World Freedom Foundation Chairman L. Brent Bozell III has
just returned from a trip to Nicaragua to observe the preparations
for the upcoming election in February 1990. Brent was a member
of a bi-partisan delegation sponsored by The Center for Democracy.
While there, he and the other delegation members witnessed the
bloody riot at Masatepe.
Because of your interest in the elections, I have enclosed an
opinion/editorial written by Brent which is currently being
circulated to a number of newspapers and magazines. While I am
sure you are familiar with the recent events, I felt it was
important for you to receive an eyewitness account of the
happenings.
The events at Masatepe further underscore the need for
increased international observation of the election. I hope you
will do all you can to alert the public to the happenings at
Masatepe and consider visiting Nicaragua before the election.

I have the pleasure of sending you a reprint of a paper on the
carbon dioxide/climate controversy that I presented last year to
the Lockwood Conference on Biometeorology. This conference was
hosted by the Connecticut Agricultural Experiment Station as one
of its regular Lockwood conferences. Incidentally, the paper was
fully refereed and revised before publication, as were all of the
papers presented at the conference.
In the paper, I raise questions concerning the presumed threat of
global warming from the "greenhouse effect" and suggest a course
of action that is calculated to take maximum advantage of the
direct effects of increasing atmospheric carbon dioxide.
I should note that studies appearing since the date of the con-
ference and therefore not included in the published paper give
further indication that global warming will likely be an order of
magnitude less than that predicted by most of the climate models.
It also appears likely that such greenhouse warming as will take
place will be slower than that predicted by many of the models.

Dear Mr. Sununu:
The Cuban exiled community and majority of the exiled
organizations following in the footsteps of the popular successful
demonstrations in Eastern Europe have decided to call a world wide
attention to the Cuban government as a result of their
unwillingness to implement democratic changes in Cuba.
Consequently, it was decided by popular demand that a demonstration
of solidarity of Cubans from all over the world be held on February
24th, 1990. As a result, Cubans in 20 cities in 10 different
countries will hold simultaneous demonstrations.
The demonstration will take the form of a Human Chain
between Miami and Key West. Simultaneous demonstrations in Tampa,
New Orleans, Los Angeles, Chicago, Puerto Rico, Washington, Canada,
France, Mexico, Spain, Costa Rica, Venezuela, Australia, as well as
York. a human chain from New Jersey to the United Nations building in New
Preceding the daytime human chain, on February 24th, there
will be a massive demonstration on the evening of February 23rd
which will be attended by representatives from most solidarity
groups from around the world. The following prominent members from
the Democratic, Solidarity and Human Rights groups from around the
world who have been invited: Lech Walesa from Poland, Violeta
Chamorro from Nicaragua, Oscar Arias from Costa Rica, Dila Lama,
among others.
Knowing that you were born in Cuba and as a Cuban-American,
we appeal to your sense of Justice and Democracy which will
hopefully motivate a reaction from the Cuban people on the island
for the government to implement democratic changes.
The Chain for Democracy will be greatly enhanced by your
presence on the evening of February 23rd, 1990. Your consideration
of this event is greatly appreciated.

On behalf of the directors of the Atlantic CEO Institute, it is my pleasure to invite you to appear
as a featured speaker at our upcoming Annual Roundtable "Redefining Europe," scheduled to take
place at the Willard Inter-Continental Hotel, Washington, on March 15-17, 1990.
We would be very honored to have you address our panel, "The Long and Twisting Road to
1992," currently scheduled for Friday, March 16 at 8:00 a.m. A detailed description of this panel
can be found in the attached proposed program.
The 1990 Roundtable follows directly on the heels of our extremely successful past meetings which
have featured an extraordinary array of government and business leaders as speakers. A list of
these distinguished participants is attached as is a list of corporations that have been represented at
our past meetings and a number of the comments we have received in response to those meetings.
We currently anticipate that over 100 chief executives from the largest multinational corporations

