Dear John:
You may or may not recall that we were classmates in mecha-
nical engineering at MIT. Congratulations on your outstanding
success. It's certainly comporting to have an engineer in a key
national policy position.
After receiving my S.B. and S.M. degrees from MIT, I worked
five years in industry and then began a faculty career at Cali-
fornia State University, Northridge. I completed my Ph. D. at
UCLA some years ago and spent a major share of my professional
career working to increase the participation of minorities in
engineering. Four years ago, I became Dean of Engineering and
Technology at California State University, Los Angeles.
I recently saw a talk of yours at Harvard on CNN. I was
pleased to note that you are concerned about the production of
Ph.D.'s in engineering. I have been a member of an ASEE Engi-
neering Deans Council Task Force on the Faculty Pipeline. As
part of that work I wrote the attached article to encourage engi-
neering undergraduates to consider academic careers. It will be
published by ASEE with funds for the ARCO Foundation and widely
distributed.

Dear John:
I am writing to you because of our mutual concern about the future of
nuclear energy and my interest in President Bush's choice to be the next
Chairman of the Nuclear Regulatory Commission.
As you know, we have both spent considerable time and political capital
trying to secure the timely licensing and operation of the Shoreham and
Seabrook nuclear power plants. In addition, we both experienced the terribly
divisive and debilitating effects of NRC's byzantine licensing and regulatory
process on local and regional economic health and political comity. This
experience with NRC over the last several years has brought me to the conclu-
sion that we have two major problems: the overwhelming susceptibility of NRC's
licensing process to delay and the political timidity of the agency's leader-
ship. These are two points on which I'm sure we agree.
This is all brought to mind as a result of my most recent unsatisfactory
experience with NRC which took place on May 11, 1989, when the Subcommittee on
Energy and Power of the Committee on Energy and Commerce held a hearing on
nuclear power plant standardization and licensing reform. At that hearing, the
outgoing Chairman of NRC, Lando Zech, actually opposed nuclear plant standard-
ization and licensing reform legislation. To my amazement and that of the
other Subcommittee Republicans, Chairman Zech took the position that his
recently promulgated final rule on standardization and licensing reform has
solved all problems with NRC's licensing process and that utilities once more
will build nuclear power plants pursuant to his rule if all other relevant
factors are positive. This is nonsense, of course, and it is quite frankly,
very harmful to our cause to have the NRC Chairman take this absurd position.
The NRC's new rule does not go as far as it should and still preserves too much
uncertainty to encourage the construction of new nuclear power plants. I have
attached to this letter several pages from the transcript of the May 11 hearing
on licensing reform during which Chairman Zech protested strongly against
legislative action despite my direct questioning on one obvious flaw in the NRC
rule its failure to resolve the emergency planning dilemma.

John, I bring this to your attention because I know you share my concern
for the fate of Seabrook and Shoreham and for the preservation of the nuclear
power option in this country. I believe that as we resolve the serious ques-
tions concerning America's energy future, both with regard to reliable supply
and impact on the environment, public perception of nuclear energy will change
in a positive way. To take advantage of that change, however, it is imperative
that the President's choice to become Chairman of the NRC be an individual with
strong leadership abilities, sound judgment and the political backbone neces-
sary to stand up to the NRC bureaucracy. From what I know of the Commission's
current membership, I believe you should look outside the agency for such a
person.
I appreciate the opportunity to share my views on this subject. I would
welcome the chance to discuss this with you personally.

Dear Mr. Sununu:
I am writing to express my deep concern about the
direction taken by the Environmental Protection Agency with
respect to the Two Forks Project here in Colorado. As the former
Governor of Colorado and former Federal Cabinet Member with years
of service in the Republican Party, I am disappointed in a decision
that seems to run counter to the principles the Party has
represented for many decades.
Given Mr. Reilly's background, he may well not
understand the importance of water projects here in the Western
United States where we lack the natural rainfall to sustain
civilization through the year. The development of what early
explorers called "the Great American Desert" was made possible
only when we learned to harvest the great spring runoffs from the
snowy mountains and store water for use throughout the months
when streamflow is reduced to a mere trickle. In Colorado, we
are proud of the ingenuity and foresight shown by our forefathers
in designing water systems that have allowed Colorado to become
both an active urban regional center as well as an environmental
and aesthetic recreational attraction. In fact, you will find
that the Denver Water Department is viewed with admiration and
envy by major water utilities throughout the country. Today's
population and economy in Colorado's Front Range was created by
the dignity and perseverance of pioneers who wrestled with national
forces to help expand the borders of this country and conquer a
difficult empire. The Republican Party, in my mind, has always
stood for that human dignity and individual creativity.

