My son Maco is the most "JIBARO" of my children but with
a name like Charles Garity needs all the help he can get
in applying for a Hispanic job with the Deputy Director
of Outreach Communications at the Republican National
Committee.
Maco, at Pete Connell's suggestion, called your office
yesterday. Along with being ambitious and Republican, he
expects to graduate with honors from St. Joseph's in
Philadelphia next month and has already interviewed for
the job.
Brother Joseph in his annual visits accompanied by
Brother Francis and Coach Dudack would always keep us
abreast of your achievements and I have to admit that in
recent months' I have mentioned our La Salle association
once or twice. I hope that the past will stretch far
enough to cover this request.

Dear Governor Sununu:
On behalf of our 250,000 grass-roots members and as a
member-organization of COFIRE, the Coalition for Fiscal
Restraint, I would like to offer our support for the
administration's resolve to fight a tax increase.
The administration has reportedly come under pressure during
the budget negotiations to raise taxes, by $5 billion to $6
billion next year. We agree with President Bush that taxes must
not rise. A plan to raise $5 billion in new revenue through
"loop hole closers" and other euphemisms would constitute a tax
increase, and is not acceptable. Such a move would also set the
stage for a bigger tax increase next year.
The members of Citizens for a Sound Economy, along with the
other COFIRE member-organizations, stand behind your efforts. We
offer our continued support to resist tax increases in this
year's budget negotiations.

hosted at the Mubarak dinner at the White House
on Tuesday night.
The pleasure had a touch of frustration because
you were SO far away I could not have a
conversation with you to talk about your
predecessor, New Hampshire Chief-of-Staff
Sherman Adams.
I worked for Governor Adams, first in charge of
Presidential Personnel, then as Appointment
Secretary to the President and finally as
Secretary of the Cabinet.
Someday I hope you will have time to let me tell
you some of the things which I think made him

You are undoubtedly aware that Dr. B. Stanley Pons, a University
of Utah scientist, and a British colleague, Martin Fleischmann,
have pioneered a cold fusion experiment apparently producing
significant amounts of energy. As you may also know, Texas A&M
scientists recently held a press conference to indicate that they
had duplicated the same excess heat experience and observed the
same phenomenon, which they indicated cannot be explained by any
known or conceivable chemical reaction. Researchers at Georgia
Institute of Technology have since found similar results.
Dr. Pons and University of Utah President, Dr. Chase Peterson,
have agreed to perform a demonstration for appropriate
Congressional, Scientific and Administration leaders on Saturday,
April 29, in Salt Lake City. On behalf of Governor Norman H.
Bangerter, we join in inviting you to attend that briefing, along
with one staff member. If you are unable to attend personally,
we can accommodate a designee.
In addition, scientists at Brigham Young University have
conducted similar experiments with cold fusion, and will be
providing a briefing on their results before the delegation
returns to Washington.
Tentative plans call for an Air Force aircraft to depart Andrews
Air Force Base for Salt Lake City at 5:00 p.m. on Friday, April
28. We will meet for breakfast at 8:00 a.m. Saturday morning and
the demonstration will begin at 9:00 a.m. Following lunch, the
aircraft will return to Andrews Air Force Base. Further details
will follow.

Dear Governor Sununu,
The enclosed letter to Canadian Prime Minister Brian Mulroney was hand carried to
him by the Hon. Alan Redway, Minister of Housing and a member of Parliament who
asked him to read the entire package. It is my understanding that the Prime Minister
will read every word. I think it is worth your time to read too. The Prime Minister is
being asked to declare drunk driving a "National Crisis" in Canada. President Bush (see
enclosed) has already said he agrees drunk driving is a "National Crisis" in the United
States and has promised effective leadership. It is our hope that the President will make
a public pronouncement by Mother's Day and will speak to our citizens on this important
problem.
I am also enclosing some additional material on the drunk driving issue that will help
our country come to grips with this terrible nightmare. The tanker captain who trashed
Alaska shows the horror that one drunk driver can do, but much worse is done by drunk
drivers every hour - they kill people and children.
Please Governor, will you help bring drunk driving under control in America?

