STATEMENT BY THE PRESS SECRETARY
The United States today signed a framework agreement with
Argentina, Brazil, Paraguay, and Uruguay establishing a Council
on Trade and Investment. The President, accompanied by Brazilian
President Fernando Collor, participated in the Rose Garden
ceremony. United States Trade Representative Carla A. Hills
signed for the United States. The other signatories were
Argentine Foreign Minister Guido Di Tella, Brazilian Foreign
Minister Francisco Rezek, Paraguayan Foreign Minister Alexis
Frutos Vaesken, and Uruguayan Foreign Minister Hector Gros
Espiell.
The framework agreement is the first signed with a regional group
since the President announced the Enterprise for the Americas
Initiative (EAI) on June 27, 1990. The United States has signed
bilateral framework agreements with eight other countries of this
hemisphere under the EAI.
The objectives of this Council, established by this framework
agreement, are to monitor trade and investment relations,
identify opportunities for expanding trade and investment through
liberalization and other appropriate means, and negotiate
implementing agreements. It will also seek to consult on
specific trade and investment matters of interest to both parties
and identify and work to remove impediments to trade and
investment flows. Under the agreement, the five countries agreed
to seek the cooperation of the private sector in matters related
to the work of the Council.
In his remarks during the signing ceremony, the President praised
the accord, noting that the proposal for a multilateral agreement
had come from the four Latin American countries. He reaffirmed
that the U.S. goal is for a hemispheric free trade area
stretching from Alaska in the North to Tierra del Fuego in the
South, and promised that the United States would implement this
agreement with the same spirit of cooperation and innovation that
produced it in the first place.
At President Collor's suggestion, the parties have agreed to
refer to this agreement as "The Rose Garden Agreement."

WITH ARGENTINA, BRAZIL, PARAGUAY AND URUGUAY

The United States on June 19, 1991 signed a "Framework Agreement
on Trade and Investment" with Argentina, Brazil, Paraguay, and
Uruguay, the countries now in the process of forming the Southern
Cone Common Market (MERCOSUR) by the end of 1994. The signing of
a single agreement with these countries constitutes an important
step in implementing the trade component of the President's
"Enterprise for the Americas Initiative" (EAI).
Enterprise for the Americas Initiative
June 27 is the first anniversary of the President's announcement
of the EAI. In the past year, significant progress has been made
in implementing the trade pillar of the EAI (See "Chronology").
The EAI is the result of a thorough review of U.S. economic
policy toward Latin America. It seeks to create new, equal and
reciprocal relationships with the other countries of the Western
Hemisphere. The EAI, which consists of three pillars addressing
trade, investment, and debt issues, responded to the actions
these nations have taken to promote democracy and economic
reform.
Trade Pillar

The EAI specifies two approaches to bring down trade barriers in
the hemisphere: a successful outcome to the Uruguay Round and a
"system of free trade" from Alaska to Tierra del Fuego. The
North American Free Trade Area (NAFTA) is the first step in the
creation of such a hemispheric market. The process of creating
this market will take a number of years because the commitment to
open markets completely and on a reciprocal basis involves many
complex issues.
Framework Agreements
The United States is moving forward to conclude framework
agreements on trade and investment with those countries and
groups of countries that wish to work toward freer trade in the

hemisphere. Framework agreements, in an of themselves, do not
bind the signatories to carry out specific trade liberalization
commitments. They are comprised of a declaration of trade and
investment principles, an agreement to consult on a regular
basis, and an initial agenda for consultation. Illustrative of
the enthusiasm for the President's initiative, Chile, Colombia,
Costa Rica, Ecuador, El Salvador, Honduras, Peru, and Venezuela
have signed framework agreements with the United States thus far.
Completion of a framework agreement with a country or group of
countries ,establishes a channel to explore various trade
liberalization options and promote the EAI vision. It does not
imply that we will be proposing free trade negotiations with such
countries immediately.
While framework agreements have to date been undertaken on a
bilateral basis, countries joined in regional groups may also
sign agreements directly with the U.S. under the President's
initiative. As noted by the President in his June 27, 1990
speech announcing the EAI, " The U.S. stands ready to enter
into free trade agreements with other markets in Latin America
and the Caribbean -- particularly with groups of countries that
have associated for the purposes of trade liberalization."
The signing of a framework agreement with Argentina, Brazil,
Paraguay and Uruguay marks the first framework agreement with a
regional group.
The Office of the United States Trade Representative is also
finalizing a similar agreement with the Caribbean Community
(CARICOM). By significantly reducing trade barriers among
themselves and expanding this liberalization to other countries,
these regional groupings enhance free trade principles that
support U.S. objectives in the current GATT negotiations.
The remarkable progress on negotiating these agreements with such
a broad range of countries in the Americas testifies to the
commitment of so many nations in the Western Hemisphere to
economic reform, liberalization and democracy in recent years.
Chronology of EAI Trade Implementation to Date
Significant progress has been made during the past year in
implementing the trade pillar of the EAI:

Letter to POTUS from John Johnson
You have requested our views on a letter from John Johnson to the
President in which he asks that the President hold a dinner at
the White House for major donors to the United Negro College Fund
("UNCF"). Mr. Johnson has not only requested a dinner, but has
asked that the dinner be held on November 19, 1991, which is
National Philanthropy Day. Additionally, he advises that UNCF is
willing to pay for the dinner.
There are two separate questions posed by Mr. Johnson's request.
First, can (or should) the President hold a dinner for major UNCF
donors. Second, if the President were to hold such a dinner,
could UNCF pay for the dinner.
We should begin by emphasizing that the President and First Lady
may invite whomever they wish to the White House for dinner. The
President and First Lady have always been generous in recognizing
the contributions, financial and otherwise, that have been made
to the Administration's causes. (The recent Team 100 dinner is a
good example.) But in our view it would be inappropriate for an
outside organization such as the UNCF to use the White House so
explicitly to reward (or solicit) contributors.
As you know the President has adopted a policy regarding the use
of his name by charitable institutions. Under this policy, which
differs from the President's policy regarding commercial
endorsements, the President routinely declines to permit his name
to be used in connection with charitable fundraising, except for
those institutions or causes with which he was involved prior to
becoming President. It is our understanding that the President
had substantial involvement with UNCF prior to becoming President
and that he has continued to support UNCF's efforts.
Notwithstanding the President's continued support for UNCF, we
recommend against the President holding a White House dinner
exclusively for UNCF's major contributors. First, while the
President frequently has attended charitable fundraising events
such as banquets, we unaware of an event at the White House which
was held exclusively to honor donors to an outside charitable
cause. Such an event would suggest that the President had used
his office for the gain of a private foundation. We believe that
such explicit use would be inappropriate. Second, there is the
appearance of a quid pro quo in that donors to UNCF are rewarded
with a White House dinner. Third, and wholly apart from these
concerns, we are concerned with the inferences that would be
drawn from a dinner that only recognized major donors. At a time
when the President is emphasizing volunteerism and philanthropy,
it would be a cross signal for the President to honor only major
contributors to UNCF.
In any event, no outside organization may pay for its dinner at
the White House. Since the White House does not have gift
acceptance authority, such payment would constitute an
augmentation of appropriations. The National Park Service does
have gift acceptance authority and we have relied on that
authority for donations of food and drink for events such as the
Easter Egg Roll and the physical fitness program. We doubt that
an event such as that proposed by Mr. Johnson would fall within
the Park Service's gift acceptance authority, but should there be
interest in pursuing this question, we would press the question
to the Park Service.