Dear John,
I am writing to you about my concern for an international research
institute with which I am familiar. The International Istitute for
Applied Systems Analysis (IIASA) is a policy research institute outside
Vienna, Austria, sponsored by scientific organizations from East and West
Europe, Canada, Japan, and the U.S. It was originally conceived in the
Johnson White House, but the final negotiations and the Institute's
formal founding in 1972 were under the Nixon Administration. IIASA
enjoyed the full support of the Ford and Carter Administrations. But at
the end of 1982, the Reagan Administration, making specific reference to
the Soviet invasion of Afghanistan and martial law in Poland,
discontinued federal funding. That funding has never been resumed.
The enclosed letter from Harvey Brooks, Chairman of the U.S.
Committee for IIASA, to Secretary of State Baker makes the case for now
restoring full federal funding. I want to add my full endorsement to
Professor Brooks' appeal. IIASA has done first class work in the energy
field, in demographics, and on environmental topics, where it has been
ahead of the crowd in researching global environmental change. It
pursues the sort of low-profile, solid, responsible research that I think
we should prefer over flashy initiatives trumpeting immediate solutions
to unclear problems.
I think IIASA is a good fit with what I understand the President's
objectives to be in joint international research, particularly in
connection with environmental issues and with the economic issues raised
by the rapid changes in Eastern Europe. It is an opportunity with the
distinct advantage that it is in place and already productive. It does
not need to be developed from scratch. John, without continuing U.S.
participation, it looks to me as though IIASA will die and that we will
have lost an organization that could be very valuable to us in pursuing
some of our international goals, particularly in the areas of energy and
the environment.

As you may know, for years Miller Brewing Company has been a
member of the team of those encouraging responsible use
of our product and other alcohol beverages. Our activities
have ranged from support for educational programs--such
as those sponsored by BACCHUS (Boost Alcohol
Consciousness Concerning the Health of University
Students) on more than 300 college campuses--to financing
research into the underlaying causes of alcohol abuse.
Until this year, our participation has been somewhat indirect.
That changed Labor Day weekend with the Biggest Party in
History (BPIH) that Miller co-sponsored with the Texas
Special Olympics. We entertained almost 500,000 people
over two days in six cities.
With this party, we put ourselves and our own reputation
directly on the line by undertaking the responsibility as
hosts to assure that drinking at all events would be
"responsible." By that we meant that only those of age
would be served and no one would be served too much--and
we assured they would get home safely if they should
manage to overindulge.

You will not be surprised to hear we were a bit nervous going
into that weekend. We at Miller live in the real world, too.
Despite the fact that we believed strongly that the
techniques we were putting in place would be effective--we
understood that, even in the best planned events, something
can go wrong.
Nothing did. The parties were smashing successes--not only
were they fun for the participants but they won accolades
from city officials.
Senator Herbert Kohl (D-WI) was kind enough to give his Senate
colleagues a report on the BPIH. I am proud to share that
report, as printed in The Congressional Record, with you.
You will note that Miller Brewing Company is developing kits and
materials to help other hosts use these techniques to make
their parties sites of responsible drinking, too.

Dear Governor:
On behalf of my community and its hospital, I write in support of the
American Hospital Association's campaign to Protect Medicare.
The 173-bed Cheshire Medical Center is located in southwestern New
Hampshire, an area experiencing rapid growth in the elderly population,
the largest and most expensive users of hospital services.
In 1989 the Medical Center will experience a Medicare shortfall of
$1,478,000, based on cost of services of $12,078,000 less payment of
$10,600,000. Medicare patients represent 43% of the 6,489 admissions
in 1989. Even with no further Medicare cuts, the Medical Center will
lose money providing quality care for Medicare patients in FY 1990.
While Medicare payments for the care of the elderly and disabled are
insufficient, the Cheshire Medical Center is committed to providing
access and quality of care to all in need of its services.
Productivity and cost accounting systems have been implemented to
streamline operations and achieve efficiencies. Still, labor costs,
the largest item in the budget, increased for the period 1985-1989
an average of 10% per year, while increases in inpatient Medicare
reimbursement averaged 2.5% per year.
In addition to providing 24-hour healthcare service, the Cheshire
Medical Center contributes to our community by providing employment
for 600, annual payroll of $16,500,000, and annual free care in the
amount of $2,700,800.
Difficult choices have to be made about how our society will allocate
its resources to provide health care to all who need it. Solutions
must come from a joint effort of communities, business, government and
health care providers.
Thank you in advance for any efforts the President may make to Protect
Medicare and alleviate the devastating effects of further Medicare
reductions.

