Dear Jeb:
Thank you for taking the time to meet with me to discuss the
possible establishment of a TASK FORCE geared to environment,
growth, and development. This letter will serve to describe the
particulars of the proposal which is based upon our discussion and
particularly pertinent to what is going on in Congress at present
concerning the Clean Air Act.
As things stand, there is currently no National umbrella
governmental agency which addresses present as well as future
directions caused by the combination of conflicting uses of the
environment, business, development, growth and infrastructure.
Most agencies or departments are regulatory or management
orientated, and directed toward specific areas of involvement.
What I propose is a separate functioning entity which would
provide new and effective methods and solutions to the critical
problems that are engulfing us, and which would be utilized by all
applicable areas of government to more efficiently correct the
negative influences of out-of-date processes.
Environmental concern encompasses more than animals, trees, water,
and air. It also includes the causes, effects, and results of all
influences placed upon it. In addition, environment is generally
perceived of as the sole product of nature, when in fact, the man
made environment, that in which people live, work and travel, is
an integral part of the system. In fact, the man made
environment, both existing and future planned, and its by
products, are the prime destructors and have the greatest
influence on the natural environment.
In order to have a viable economic system, there must be growth,
business, development, and re-development, all tied together by
a workable infrastructure. This, however, cannot be done by
destroying the natural resources which are essential for a healthy
population. The problem, as I see it, is that this Country as a

whole is operating on past standards and processes with regard to
present and future economic growth, and that is having a profound
and negative impact on the environment. While the immediate day
to day situation may not seem apparent or critical, we are rapidly
facing massive deterioration, which only a few years ago seemed
unthinkable. Conditions are becoming so dangerous in some areas
of our country, that many unborn children are being permanently
affected because of toxins in the food consumed by their mothers.
There are carcinogens in the water, chemicals deteriorating the
air we breathe, and the Global climate is being affected by
massive destruction of the natural resources. At the current
rate, the youth of today may not have a world as we have known it
when they become adults and try to raise families. Without
sounding radical, in real terms, there is nothing more important
than solving the environmental problems, for without a healthy
environment, there can be no normal life. The "Love Canal"
situation could become universal.
The destruction of the sustaining environment is every bit as
devastating to the human race as the current drug epidemic,
because it affects the entire population who have no control over
the quality of conditions in which they are forced to live. In
order to curb this trend, and begin to correct the damage, I
propose that a Presidential Task Force be established on
environment, growth and development, which I would like to
coordinate because of my background and experience of those areas.
This entity would be made up of the most capable individuals in
the country who would be knowledgeable in the respective areas of
concern, and be able to produce realistic plans and processes of
implementation. The work of this Task Force would be done in
three stages:
I.
A. Analyze existing conditions of actual or potential
concern.
B. Identify and isolate problem areas.
C.
Prioritize categories from most to least damaging.
II.
A.
Establish approaches for addressing the problems.
B.
Create programs for futuristic, hi-tech research and
development in such areas as new sources for energy

productions, transportation, and waste disposal, as well
as methodology and technology to correct any other
negative problems which are identified.
III.
A.
Help aid in the creation of industries and businesses
which are geared to providing new services, as well as
up-grading existing facilities with efficient and clear
new processes.
B.
Establish programs of creative financing which would make
it attractive for private enterprise to acquire
environmentally sensitive lands by incentive trades ties
to re-planing and re-development of inner-city blighted
areas.
C. Work with all pertinent governmental agencies,
departments, business and industry, as well as elected
bodies in order to successfully implement the ideas and
recommendations of the Task Force.
The ultimate goal would be to analyze and list in order of
critical importance all influences which negatively affect the
environment and create ways to mitigate and suggest methods to
accomplish a successful end result to critical problems.
The Task Force would not be to duplicate or to compete with any
other agencies or departments, but rather to put into a workable
form, methods, means and processes, to solve the identified
problems and share them with all applicable areas of government,
business, and industry so that business and environmental problems
can be addressed by all affected concerns in a cooperative group
approach.
In addition, there is not a person, either in, or seeking any
elective office, who does not talk about the environment and its
problems. The trouble lies in that no vehicle exists, such as the
one which I propose, to come up with rational, comprehensive, and
workable methods to solve the diverse problems of environmental
deterioration. The work of this Task Force would provide workable
ideas to the people who will be in decision making capacities, so
that elected officials and office seekers will have real goals,
as well as the methods to achieve them, and their positions will
be related to, and galvanize the population with believable
political discussion rather than poll oriented unworkable
rhetoric.

