Gov. John Sununu
The White House
By hand
Dear Gov. Sununu,
The enclosed group of financial executives is going to
be meeting in Room 22 of the Old Executive Office Building on the
afternoon of Wednesday, May 10 and I write with no familiarity
to you beyond a couple of passing handshakes to ask if you would
be good enough to come over and talk to them for 20 minutes. They
are gathering under the aegis of the Washington Focus Seminar, a
communications link between the financial community and
Washington established some years ago by myself and John Coleman
of Chicago.
I have asked Brent Scowcroft to talk with us from 3:15
to 3:35 p.m. If you were able to come at that time, it would be
great. If it is a bad time for you, we can make other
arrangements as we will be in Room 22 until six p.m.
These people come to Washington only to see and learn
and a visit with you would enable them to go about their
business, which is investing large sums of money, with a clearer
understanding of where the Bush administration is headed. So it
will be splendid if you can be with us.
Sincerely,
April 25, 1989

Dear Mr. Sununu:
I urge you to consider the appointment of Dr. Judy Schrag to
Assistant Secretary of Education to manage the Office of Special
Education and Rehabilitative Services (OSERS). Under Mrs. Schrag's
leadership OSERS can again establish its leadership role.
Children with disabilities and their families will benefit from Dr.

Dear John:
I'm writing to put in a good word for Margot Machol, who is
interested in being nominated to a full term on the Federal Trade
Commission where, from all reports, she is doing a superb job.
As you probably know, Margot was appointed to a Republican
seat on the Commission last November after serving as Special
Assistant to the Chairman of the Council of Economic Advisors.
Prior to that she served with distinction in various capacities
both with the Ford and Reagan Administrations and here on the
Hill.
My good friend, Anne Brunsdale. who as you know follows
regulatory matters very closely, tells me that Margot's
competence and her credentials as a Bush supporter are both
impeccable and that she is exactly the sort of Republican woman
that is needed in a high position like this.
Your attention to this matter is greatly Appreciated, and if
I can provide any additional information on Margot's behalf,
please do not hesitate to contact me.
Sincerely,

Hon. John H. Sununu
Chief of Staff to the President
The White House
Washington, D.C. 20500
Dear Governor:
At yesterday's meeting there was some discussion about
the United States' response to some of Mr. Gorbachev's
initiatives.
Last week I had the opportunity to listen to a
discussion by General Andrew Goodpaster of his recently-
released paper on the future of East-West security, a copy
of which is enclosed.
I know it is enormously presumptuous of me to suggest
to you and to General Scowcroft (to whom I mentioned this
report) that the proposal of General Goodpaster is something
which the President might seriously consider adopting in
whole or in part, but I must say that I found General
Goodpaster to be a most thoughtful, sensible and impressive
articulator of these views, which he has obviously thought
about at great length.
I do commend the General to you; I think you would find
him a most articulate and impressive person--and I think you
might find his ideas to be of some immediate value to you
folks at the White House.
All of us up here on Capitol Hill do appreciate
enormously the openness of Mr. Bush's Administration, and
the fact that you do reach out to us for ideas as well as
support. My contribution, at the moment, are these ideas of
General Goodpaster!

Dear Mr. Sununu:
The Northeastern Republican State Chairman's Association
has set the date of its fall conference for November 9-12th, 1989
in Puerto Rico. The Puerto Rico Republican Party has kindly
extended us an invitation to hold our meeting there, and we are
delighted to accept their offer.
The conference will provide an exciting opportunity to
increase communication between the Northeastern states, discuss
mutual areas of concern. and review the progress of the Bush
Administration thus far. 1989 will be an exciting year for
Puerto Rico as the Republican Party fights to support Puerto
Rico's quest for statehood.
Please mark the dates of November 9-12, 1989 on your
calendar. Details concerning hotel arrangements and seminars
will be sent to you as plans are confirmed. We hope that you
will be able to join us in Puerto Rico!

It has been our practice here at Bishop Guertin High
School to display in our main lobby a picture of the current
United States President. Are you aware of any organization
that could provide an 8" X 10" or larger picture of
President Bush, preferably in color, that we could use for
this purpose?
For your information, I have enclosed a brochure and a

Thank you for your kind assistance.