Dear Governor:
I hope this finds you well. It was a pleasure meeting you
this week at the briefing for the Orthodox Jewish Political
Coalition in the White House.
On their behalf I wish to express our sincere appreciation
for taking the time from your busy schedule to meet with us and
discuss the agenda and accomplishments of the Bush
Administration.
Despite the tone of the April 5th ad in the New York Times
by a very small group who represent only their own very left
wing political views -- far out of the mainstream of the American
and Jewish political spectrum, the American Jewish, but especially
the Orthodox Jewish community is united in our support for the
government of Israel. The membership of our combined groups is
well one million. The Orthodox Union alone speaks for 1,000
member synagogues.
We are passionately interested in a true peace. The
Egyptian Israeli accord leaves much to be desired. Primarily the
lack of normalcy, tourism, and trade from the Egyptian side plus
the virulent anti-Israeli and anti-Semitic articles in the Egyptian
press are of great concern. It is unfortunate that President
Mubarak did not see fit to accept the invitation of Prime Minister
Shamir to meet face to face in Washington or New York. How can
he be called a seeker of peace after snubbing peace in so
demonstrative a fashion? The Administration should have pressed
him on that specific point.
As noted by the questions at the briefing, our community is
extremely upset by the continued U.S. - PLO dialogue. As one of
our college students pointed out in his question, "let Mr. Arafat
be forced to convene a special session of the Palestinian National
Council for the purpose of obtaining the necessary 2/3 vote to
amend the PLO covenant calling for the destruction of Israel."
Then we would have a different atmosphere. At present the
continued PLO terrorism, the persistent attacks on the peace
process, the absence of recognition of Israel by members of the
PLO and PNC as witnessed by their statements to the Arab world
in Arabic and their failure to amend their Charter makes a
mockery of Arafat's peaceful declarations made for U.S. television
consumption.
Our community is extremely sensitive to the problems of
international terrorism. We lost one of our most ardent workers
when Joseph Miller of blessed memory, treasurer of the Orthodox
Union, was killed on Pan Am flight 103. Since published reports
seem to indicate a Palestinian source for the bombing we urge the
Administration to punish with meaningful retribution the
perpetrators and instigators of this travesty and to insure safety
for all American citizens who travel.
After our meeting on Tuesday afternoon, several members of
our group expressed vigorously to me some valid concerns we
would hope the Administration will consider. Our community was
very troubled by the meaning of three comments by the President:
the need for Israel to "end the occupation;" the need to give the
Palestinians their "legitimate political rights;" and that there was
an "appropriate time" for an international peace conference.
As to the first item, Israel has always stood ready to
negotiate and has always longed for a peaceful resolution to the
administered territories from the day those territories were
captured during the Six Day War in self-defense. We would hope
that our government will exert its influence on the Arab countries,
still in a state of war with Israel, and to encourage Palestinian
leaders to translate their words of peace into actions of peace and
refrain from acts of terror and war.
As to the second item, it simply is not in the interests of
the United States, let alone Israel or Jordan for there to be an
independent Palestinian State in the administered territories. That
state would be "independent" of American influence and will fall
prey to direct Soviet hegemony and indirect Soviet influence
through its client state, Syria, in Syria's quest for an Empire
incorporating those territories. A demilitarized Palestinian state in
the territories would be a lamb sent to slaughter. A militarized
Palestinian state in the territories would be unconscionable.
With respect to the last point, the President, throughout his
campaign, rightly called for a resolution to the conflict between
Israel and her neighbors through direct negotiations. When Israel
-- through a Likud government -- and Egypt negotiated directly,
with the help of the United States, Egypt obtained every single
inch of territory it lost during the Six Day War and Israel
returned 91% of the territory it obtained in that war. The
formula of direct negotiations works far better than stop start,
start stop diplomacy.
We support the call for free elections by Palestinians in
Judea, Samaria and Gaza for the purpose of Israeli - Palestinian
direct negotiations. Let's give the Arabs a whiff of real
democracy. We oppose an international conference forced upon
Israel against her wishes. China and the Soviet Union still do not
recognize Israel and their role in selling silkworm missiles to
Saudi Arabia and long range bombers to Libya respectively
further dampen the peace process and create serious potential
dangers to Israel's security.
We applaud the contribution of President Bush to the
ongoing U.S. - Israel strategic relationship. We also deeply
appreciate this Administration's continued emphasis on the right of
Soviet Jews to emigrate and to develop cultural and religious
freedom for Soviet Jews who choose to remain.
We appreciate the openness and clarity of your presentation
and your kindness in addressing us.

