Agency, the Department of Energy, the Office of Management
and Budget through Bob Grady, and the White House through
Nancy Miloly, industry impacts concerning the issue.
We are aware that you are a member of the Domestic
Policy Council and may be involved in discussions and
deliberations on the Administration's final options.
EEI, representing private electric utility companies,

Dear John:
If half of what one reads here in this "Business Week" article
is true, we find it very disturbing.
To us it indicates that the Administration is not selling hard
to the public, the press, and the legislators its paramount interest
in restraining the growth of spending. We feel strongly that the
Administration should make it plain it is not trying to eliminate
spending programs, implicit in the term "cuts." Instead it sees
as essential the need to reduce expansion of spending on federal
programs such as will permit significant, bona fide reductions in
the federal deficit without raising taxes.
We are sure that you are aware, as we are, that once investors
abroad get wind of a genuine deficit reduction in the making, without
the inflationary potential inherent in tax hikes, significant purchases
of Treasurys and consequent interest rate declines will ensue. We

I know that this agenda keeps you very busy, but I

Oregon's 5th Congressional District.
As you know, my 1988 election victory was extremely
close, and I have already gone to work on the 1990
campaign. An early start is imperative if Republicans
are to keep this seat. An appearance by you at a

District of New York, and was an early pioneer in Federal

that time working on environmental issues at EDF. He is

Maritrans is pleased to forward for your réview a copy of
the comments which we submitted to the U.S. Trade
Representative ("USTR") urging her not to nominate maritime
services for inclusion in next General Agreement on Tariffs and
Trade ("GATT"). The list, which is being drawn-up for
submission to the GATT at the end of this month, represents a
critical turning point in the GATT negotiations. If the USTR
lists maritime among the service sectors, the maritime policies
of the United States will be put into play as bargaining chips
for trade objectives in other sectors.
We have attached an executive summary and a copy of the
statement which we filed with the USTR in response to the
request for public comment on the nomination list. These
comments echo the universal opposition by the entire U.S.
maritime industry to the negotiation of maritime issues at
GATT. We understand that the USTR is leaning toward inclusion
of maritime services on the sector list in order to maintain
"negotiating flexibility". We urge you to review the attached
comments and to express to the USTR your opposition to the
inclusion of waterborne transportation among the negotiable
service sectors.
We would welcome the opportunity to discuss these points
with you if you have questions.

Susan and I knew you would do a good job - but then, how can you miss
with the political and media "experts" providing a constant barrage of
"constructive" criticism. We read the articles in National Review and
Manhattan, Inc. We think you have done a masterful job at maintaining
your composure, controlling the situation and providing appropriate hu-
mor during your television interviews. Is Sam Donaldson as adversarial
off camera as on?
In addition to my medical practice, currently I am a student in the Ex-
ecutive MBA program at Tulane University. My parents are not aware of
this. I hope to surprise them and bring them down for graduation, June,
1990. Our EMBA program has a three day Executive Course, April 27-29,
1990, gathering successful CEO's, politicians, etc. to spend a short
while discussing their particular fields of endeavor with the students.
I feel you would be an excellent choice as one of our guest conference
leaders. The University possibly would ask you to address other depart-
ments, the time frame being one or two days. May I give our program di-
rector, Kathy Meunier, your name as an individual whom she might contact
for further discussion? I have not mentioned this to anyone at Tulane

Dear John:
Judging from what I read in the newspapers, it appears you have settled in at
the White House and are providing the type of leadership so necessary to our
country.
I realize you are extremely busy and I hesitate to write on a purely personal
matter. My brother, John T. Sweeney, has, for the past fifteen years, been a
United States Administrative Law Judge for the Office of Hearings and Appeals,
Social Security Administration, Department of Health and Human Services here
in Boston. A copy of his resume is enclosed.
At the present time, there is no permanent Chief Regional Law Judge for Region
I which covers all of New England. Instead, Region I is supervised by the
Chief Regional Law Judge for Region II comprising New York and New Jersey on a
continuing 120-day temporary assignment.
My brother informs me that some consideration is being given to
re-establishing the Chief Regional Law Judge in Region I on a permanent
basis. Apparently, there is a need for a Chief in Region I to deal directly
with Congressional liaison staff relative to issues impacting constituent
services as well as other Region I Federal and State agencies involved with
disability determinations, Medicare and Medicaid coverage problems. Of equal
importance would be helping to resolve the difficulties in case assignments
indigenous to the unique case load situation in New England. It would seem to
me that our New England people would be better served by having a permanent
New England concerned individual always available at the John F. Kennedy
regional office rather than relying on the Region II Chief who, I suspect, has
more than enough to do in his own region.
Of course, there may very well be sound reasons why Region I ought not to have
its own Chief after so many years but if, indeed, there is consideration for
re-establishment, I would appreciate it greatly if the appropriate personnel
would be apprised of my brother's credentials. I understand that United
States behalf. Marshal Jim Roche has already spoken to your personnel on my brother's

note that he has recently been elected as President of the almost 100,000
member University of Massachusetts/Amherst Alumni Association. While, as a
federal employee, he has had no political involvement these past fifteen

