My interest in those agencies remains, however a letter from Ron Kaufman suggested that regional positions in those agencies were few and far between. A recent article in the Globe suggests that there might be an opening at the Federal Emergency Management Agency here in Boston if Jack Quinlan leaves to assist Jim Rappaport in his Senate Campaign. My resume, a copy of which is enclosed, demonstrates experience in coastal and CZM issues, flooding and drainage, and development. In addition, I also have emergency services experience in the emergency medical, firefighting and law enforcement fields, for when disaster strikes. If you have any questions, or would like to speak with me further about this, my home number is 617-569-9593. Sununu 25 Samoset Drive Salem, NH 03079 Dear John: With some trepidation, I decided to bother the Chief of Staff while he was supposedly home on a change of pace. I recently spoke with a good friend Howard Dana, a very fine lawyer from Portland, Maine. Howard would like to become a Director of the Legal Services Corporation. A review of his resume and credentials, all of which are on file with Chase Untermeyer, will indicate that he is eminently qualified for the position. I understand that he has the support of the Maine Delegation, of Warren, and most of the Bush people since he was very active in the President's Maine campaign. The problem seems to be some latent opposition from the very conservative elements of our party. I assume this is the group that prefer to see the Legal Services Corporation ter- minated, a result which would be very detrimental. Howard is no blooming liberal, but, by the same token, he is no reactionary. He is just the kind of a balanced indi- vidual that should be involved with the Legal Services John H. Washington, D.C. 20003 Republican National Committee Don Todd October 2, 1989 Director of Opposition Research Mr. Andrew Card, Jr. Assistant to the President and Deputy to the Chief of Staff The White House Washington, DC 20500 Dear Andy: I am sure you recall Don Thorson, who was our foreign policy analyst in the last cycle. He is the only senior analyst from my staff who has not been placed. There are two positions available in which he has a long-standing interest. The first is at the General Services Administration. He has been interviewed by the National Capital Regional Administrator, Mr. Jim Handley, who would very much like to hire Don as an assistant. The second position is that of Assistant Director, Congressional and Government Affairs, Selective Service System. I hope you can help get Don placed. He is extremely competent and a conscientious hard worker who did more than his share in helping to elect the president and make us all look good. Two copies of Don's resumes are enclosed. I've been assured that he is on the "A-must be considered" list. Any help you could give to assure the White House personnel shop moves Don's papers along for either (or both) of these positions as quickly as possible would be greatly appreciated. I kind of regard this as the last remaining loose end from the last race. If you need more information regarding any of the above, please give me a call. Thank you in advance. Card, Jr. Assistant to the President and Deputy to Chief of Staff The White House 1600 Pennsylvania Ave. NW Washington, DC 20500 Dear Mr. Card: Please accept this letter as the formal expression of my interest in serving President Bush as a member of the President's Education Policy Advisory Committee. Having served as leader of the community college movement for the President during the 1988 campaign, I am desirous of seeing his imprint on national education policy. My interest in the Advisory Committee is heightened because I understand it will be broad-based and that the President himself will give great weight to its recommendations. Consequently, if appointed, I would relinquish my appointment by former President Reagan as a member of the National Advisory Council on Educational Research and Improvement. Too often, community colleges where more than one-half of all Americans begin their higher education experience have been overlooked in the development of national education policy. As the President noted in addressing the American Association of Community and Junior Colleges in Washington in April, these institutions are the only educational models developed in the United States and, I might add, they are rapidly being exported. Please see the enclosed materials regarding my nomination and advise me of further actions you consider appropriate. Thank you for your consideration. Three members of my Washington staff--Joseph Eule, Jerome Gideon, and James Skinner--are interested in serving in the Bush administration. I am writing to ask your assistance in expediting their appointments. As