concern as do, I believe, most Coloradoans. But I believe that
concern should not be shaped by those views, so prevalent in
elitist circles, that concern for the environment requires the
cessation of development. Such a policy is more likely to
eventually bring long term ruin to the environment rather than to
protect it.
In the case of Two Forks, opponents have argued that
it will destroy an unique fishery and create undue environmental
damage. To the contrary, it is likely that the most foreseeable
alternatives, should EPA disapprove the Two Forks project, would
cause greater environmental harm. I am a fisherman and I know
that dams and reservoirs, by creating spawning areas, by increasing
winter flows, by preventing rivers from freezing over, have
produced greater fisheries than ever existed in natural conditions
in the west. The much-vaunted Cheesman Canyon, that has been
portrayed as the blue chip of the Two Forks inundation area, has
itself been enhanced by being located just below the first major
dam built to store water in the Denver area.
Let me urge you not to sacrifice this area and the
water supply that this future depends upon for the sake of a
principle that I believe is not applicable in the case of Two
Forks. I would urge you to find a way that this matter can be
resolved rather than have the permit vetoed, a decision which
would reflect badly upon President Bush's Administration in this
region.

Corporation, wholly-owned subsidiary of CSX which is our
nation's largest U.S. flag shipping company.
A telegram was recently directed to your office from
Brigadier General Malcolm Hooker, President of the National
Defense Transportation Association, in which our client is very
active, requesting a brief conference with the President and
you to discuss the maritime policy statement of the NDTA
Sealift Committee. As we understand it, the meeting (if
granted) preferably should occur prior to May 23, National
Maritime Day.
While I did not participate in the drafting of the policy
statement, I have had the opportunity to review it with

The California State PTA held its annual convention in San Diego, May
3-6, 1989. Of the over 3800 in attendance, 2698 were voting
delegates. These delegates represented the 1,162,542 members of the
California State PTA.
Because of their concern for children and youth, the delegates adopted
the enclosed resolution, BAN ON MILITARY ASSAULT-TYPE WEAPONS, a copy
of which you will find enclosed. As you will see, the resolution
states support for legislation which would "ban for
non-military/non-law enforcement purposes, the manufacture,
importation, possession, sale or resale of accessories and ammunition
designed for military assault-type weapons." In addition, the PTA
will legislation. assist in creating an awareness of the importance of such

I'm sorry we missed connecting on the telephone and do
appreciate your returning the call. Here's the pitch:
Many life scientists hope that since Professor Bromley has
been named Science Advisor, a biologist/life scientist might be part
of his/your team.
John Patrick Jordan, whose credentials I enclose, would be
an excellent choice. I believe he is considered SO by both scientists
who know him (such as me) and members of the Congress, including Repre-
sentatives John Myers (Indiana) and Virginia Smith (Nebraska) as well
as Senators Thad Cochran (Mississippi) and Phil Gramm (Texas).
Dr. Jordan's experience in biology and agriculture is ex-
tensive, substantive, and credible. I have known him for many years

Dear John:
I am enclosing a copy of a letter I sent to Mike Boskin vis-a-vis the Wanniski
leak affair.
I also called Marty Anderson (he ran PEPAB for Reagan) as to my superhuman
ability to monopolize those meeting with the President. He laughed and said that
that, indeed, would be some feat with Shultz, Friedman, Simon, Burns,
Greenspan, and Riston in attendance. Ah, well! Perhaps this is how the stories
about Paul Bunyon, Joan of Ark, and King Arthur all began.
As a final note, juxtaposing Reagan's PEPAB meetings with the Camp David
meetings. With PEPAB, the outside advisors set the agenda. The outside
advisors did most of the presentations. The outside advisors summarized the
discussions when the President was not in attendance. And, finally, there was a
formal membership, if for no other reason than to make the outsiders feel as if
they were "part of the team." I guess the thought was that they would be less
likely to take pot shots and more likely to be constructive in their approach to
public policy.