Dear Governor:
It is very early in the morning and I wanted to share my
delight with your being our commencement speaker and, at the
same time, offer some suggestions for the kind of address you
might give here. Although I realize you may be receiving
Honorary Degrees at other institutions, I am hopeful that you
will tailor this speech here in your home state, taking into
consideration what has happened on this campus during the
last few months,
Although the decision for Colby-Sawyer College to admit
men by the fall of 1990 is the right one for the college, it
has been gut-wrenching for some of our constituencies,
particularly the seniors and their parents, as well as for
members of the faculty who have been here for a long time.
For this reason, I am asking you not to make a political
address, but instead to give a speech to a group of marvelous
young women, who are ambivalent about leaving the college,
and who are fearful that their alma-mater will lose something
in its transition. I would not stress coeducation, but
perhaps comment on the strength of convictions and how
important it is for our Nation to speak out, etc. You are a
wonderful speaker, John, and I felt that if I provided you
with a flavor of the environment here at Colby-Sawyer College
that you would consider adjusting your speech appropriately.
If you can keep your comments to 15-20 minutes -- that,
too, would be within the parameters of our ceremony.
As a small college, the "personal" touch is very
important, so I do hope you will be able to attend the
reception in the back of the President's house for a short
time to meet with the parents and graduates.

not get to you -- but apparently "stalled out"
somewhere along the line. At least that is what I
have been told by my friend, George Koch, who
represents the Grocery Manufacturers of America.
I have known George Koch for over 25 years.
He is not just a "lobbyist," he is a friend, too.
Knowing you and how attentive you are to all of us
in Congress, I know you would have wanted to
personally review that one. Now you have that

The enclosed article by my dear friend, Muhamad Mugraby, is one of the
clearest statements on the Lebanese situation that I have ever read.
Muhamad, a Columbia graduate and international lawyer, also maintains
a residence in New York City, and has been a frequent participant in our
national activities for Lebanon here in the United States. He has always
spoken a nationalist line and as such, has exposed himself to danger.

Dear John:
I am writing to bring to your attention a matter which is of
concern to the manufactured foods, pharmaceutical, and cosmetic
industries, and which may cause concern for consumers.
As you may know, last November 1988, California passed a state
law known as Proposition 65. A provision in Proposition 65 requires
manufacturers to give consumers notification if a product contains
even trace amounts of chemicals known to the State of California to
cause cancer. Since virtually all manufactured food products and
most cosmetic and pharmaceutical products contain trace amounts of
carcinogenic chemicals, products which have already been deemed safe
by the Food and Drug Administration (FDA) would nonetheless be
required to have a special warning label in California. The
Proposition 65 provision is not only in conflict with the FDA
approval process, but it also threatens to cause great confusion
among consumers. In addition, the Proposition sets the stage for the
creation of state requirements which could be inconsistent with each
other and the FDA.
In mid-January 1989, the Food and Drug Administration proposed a
regulation which would establish a national uniformity standard for
product safety. The regulation was sent to the Office of Management
and Budget (OMB) where it remains in the hands of staffers who seem
to oppose it. I respectfully urge you to request timely action by
OMB with regard to the finalization and promulgation of the FDA's
proposed regulation.

We have information that the "ABC" daycare bill may be heard
on the Senate floor any time between Thursday of this week and May
16.
We have alerted our members nationwide to contact their
Senators asking them to vote against it.
We will do all we can to defeat the "ABC" bill. But without
crucial help from the Administration in the form of a message
firmly promising a Presidential veto, it will be hard to keep some
Republicans from straying off the reservation. Now is the time
for President Bush to send a clear message to the Hill that he
will veto both the "ABC" and Packwood-Moynihan bills because they
are discriminatory bureaucracy-builders, totally unacceptable to
the American taxpayers.
Please give us your assurance that the Administration will
play this vital role in helping to defeat these bad and costly
bills. Child Tax Credits are the high moral ground of this issue,
and we need a "read my lips" message from the President that
allows no compromise with those who want the feds to take over
baby-sitting.