Dear Mr. President,
I have known for a long time of your friendship for Lebanon and the Lebanese people, and
of your concern for their tragedy and suffering. Once you wrote to me that your "heart is aching"
because of the tragedy. Last month at Mr. Sununu's testimonial, your commitment to find a way to
make a difference in the Lebanese crisis demonstrated once more your "deep affection for
Lebanon." Your statement was most encouraging and gave our people here and in Lebanon hope
that the United States of America stands ready to renew its efforts to help find a solution to the
Lebanese dilemma.
Mr. President, timing is of the essence at this stage. The situation has become unbearable
to the Lebanese, who have been suffering for fourteen years. The new cycle of violence
unleashed by the Syrian armed forces against defenseless and civilian areas is causing great loss
of life and wide destruction. The sustained, systematic, indiscriminate, and merciless shelling has
paralyzed wide areas in the country. These areas are under complete siege and a reign of terror.
There is an outcry by Lebanese at home and all over the world for international assistance to stop
the Syrian onslaught.
I need not go into details of events. Reports from your agencies are replete with the facts.
However, Mr. President, allow me to call attention to the following:
1) For the first time, an official of Lebanon, Prime Minister General Michel Aoun, has put
the problem in its true context, that of "occupation" of 65% of Lebanese territory by Syrian forces.
The war is one of "national liberation."
2) General Aoun attempted to close the illicit ports under control of militias allied to Syria.
His aim was to restore the authority of the State over these ports, which are known to be outlets for
arms, drugs, and terrorists.
3) The cultivation of hashish plants in Lebanon has flourished in the occupied areas. The
Beka'a Valley, once considered the breadbasket of the Roman Empire, became a verdant garden for
hashish and heroin poppies exported to Western Europe and the USA.
4) Terrorism, kidnapping, and hostage-taking have equally flourished under Syrian
occupation in cooperation with Iranian, Libyan, and Palestinian organized terror groups. The
notion that Syria could be helpful in freeing the hostages has not proven to be well founded. It
must be determined whether Syria is unwilling or unable to help in that process. As we wait
indefinitely for the liberation of the hostages, Lebanon and its people have become hostages of a
ruthless military regime.

5) The notion that Syria is a peacemaker and a stabilizing force in Lebanon does not hold
water. Syria has become a principal party to the conflict. It has obstructed every national,
regional, and international effort to resolve the Lebanese problem. My views about the Syrian
role in Lebanon are well-known to you. Events of the last few years have confirmed any
apprehensions about Syrian objectives. In simple terms, they are: either annexation, or
dismemberment, or complete military, political, economic, and educational hegemony. Syria
attempted to impose a document of reforms on Lebanon. It was in a form of "Diktat," which was
rejected by the Lebanese, for it ran against their free and democratic principles and practices.
6) Syria attempted in another "Diktat" to impose a President, with the threat that this
rejection would lead to chaos. And this is exactly what Lebanon is experiencing now.
7) From 1976 to 1982, Syria assumed the role of peacemaker by decision of an Arab Summit
(October, 1976). Instead of restoring peace and order and helping the Government and its armed
forces to regain their authority, it succeeded in creating division in the Government and among
the Lebanese communities, and in establishing several physical and political "Berlin Walls." For
years, some members of the Government under direct orders and pressure from Damascus have
obstructed the normal functioning of Lebanese institutions.
8) The legal Arab and Government cover for the Syrian so-called "Deterrent Forces" was
terminated by a decision of the Lebanese Government in 1982. The League of Arab States never
renewed the Syrian mandate since then. The Syrian armed presence has become "illegal" against
the will of the Government and people of Lebanon. Consequently, the Syrian forces became forces
of occupation.
9) It is needless to repeat the whole litany of Syria's involvement in the affairs of Lebanon
and its participation on many occasions in severe fighting against the Lebanese. I only wish to
recall one episode, for it has significant bearing on the present one. I refer to what has become
known as the "100 days war" in the summer of 1979. The Syrian forces were engaged in heavy
fighting against the Christian areas. The Syrian shelling was then unprecedented. The loss in
human life and the widespread destruction aroused international public opinion.
10) The problem was brought before the UN Security Council. The USA took the lead in
drafting a resolution. Secretary of State, Cyrus Vance, attended the Council's meeting to
demonstrate US concern.
11) The Security Council adopted its Resolution 436 (October 6, 1979) without the slightest
debate, not because of the urgency of the situation alone, but because of an effort to prevent a
debate that might expose the role of Syria in the fighting. The resolution referred to
"all those in volved in hostilities." Everyone knew who was involved. It was a neat
diplomatic camouflage for which the Lebanese have been paying a heavy price ever since in
their freedom and security.
When that resolution was taken, Syria was still enjoying a certain legal cover for its
presence in Lebanon. That cover is now off, and we are facing a clear case of occupation and
aggression against the civilian population of Lebanon by the Syrian regime. Since March 15,
thousands of shells and rockets have rained daily on residential areas, hospitals, schools, and vital
economic centers.

