Washington, D.C. 20500 Dear Mr. Sununu, As the Administration is finalizing its draft clean air legislation, I would like to review with you Canada's views on the acid rain problem which remains the most important outstanding issue in our bilateral relationship. We have put in place a program to reduce eastern Canadian sulphur dioxide emissions by 50% (i.e. to 2.3 million tonnes) by 1994 from the 1980 allowable level. Our program is working. Sulphur dioxide emissions have already been reduced by almost 40%. Flows of sulphur dioxide from Canada to the U.S.A. are down by one-third. There is no doubt that Canada will reach its objective on or before our 1994 deadline. However, Canadian efforts alone cannot be sufficient to protect our environment, as at least 50% of the acid rain falling in eastern Canada originates in the U.S.A.. To reduce acidic deposition to an acceptable level, we calculate that, in addition to reduced emissions in Canada, the annual transborder flow of sulphur dioxide from the U.S.A. must be reduced to two million metric tonnes. (It appears that total U.S. emissions would need to be reduced by 10 million tons to achieve the necessary reduction in transborder flows, assuming at least three-quarters of the total reductions come from sources with 300 miles of the international border east of Manitoba. Our calculations show that this region accounts for almost 90% of the transborder flows.) If these scientifically derived targets are not met the result will be continued damage to the Canadian environment. 2 - 2 - In his two meetings this year with President Bush, Prime Minister Mulroney has stressed the importance of the U.S.A. instituting its own reduction program. He has also highlighted the benefits, bilaterally and internationally, that would flow from a timely Canada - U.S.A. acid rain accord. It is in that spirit that I wish to reiterate that your reduction program should ensure that transborder flows be reduced to no more than 2 million tonnes, that the program be instituted on a schedule that approximates that of Canada's as closely as possible and that we move at an early date to conclude a bilateral accord. C. 20500 Dear Governor: As we are all well aware, Congressman Pepper of Florida, has a national reputation as the spokesman and advocate for the elderly. Even though there are many in the Republican Party who are advocates for the elderly, the party, as a whole, is not perceived as being particularly sensitive to their needs. I believe if we are to continue to hold the White House and become the majority in the Congress we need to change this perception. I, therefore, would suggest that the President may want to establish a position in the White House that is dedicated just to senior affairs. It would be my hope that the individual who would hold this position could, indeed, become an outspoken Republican advocate for the elderly. Having one of the most elderly populated districts in the country I feel this would be helpful in showing the people that Republicans do care about the seniors and that their problems are important to President Bush and the Republican Party. I feel this idea could be a catalyst to a solution for our nation's problem with foreign trade and the nation's deficit. For many years, this nation has had to endure one sided foreign trade. This is something many President's have tried to resolve without imposing trade sanc- tions on other nations and thus risking the possibility of debilitating trade wars. Like others, I feel there is a serious imbalance in the nation's foreign trade issue. Some of the problems created by this imbalance, as you are well aware, are large deficits, unemployment, etc., which have hampered the growth of this nation. I firmly beleive these problems can be resolved with a program support- ed by the worldwide consumer. I also feel it safe to assume that the majority of Americans today, share my same feelings; yet are unsure how to react. First, I would like to establish a non-profit organization. This organization would be designed to accept contributions and provide a clear insight to the American people in regards to their purchasing power and the adverse affects of foreign trade should it be allowed to continue on such a high scale. Edu- cating Americans of the fact they have the choice to ultimately control the destiny of this country through their selection of foreign products purchased would be the main objective of this organization. Foreign trade isssues, in the form of simple graph should be communicated to the People via the News media on a daily basis just as stocks and bonds are openly publicized. The media could focus on the individual countries that are continuing to have a trade surplus. Americans could then refrain from purchas- ing goods from these countries until a trade balance is attained. It would not be the intent to match dollar for dollar on a monthly basis but to assimilate economic trade balance. Eventually, other nations would see the positive results for their own economies and they, too, would want to participate in this balanced trade movement. Nations would have guaranteed markets; thus assuring continued growth and prosperity for their economy. This growth would minimize the need for foreign assistance. Nations would be able to reinvest monies into their own ecomomies. Another enormous benefit of countries regaining individual economic strength is that it reduces the presentiment of war. Stabilization of international currency and inflation could be expected. TECHNICAL SERVICES DIVISION If the idea of private sector initiative on this issue would be of interest to the Bush administration, then I would like to present a more concise proposal. Bethlehem's reported first quarter net income is lower than a year ago due primarily to charges relating to restructuring. We remain a company in transition, and certain sections of the Report are marked to indicate areas of major concern. 1. Profitability Despite strong steel demand overall, a number of our operations including Bar, Rod and Wire (Johnstown); Rail Products and Pipe (Steelton); BethForge (Bethlehem); and Baltimore Marine (Baltimore) either incurred losses or operated at about a break-even level. Bethlehem Structural (Bethlehem) has a very difficult business situation. - 2 - 2. Pension While, because of our significant 1988 contributions, we are not required to contribute to our pension fund in 1989, we contributed $60 million in the first quarter this year. Additional contributions during the year are being considered as may be appropriate. The unfunded obligation at December 31, 1988 was about $1 billion. 