In my letter to you in late June I expressed interest in a federal
appointment in the Boston area at either EPA or HUD. My interest
in those agencies remains, however a letter from Ron Kaufman
suggested that regional positions in those agencies were few and
far between. A recent article in the Globe suggests that there
might be an opening at the Federal Emergency Management Agency
here in Boston if Jack Quinlan leaves to assist Jim Rappaport in
his Senate Campaign.
My resume, a copy of which is enclosed, demonstrates experience in
coastal and CZM issues, flooding and drainage, and development. In
addition, I also have emergency services experience in the
emergency medical, firefighting and law enforcement fields, for
when disaster strikes.

Dear John:
With some trepidation, I decided to bother the Chief of
Staff while he was supposedly home on a change of pace.
I recently spoke with a good friend Howard Dana, a very
fine lawyer from Portland, Maine. Howard would like to become
a Director of the Legal Services Corporation. A review of his
resume and credentials, all of which are on file with Chase
Untermeyer, will indicate that he is eminently qualified for
the position. I understand that he has the support of the
Maine Delegation, of Warren, and most of the Bush people since
he was very active in the President's Maine campaign.
The problem seems to be some latent opposition from the
very conservative elements of our party. I assume this is the
group that prefer to see the Legal Services Corporation ter-
minated, a result which would be very detrimental.
Howard is no blooming liberal, but, by the same token, he
is no reactionary. He is just the kind of a balanced indi-
vidual that should be involved with the Legal Services

Special Assistant to the

As Special Assistant to the Comptroller General,
Milton J. Socolar serves in the capacity of deputy to the
Comptroller General of the United States.
Comptroller General Charles A. Bowsher, soon after
assuming office on October 1, 1981, designated Milton J.
Socolar to be his Special Assistant. Elmer B. Staats, prior
to the expiration of his term as Comptroller General, had
designated Mr. Socolar to be Acting Comptroller General
effective March 4, 1981, until the appointment of a successor.
Mr. Staats appointed Mr. Socolar as General Counsel of
the General Accounting Office on November 6, 1978. Prior to his
appointment as General Counsel, Mr. Socolar distinguished
himself in positions of increasing responsibility within GAO's
Office of the General Counsel. Except for a short period as
Assistant General Counsel with the Department of Commerce, all
of his Government civilian service has been with GAO.
He served in the Navy from 1943 to 1946, joined GAO in
1952 as an auditor, and transferred from his accounting to a
legal position in 1956. Prior to joining GAO he was a public

accountant in the private sector.
Mr. Socolar is a member of the Bar of the District of
Columbia and of the Federal Bar Association. He received a
B.S. degree from the University of Maryland and is a certified
public accountant. He earned his LL.B. degree from the George

Mr. Socolar and his wife Marlyn have two sons, Joshua
and Serge.

I am sure you recall Don Thorson, who was our foreign policy
analyst in the last cycle. He is the only senior analyst from my
staff who has not been placed.
There are two positions available in which he has a long-standing
interest. The first is at the General Services Administration. He
has been interviewed by the National Capital Regional
Administrator, Mr. Jim Handley, who would very much like to hire
Don as an assistant.
The second position is that of Assistant Director, Congressional
and Government Affairs, Selective Service System.
I hope you can help get Don placed. He is extremely competent and
a conscientious hard worker who did more than his share in
helping to elect the president and make us all look good.
Two copies of Don's resumes are enclosed. I've been assured that
he is on the "A-must be considered" list. Any help you could
give to assure the White House personnel shop moves Don's papers
along for either (or both) of these positions as quickly as
possible would be greatly appreciated. I kind of regard this as
the last remaining loose end from the last race.

Having served as leader of the community college movement for the President

broad-based and that the President himself will give great weight to its
recommendations. Consequently, if appointed, I would relinquish my appointment
by former President Reagan as a member of the National Advisory Council on
Educational Research and Improvement.
Too often, community colleges where more than one-half of all Americans begin
their higher education experience have been overlooked in the development of
national education policy. As the President noted in addressing the American
Association of Community and Junior Colleges in Washington in April, these
institutions are the only educational models developed in the United States and, I
might add, they are rapidly being exported.

actions you consider appropriate.