12) As defined by Prime Minister Aoun, the problem has become one between two States --
not a civil war between Christians and Mosiems, as the world has been 1ed to believe by simplistic
news media references and the constant Syrian propaganda.
13) As a founding member of the United Nations, Lebanon is entitled under the Charter to
protection against the use of force and to respect for its unity, territorial integrity, indepen-
dence, and national sovereignty. These principles were asserted in Resolutions 436 and 425
(which deals with Israeli occupation in southern Lebanon) and in scores of other resolutions and
statements from the USA and other friendly nations.
14) I believe that we are now facing a situation more serious and more flagrant than in
1979. Resolution 436 can be used as a basis to bring the Lebanese problem before the Security
Council. Humanitarian and political considerations necessitate urgent action. The appeals of the
Lebanese should not go in vain. The fate of their country and their own destiny are at stake.
15) It is true that an Arab Committee is endeavoring to find a solution. It is supported by
the USA and other friendly nations. But the Syrian actions have by-passed the efforts of the
Committee, The signs of progress that it was showing ran against Syrian interests and ambitions.
The new round of violence is obviously intended to scuttle the Arab initiative as Syria has scuttled
all previous initiatives.
16) Failing a dramatic and speedy success by the Arab Committee, a resort to the Security
Council becomes imperative.
17) In that case, an imposition of a strict ceasefire must take precedence to alleviate the
suffering of the people.
18) But the Council should also go beyond that to the discussion of a phased withdrawal of
Syrian, Iranian, Israeli, and all other foreign forces from Lebanon.
Mr. President,
The USA stands in the world as the champion of democracy, freedom, and human rights.
You have emphasized these principles on many occasions. The Lebanese people are not asking for
more than the enjoyment of freedom, because in freedom, they can reactivate their democratic
process and recover their sovereignty and dignity.
I am confident that the Lebanese people have in President Bush a trusted friend.

Dear Governor Sununu:
I realize how much in demand you are as a speaker, but I am
holding an event in Dallas on September 23 and 24, which I
hope might be of interest to you. The event is my annual
Texas Founder's Club Meeting which will be attended by about
200 people who have contributed on average between $4000 -
$8000 to my previous campaigns, and who have either given or
committed $2000 to the 1990 campaign. In short, this group
is made up of the key conservative givers in the State of Texas.
At previous meetings, the group listened to off-the-record
presentations by Frank Carlucci, Jim Baker, John Herrington,
Elizabeth Dole and key members of the Senate and the House.
That meeting was a big success, which I hope to out-do this year.
The September meeting will be held at a hotel convenient to the
Dallas-Fort Worth Airport. I would be honored to have you come
speak to the major investors in my political endeavors. Need-
less to say, I would be happy to work within your scheduling
constraints to find a mutually agreeable time for you to ad-
dress the Club, either as a speaker at mealtime or for half
an hour during the day on Saturday, September 23 or Sunday,
September 24. I will also provide you with a round-trip ticket
to Dallas.
This "athering will be a major campaign event of the year for
me, and I would be honored to have you participate. Please

Dear Governor:
The President has made a fine selection in nominating
Larry Garrett as Secretary of the Navy. I worked with
him during my tour of duty in the White House. He is
a gentleman, a loyalist, and a hard-working individual.
As a retired member of the Navy, I give him my total
support.
Larry will need some strong staff members to make a
success of the very difficult job which confronts him.
To this end I would like to submit the credentials of
another loyalist, as well as an outstanding expert in
naval matters. He is Norman Polmar. Reading his bio,
which I have enclosed, I am sure you will be convinced
this is true.
Norman has been a friend for some ten years. He was
most helpful to me on behalf of my service with President
Reagan. I am sure would do a similarly good job for
President Bush.
Norman would fill well the post of an Under Secretary
of the Navy for Research or other related duties. His
knowledge of the Soviet Navy is vast, an asset which
would be of great assistance to any Secretary of the Navy.

Dear John,
It is my understanding that Paul McCarthy, a former associate of
my daughter Kim in Boston Television, is currently under consideration
for appointment to fill one of the two vacant seats on the Federal
Communications Commission.
As the owner of radio station WPOR in Portland, Maine and formerly
WFEA in Manchester, New Hampshire, I recognize the importance having
experienced professionals like Paul McCarthy served on the FCC.
Broadcasting in both small and large markets would benefit from Paul's
input.
Paul has won rave reviews from broadcasters throughout New England for
his work in securing the coverage of their stations on local cable systems.
He made my daughter's first sales job at WQTV a little easier by
persuading cable systems to carry the struggling independent. In fact,
my old station in Manchester participated in an unique cross-promotional
contest with Warner Cable to introduce Channel 68 in Nashua, New
Hampshire.
His first-hand experiences in solving our industry's toughest problems
would be a major plus for the President. I highly recommend his
selection to serve on the FCC.