Dear Governor Sununu,
Having had dinner at the same table with you during the
New Hampshire State Rifle & Pistol Association's annual
banquet several years ago, I know that you are a friend to
the gun owners of New Hampshire. However, due to the
extremely biased reports in the press and the obviously well
intentioned but very misinformed statements made by Mr.
Bennett and others, I simply had to write you to make sure
that you had all of the facts.
In places such as New York City, The District of
Columbia and other areas with so-called "strict gun laws",
the crime rate is many times greater than areas with fewer
restrictions on firearm ownership. Some have argued that
this would not be so if there were additional Federal
restrictions on firearm ownership. This argument fails when
one considers how often those engaged in illegal drug
traffic use fully automatic weapons which have been under
the 1932. strictest possible control by Federal legislation since
Legislation intended to restrict the ownership of
firearms effects only those it purports to protect, the
innocent law-abiding citizens who find pleasure and security
in their ownership of firearms. Since the avowed goal of all
legislation to restrict firearm ownership is to reduce the
number of crimes committed with firearms, it makes no sense
at all to implement legislation that affects only those who,
as a general rule, do not commit criminal acts.
The only practical and logical way to reduce the use of
firearms in criminal acts is to greatly increase the penalty
BARGAINING. for this use and INSIST ON STRICT ENFORCEMENT WITH NO PLEA
Most law-abiding firearm owners like myself have tried
to go about our business without constantly responding to
the ever increasing attacks on us by the fourth estate.
Unfortunately those who mount these attacks frequently fail
to get the facts correct and automatically, or
semi-automatically if you prefer (pardon the pun), assume
that what is fed to them by anti-firearm groups is the

truth. Any investigative reporter worthy of the name could
easily uncover the true facts but wether due to just plain
incompetence or personal bias it often seems they do not.
Frankly I for one am fed up with being constantly made to
appear to be the cause of increased violent crime which is
in reality caused by the breakdown of the criminal justice
system. The recent tragic incident at the Stockton, CA
Cleveland Elementary School was perpetrated by a person,
Patrick Purdy, who had a long record of arrests for numerous
felonies which were plea bargained down to misdemeanors and
he was thus able to purchase firearms legally even under
California's law requiring a 15 day waiting period and
extensive police background check. Only a few days after
this tragic incident Patrick Purdy's court records were
sealed. Why has no investigative reporter looked into this
or attempted to have the records unsealed ?
As a member of the New Hampshire State Civilian High Power
Rifle Team, I am just one of many thousands who fire
semi-automatic high power rifles with 20 round magazines at
paper bull's-eye targets in organized competitions at ranges
up to 1000 yards. I have been doing this for more than 20
years. The myth that these rifles are inaccurate and
unsuitable for sporting purposes is false. The open national
high power rifle championship was won in 1986 with this type
of rifle. The rifle I use is capable of placing all shots in
a 9 inch diameter circle at a range of 600 yards. This year
I will travel about 2000 miles to matches, fire
approximately 1500 rounds in competition and another 500
rounds in practice.
I am a firearm owner but I also financially support
public broadcasting, the arts, land and wildlife
conservation and several charities. I have been active in
civic affairs (Planning Board, Zoning Board of Adjustment,
Boy Scouts, Dollars for Scholars, Land Trust, Town
Republican Committee). There are many firearm owners who
perform much more community service than I do and I only
mention the facts to make you aware of the broad spectrum of
citizens who are firearm owners.
If we try to combat crime by passing restrictive laws
that only the law-abiding obey, then the root cause of the
problem, the failed criminal justice system, will never get
fixed. One must also bear in mind that some in the law
enforcement community have given up hoping for improvements
and feel that the only way they can get relief is by
creating a semi-police state where the rights of the
law-abiding citizens are abridged. This amounts to an
admission that the bad guys have won. I have not given up
and I hope you will not.

the correct information and does not fall into the media
trap We all worked hard to get President Bush elected,
please don't let us down.

This is to invite you to attend a luncheon I shall host in the Secretary of the Interior's
dining room in the Interior Department on May 11, 1989 at noon.
The subject of the luncheon will be a discussion of the possibilities for improving the
coordination of federal water programs and policies, not only with each other but also with
state water programs. Last fall, I convened a Water Coordination Working Group, which
included representatives of EPA, OMB, the Department of Interior, and various state,
environmental, business and academic interests. I brought the group together after becoming
frustrated by the multiplicity of state and federal agencies with jurisdiction over water while
I worked to coordinate drought response efforts during the summer of 1988. After two
meetings, the group achieved consensus that it is time to take steps to improve the
coordination of federal water policies.
At the luncheon I shall present the report of the group and seek to engage invitees in a
dialogue regarding steps we might take to improve water policy coordination.

