Dear Governor Sununu:
On September 20-22, the American Gas Association, along with
the Natural Gas Vehicle Coalition, will sponsor a conference
in Washington on natural gas as an alternative vehicle fuel.
This is a significant conference since it will be the first
..
time since President Bush announced his clean air plan that
the gas industry has gathered to discuss the role that
natural gas can play in the transportation sector to help
clean the environment. We expect over 300 representatives
from the natural gas, automotive, transit bus, and related
equipment industries as well as state and local environmental
officials to be in attendance.
As you know, we are enthusiastically supporting the
President's Clean Air Act and are seeking cosponsors of the
legislation. The support of this group will be vital if we
are to be successful in cleaning our urban air of ozone and
other pollutants. As you know, many in the petroleum and
automotive industries feel that our abundant domestic supply
of natural gas will be a key part of a workable alternative
fuels policy.
We would very much appreciate your assistance in considering
this as a forum for the President to advance his
environmental agenda by addressing this key group at the
Hyatt Regency on Capitol Hill on September 20. We are aware
of the demands on his schedule and, if this doesnt't fit, we
would appreciate your counsel and help in getting Secretary
of Transportation John Skinner or Environmental Protection
Agency Administrator William Reilly.
Again, Governor, we will appreciate your effort here, and I
look forward to hearing from you. We indeed look forward to
working with you in getting the President's proposal through
Congress.

As you know, my legislation, H.R. 2214, elevates
the status of our U.S. envoys to the Marshall Islands and
the Federated States of Micronesia to the rank of ambassador.
I previously contacted you recommending Ralph Bodine
for an ambassadorial post. I would like to renew my request
and ask that Ralph be nominated for one of the two posts
made possible by my legislation.
Ralph Bodine is both an outstanding individual and
businessman. As Chairman of the Board of Sunkist Growers,
Inc., the world's largest citrus marketing organization,
he has travelled widely in search of new export markets.
Through its ability to garner an understanding of the region,
Sunkist has been particularly successful in expanding sales
in the Pacific Basin. I feel Ralph's experience in the
Pacific will help him understand the peoples in either the
Marshall Islands or Micronesia which will in turn aid him
in representing the United States in that area of the world.
I would appreciate it if you would give my request
every consideration.

you will notice from the enclosed story, there was a tremendous
response. After all, with a small state like New Hampshire,

Petition, is most impressive. I thought that the President might
be especially interested in this type of reaction from the voters
and I think that the more we can make public note of this type of
story, the better it is for the reputation of New Hampshire. At

the Washington International Corporate Circle for a series of
discussions between the top management executives of a select
group of European and Asian companies and senior leaders of the

I have invited all the editors-in-chief from each of the
twenty-two countries where we publish an in-country
Reader's Digest to attend the editorial meeting in
October. Housing reservations are tight and for that
reason, it was necessary to move forward with my contract
at the Ritz Carlton Hotel for October 8th through 10th.
The highlight of their visit, of course, will be their
visit with the President. A copy of the transcript will
be given to you for your approval before publication.
The Editors' visit with the President will appear in 30
million copies of the Digest in 14 languages.
The October 9th morning meeting would work the best, but
I know you may have to change the date to the 8th or 10th,
depending on the President's difficult schedule.

Dear Governor Sununu:
We are writing this letter with regard to our nation's
superconductivity efforts and the slippage in following through on
important legislative mandates in this area. As part of the Omnibus
Trade Act of 1988 (P.L. 100-418), the National Commission on
Superconductivity was to be established to assure U.S. leadership in
this vital technology. In addition, the National Superconductivity and
Competitiveness Act (P.L. 100-697), passed late last year, called for
the White House Office of Science and Technology Policy (OSTP),
together with the National Critical Materials Council, to develop a
five-year, action plan for high temperature, superconductivity research
and development. This legislation intended that OSTP use the
recommendations and advice of the Commission in developing this
national, five-year plan.
Unfortunately, the Commission has yet to be officially convened, though
steps had been taken earlier in the year to name members of the
Commission and its Chairman. OSTP has begun initial efforts to
formulate the five year plan, they are proceeding without the vital
views and opinions of the private sector, views and opinions which were
to be provided through the Commission. As has been noted by a number
of experts on technological competitiveness, the U.S. can not afford to
continue as in the past, with Federal efforts moving on one track and
private efforts on another. Given the actions of Japan and other
nations to dominate this, as well as other technological fields, we
must begin to work more collaboratively with the private sector in
setting our national course. The Commission and the development of the
five-year, superconductivity action plan present an excellent
opportunity for establishing a working model for such collaboration.

