Dear Andrew:
Here is a picture of three fine looking men. I think if
someone asked "Would you buy a used car from one of these
gentlemen?", the answer would have to be "Yes"
Two weeks after our March 22, 1991 meeting with you, we
opened the American Store in Moscow. The store has been a
great success. Yesterday, for example, we received an order
for one million video cassettes. Due to the publicity in
the New York Times and other papers, we have leased all 200
booths, all to American companies. The Soviet Space Agency
people want to lease two more buildings to us adjacent to
the original one.
I want to thank you, Andy, for spending some time with us a
few weeks ago. Our Soviet friends were impressed by the
leather key ring with the Presidential Seal you kindly
presented to me.
While we at Bosmosco are presently concentrating our effort
on consumer goods through the American Store in Moscow, we
are still determined to do something in the health care
area. A clinic in Moscow for Americans and Western
Europeans is still uppermost in our minds, as is the
training in America of Russian physicians through a program
at Brown University and the Rhode Island hospital.. My
colleague, Dr. Sidney Braman will be in charge of that
program.

In your travels, if you hear anything that is related to our
projects I would appreciate hearing from you. In the
meantime, I will keep you posted on the continuing progress
of the American Store in Moscow, and the evolving plans for
a Soviet Store here in Boston, which we think will open in
the fall.
We would like to be in Moscow at the summit conference. It
is our understanding that Mrs. Bush will present the duck
pond to Mrs. Gorbachev. Our Russian partners are printing
one million copies of "Make Way for Ducklings" in Russian,
for distribution to the Soviet children. Perhaps at that
time, you and President Bush can visit the American Store to
see first-hand how mutually beneficial the Store is, not
only for the 200 American companies but also for the
business leaders in the U.S.S.R.

I haven't spoken with you in quite sometime but wanted to
bring a matter to your attention which may be helpful to President
Bush. The President is reported in Sunday's Washington Post as
being interested in warming U.S.-Iran relations in view of the
rapidly evolving political situation in the Middle East.
At the request of Iranian Parliament Speaker Rafsanjani,
Vigeh Airways, Inc., a wholly-owned subsidiary of the Iranian
government, issued a request to Ayres Corporation of Albany,
Georgia to buy 10 cropdusting airplanes and associated spare
parts. Iran badly needs to upgrade its current fleet of
cropdusting aircraft purchased from Ayres Corporation back in
1975. We are advised that Mr. Rafsanjani personally approved this
small contract (approximately $6.5 million) and will view a
positive U.S. Government response as a signal that we wish to
improve relations with Iran.
Mr. Fred Ayres, President of Ayres Corporation, and I briefed
Dr. Richard Haas, the NSC's pointman on Iran, as well as other
Congressional and State Department officials. We did so since
there are currently export restrictions on sales of aircraft and
aircraft parts to Iran.
Because of Iran's position in the Iraq war, including its
support of all U.N. resolutions and its impoundment of the many
Iraqi military aircraft, Ayres Corporation believes that the U.S.
Government might be amenable to approving this sale. The company
formally filed for an export license with the Department of
Commerce on January 30, 1991, and that application is now pending.
A copy of the application along with an endorsement from the
National Agricultural Aviation Association was forwarded to
Secretary Jim Baker on February 13, 1991.

Your should know several important points:
1) Of the 20 Ayres cropdusting aircrafts sold to Iran in
1975, 15 are still operational although rapidly reaching the end
of their useful life. Iran never used these aircraft for military
purposes during its 10 year war with Iraq nor at any other time.
The aircraft are simply not suited for military missions.
2) The Iranians can purchase similar aircraft from foreign
competitors including a manufacturer in Poland, if the Ayres
application is disapproved.
3) We have requested Senator Sam Nunn, who supports the
Ayres application, to contact Secretary Baker to express that
support. We expect this to happen shortly.
4) Cropdusting aircraft are essential to Iran's food and
fiber production which, in our opinion, would not constitute a
controversial initiative for the Administration.
5) Lastly, if the sale is disapproved, we honestly believe
it will have a negative impact on U.S.-Iranian relations.
Andy, you might wish to bring this matter to the attention of
President Bush and Governor Sununu in view of the President's
expressed desire to improve diplomatic relations with Iran.
I didn't want to load you up with paper, so I did not enclose
a copy of the export license application. Needless to say, I'd be
happy to answer any specific questions or come in and brief you if
you so wish.