Thank you for your letter of April 17th. I have passed
on the position and commitment of the President on tuition
tax credits to the members of two associations of which I
serve as an officer (President of the Asian & Pacific American
Civil Rights Alliance, and V-P for Ethnic Coalition and Business
Opportunities of the Asian American Business Roundtable).
This is one area where we can alert educators in this
country that we need to see better results for the amount of
money we put into education each year. Given this premise, I
have no doubt that we will see more accountability and better
use of resources from our educators.
Lastly, I would like to commend you for the good work you
are doing at the White House. A good friend of your family
(the D'Agostino's- I believe Joe taught you in high school) is
also a good friend of ours. I, too, studied under the Christian
Brothers in high school.

Dear Mr. Sununu:
The recent decision by Environmental Protection Agency Administrator
William Reilly to not allow construction of the Two Forks project in
Colorado will have many adverse affects on the economic future of
Denver and Colorado. Two Forks, an entirely locally funded project,
is necessary to ensure growth in both the Denver metropolitan area and
in Colorado as a whole. Denver cannot continue to provide sufficient
water to its suburbs via existing structures and the city has already
threatened to cut off water for future growth.
Two Forks is supported by the Army Corps of Engineers, the Colorado
Division of Wildlife, the Colorado Health Department, the U. S. Fish
and Wildlife Department, the Nebraska Game and Parks Department, the
entire Colorado Republican Congressional delegation, Denver Mayor
Federico Pena and over forty different Colorado cities, counties, and
water districts. Rarely has such a wide-ranging coalition supported
such a project.
EPA Administrator Reilly has refused to meet with the Colorado
Congressional delegation concerning this project. However, he is
holding a public hearing with Nebraska Senator Robert Kerrey. Many
loyal Colorado Republicans worked hard and donated generously to elect
President Bush and Mr. Reilly's actions have left a feeling of
betrayal among them.

In your capacity as Chief of Staff, I am hoping you will see that
these concerns are brought to the attention of President Bush. The
political and economic ramifications of Mr. Reilly's decision on Two
Forks are enormous and potentially devastating to Denver and
Colorado's economic future. Thank you for your time and careful

Arab American Republican.
I first met Amal in New Orleans at the Arab American
Republican Federation Reception in your honor. She subsequently
moved to the Washington, D.C. area with her two children, and
volunteered at the Bush-Quayle '88 Campaign and at the
Transition.
You have met her on at least two occasions. She picked you
up with Ed Rodgers on Thursday, November 17, 1988, at Andrews Air
Force Base. She also had a picture taken with you at the St.
Jude's Dinner during the pre-dinner V.I.P. reception. Amal also
worked in Policy and Speechwriting during the Transition, with
Bob Grady.
I have met Amal through the Orthodox Church which my family
and I attend. She strikes me as committed, and is in need of
employment. She has been in touch with the White House Personnel
Office, but does not seem to be making much progress. Any
assistance you can provide her will be greatly appreciated.

The Inner Circle 1989 Spring gathering was interesting,
informative and very enjoyable. We met a lot of wonderful
Americans and hopefully we will get to know some of them
better in the future.
As far as m.y wife Joane and I are concerned, the highlight of
our Washington D.C. experience was the very gracious dinner
party at the Four Way Restaurant, which you SO kindly hosted.
Meeting you in person was indeed a very special pleasure for
both of US. You were a perfect host: gracious, generous and
most hospitable. We are very proud of you John, and pray
that the almighty God guides you always to help President Bush
in his quest to bring prosperity and tranquility in our United
States and a just and equitable peace in the troubled world

Dear Mr. Sununu:
Following the unprecedented actions of EPA Administrator William Reilly, the future
of Two Forks Dam here in Colorado is questionable at best. I am writing merely to
point out the political ramifications of recent decisions relative to the project.
At a time when Colorado appears to be headed for an economic turnaround, the setbacks
contained in Reilly's announcement serve only to place a damper on the economic
optimism of our region. Two Forks has been built into our growth plans in the Denver
and Front Range areas.
Two Forks is entirely locally funded. No federal or state funds will be used. Yet
for some reason, Reilly has refused to meet with the Colorado Congressional delegation
about this Colorado water project. In fact, he is holding a public hearing with
Democrat Senator Bob Kerry of Nebraska.
There are many loyal Republicans here who have worked hard to elect President Bush.
I can tell you with no uncertainty, that this G.O.P. loyalty is being vigorously tested.
Clearly, further actions by the Bush administration relative to Two Forks are of
paramount importance as we struggle to amass our collective support for our next
U.S. Senator in 1990. Those Coloradans, who are planning on a prosperous future and
stable economic strength simply need to feel that their voices are heard in Washington.
At the very least, our capable Republican representatives deserve a proper audience
among the administration that we worked so tirelessly to secure.

