PARA 3. THE ADDITIONAL MEETINGS REQUESTED ARE WITH
VALERIY BOLDIN, YEVGENIY PRIMAKOV, ALEKSANDR YAKOVLEV,
AND DMITRIY YAZOV.
3. SOVIET HOSTS HAVE INFORMED US THAT, GIVEN THE BUSY
EDULES FOR MEMBERS OF THE PRESIDENTIAL COUNCIL, A
BER OF THESE MEETINGS, AS WELL AS MEETINGS WITH
PRESIDENT GORBACHEV AND PRIME MINISTER RYZHKOV, IF THEY
CAN BE SCHEDULED, WILL PROBABLY TAKE PLACE
SIMULTANEOUSLY RATHER THAN CONSECUTIVELY. THEY HAVE
ALSO INFORMED US THAT, COUNTER TO OUR UNDERSTANDING, THE
MEETINGS WITH MASLYUKOV, ABALKIN AND SITARYAN AT THE
COUNCIL OF MINISTERS WILL TAKE PLACE SIMULTANEOUSLY, AS
WILL THOSE WITH LUK'YANOV AND RUBTSOV AT THE SUPREME
SOVIET (REF B, PARA 3), IN ORDER TO ALLOW FOR SMALL
GROUP DISCUSSIONS. SOVIET HOSTS HAVE, THEREFORE, ASKED

APPARATUS. SINCE IT IS IN THE PROCESS OF BEING REDUCED
IN SIZE AND IT IS A POLITICAL PARTY RATHER THAN PART OF

I AM WRITING TO INFORM YOU ON BEHALF OF GOVERNOR SUNUNU
THAT HE ACCEPTS, WITH GREAT PLEASURE, THE INVITATION OF
MR. SHKABARDNYA TO PAY A VISIT TO THE SOVIET UNION. WE
VIEW THIS TRIP AS AN OPPORTUNITY TO CONTINUE THE VERY

BACKGROUND NOTES AND PACKING SUGGESTIONS
As you prepare for your visit to the Soviet Union, I though you
might be interested in some background reading. I have attached
two State Department Publications "Tips for Travelers to the
USSR" and "Background Notes on the USSR".
Attire for the week will be business dress. You should also pack
some casual clothes for any free time we may have. Laundry and
dry cleaning services are not available so pack for the entire
week. In addition to these items you may want to bring along a
carton of cigarettes for bartering with Taxi drivers or for
gratuities. You may also want to bring along small cosmetic items
as gifts for the hotel chamber maids.
Further suggestions are outlined below:
Toilet paper and small packs of tissues
Soap and soap dish
Wash cloth and bath towel
All purpose drain plug
Candy, gum and snacks
Drink boxes
The water in Moscow is drinkable, but not pleasant. Bottled
water is best. The Air Force will have water available on the
plane for you to take with you to the hotel.

I will be leaving Washington this Wednesday morning and wanted to
communicate with you before I left for France. It seems that
there are a number of open questions in regard to Governor
Sununu's trip to the Soviet Union. Governor Sununu is most
anxious to confirm the details of the program and itinerary and
we would appreciate a timely response. In my absence, please
convey any information you are able to provide to Governor
Sununu's Executive Assistant, Ed Rogers at (202) 456-6594.
I have told Mr. Rogers that he can expect responses from you on
the following questions:
A. Proposed schedule for Moscow and Leningrad including
specific meeting schedules, social functions and site
seeing itineraries.
B. Hotel Accommodations for delegation in Moscow and name
and address of Soviet Guest House in Leningrad.
C. Response to U.S. request to wave the requirement for
Soviet Navigators on U.S. aircraft.
I expect to arrive in Moscow on Sunday, August 26 at 7:00 pm
aboard Aeroflot Airlines Fight 252 from Paris. It would be
helpful if you could confirm hotel accommodations for me that
same evening in the hotel where the delegation will be staying.
Ambassador Matlock has assigned Mr. David Marks of the U.S.
Embassy staff in Moscow, to work with the appropriate Soviet
officials on the program and logistics of Governor Sununu's
visit. I would appreciate your assistance in passing Mr. Marks
name to those officials as he will be expecting a call from them
He can be reached at the U.S. Embassy at 252-2451.
I also request your assistance in arranging a meeting the morning
of Monday, August 27, 1990, between the Mr. Marks and myself and
the Soviet officials responsible for logistical and program
arrangements for Governor Sununu and the delegation. I will be
responsible for briefing Governor Sununu and the delegation upon
their arrival in Moscow.

morning, I will need to retrieve my passport and visa from you.

I met this morning with Governor Sununu and the delegation that
will travel to Moscow and Leningrad. During the meeting I was
directed to ask for your assistance on two matters.
First, regarding the sight seeing program in Moscow, Governor
Sununu and the delegation would like a visit to Zagarosk included
in their program. The Governor was told of Ambassador Reed's
visit to this area and is interested in including an outing to
Zagarosk in his itinerary.
Secondly, as we discussed in our meeting yesterday, Governor
Sununu, Mrs. Sununu, Mrs. Kennedy and Mr. Rogers will stay at
Spasso House. We would like your assistance in making hotel
reservations for the rest of the delegation. They would prefer
to stay as a group in one of the following hotels: in order of
preference they are, the Okotobraskaya; the Mezhdunarodnaya; and
the Savoy.

