests build plants here because they can sell, make and deliver products to us and others more efficiently, it lowers our prices and creates jobs. Besides, we still have more direct investment in other countries than they do in ours. Joe: Let me hear you gloss over the Savings and Loan crisis which is setting us back well over $500 billion. Response: True, it might be $500 billion if you count the interest and administrative expenses over the next 40 years but that's like saying a $100,000 house really costs $280,000 including mortgage payments and administrative costs for 30 years. The real number if paid off immediately is more like $200 billion or just over 1% of our GNP sum for the 3 years the country has been in a panic about this. Joe: Sure, take all the facts you want, but anyway you look at it our German and Japanese competitors are gaining on us. Response: In some respects they are but their strong performance doesn't necessarily mean that we are losing speed. On the contrary, it has and will continue to increase our standard of living. Much of the reason America's purchasing power is so strong is that other countries produce certain goods more efficiently and we are smart enough to keep our trade borders open. The fact that other countries are using capitalism more effectively doesn't take from our slice of the pie as much as it increases our portion of a bigger pie over the long term. Joe: An answer for everything-well, how can you deny the budget deficit. Response: We don't agree that America's on the decline but we do agree that the deficit is a major problem. We lack capital because so much of our private savings is indirectly absorbed by our public debt. Many Americans are led to believe this is an evil which began 12 years ago. Journalist Michael Kinsley says that US public debt nearly tripled during Mr. Reagan's term. But he fails to mention that the debt practically doubled in the previous 5 years. Joe, we agree on the problem but probably don't agree on the solution. Lowering and simplifying tax rates in the '80's hasn't hurt America like the explosion of entitlements and government spending in general. According to The "Economist," between 1970 and 1990 real spending growth on mandatory entitlement was three times as fast as other expenditure growth. America's spending for the elderly alone nearly tripled between 1980 and 1990. Spending must be cut or frozen in these and other areas but neither presidential candidate can promise to do this because it would be political suicide. All citizens want spending cuts as long as they're not in "their own back yard". For years everyone seemed to agree that inflation control was our number 1 priority to posture-the country for growth for everyone. Now that we seem to have it, it's taken for granted and many want to claim that our recent economic record is geared only to the wealthy. In the short term price stability does more for the low and middle income families because a much bigger portion of their income depends on the lower costs of goods. In the long term, without price control lenders don't lend and investors can't invest, so jobs aren't created and workers aren't promoted. Today's low interest rates do more for the working man than Governor Clinton will admit. As for the middle-class, the cuts in home mortgage payments these days are much bigger than any potential tax cut. The success against inflation is one major reason the market value of U.S. public corporations has quadrupled since 1980. 3 Think about that, the global marketplace believes all our public companies have four times as much earning potential as they did just 12 years ago. Joe, maybe you and other pessimists are correct and can get rich by shorting the stock market and betting against America. but you might want to first chat with the bankrupt pessimists who have been trying that for 12 years. Joe: Anything else? Response: Yes. What is really taken for granted are the benefits of the current administration's pro-business actions during the last 4 years. Every time the president vetoes a bill and appears not to care about a specific interest. he is doing so to help general productivity and the average citizen's standard of living (see chart 1). Unfortunately, a "free market" platform sounds less caring even if it does create efficiency. It's ironic that many poor nations in Latin America and elsewhere are growing out of poverty using policies of less central government, privatization. free trade and inflation control - the very cornerstone themes of Reagan and Bush, who are always accused unfairly of caring only about the rich. Isn't there enough history to prove that well-intentioned programs can become addictive for the recipients? Isn't there enough positive evidence to refute the "no compassion" label many try to pin on the last 12 years? If you are choosing your candidates based on the alleged doom of America, ask for more real evidence. Though far from perfect, America is still the preeminent economic and social power in the world. S. Senator from Kentucky for the Presidential Medal of Freedom. I know of no one more deserving of this honor than this tried and true Patriot, my friend of forty six years, John Sherman Cooper. I will not dwell on Senator Cooper's accomplishments, but would mention his having been a member of the Warren Commission. Instead, I will focus on an incident that