STATEMENT BY THE PRESS SECRETARY
China Trade
The Press Secretary today announced the decision to impose
constraints on high technology trade with the Peoples Republic of
China as a result of actions by entities in the PRC to transfer
missile technology to other countries. The President decided
that the significant risks to U.S. security interests posed by
these missile transfers would result in limits on the sale of
high performance computers. In addition, the President will not
waive sanctions that prohibit the transfer of U.S. technology for
satellites launched on Chinese rockets. Finally, we are taking
steps to impose sanctions on certain firms in the PRC that have
contributed to missile proliferation.

Export of High Performance Computers
The U.S. has serious national security concerns regarding the
shipment of high performance computers to the PRC. These
concerns are based on several factors:

the aggregate threat of significant technology transfer that
occurs when researchers develop experience in operating the
computers and customizing software;

the potential diversion to military use of technology
acquired in this fashion; and
the key role that computers play in the management of high
technology military systems and the resulting enhancement of
the capabilities of such weapons or missiles as demonstrated
in Operation Desert Storm.
These concerns are heightened by the risk that the PRC may
transfer advanced weapons-related technology to other countries,
as in the case of ballistic missile transfers.
Exports of computers to certain countries, including the Peoples
Republic of China (PRC) are controlled multilaterally by the U.S.
and its partners in the Coordinating Committee for Multilateral
Export Controls (COCOM). Over the past year, these controls have
been liberalized significantly. However, high performance
computers that are critical to the effectiveness of military
systems remain tightly controlled and require the approval of the
seventeen COCOM members prior to the issuance of an export
license.
Because of the threat to regional stability resulting from
ballistic missile proliferation by the PRC, and the resulting
threat to U.S. national security interests, the President has
decided to limit licensing the export of computers exceeding a
Composite Theoretical Performance of 41 million theoretical
operations per second (Mtops). Export licenses for computers
above that level will occur only after extensive review to ensure
that the proposed sale poses no threat to national security. Our
concerns in this regard are being communicated directly to other
governments that are members of COCOM and the Missile Technology
Control Regime.

Satellite Launches on PRC Missiles
Licenses to Chinese entities of U.S. technology for satellites,
their components and associated technologies have been suspended
under Section 902 of the Foreign Relations Authorization Act for
Fiscal Year 1991-1992. Under the law, the President may waive
these suspensions if he reports to Congress that it is in the
national interest of the U.S. to do SO.
The President has decided that PRC actions related to the
proliferation of missiles make it inappropriate for the U.S. to
approve any further export licenses for commercial satellite
launches at this time. This action does not affect the recent
decision to allow the launch of the Swedish satellite known as
Freja nor the reaffirmation of the approval to launch the
Australian Aussat satellites.
Missile Proliferation Sanctions
U.S. concerns related to weapons proliferation resulted in
legislation that requires the imposition of sanctions on
companies that engage in certain missile proliferation
activities. We have evidence that two Chinese entities have
transferred missile technology to Pakistan. The entities in this
case are the China Precision Machinery Import-Export Corporation
and China Great Wall Industry Corporation. Accordingly, we are
taking appropriate legal steps with respect to imposing sanctions
on these firms.
We have expressed urgent concern to the Chinese Government about
exports of missile technology. Under Secretary of State
Bartholomew will discuss these concerns in detail during his
meetings in China June 17 - 19.

This is a mid-week report since we're about to gather the RNC in Houston. Expected
attendance is 138 members which is a tremendous turnout. If your schedule isn't too
hectic next week, I'll slip over and give you a report on what transpires. (Incidentally,
I neglected to mention after my last trip that Hal DeMoss asked me to pass on "warm
regards to the broccoli eater!"
Jeanne went with me on a quick trip to Europe this past week. I addressed a meeting
of the Young President's Organization (YPO) in Vienna, which had about 400 people
(probably 3/4 American) plus spouses involved. It was a tremendously well organized
meeting, and provided a good recruiting ground for major donors. I also spoke to a
major investment seminar in Paris, and tried to give a strong boost to the Uruguay
Round. I pointed out that Kohl and Mitterand are still the keys to success of that
exercise, and added that it is imperative that they take a different attitude toward it now
that they chose to do last December.
We had Republicans Abroad events in both cities, and the one is Paris was excellent.
We stayed with the Curleys while there, and they both send their best. Walter plans to
try to help a bit from a distance as we try to breathe some life into the New York
Republican Party.
The Louisiana convention turned out about as well as could be expected. As you
undoubtedly know, Congressman Holloway got the official gubernatorial nomination,
thereby denying it to Duke. But he received only slightly more than a majority of the
votes, so it was no big victory for him. That should leave Governor Roemer in a
relatively strong position, assuming his veto of their abortion legislation is not too
damaging.

I do hope you'll sometime be able to work in an event for Roemer, even though some
of the party hierarchy has been objecting to White House and "national party"
interference in Louisiana politics. I'll be meeting with their RNC members in Houston
this week, and I will quietly suggest to the party chairman, Billy Nungesser, that he do
his criticizing in private!
The Strauss nomination was a good move. This is a such a critical time for the Soviet
Union that you need someone in Moscow who understands business and politics. I'm
not sure the Soviets can get through the political and economic reform process even
with guidance and support from you, Secretary Baker, and Ambassador Strauss, but
without some guidance they are in deep trouble. We got a few phone calls from party
people objecting to the nomination, but not many. I told Ron Brown we were going to
follow the same appointment strategy for any legitimate Presidential candidate he might
surface!
The Thornburgh Senatorial candidacy is in the hands of the courts, as you know, but
we're reasonably confident that the final outcome will be satisfactory. Were the extant
decision to be affirmed, both we and the Democrats would have to change electoral
procedures in a whole host of states. I did a fundraiser for Congressman Ritter early
this week, and there was lots of discussion of the issue since his is the home area of the
Federal District Judge who ruled on the matter. People there are just astonished at and
totally surprised by what occurred. We do need a timely outcome, and that may
require skillful legal follow up in Pennsylvania.
In my last report I neglected to congratulate you on the fast track victory. That was a
sensational, heartwarming result in a rugged battle on a very critical issue. Your
personal intervention was crucial, and the world will benefit. The Democrats, of
course, chose the labor unions over Hispanics and we need to point that out over and
over again from now until November 1992.
Direct mail fundraising is still tough, but so far we are keeping our heads above water.
We're giving considerable attention to our major donor program, and I've begun to
invite small groups of Team 100 members and Eagles to the White House for breakfast
or lunch with me. They seem to like having an opportunity for some input in that
intimate environment, so I plan to keep doing it even though it is time consuming.