Dear Governor:
In the last few days we have heard from many reliable sources
that the Administration may be preparing to terminate DARPA's
research activities in high definition systems, Sematech, the
Defense Manufacturing Board, and a host of similar programs --
programs aimed at maintaining our industrial competitiveness,
particularly in advanced electronics. These stories are
accompanied by an incredible rumor that the Administration has
yielded to Japanese pressure and agreed to (1) end all programs
that threaten Japanese dominance of the electronics industry
and (2) purchase future defense electronics systems from Japan.
Washington is the rumor capital as well as the national capital,
but this wild rumor does indicate the depth of feelings on this.
If even the first rumor is anywhere near true, this will be an
unmitigated disaster for the country and a form of political
suicide for the Administration. People already see Japanese
economic competition as a greater threat than Soviet military
power. There is already widespread resentment at the Japanese
buying Columbia Pictures and Rockefeller Center. We are
starting to see layoffs in the computer and automobile
industries, and there could be a backlash as these spread. The
opposition will make us look like a reincarnation of the Hoover
Administration -- the last time we held the White House for
three consecutive terms.

You as an engineer and a technologist know how important
manufacturing and electronics are to our economy. Those
programs are some of the very few out of the $64 billion federal
R&D economy which serve our global competitiveness. We can't
be blinded by theory alone. Markets and products are evolving
too fast to stand by some hope that the intellectual beauty of
the market alone will take care of us if the government is
completely out of the loop. Our foreign competitors understand
this. We must also. We are in a near economic war and we need
policies that will allow our high tech electronics and
information industries to compete -- not surrender to Japan and
others.
There is ample precedent for the work DARPA is doing. The
original computers were developed with government funding.
Supercomputers and computer networks both began as DARPA
programs. The government funded the research and was the
primary buyer of the technology at a time when the "experts"
expected the computer market to be at most a few hundred
machines. Since then the computer industry has become one of
the real bright spots in our economy. Our aircraft and space
industries had similar roots. Now it looks as if we are going to
cripple one of the few agencies that gets results on technology
and competitiveness.
Led by Tom Murrin, one of the highest ranking members of the
Administration with hands-on experience in an industry with
lots of foreign competition, the Defense Manufacturing Board is
studying the problem of our industrial base and taking a look at
a strategy to counter it. What company could ever survive in a
competitive environment without strategy ? Our country is in
just that environment. It's very different from even nine years
ago.
Sematech and the DARPA high definition systems program are
only stopgap measures, but they are all we have now. We really
need to focus the Federal R&D budget more on programs like
these that will help American competitiveness, and less on the
sum total of everyone's political agenda, left over from bygone
days. Our current budget priorities seem to say that selling our
electronics industry short is OK so long as we maintain a lead
in particle physics ! Please, let's scotch these rumors now and
put our Administration squarely behind American technological
and industrial leadership.

Dear Chief of Staff Sununu,
I am writing to you to express my concerns about
continued cutbacks in Medicare funding. Here in your home
state of New Hampshire, Medicare reimburses hospitals at a
rate that is 8 to 9 percent below cost. This $60 million
shortfall has forced hospitals to a higher level of cost-
shifting than ever before just to maintain operations. At
Portsmouth Regional Hospital in an attempt to be more
efficient, we have streamlined services to the best of our
ability but are helpless when it comes to controlling the
price increases of vendors and the costs of new technology
demanded by the public.
Not only has Medicare underfunding resulted in cost-
shifting, it has also discouraged hospitals from undertaking
major beneficial initiatives targeted to the elderly.
Employers, disenchanted with increasing health care costs,
are pressing for change. If cost-shifting is limited or
eliminated, the results of Medicare underfunding will be
drastic, resulting in major service cuts.
Squeezing the Medicare budget still further can only
serve to undermine the health care services that are increas-
ingly necessary as our population ages.
Can we count on your support in working with President
Bush to guarantee a health care system that is viable for the

Dear Governor Sununu:
I strongly urge that President Bush make "recess
appointments" to the Legal Services Corporation (LSC). If the two
open positions are not filled with conservative candidates, the
LSC board will again have a liberal majority that will no doubt
work against the goals of the Bush Administration.
It is my hope that either Mike McKevitt, James Butcher,
Clarence Martin or Blakeley Hall will be selected to fill the two
open seats.
In recent years, conservative appointments to the LSC have
formed a Board committed to serving the legitimate needs of the
poor. In the past, the LSC concerned itself with political
battles such as redistricting. I suggest that you speak to
Senator Phil Gramm about the suits the LSC Trustees filed to
prevent his special election when he switched political parties.
These gains will be lost unless action is taken.
In order to gain a Board committed to conservative
principles, the Reagan Administration used recess appointments in
order to avoid having liberal board members forced on them by
Congress. I urge you to also make recess appointments. Failure
to appoint conservative-minded Board members will result once
again in liberal domination of the Legal Services Corporation.
It is my hope you forward these concerns to the President.