occurred while John Sherman Cooper was U.S. Ambassador to India, and how it affected people's lives throughout the world. It involves Monkeys, Religion, War, Friendship, Caring, Cessation of a War and Happy Results of an Ambassador's assignment. In India, the Hindu considers both the COW and monkey sacred animals. The Rhesus monkey is native to India (there are over 200 various species of monkeys). The term "RH" factor in blood comes from the Rhesus monkey where it was first discovered. In the manufacture of Salk Polio Vaccine, kidneys from the Rhesus monkeys are needed. In 1955, India was the only source for the United States of Rhesus monkeys. The ex- porters (in India) hired Moslems to capture the monkeys. After capture in India, the Rhesus monkeys were transported by plane to the United States. A religious war between the Hindus and the Moslems broke out in India over this situation. In order to stop this war the India Government on March 11, 1955 banned all Export of monkeys from India. Now there was a halt on Medical research, and "slowed down" poliomyelitis vaccine production in our country. The reason no more Rhesus monkeys coming into the States. The American Embassy in New Delhi, India was alerted and the problem was taken up with the Indian authorities by our Embassy. Prime Minister Nehru and Ambassador Cooper had become great friends and often had late evening meetings. (See page 73 "John Sherman Cooper" (The Global Kentuckian) by Robert Schulman. Soon the restriction on exporting of monkeys was lifted through U.S. Ambassador Cooper's personal efforts and diplomacy. Reflecting back these thirty four years one begins to realize how many people worldwide received the fruits of Cooper's ability, understanding and friend- ship with Nehru, and Nehru's respect for Cooper. If it had not been for Ambassador Cooper, Polio might not have been eliminated in our time, and much of our medical research could have ground to a halt and put back for a long time. A few years ago on a television News Broadcast at a State Dinner in Washington, D.C., Prime Minister Gandhi (Nehru's grandson) was shown conversing with Senator Cooper. Three years ago at a dedication of a statue of Senator Cooper in Somerset, Kentucky, I observed a large delegation of government officials from India. To this day Ambassador Cooper is respected in India and not forgotten. On 23 August, 1989 Senator Cooper will celebrate his 88th Birthday. His illustrious bio- graphy speaks for itself and is a legend in its own right, a masterpiece, and record beyond reproach. It is enclosed for perusal. Furthermore, it is currently authoriz- ing shipments only for medical research purposes and for poliomyelitis vaccine production on a special permit basis to certain consignees for a predetermined quantity of monkeys. The only American end-users thus far "approved" by the Indian authorities are the three you have mentioned in your letter. It may be helpful for you to know that Mr. T. E. Patterson who has been by far the largest exporter of monkeys from India, who ships from New Delhi, and who has been for some time the supplier for Mr. Edgar D. Davis of Shamrock Farms, Incorporated, plans to be in New York the week of May 16. He would then be able to discuss these problems with Mr. Davis. They include a constant bombardment upon our households of anti-traditional messages of every sort, through television, movies and magazines, consis- tently distorting the news and portraying American life in a twisted and biased fashion, espousing values reflective of their own ultra-liberal standards. What is the prize the liberal media seeks to wrest from the American people - nothing less than the future of our country, beginning with the election which is now imminent. Grand Theft! A Man of Character We here in Houston know George Bush to be an honest and decent man in every sense of the word with a strong traditional sense of values, with patriotic love of country and a fine sense of duty. George Bush volunteered to serve and defend his country in World War II and was a war hero. After the war, and after proving himself a successful entrepreneur and business leader in Texas, George Bush served his country selflessly and enthusiastically in numerous capacities over many years, culminating in his election as Vice President and now President. All the while, George Bush has remained committed and faithful to his country, his family and his values, even in the face of increasingly shrill and disingenuous criticism from the liberal media. Proven Courage With George Bush as its leader, America demonstrated its courage and its resolve in the war against Saddam Hussein. The President organized and energized diverse nations and governments to join with us to stop a vicious dictator whose ambitions were to control the oil of Saudi Arabia and to literally annihilate Israel. We dare not imagine what horrors Iraq's madman would have caused if America had not had a president with enough courage and conviction to stand against the onslaught of protests, accusations and lies, not from outside America, but from our own liberal media and its ally, the Democratic Congress. Fortunately, with George Bush as commander-in-chief the war against Saddam Hussein was fought with single-minded purpose and won with an almost unbelievable small loss of American lives. It should surprise no one that while the President