RE: Grant to John Gagnon
Dear Mr. Sununu:
I am against giving Mr. John Gagnon of the State University
of New York at Stony Brook a grant for $15 million for a
study on American sexual habits.
Mr. Gagnon has questionable credentials which tie him to the
far-left sex industry for the past 20 years.
His credentials include:
1. Served as an official and trustee with SEICUS which
receives funding from Playboy.
2. Senior research sociologist at the Kinsey Institute
which receives funding from Playboy.
3. Served on the SEICUS advisory board.
4. Served on the advisory board to National Sex &
Drug Forum which promoted legalization of illicit drugs &
normalization of homosexuality and bisexuality.
Mr. Gagnon states in his book Sexual Scene that pornography
is harmless and that Playboy is a useful sex "Boy Scout
Manual" for society. The President's Commission on
Pornography and Ted Bundy's final confession have proven that
pornography is not harmless.
I believe Mr. Gagnon's research would have results that would
be beneficial to those groups trying to justify their
activities (homosexuals, incest, adult/child sexuality,
etc.).
Please deny this grant to Mr. Gagnon and save the taxpayers
and the American family from an unnecessary and expensive
study.

Herb Drake's present term on the New England Fishery Management
Council expires in a few months, and it is my understanding that
he will seek reappointment.
As a member of the Council myself, I can state without equivocation
that Herb has done an excellent job, and his input and effort has
been valuable to all of us. His intimate working knowledge of the
commercial fishing industry coupled with his concern for the
long-term health of the marine resources off the New England coast
puts him in a unique, and desirable, position as a fishery manager.
I know I speak for other Council members in asking for any help
you may be able to offer in securing his reappointment.

As you probably know, Chevron is one of the American companies involved in
the American Trade Consortium, an organization established in April 1988 to
develop business opportunities in the Soviet Union for its member companies.
The ATC was initiated after positive changes were made in Soviet joint venture
law and in response to encouragement from both U.S. and Soviet leadership
Gorbachev. following the December 1987 meeting between President Reagan and President
I'm writing in confidence to advise you that the ATC will make an announcement
in the near future when it has signed a "general trade agreement" (GTA) with
its counterpart Soviet organization, the Soviet Foreign Economic Consortium.

The GTA will serve as a framework covering such areas as legal, economic,
financial and human resources issues for all the individual joint ventures
now under consideration by the ATC member companies and the Soviet organizations
with which they're dealing. The GTA, once it has been completed and signed
by both consortia, will establish consistent understanding of how these issues
(among others) will be handled in the various joint ventures being discussed.
There are about two dozen individual joint ventures under discussion among
the companies and the Soviet entities with which they're dealing. Some are
merely under consideration; others are in the negotiation stage. (In addition
to Chevron, the ATC members, as you may know, include: Archer Daniels Midland,
Eastman Kodak, Johnson & Johnson, RJR Nabisco and Mercator Corporation.) All
ventures under consideration would involve non-strategic business activities
in full conformance with all applicable laws and regulations of both countries,
and would be undertaken only after any necessary approvals have been obtained
from the U.S. government.
Chevron is continuing to evaluate possible joint ventures in the Soviet Union
involving oil exploration and development. However, much study will be needed
before we can decide whether to move forward. Our best guess is that we're
many months away from developing a Chevron/Soviet joint venture, should we
decide to pursue one.