We urge you to take the necessary steps to release the Charter of the
Commission and move aggressively in supporting its' activities and
those of OSTP and the National Critical Materials Council. We are
ready to support the President in promoting a healthy,
superconductivity policy and program developed through the efforts of
the Commission.

Today, I and our scientific director, Dr. Milton Hoenig, went
to the Soviet Embassy to receive a response from Moscow to a
letter, attached, that we sent on March 30 to General Secretary
Gorbachev on the subject of a halt in the production of tritium
and other nuclear weapons materials. We request the opportunity
to meet with you personally to discuss what we regard as a rather
significant Soviet position on a proposal contained in our letter.
We believe, on the basis of your position close to the
President and your technical understanding of the unique role of
tritium in nuclear weapons, that you would have a special interest
in the Soviet message to us in the context of prospective
talks between the two leaders.
By way of background, I have enclosed a book that summarizes
a workshop on our tritium proposal that we conducted last December
with the American Academy of Arts and Sciences. Also enclosed are
two recent columns by Tom Wicker on the proposal and a paper by
our Institute exploring verification issues.

Dear Mr. Sununu:
This letter is a follow up to the December 16, 1988 letter
concerning a fundraiser for the Wayne County 16th Congressional
District.
As you may be aware, we are in the process of reorganizing and
reestablishing the 16th Congressional District as a viable entity
in the Michigan Republican Party. We have demonstrated this effort
in reelecting a Republican State Representative in an area
currently dominated by Democratic officials. However, we are not
satisfied to stop here. We intend to continue this revival effort
into the 1990's.
The newly reorganized Wayne County 16th District is planning a Fall
Dinner. This event is currently planned for September 14, 1989 and
will be held at the Fairlane Manor in Dearborn, Michigan. We expect
an attendance of approximately 1,000 people comprised of primarily
Arab-American Republicans, with the remainder being traditional
Republican contributors. The money raised from this event will go
directly to funding a full time Republican Headquarters in Wayne
County. We would be honored if you would agree to serve as our
guest of honor.
Our congressional district is one of striking comparisons. Largely
made-up of suburban bedroom-communities with inhabitants of varied
ethnic backgrounds, our strength has come from the working class
conservative individuals who support President Bush and the
Republican Party.
We are proud to be the home of several hundreds of thousands of
first generation Americans of Arabic descent. Nearly 20 percent
of the population of Dearborn is made up of Arab-Americans, and
approximately 450,000 reside in the Metro Detroit Area, making this
the largest Arab-American community outside of the Middle East.

The Arab-American Republican Club is active and has demonstrated
their capability by becoming a strong element in the Michigan
Republican Party.
In addition to our ethnic diversity, our congressional district is
proud to be the home of Henry Ford and the Ford Estate. Many of
us are sons and daughters of those who came to this area seeking
a better life for their families. Although things are not perfect
in our community, we enjoy our ethnic heritage and the products of
our parents' hard work. We strive to maintain that tradition
which brought our parents so far upon their arrival.

interested in serving as Federal Co-Chairman of the Appalachian
Regional Commission. The assets he would bring to our region

Most exciting to us, Bill has broad experience in the region
and rural America, thus an understanding of our problems. He has
spoken about the need to identify a new role to foster local
decision-making and funding. As Federal Co-Chairman of the
Appalachian Regional Commission he would have an opportunity to
encourage regional development in a changed society where the
movement from institutional help to self-help is taking place.
His experience in Appalachia at the local level as a city
councilman and political leader before coming to Washington,