Dear Mr. Sununu,
As the Administration is finalizing its draft clean air
legislation, I would like to review with you Canada's views on
the acid rain problem which remains the most important
outstanding issue in our bilateral relationship.
We have put in place a program to reduce eastern
Canadian sulphur dioxide emissions by 50% (i.e. to 2.3 million
tonnes) by 1994 from the 1980 allowable level. Our program is
working. Sulphur dioxide emissions have already been reduced by
almost 40%. Flows of sulphur dioxide from Canada to the U.S.A.
are down by one-third. There is no doubt that Canada will reach
its objective on or before our 1994 deadline.
However, Canadian efforts alone cannot be sufficient to
protect our environment, as at least 50% of the acid rain falling
in eastern Canada originates in the U.S.A.. To reduce acidic
deposition to an acceptable level, we calculate that, in addition
to reduced emissions in Canada, the annual transborder flow of
sulphur dioxide from the U.S.A. must be reduced to two million
metric tonnes. (It appears that total U.S. emissions would need
to be reduced by 10 million tons to achieve the necessary
reduction in transborder flows, assuming at least three-quarters
of the total reductions come from sources with 300 miles of the
international border east of Manitoba. Our calculations show
that this region accounts for almost 90% of the transborder
flows.) If these scientifically derived targets are not met the
result will be continued damage to the Canadian environment.
2
- 2 -
In his two meetings this year with President Bush,
Prime Minister Mulroney has stressed the importance of the
U.S.A. instituting its own reduction program. He has also
highlighted the benefits, bilaterally and internationally,
that would flow from a timely Canada - U.S.A. acid rain
accord.
It is in that spirit that I wish to reiterate that
your reduction program should ensure that transborder flows be
reduced to no more than 2 million tonnes, that the program be
instituted on a schedule that approximates that of Canada's as
closely as possible and that we move at an early date to
conclude a bilateral accord.
I would be pleased to meet with you at your convenience
to discuss further Canada's views on this issue.
Yours sincerely,
D.H. Burney

Honorable John Sununu
The White House
Washinton, D. C. 20500
Dear Governor:
As we are all well aware, Congressman Pepper of Florida, has a
national reputation as the spokesman and advocate for the
elderly. Even though there are many in the Republican Party who
are advocates for the elderly, the party, as a whole, is not
perceived as being particularly sensitive to their needs.
I believe if we are to continue to hold the White House and
become the majority in the Congress we need to change this
perception. I, therefore, would suggest that the President may
want to establish a position in the White House that is
dedicated just to senior affairs. It would be my hope that the
individual who would hold this position could, indeed, become an
outspoken Republican advocate for the elderly.
Having one of the most elderly populated districts in the
country I feel this would be helpful in showing the people that
Republicans do care about the seniors and that their problems

IL PRESIDENTE DELLA REGIONE TOSCANA
SP/ 55
Florence April 21, 1989
John Sununu
Chief of Cabinet
White House
Washington D.C.
Dear Chief Sununu,
we look back to your 1987 visit together with the other
US Governors (and to your memorable toast "in italiano" after
only five minutes of practise!) with great pleasure and hope the
time and thoughts shared with us were as meaningful to you as
they were for us.
As I may have mentioned when. you were here, we have
been considering an official visit to the USA for quite some ti-
me. Plans have materialized in the last few months and I will be
in New York with a group of businessmen to inaugurate a trade
show our Region is promoting featuring the high quality leather-
goods Tuscany is SO famous for. The show is scheduled from May
16th to the 19th and we would certanly enjoy hosting you and/or
your wife at the show in that four-day period. We need to know in
advance what day is most convenient for her SO we can arrange for
a very special tour of the show.
I will be in U.S.A. from 15 to 24 of May and I will ex-
tend my stay to several cities and in particular in response to
the invitations we have received from members of the delegation
of U.S. Governors (Gov. )iPrete and Gov. Clinton) as well as from
other U.S. guests we have hosted here in Florence (Gov. Cuomo's
wife and staff).
A visit to Washington D.C. is of course one of the high
points on our U.S. itinerary and I would like to arrange the date
to include a meeting with you. We have published a bi-lingual
text of the seminar discussion and would like to present it to
you personally on that occasion we are working on several
projects with the USA and I think our meeting could also be the
right moment to discuss their prospects. The very best regards
from Ms. Dillard and the people at the U.S. consulate here in
Florence and from my staff as well.
Looking forward to seeing you soon, we wish you "buon
lavoro" at your challenging new job.
Sincerely yours,