Dear Mr. President,
The Soviet legislature's recent moves toward codifying the right
to emigration by citizens of the USSR is a step that you have
welcomed and urged Soviet leaders to take. Unfortunately, some
American citizens desiring to visit territory controlled in whole or
in part by the Soviet Union continue to be denied the exercise of the
basic human right to freedom of travel.
I am one of those people.
On April 18 I submitted a visa application to the Soviet
consulate in Washington to travel to Lithuania at the invitation of
the Lithuanian Supreme Council (Parliament). Subsequently I was
informed by the consulate that I would be denied a visa, though my
wife received one in about a week's time. Since the latter part of
April I have been waging an unsuccessful campaign to reverse this
decision and visit the land of my parents for the first time in more
than 18 years (I am 37 years old).
The first time I visited Lithuania I had just graduated from
high school in Detroit, where I was born and raised. My brother and I
were allowed to visit Lithuania in 1972 for five days only, and were
strictly confined to the Lithuanian capital, Vilnius. We were unable
to travel to the birthplaces of our parents or the gravesites of our
grandparents. This was to be a major goal of my visit this year.
But when the time came to leave for Lithuania on June 3, my wife
was forced to travel alone.
Since receiving word' of my visa denial I have worked through the
US and Lithuanian governments to apply pressure on the Soviets. A
number of Congressmen and Senators have tried to help. Senators
DeConcini, Robb and Riegle, as well as Congressmen Hoyer, Smith and
Wolf wrote letters on my behalf to the Soviet ambassador. Staff
assistants to Senators Warner and Bradley placed phone calls to the
Soviet embassy. The Soviet consul-general told Senator Bradley's aide
that he was well acquainted with my case but could promise nothing.
Two bureaus of the State Department were contacted, and I was assured
that my visa denial would be raised with the Soviets.
I spoke with Lithuania's President Landsbergis about my visa
denial when he was here in Washington last month. He directed the

Lithuanian Foreign Ministry in Vilnius and Lithuania's
representatives in Moscow, to address my case.
It was the latter who unraveled the mystery behind my visa
denial. They visited the KGB in Moscow and were told that I was on a
blacklist compiled by the KGB in Vilnius and that, so long as the
Vilnius office wanted me to be kept on the list, I would not be
allowed into Lithuania.
Further inquiries yielded another clue: the blacklist containing
my name had been submitted to the Vilnius KGB by Mykolas
Burokevicius, the leader of the rump Communist Party in Lithuania
which is widely considered to have played a central role in the
failed coup d'etat against the Landsbergis government last January.
The KGB told a Lithuanian diplomat in Moscow that the individuals
named in the blacklist were guilty of "anti-Soviet agitation and
propaganda" and of opposing Lithuania's accedence to President
Gorbachev's new all-Union treaty.
Mr. President, more than once you have publicly expressed your
faith in Mr. Gorbachev and his policies of perestroika
(restructuring) and glasnost (openness). I ask you to use your good
offices to intercede on my behalf. Please put this challenge to
President Gorbachev: if he is sincere about his policy of openness,
why is he denying Americans visas to visit the land of their
ancestors? Why do his security forces continue to maintain blacklists
of Americans?
Your efforts will be much appreciated and, I have no doubt, will
bear fruit not just for me, but for other Americans as well whose
basic human right to freedom of movement is being similarly violated.

proposed school continues to be very much a part of the overall
project, and it would likely be problematic (at least from Texas
A&M's point of view) to have two graduate schools with partially
overlapping missions and similar names.
Finally, the George Bush school in Midland is a public
school, and they made an independent decision to name it after
you. You may also recall that Midland sought to rename its
airport after you (please see attachments) ; you did not want to
accept this honor while you were in office.
In sum, with regret it's recommended that you not
specifically approve the use of your name at this time,
particularly given the status of Yale's current fundraising

decision. To assist you, I have attached at Tab B the applicable
precedents from the Reagan years, along with a. veto by President
Ford of a bill to name a federal building in his honor, and a
memorandum from Counsel on the subject.
In short, there is a clear precedent that federal buildings and
facilities not be named for Presidents while they are still in
office. President Reagan continued this precedent. With regard
to non-federal facilities, President Reagan accepted the naming
of a school and a cottage, but declined the renaming of the
Newark Airport due to the "apparent immodesty of the action."

I received your letter about the proposal that the name
of the Midland International Airport be changed, and I
want to tell you how pleased and honored I was by the
thoughtfulness of the Mayor and City Council. I'm
informed, however, that, there is clear precedent
against Presidents accepting any such honor while in
office, a precedent I feel it important to respect.
Midland and Odessa will always be dear to Barbara and
me. We raised a family there, and it's where I became
a Texan. I hope that sometime in the not-too-distant
future, I'll be able to revisit Midland and see many old
friends.

more complicated than some of the others
you have received. Should you wish to
accept it, it is likely the initiation
fee and the annual dues would be counted
as a gift because the invitation contem-
plates you would have all the privileges
of a regular member and the club would
expect "that the club facilities be used
at least occasionally. " Second, there
is a general caution against participating
in new ventures (e.g., not writing
articles for the first issues of maga-
zines), which might apply here; since
the course is new, it might seek to

Honorary Membership for the President in the
Robert Trent Jones Golf Club
You have asked for our views on an invitation from the President
of the Robert Trent Jones Golf Club in Lake Manassas, Virginia,
to the President to become an honorary member of the Club. The
Club's offer to the President would waive the initiation fee and
annual dues; it does not state anything about greens fees or
other charges or assessments. The invitation states that "[a]ll
we ask is that the Club's facilities be used at least
occasionally." The Club claims that it does not discriminate on
the basis of race or sex, and the Board of Governors' includes at
least one black and one female member. Secretary Skinner is also
a member of the Board of Governors of the Club.
From time to time the President receives either memberships or
honorary memberships in organizations and clubs. When
memberships are received, they are treated as gifts. If the
President decides to accept the membership, then the membership
must be valued and reported as a gift. Honorary memberships
present a more complicated problem. Some honorary memberships
are truly "honorary;" that is, the President is declared an
honorary member, but no real evidence of membership is involved.
The President is not expected to exercise any of the ordinary
privileges of his "membership." Such honorary memberships are
not treated as gifts for purposes of valuation and reporting. On
the other hand, honorary memberships that carry definite
privileges and, therefore, can be valued, are treated as gifts
and must be reported by the President.
Though nominally "honorary," the offer from the Robert Trent
Jones Golf Club has the earmarks of a regular membership.
Although the Club would waive the initiation fee and annual dues,
the President would have all the privileges of a regular member;
indeed, in its invitation the Club notes that it would expect
"that the Club's facilities be used at least occasionally." In
our view, the honorary membership has value that can easily be
determined, and if the President wishes to accept the invitation,
his membership will be reportable, both for the initiation fee
and the annual dues.
Wholly apart from our gift analysis, we are concerned that the
Robert Trent Jones Golf Club may derive some benefit from being
able to state that the President is an honorary member of the
Club. Although the Club's invitation assures that the project
"is a golf club, not a real estate development, " the golf club
itself is a commercial development that stands to gain in
prestige if the President is an honorary member and particularly
if he plays the course. Indeed, our concerns are heightened by
the Club's request that the President use the facilities "at
least occasionally." If the President were to accept this
honorary membership,1 it might well encourage other clubs and
organizations to confer honorary membership on the President as a
means of boosting their prestige. At the very least, if the
President wishes to accept this offer, we should seek assurances
that the Club will not refer to the President's membership in any
advertisement, report or other publication.
One alternative to our gift and commercial benefit concerns would
be for the Club to offer the President some less formal
relationship with the Club, for example, a standing invitation to
play the course. A standing invitation would probably not be
considered a membership, either honorary or regular, and in and
of itself would not be reportable as a gift. of course, to the
extent the President actually used the facilities and the greens
fees, caddies fees, or other charges were waived, then that gift
would be reportable under the usual rules. The standing
invitation would reduce our concerns over possible exploitation
of the President's honorary status with the Club.