you may know, my congressional office was known on the Hill as "Bush Central" during the primaries and the general election. All three of these staff members played an integral part in my efforts to support President Bush during his run for the White House. I could not have been nearly so effective during the campaign had I not had a capable and highly professional staff upon which to rely. They were with George Bush right from the beginning and worked hard for his election. They support the Bush agenda and can be counted on to serve him well. In short, I believe they have earned the privilege to serve President Bush and I would very much like to see each of them placed. I have already recommended Joe, Jerry, and Jim to Chase Untermeyer at a meeting in his office two months ago, and their resumes are currently on file with the Office of Presidential Personnel. For your information, I have listed their names, other pertinent information, and the positions for which I strongly recommend each. Joseph J. Castle Governor of Delaware State Capitol Dover, Delaware 19901 STATE OF DELAWARE OFFICE OF THE GOVERNOR MICHAEL N. CASTLE GOVERNOR July 10, 1989 Mr. Andrew Card The White House 1600 Pennsylvania Avenue Washington, D.C. Dear Andy: As you know, we have been trying to help Basil economically and have run into some roadblocks. I don't think anyone could question how much Basil has meant to the Republican Party in Delaware, and I think his organizational talents have helped others on a regional, and even national, basis. He is presently the Administrator of the Delaware Turnpike. He is also the non-paid Chairman of the Republican State Committee, and therein lies the rub. The Delaware River Basin Commission position we were pursuing does fall under the Hatch Act. Nobody, including Basil, wants him to step down as State Chairman. His job is also considered full time and Basil is not the kind to accept a full-time job when he has other commitments. Basil is the kind, however, to be able to do a part-time job in a spendid way and probably accomplish a lot more than most people doing it on a full-time basis. He is a glutton for work, and I don't need to tell you about how organized he is. The question then becomes -- is there anything in the Federal government locally or on a regional basis which would allow Basil to maintain his present job and be the Republican State Chairman of Delaware, but to earn some additional income in exchange for a job well performed. I simply know nothing about all the positions that might be out there, nor do I necessarily believe there are many, if any, positions that would fit this description. Nonetheless, because of my personal commitment to Basil and because of his early support of the President, I did not want to let the opportunity to help him pass. Mr. Andrew Card Page Two July 10, 1989 I am aware that you will not pursue this yourself, but I thought that an extra push from you might help. I also realize that you have many significant positions to fill and that all this is time consuming, and I appreciate the job that you, Chase Untermeyer, and all the others are doing. Please let me know if there is anything further which I can do to be of help. Sincerely yours, Mire Michael N. Card, Jr., Assistant to the President and Deputy to the Chief of Staff FROM: Fred M. Zeder my SUBJECT: Guam A situation has come to my attention which, based on my experience in territorial affairs, I recognized as important enough to require your attention. The matter arises from a request made of me by Congressman Ben Blaz for Administration assistance in dealing with political issues in Guam. Here are the essential points: -- Walter Mondale's associates (on monthly retainer of $16,000) have convinced Guam's Governor and "Self-Deter- mination Commission" to attack the Bush Administration (primarily Interior), link U.S. military interests to increased federal outlays to Guam and blame delay in federal action on Ben Blaz. -- These tactics are part of Guam Governor's effort to present the proposed Guam Commonwealth Act as a fait accompli that must be approved without revision. The Governor is now seeking intervention by the U.N. Com- mittee on Decolonization in the matter of Guam's status. -- Ben Blaz is standing tall and urging Guam to refrain from inflamatory tactics and prepare for give-and-take to accommodate legitimate federal and territorial interests. -- Ben is being isolated and accused of being ineffective. He requests a letter from the President (draft attached) to encourage moderation and see him through the political storm while Interior's Task Force and then Congress develop a position on Guam's proposals. -- In addition to a Presidential message recognizing Guam's Liberation Day on July 21, I recommend that the President give Ben Blaz a shot in the arm with this letter of appreciation. 