Dear Mr. Sununu:
I am writing to you as I believe you are in a position to offer some sound
advice to an idea I have developed. I feel this idea could be a catalyst to
a solution for our nation's problem with foreign trade and the nation's deficit.
For many years, this nation has had to endure one sided foreign trade. This
is something many President's have tried to resolve without imposing trade sanc-
tions on other nations and thus risking the possibility of debilitating trade
wars.
Like others, I feel there is a serious imbalance in the nation's foreign trade
issue. Some of the problems created by this imbalance, as you are well aware,
are large deficits, unemployment, etc., which have hampered the growth of this
nation. I firmly beleive these problems can be resolved with a program support-
ed by the worldwide consumer. I also feel it safe to assume that the majority
of Americans today, share my same feelings; yet are unsure how to react.
First, I would like to establish a non-profit organization. This organization
would be designed to accept contributions and provide a clear insight to the
American people in regards to their purchasing power and the adverse affects
of foreign trade should it be allowed to continue on such a high scale. Edu-
cating Americans of the fact they have the choice to ultimately control the
destiny of this country through their selection of foreign products purchased
would be the main objective of this organization.
Foreign trade isssues, in the form of simple graph should be communicated to
the People via the News media on a daily basis just as stocks and bonds are
openly publicized. The media could focus on the individual countries that are
continuing to have a trade surplus. Americans could then refrain from purchas-
ing goods from these countries until a trade balance is attained. It would not
be the intent to match dollar for dollar on a monthly basis but to assimilate
economic trade balance.
Eventually, other nations would see the positive results for their own economies
and they, too, would want to participate in this balanced trade movement. Nations
would have guaranteed markets; thus assuring continued growth and prosperity for
their economy. This growth would minimize the need for foreign assistance.
Nations would be able to reinvest monies into their own ecomomies. Another
enormous benefit of countries regaining individual economic strength is that
it reduces the presentiment of war. Stabilization of international currency
and inflation could be expected.
TECHNICAL SERVICES DIVISION
If the idea of private sector initiative on this issue would be of interest to the
Bush administration, then I would like to present a more concise proposal. I would
gladly arrange to meet in Washington.
I would greatly respect your comments on this issue with sincere appreciation of
your time. I look forward to an early meeting if there is an interest.
Sincerely yours,
Victor C. Bearest

The Honorable John Sununu
White House Chief of Staff
1600 Pennsylvania Avenue, N.W.
Washington, D.C. 10500
Dear Mr. Sununu:
It really was an honor to have been invited to have breakfast
with President Bush and you at the Four Seasons in Beverly Hills.
The President is such a delight to be with, and to hear him speak.
My wife and I have also met Mrs. Bush, another delight.
It was a pleasure meeting you, and I am happy I had an opportunity
to mention the Little People of America, Inc., and the Billy Barty
Foundation. The Billy Barty Foundation helps those people referred
to as midgets and/or dwarfs in their social, psychological, educa-
tion, medical and vocation direction.
The Little People of America, Inc. will be celebrating their 32nd
anniversary at their National Convention, July 1st through July 8th
at the Hyatt Regency in Baltimore, Maryland.
In the 32 year history of L.P.A. Inc (which I founded in 1957) we
have never had a President of the United States attend and welcome
the members. I feel it would be a moment long-treasured by our
group. Also, it would be evident that his statement of "making
people with a disability a part of the mainstream" is not just talk.
It would mean he truly is willing to help the Little People. More
than 1200 people will be attending.
Your support in this matter is greatly appreciated.
The date we are looking at is July 2, 1989, Monday morning at
10:00 AM at the Hyatt Regency in Baltimore, Maryland.
Thank you again for requesting that I write to you.
Sincerely,
Billy Barty