We recently received a complementary copy of the Winter
1990-91 issue of American-Arab Affairs and write to correct a
situation regarding the use of a Presidential quotation.
In November 1989, you requested a Presidential message for
the eighth anniversary of the American-Arab Affairs Council.
Your letter specifically stated that the message was to be read
at a luncheon with the Board of Governors of the organization and
made no mention of plans to excerpt the message for other uses
such as fundraising. Our sending a message to your organization
was itself a departure from usual White House procedure; normally
we provide such messages only for "milestone" anniversaries of
national organizations. Nevertheless, a message was sent.
The recent issue of American-Arab Affairs inaccurately
excerpts this letter as an endorsement of your publication, and
the subscription envelope contains the same purported endorsement
and a reproduction of the President's signature. This is
unacceptable for several reasons. First, it represents an
unauthorized reprinting of a Presidential message for a use for
which the message was not sent. Second, the President's message
congratulated the American-Arab Affairs Council, not the
magazine. Third, this is an unauthorized reproduction of the
President's signature.
For these reasons, we request that you remove the
President's endorsement from materials related to your magazine.

The Forest Service is celebrating 100 years of "Caring for the Land and

opportunities we have on the Angeles National Forest, California's very
first National Forest. Our employees, special use permittees,
concessionaires and growing number of citizen volunteers face enormous
challenges managing this unique and complex ecosystem in the midst of what
has become one of the most heavily urbanized areas in the nation.
While I have the opportunity, I want to applaud you for your Recreation
Initiative. This program will provide essential funds for refurbishing our."

This book, "Angeles National Forest," is the product of a dedicated group
of volunteers and one fine photographer, Mr. Roy Murphy. These volunteers

--DRAFT TAXES AND GOVERNMENT SPENDING--
Dear:
Thank you for your letter to President Bush regarding Federal
taxes and Federal spending. The President understands and
shares your concern.
Last year, Congress and the Administration took great care in
negotiating and crafting a package of deficit reductions and
budget restraints, which answers many of the problems that you
address. The Omnibus Budget Reconciliation Act of 1990 not only
cuts the budget deficit by $500 billion over five years but also
puts into place powerful restraints against future increases in
spending.
In addition, the bill incorporates an expansion of the Earned
Income Tax Credit for low- and moderate-income working families
with children, adopting the same principles as the President's
proposed Child Tax Credit. The maximum credit for some families
will more than triple, increasing from $950 in 1990 to around
$3000 in 1995, when the credit will include a reimbursement for
qualified health insurance payments.
Automatic spending restraints were the most important component
of last year's deficit reduction package. They will help to
limit the burden of deficit spending on today's children and on
those yet unborn. These tight spending caps and "pay as you go"
financing are already having a positive effect. No longer can
new programs be introduced unless a way is found to pay for them
first. Unfortunately, some in Congress continue to introduce
legislation to cut funds from the President's broad- based budget
proposal in order to fund narrow, special interest projects. The
line-item veto would help the President to restrain such wasteful
spending. To date, Congress has refused to grant him that
authority.
President Bush appreciates your support for spending restraint
and for responsible government. He also appreciates your taking
the time to share your concerns with him, and he hopes that you
will support further reductions in spending and additional tools
of restraint, such as the line item veto.

I have enclosed a copy of a report I received from Dr. James C.
Dobson, President of the Focus on the Family Organization.
Words can not express my outrage at some of the programs funded
by the United States Congress that are listed in this report. I
am particularly incensed because of all the rhetoric I listened
to in the fall of 1990 about the necessity for a tax hike due to
the great federal budget deficit. No wonder we have a federal
budget deficit with all the waste that is going on in
Washington, D.C. The way I feel right now is that I am inclined
to vote against all incumbents in 1992 regardless of party
affiliation. I am going to urge my friends to consider doing
the same thing and I have a fairly wide circle of friends. The
people of this country are sick and tired of listening to
demagogic statements about taxing the rich and other such verbal
garbage when you people in Washington throw our dollars around
on wasteful projects like those listed in this report.
I would urge each of you to do what you can do to stop this
waste and specifically I would urge you to support in the
Congress Senator Dan Coat's bill concerning the increase in the
personal exemption. I am also personally tired of seeing all
the tax breaks go to oil Companies and other special interest
groups as listed in this report.
I believe that the United States of America is on the verge of a
great tax revolt and I believe you will see it erupt in 1992
unless something is done by you people in Washington to reverse
this situation. I am

Dear Mr. & Mrs. Colmery:
It was with mixed emotions that I sat down to pay my state and
federal taxes this April. On the one hand, I have always felt great
appreciation for the country in which we live and the freedoms we
enjoy. Certainly, every American should be willing to support the
system that makes possible the security and opportunities we take
for granted.
On the other hand, this tax season brought to mind the shameful
waste of our resources by irresponsible representatives in govern-
ment. What they are doing is a national disgrace. Indeed, if the
American people fully understood how their hard-earned money is
being squandered and misused, they would certainly rise in revolt
against the big spenders in Washington. Not only is Congress
dissipating the great wealth of this country, but it is also robbing
from future generations, who are not here to defend their interests.
Of even greater concern is my firm conviction that oppressive taxa-
tion is the most serious external threat to the institution of the
family.
To understand the scope of this problem, let's look at some specific
federal expenditures from the last two or three years. Many of the
following items were buried so deep in budgetary documents it took
watchdogs a year or more to dig them out. Our thanks go to Citizens
Against Government Waste, the Heritage Foundation and the National
Taxpayers Union for their assistance in identifying these specific
examples of government waste:
*
$49 million for a rock-and-roll museum.
*
$1.9 million for an "all-Ireland genealogy project."
*
$5 million to help support Ted Turner's "Goodwill Games. "
*
$2 million to construct and sail an ancient-style canoe to
depict the migration of native Hawaiians.