Dear Governor Sununu:
I wish to thank you for the opportunity last Monday to
discuss with you my activities in the Soviet Union. At
this especially critical and busy time, the attention you
showed in our conversation was most generous.
I am particularly grateful for the obvious interest you
showed in the matters I raised concerning Jewish life in
the Soviet Union. The individual refusenik cases we
discussed, the Moscow yeshivah, the abolition of the Anti-
Zionist Committee, (which is a USSR Government agency),
and a general increase of anti-semitism developing in the
Soviet Union are all matters of importance about which
senior Soviet officials should be made aware. It will be
most helpful if they could be mentioned in your current
discussions, should the appropriate occasion arise.
If you will permit me a digression on the economic
question: as you know, I have concluded from my dealings
with high-level officials of the Soviet hierarchy that it
is very likely that the current liberalization of the
Soviet economy is a long-term phenomenon. They are
explicit that turning their economy around requires
outside help. They are looking principally to the private
sector. This will lead to an opening-up of the Soviet
economy to foreign entities which will be exploited by
European (West and East) and Japanese industry, with the
active support of their governments

A resurrected Soviet economy represents a major expansion
and export opportunity for the U.S. economy. Unless this
opportunity is seized in its early stages, U.S. industry
will find itself left behind and uncompetitive in the
Soviet market. I believe that one deterrent to a more
active interest in the USSR by U.S. business is a concern
that such ties may be viewed by the President as inimical
to U.S. strategic interests in the context of the overall
U.S. Soviet relationship. If, as you expressed in our
meeting, the Administration is indifferent to whether US
firms establish business ties in the Soviet Union, then a
clear signal to that effect would be appropriate.
Otherise, U.S. industry may well forego an important
opportunity and subordinate its interests in support of a
mistaken view of the Administration's wishes.

I returned to the States last week after a month's trip in China. Most
of my trip was spent in the remote countryside where there was no
international news, therefore, I did not know former President Nixon
was in China until I was on the plane returning to the United States. I
would love to have had the opportunity of meeting him when he was there.
I have gained some valuable information for doing business in China
which will tremendously benefit the United States and China.
I have accepted the invitations from Senators Bob Dole and John Heinz
for the Presidential Roundtable meetings on November 15, 1989. I will
be in Washington, D.C. from November 14th to the 15th.
I would like to have the opportunity to meet with you, if possible, so
that we may exchange opinions in regards to the matter in China.

It has come to my attention that Stanley Twardy, United
States Attorney for the District of Connecticut, is up for
reappointment to another term. Stan is eager to continue his
service under the Bush Administration, and I would like to add my
whole hearted support for his reappointment as his outstanding
record deserves this recognition.
Stan's hard work as U.S. Attorney since 1985 has been
directly responsible for many successful investigations and
prosecutions here in Connecticut. He has been especially
productive in exposing political corruption on the municipal and
state levels, such as the recent indictment of former Danbury
mayor Jim Dyer. Under Stan's leadership, the Connecticut U.S.
Attorney's office has had a high success rate in the prosecutions
of drug dealers, white collar crime and organized crime.
Connecticut has seen tremendous inroads made into decreasing
the federal crime rate thanks to the diligence, perseverance and
professionalism of Stan Twardy. It has been my pleasure to work
with Stan on several occasions, and Stan and his staff have been
one of the most cooperative of the federal agencies we deal with.
Stan Twardy has done yeoman's work as Connecticut's U.S.
Attorney. I can think of no one more qualified to represent the
Justice Department here in Connecticut, and I would ask that this
talented and dedicated individual receive your strong
consideration for reappointment.

Dear Governor Sununu:
I was a bit shaken to read, in "Securities Week" for October
16th, that Theodore Barreaux is supposed to have an edge over my
friend Jack Casey for the vacant SEC seat because (among other
things) of his close ties to President Bush and his work in the
campaign and in personnel.
I yield to no one in my respect for political loyalty, but
there are ways to demonstrate it that are appropriate and others
that are much less so, and surely appointment to a seat on the
SEC is in the latter category these days.
The securities market is in very delicate shape right now,
as a result of the insider scandals. It badly needs a signal
from the White House that the administration won't tolerate
insider tactics or the atmosphere they generate. Nothing would
send that signal more clearly than the designation of the man
whom "Securities Week" quotes one authority as calling "the dean
of the investment advisers", and whose latest publication
was entitled "Ethics in the Financial Market Place."
I'm sure Theodore Barreaux is a fine man and deserves
appropriate recognition, but the SEC appointment should be part
of the cure for a sick institution--the American securities
market. Don't let it become entangled in gestures of gratitude.
Forgive me if I've been too importunate. Blame it on the
earthquake!