Foreign Service National Employee of the Year.
Dear Mr. Sununu:
During the week of May 15th, the Department of State will
honor Gabriel Y. Akar, Political Specialist, U.S. Embassy at
Beirut, recipient of the 1989 Foreign Service National
Employee of the Year Award, bestowed upon the non-American
determined to be the most outstanding employee of a U.S.
embassy or consulate. Mr. Akar and the other four finalists
were selected for special recognition from over 10,000
non-U.S. employees because of the extraordinary contributions
they have made in their many years of loyal and dedicated
service to our Government. The other finalists are Danuta
Antoszewska, Poland; Gladys Arocha, Colombia; Caroline Chang,
Fiji and Henriette Ralalalhariosa, Madacasgar.
To give you insight into what lengths they have gone in
serving our country, I have enclosed copies and summaries of
the nominating cables. But for the incredible talent and
courage manifested by Mr. Akar, Miss Arocha could well have
received the award herself; her actions were so outstanding.
In addition, Miss Antoszewska made noteworthy contributions.
They are scheduled to tour the White House on Tuesday,
May 16th at 8am. If you would care to make their visit to
the White House especially memorable, I am confident that
they would be most appreciative.

Thank you for your letter of April 17, 1989 regarding the
President's position on Tuition Tax Credits. You state in
your letter that you would be interested in making his
position clear on this matter. If it would be helpful we
would certainly welcome a statement from the President on
this matter which could then be reproduced in our magazine,
CGA WORLD, a copy of which I have enclosed.
Further in this connection, Catholic Golden Age will be
holding its Annual Conference at the Catholic University of
America this coming August 14, 15, 1989. In conjunction
with this Conference I would appreciate your assistance in
arranging a briefing for our conferees on this subject and
on aging issues generally.
As you can see from articles in the accompanying magazine, a
briefing and visit with President Reagan took place in
August 1984 and our membership would welcome the opportunity
at this time to meet with President Bush and to hear from
members of the Administration. I will be in contact with
the Office of Public Liaison but thought it would be
appropriate to bring this to your attention as well.
I wish to extend congratulations on your major undertaking
for President Bush and every. good wish for your success.
You can be assured that both the President and yourself will
be included in our prayers, particularly on the Feast of the
Assumption of Mary on August 15, 1989 at the Shrine of the

Dear Governor:
It was a distinct pleasure to spend last Monday evening with
you and Mrs. Sununu at the Fourways. The Inner Circle agenda was
most satisfying, and I look forward to future meetings.
As I mentioned at the restaurant, due to the size of the
crowd, I was unable to meet or even see the Vice-President and Mrs.
Quayle at their residence Monday afternoon. I had the feeling that
the Inner Circle staff was not prepared for the number of
participants that ended up coming to the spring briefing.
The Bush Presidency has a special meaning for me. In 1970,
my wife and I worked on President Bush's campaign for the U.S.
Senate. We were college students at the time and were involved in
the Nacogdoches-Lufkin area of East Texas. Since that time, we
have followed his career with great interest. Needless to say, we
were delighted when he entered the White House.
If it is possible, Governor, I would very much like to have
autographed photographs of the President and Vice-President Quayle.
What ever can be done would be most appreciated. I hope to have
the opportunity to meet you and Mrs. Sununu again in the days to
come.