$15 million to Dartmouth College as part of a jobs creation
scheme. A total of 39 jobs were created at a cost of $324,685
each!
* $1.36 million for preliminary work on an $18.6 million project
to turn a Miami boulevard into an "exotic garden for people."
* $500,000 to restore the birthplace of bandleader Lawrence Welk,
which was not requested by the Welk family! (This item came
under severe public criticism and has been withdrawn.)
Perhaps the strangest of federal expenditures are made in the name
of "research." How do you feel about your taxes going to support
the following studies? Nearly all of these projects were tucked
within federal budgets during the past two or three years and have
recently come to light:
* $566 million (rising to $900 million later this year) to send
American COWS to Europe to participate in an "Export Enhance-
ment Program."
*
$500,000 to study the effects of cigarette smoking on dogs.
*
$107,000 to study the mating habits of Japanese quail.
*
$19 million to study whether flatulence emitted by COWS and
other livestock harms the ozone layer.
*
$84,000 to study why people fall in love.
*
$1 million to study bicycling and walking safety.
* $160,000 to study food gathering habits of the Ache Tribe in
Paraguay.
*
$50,000 to prove that sheepdogs do, in fact, protect sheep.
*
$46,000 to determine how long it takes to cook breakfast eggs.
*
$170,000 to fund a Dunkin Donuts store in Lawton, Okla.
*
$6.1 million in the search for extraterrestrial life.
* $90,000 to study the social and behavioral aspects of
vegetarianism.
*
$219,592 to teach college students how to watch television.
* $2,500 to investigate the causes of rudeness, lying and
cheating on tennis courts.
Not only is there waste in budgeted items, there is mismanagement in
virtually everything government does. For example, it is estimated
that the government is currently owed $250 billion, but much of it
given our representatives a staggering amount of money to spend--and
they've complained that it isn't enough.
What is particularly irksome is the deception that is practiced on
the American taxpayer. Remember the great hue and cry last year
about the federal deficit and the need to raise taxes to effect a
reduction? President Bush joined the chorus and abandoned his "read
my lips" campaign promise. We were told that only by generating
$140 billion in new taxes could fiscal responsibility be restored.
Our citizens bought the line and tolerated yet another raid on their
pocketbooks. As many of us predicted, however, the deficit was not
reduced at all. Congress cynically grabbed the money and ran,
leaving us even deeper in financial difficulty. In fact, they
refused to cut or even trim a single non-defense program from their
$1.1 trillion budget. Even the most ineffectual and wasteful
expenditures survived intact. Indeed, Congress actually increased
spending by $96 billion in 1991, and the federal deficit will soar
to $300 billion by year end. And would you believe they're talking
on Capitol Hill about another tax increase in the near future?
The voices of big-spending congressmen giving high-minded speeches
last year still echo in my ears. For days they worked to justify
the proposed increase in taxes. But were they sincere? Let's look
at Congress' allocation in the 1991 budget for their own welfare and
comfort:
*
$25,000 to find the best location for a new House gymnasium.
*
$40,000 for new trash receptacles.
$2 million to renovate one of the House restaurants.
$350,000 to renovate the House beauty parlor.
*
$340,000 for international travel.
$100 million for franking privileges (free mail to constitu-
ents). This perk makes it almost impossible for challengers to
defeat incumbents in an election.
$6 million to upgrade the Senate subway system.
More than 300 congressmen are eligible for retirement benefits
in excess of $1 million. Not bad, huh? How big is your retire-
ment fund, by comparison?
*
Congressional salaries were increased by 25 percent last year,
while talk of the deficit was in progress. Then they cut an
inside deal, agreeing not to speak of the matter during elec-
tion campaigns.
*
Prior to the general election of 1992, congressmen can resign
and legally take all their remaining campaign funds with them
for private use. For some, this will amount to more than a
million dollars. Nice work if you can get it.
To be fair, we must acknowledge that there are many conservative,
conscientious congressmen on Capitol Hill who have fought the big
spenders tooth and nail. They are as distressed by wasteful poli-
cies as you and I. But they are in the minority, and they consis-
tently lose the battles with House and Senate leadership. I know
from personal contact that many of these responsible representatives
are discouraged today, feeling embarrassed and helpless to stop the
waste.
Obviously, there is a role to be played by ordinary citizens--people
like you and me. And there is no time to lose. Millions of fami-
lies are facing financial ruin because they can't live on the
pittance left to them after federal and state taxes and social
security obligations have been deducted. Others are coping by
moonlighting, and mothers are seeking formal employment when they
would prefer to stay at home. Why, I would ask, should government
be permitted continued extravagance while wage earners are strapped
with debt and unmet need? It makes no sense.
It is time for us to let our representatives in government know that
we have had enough. Our comments should be directed first to the
White House, making it clear that the American family must be given
preferential treatment in the tax code! I'm not sure the President
understands this necessity yet. As you know, he supported the
recent tax increase that simply gave Congress more money to waste.
Fortunately, some in Congress are moving to address the issue of tax
fairness for families. Senator Dan Coats of Indiana and Representa-
tive Frank Wolf of Virginia have introduced bills to boost the
personal exemption to $3,500 per child. A figure twice that would
be needed to restore the exemption to the value it had for our
parents' generation, but this would be a significant step in the
right direction. Please write your U.S. senator (address: U.S.
Senate, Washington, DC 20510) and your U.S. congressman (address:
U.S. House of Representatives, Washington, DC 20515) and ask them to
support Sen. Coats' bill, S701, and Rep. Wolf's bill, HR1277. Let
them know how you feel.
If you're tired of seeing all the tax breaks go to oil companies and
other special interest groups, do let your governmental officials,
especially congressmen and senators, know how you feel. If they
still won't listen, there is another time-honored way to convey the
message. I'll bet you can figure out how to get their attention!
Finally, I'll close with this thought about Focus on the Family.
The financial pressure on individual families during tax season
creates a small crisis for the ministry every year at this time.
People simply can't give when they have nothing left to share.
Indeed, we would not want them to do so. But if there are other
supporters of our work out there who could help us pay the bills
through this spring, we would appreciate their participation.
Let me return to the thought I expressed at the beginning of this
letter. I love my country, and even with its faults and its self-
serving politicians, it is the greatest nation on earth. What is
needed to make it even better, perhaps, is a new "Boston Tea Party.' If
The last one occurred 218 years ago and was intended to protest
taxation without representation. As it turned out, taxation with
representation hasn't been so marvelous, either! We must hold our
elected officials accountable for the way they handle our national
resources, and to help them find a new line of work if they miss the
point.

I.
Background
Executive Order 12382 established the President's National
Security Telecommunications Advisory Committee (NSTAC).
The purpose of the Committee is to provide to the
President information and advice from the perspective of
the telecommunications industry with respect to national
security telecommunications policy.
II.
Term
Members serve at the pleasure of the President.
III. Membership
The Executive Order provides for up to 30 presidential
appointees who are telecommunications industry executives.
The members shall have particular knowledge and expertise
in the field of telecommunications and represent tele-
communications companies.

In coordination with General Scowcroft and the Secretary of
Defense, the Manager of the National Communications System
has requested the designations of a new Chairman and Vice
Chairman.
Governor Sununu and I recommend you approve for designation
the following individuals:
ROBERT E. ALLEN, of New Jersey, to be Chairman of the
President's National Security Telecommunications Advisory
Committee, vice Edward Hood, who will remain as a member.
Mr. Allen is Chairman and Chief Executive Officer of AT&T.