Dear Governor Sununu:
Approximately one month ago I requested a photo opportunity
with President Bush for the National Commander of the Non
Commissioned Officers Association of the USA (NCOA), Command
Sergeant Major Walter W. Krueger, USA (Ret.). I received a call
from a Ms. Diane De Voe (sp) who informed me that, (#1), the
President is very busy, (#2) that his schedule indicates he will
be so for the rest of the year, and (#3) that the photo session
request was done on short notice. I am sure that #1 and #2 are
very true, and I also realize that the request was short notice.
However, I do not understand why I am required to submit another
letter with another date request, in hopes that they conform to
the President's schedule. It seems to me that the logical thing
to do would be for his scheduling office to tell me when the
President's schedule could handle a photo session and then let it
be our responsibility to adjust Command Sergeant Major Krueger's
schedule to the President's.
During my conversation with Ms. DeVoe she suggested that
since we could not have the requested photo session with the
President, we might want to see the "Director of Veterans". It
might be helpful for the staff to learn who the Cabinet members
are and their exact titles, it sounds more professional when
speaking to the public.

officers who are serving or who have served in the defense of

This is a follow up letter to my recommendation of Mr.
Salvador Lew of 2863 S.W 23rd Street, Miami, Florida 33145, for the
position of the Commissioner of the Federal Communications
Commission.
Mr. Lew is the former President and General Manager of WRHC
Radio Station in Miami and has been involved in broadcasting for
over 25 years. WRHC is the first radio station in the United States
bought by Cuban-Americans. He was in private practice for 8 years
in Cuba. He later became Latin American consultant to the law firm
of Walters, Moore and Constanzo of Miami. He was also in charge
of shipping and customs regulations of the purchasing agency of
J.A. Ewing and McDonald of New York City.
Mr. Lew was his high school valedictorian and graduated magna
cum laude from the University of Havana Law School. Mr. Lew has
always been an overachiever and I am sure that if he was appointed
as commissioner he would do an excellent job.
Mr. Lew is also a civic-minded individual who is on the Board
of Trustees of the United Way of Dade County and is a member of
various other civic organizations.
He is a dedicated and well rounded individual that I believe
would prove to be an asset to the Federal Communications

Dear Governor Sununu:
I am sending this letter to you at the suggestion of
Senator Arlen Specter's staff. It is apparent that a letter (see
copy enclosed) which I sent to President Bush last spring has
gotten lost in the White House and has never been received or
reviewed by senior staff, hopefully for presentation to the
President.
I enclose a copy of the original letter which includes the
personal notes that I had excised from the copies sent to
Senators Heinz, Specter, Mitchell and Representative Gray, all of
whom have indicated support for, and endorsement of the concept
for a National Commission on Root Causes (NCRC) as proposed in my
letter.
I am also enclosing a letter of support for this concept
from Drew Lewis which was sent to the White House -- and to the
best of my knowledge, has not been acknowledged as well.
I would be delighted to come to Washington to meet with you
or representatives of your staff, or obviously, if appropriate at
some later time, to meet with President Bush.
I have gotten universal and strong support for the concept
proposed in my letter to the President from a number of key
business and civic leaders with whom I have discussed the
contents of the enclosed material.

Dear Mr. Sununu:
As one of several cities with a genuine stake in a healthy airline
industry, we are urging you and President Bush to support Senate
Bill 1277 which gives the Secretary of Transportation the
authority to assure public interest in airline safety and
reliability in advance of an airline takeover. The Bill does not
prohibit takeovers.
American Airlines is only one of a group of airlines that is the
target of Wall Street speculation. Our concern is that other
airlines such as Delta, USAIR as well as American will be forced
into transactions that will seriously harm their ability to
modernize equipment and expand services.
Senate Bill 1277 as reported out of the Senate Commerce Committee
last week simply requires the Secretary of Transportation to
review any proposed takeovers in advance to ensure that the public
interest is not adversely affected.
We understand that Congress has expressed dissatisfaction with the
increased concentration and fastbuck speculation in the airline
industry and is working to correct this trend before its too late.
Again, we would greatly appreciate your support of Senate Bill
1277.

