President, requesting an opportunity to join in
welcoming King Hussein of Jordan and President
Mubarak of Egypt upon their respective state visits
to Washington this Spring.
As you probably know, I am a member of
Team 100 and have been a California Republican Eagle
for the past eight years. More importantly, I have
been a Republican since my college days, more than
25 years ago. I have been an active supporter of
the Bush Campaigns since 1979, and am proud to
support the Bush Administration now.
As an American businessman who, for the
last fifteen years, has been involved in taking
American business and technology to European, Middle
and Near-Eastern markets, I have had many occasions
to meet with leaders of the moderate Arab states,
and developed close personal friendships and ties

Dear Mr. Sununu,
I have on my desk a proclamation scroll that my son
Stephen J. Boland brought home to us after his visit with
you last Summer. The scroll was proclaming "National
Research Day". Steve worked for New England Interviewing
located here in Nashua. He was SO proud to have met and
talked with you.
Steve, as you may or may not know, was returning
from London on PAN AM Flight 103. He was as Junior at
Syracuse University's SI Newhouse School of Public
Communication. He thought that by studying for a Semester
in London he would gain valuable information to help him
in his chosen field of Advertising. He loved all the
traveling he did but was very anxious to get home for
Christmas and to return to the Syracuse campus.
This tragedy did not have to happen to us or any
of the other families. I have enclosed a flyer I made
and sent to our State Senators and Representatives hoping
that you will all realize these victims are not just
statistics but REAL sons and daughters.
Please help in anyway you can to make reforms in
the present security proceedures at airports thoughout
the United States and thoughout the World where we all
would like to travel.
We will be in Washington on April 3rd for a Memorial
vigil at 2 PM. Steve's father, sister, girlfriend and
I will be there. We need yoursupport.

My wife, Edna, joins me in extending to you our congratulations on your
appointment as Chief of Staff for President Bush. We are certain that the
outstanding manner in which you performed as Governor of New Hampshire has
resulted in your being eminently prepared for the challenges of your new
position of leadership. Certainly our President needs persons such as
yourself, with the training, experience and vision to assist and counsel
him in these troubled times, You have our very best wishes in all that
you will be called upon to undertake.
We are planning to attend the Government Affairs Conference of the New
England League of Savings Institutions which is being held at the Washington
Court on Capitol Hill, April 26-28, 1989, This conference is being held for
the purpose of presenting the views of the New England thrift industry on
the "Bush Plan" for resolving the FSLIC crisis, to our New England Senators
and Representatives. The intent is to do this through individual meetings
with the New England delegation. During this conference there will be two
early evening receptions, one on Wednesday, April 26, and the other on
Thursday, April 27, 1989. If your schedule permits, we would be both
pleased and honored if you and Mrs. Sununu could join us at either (or
both) of these receptions. The conference will be attended by leaders
of the New England thrift industry, and I am sure that you will find many
old friends there. Also, again - your schedule permitting, Edna and I
would be most pleased if you and Mrs. Sununu could join us for dinner
following the reception. I will advise you of the time at a later date.
Obviously, this invitation extends to President and Mrs. Bush; however,
I am unsure of the protocol involved. Would you please, at your discretion,
either discuss this with the President or advise me of the proper steps to
follow when issuing such an invitation.
In closing, I must express my admiration for President Bush's prompt
action in presenting a comprehensive plan for dealing with the insolvency
of the FSLIC, Although the plan itself may not be totally acceptable to
all parties involved, the very fact that President Bush acted promptly and
in a positive manner in offering a solution to a problem which has been
sidestepped and ignored for many years, bodes well for his administration.
I would be very pleased if a brief appointment with President Bush could
be arranged during our stay in Washington in order that I might extend my
personal congratulations to him; however, if this is not possible, will
you please do so on my behalf.