SENIOR VICE PRESIDENT

May 1, 1989
The Hon. John H. Sununu
Chief of Staff to the President
The White House
1600 Pennsylvania Ave., N.W.
Washington, D.C. 20500
Dear Mr. Sununu:
Enclosed for your review and retention is a copy of
Bethlehem's Report for the First Quarter 1989. Bethlehem's
reported first quarter net income is lower than a year ago due
primarily to charges relating to restructuring. We remain a
company in transition, and certain sections of the Report are
marked to indicate areas of major concern.
1. Profitability
Despite strong steel demand overall, a number of
our operations including Bar, Rod and Wire (Johnstown); Rail
Products and Pipe (Steelton); BethForge (Bethlehem); and
Baltimore Marine (Baltimore) either incurred losses or operated
at about a break-even level. Bethlehem Structural (Bethlehem)
has a very difficult business situation.
- 2 -
2. Pension
While, because of our significant 1988
contributions, we are not required to contribute to our pension
fund in 1989, we contributed $60 million in the first quarter
this year. Additional contributions during the year are being
considered as may be appropriate. The unfunded obligation at
December 31, 1988 was about $1 billion.
3. Capital Expenditures
Capital Expenditures are increasing, but much more
needs to be done. We currently estimate that 1989 capital
expenditures will total about $375 to $400 million compared to
$304 million in 1988. The thrust of these expenditures is
directed at modernization and new technology, highlighted by the
installation of a vacuum degassing facility at Burns Harbor and
the modernization of our 68-inch hot strip mill at Sparrows
Point.
4. Common Stock Dividends
We are still not paying dividends on our common
stock.
5. National Policy for Steel
While President Bush's commitment to extend the
National Policy for Steel beyond the September expiration has
not yet been implemented, we continue to rely on his
commitment. Five more years of the present Policy
necessary and appropriate if we are ever to achieve
- 3 -
international consensus to end trade distorting practices. We
are ready and willing to continue to work with you, others in
the Administration, and the Congress to achieve this extension
on an expeditious basis.
6. Lower Domestic Shipments
We expect that domestic industry shipments for the
second half of 1989 will decline from first half levels and that
shipments for the year will be about 78 million tons compared to
84 million tons in 1988.
Please let us know if you have questions or if we can
be of assistance.
Best personal regards.
Sincerely,
Hame Barnitte

Dear Governor,
How often I say I am going to write a letter and never do!
I'm writing to congratulate you on the way in which you
held your own with Garret Utley on "Face the Nation"
Sunday morning. For the first time in months, I saw an
interview in which the interrogator appeared ill at ease
and unprepared for the task at hand. Either Mr. Utley had
truly not done his homework in preparation for the show or
your usual well prepared demeanor overwhelmed him. I
would rather think the latter true.
Mike and I are thrilled that you are the Chief-of-Staff.
In our estimation, there is no one better able to do the
job. I noted with humor, your comment about the
Washington bureaucracy and the length of time it takes to
get things done. Having dealt with the New Hampshire
bureaucracy for so many years, you can not help but find
the Washington scene a significant change.
Altho we miss your presence next door, we're glad you are
there and send our best to you and Nancy.
Enclosed for your "scrap book" are a couple of pictures
from way back when. If you have a moment, would you
autograph one of them for me and return it in the
enclosed, stamped, addressed envelope? Thanks. I intend
to hang on to these for luck in 1990.
Again, our best.
Sincerely,
are

