Chiefs of Staff, Staff Directors, and Chief Counsels, founded over
thirty years ago during the Eisenhower administration.
The organization today is over 150 members strong composed of
nearly equal numbers of Senate and House staff, plus "downtown"
alumni in the private sector and the Executive branch.
The luncheons are held in the private dining rooms at the
Capitol Hill Club, with a hospitality period beginning at 12:00 noon
and lunch at 12:20. Your remarks would begin at 1:15 p.m. with a
question/answer period to follow. We adjourn at 1:45. Meetings are

Jim Burke called to let you know that Hillary Stout of the WALL
STREET JOURNAL is aware that you and he met as she asked for an
interview on the subject. He declined, even after she promised
him anonymity.
You may expect a request from him for a meeting with you and Bob
Teeter on drugs this week. He's very concerned about
communications on the drug issue, much of which can be presented
positively. Recently Gov. Martinez responded to the release of
incorrect data that were statistically insignificant, thereby
uselessly calling attention to it. Statistics and data on drug
use are not understood by the public because even the people
working with the data don't understand it. The government does
not view drug abuse through the eyes of the consumer, and the
drug problem is driven by the consumer.
Soon the survey of drug use among high school students will be
released, and Mr. Burke wants to ensure that the survey results
are correctly communicated. A major cultural change is happening
among American youth, and we should take advantage of the release
of this data and the State of the Union address to appropriately
inform the public -- before the election.

Lou Dobbs, Moderator
Lou Dobbs, anchor of CNN's MONEYLINE and MONEYWEEK, is the only
anchor on network television who is also a corporate executive. As CNN Vice
President and Business News Managing Editor, he is responsible for all business
news reporting and programming on CNN, Headline News and CNN Interna-
tional. Dobbs is also a member of the CNN Executive Committee, and has been
with the network since its inception in 1980.
Dwayne O. Andreas
Dwayne O. Andreas has been Chairman of the Board of Archer Daniels Mid-
land Company since 1972, and Chief Executive of the company since 1970. His
first position with the company was Director and Member Executive in 1966.
Prior to joining Archer Daniels Midland Company, he was Chairman and
Chief Executive Officer of Honeymead Products Company (now National City
Bancorporation), a privately owned investment company. He has also held
various executive positions in the grain and processing industry.
Dean L. Buntrock
Dean L. Buntrock is Chairman of the Board and Chief Executive Officer of
Waste Management, Inc. He founded the company in 1968 after 12 years as
managing partner with predecessor companies. He has been named the
Outstanding Chief Executive Officer in the pollution control industry by
Financial World and The Wall Street Transcript. Buntrock is past president and
founder of the National Solid Wastes Management Association, which today
represents the entire spectrum of professional business and technical disciplines
involved in the management of wastes.
Thomas C. Theobald
Thomas C. Theobald has been Chairman of Continental Bank Corporation since
1987. Previously, he was vice chairman of Citicorp/Citibank, with responsibility
for global commercial banking. He also held a number of management posts in
investment and consumer banking in his 27 career with the company.
Theobald is a director of Xerox Corporation, Chicago Clearing House Associ-
ation and the Chicago Area Council of the Boy Scouts of America. He also
serves as a trustee of Northwestern University, and Mutual of New York, among
other civic and professional responsibilities.

As we start our second decade of the Golf Classic, we're very
excited to announce a change in host clubs.
Located in Lake Geneva, Geneva National Golf Club is the
home of two new golf courses designed by Arnold Palmer and
Lee Trevino. We know you'll enjoy the challenges and the

SALUTE TO
Congressman Sam Johnson took office in May of 1991 after serving seven years in the Texas State House. A
native Texan, he earned a business degree from SMU and a master of international affairs from GWU.
In the Air Force, Sam served as a fighter pilot in Korea and Vietnam, was shot down over North Vietnam in
1966 and held as a POW for seven years-more than three years in solitary, as one of the eleven POWs
marked as leaders of the POW resistance effort and isolated in an earthen-walled Hanoi POW camp
nicknamed "Alcatraz." The "Alcatraz Gang," an elite group of highly decorated POWs, received extensive
torture for their adherence to the Code of Conduct. Two noted members of the "Alcatraz Gang" are RAdm
Jim Stockdale and former Senator Jerry Denton.
Sam was director of the USAF Fighter Weapons School (Top Gun), flew with the USAF "Thunderbird"
precision flying demonstration team, graduated from the Armed Forces Staff College and the National War
College. Sam also served as a wing commander and finally an air division commander.
On February 13, 1973, the day our POWs were released from Vietnam, Sam Johnson knew he won his war
and returned home with an unyielding commitment to honor freedom and serve America.

excited to announce a change in host clubs.
Located in Lake Geneva, Geneva National Golf Club is the
home of two new golf courses designed by Arnold Palmer and
Lee Trevino. We know you'll enjoy the challenges and the
fabulous surroundings of these spectacular courses.
In addition, please note that our entry fee now includes all "on
course" games. These are the Par 3 contests (including hole-in-