on Friday, May 19th and Saturday, May 20th in Marietta, Georgia
(located in Cobb County - a bastion of Republican strength in
metro Atlanta)
As Chairman of the State GOP, it is my pleasure to extend an
invitation to you to be our featured guest at a fundraising
reception on Friday, May 19th in Atlanta following the opening
session of the convention. The reception will be 5:30-7:30p.m.
at The Waverly Hotel - where we expect to have 600 guests

Dear John:
It has come to my attention that Ms. Teresa A. Gorman, a
Professional Staff Member working for the Republican Members
of the Committee on Energy and Commerce, has been recommended
by Administrator William K. Reilly to be the Assistant
Administrator for Water at the Environmental Protection
Agency.
Throughout the 99th Congress, when the Committees on Public
Works and Energy and Commerce worked on the Superfund
Amendments and Reauthorization Act of 1986 (SARA), I had the
opportunity to become acquainted with the skills of Ms.
Gorman. During the rather difficult negotiations on that bill
in the House and with the Senate, Ms. Gorman displayed a keen
loyalty to the positions taken by the Members she represented,
tempered with a professionalism which earned the respect of
all. Since that time, Ms. Gorman has also worked on ground
water legislation and other measures of mutual interest to the
Energy and Commerce Committee and the Public Works Committee.
Her work on this issue as well has demonstrated intelligence
and sensibility.
In my opinion, she would be an excellent choice for the
position of Assistant Administrator for Water. She combines
the right blend of substantive understanding of the issues
with a keen sensitivity to the political process. Given the
high priority we attach to environmental issues, such as the

Clean Water Act and Superfund in this Committee, I believe she
would be a welcome addition to the management of the
Environmental Protection Agency.

Dear Mr Sununu,
I am the son of George Salameh who was the grandson of George
Salameh and Mary Sununu your father's grandaunt and I wish to
congratulate you for your nomination to the position of Chief
of Staff at the White House. I constantly found your name in the
international newspapers and magazines during President Bush's
campaign and was sure that your contribution to the success of
this campaign would be recognized We, the children of George
Salameh, were very proud that this recognition took this form,
and I wish you success and gratification in the fulfilment of
this turn in your career.
After having completed my engineering syudies in Paris and Lon-
don and after having performed various trainings in France, Great
Britain and the United States, I came to Lebanon in 1974, in an
environment I used to Appreciate, to exercise my civil engineering
career And I have been the witness, from 1975 onwards, of the fall
of the Lebanese Republic.
I would like to deliver you, in this letter, the thoughts of a
person, myself, who is not devoid of wisdom, about the Lebanese
crisis.
Lebanon is presently an occupied divided country with a seemingly
unsolvable problem. The Syrian army is occupying about 60% of its
territory, Israel is nurturing a militia in South Lebanon, its
Northern frontier in order to protect this frontier Lebanon, once
prosperous, has seen during the past fourteen years most of its
institutions crippled ;almost all the foreign firms which had esta-
blished headquarters or satellite offices in Beirut have left this
country. Once a touristic attraction, Lebanon has seen most of its
prestigious hotels demclished, have become an unsafe country deser-
ted by tourists. Once a medical center for the middle east through
institutions such as the American University Hospital or the Hotel
Dieu de France, many of its famed surgeons and doctors have been
compelled to omigrate (while still very good doctors are found
over here) and middle eastern personalities, businessmen and fami-
lies have chosen to undergo medical treatment in Europe instead.
Lebanon has long been envied by some of its neighbours and the
Lebanese have not all been very charitable during the prosperous
years, many of them had been boasting too 1oud their good fortunes
with an irritating sense of show-off The crisis in Lebanon had
been partly due to the Lebanese themselves, most of the politicians
over here were corrupt and have been working mainly for their be-
nefit proper rather than work hard in order to build a solid nation.
This has lead Lebanon to be a weak country upon which the games
of its neighbours have been succesful in destabilizing the country.