Dear Mr. Sununu:
On September 26, 1989, The Fourth Annual Great Sports Legends Dinner to
benefit The Marc Buoniconti Fund/Miami Project to Cure Paralysis will be
held at The Waldorf-Astoria in New York City.
I hope we can, once again, count on your support by lending your name as a
member of the Honorary Committee.
The Great Sports Legends Dinner is The Miami Project's largest fund-raising
event. Dinner proceeds help underwrite The Project's international team of
physicians and researchers in their quest to cure spinal cord injury. The
Project, based at the University of Miami School of Medicine, was founded
in 1985 after the paralyzing injury to my youngest son, Marc.
As in the past, your role as an Honorary Committee member involves no
financial commitment nor will it be necessary for you to attend the
September 26th dinner -- although we would be thrilled if you could join
us. The Miami Project's mission is so important to the 500,000 Americans
in wheelchairs; and your public support as an Honorary Committee member
will be a vital element in our fund-raising efforts.
Please have a staff person contact my office at (203) 622-3524 if you are
able to participate.
Thank you for your consideration and support.
Sincerely,

Mrs. James A. Baker, III
May 1, 1989
The Honorable John Sununu
Chief of Staff
The White House
Washington, D.C. 20510
Dear John,
Enclosed is a copy of an invitation which Senator Mark Hatfield,
Alonzo L. McDonald and I are sending to the President. It speaks for itself,
but I wanted you to know a little of the background as the decision is made.
On the one hand, the Williamsburg Charter project is an officially
recognized program of the Bicentennial Commission. As you can see from
the Board of Trustees as well as the Drafters and Signers, it has received
Americans. the support of an extraordinarily distinguished and diverse group of
More to the point, it is far more than a historical celebration. It
addresses a deeply vital national dilemma with great responsibility and (as
you can see from its educational project) with timeliness and success.
On the other hand, as you can discern from the Signers' list and its
absences, the initial invitation to the previous administration was turned
down-and that it is what I wanted to explain. The White House had
evidently signed off on the President's accepting the invitation to be in
Williamsburg last June 25 when a letter from the Interior Department
blocked things. A young attorney, acquainted with neither the players
involved nor the issues, charged that the Charter was dangerous because
Christian. (1) it was said to be opposed to Original Intent and (2) it was allegedly anti-
Both these charges were unfounded and absurd and Judge Robert
Bork decisively cleared the Charter on both counts (see enclosed letter). But
the damage had been done and the invitation was declined to avoid
unnecessary conflict in an election year.
The dust has now settled on that unfortunate episode and I believe it
is an excellent moment to reconsider the invitation. The Charter's
principles are ones the President will support wholeheartedly. But beyond
that, his signing and addressing this issue could greatly enhance his
Presidency. He would be addressing one of the deepest unresolved issues of
the last generation. He would be exemplifying the "new breezes" blowing in
this administration. He would be touching on one of the keys to the crisis of
the public schools. He would be heading the rededication to America's
"first liberty" at a time when it is being taken more seriously around the
world, including the Soviet Union.
In short, far more than a signature is at stake. The President's
leadership could play an incalculable part for good, and I know you will
give this invitation your most careful consideration.
With warm regards,
Sincerely,
Misas
Susan Garrett Baker

Dear Mr. Sununu:
It is my understanding that Drew Altman,
Ph.D. is one of a small group of individuals under
consideration for the position of Administrator of
the Health Care Financing Administration. It is my purpose
to support his candidacy.
Dr. Altman was a brillant student who has a deep interest and
commitment to service in the public sector. Between 1979 and
1981 he served as Special Assistant - Office of the
Administrator, Health Care Financing Administration and then
went on to be Vice President of the Robert Wood Johnson
Foundation in Princeton, New Jersey where his focus was on
public policy in relation to health care. In 1986 he went
on from there to serve with distinction as the
Commissioner of New Jersey's Department of Human Services
He is presently in that position.
Dr. Altman is a man of intelligence, impeccable personal and
professional standards and, as I have already said, a deep
commitment to an accessible, affordable health care system
that offers care of superior quality to all of our citizens.
He is vigorous in his pursuit of these goals while tempering
his idealsim with the practical experiences gained to date.
In addition, he has demonstrated in his present role, that he
is capable of running a very large organization with huge
budgetary responsibility and accountability.
I honestly believe that the Administration and the
American people would be well served by Drew Altman.
Respectfully,
J. Robert Buchanan, M.D.