I would like to recommend Dr. Robert M. Garrick to serve as
Director to the Communications Satellite Corporation Board of
Directors.
Bob served President Reagan in this capacity during his first term
in office, and would very much like to serve President Bush at this
level. Admired by his co-workers for his worthwhile contributions
to Comsat, his return to the Board would be a benefit to all
concerned.
I have had the opportunity to work with Bob on several issues. I
value his judgement and friendship. He has been a knowledgeable
source when seeking advice in matters of communication.
Bob enlisted in the Navy as a Yeoman, he was commissioned as a
Lieutenant Junior Grade in the Naval Reserve and later retired as
a Rear Admiral. An active member of the Republican party, Bob is
a member of the Lincoln Club, Republican Associates and was a co-
chairman in the state of California for the Reagan-Bush campaign.
His credentials speak of conservative values, a true merit to be
considered.

Dear Mr. Sununu:
I am writing to you out of concern over reports I have received that you
have decided to cancel procurement of the Navy's F-14D. For more than a
decade, the F-14 "Tomcat" fighter plane has served as the work horse of our
naval air defense fleet. I believe it is imperative to our national security
that the Department of Defense continue to purchase new F-14s and I would like
to request that the Administration continue its funding.
Time and again, from the "Mayaguez" incident and "Achilles Lauro" hijack-
ing to the dogfight over Libya, the "Tomcat" has proven itself to be our most
effective weapon in the air. Its elimination would seriously weaken our first
line of defense and hinder our ability to project American military force in
trouble spots around the world. In addition, there is no viable system that
could serve as its replacement in the near future. In fact, our only hope
rests with the Naval Advanced Tactical Fighter (NATF), or "Tomcat 21," which is
still on the drawing board. Should the "Tomcat 21" program experience diffi-
culties in meeting design and production schedules, our national interest will
surely suffer.
The F-14 is manufactured by the Grumman Corporation at its Bethpage, New
York facility. The "Tomcat" is the centerpiece of Grumman's aircraft division,
representing 20% of total sales. The cancellation of this line would result in
the loss of thousands of jobs and would virtually ensure the death of Grumman
as a viable manufacturer of military aircraft.
The Administration and Congress are both committed to maintaining a strong
military deterrent to ensure peace. The "Tomcat" is combat-ready and battle-
proven, and we would seriously jeopardize our armed forces were we to eliminate
production of the F-14. I am hopeful that after a careful review of the
situation, you will agree with me and my colleagues that in the best interests
of a strong, vital national defense, America needs the Grumman F-14 "Tomcat."

Dear Mr. Sununu:
As you know from the news, a human tragedy is taking place in Kosovo, the
"autonomous" province in southern Yugoslavia. This tragedy and crimes against
humanity there could still be contained but only if international public opinion becomes
involved.
As of March 31, 1989, the death toll in Kosovo exceeded one hundred, according to
London's The Times, and more Albanians are being killed each day. West German and
Austrian television placed the death toll at 137 as of the end of March. "Yugoslav"
security forces (in reality the elite troops comprised of Serbians only and indoctrinated
with an almost pathological hatred of Albanians) are shooting Albanians with "dum-
dum" bullets which expand when they hit the human target, inflicting large, jagged
wounds, though this ammunition is outlawed by international convention. We have
received frightening reports of methodical extreme beatings, from house to house, and of
other crimes against civilian populations. We are still trying to verify the reports of
torture-rapes of Albanian women, e.g., in Urosevac, with police nightsticks causing severe
internal injuries (probably the result of Serbian press harangues for months against high
Albanian birth rates). There are also reports that whole villages have been forcibly
expelled into Albania in the Zur region and that some old and feeble were summarily
executed for not being able to move fast enough.
The human tragedy and massive crimes against humanity that are now unfolding in
Kosovo are caused by Serbia's determination to reimpose its total control over Kosovo
and annex it to Serbia. Serbian ultranationalists already annexed another "autonomous"
province, Vojvodina, and organized a coup in the small republic of Crna Gora. This way
Serbia now has a four-vote majority in the federal government. A state of emergency has
been proclaimed in an illegal manner just as the annexation of Kosovo and a constitution
change has been imposed with complete disregard for even the semblance of legality. To
shorten the embarrassing situation the special security forces have been issued orders to
use extreme force against all Albanians protesting their loss of national rights and
provincial autonomy. The tragedy of Yugoslav Albanians, who have been second class
citizens even before the Kosovo annexation, is only a part of a brutal assault for grabbing
power and remodeling federalist Yugoslavia. Milosevic's ultranationalists want to
subdue the Slovenian and Croatian population who already elected the West European
pluralistic democracy as their objective and their choice.