he neghbour who has been the most influential in Lebanon and the
most harmful is Syria It has taken advantage of the many contradic-
tions existing in our country and of its weakness to extend its
influence among the different parties over here. Syria has been
called upon, at the beginning of the Lebanese crisis in 1975, by the
government to help settle the conflicts Syria played a rather vicious
game, contacting the different parties and officially dispensing
apeasing recommendations, while doing all it could to keep fire
under the ashes. this was not apparent at the beginning, and at that
time the Syrian army was not present in Lebanon. Everybody regarded
the Syrian envoys as saviours Later, as the internal war developed,
the Christian leaders called Syria for help and Syria sent its army
to Lebanon, fought the Palestinians and, after a while, obtained a
military status quo in Lebanon The Arab League decided, late 1976,
to have an Arab peacekeeping force in Lebanon and this force consis-
ted in the already present Syrian army to which were added a few
Saudi and Yemeny soldiers.
From that moment on, the Syrian through its army and its envoys,
started to act as an army of occupation. The behaviour of the Syrian
part of thr peacekeeping forces became gradually brutal, arrogant
and repressive Rapes were common, theft usual anf all abandoned
houses were stripped to the bones, the furniture, windows, tiles, sanita-
ry fittings etc were sent by truckloads to Syria (on Syrian army
trucks) Later, everytime Syria wanted something from the Lebanese
government or from the Christians, it has used the language of cannon.
It has not been tender either with its allies, imposing its views
through gunfire and playing an ally against another to weaken them
and keep them under its might Later, when its allies became obedient,
Syria sent them tanks, cannons and weapons to strengthen them against
the Christians When there was a president and a government in Leba-
non, it was humiliating to see some members of the government go to
Damascus to seek instructions.
Fifteen years of internal conflicts and thirteen years of Syrian
occupation are enough, and Syria is a destabilizing agent in this
country. The toll of destruction has gone too far. It is normal for
us to think that Germany and Japan, who have provoked World War 2,
and who have been so harmful during that war, have had the chance
to be defeated by the allies and mainly the United States, who have
proven their grandeur and their farsightedness by helping Germany
and Japan restore their economy and dignity, and recover their
place among the leading nations of the free world. On the other hand,
Lebanon, who after all is a small harmless nation, notwithstanding its
defects, has had the bad luck, after the internal conflicts shattered
its economy, displaced its population and ruined a system, which was
after all working rather satisfactorily, to be occupied by a third
world nation, Syria, who, impoverished by its so-called socialism and
by overarmament, has the ambition of subjecting Lebanon to its harsh
rule since this is all what is left for Syria, playing political
games in the area, ransacking the Arab nations through the menace of
exporting terrorism and earning money in lebanon cultivating and
sending drugs to the occidental nations.
There are many, many decent people in Lebanon striving, through hard
work, to obtain a good education for their children. Lebanon has pro-
duced many writers, composers, musicians, historians, doctors, lawyers
and engineers who have distinguished themselves in their fields and
hy of which have been compelled to emigrate to safer skies Lebanon
S part of the free world with its free enterprise system,a free press
which is seldom in this part of the world It is disappointing that
the free world and the United States headingdoes not accuse more
openly and strictly the misbehaviour of Syria in Lebanon. It was ea-
sier for President Reagan to treat Khomeini and the Iranian regime
as barbarians since Iran is not part of the Soviet block. The last
three weeks of bombing of the Christian area by the Syrian army has
been terrifying, has caused death and damage to an already damaged
nation and is contributing in producing unsecure children .All schools
are closed and children are kept idle in their homes .As far as my
family is concerned, we have found refuge in the mountain since our
apartment has been flooded and our building bombed, my wife has ob-
tained a program of work for our daughter and is teaching her daily
to keep her occupied.
I can understand that President Bush is cautious because of the prob-
lem of the U.S. hostages in Lebanon But should not pressures be exer-
ted on Syria in order that it stops bombing innocent civilians and
ruining a nation which is calling for freedom and decency? A calendar
of withdrawal of Syrian troops should be imposed to Syria since it
is clear now that Syria is nurturing civil unrest in Lebanon, encoura-
ging and exporting terrorism from Lebanon (it is Syria, as you well know
by now, who introduced these iranian groups in villages in Lebanon
and helped them constitute the Hezbollah parties who have further
destabilized Lebanon and carried out terrorist actions abroad) and
producing on the Lebanese territory hard drugs which it is sending
to Europe and the U.S.

Dear John:
I do wish that you people would insist on a presentation of the
budget program that the average Joe can understand.
Don't let the big spending politicians and press get away with
emphasizing "cuts." Make it plain that you are striving to "slow the
growth of spending. You are requesting "reductions in the growth of
spending.' I'm sure the average person and even those who should know
better think that "cuts" mean the elimination of desirable social
programs.
Look at the "Wall Street Journal" articles (enclosed) talking
about "cuts," and "reducing projected domestic spending." They
never make it plain that the "reductions" pertain to "growth of spending."
I do believe that if you insist on a policy of publicizing your
budget proposals as a way of slowing spending growth, avoiding the "cuts"
conotations, you'll gain much better public and consequently political
acceptance of what you and we desire.