1615 M STREET, N.W. WASHINGTON, D. C. 20527 TELEX-440227 OPIC UI (202) 457-7000 DRAFT 2-7/6 1881P Dear Ben: As Guam prepares to celebrate its liberation on July 21, 1944, I want to express my appreciation for your leadership in Congress on behalf of Guam. I understand that you and many of Guam's elected leaders are working toward the goal of establishing a local consti- tutional government. Guam's leadership also has asked Congress to enact legislation concerning applicability of federal policies and laws under a proposed commonwealth act. It is my hope that the results of this effort will enhance the opportunities for economic and social advance- ment which Guam already enjoys as a member of the American political family. As the Congress considers legislation for Guam in light of both federal and local interests, I know your colleagues in Congress will continue to look to you to promote reason and a spirit of accommodation. In this process I wish you and the people of Guam all the best. Card, Jr. Deputy to The Honorable John Sununu Chief of Staff The White House Washington, D.C. 20500 Dear Andy: Thank you for your support of Bruce Goodman--I am convinced that he would be an excellent appointment to the Federal Communications Commission and I appreciate all your help. Bruce's background is perfect for the FCC--he has worked both for broadcasting and telecommunications companies an has been an attorney and a corporate executive. Moreover, he has the type of track record of success needed by the Commission--Senior Vice President and General Counsel for the Mutual Broadcasting System; Vice President of the Amway Corporation, President of MultiComm Telecommunications Corp. as well as a partner in a national law firm. I appreciate the importance--and, perhaps, the necessity-- for your appointing a loyal supporter of the President to the position. As Bruce worked full time to the Campaign and was a successful fund-raiser for the President, he should stand above his competitors, who have only recently become supportive of the President. It is my understanding that the names of the FCC candidates will shortly be brought before a Senior White House Panel, where I you will have an opportunity to indicate your support. As strongly encouraged during our recent telephone conversation, I urge you to endorse him at that time In the event that neither you nor Gov. Sununu have had an opportunity to indicate your support of Bruce to the Director of White House Personnel, I would appreciate your indicating your endorsement. If you would like to meet Bruce, please call me at 528-4588 and I will arrange a meeting. I am certain you will be impressed and consider him an asset to the Administration. Again, many thanks for your support. Panity Very truly yours, Larry King 14 March 1989 Private Citizen Members of the Delegation Gov. Bob Martinez of Florida, proposed head of del. The alternates are listed in order of preference. Fred indicated that the lines through Mickey Edwards and Jerry Lewis indicate that neither should be asked to head up the delegation. If Foley and McConnell accept invitation, Fred suggests that they be made co-heads of the delegation. If Foley declines and McConnell accepts, Fred suggests that McConnell be asked to head the delegation. Fred indicated further that his office should be responsible for extending the invitations. 1c THE WHITE HOUSE WASHINGTON March 7, 1989 7510 MEMORANDUM FOR FRED McCLURE FROM: BOYD HOLLINGSWORTH NANCY DORN SUBJECT: Presidential delegation to El Salvador elections House BOS Dornan stet Mickey Edwards (President's Tom Foley Jon Kyl Tom DeLay request) Dante Fascell Jack Murtha Henry Hyde Charlie Stenholm Alternates Bill McCollum Ike Skelton stet verry Lewis Bev Byron Bob Lagomarsino Marvin Leath Rod Chandler Lindsay Thomas Senate Jesse Helms Claiborne Pell Richard Lugar David Boren Mitch McConnell Bob Graham Alternates Connie Mack Charles Robb John McCain Christopher Dodd Nancy Kassebaum Bill Bradley Trent Lott Terry Sanford of AC has seen File - Toss - 6000 Windsor Drive Fairway, Kansas 66205 February 20, 1989 Deputy to the Chief of Staff The White House Washington, D.C. 20510 Dear Andy: I just wanted to thank you for giving me the opportunity to be part of the "Bush Team." I'm sure you had a great deal more important things to do than worry about me. Hope its beginning to take shape, and if not calm down, at least become more focused and manageable. Its truly an honor to be able to see things develop from virtually the beginning. But to also be working in an area that means so much to me that is very exciting. Hopefully, we can find a suitable project. I hope your family is well. Looking forward to seeing you. I'll be starting March (Wednesday).