Dear John:
At a meeting on September 6 between the American Petroleum
Institute (API) and my staff, API gave us a copy of its August
28 letter to you regarding the President's Clean Fuels
Program. We wanted to give you our comments on the issues
raised in the API letter.
API's overriding concern is that the legislation permit
fair competition among all alternative fuels, and API is
concerned that the proposed legislation may not achieve this
goal. As you well know, the design of a fuel-neutral program
was indeed our primary objective with respect to the Clean
Fuels Program, and we continue to believe that the proposed
legislation fulfills this objective very well. Any fuel that
can meet the emissions performance requirements would be
eligible to fulfill the requirements of the program, without
exception, including reformulated gasoline. It is likely that
API's reluctance to recognize the fuel-neutrality of the
proposed legislation is due to uncertainty within the petroleum
industry over whether reformulated gasoline would be able to
cost effectively meet future emissions performance standards.
We, too, do not know whether gasoline can be reformulated in
such a way as to competitively provide the benefits available
from the use of clean fuels such as compressed natural gas,
liquefied petroleum gas, ethanol, methanol or electricity.
We hope that it can, and we have pledged to work with API
to advance the state-of-the-art and identify just how clean
gasoline can be made to be.
API identifies four basic principles they feel would
enhance the fuel-neutral nature of the Clean Fuels Program, and
accordingly offer recommendations in four areas.

One, API states that adequate leadtime must be provided to
evaluate all alternative fuels and recommends that the
emissions performance and program implementation requirements
be significantly delayed. With these delays, API suggests that
the program would not be able to begin until 1997 at the
earliest. We agree that all candidate fuels must be evaluated,
but we do not see the need for the significant delays API
proposes. API does not acknowledge the significant research
that has already occurred with each of the candidate fuels.
The lead time included in the Administration's bill is
sufficient to complete any additional analyses necessary.
Two, API recommends that all regulations emanating from
the proposed legislation follow formal rulemaking procedures
and that the legislation specify precise criteria for the
rulemakings establishing emissions performance and program
implementation requirements. We agree completely with API that
formal rulemaking procedures should be followed. We also agree
with each of the criteria listed by API; it makes no difference
whether these criteria are specifically listed in the
legislation since we would utilize them anyway.
Three, API states that DOE and DOT should be full partners
with EPA in evaluating and developing the Clean Fuels Program,
and recommends that a board be established to develop the
necessary regulations. We agree with API on the importance of
coordinating and cooperating with DOE and DOT in those areas
where these departments have expertise, and in fact the
proposed legislation requires such consultation. While we
would expect to work extremely closely with DOE and DOT, we
believe formation of a formal board would be counterproductive
in terms of a responsive and timely regulatory process and
inappropriate in environmental legislation. As you know, this
issue was raised and resolved during our internal deliberations.
Four, API says that all entities should be treated
equally, and recommends that the fuel availability exemption
for low-volume service stations be deleted from the
legislation. While we agree completely with API on the
principle involved, we believe that initially limiting the fuel
availability requirement to the largest stations is appropriate
and necessary. It simply does not make sense to require all
service stations to provide the new fuels in the early years of
the program, as doing so would simply worsen economies of scale
for all stations. Many low-volume service stations operate on
very low profit margins and could not afford even the moderate
investments necessary to accommodate the initial low sales of a
new fuel. Of course, as fuel demand grows even these
low-volume stations will likely add fuel availability. The EPA
regulations and service station industry response with respect
to unleaded gasoline in the mid-1970s proceeded in exactly the

same manner, with no negative impacts on large retail outlets
(in fact, the trend toward fewer and larger stations continued
throughout the late 1970s despite the fact that the unleaded
gasoline requirement affected only larger stations).
In conclusion, we agree with each of the general
principles enunciated by API and with many, though not all, of
the spécific recommendations. At this time, we would hope that
API would focus its efforts on developing a reformulated
gasoline that can meet, and hopefully exceed, the emissions
reductions known to be available from the use of other clean
alternative fuels, such as CNG, ethanol, and methanol.