Dear Governor Sununu:
I much appreciate your taking time in what must be an almost impossible schedule
to talk with me last Friday.
The Science Adviser position is one that I believe offers major opportunities for
service to the Bush Administration and to the nation both in the science for policy and
policy for science areas, and I was very much heartened to hear of your desire to return
the office to something more like the level of influence and activity it enjoyed under
President Kennedy.
Members of the President's Council on Science and Technology - or whatever the
exact title may be - will I am confident, be prepared to devote substantially greater
time and effort to the activities of the Council themselves, as well as attract a larger
fraction of the nation's most able scientists and engineers into related subpanel and other
activities, than has been characteristic of the White House Science Council. The
development of improved communication and understanding between the Administration
and the broader scientific and engineering communities that will flow from such
activities will be of particular importance. As one of the very few Republicans on this
academic campus I have been very much disappointed by the depth of my colleagues' lack
of understanding of the extent to which the Reagan Administration was working on their
behalf and by their unwillingness to give it even the benefit of doubt on many important
issues. That such attitudes are passed on to generations of students can be very
destructive, although as I mentioned to you, our students, at least, are becoming
increasingly resistant to them.
I have long felt that both the Department of Defense and the academic world -
particularly the scientific and technological component of it - would greatly benefit
from a rebuilding of the bridges between them that functioned so well in the immediate
post World War II decades - and indeed until the late 1960's and Vietnam. Real progress
is being made but much remains to be done.

I had planned to leave the enclosed biographical and bibliographical material with
you on Friday but found that the copy I had with me was faulty; the enclosed copy is an
up-to-date one.
Again my thanks for taking time to talk with me. I should be happy to provide any

Dear John:
One of the more difficult problems facing the Bush Administration is
the savings and loan disaster. I use the term disaster because it is
impossible to define the problem - the "go-go" company VS the company
living off imprudent accounting standards set by their regulators.
My associate, Arnie Danielson of Danielson Associates, Inc., has a
way of getting to the heart of a problem. Enclosed is an overview of his
analysis which I hope you will have someone read. His ideas were
reported recently in the Washington Post and the American Banker. These
recommendations call for a dramatic restructuring of the thrift
industry. If we don't do it now, while a crisis provides the stage, the
problem will be left to a future administration. President Bush has the
appearance of a man who wants to solve problems, not coat them over for
someone else to deal with at a later time.

got a nice letter from him. It is a relief, in a way, to know that,
after all, his vote was not critical: John would have lost even if he
had L's vote. I take advantage of your kindness to ask you please to
give special attention to the nomination of Schuyler Chapin for head
of the National Endowment on the Arts. Chapin is one of the truly
valuable human beings in the cultural world -- hell, I'm not going to
belabor his qualifications, but I guarantee that his appointment would
be greeted by universal approbation. He is apolitical, and between
you and me, I think that's okay for a figure in the arts. But he is
an administrative genius with the highest taste, and a wonderful
record, as General Manager of the Metropolitan Opera and dean of the
School of Arts of Columbia.

I am writing in strong support of Michael Winn to
serve in the Bush/Quayle Administration in a
Congressional Relations or Public Affairs capacity.
From my position as a recent candidate for the
U.S. Senate, I had the opportunity to observe Mike in
action and can attest to the fact that he would serve
the Administration very well. Mike served as Director
of Campaign Finance and as PAC Director for the
Republican Senatorial Committee. He worked to ensure
that the campaign had the necessary resources to
succeed. Mike was a valuable part of our team and
contributed greatly to my ultimate succes.
As you will note on the attached resume, Mike has
spent the last eight years helping to elect Republican
candidates to federal office. His years in private
political consulting and with the Republican Senatorial
Committee have made him well-known and well-respected
among members of the U.S. Senate and their staff. I

Congressional relations office.

morning, October 13 at the Park Hyatt Hotel between 9:00 AM and

In fact, the National Science Foundation predicts that if nothing is done to
enhance U.S. higher education systems, "Our country could suffer a shortage
of 700,000 scientists and engineers by the year 2010."

our hearty band of about twenty members in attendance. You

What we would like as a format is to have a few opening
remarks from you and then get right into the discussion with
questions/answers on where we go from here.