3. Capital Expenditures Capital Expenditures are increasing, but much more needs to be done. We currently estimate that 1989 capital expenditures will total about $375 to $400 million compared to $304 million in 1988. The thrust of these expenditures is directed at modernization and new technology, highlighted by the installation of a vacuum degassing facility at Burns Harbor and the modernization of our 68-inch hot strip mill at Sparrows Point. 4. Common Stock Dividends We are still not paying dividends on our common stock. 5. National Policy for Steel While President Bush's commitment to extend the National Policy for Steel beyond the September expiration has not yet been implemented, we continue to rely on his commitment. Five more years of the present Policy necessary and appropriate if we are ever to achieve - 3 - international consensus to end trade distorting practices. We are ready and willing to continue to work with you, others in the Administration, and the Congress to achieve this extension on an expeditious basis. 6. Lower Domestic Shipments We expect that domestic industry shipments for the second half of 1989 will decline from first half levels and that shipments for the year will be about 78 million tons compared to 84 million tons in 1988. McDonald and I are sending to the President. It speaks for itself, but I wanted you to know a little of the background as the decision is made. On the one hand, the Williamsburg Charter project is an officially recognized program of the Bicentennial Commission. As you can see from the Board of Trustees as well as the Drafters and Signers, it has received Americans. the support of an extraordinarily distinguished and diverse group of More to the point, it is far more than a historical celebration. It addresses a deeply vital national dilemma with great responsibility and (as you can see from its educational project) with timeliness and success. On the other hand, as you can discern from the Signers' list and its absences, the initial invitation to the previous administration was turned down-and that it is what I wanted to explain. The White House had evidently signed off on the President's accepting the invitation to be in Williamsburg last June 25 when a letter from the Interior Department blocked things. A young attorney, acquainted with neither the players involved nor the issues, charged that the Charter was dangerous because Christian. (1) it was said to be opposed to Original Intent and (2) it was allegedly anti- Both these charges were unfounded and absurd and Judge Robert Bork decisively cleared the Charter on both counts (see enclosed letter). But the damage had been done and the invitation was declined to avoid unnecessary conflict in an election year. The dust has now settled on that unfortunate episode and I believe it is an excellent moment to reconsider the invitation. The Charter's principles are ones the President will support wholeheartedly. But beyond that, his signing and addressing this issue could greatly enhance his Presidency. He would be addressing one of the deepest unresolved issues of the last generation. He would be exemplifying the "new breezes" blowing in this administration. He would be touching on one of the keys to the crisis of the public schools. He would be heading the rededication to America's "first liberty" at a time when it is being taken more seriously around the world, including the Soviet Union. In short, far more than a signature is at stake. The President's leadership could play an incalculable part for good, and I know you will give this invitation your most careful consideration. I think that it is important that you be aware of a message that I received from my friend in Panama this morning. Part of the message advises that he is having his wife and children leave Panama over this weekend. Another part of the message says "Things are worse than what you imagine. There is no solution as of now and all that is going to happen is that people are going to die for nothing. Unless people from outside Panama come in massively there will be no change. " I am very concerned about the directions which United States policy may take with respect to Panama - a country whose people I very much care about. Please do not underestimate General Noriega's military capability and willingness to use that capability. His military resources are extraordinary and he has access to whatever he might require from Cuba. 2. The General's economic base is two pronged- he has control of the government's revenue sources, and is massively backed by drug interests. Economic sanctions will destroy 3. Panama long before they affect Noriega. The Panamanian people view the personnel of SouthCom in a historically different context than they do the people of the United States. The "Zonianistas" for the past two decades largely brought with them the attitudes of the Southern United States in the Fifties - not the best of neighbors to say the least. From the various news accounts, you seem to be moving quickly to a position of high public trust and admiration. I know you have been told this a hundred times, but the people of New Hampshire, and especially Windham, are very, very proud of you. I have enclosed a copy of a letter sent to President Bush from the President and Executive Director of the National School Boards Association. It explains in detail the hopes of school boards from all parts of the United States that the President will fulfill the much needed role as our "Education President". The window of opportunity for positive and long- lasting reform of public education in our country is closing quickly. Only through the strong leadership of President Bush can we at the state and local levels have any oppor- tunity to affect the positive changes that are absolutely necessary for the survival of our country's public education system. The enclosed letter encourages the President to consider the sponsorship of a White House Conference on Education to focus on our country's public education delivery system, the role of the various levels of government in this system, and, most importantly, the future of public education in the United States. There can be no emphasis on public service of greater value than can be provided by the President for such a focus and direction.