Dear Honorable Sununu:
I am writing this letter to support the nomination of Dr. Lowell T.
Harmison for the position of Science Advisor to the President. Dr.
Harmison obtained his Ph. D. from the University of Maryland in 1965 and
worked as a U.S. Army Field and Air Defense Artillery Officer. He later
worked as an engineer with Pratt and Whitney, Martin-Marietta and
Hittman Associates.
Between 1967 and 1974 he worked as a scientist, and a Division Director
at the National Heart, Lung and Blood Institute, NIH and was responsible
for the development and testing of implantable artificial heart and holds a
patent on this invention. In 1974, Dr. Harmison became Science Advisor
to the Assistant Secretary for Health and was responsible for coordinating
efforts on recombinant DNA and toxic substance issues, drugs and vaccine
research, biotechnology transfer, and was instrumental in the FDA approval
and commercial development of a blood test for AIDS virus developed in
our laboratory. In 1986, Dr. Harmison was appointed as the Deputy
Assistant Secretary of Health and was responsible, along with the Assistant
Secretary of Health, for overseeing the activities of the National Institutes
of Health, FDA, CDC, HRSA and the Agency for Toxic Substances and
Licence Registry. During his tenure as Deputy Assistant Secretary of
Health, he was was involved in the development and implementation of the
Federal Technology Transfer Act of 1986 which made the results of
biomedical research supported by the Public Health Service to the
biomedical industry. Since December 1987, he is the Chief Operating
Officer for the Maxwell Foundation, an independent philanthropic and
research organization established to promote individual self reliance
through scientific knowledge, communications, entrepreneurial growth and
world harmony. Dr. Harmison has been very much involved in science
and technology transfer and has had discussions with a number of U.S. and
foreign universities, industrial organizations and the Governments of USSR,
Estonia, Bulgaria, Czechoslovakia and German Democratic Republic.

international experience necessary for a candidate for the position of the
Science Advisor to the President. I, therefore, would like to strongly

: MEETING OF THE PRESIDENT WITH THE
FAMILIES OF THE VICTIMS OF PAN AM
103 BOMBING
EVENT:
On April 3rd, the 103rd day since the bombing of Pan Am 103,
the families of the victims will hold a memorial service in
Lafayette Park. It will begin at 2:00 pm and will last
approximately 1 hour. After the opening remarks by Paul
Hudson, 6 poems of prayers will be read, interspersed with
the reading of the victims' names in blocks of 40. As the
names are read, the families will cross the street to lay
flowers or momentos along The White House fence. The Park
Service is coordinating. It will close with remarks by Bert
Ammerman, and then the families will proceed to the Hill to
contact every Senate office requesting support for an
independent investigation by the White House or the Congress.
At 5:00, they will have a press conference to announce their
supporters.
The families have formed a very active group, Victims of Pan
Am 103, to protest U.S. policies. They have elected a
steering committee of 6 and have subcommittees investigating
different aspects of the incident. Their spokesman, Mr.
Ammerman, wrote the President on March 15, requesting a
meeting with the President and a few of the family members.
They would like for this to take place April 3rd. Senators
Lautenburg, D'Amato and Helms have endorsed such a meeting.
BACKGROUND:
The families are outraged at the government and Pan Am due to
the way the families were treated in the wake of the bombing.
They state that they were not able to get information on the
bombing, they were poorly treated in Scotland by the State
Department and Pan Am, and heard nothing from the government

in regard to sympathy for the families until a meeting with
Secretary Skinner last week. They are highly critical of U.S.
policies and of the government's failure to carry out those
policies that are in effect. They believe there is a government
cover-up going on and that they were not told the truth about
the events surrounding the bombing.
The group has instigated hearings in the House Foreign Affairs
Committee, the Senate Appropriations Subcommittee on
Transportation, and the House Public Works and Transportation
Subcommittee on Aviation. It is expected that the House
Government Operations Subcommittee on Government Activities and
Transportation, the Senate Commerce Subcommittee on Aviation and
the Senate Foreign Relations Committee may also hold hearings.
They have appeared on the news and talk shows, as well as
McNeill-Lehrer. In addition, they are planning to publish a
letter to President Bush in the New York Times and Washington
Post next week. Major press coverage for the days proceeding
the 3rd have been arranged.
RECOMMENDATIONS:
Pursuant to Secretary Skinner's meeting with you, the
President called to tell him he wanted a small meeting with
representative families, as I sure you are aware. This is
also the forum suggested by the leaders of the families. It
is not sympathetic remarks that they are seeking, but the
opportunity to let the President know of their concerns.
They will be asking for him to support an independent
investigation. We suggest the following individuals be
invited: Mr. Paul Hudson, Mr. Bert Ammerman, Mr. Joe Horgan,
and Ms. Wendy Geibler. I will be pleased to provide further
background on the families' objectives and on the individuals
to attend, at your request.
Please do not hesitate to have your staff contact the
Secretary's Special Assistant, Betty Monro, who accompanied
him to the meeting last week.