Dr. Sidney Bramin called me this morning to confirm a White
House luncheon date we have on Friday, March 22, 1991 at
12:30 P.M. Dr. Lawrence Mohr, a classmate of Sidney's, made
the arrangement.
The purpose of the luncheon is to discuss medical education
in the Soviet Union, and the good possibility of bringing
several Russian physicians to Brown University to teach them
the type of medicine we learn and practice in our country.
Sidney is a professor at Brown University, and the
President-elect of the medical staff of Rhode Island
Hospital. He is also a Director and medical expert of
Bosmosco, our USA/USSR joint venture.
On Monday, April 8, 1991, we will hold the grand opening of
"The American Store", which is housed in one of the Soviet
Space Program buildings in Moscow. One hundred American
companies have leased space from Bosmosco as a way to show
our products to the Russian companies, and their people.
The Store will be what we refer to in the USA as a
"merchandise mart", and will be an inexpensive way for
American companies to reach the Russian market. This will
be especially helpful to smaller companies.
We expect one of the Russian astronauts (already in orbit)
to call in an order that could be sent up on the next Soviet
space vehicle. The first order from outer space. We expect
good Soviet and American press coverage at the event, and
would very much like to read a letter from our President,
encouraging the collaboration between the two countries.

supportive of our concept to build a clinic in Moscow for
the use of Americans and Western Europeans. I expect we
will meet again with her to show a set of plans we have

On the 26th of November 1990, I requested under the Freedom of Information
& Privacy Act all information concerning myself that was in the Federal Bureau of
Investigation files. I received an answer dated 14 December 1990 that enclosed a
copy of a letter sent to the USN District Intelligence Office by the FBI. Please
find attached. I believe this was in reference to my request for a secret
clearance. Excisions have been made from the document which leaves me in the
dark and further confuses me since I have not been able to learn anything more.
There is also reference to other documents from the file originated with another
Federal Agency that will be contacting me.
I am somewhat disturbed at the entire situation since the discussions with
the Naval Intelligence Officer that investigated my clearance indicated to me that
my name appeared on the roles of a subversive organization. I had no knowledge
of such an organization and the reason that my name appeared on such a list was
due to my father taking out an insurance policy on me shortly after my birth. My
father and I both later signed affidavits attesting to this. This action supposedly
took place in the early 1930's. I was born in 1932.
I was granted a Secret Clearance in 1961 which was in effect until August of
1990. The information that is contained in my file has been detrimental to my
pursuing employment with the Federal Government and is extremely frustrating
since the only violation that I ever received was one speeding ticket. I sincerely
hope that your office will honor my request for this information.
In closing, I am requesting that my appeal be expeditiously processed to
provide me with complete information that will enable me to resolve this
situation to my complete satisfaction. Your attention to this matter is greatly
appreciated. Thank you.