The Honorable John H. Sununu
Chief of Staff
White House
Washington, DC 20500
Dear Governor Sununu:
Enclosed please find a copy of a letter I recently sent to Ken Yale in order to follow up
on my meeting last week with the White House Disability Policy Group. Thank you
very much for providing me with the opportunity to present information to this
important group on the evolution of positive service systems, New Hampshire's
progress in achieving independence, productivity, and integration, and ways in which
the federal government might become a more effective partner in its work with the
states. This opportunity provided me with an energizing challenge, and it is my
sincere hope that the group has a more comprehensive knowledge of key issues in
the field as a result of this presentation.
As you know, many key policy debates are taking place this year regarding issues
such as Medicaid reform, the Americans with Disabilities Act, the removal of work
disincentives under Social Security, etc. It is my belief that given the relatively
advanced nature of our service system here in New Hampshire and the fact that we
are now confronting "second generation" issues in the areas of community living and
supported employment, we are in a position to assess the potential impact of many of
these issues from an informed viewpoint and to stimulate advanced thinking on
important questions in the field. Please feel free to contact me at any time if I may be
of assistance regarding these or other issues.
Once again, thank you for this opportunity to work toward improving services for
persons with disabilities across our nation. You are doing a terrific job in your role as
Chief of Staff, and I look forward to your continued leadership. Take care.
Sincerely,
Edward P. Burke

Dear John:
Just a note of thanks to you for the tour which Katie Winkeljohn of
your staff arranged for Margaret and me, and four others from The
Mead Corporation last week in Washington. We enjoyed our visit to
The White House, and I was only sorry that it was a busy day for
you and we were not able to get together for a few minutes.
Perhaps, at a future time, our paths will cross.
Please give my best regards to Nancy. Margaret and I hope to be
able to see the two of you sometime during your "tour of duty" in
Washington.

Dear Mr. Sununu:
The Torrance Salvation Army choir is an outstanding musical
organization of both instrumental and vocal excellence.
They have performed throughout the United States and now
Europe. A news clipping of their recent European Easter tour
is enclosed.
I am recommending this group to you for consideration of an
organization to perform their Christmas program in the
White House. I have heard them perform this program for the
past three years and look forward to their next performance.
The music is varied, appropriate for the season, and happy.
The program is not the street corner hymn sing usually
identified with the Army.
If you are seeking a musical organization which typifies the
spirit of Christmas for a Christmas program in the White
House you need to be aware of this group.

John A. Bramhall

Dear John:
Today was the first day in the office with your new weapon.
Listening to the nightly news, there were no reports of anyone
taking an axe to the budget, raiding the U.S. Treasury or taking
bills hostage on Capitol Hill.
Don't tell the Pentagon you have received a Tomahawk
shipment; they will think it's part of a new triad strategy.
Before they put out an RFP, give me a call. I think I know where
you can get some at cost.
Seriously, I want to thank you both for a productive meeting
with the President and for attending our first fundraiser. My
colleagues and I will be back in touch with suggestions on the
Clean Air Act, welfare reform regulations, day care and the AFDC
error rates.
The education summit also has a number of possibilities.
Terry Branstad and I are eager to help when you are ready to
start shaping the agenda.
Look forward to seeing you and Nancy at the White House
Monday evening.

Dear Governor Sununu,
May I thank you again for your support last year in the
competition for an RJR Nabisco fellowship to the Harvard Program
for Senior Executives in State and Local Government. I re-
submitted the application this spring and, as you can see by the
enclosed, was moved off the short list. I am delighted with the
opportunity to share the "New Hampshire way" with fellow students
and am most appreciative of your past endorsement of my candidacy.
Robert and I enjoyed the Inner Circle evening at the
Fourways and trust that you and Nancy can slip away to Bermuda to
sample the original restaurant. Robert will be dining in Khartoum
until early June, then return again in August. Should there be
anything he could do for you while in the Sudan, please do not
hesitate. He can be reached through Peter Hofman at his New
Hampshire office (603-528-1007) or through U.S. AID, Khartoum.
Again, thank you for your continuing consideration. We
miss you all here in Concord very much.

