The church is located about 500 yards from the entrance to NASA in Houston, Texas. The church choir will be performing their second annual "Living Flag" presentation in the evening on June 30, July 1, and July 2 outside on the church grounds. One of their guest speakers will be a medal of honor winner. Several of the astronauts, who are members of the church, will also be in attendance. The program will consist entirely of patriotic music (see attached program). There will be fireworks, a slide presentation with the music, and a lot of local news coverage. The choir and audience will also be waving small American flags. Many choirs perform a "Living Christmas Tree", but this is the ony church choir that I am aware of that does a "Living Flag." In this day of flag burning, it is refreshing to me to see a program honoring our flag. I certainly hope the President can get congressional support of his anti-flag burning amendment. My father-in-law is a very patriotic person. He was an Air Force Captain who was shot down in World War II, and was a prisoner of war in Romania for eighteen months. C. 20500 Re: Governor Sununu's Soviet Mission Dear Mr. Rogers: One of the "wrinkles" in pulling together Governor Sununu's mission to the Soviet Union may be how to synthesize the official briefings with the more practically focused briefings on how one enhances their effectiveness, impact, etc. in working with the Soviets. From my work in govern- ment, including its foreign policy focused offices, I am con- cerned about how to reduce risks and increase prospects for success in this particularly high-profiled undertaking. Those concerns range from reducing criticism from those who are already critical of his role, views, etc. to avoiding criticism from his allies for "helping the Kremlin become more effective," to quote a comment I heard this morning. There are some procedural ways to reduce the first risk, the most important being to structure it as "a continuing dia- logue," so that expectations are reduced as to the first (rather than the only) set of meetings, as well as the second risk, the most important being to maintain dialogue with those allies throughout the process. There are other ways as well. There are a good many persons who have worked closely with the Soviets, but there are very few who have worked with them flying unashamedly a Republican-based career. I have done that for fifteen years now, first on USIA-sponsored exchanges, then for for-profit and non-profit clients, and at levels which have had me frequently in the Kremlin. With sincere apologies for their self-serving nature, I am enclosing some background materials which reflect that experience, including some news Vorys, Sater, Seymour and Pease Page 2 articles, standard speeches to non-profit and for-profit organizations which reflect my views on working with the Soviets, a brochure on the firm (page 20), etc. My grand- father used to say that the highpoint of any career is a self-written resume, and I am afraid these materials approach that risk, but they may be helpful to you.