Albanians account for almost 90% of Kosovo's population. While Serbians consti-
tute less than 8%, they have disproportionately high representation in Kosovo's ruling
Communist Party. Even the most rabid Serbian ultranationalists are party members
under explicit protection of Serbian Communist Party leader, S. Milosevic (whom many
compare to Hitler and Mussolini), while there have been wholesale purges of Albanian
Communist "counterrevolutionaries." Serbians in Kosovo have exclusive settlements,
factories, schools, and clubs where Albanians are not allowed. Serbian judges (for
assembly line sentencing), teachers and government officials are being brought in to
replace Albanians sacked for being "separatists and nationalists." Tens of thousands of
Albanians, even including children, have been sent to the gulag over the past decade for
such "crimes" as saying aloud the slogan "Kosovo-Republic." A form of punishment has
been reintroduced that has been unknown in Europe since the Nazi occupation-
collective punishment of entire families.
With the rise of an extreme nationalist, S. Milosevic, as the head of the neighboring
Serbian Communist Party, tensions have been escalating. Milosevic created and
encouraged a violent "solution" to the Kosovo "question" and called for the complete
subjugation of Kosovo to Serbia. This is now in the process of being attempted. Kosovo's
limited political autonomy has been abolished. Yugoslavia's two and a half million
Albanians fear further discrimination, e.g., the loss of their right to use their language and
to practice their religion. Proposals have already been discussed in Beograd to expel all
Albanians from Kosovo as the "final solution." This would not be the first time either.
Between the two world wars a genocide was conducted on Albanians. It is estimated that
more than 200,000 were murdered and 700,000 escaped to Turkey. Their land was
in Kosovo.

arrest. Even Kosovo's former political leaders, who were removed in February by
Beograd (so that a "vote" about annexation would go smoother), have been arrested. The
non-Serbian majority of Yugoslavia's population looks with horror and revulsion on this
orgy of primitivism and barbarism in the heart of Europe. A Slovenian politician J. Skolc
summarized the abhorrence by publicly stating: "Serbians mistreat Albanians in Kosovo
exactly as Hitler mistreated Jews on the eve of World War 2. Everybody can without any
limit insult or attack Albanians." At the same time as the tragedy unfolds in Kosovo,
hysterical street mobs in Beograd are celebrating their "victory" (a victory of primitive
tribal hatred over humanity). All sense of proportion has been lost in that eruption of
primitivism, e.g., Milosevic who pushed Yugoslavia into total economic collapse is build-
ing the largest church in the world for the Serbian Orthodox Church. Or, for example, the
lunatic "Big Lie" propaganda: Beograd's press is "explaining" the large number of
Albanian protesters killed as-"Albanians killed them to make martyrs out of

themselves." The lunacy appears to be unlimited. Beograd's Duga offered one additional
"explanation"-the U.S. State Department and CIA organized demonstrations against the
annexation of Kosovo! Recently the editor of Duga visited the U.S, to try to improve
Milosevic's image abroad. It would be enlightening for all U.S. politicians and other
Americans who met with the Duga editor in the U.S. to think who duped them into
meeting with him.
The present situation could easily escalate into the bloodiest massacre in Europe
since World War 2. There has been a tradition of recurring anti-Albanian genocide and
pogroms ever since Serbia seized Kosovo from the Ottoman empire in 1913. We are
convinced that only international pressure can convince S. Milosevic and his interior
affairs minister, general Petar Gracanin, to forgo the extremist option and substitute
negotiation for confrontation and state terror. Above all, the army must leave Kosovo. A
Slovenian political leader, who is a beacon of moderation and civility in Yugoslavia,
Milan Kucan, recently declined an interview with the following statement: "We are
facing a civil war. I cannot say anything else to you." Slovenia has decided not to allow
the use of its police for Serbian colonial actions in Kosovo.
We know your concern for human rights. Your immediate and energetic
involvement will promote human rights and also facilitate progress toward democracy
and genuine stability in that part of the world. Please help. Please also demand a
clarification of what exactly is the position of the U.S. government in regard to the
unfolding tragedy in Kosovo, in regard to the breaking up of the Yugoslav federacy by
Serbian ultranationalists, and in regard to the resurgence of chetnick ideology in Serbia.
The choice for all Yugoslav nations is simple-Serbian supremacy and Stalinist terror
(and the resulting civil war) or pluralistic democracy and the respect for human and
national rights.