1 was most happy to learn that a bi-partisan Presidential
Commission on Minority Business Development has recently been
established. Therefore, I would like to take this opportunity to
recommend at this time Harriet R. Michel whom I believe would be a
most valued asset to the Commission.
I have had the good fortune to know Mrs. Michel for some years and
know her to be a highly qualified administrator and public policy
affairs. expert on a variety of business issues especially that of minority
She is currently President of the National Minority Supplier
Development Council, Inc. where she has been instrumental in
advancing and increasing opportunities for minority-owned
businesses. Before joining this notable organization, Mrs. Michel
served in an array of positions.
She was president and chief executive officer of the New York Urban
League; served as consultant to the U.S. Department of Housing and
Urban Development; served as director of the New York Foundation;
and was a resident fellow at the Institute of Politics, Kennedy School
of Government, Harvard University, where she taught politics and
public policy.
Mrs. Michel has a variety of accomplishments to be proud of. I
regard her as an individual who has the intellectual capacity and
leadership to be an outstanding contributor to the Commission. Her
expertise on various business matters is invaluable.
Governor Sununu, I strongly support Mrs. Michel's consideration for
appointment to the Presidential Commission on Minority Business
Development. I hope you will favorably consider her as a candidate as

I wanted to take a moment to write and express my appreciation
to you for your being a part of the "We The People" celebration
for Congressman Newt Gingrich.
Having been Newt's pastor for many years, I've watched God just

When you first came to my office at the B/A on School Street in
Concord little did I know I would someday be addressing you at
the White House. Its great to see you frequently on TV
newscasts and I am delighted that President Bush has your fine
talents and abilities on his team.
One of my more pleasant assignments here in Boca Raton is to
assist Rotary in securing speakers for our noon luncheons. As
one of the wealthiest cities in Florida we have a large Rotary
Club of very influential men and women. Is it possible that you
would be willing to be one of our speakers on a Wednesday noon
this winter? You could select your own date on any Wedneday
after January. Washington DC weather becomes pretty abrasive in
February and March and Boca Raton is a lovely warm haven to run
to! As you might imagine, we are host to as many as 40 to 50
visiting Rotarians from Northern states during winter months.
This gives us a noon luncheon crowd between 200 and 250 people.
We are aware of the tremendous demands on your time and energy,
John, but since your comments would be of such interest to all
of us I did not want to overlook the possibility that you might
be able to work a visit to Boca Raton into your schedule. On
the several occasions when you spoke for B/A I distincly recall
how well you did and I do hope you will honor us with an
appearance.

Dear Governor Sununu:
This is simply a follow-up letter to take account of certain
recent events, in connection with the possible appointment of my
good friend Thomas L. Farmer to the President's Foreign
Intelligence Advisory Board. I first wrote you about him under
date of December 7, 1988, and followed that with a second letter
on February 4th.
I understand that the President has informed the members of
PFIAB that he intends to keep the Board in being but to appoint
an entirely new membership.
If that is the case, Tom Farmer's imposing experience in
intelligence work may be just the sort of thing he is looking
for. During World War II Tom served as a member of the Military
Intelligence Section of the Combined Chiefs of Staff, working on
strategic intelligence. During the Korean War he served as a
covert operations case officer in the CIA. From May 1977 until
June 1981 he was Chairman of the President's Intelligence
Oversight Board. In the latter capacity, by the way, he worked
closely with with William Webster when the latter was Director of
the FBI, and Webster would probably speak well of him.
If there is to be a Democrat on the PFIAB, it's hard to
think of a batter choice than Tom Farmer. He has many friends
(in both parties) on the Hill, and is in no sense oppressively
partisan. In short, a class act.

Dear Mr. Sununu:
My name is David Romanoff. I have owned the
New London Pharmacy for 11 years. At one time I was
the Pharmacy Inspector for the State of New Hampshire.
For years I have listened about the Drug Problems
in America; I have voiced my opinion to many people
as to how the problem could be effectively slowed down.
I think I can help. I have an idea that might
cut down on the use of Cocaine, without loss of life
or any large expense. It requires some familiar
technology with which I am not familiar.
The major obstacle that I can see is keeping this
very secret, with as few people as possible
knowing--or involved. There may even be a legal or
moral problem in its implementation, but if it worked,
it could cut down on the use of Cocaine and possibly
other drugs 30-40 percent almost immediately.

Dear Governor and Nancy:
It is my pleasure to invite you to attend the Annual United Nations Concert and Dinner
honoring the Chiefs of Diplomatic Missions accredited to the United States and the
Ambassadors accredited to the Organization of the American States. This gala event
will take place on Saturday, October 28, 1989, in Washington, D.C.
The evening will begin at 6:30 p.m. in the Concert Hall of the John F. Kennedy Center
for the Performing Arts featuring a concert by the Canadian Brass, "one of the world's
premiere ensembles." The black-tie dinner and dance immediately following the
concert will be held in the International Ballroom of the Washington Hilton Hotel.
On this important occasion, which commemorates the 44th anniversary of the United
Nations, special tribute will be paid to the International Civil Aviation Organization
(ICAO) on its 45th anniversary. As one of the UN's most effective specialized agencies,
ICAO has been a major architect in building cooperation among nations to establish
international standards and agreements essential for the safe, orderly development of
civil air transportation, making possible tremendous growth in communication, tourism,
trade and commerce.
The Concert and Dinner are held under the patronage of the President and Mrs. Bush
and the Vice President and Mrs. Quayle. The General Chairman of this year's event is
Mr. Frank Shrontz, Chairman and Chief Executive Officer of The Boeing Company. Mr.
Claude I. Taylor, Chairman of Air Canada, will serve as Chairman for the salute to the
International Civil Aviation Organization.
I hope that you will be able to attend on October 28 as guests of honor for this event.
Please let us know no later than October 6 if you will be able to attend. A formal