Dear Mr. Chetverikov,
I am writing to inform you on behalf of Governor
Sununu that he accepts, with great pleasure, the
invitation of Mr. Shkabardnya to pay a visit to the Soviet
Union. We view this trip as an opportunity to continue
the very useful dialogue that began with Mr. Shkabardnya's
visit to Washington in June. Governor Sununu will be most
interested in learning how the new executive Presidency is
being established, particularly in the areas of
information flow, decision making, and the policy
process. Governor Sununu will be accompanied by several
senior members of the White House staff, who have
extensive experience in all these areas. Naturally, we
will be prepared to discuss further our own processes in
these areas -- as was done with the Soviet delegation
earlier in Washington.
Members of the White House staff have already been in
contact with the Embassy about the logistical and
scheduling details of the visit. As suggested by the
Embassy, I attach some scheduling propòsals for your
consideration.

and is an active volunteer in the American Cancer Society.

FUNDING SUNUNU MISSION TO USSR
As we discussed on the telephone, I have researched the
procedures for mission funding. If the trip is designated as a
Presidential Mission, the project should be funded with State
Department funds.
Bill Sittman informed me that the typical administrative genesis
of a Presidential Mission is as follows:
The State Department, after receiving an invitation from a
host foreign government, would send a memo to General
Scowcroft requesting that a Presidential Delegation be
designated for a specific mission; i.e, Funeral, Trade
Delegation, etc. After Presidential consent, Scrowcroft
endorses and returns the memo to State and the
administrative process begins.
Presidential Personnel, the White House Liaison at State and
the State Protocol Office, work in concert to put together
the Mission. Personnel and State White House Liaison are
responsible for filling the Delegation. The Protocol Office
handles trip logistics. Protocol and State White House
Liaison usually send one representative from each of their
offices on the trip.
Bill Sittman suggested that the next logical step would be a memo
from General Scowcroft to Secretary Baker designating the trip a
Presidential Mission. Sittman said that Condi Rice could draft
the memo today. After the memo is sent, administrative dominoes
should fall into place.

Visit to the Soviet Union
We've received the suggested dates for your trip to Moscow from
the Soviets. In response, they have requested confirmation as
well as a list of those in your party.
Mr. Shkabardnya brought 10 officials to the White House. This
number includes his interpreter, an Embassy official, Ambassador
Bessmertnykh and 7 others in the Soviet party. Mrs. Shkabardnya
was also part of the travelling party. Although she didn't
attend any of the White House meetings, we did arrange a tour for
her.
You and I tentatively discussed a party consisting of the
following:

SUBJECT:
FUNDING SUNUNU MISSION TO USSR
As we discussed on the telephone, I have researched the
procedures for mission funding. If the trip is designated a
Presidential Mission the project should be funded with State
Department funds.
Bill Sittman informs me that the typical administrative genesis
of a Presidential Mission is as follows:
The State Department after receiving an invitation from a
host foreign government would send a memo to General
Scowcroft requesting that a Presidential Delegation be
designated for a specific mission ie, Funeral, Trade
delegation, etc. After presidential consent, Scrowcroft
endorses and returns the memo to State and the
administrative process begins.
Presidential Personnel, The White House liaison at State
and the State Protocol Office work in concert to put
together the mission. Personnel and the White House Liaison
are responsible for filling the delegation. The protocol
office handles trip logistics. Protocol and the State
Department White House liaison office's usually send one
representative from each of their offices on the trip.
Bill Sittman suggested that our next logical step would be a memo
from General Scowcroft to Secretary Baker designating the trip a
Presidential Mission. Sittman said that he could have Condi Rice
draft the memo today. After that memo is sent the administrative
dominoes should fall into place.
Please advise how you would like me to proceed.

A.
Zanca outlined preliminary schedule (attached) and
opened discussion of proposed program for Governor
Sununu's visit.
B. Markossov responded field open and direct input from
Governor Sununu was requested.
II. Program
A.
Markossow suggested program be divided into three
areas.
1.
Technical Program - study and discussion of
specific apparatus of the Soviet government.
2.
Political Program meetings with Soviet political
officials, i.e. Gorbachev, Shevardnadze, etc
3.
Social and Sight Seeing
B. Will U.S. delegation and Governor Sununu maintain
identical or separate itineraries?
III. Invitation
A.
Markossov stated that Mr. Shkabardnya was currently
awaiting an official reply to the invitation they
extended to Governor Sununu and conveyed through
Ambassador Reed July 9.
B.
Suggested official reply to extended invitation contain
specific program guidance pertaining to above program
outline suggested above.
IV. Logistics
A. Accommodations
1.
Options include U.S. Ambassador's residence
(Spasso House), Soviet hotel, and Soviet
Government guest house.
2.
Zanca felt Governor and Mrs. Sununu would prefer
Spasso House.
3.
Guidance for remainder of delegation should be
conveyed in near future.
B. Expenses
1. Soviet hotel USG pays.
2. Soviet guest house - USSR pays.
3. USSR prepared to pay for ground transportation if
we agree.
C. Visas
1. Visa applications provided and must be returned by
Wednesday, August 8.
2. Fees will probably be waived.
V. Conclusion
A. Formal invitation reply to be conveyed early next
week.
B. Visa deadline and fee payment (if applicable) no
later than August 8.
C.
Governor Sununu's program requests needed by
Tuesday, August 7.
D.
Soviets will provide detailed program proposal by
August 12.

Dear John:
I have been following with interest press reports of the visit
of Mikhail Shkabardoya to Washington. This is exactly the type
of exchange which could serve to reduce the administrative
uncertainty we endure each time we have contact with the
offices of senior Soviet officials. If we can induce changes
which help to reduce or eliminate the bureaucratic log-jams
pervasive to the Soviet system, we will have made a major
achievement. I applaud your initiative in fostering bilateral
contacts in this field. More importantly, I would like to
extend to you the hospitality of Spaso House and our staff
during your proposed return visit to Moscow. Although this
summer and fall promise to be unusually busy periods for both
of us, I hope you will be able to accept the invitation.