Dear Mr. Sununu:
I remember with gratitude the warm hospitality extended by
you and the people of New Hampshire to my son, Lt. Robert O.
Goodman, Jr., U.S.N., upon his return to the states from Syria
in January of 1984.
Now, I seek your support for my application to remain in my
current position as Special Assistant to the Assistant Secretary
of the Navy (Shipbuilding and Logistics) (ASN(S&L)) This
position is a presidential appointed position, Schedule C.
I have contacted both Mr. Chase Untermeyer at his office in
the Old Executive Office Building (1 February) and Mr. Ted Lewis
at the Transition Team Office in the Pentagon (17 February).
Mr. Lewis recently replied and indicated that my application was
being processed.
I have enclosed a copy of my standard form 171, a
supplemental statement, and to indicate the type of projects
that I enjoy the most, I have enclosed a copy of the
"proceedings" from a conference it was my privilege to direct
and chair on the subject of the Navy's support for historically
black colleges and universities. This initiative springs from
Pub. L. 99-661, § 1207, the five percent contract goal for
minorities. These colleges prepare their students for
contributions to our society and citizenship. Some have ROTC
units on campus.
In summary, I desire to continue in this interesting and
challenging assignment as a member of the Bush-Quayle
administration. Your support would be much appreciated.

COL., AND AS A COMMAND PILOT WITH OVER 6500 HOURS OF FLYING TIME.

AND KC-135. HE HAS MORE THAN 700 HOURS OF COMBAT FLYING TIME IN

Dear Governor Sununu,
I was recently in touch with a fellow Chaminade High School
alumnus and mutual friend, Dick Torykian. He suggested I write to
you directly.
I retired in 1985 after a successful thirty-three year career
in the U.S. Navy. During a significant portion of that time I was
directly involved in the research, development, test and
evaluation business both as a Navy test pilot and in key staff
assignments in the Pentagon.
My staff tours as Director, R & D Priorities Analysis for
Admiral Zumwalt; as Executive Assistant to the Assistant Secretary
of the Navy (Research and Development) and as Director Aviation
Plans and Programs constitute direct involvement in the Navy's R &
D efforts at the highest level. The attached biographical sketch
details this involvement.
During the early and mid-1980's, as Director, Aviation Plans
and Programs I was deeply involved in the formulation of the Naval
Aviation modernization program. During those years I was
sometimes at odds with the key staffers in the Navy's R & D
secretariat in my attempts to ensure our efforts were responsive
to operational needs. As such, I know where most of the skeletons
are buried, and what the real issues are.
I voluntarily retired when it became apparent that my views
of the future of Naval aviation were no longer in congruence with
those of the then Secretary.
Since my retirement, I have worked as Director, Corporate
Test and Evaluation for the Northrop Corporation. Among other
things I have stayed deeply involved in the Navy Advanced Tactical
Fighter, the Advanced Tactical Aircraft and B-2 programs from a T
& E standpoint.
I believe I am an excellent candidate for the post of
Assistant Secretary of the Navy (Research, Engineering and
,ystems) in the Bush Administration. I hereby throw my hat into
the ring!

I was pleased to have the opportunity to meet with
you recently on environmental issues, along with Roger Smith
of GM and Jerry Greenwald of Chrysler. During that meeting,
you asked about the steps that the automotive industry might
take to increase exports and whether there were areas where
industry cooperation might be helpful to accomplish this.
We continue to be concerned about the high trade
deficit and want to do what we can to help. There are
limits, however, to what is likely to be accomplished through
automotive exports. When Ford first established foreign
operations, the only way to sell vehicles in most nations was
to "build where you sell." We have, for example, an extensive
network of plants throughout Europe that build European
vehicles with almost complete European content. Many nations
(not only in Europe, but also in Latin America and Asia) have
local content laws that encourage this practice. Following
World War II, Japan virtually prohibited the sales of
imported vehicles, as well as foreign investment, until
Japanese manufacturers had a stranglehold on their home market.
The U.S. automobile industry exports nearly 1 million
vehicles made in the United States. But about 80 percent of
these go to Canada -- which for years has been a free trade
area for U.S. automotive products -- and substantial numbers
of vehicles are exported from Canada to the United States as
well.