ROBERT E. ALLEN
CHAIRMAN AND CHIEF EXECUTIVE OFFICER - AT&T
Robert E. Allen, 53 and a native of Missouri, spent his
youth in Indiana. He joined Indiana Bell in 1957 after his gradua-
tion from Wabash College. He moved through a number of management
positions in the operations and commercial departments in the years
following. He attended the Harvard Business School's Program for
Management Development in 1965. In 1969, he became general commer-
cial manager of Indiana Bell. Three years later, he was elected vice
president, rates and revenues as well as secretary of Indiana Bell.
After serving as a vice president at Bell of Pennsylvania
and chief operating officer at Illinois Bell, he became business
services vice president at AT&T in 1978. In 1981, Mr. Allen was
elected president of the Chesapeake and Potomac Telephone Companies
and was named chairman in 1983. He was to become & president in the
Bell Atlantic regional telephone company upon divestiture on January
1, 1984, but was called instead to serve as executive vice president
and CFO at AT&T in July 1983 and became executive vice president -
corporate administration and finance effective January 1, 1984. In
February 1985, Mr. Allen was named Chairman and Chief Executive
Officer of AT&T Information Systems. In September 1986, Mr. Allen
was elected President and Chief Operating officer, AT&T. He assumed
his current responsibilities as Chairman and Chief Executive Officer,
AT&T in April, 1988. His office is located at 550 Madison Avenue in
New York city.
Mr. Allen is a member of the board of directors of AT&T, AT&T
Bell Laboratories, AT&T Technologies, Bristol-Myers Company,
Manufacturers Hanover Corporation, Manufacturers Hanover Trust
Company, Ing. C. Olivetti & C.S.P.A., The Business Council of New
York State, Shell oil Company, and the Japan Society. He is on the
board of trustees at Wabash College, which granted him an honorary
doctorate in law in May of 1984. He is a member of the Consolidated
Corporate Fund's Leadership Committee for Lincoln Center, a trustee
of Columbia University in New York, as well as being affiliated with
numerous other institutions.
Mr. Allen and his wife, Elizabeth (Betty), have five chil-
dren. They reside in Short Hills, New Jersey.

Mr. Augustine was born on July 27, 1935, in Denver. He received bachelor
and masters degrees in aeronautical engineering in 1957 and 1959,
respectively, from Princeton University.
Mr. Augustine is chairman of the NASA Space Systems and Technology
Advisory Committee and a member of the NASA Advisory Council, and is a member
and past chairman of the Defense Science Board. He has been a member of the
Air Force Scientific Advisory Board and has chaired advisory councils for
Princeton University, The American University, and the Lincoln Laboratory of
the Massachusetts Institute of Technology.
He is an Honorary Fellow of the American Institute of Aeronautics and
Astronautics, a Fellow of the American Astronautical Society, an Honorary
Fellow of the Society for Technical Communication, a Senior Member of the
International Academy of Astronautics, a member of the National Academy of
Engineering, and the Institute of Electrical and Electronics Engineers. He
also is 8 trustee of The Johns Hopkinis University.
Mr. Augustine has three times received the Department of Defense's highest
civilian award, the Distinguished Service Medal, and has also received the
Defense Meritorious Service Medal, the Army Distinguished Service Medal, and
the Air Force Exceptional Service Medal. He also is a recipient of the
American Astronautical Society's Military Astronautics Trophy, the American
Defense Preparedness Association's Knowles Award, the Society of Manufacturing
Engineers' Gold Medal, and the National Contract Management Association's
Roback Award.

Norman R. Augustine
Norman R. Augustine is Vice Chairman and Chief Executive Officer of Martin
Marietta Corporation and a member of the Corporation's Board of Directors.
Mr. Augustine joined Martin Marietta in 1977 as Vice President of
Aerospace Technical Operations. In 1980, he was appointed Vice President of
Aerospace Operations with responsibility for engineering, production, quality,
strategic planning, capital expenditures, and international programs. In
1982, he was elected a corporate Vice President and President of Martin
Marietta Denver Aerospace. Mr. Augustine was named Senior Vice President of
the Corporation in 1985, with primary responsibility for two major operating
companies, Martin Marietta Information & Communications Systems and Martin
Marietta Data Systems. Later in 1985 he was named Executive Vice President
and in April, 1986, he became President and Chief Operating Officer.
Mr. Augustine was elected to his present position in December 1987.
Prior to joining Martin Marietta, Mr. Augustine served as Under Secretary
of the Army from 1975 through 1977. During two previous tours in the
Department of Defense he served as Assistant Secretary of the Army for
Research and Development in 1973 and 1974 and earlier served in the research
and engineering organization of the Office of the Secretary of Defense from
1965 to 1970. He was vice president of advanced programs for the Vought
Missiles and Space Company, a unit of the LTV Corporation, from 1970 to 1973
and earlier in his career was an engineering executive with Douglas Aircraft
Company from 1958 to 1965.

Selection of Chairman and Vice Chairman for the
National Security Telecommunications Advisory
(NSTAC)
Executive Order 12382 established the National Security
Telecommunications Advisory Committee (NSTAC) which is composed
of up to thirty telecommunications industry executives. In
coordination with the Secretary of Defense, the Manager, National
Communications System, who serves as the NSTAC Designated Federal
Officer, has forwarded the nominations for the new NSTAC Chairman
and Vice Chairman for the 1991-92 time frame. The NCS Manager
recommended that Mr. Robert E. Allen, Chairman of the Board and
Chief Executive Officer of American Telephone and Telegraph and
current Vice Chairman, be appointed as the new Chairman of the
NSTAC. He also recommended that Mr. Norman R. Augustine, and
Chairman of the Board and Chief Executive Officer of Martin-
Marietta Corporation, be appointed as the new Vice Chairman.
The NSC fully endorses the recommendations for Chairman and Vice
Chairman. The next NSTAC meeting is scheduled for October 3,
1991. We would greatly appreciate if your office would process
the changes before the meeting. Please refer all actions on this
matter to Don Pilling (extension 6923).

I was very pleased to see that the Fast Track proposal succeeded which now allows for the
North American Free Trade Agreement (NAFTA) dialogue to begin.
The Dallas Chamber of Commerce, along with many other business groups, have been in
direct contact with United States Trade Representative Carla Hills and her staff concerning the
prospect of Dallas becoming a major site for discussions of the historic trilateral trade
negotiations. The city has finalized a package of incentives which are very meritorious.
Assuming that the NAFTA discussions are held in cities other than the capitol cities,
Dallas would provide an extraordinary setting for the various rounds of negotiations. I hope that
you and U.S. Trade Representative Carla Hill will keep Dallas in mind as a principal location for
the NAFTA negotiations, and if 1 can be of any personal assistance with respect to this
consideration, please do not hesitate to contact me.

The Visit of the President of Brazil
In anticipation of President Collor's visit, I wanted to report
to you on three critical trade issues that require Brazilian
action.
Intellectual Property: The Collor Government has submitted
legislation to its Congress on intellectual property rights. It
falls short of our objectives and includes elements of major
concern to our private sector, primarily the pharmaceutical
industry. We have encouraged the Collor Government to improve on
the proposed legislation in specific areas. I would appreciate
your emphasizing to President Collor that it is essential to
amend the proposal before it becomes law so as to be responsive
to our concerns. We are seeking from the Brazilians no more than
what we have obtained from Eastern Europe and Mexico.
Uruguay Round: In the Uruguay Round, Brazil has been an ally in
agriculture as part of the Cairns group, but has not been
cooperative in other areas important to us. As a leader among
developing countries, Brazil's help on these issues is crucial.
I would appreciate your stressing to President Collor how
critical it is for Brazil to negotiate constructively in all
areas, especially intellectual property, services, and market
access.
Informatics: Finally, greater market access in Brazil for
computers and related electronics equipment, or "informatics,"
has been a major U.S. concern with Brazil for many years. The
Collor Government has been pushing to phaseout restrictions in
this area. Significant barriers remain, and the Brazilian
legislature is attempting to extend these restrictions. I would
appreciate your encouraging President Collor to resist these
efforts and continue to open the Brazilian market.
I have attached some suggested talking points on these issues for
your convenience.