sources in Beograd. Even in Croatia the terror is increasing again-several newspapers

Dear Mr. Sununu:
The members of Concerned Women for America (CWA) are deeply
disturbed by Senator Dodd's "Act for Better Child Care",
particularly in light of its recent co-sponsorship by Senator
Orrin Hatch. Pro-family forces fear Senator Hatch's capitulation
may ultimately result in the passage of this dangerous
legislation in the Senate.
As an advocate of the traditional family, CWA stands
fundamentally opposed to the Dodd bill's discrimination against
families who forego a second income to raise their own children
and parents who choose non-governmental care such as relatives,
community or church-sponsored day care. We also object to the
massive bureaucracy and stringent regulations outlined in the
legislation. Clearly, the foundational principles of this
legislation are flawed and should be opposed in their entirety.
CWA supports tax reform measures that would enable all
parents to exercise their options for child care and make it more
financially feasible for mothers to remain at home. The American
public must not lose sight of the fact that traditional, in-home
care by the mother is the ideal.
Our members are well aware that a clear choice was presented
to the voters during the presidential election: A choice of
policies that either hindered or helped the traditional American
family. CWA appreciated the perspective on child care included
within the 1988 Republican Party Platform:
Public policy must acknowledge the full range of family
situations. Mothers or fathers who stay at home, who
work part-time, or who work full-time, should all
receive the same respect and consideration in public
policy.

Dear Governor Sununu:
You may recall a recent conversation with Cardinal Law and
myself concerning a request by the President of the Latin
American Bishops' Conference, Bishop Dario Castrillon Hoyos to
come to Washington to meet with President Bush and discuss
matters of urgent concern to the Catholic bishops of Central and
South America. You indicated to Cardinal Law and I an openness
to the possible scheduling of such a visit and requested a pre-
meeting at which an agenda would be designed for a later meeting
between Bishop Castrillon Hoyos and Bishop Oscar Rodriguez, the
General Secretary of CELAM.
While passing through the United States on Monday, on his
way to Rome, Bishop Rodriguez has indicated to me that it would
be possible for he and Bishop Castrillon to be in Washington on
May 16 or 17 for the purpose of meeting the President and perhaps
some other central foreign policy people in the Administration.
Noting your desire to have an agenda well in advance of such a
meeting, Bishop Rodriguez promised to FAX to me later this week
an agenda which he and Bishop Castrillon would prepare while they
are together in Rome. Upon receipt, I will call your secretary,
Jackie Kennedy, to ask for an appointment to review the agenda.
I write now to ask if the dates of May 16 and 17 would be
acceptable for a meeting between President Bush and these two
prelates from Central and South America.
Finally, in seeing the President and the General Secretary
of the Conference of Latin American Bishops, I think they will be
able to represent the hopes and aspirations of the hierarchy of

Central and South America. I fear that too many other bishops'
conferences might seek similar meetings with President Bush which
he and you might find taxing and repetitive. For this reason, I
join with Cardinal Law in sincerely encouraging you in asking the
President to meet with these two significant bishops who can
represent the hierarchies of Central and South America.

reunion on Saturday, April 29 and we invite you and
Nancy to join us as our guests through Sunday.
Our plans include a light lunch in the Mansion
at La Salle at 12:30 followed by cocktails 6:30 and
dinner 8:00 at the new Islandia Hilton on the Long
Island Expressway in Hauppauge. At present, we
expect over 30 alumni, the D'Agostinos and Brother