Dear John:
Enclosed are statistics and backup data which, I believe, present
a compelling case for the need for 200,000 additional prison cells
immediately; or, at least, over the next several years which it will
take to build them if we proceed immediately at full speed. I am
enclosing a one-page "fact sheet" to provide the picture at a glance
backed up by a two-page summary and backed up further by the sources.
From the fact sheet, it is established that the current
overcrowding and the premature release of convicts because of
overcrowding for the past several years establish a current need for
more than 200,000 cells. Projecting the increases in inmate
population to 1994, there will be a need for more than 400,000 cells.
In addition to the cold statistics on shortage of prison space,
it may be even more important that large numbers of convicted
criminals are not given jail sentences, as testified by Chief Judge
Ugast of the District of Columbia Superior Court and Chief Judge Pryor
of the District of Columbia Court of Appeals, because of the
insufficient prison space. Additionally, many defendants are at
liberty awaiting trial without posting bail because of insufficient
detention facilities.
Perhaps the incredible prison situation is capsulated by the fact
that 45 states, the District of Columbia, Puerto Rico and the Virgin
Islands are under court orders or have pending litigation on prison
overcrowding. It is easier to identify the states not affected:
Minnesota, Montana, Nebraska, New Jersey and North Dakota.
On the issue raised by others that the federal government should
leave it to the states, the facts are clear that: (1) these criminals
are a federal responsibility because the offenses are drug related or
they are career criminals moving in interstate commerce, or both; and
(2) the states alone are not and will not get the necessary prisons
built as promptly as necessary to provide for public safety.

The Federation is a nonprofit organization whose purpose is the dissemination
of new knowledge in the life sciences through its meetings, publications, and
programs. The approximately 30,000 members of the federated societies -- who
are PhD's, MD's or both -- conduct investigational programs in the biological
and medical sciences in major research, educational, and clinical centers
throughout the United States. FASEB has counted 114 Nobel Laureates among its
membership since it was founded in 1912 and is widely respected by Federal
agencies for its preeminent role in biological and medical research.
The FASEB Public Service Award goes to individuals who have made outstanding
contributions to the cause of biological and medical research through
achievements in government, public affairs, writing, law, the arts and other
nonscientific fields.
Previous winners have been key Members of Congress, philanthropist Mary Lasker,
columnist Ann Landers, former NIH Director James Shannon and scientist
Lewis Thomas.
Dr. Wyngaarden was chosen to receive the FASEB Public Service Award because of
his superb performance as director of NIH, his dedication to advancing the
nation's biomedical research efforts and his unwavering support of the basic
sciences. The Federation Board also took note of the major role NIH has played
under Dr. Wyngaarden in mobilizing the nation's medical research community to
combat AIDS.

Dear John:
The purpose of this letter is to seek your friendly
advice and possible help. For the past ten years or so
I have worked closely with an international scientific
organization, the Institut de la V.ie. It was created
nearly forty years ago by a highly capable French medical
scientist on the faculty of the Sorbonne. He is a
strongly conservative individual. In the midst of the
various political currents, many of them left-wing, that
were current in the European scientific community he
decided to devote himself to pursuing goals which would
place science in the service of life, not least the
global problems, and hopefully divert some of the other
activities of the scientists around him. He has for the
most part been supported by private sources, such as
private foundations and industry, although the
conservative government of France and the Swiss
government have, on occasion, supported some of his work.
In the main, the activities of the Institut are
devoted to scientific meetings and conferences. All I
have attended have been carried out at an exceedingly
high professional level and have been directed toward
problems of great importance. They range, for example,
from studies of the care of the autistic child to the
relationship between the physical and biological sciences
to the preservation of genetic material important for
agriculture.
The principal base of the Institut is in Switzerland
near Lausanne but Professor Marois is in the process of
setting up specialized centers in a number of countries.
One of the goals is to establish a center for biological
diversity in Washington, D.C. possibly linked to the U.S.
National Arboretum, although that matter remains open.

It is intended that a planning meeting be held at
the end of summer or early autumn to review the entire
situation relative to the preservation of diversity.
Professor Marois hopes that since there will be a very
distinguished group of scientists present at that
meeting, President Bush may be willing to make an
appearance. In fact, the dates for the meeting would be
adjusted to suit his convenience. An alternative, of
course, would be that the President might be willing to
greet the leaders of the conference at the White House.
We all know the busy, and at times unpredictable,
schedule of the President. The issue of preservation of
species is one that probably would be of personal
interest to him.
It would be good to have your opinion concerning
this issue. I am also enclosing a letter which might be
passed on to the President if you feel this merits his
attention as I for one hope will be the case.
Perhaps I should add that some scientists from East
Bloc countries have participated in the various meetings
but in the main most of the participants have been from
United States and the overwhelming fraction from the Free
World.
You will also find appended a brochure written in
both French and English which describes the main
activities of the Institut, the membership of its
Governing Board and special comments on the matters
related to preservation of biological diversity.
As you can imagine, I have a great deal more
literature available concerning the various conferences
held over the years but do notwant to overwhelm you with
all of this at the moment.