Intellectual Property Rights
Strong protection of intellectual property is indispensable
to countries wishing to attract investment and transfer of
technology.
To achieve these objectives, Brazil should be a leader in
the Hemisphere by offering world class protection for
intellectual property.
USTR Hills has made known our concerns with your
Government's proposed intellectual property law. I urge you
to revise the proposal as we have suggested before it
becomes law.
Uruguay Round
We agree that achieving fundamental reform of world
agriculture remains the linchpin of a successful Round, and
will continue to press for progress.
But the Round can only succeed if we have a broad agreement
across all areas. Thus, to move forward, we have proposed
to complete key elements by July 31. Specifically, we want:
--
To develop a text that establishes world-class
standards for protecting intellectual property; and
--
To accelerate negotiations on market access for
manufactured goods, services, and government
procurement.
Brazil, and its partners in the Cairns group, need to lead
by example now, and seriously engage in these areas of
negotiations.
Informatics
I appreciate the efforts your Government has made to
liberalize the so-called informatics sector. I am also
aware that some in the Brazilian Congress are trying to
thwart your efforts.
I urge you to resist these Congressional efforts and
continue to open the informatics market.

Dear President,
We are graduate students and scholars from P.R.China, now studying at University of Southern
California. It is our great pleasure to write the letter to you and we would like to take-this
opportunity to express our opinion upon the renewal of P.R.China's most-favored-nation status.-
It is obviously that the withdrawal of MFN status to China will be detrimental to both China.and
the U.S.A.. In the event China's MFN status is suspended, Chinese people's feeling will.be-hurt,
the political and economic reform in China will experience a severe setback, and the Chinese people
will suffer. It would also hurt many American companies and result in causing the United States
to lose access to the huge potential market in China.
A group on Capital Hill is advocating the extension of China's MFN status, but only if.certain
conditions are met. As far as we know ,some Chinese students and scholars overseas also hold
this viewpoint. But in our opinion this effort would be useless and resultless. Due to the different
social systems, historical and cultural backgrounds and different level of development in:China
and the U.S., it is quite natural for such countries to have different opinions and approaches-on
various issues. So adding political conditions to MFN status is bound to lead to two extremes:
either withdrawal the MFN, that is the thing we do not hope most, or as a mere scrap of paper in
practice.
We all know that there is much room for improvement and development in Chinese social system
and many other respects. Chinese people and government have been making great effort on it. In
point of fact, any approach unacceptable to China would run counter to one's intentions.
it is sincerely hoped that you and your friends could support a smooth extension of China's most-
favored-nation status.

The President today named the volunteers of Project Safe Place,
of Louisville, Kentucky, as the 485th "Daily Point of Light" for
the nation. Young people who are in trouble and have nowhere
else to turn may enter any location bearing a Project Safe Place
sign to obtain help and understanding.
Founded in 1983 in Louisville, Kentucky, Project Safe Place is a
network of businesses and public facilities which voluntarily
display the Safe Place sign on their premises, which signals help
to youth who are in distress. An employee of the participating
organization will provide a safe refuge for the youth while a
Safe Place volunteer is contacted.
More than 200 community members have received eight hours of
training in crisis intervention, enabling them to support and
counsel young people. A corps of volunteers is on call to
respond to young people who have sought help at a "safe place."
The volunteers arrive at the location within fifteen minutes to.
talk to the young person and determine how the youngster may be
assisted. Some of the youth simply need a safe ride home and
others are escaping a dangerous situation. The young people
learn about Project Safe Place through volunteers who lecture at
local schools. More than 30 young people each month seek help at
one of 300 Safe Place locations throughout Louisville. This
program has been replicated in over 100 cities.
The President salutes the volunteers of Project Safe Place as the
485th "Daily Point of Light" for the nation. Daily Point of
Light recognition is intended to call every individual, group,
and organization in America to claim society's problems as their
own by taking direct and consequential action; to identify,
enlarge, and multiply successful initiatives, like the efforts of

President's conviction that, "From now on in America, any

The President today named the volunteers of The New England
Mentor Program, of Boston, Massachusetts, as the 486th "Daily
Point of Light" for the nation. The New England, formerly known
as "New England Mutual Life,' is inspiring young people to pursue
higher education and strive for successful careers.
The New England Mentor Program is a three way partnership among
The New England, the Big Sister Association of Greater Boston,
and Jeremiah Burke High School. The New England formed a
partnership with Jeremiah Burke High School, an inner-city
school, offering students work/study opportunities. After
realizing the need for a support system for the students to help
improve their work/study experience, The New England approached
the Big Sister Association to train employees on how best to
mentor the students. The New England employees now serve as
career mentors to the student employees.
The Big Sister Association matches the students with employee
volunteers based on mutual interests and backgrounds. The
students, who are in the 11th and 12th grades, work from 2:00
until 5:00 p.m. during the school year and full-time during the
summer. The New England provides transportation from the school
to work, where students are employed in entry level positions at
higher than minimum wage. Students meet with their mentor at
least once a week to discuss their progress, identify special
interests, and set goals for the future. The volunteers also
help the students complete college applications and obtain
college scholarships.

The President today named Dr. Owen Woodward, of Atlanta,
Missouri, as the 487th "Daily Point of Light" for the nation.
Dr. Woodward, a 74-year old practicing osteopathist, cares for
individuals despite their inability to pay.
Dr. Woodward, affectionately known as "Dr. Woody" by the
residents of Atlanta, a town of 471 people, has worked to provide
health care for all the members of this community. He offers
care free of charge to those who otherwise would be unable to
afford health care. In addition, every Sunday he treats patients
at the local nursing home and once a month he volunteers at the
Well Baby Clinic, offering care to children free of charge.
The President salutes Dr. Woodward as the 487th "Daily Point of

The President today named the volunteers of UPLIFT, Inc., of
Greensboro, North Carolina, as the 488th "Daily Point of Light"
for the nation. The volunteers of UPLIFT reach out to families
who live in housing projects, offering them a better chance for a
brighter future.
Founded in 1986, UPLIFT serves the residents of Ray Warren Homes,
a low-income housing community. UPLIFT, located in a church
basement, is comprised of two services: the Child Development
Center and the Family Resource Center. Both programs are
interrelated and focus on rebuilding the family unit. The Child
Development Center offers education-enriched child care five days
a week, allowing parents to work or study. The center boasts a
computer learning center, where students from the University of
North Carolina at Greensboro teach the youngsters computer
literacy skills. Volunteers also lead field trips to the zoo,
museums, farms, fire departments, and other educational
facilities. In addition, professionals serve as mentors,
inviting the children to visit them in the workplace, while
elderly volunteers serve as "foster grandparents," cooking meals
and reading to the children.
In the Family Resource Center, parents of the children who attend
the Child Development Center and other adults in the community
are encouraged to become involved in the education of children.
Volunteers teach classes in child development, health care,
storytelling, nutrition, and parenting. Volunteers also help
prepare adults to take the GED (General Educational Development)
test, and they offer career counseling, vocational training, and
job placement assistance.