Dear John:
I know how busy you are so I will be brief. Three members
of my Washington staff--Joseph Eule, Jerome Gideon, and James
Skinner--are interested in serving in the Bush administration. I
am writing to ask your assistance in expediting their
appointments.
As you may know, my congressional office was known on the
Hill as "Bush Central" during the primaries and the general
election. All three of these staff members played an integral
part in my efforts to support President Bush during his run for
the White House. I could not have been nearly so effective
during the campaign had I not had a capable and highly

Dear Andy:
As you know, we have been trying to help Basil economically
and have run into some roadblocks. I don't think anyone could
question how much Basil has meant to the Republican Party in
Delaware, and I think his organizational talents have helped
others on a regional, and even national, basis.
He is presently the Administrator of the Delaware
Turnpike. He is also the non-paid Chairman of the Republican
State Committee, and therein lies the rub. The Delaware River
Basin Commission position we were pursuing does fall under the
Hatch Act. Nobody, including Basil, wants him to step down as
State Chairman. His job is also considered full time and Basil
is not the kind to accept a full-time job when he has other
commitments.
Basil is the kind, however, to be able to do a part-time
job in a spendid way and probably accomplish a lot more than
most people doing it on a full-time basis. He is a glutton for
work, and I don't need to tell you about how organized he is.
The question then becomes -- is there anything in the
Federal government locally or on a regional basis which would
allow Basil to maintain his present job and be the Republican
State Chairman of Delaware, but to earn some additional income
in exchange for a job well performed. I simply know nothing
about all the positions that might be out there, nor do I
necessarily believe there are many, if any, positions that would
fit this description. Nonetheless, because of my personal
commitment to Basil and because of his early support of the
President, I did not want to let the opportunity to help him
pass.

A situation has come to my attention which, based on my
experience in territorial affairs, I recognized as important
enough to require your attention. The matter arises from a
request made of me by Congressman Ben Blaz for Administration
assistance in dealing with political issues in Guam. Here are
the essential points:
--
Walter Mondale's associates (on monthly retainer of
$16,000) have convinced Guam's Governor and "Self-Deter-
mination Commission" to attack the Bush Administration
(primarily Interior), link U.S. military interests to
increased federal outlays to Guam and blame delay in
federal action on Ben Blaz.
--
These tactics are part of Guam Governor's effort to
present the proposed Guam Commonwealth Act as a fait
accompli that must be approved without revision. The
Governor is now seeking intervention by the U.N. Com-
mittee on Decolonization in the matter of Guam's status.
--
Ben Blaz is standing tall and urging Guam to refrain
from inflamatory tactics and prepare for give-and-take
to accommodate legitimate federal and territorial
interests.
--
Ben is being isolated and accused of being ineffective.
He requests a letter from the President (draft
attached) to encourage moderation and see him through
the political storm while Interior's Task Force and
then Congress develop a position on Guam's proposals.
--
In addition to a Presidential message recognizing Guam's
Liberation Day on July 21, I recommend that the
President give Ben Blaz a shot in the arm with this
letter of appreciation.

Secchia to be Ambassador Extraordinary and Plenipotentiary of the
United States of America to Italy. He would succeed Maxwell M.
Rabb.
Currently, Mr. Secchia serves as Chairman of the Board of The
Universal Companies, Inc.; and as Vice Chairman of the Republican
National Committee in the Midwest. He also served as Host
Chairman of the 1985 Republican National Comittee Midwest
Leadership Conference in Grand Rapids, Michigan. Mr. Secchia
founded the Lake Michigan Conference and is a member of the
Executive Committee of the Gerald R. Ford Foundation. In
addition, he was the founding President of the West Michigan
Lodge of the Order Sons of Italy.
Mr. Secchia received a Business Administration degree from
Michigan State University. He is married, has four children, and
resides in East Grand Rapids, Michigan.

Thank you for your support of Bruce Goodman--I am convinced
that he would be an excellent appointment to the Federal
Communications Commission and I appreciate all your help.
Bruce's background is perfect for the FCC--he has worked
both for broadcasting and telecommunications companies an has
been an attorney and a corporate executive. Moreover, he has the
type of track record of success needed by the Commission--Senior
Vice President and General Counsel for the Mutual Broadcasting
System; Vice President of the Amway Corporation, President of
MultiComm Telecommunications Corp. as well as a partner in a
national law firm.
I appreciate the importance--and, perhaps, the necessity--
for your appointing a loyal supporter of the President to the
position. As Bruce worked full time to the Campaign and was a
successful fund-raiser for the President, he should stand above
his competitors, who have only recently become supportive of the
