The celebration of the 25th Anniversary of the Boston
Police Patrolmen's Association was a tremendous success.
People are still talking about it. Needless to say, it was
great that you and Ron stayed for the full affair. Bob and I
are particularly proud of the video and we hope the President
might have a chance to see it in the near future.
I am writing today for the purpose of asking your help
with respect to Major Maurice L. Pelletier. He is the
son-in-law of a close friend of mine in Marshfield, Kay
Perkins, who works at the elementary school where my sons
attend.
As you can see by the attached resume, Major Pelletier
is fluent in both French and Dutch. He is an exceptionally
bright officer and at the present time the Army, in my
judgment, is not in any way utilizing his talents. I am
specifically writing to ask if there is any possible way you
can forward my letter to the Department of the Army and
request perhaps that he be assigned to a position where he
can fully utilize his linguistic abilities.
Needless to say, anything you can do will be greatly
appreciated.
By the time you get this letter I will be off to Poland.
Keep an eye on the television as we are going to try to put a
Bush T-Shirt on Walesa.

Resume of Maurice L. Pelletier (Major)
Born in Manchester, N.H., 21 Sept. 49.
Graduated in 1971 from N.H. College with Bachelor Business
Science in Business Management.
In July, 1971, Commissioned as 2nd Lieutenant in N.H. National
Guard where I served proudly from June 1969 until August 1975.
Married to the former Suzanne M. Perkins from Marshfield, Mass in
October, 1976, and have two sons, John-age 8, and Maurice Jr. age
2.
In September, 1980, entered Active Duty in the United States Army
at Ft. Sill, Ok.
Stationed at Ft. Riley, Ks., from August 1981 to May 1985 where I
served as a staff officer at the Division Artillery Headquarters
for two years, followed by a two year command of an 8-inch
Artillery Howitzer Battery.
Assigned to the 2nd Infantry Division Artillery Headquarters at
Camp Stanley, Korea as a staff officer from May 1985 to July
1986.
Received a Masters Degree in Political Science from the University
of Minnesota-Minneapolis in December, 1987.
Subsequently assigned to the Defense Language Institute in
Monterey, California from January 1988 to June 1988 where I
learned Dutch as part of my training as a Foreign Area Officer.
From June 1988 to September 1989, I was assigned to the U.S.
Embassy Defense Attache Office with duty at the Belgian Command
and Staff College as the completion phase of my Foreign Area
Officer training.
Currently assigned to the 21st Theater Army Area Command as
Chief, Commz Team-Desk Officer
for AFNORTH, UK and France.
I am fluent in both the French and Dutch languages.
My goals for the future are to successfully pass the Foreign
Service Examination and be selected to become a member of the
Foreign Service Corps.
Should I remain in the Army my goals are as follows:

Dear Andy,
How waderful to have met and known you, never
dreaming that I would need your help from time to time
to deliver messages for me, a favor that I know you will
grant me graciously.
But, first, let me ask that you pass on a message
to our President. I don't believe that he sold his soul
to the Congress as the Conservatives would have us believe.
I realize that many concessions have to be made to gain one
point from these lawmakers. For this he has been attacked
from many sides but I know that he is the same man whom
we sent to represent America and I'm proud of him.
Yearly, I send hundreds of letters to Carons across
the country - this Christmas the number has grown to 869.
But, I feel that one is being left out because no one dares
reveal his address. He is GEORGE CARON, the tail gunner on
the B-29 Enola Gay. Understandably so.
However, I feel that through your office, you could get
his present address and post 1t on my letter addressed to
him. Then, we can leave the matter up to him. I've informed
him of our reunions and the history of his forebears that
he may wish he had for himself and his children.
I thank you for this favor, and when and if I hear
from him, I will let you know. If ever you are in this
area and looking for a free home-cooked meal and conver-
sation regarding history, geography, races and languages
and how we can overcome many international problems, the

Dear Mr. Card:
During his recent visit to Mashpee I had the opportunity to speak with President Bush
about a problem of grave concern to the Town. The President expressed a willingness to
assist the Town and suggested that I contact you.
Otis Air Force Base abuts the Town and is the source of numerous hazardous waste
plumes which have contaminated groundwater in Mashpee and Falmouth. Of particular
concern is contamination from the base which has required the installation of a public water
system in the Briarwood section of Mashpee. This neighborhood had relied on private
wells for domestic water supply. Once the wells were contaminated by the Base the Town
responded by establishing a water district which installed several miles of water mains to
connect to the Falmouth water supply, acquired land for water supply sources, identified
and installed water supply wells, installed a distribution system to serve the area and
designed a storage tank. The cost ongoing between this and remediation exceeds several
million dollars.
For over three years I have been attempting to negotiate a settlement on behalf of the
Town and the District with representatives of the Department of Defense, Mr. Ron Watson
of the National Guard Bureau and Lt. Colonel Paul Brogna of Otis. Achieving an equitable
settlement for the contamination caused by the Base has been an elusive objective. The
Town and its people have suffered great financial loss due to the contamination and looks
to the National Guard Bureau to pay for the water system required to remediate the health
threat to the people of Briarwood.
The Guard Bureau has taken an overly conservative and unsupportable position in
refusing to accept responsibility for contamination in all of Briarwood. While accepting
responsibility for contaminating East Briarwood, it has refused to live up to the reality that
West Briarwood too has been contaminated by the Military. Even by the Guard Bureaus
admission West Briarwood is surrounded by contaminants emanating from the Base. It
defies commonsense and hydrologic principles that West Briarwood could have escaped
contamination. I think you would find that both the Environmental Protection Agency and
Massachusetts Department of Environmental Protection concur with this conclusion.
In acting responsibly to protect the health of its citizens and installing a water system to
all of Briarwood, the Mashpee Water District is being penalized by the Guard Bureau's
interpretation of what portion of the system it should pay for. The District taxpayers are
presently looking at absorbing roughly $350,000 in costs that rightfully belong to the Base.
Despite numerous and lengthy attempts to achieve a settlement the negotiations are at an
impasse. Were I not extremely pessimistic about the willingness of the Guard Bureau to
treat Mashpee fairly, I would not have gone to the extraordinary measure of raising this to
the President's attention. Any intervention on Mashpee's behalf by your office would be
greatly appreciated. If you require further information I can be reached at my office at the