Dear Mr. Sununu:
The North American Telecommunications Association represents
some 750 manufacturers and distributors of telecomunications and
computer equipment. Our membership has a vital interest in
Federal policy as it affects this industry. No issues are of
greater importance to us than those surrounding the Modification
of Final Judgement (MFJ), the antitrust decree which established
a competitive marketplace for telecommunications.
Through articles in the trade press, we understand that you
have recently met with the heads of the seven Regional Bell
Holding Companies (RHCs) to discuss proposals for lifting the
so-called line-of-business restrictions imposed on the RHCs by
the MFJ.
This Association, and a substantial number of associations
and corporations, is strongly opposed to efforts now underway
outside of the judicial system aimed at eliminating the
line-of-business restrictions. We recently wrote to Attorney
General Thornberg on this matter and enclose a copy of that
letter for your information.
We believe that the government, in entering into the
agreement with AT&T sanctioned by the MFJ, has a substantial
obligation to support the court order in accordance with its terms.
It is, of course, our view that the terms of the MFJ are
excellent public policy for fostering innovation and real
competition.

Martin F. Fitzpatrick, Jr., Administrator of the Department of
Agriculture Office of Transportation is seeking to fill one of the
expired Republican positions on the Interstate Commerce Commission.
Mr. Fitzpatrick represents an opportunity for agricultural and rural
America to support a candidate who understands the transportation
problems unique to agriculture and rural America.
Mr. Fitzpatrick has had legislative experience in dealing with
agricultural and rural issues while serving as Chief Legislative
Assistant and Agriculture Legislative Assistant for Senator Roger
Jepsen, as evidenced in his attached resume. Furthermore, Mr.
Fitzpatrick has developed a thorough understanding of rural and
agricultural transportation issues while serving as administrator of
the Office of Transportation in the past eight years.
It is my perception that Mr. Fitzpatrick is someone who can muster
bipartisan support, who is qualified for the job, and is confirmable
by the Senate. His proven record in agriculture and agricultural
transportation policy makes him a unique candidate for a position
most vital to agriculture.
Thus, in the interest of agriculture and rural America, I would ask
that the President appoint Mr. Fitzpatrick to fill one of the expired

"Everybody should support the public school system and then, if on
top of that, your parents think that they want to shell out in addition
to the tax money, tuition money, that's their right. But I don't think
they should get a break for that."
Quite frankly, Mr. President, I was shocked to read this clipping, parti-
cularly because of our discussions on this very matter. I recall that I raised
the issue of tuition tax credits with you during one of my visits to your office
when you were Vice President, and you told me in no uncertain terms that you were
fully supportive of this concept.
In addition, when you responded to a written questionnaire circulated last
year by Agudath Israel's Commission on Legislation and Civic Action to the
various presidential candidates, you stated specifically as follows: "I have
long supported tuition tax credits because I believe that we should provide
greater choice in education. Tuition tax credits are one way to achieve that."

On Monday, April 3, 1989, Congressman Hank Brown and I held a
news conference in Denver blasting the decision Mr. William Reilly,
Administrator of the Environmental Protection Agency, has made to
initiate the veto process for the Two Forks water project under the
Clean Water Act. We were joined by representatives from many diverse
citizen groups who also feel the project is critical to meet metro
Denver's water requirements into the next century. I have enclosed
copies of statements made available at the press conference.
I thought you would appreciate having a copy of this information,
knowing of your interest in this matter. It is my hope that during
this process the EPA will consider the economic impact of its decision
and pay special heed to the extensive environmental mitigation plan
that was years in the making and that was agreed to by all other
governmental reviewing entities.
Since Mr. Reilly's current decision sets disturbing precedents
for our Western states, I am asking for your assistance in ensuring
that this matter is resolved at the regional level, with full regard
for the unbiased facts involved in this issue. The enclosed materials
are for your reference use concerning the Two Forks project.

Dear John:
The opportunity to talk with you during
the President's dinner for Prime Minister
Shamir greatly enhanced the pleasure of
the event for me.
We discussed the Jaffee Center Study
of Israel's options for peace and I am
enclosing a copy of the report which
was co-sponsored by the American Jewish
Congress and by the Anti Defamation
League.
The report examines six options for
peace and concludes that none of the
options offers a "reasonable avenue for
dealing with the West Bank and Gaza".
I am also enclosing a report of the
Jaffee Center which the Center itself
without American Jewish Congress or
ADL sponsorship prepared in which they
set forth their outline for a "dynamic,
that .may break the dead-lock".
I think you will find them both in-
teresting reading and again, it was a
real pleasure being with you.