enjoyed the support of essentially the entire free world, the liberal media and the Democratic Congress in his own country did everything possible to sabotage, embarrass and discredit him, and they continue to do so to this day. The Lesson of History Under the stewardship of George Bush and Ronald Reagan, America won the cold war and permanently reduced the threat of nuclear catastrophe that has enveloped us since World War II. America is now the undisputed power in the world. When America's foreign policy was last entrusted to a Democratic president, the United States was ridiculed and laughed at, both at home and throughout much of the world, our men and women in the services were scorned and the American people were wrongly blamed for all sorts of ills, everything from malaise to excessive consumption, by their own president, their own federal government and the liberal media. The Liberal Agenda Who then are the liberal media? They are the disgusting people who ridicule and despise America's mainstream sense of values. They are the people who are more concerned with the right to burn an American flag than the right to live safely in one's own home or neighborhood. They are the people who purposely inflame the anger of minorities and the underprivileged, and then portray the ensuing riots, violence and theft of property as an understandable, even appropriate, form of politi- cal expression. They yell "censorship" when a person who makes a business out of advocating the murder of police is criticized and they howl at anyone who speaks out against government subsidies for child pornography foisted upon the public as so-called art. They produce sleazy movies, music and television programs that purposely and perniciously undermine our society and its most important values. These are the credentials of the liberal media. No, it's because Clinton promises to protect and promote the liberal agenda. In fact, Clinton promises a no-change government. No change from the last forty years of an ever growing, ever more intru- sive, ever more counterproductive federal government that has been fostered and expanded by one Democratic Congress after another. No change from the liberal agenda of school bussing (a proven disaster for our public education system), of selective discrimination and of selective enforcement of "equal rights", of quotas, and of ever greater taxation of the wages and earnings of those Americans who produce the country's wealth, and for no purpose except to enrich, and buy the votes of, the entitlement groups who use their political machines to "legally" steal an increasingly larger share of the country's resources. In point of fact, the liberal media could not have found anyone more committed to protecting the liberal cause than Clinton and Gore. Among other things, Clinton is opposed to term limitations that are needed to reform the Congress. Clinton is opposed to a Constitutional amendment to reform federal spending by mandating a balanced budget. Clinton is opposed to education vouchers that would give poor and middle class parents the ability to choose for themselves which school offers the best education opportunity for their children and that would inject a measure of competition into an educational system that desperately needs real reform and real improvement. America's Best Chance The choices we make now are critical to America's future. Each American must carefully examine which path they would choose for their country, in the best interest of the country as a whole and not on the basis of each person's narrow self interest or any single issue like abortion. The candidates of the liberal Democratic party, totally controlled by the labor bosses, the entrenched bureaucrats and the liberal special interest groups, seek to lead us toward an ever larger federal government and ever diminishing individual liberties and individual responsibilities. Americans are not to blame that the liberals have chosen this man, "Slick" Bill Clinton, as their leader. But now, each American is responsible to decide whether this man, chosen by the liberals, will be trusted to lead our country, this man who does not regret that in his youth he chose to subvert, rather than serve or support, his country, this man who now seeks to be entrusted, as America's commander-in-chief, to protect those same liberties and ideals that men like George Bush have risked their very lives to preserve. The candidates of the Republican party offer the means and the vision to reform and downsize an already too large federal government so as to expand and protect individual liberties and responsibilities, and they offer the commitment to lead America in reclaiming its most fundamental shared values. We believe Americans who want to reform the federal government must now support George Bush and Dan Quayle, the candidates of the party that wants to empower the people and reform the government against those who seek to empower the government and reform the people. To those who share our desire to reform the government, but who disagree with the party's platform language on abortion, rather than throwing away your vote on this single issue, please consider working with those of us in the Republican party who know this issue can be made part of the Republican agenda to ensure that the federal government will not intrude upon a decision so personal in nature.