The President today named the volunteers of the Madisonville
Emergency Assistance Center, of Cincinnati, Ohio, as the 489th
"Daily Point of Light" for the nation. With only 165 volunteers,
the Madisonville Emergency Assistance Center (MEAC) serves over-
3,500 needy individuals each year.
Founded in 1988 by a consortium of local churches and
organizations, MEAC offers immediate help to those who are
homeless or have financial problems. The center is located inta
once dilapidated building. Volunteers refurbished the facility
and the surrounding property, indirectly stimulating the
neighboring business community. The center is comprised of
classrooms, offices, and a future computer lab.
The volunteers of MEAC help with three different programs, the
Adult Education Program, "Moving Families Out of Poverty," and.
the Emergency Assistance Program. Through the Adult Education
Program, volunteers offer classes to prepare for the GED (General
Educational Development) examination, helping individuals obtain
the functional equivalent of a high school diploma. Through
"Moving Families Out of Poverty," volunteers counsel family
members, helping each individual establish daily and lifelong
goals. Volunteers help the adults obtain job skills and
employment, encourage the children to continue their studies, and
enhance family relationships. Through the Emergency Assistance
Program, MEAC offers food, clothing, and assistance with paying
rent or utilities. They also work closely with other local
agencies, referring clients to needed services.

The President today named the volunteers of the Center for Child
Protection at the Children's Hospital and Health Center, of=San
Diego, California, as the 490th "Daily Point of Light" for the
nation. Children who have been abused or neglected find comfort
and care from the volunteers of the Center for Child Protection.
The Center for Children Protection offers prevention,
identification, treatment, and rehabilitation for neglected and
abused children using a variety of medical and therapeutic
approaches. Special focus is placed on one-to-one support
programs for victims and families. A large corps of volunteers
serve in a variety of ways to meet the needs of troubled
children.
More than 60 volunteers serve in the Parent Aide Child Abuse
Prevention Program, through which volunteers offer one-to-one.
counseling, parenting classes, and peer support groups to parents
who need support. The volunteers work with teen mothers, single
parents, mothers with drug addicted newborns, and parents who
have potential to be abusive, teaching them good parenting
skills. Some volunteers serve as "Special Friends," providing
long term friendship to children, ages 3 to 10, whose parents are
being served in the Parent Aide Program. Other volunteers become
"Friends for Life," maintaining contact with the children until
adulthood to ensure their health and well being, while others
supervise play activities with infants to stimulate the
development of their social and learning capabilities. In
addition, some volunteers accompany children to court, offering
them support while serving as their advocates.

I have the honor to enclose the nomination of Donald L.
Graham, of Florida, to be United States District Judge for the
Southern District of Florida vice Sidney M. Aronovitz, retired.
Mr. Graham was born December 15, 1948 in Salisbury, North
Carolina, is divorced and has one child. He received a B.A.
degree, magna cum laude, in 1971 from West Virginia State College
and a J.D. degree in 1974 from Ohio State University, College of
Law. He was admitted to the Ohio State Bar in 1974, the Florida
State Bar in 1980 and the New York State Bar in 1985.
He served in the United States Army, Judge Advocate General
Corps from 1974 to 1979 when he was honorably released from
active duty.
Since 1984, Mr. Graham has been in the practice of law with
the firm of Raskin & Graham, P.A. Prior to the formation of the
above firm, he was a sole practitioner in Miami, 1984; and an
Assistant United States Attorney for the Southern District of
Florida, 1979-1983.
The Standing Committee on Federal Judiciary of the American
Bar Association has submitted a formal report which states the
Committee's opinion that Mr. Graham is qualified for appointment
to this position. He bears an excellent reputation as to
character and integrity, has judicial temperament and is, I
believe, worthy of appointment as a United States District Judge.

The President today named the volunteers of Project Safe Place,
of Louisville, Kentucky, as the 485th "Daily Point of Light" for
the nation. Young people who are in trouble and have nowhere
else to turn may enter any location bearing a Project Safe Place
sign to obtain help and understanding.
Founded in 1983 in Louisville, Kentucky, Project Safe Place is a
network of businesses and public facilities which voluntarily
display the Safe Place sign on their premises, which signals help
to youth who are in distress. An employee of the participating
organization will provide a safe refuge for the youth while: a:
Safe Place volunteer is contacted.
More than 200 community members have received eight hours of:
training in crisis intervention, enabling them to support and
counsel young people. A corps of volunteers is on call to
respond to young people who have sought help at a "safe place.
The volunteers arrive at the location within fifteen minutes to
talk to the young person and determine how the youngster may be
assisted. Some of the youth simply need a safe ride home and.
others are escaping a dangerous situation. The young people
learn about Project Safe Place through volunteers who lecture. at
local schools. More than 30 young people each month seek help at
one of 300 Safe Place locations throughout Louisville. This
program has been replicated in over 100 cities.

Leave of Absence from Yale.
Two years ago, when I left Yale to come to Washington, Yale granted me its standard
two year maximum leave of absence. The University agreed however that, were you
willing to request that the leave be extended, it would be approved by the Yale
Corporation on an annual basis.
While I hesitate to bother you in this matter, it is important to me that I retain my
Henry Ford II chair in the Yale Physics Department and I would therefore request.
that you consider sending a letter to Benno Schmidt; I enclose herewith a possible
draft of such a letter.
I have not had an opportunity to congratulate you on your Yale LLD so let me do so -,
now.

I read with distress your comments reported in the

I can categorically assure you that I never was in
Paris as claimed by the rumormongers. I can also
categorically assure you that I have no information
direct or indirect of any contact with Iranians
relating to this hostage question.
I am disappointed that you would feel I might have
been a participant in a scheme to keep any American
held complicity. hostage. I emphatically deny any such

that President Bush's "very limp denial" left him more convinced
than ever that the presidential campaign of Ronald Reagan enticed
Iranian officials to continue holding the hostages until after the

OUTLOOK ON OVERHAULING FOREIGN AID: LITTLE CHANCE
President Bush's request for an overhaul of the foreign aid
program that would override congressional restrictions on aid
disbursements appears to have little chance of passage on Capitol
Hill, according to Administration and congressional sources
Administration officials say the ideas emanating from Capitol
Hill would produce legislation worse than the existing law;
congressional sources reply that what Bush really wants is what one
called "unfettered discretion to tilt foreign aid more and more
toward military rather than development assistance without any
checks from Congress." For that reason, the sources said, Congress
clearly intends to rebuff Bush's request, formally submitted last
month, that it surrender much of its power to "earmark" aid.

CHINA LASHES OUT AT U.S. PRESSURE ON HUMAN RIGHTS
BEIJING -- China lashed out at the U.S. Thursday for exerting
pressure over human rights, saying nothing could change China's
policies -- not even the threat of losing trade privileges worth
billions of dollars. A visibly angered Foreign Ministry spokesman,
Wu Jianmin, told a news briefing that attempts in Washington to

KERRY TO PROPOSE STEPS TO RESOLVE MIA ISSUE
Sen.
Kerry will announce today what his office describes as
a major step toward resolving the status of the hundreds of U.S.
service personnel still listed as missing in action from the war.
Kerry, who returned this week from a trip to Vietnam and
Cambodia, is to announce that Vietnamese officials have agreed to
allow Vietnam veterans and the families of those considered missing
to travel "freely within the country" and to pursue leads about the
missing. In addition, the Vietnamese government has agreed to
offer translators and access to government records, a Kerry
spokesman said.