As you know, the Republican Party here in Delaware has a
Governor's Club consisting of about three hundred $1,000
contributors from the business community. This group is very
important to us as they provide a bedrock of support for our
Party and its activities.
As we do periodically, we are planning a Club trip to
Washington, D. C. this December around Christmastime. It would
certainly be the highlight of this trip if we could give our
members, probably 100 - 150, a VIP tour of the White House while
we are in town. You are familiar with the Staff tours that are
conducted, replete with cookies, cakes, and egg nog. We would
like to replicate this, if possible. Perhaps the costs for
preparation of the refreshments by the White House Mess could be
paid for by the Republican National Committee and the Delaware
Republican State Committee would reimburse them.
Andy, this tour would be a great boost for the Governor's
Club and I would certainly be most appreciative for your
assistance in this matter. In order to plan properly, we will
need about three weeks notice for a date. Please let me know

Secretary Sullivan and Director Raub in support of the nomination
of John W. Hein, D.M.D., Ph.D. of Medfield, Massachusetts to the
National Dental Advisory Committee of the National Institute of
Dental Research.
Jack has been the preeminent force in dental research over
the last 30 years in this country and, although that is a sweeping
statement, I am certain that it would be supported by virtually
anyone familiar with dental research and dental science. Jack's
name for this position has been submitted by Harald Loe who, as
you know, is the Director of the National Institute of Dental
Research.
Unfortunately from our standpoint Jack is retiring next June
from his position as Director and Chief Executive Officer of
Forsyth Dental Center here in Boston. His retirement will,
however, allow him to continue to contribute his great talents to
the effort to further dental research in this country and his
appointment to the National Dental Advisory Committee would be of
importance to the country and a credit to the Administration.
I would urge that you take any effort possible to support
this nomination of our fellow Massachusetts citizen.

In early August I interviewed at White House Personnel with
Leslie Norwalk, for the position of handling Logistics and
Conference Coordinator for the proposed 1990 White House
Conference on Aging. During these past months I have
conducted in depth research on the issues of aging, as well
as the history of the '81 Conference including the '84
report by the Select Committee on Aging.
With the budget settled and elections today, there maybe
more attention given to this matter in the near future. I
believe, with your political backing and support, I can
secure this position when it becomes available. I know I
am the right person for the job, and my strong
administrative background would be an asset to the
conference.
It would be an honor to again serve the President and this

Thank you for your letter and your interest in
my responsibilities in the Bush administration I
serve President Bush as one of fifteen assistants to the
President and also as Deputy to the Chief of Staff. I
advise the President on policy, polities and personnel,
and I assist the chief of Staff in managing the
White House staff and the Executive office of the President.

the agenda for the senior staff meeting. Governor Summer,

My work day usually ends at about 8:30 unless

I was born in Brockton, Massachusetts and still
maintain my legal residence in my hometown, Holbrook,
Massachusitts. I attended Hollmook public schools, the
University of South Carolina, the U.S. Merchant Marine academy
and the Kenne dup School of Government at Harvard University.
I am a trained Structural Design Engineer.
My wife and I have known eachother since the fifth
grade. In high school I was class president and Kathi
was class secretary. We have three children Taketha (zz)
Rachel (20) and andrew (Drew) (15).
Our family is very close and enjoy doing almost
everything - -together. Unfortunately it is not all that
easy for us to Set time to do all we want.
Politics has been a bis part of the Card family
activity. We enjoy campaigning and participating in

at the White House as Assistant to the President and Deputy to
the Chief of Staff.
Prior to this appointment, Mr. Card was a member of the
Presidential Transition team and served as a Senior Advisor to
the Bush/Quayle '88 Campaign. He was campaign manager for the
New Hampshire primary, a regional political director and liaison
to the Republican Governors.
From April to August 1988, Mr. Card served in the Reagan White
House as Deputy Assistant to the President and Director of the
Intergovernmental Affairs office, where he was the President's
liaison to governors, statewide elected officials, state
legislators, mayors, and other local elected officials.
In September 1983, Mr. Card was appointed Special Assistant to
the President for Intergovernmental Affairs and worked primarily
with the nation's governors. Before that, he was Vice President
Virginia. of CMIS Corporation, a computer software company based in Vienna,
Mr. Card has held a number of elected and appointed municipal
offices in Holbrook. From 1974 until 1983, he was a member of
the Massachusetts House of Representatives where he served in the
Republican Leadership for six years. In 1982, Mr. Card was named
Legislator of the Year by the National Republican Legislators'
Association and was presented the Distinguished Legislator Award
by the Massachusetts Municipal Association. Mr. Card was a
Republican candidate for Governor of Massachusetts in 1982.
Andrew H. Card, Jr. was born May 10, 1947, in Brockton,
Massachusetts. He holds a Bachelor of Science degree in
Engineering from the University of South Carolina and attended
the United States Merchant Marine Academy and the John F. Kennedy
School of Government at Harvard University. In 1989, he received
an Honorary Degree in Public Administration from Curry College in
Massachusetts and an Honorary Doctor of Laws from Assumption
College in Massachusetts.
Mr. Card is married to the former Kathleene Bryan, and they have