Dear Governor Sununu,
We note with extreme interest a front-page story in the
August 16 edition of The Washington Post regarding the
President's anti-drug efforts. Contained in the newspaper
account was a statement which read, "At the same time,
at the border
relatively less emphasis " will be placed on interdicting drugs
We fully agree with the President's approach which brings
up another critical point.
As an amendment to the Department of Defense authorization
bill, Kentucky Senator Mitch McConnell introduced language
which would allow federal law enforcement agencies to shoot
down aircraft suspected of drug smuggling. Governor, although
we are one hundred percent supportive of the war on drugs, in
the simplest terms and for a wide range of reasons, that's nuts!
Attached is a letter which we sent to Senator McConnell
which explains our position in detail. Given the focus of the
President's drug program and the absolute lunacy of Senator
McConnell's proposal, we hope that The White House will do all
that it can to kill this amendment.
We also note that the President soon will be speaking to
the Nation on a variety of subjects including America's war on
drugs. You may recall information we recently sent to you
regarding the announcement of the AOPA Airport Neighborhood
Watch Program--a cooperative effort between AOPA, FAA, U.S.
Customs Service, and the National Crime Prevention Council to
help stop the use of aircraft and airports in drug trafficking.
Since the Washington news conference, the program has
received favorable media response throughout the country. In
fact, we are even receiving calls from representatives of other
nations wanting more information about the program.
Our hope is that the President will look favorably on this
cooperative government/aviation/community initiative and speak
kindly of it in his address to the Nation.

On another subject, although we are supportive of Secretary
Skinner's development of a national transportation policy, we
are very much concerned about the framework and process being
utilized. Based on much of what is contained in volume one of
the DOT publication titled Moving America: New Directions, New
Opportunities--Building the National Transportation Policy,
along with the rapid speed with which the policy developmental
process is evolving, we believe that aviation--especially
general aviation--will fail to receive adequate national
attention. In our view, the final result will be an inferior
product focused on highways and mass transit in major
metropolitan areas, with little consideration given to air
transportation between rural communities or between small
communities and major city centers. It sounds like MASSPORT
all over again, doesn't it?
Enclosed is a letter we recently sent to Secretary Skinner
expressing our concerns. Because of your interest and help
with the MASSPORT issue, we are hopeful that you will take a
similar interest in this as well.
We have just received a note from Mr. Joseph W. Hagin II,
deputy assistant to the President for appointments and
scheduling informing us that the President would be unable to
attend our 50th anniversary convention in Orlando in October.
We naturally are disappointed. If, however, the President's
plans should change, the invitation is open-ended and we would
love to have him join us in October.
At the suggestion of Mr. Andrew Card, my staff has talked
with Ms. Jackie Kennedy of your staff trying to arrange a time
when we could visit for a few minutes. Althoughjwe have not
yet heard back from Ms. Kennedy, I am hopeful that an
appointment can be arranged soon.

P.S. We have just learned that the First Circuit Court of
Appeals in Boston has affirmed the DOT decision regarding the
MASSPORT PACE plan. This is a major victory for all of us and
your past help is most appreciated. Attached for your
information is the news release we issued on the subject.

quent events more than justify my faith. I believe that some of the
critical social issues we face are of cancerous proportions and therefore
call for a less political and more long term approach. The decline in our
"national sense of values" and the disentegration of the family unit are
disheartening.
All societies inevitably rest upon their family unit and draw their
strength, or weakness as the case may be, from same. I find it perversely
ironic that just at the time our "adversaries" are realizing the value in
our approach (social, political and economic Democracy) we are hemorrhaging
fiscally, are producing a less educated and literate citizenry and suffer
from spreading dope and crime problems. These are discouraging trends and
must be redressed or America will ultimately find itself unable to effectively
compete in the global economy. The consequence - a lower standard of living,
a frightening prospect that I pray my children and grandchildren will not
have to bear. A seventy percent job rating is a commendable statistic but
if it reflects nearer term approaches to longer term problems the administra-
tion may find its eventual footing resting on sand. Such an approach ulti-
mately can become this administration's achilles heel.