Dear Mr. Sununu:
There is an answer to the Medicare catastrophic catastrophe.
Many members now are in a frenzied search for a way out of this political box, and they
are growing increasingly frustrated at their inability to come up with a solution. The
problem is, people keep losing sight of a simple fact. Seniors are outraged at the
Medicare surtax. No legislative sleight of hand can fix that, and the furor won't die down
until we address that fundamental fact.
We should not, however, abandon the goal of helping senior citizens. More importantly,
we don't have to. I have introduced legislation (HR 3047, the Medicare Catastrophic
Amendments of 1989) that provides a straight-forward, honest, substantive response to
this political problem. My bill would accomplish the following:
It would repeal the Medicare catastrophic surtax - the sine qua non of any successful
reform effort.
It would retain prescription drug coverage for the neediest elderly.
It would retain acute catastrophic coverage.
Most importantly, my bill sets in place a Federal-private partnership to institute long-
term (nursing and extended home health) care coverage through the private sector by
giving clarity to the Internal Revenue Code and establishing the Federal National
Reinsurance Corporation. (A more detailed outline is attached.)
My legislation is the only proposal in Congress that contains all these elements, and it is
one that would demonstrate to the public a responsible, sensible response to the dilemma
in which we now find ourselves.
I urge you to use HR 3047 as the vehicle to get us out of this impasse. I stand ready to
work with you in perfecting this measure, if necessary, and I hope you will call me if you
have any questions.

Dear John,
You have the qualities of courage, stamina, creativity and communications
skills plus the ability to organize and direct. You take the best of dip-
lomatic Jim Baker and hard hitting Donald Regan and you make an ideal
Chief of Staff. We're all proud of you. We all feel that this good train-
ing should make you elligible to someday sit in the Oval Office.
I want to thank you. I appreciate all that you have done for me. I was,
of course, touched that you came to my 90th birthday party! I want to
thank you for the Plaque, and I do cherish it. Who knows, in two more yrs
when I am 95 maybe I can get you and Nancy, and George and Barbara to
come and pay tribume to me. After all, I never lost in my 34 year bid as
a Representative to Concord! When one is 93 they are permitted to brag.
Since you were SO helpful to me I would like to ask you if you would be
helpful and "open some doors" for' my son, Edwin, who lives in D.C. We all
understand that the name of the game in Washington is "opening doors".
He does very well on an interview. After all, he has had some unbelievable
experiences, is brillant, charming and highly cultured. Where else can one
find a person who is a professional ski instructor, a horse polo player, a
pilot, and a Green Beret who has been an elementary school teacher, an
assistant principal, a social scientist, a system & computer analyst, clin-
ical psychologist, a researcher, twice a dean, a college president, and one
who speaks many foreign and 2 Indian languages? His wife and family feel
he can do anything well. So the real problem is -"getting in the door"!
As your man, David Carney, told him - a phone call is worth 500 letters!
Could you call him to your office and make a call to coordinate his calen-
dar with the Dept head? With 23 yrs in the military he is very much in-
terested in positions with Dick Cheney. He built a ranch in Montana & 7
houses with his own hands plus administrative talent SO he's interested in
HUD. He drove semi in Alaska & was a Motor Officer on an island invasion
so he's interested in DOT plus research with FAA pilots. He has done much
in child & family therapy and is interested in HHS; and he's been involved
in Education. There has got to be some Plumb jobs still left for a good
man! He missed out on the Commissioner for Native Americans in HHS even
tho' he's more qualified than the man who will get it, because he could
just never seem to get an interview with Sullivan. Letters are nice (see
the two enclosed), but what really matters in to see people face-to-face.
So I am glad that we have someone of your status that can set up this op-
portunity for him. I know he will do a good job for you. Thank you.