Dear Mr. Sununu:
Thank you for meeting with the Chief Educational Officers
of the largest ten dioceses, Sister Catherine McNamee, President
of NCEA, and Reverend Thomas Gallagher from the United States
Catholic Conference.
We appreciate not only the time spent with you but with
other White House staff members.
We reiterate the importance of our schools to the nation by
quoting an editorial from Forbes, December 12, 1988:
For the enormous and enormously depressed inner cities
of Chicago, New York, Boston, Cleveland, Newark et al,
Catholic schools provide hugely consequential oases of
impact and hope. Their value is -- literally as well as
figuratively - - beyond measure.
Many minority parents make the choice of Catholic
schools because they regard them as the only places
where their children can get a decent education - 'The
only way out of the ghetto' in street parlance.
We believe parental choice for all children is crucial.
Ways must be found and structures put in place SO that every
parent has the ability to share in his/her educational tax
dollar.
We feel it would benefit the image of the President if he
indicates in all his statements clearly and forthrightly that he
is the education President for all.
We wish to reiterate that the asbestos legislation passed
by the federal government without the necessary financial
-
assistance to make it possible is but another example of
injustice and inequity. We ask that the financial issue
continue to be addressed and that Catholic schools be written
into any proposed legislation. If asbestos is a health hazard,
it is a hazard to all children.
2.
When legislation makes possible assistance to our students
through entitlement programs, we ask that streamlining delivery
systems be considered. Many of us deal with inestimable number
of LEA's. Why not give entitlement directly to parents? Allow
them to direct the flow of monies to those educational
institutions which they believe best serve the needs of their
children.
We ask for representation in the White House Conference on
Education as well as significant representation on the
President's recently announced Educational Advisory Committee
and on other committees addressing education in general or
educational excellence in particular.
We ask you to follow up on our request that the President
visit one of our schools in the near future.
We look forward to a continuation of this conversation
through the briefing sessions suggested and through having
another opportunity in the near future to pursue this dialogue.

submitted by the Associated General Contractors of America (AGC).
Our statement concentrates on concern that S. 933 appears:
1) to provide protection to individuals who fuel the country's
illegal drug traffic and use, and 2) to be in conflict with pro-
visions in the Drug-Free Workplace Act of 1988.

paring the Administration's policy and its testimony on this
matter.

As you know, both the industry and my company have had
an interest in seeing the Department of Energy's en-
richment enterprise provided with the autonomy and
independence necessary to effectively compete in the
world market. I applaud the government's progress in
this area.
You are also aware that Duke has been pursuing with
Urenco and Fluor Daniel the potential for a privately
owned enrichment plant in this country. I wanted you
to be aware that this complementary effort has borne
fruit.
A Memorandum of Understanding, effective June 1, has
been signed resulting in the formation of Louisiana
Energy Services. The project participants are Duke
Power, Louisiana Power & Light, Graystone Corp. (a sub-
sidiary of Northern States Power), Fluor Daniel and
Urenco. Louisiana Energy Services will proceed with
plans to develop the country's first domestically owned
enrichment plant.
A formal project agreement is expected to be signed
within the next nine months setting forth the bases for
participation beyond the period of the MOU. I would
expect Louisiana Energy Services to have a license
application to the Nuclear Regulatory Commission in the
latter part of 1990.
There are, of course, many issues yet to be resolved --
regulatory, technical, financial and legal. As the
project develops, Greg Snipes, Duke's project leader
for this effort, and I will serve as resources for you
and your staff. Please feel free to contact me at