Regarding my last correspondence to you of August 7, I
have received word through your assistant, Ms. Kennedy, and
PREMISSIONS Linison
from our Washington contact, Mr. David Epperly, with whom
you spoke directly, that an August 25 appointment is not
possible, for a number of reasons. I understand that the
President will simply not be in Washington on that date, and
that in any event, we should be in a position to present to
you or the President, some rather concrete, constructive
proposals that have wide spread support in the community.
We are developing such proposals for presentation to
the Congress following the August recess. We will make a
similar presentation to the Council of Lebanese American
Organizations to obtain a consensus.
Because of the renewed urgency of the crisis in Lebanon
due to events that occurred over the weekend, I am renewing
our request for the President to receive a delegation from
the national leadership to allow us to make a direct appeal
and presentation of our proposals. We only ask for the
in. earliest possible date for which the President can fit us
We see the direct involvement of the Syrian Army in the
attempt to breach the red line at Souk el Garb over the week
end, reports of a second such ground assault, the massing of
Syrian tanks at Douar east of Bikfiya, and the summoning of
Jumblatt and Berri to Damascus for a meeting with the
Iranian Foreign Minister as developments which compel us to
make this urgent request for a meeting. Ground assaults
across these red lines is a dangerous escalation and the
introduction of the Iranian element suggests that Lebanon
may become the site of a renewal of the Iran/Iraq conflict.
The Iranians, as you may know, offered a blank check
to the Syrians to take Aoun out as revenge against Iraq. We
must take the wheels off of this insanity before it truly
becomes "intractable".

U.S. can have the leverage that we need by directing our
policies at these two exposed financial underpinnings of the

Dear Governor:
I hope you won't consider it an imposition if -- recalling
our November meeting at Norman Podhoretz's home -- I take advantage
of our acquaitanceship to recommend an outstanding candidate for
federal office.
I beleive the Bush administration could do no better than to
name William F. Squadron to the "Democratic/independent" seat
on the Federal Communications Commission, a seat which has been
open since July 1, 1989.
I can't pretend an absence of bias with regard to Bill Squadron.
He is an old and dear friend whom I respect and admire -- for
his loyalty, fairness, judgement and personal strength.
Still, he is also an esteemed member of the communications bar
and a recognized expert in administrative law.
As a Washington-based partner in the firm of Morrison &
Foerster, he has specialized in telecommunications matters,
particularly those involving advanced technologies. He has also
taught administrative law at the Georgetown University Law Center
together with Judge Lawrence H. Silberman of the U.S. Court of
Appeals for the D.C. Circuit.
I think it's relevant to note that Mr. Squadron's personal
views on communications regulation reflect a pragmatic, free-
market philosophy. I doubt the Bush administration could fill
a Democratic seat with a more sympathetic appointee. In truth,
I can imagine no more appropriate nominee -- Democrat or Republican.
William Squadron, to be sure, is remarkably young -- at the
age of 34 -- for a seat on the FCC. But he is also young to be
a partner at a major law firm; young to teach at a prestigious
law school; and young to have written SO widely in his field.
And, in a sense, it's fitting that a young and dynamic man should
have established himself SO securely in this young and dynamic
field.
The resume and writings I attach indicate that Mr. Squadron
has been a journalist and a White House staffer, that he has
handled major communications cases for his firm and that he has
worked on Capitol Hill.
What such documents cannot communicate is the sensitivity
and thoughtfulness with which Bill Squadron approaches all of
the tasks before him; the loyalty that defines his character --
loyalty that I know would be directed to you and to the Bush
administration at large, notwithstanding party affiliation.
Again, Governor, I hope you won't think it inappropriate that
I've stepped out of my Editorial Page Editor's role for a moment
to recommend an outstanding candidate for a federal post. As I'm
sure you know, journalists don't use superlatives lightly or
easily -- in this respect, I'm no exception. Thus when I say
that I can't imagine this administration making a better appointment
to the FCC, I speak from the bottom of my heart.

Re: Administration's Clean Air Act bill (H.R. 3030)
Dear Governor Sununu:
You will see from the enclosed letter to Congress that the American
Leasing Association (AALA) supports the Bush Administration's Clean Automotive Air Act
amendments in H.R. 3030.
Our our interest in this legislation stems from our support for cleaner air and
Congressional concern that vehicle fleets are treated unfairly by the other from
trade bills on clean air, H.R. 99 and H.R. 2323. AALA is competing
on lease association whose members have over two million (2,000,000) motor a national
account to commercial users, generally in vehicle fleets. The members vehicles of
vehicles. for approximately 95% of the commercial market for fleets of motor AALA
We vehicles" think the provisions in the Administration's bill dealing with
provisions are comprehensive, even-handed and workable. We support "clean "clean-fuel
fleets like those in H.R. 3030, which do not discriminate against vehicle fuel"
and are more likely to succeed in reducing air pollution.