This letter is somewhat conceptual, however it is also factual.
There will be nothing easy about creating and putting such an
entity together, but I believe we both know that these problems
are real and critical, and that a workable process must be
established sooner or later, or we will reach a destructive point
of no return.
You are a knowledgeable person, and the President has staunchly
and sincerely stood by the importance of the environment and
shown great concern. Hard as it may, I know that, given the
opportunity and support, I can make this process work and be
successful. As you said, you just don't push buttons in
Washington and make something happen, but I truly believe that you
can made this possible. I am available to further discuss this
proposal with you and any other pertinent Governmental
individuals, who you think might be helpful and interested.
If there should be any need for further information, my past
recommendations, resume, letter, applications and other pertinent
data of my background are in the computer.

Dear Mr. Rogers:
Mr. Elliott Sluhan has advised me that you are aware of his
television project on Air Force One: Flight II and suggested that I
address my present inquiry to you. The reason I am involved is the
fact that I was President Kennedy's and President Johnson's
Military Aide, and as such participated in Elliott's first TV
presentation.
In this effort, I was able to bring to Elliott the
co-sponsorship of Citicorp/Citibank for the presentation on PBS,
with a proviso that after the PBS showing, Citicorp could consider
taking it to the wider public of cable television, as sponsors.
Subsequently, I suggested to National Geographic editor, Bill
Garrett, an article on the subject of Presidential travel by
air--really an overall historical perspective--culminating in the
many logical and legitimate reasons for coming to the 747.
Obviously, this treatment will be of great public interest, but
most emphatically it will be a favorable, explanatory, educational
dissertation, as only National Geographic can do it. I believe
that such an article will be of considerable help to the attendant
publicity on this new arrival.
The National Geographic article will not be published until
after the public showing of the new Air Force One to all the media,
and about the time that the television special airs on PBS.
Mr. Garrett and Mr. Poole, the editor in charge of this
article, have kept the White House informed, including the Air
Force coordinator for the project, and the White House Press
Secretary.
The National Geographic has hired an experienced writer, and
has engaged Mr. Pete Souza as photographer. I have been told that
National Geographic has made special arrangements SO that they will
own, and control every picture that Mr. Souza takes, and will
coordinate their selection with the White House staff SO that there
will be no untoward breaches of security or confidentiality.
As you are aware, Mr. Sluhan is planning to have the final
part of his film as an interview on board, with Charlton Heston and
President Bush. And the National Geographic will undoubtedly want
to publish a similar concluding picture of President Bush aboard
the 747.

What they need now is permission for the writer, and the
photographer to have some early access to those appointed to
discuss the upcoming employment of the 747, as well as some of the
positive, and historical aspects of Presidential flight They
already have archive pictures all the way back to Theodore
Roosevelt, and much coverage of other Presidential travels by air,
including the present Air Force One, with stories from various
former pilots and staff members. All in all, a most interesting
and positive impression of the Presidential needs.
Recently, as we prepared to go ahead with the story, National
Geographic was notified by Ms. Bonnie Newman, that there could be
no access of any kind until the aircraft is delivered. You
understand the lead time on magazines well, and know that National
Geographic will not be publishing anything until well after the
arrival of the 747 and thorough coverage by the media. What they
need prior to the time the plane is delivered is the limited access
that I have described above, including some pictures, subject to
your approval and review, of one or two shots of the airplane in
production at Wichita. And I would think that a photo of the 747
being painted by Boeing near Seattle would also be most
interesting.
With the complete assurance that nothing that you allow will
be published until well after television and the other media have
had exposure, it would be most helpful if you could permit the
National Geographic writer and photographer some limited and
supervised access in the near future. As we understand it, the
delivery date is to be late August or sometime in early September.
Mr. Garrett will be glad to write you any information or
assurances that you may need to expedite this effort on their part
to do a complete and favorable story on Presidential flight,
including the latest developments. I noted that Condé Nast in its
TRAVELER magazine (February issue) has already published much more
detail than National Geographic wants on current operations.
I will be glad to come to your office to discuss the project.