Dear Governor Sununu,
The first annual Candidate Career Development
School (CCDS) was a great success. We trained 40
conservatives to be future candidates.
This program gives likely future candidates both
the practical and the philosophical grounding to run for
office and win as conservatives.
This five-day school will be held July 26-30, 1989,
in Washington, D.C.
I hope conservatives will go on from this school to
be future legislators. We must grasp this opportunity
to take philosophically committed people and teach them
how to win.
Please send me your nominations for potential
invitees--anyone you know who might be appropriate.
Enclosed for you is a copy of last year's agenda to
give you an idea of the nature and intensity of this
program.
Enclosed also are quotes from some of last year's
participants in the Candidate Career Development School.
I think they show the high quality of this program.
The school has two objectives:
1) "Idea Building"--aimed at providing a solid
conservative philosophy; and
2) Personal Career Preparation--designed to teach
young conservatives how to become successful
candidates.
As you know, a lot goes into building a successful
political career. Let's prepare our best and brightest
(over, please)
for that challenge.
This program will have a long-term impact on the
conservative movement you and I helped build.
We need more conservatives who are not only willing
but ready to run.
Only with your assistance can I identify and train
bright young conservatives who can carry on an election
battle and win.
Thank you for your help. I look forward to your
reply.
If you have any questions, please feel free to
contact me or one of my staff.
Cordially,

Dear Governor Sununu,
My closest friend over the past 23 years is a
Panamanian. I am familiar with the Country and its people.
I think that it is important that you be aware of a message
that I received from my friend in Panama this morning.
Part of the message advises that he is having his wife
and children leave Panama over this weekend. Another part
of the message says "Things are worse than what you imagine.
There is no solution as of now and all that is going to
happen is that people are going to die for nothing. Unless
people from outside Panama come in massively there will be
no change. "
I am very concerned about the directions which United
States policy may take with respect to Panama - a country
whose people I very much care about. Aside from forwarding
to you the comments of my friend from Panama, I wish to
offer the following:
1. Please do not underestimate General Noriega's
military capability and willingness to use that capability.
His military resources are extraordinary and he has access
to whatever he might require from Cuba.
2. The General's economic base is two pronged- he has
control of the government's revenue sources, and is
massively backed by drug interests. Economic sanctions will
destroy 3. Panama long before they affect Noriega.
The Panamanian people view the personnel of

however, I believe that we as well as the Panamanians wish
that we would declare war on Drugs. What possible

If there is anything that I can do to help with the

If you can find half an hour anytime in your schedule from 9:00 a.m. Wednesday
May 17 to 3:30 p.m. on Thursday May 18, I would welcome an opportunity to discuss with
you some thoughts about some restructuring of the Office of Science and Technology
Policy. Although you may well feel that this is premature, there are a few outstanding
candidates for OSTP positions who will tend to evaporate unless given some
encouragement to hold off other permanent commitments.

The Honorable John H. Sununu
Chief of Staff
White House
Washington, D.C.
Dear John,
I trust all is going well for you in Washington. From the
various news accounts, you seem to be moving quickly to a
position of high public trust and admiration. I know you
have been told this a hundred times, but the people of New
Hampshire, and especially Windham, are very, very proud of
you.
I have enclosed a copy of a letter sent to President Bush
from the President and Executive Director of the National
School Boards Association. It explains in detail the hopes
of school boards from all parts of the United States that the
President will fulfill the much needed role as our "Education
President". The window of opportunity for positive and long-
lasting reform of public education in our country is closing
quickly. Only through the strong leadership of President
Bush can we at the state and local levels have any oppor-
tunity to affect the positive changes that are absolutely
necessary for the survival of our country's public education
system.
The enclosed letter encourages the President to consider the
sponsorship of a White House Conference on Education to focus
on our country's public education delivery system, the role
of the various levels of government in this system, and, most
importantly, the future of public education in the United
States.
There can be no emphasis on public service of greater value
than can be provided by the President for such a focus and
direction.
Letter to John Sununu

I encourage you to assist us in our efforts in this matter.
I know you can make the difference, I've seen it happen many,
many times.
Sincerely,