With government pressure for better access for U.S.
products in foreign markets and a more competitive dollar --
along with vehicle characteristics that are becoming more
global in nature -- we hope to export an increasing number of
vehicles. In the last year or so, we have begun exporting
North American vehicles, such as the Ford Taurus, the Mercury
Sable, Ford Thunderbird, Lincoln Continental, and the Ford
Probe, to Japan, Taiwan, and South Korea -- as well as to the
Middle East, South America, and the Caribbean.
However, these exports still will be limited
because of the relatively small demand for American vehicles
and restrictions that reduce the opportunity for imports into
many countries. Over time, it is possible that newer and
emerging markets, such as India and China, may produce new
opportunities.
Recognizing the seriousness of the auto trade
imbalance and the various limitations to increasing U.S.
exports, we have encouraged the Japanese manufacturers to
establish plants in the United States and to purchase
components from local sources in order to reduce imports. We
have assisted Mazda in establishing an automotive assembly
plant in Michigan; have provided the distribution system for
a major portion of the output of that plant; have assisted
Mazda with development of supplier relationships; and, in the
future, will provide Mazda with compact trucks from our U.S.
assembly plants. We also have reached a joint venture
agreement with Nissan for the future production and distri-
bution of a small van in the United States.
In summary, we want to help on the trade deficit
and are actively working on a number of programs that we
believe will help. We need continued U.S. Government support
to achieve further currency realignment and improved market
access.

Dear Mr. Sununu:
I am sure that you are aware that the Archdiocese of
Hartford was overwhelmingly supportive of the President's
most recent bid for office. I believe that the President is
also open to continued support by the Archdiocese on issues
that concern people whom we all serve especially as that
applies to the crisis of AIDS.
Six months ago, in a maverick effort to address the crisis
of AIDS, Archbishop John Whealon established the Office of
AIDS Ministry and appointed me director of this agency of
the Archdiocese. It is my responsibility to serve the needs
of those who are affected by this virus and the family
members who cope and struggle with it, many of whom have
been left behind with the experience of great loss. I share
their concerns at the edge of life and seek to dignify the
little time that is theirs to improve the human condition.
I write to you today in an effort to offer my experience as
a possible candidate to serve the President of the United
States on his Commission on AIDS. As the only
priest-director of AIDS Ministry in New England and perhaps
the only full-time director of AIDS Ministry in the country,
I feel I have much to offer such a commission.
I have met with several bishops in the nation and have
discussed with them the need to establish a National Office
on AIDS sponsored by the American bishops. I have asked
them to continue discussion on this at the annual National
Catholic Conference of Bishops meeting in November. It is
my hope that a search committee will be appointed and an
eventual development of this office might be realized as an
outcome of our efforts.
With hopes of hearing from you soon and with the offer of
my loyal service to the Administration that you serve,
especially on matters that concern AIDS, I remain
optimistically yours.

I know you are working on the President's
speech and the drug issue will be its very core. There
is an extremely influential group of people in this
country who have a role to play but may not have been
fully motivated and next Tuesday might be a perfect time
to start the process. I am referring to the college
and school leadership from the graduate level right
down to the primary grades. Words that would produce
their active, regular, on-going support are vital to the
effective communication of the dangers of cocaine and
crack (I think we should concentrate on these two night-
mare drugs). At the high school, college and graduate
school level, I fear that too often there is an elitist
attitude that this is not the job of an "educator" and
I don't think that anyone has adequately motivated this
group.

Dear John:
A belated congratulations to you on your latest accomplishment in
politics. It was clear to some of us in your ES7 Thermodynamics course
that you were driven to supra-academic success. Bravo and wow, even in
light of your New Hampshire record.
The enclosed article from the IEEE Institute refers to important
issues, including your points on trade barriers. However, I believe the
Control Data Corporation (CDC) shuttering of its supercomputer
subsidiary, ETA Systems, had very little to do with competitive issues
involving Japan. This includes any issues of supply market competition
(e.g., supplier cartels in semiconductors), customer market competition
(e.g., buyer cartels), or product market competition (e.g., Japanese
capturing excess market share). Al Moschner and Carl Ledbetter, the
former COO and CEO, have first hand knowledge, where I rely on public
data, but it would not be surprising if:
ETA's hardware and software product development was
fundamentally flawed in a way that precluded viability
ETA's execution of the design (e.g., manufacturing) was less
than perfect and caused excessive costs
Organizational conflict between CDC and ETA -- implying
questionable management practices -- diluted any opportunity
that might have existed
Customer's (including NASA Ames and NASA Goddard) were imposed
upon and were rejecting the product on its merits
If true, little additional Federal or State intervention should
have been useful. Your positions on supercomputer trade issues are well
taken. However, the case of ETA Systems appears to have much less to do
with trade policy than it might for an R&D policy that you might put

forward. It does appear to say a lot about a lack of skill, in US
corporate management, in launching and nurturing such ventures into self
sufficiency.
Please take these brief comments in the spirit of their offering;
intending to add clarity and incremental substance to policy
discussions. By creating insightful solutions to companies' and the
country's competitive problems, you in policy and I in the practice of
management consulting share a common objective. Let us hope we are
successful.