While in Washington with the Everett Chamber of Commerce, I had the
pleasure of meeting you personally and am now calling upon you for
assistance.
I have been a staunch Republican for many, many years, voting the
Republican ticket since the late President Eisenhower. I am a member of
the National and State Republican Party as well as the Presidential Task
Force. I recently had the honor of coordinating Jim Rappaport's Senate run
in the Newburyport voting area. With this introduction I am asking for
your assistance to rectify a matter which is of great personal and
professional concern to me.
In 1961, the Raytheon Company processed my application for a Secret
Clearance. Shortly after the request for clearance was filed, a Navy
intelligence inspector, Mr. Edwards, called to make an appointment with me
and my family at my residence to discuss my clearance application. During
the course of our discussion I was asked how long I had been a member of a
subversive group the name of which escapes me as this was thirty years ago.
I had no knowlege of this group or my alleged membership in it. I
informed the inspector that I did not and never had belonged to this or any
other such subversive organization, regardless of whether my name appeared
on a membership list. Subsequent discussion with my late father brought to
light the information that he had taken out various insurance policies on
me when I was born, or shortly thereafter, during the 1932 to 1933
timeframe. My father and I assumed that one of the insurers was the
organization in question and we signed affidavits affirming such. I was
granted my secret clearance by the U.S. Navy in 1961. My clearance was
active untilAugust of 1990 when my association with Avco Research
Laboratory/Textron terminated.
Early in 1990, I applied for a position with the Department of
Defense through Secretary Atwood's office. The position looked promising,
but was later rejected. I feel that the decision not to pursue my
candidacy for employment with the DoD is directly related to my alleged,
but nonexistent, involvement in this aformentioned "subversive
organization". This blight on my records with the United States
Government became even more apparent during my work with the Rappaport
campaign. I was invited to be a part of the Republican Contingent
scheduled to attend the appearance of President Bush at Mashpee where he
spoke in support of Governor Elect
Weld and Jim Rappaport. When the
invitation was issued, I was asked for my social security number. The
invitation was later recinded. I was informed by the area coordinator that
the bus was filled. There was, however, room for countless other campaign
workers. At this time I knew that something was suspect and I decided that
I would take action. I requested from the FBI's Boston Office, under the
Freedom of Information and Privacy
Act, all information on file pertaining
to me.
I recieved an answer stating that such information existed and that I
would hear shortly. I did recieve a letter on December 18, 1990 from the
Boston Bureau enclosing a letter sent to Navy Intelligence pertaining to me
at the time of my original clearance application, with almost all of the
letter excised out. I was told in the FBI's letter that I now had the
right to appeal.
The prejudicial code references are serious insults to my character,
loyalty and I highly resent them as:
a.) I have never had any kind of legal or ethical problems.
One speeding ticket only!
b.) I have been a good family man, raising and educating three
children.
c.) I have always been a church member and even now sit on the
Church Council.
d.) Growing up in Haverhill I was a member of the John
Greenleaf Whittier order of DeMolay.
e.) I am a 3rd degree Mason having been raised at the George
Washington Lodge #820 (Military Lodge - Kaiserslautern, Germany).
f.) I was president of the Square and Compass Club for two
years, while I was with Raytheon.
g.) I served in the U.S. Army for three and one quarter years.
h.) I was an employee of major Aerospace Defense Contractors,
Avco/Textron and Raytheon, for 33 (thirty-three) years.
i.) I am member of many well respected, professional
organizations such as the Everett Chamber of Commerce and the AAIA
etc.
In conclusion, I am requesting an appeal from the Assistant Attorney
General because my reputaion has been besmirched and my loyalty questioned.
The probability is that red tape will greatly hamper my efforts; it would
be greatly appreciated if you would intercede on my behalf with the
Attorney Gerenral's Office to surface my concerns. This is very important
as I continue to pursue employment with a National Laboratory and am now
employed by a State agency, the Massachusetts DEP. Unless this can be
resolved I doubt that I will even be considered by a Defense or Federal
Government Agency. I still have one daughter in college, as well as
another planning a May wedding. These expenses in addition to mass layoffs
at Avco Research Laboratory, prohibit my incurring the expense of an
attorney in Washington D.C. to pursue this investigation. Surely this is a
minor matter which can be easily rectified if only brought to the attention
of the proper authorities.

Dear Sir:
On the 26th of November 1990, I requested under the Freedom of Information
& Privacy Act all information concerning myself that was in the Federal Bureau of
Investigation files. I received an answer dated 14 December 1990 that enclosed a
copy of a letter sent to the USN District Intelligence Office by the FBI. Please
find attached. I believe this was in reference to my request for a secret
clearance. Excisions have been made from the document which leaves me in the
dark and further confuses me since I have not been able to learn anything more.
There is also reference to other documents from the file originated with another
Federal Agency that will be contacting me.
I am somewhat disturbed at the entire situation since the discussions with
the Naval Intelligence Officer that investigated my clearance indicated to me that
my name appeared on the roles of a subversive organization. I had no knowledge
of such an organization and the reason that my name appeared on such a list was
due to my father taking out an insurance policy on me shortly after my birth. My
father and I both later signed affidavits attesting to this. This action supposedly
took place in the early 1930's. I was born in 1932.
I was granted a Secret Clearance in 1961 which was in effect until August of
1990. The information that is contained in my file has been detrimental to my
pursuing employment with the Federal Government and is extremely frustrating
since the only violation that I ever received was one speeding ticket. I sincerely
hope that your office will honor my request for this information.
In closing, I am requesting that my appeal be expeditiously processed to
provide me with complete information that will enable me to resolve this
situation to my complete satisfaction. Your attention to this matter is greatly
appreciated. Thank you.