Dear Mr. Sununu:
This letter is a follow up to the December 16, 1988 letter
concerning a fundraiser for the Wayne County 16th Congressional
District.
As you may be aware, we are in the process of reorganizing and
reestablishing the 16th Congressional District as a viable entity
in the Michigan Republican Party. We have demonstrated this effort
in reelecting a Republican State Representative in an area
currently dominated by Democratic officials. However, we are not
satisfied to stop here. We intend to continue this revival effort
into the 1990's.
The newly reorganized Wayne County 16th District is planning a Fall
Dinner. This event is currently planned for September 14, 1989 and
will be held at the Fairlane Manor in Dearborn, Michigan. We expect
an attendance of approximately 1,000 people comprised of primarily
Arab-American Republicans, with the remainder being traditional
Republican contributors. The money raised from this event will go
directly to funding a full time Republican Headquarters in Wayne
County. We would be honored if you would agree to serve as our
guest of honor.
Our congressional district is one of striking comparisons. Largely
made-up of suburban bedroom-communities with inhabitants of varied
ethnic backgrounds, our strength has come from the working class
conservative individuals who support President Bush and the
Republican Party.
We are proud to be the home of several hundreds of thousands of
first generation Americans of Arabic descent. Nearly 20 percent
of the population of Dearborn is made up of Arab-Americans, and
approximately 450, 000 reside in the Metro Detroit Area, making this
the largest Arab-American community outside of the Middle East.

The Arab-American Republican Club is active and has demonstrated
their capability by becoming a strong element in the Michigan
Republican Party.
In addition to our ethnic diversity, our congressional district is
proud to be the home of Henry Ford and the Ford Estate. Many of
us are sons and daughters of those who came to this area seeking
a better life for their families. Although things are not perfect
in our community, we enjoy our ethnic heritage and the products of
our parents' hard work. We strive to maintain that tradition
which brought our parents so far upon their arrival.
I, myself have chosen public service as a career and currently
serve as a staff assistant to Senate Majority Leader John M.
Engler. I served as Chairman of the Bush Campaign in the 16th
District and am currently the 16th District Chairperson. I am
proud district. to report strong support for President Bush throughout this

Dear Governor Sununu:
The time for a decision on the extension of steel trade
restrictions (the "VRAs") is approaching. Enron, the
nation's largest gas pipeline network, is dependent on a
healthy and viable steel pipe industry to supply
large-diameter pipe for replacement and new construction.
We support and need a healthy and competitive domestic steel
industry.
While we do not oppose extension of the VRAs, we must
have adequate supplies of steel plate for our pipe suppliers
in this country. If steel plate is not available to our
pipe suppliers from domestic sources, we need to be assured
that foreign supplies of plate will be available through the
"short supply" system (or some other procedure for exemption
of products from the VRAs). The short supply system needs
several improvements to be more effective for our needs and
those of our pipe suppliers.
First, applications for short supply must be processed
rapidly and transparently. Rules governing the short supply
process should be issued and followed by the Department of
Commerce.
Second, decisions on short supply applications should
be rendered within thirty days after submission, or more
rapidly if market conditions and customer requirements make
more rapid response necessary. The fact that a short supply
application has been filed means that the shortage already
exists, and time is of the essence.
Third, suppliers should not be able to frustrate short
supply applications by declaring their ability to make a
product, as has happened in the past. Prospective suppliers
should be required to prove that they have experience in
making the product to the necessary specifications, and that
they are approved and qualified suppliers of that product to
the applicant. Furthermore, the prospective supplier, who
seeks to supply domestic production in lieu of the
applicant's proposed imports, should be required to offer
specific goods and performance that are contractually
enforceable by the applicant. This is necessary to prevent
frivolous assertions by opponents of the application
intending only to buy time.
Fourth, offering a product at an excessive price is
tantamount to a refusal to supply the product. For example,
the Department of Commerce should disregard an offer to
supply plate to a pipe producer at a price which clearly is
above an ascertainable market price. We do not advocate
using short supply as a lever to control steel prices, but
we think that clearly excessive prices should be taken into
account in evaluating offers to supply a steel product.
Fifth, no domestic manufacturer should be forced by
these trade restrictions to buy raw material from a direct
competitor. For example, a pipe manufacturer forced to buy
plate from a steel company who also makes and sells pipe in
direct competition.
Enron plans to begin construction of more than 1,300
miles of pipeline in the 1989-1990 period. Access to
adequate supplies of large diameter steel pipe is an
essential part of this program. We intend to buy domestic
pipe, and we need domestic pipe supplies for both our
pipeline projects and for small orders for replacement of
existing pipe. With the short supply reforms outlined
above, we believe the proper balance can be struck between
the needs of Enron and the energy industry and the
legitimate requirements of the domestic steel industry.
