THE LIBRARIAN OF CONGRESS
WASHINGTON, D.C. 20540
February 6, 1990
Dear Governor Sununu:
As you will recall you generously supported the Library of Congress'
effort to borrow from The Vatican treasures to exhibit in the newly renovated
exhibit halls in the Library of Congress Thomas Jefferson Building. I 112 happy
to report that His Excellency Pio Laghi accompanied the Librarian and Archivist
of the Holy Roman Church, Cardinal Antonio Marie Javierre, to the Library of
Congress last week to deliver a letter from the Vatican Secretary of State
agreeing to the loan.
Your support was essential to this positive outcome and I want to thank
you for it. We will, of course, want you to be with us for the opening of the
exhibit which will occur in 1992. I am enthusiastic about the opportunity the
Library of Congress has been given to share these great treasures with the
American people.
Sincerely,
Day The James Librarian H. SUJE Billington of Congress

Dear John,
I am writing to request a few minutes of your time to help us
construct a major new Times Mirror study of the political,
economic and social values of eastern and western Europe.
Working with the Gallup Organization and other public opinion
firms in Europe, we intend to conduct in-depth personal
interviews with 13,000 people: a thousand each in the United
Kingdom, France, Spain, Italy, Norway, West Germany, East
Germany, Poland, Hungary, Czechoslovakia, Yugoslavia, Romania and
the Soviet Union.
We hope to explore such issues as:
-- how much political and economic integration of Europe is
really possible, given the continent's nationalist and ethnic
rivalries;
-- what the enduring effects of 40 years of Communist rule
may be on the countries of eastern Europe;
-- what such concepts as "free enterprise," "democracy,"
"security," "success, " "fair trade, and "freedom of the press"
really mean in the European context;
-- and what the people of Europe think of America and
Americans today.
We hope to make this study as practical and useful as possible,
and so as we begin to sharpen our focus and draft our question-
naire we'd like to know what you think a survey of this kind
might best contribute to the public's understanding of the new
Europe.

Don Kellermann, director of the Times Mirror Center for The
People & The Press, and I would very much appreciate your taking
a few minutes to explore these issues with us.
We leave for Europe on March 21 for planning sessions with our
public opinion experts, and we hope it will be possible to see
you before we go.
Thanks for your help, and we'll be in touch with your office in
the next few days.
Sincerely,
PM -

Dear John:
On behalf of the National Association of Home Builders, I want to
thank you for your efforts in getting President Bush to attend our

The home builders began to arrive two hours earlier than the

Their wait was certainly rewarded. Those 13,000 flag waiving home

Again, thank you for your efforts in getting the President to
participate in our Annual Convention. The staff in the Office of

pleasure to work with. Please extend my appreciation, on behalf of

The Honorable John H. Sununu
Chief of Staff to the President
The White House
1600 Pennsylvania Avenue, N.W.
Washington, D.C. 20500
Dear Governor Sununu:
I'm writing to suggest a specific course of action with regard to
Child Care legislation for 1990. This letter is a supplement to
the excellent meeting held in your office two weeks ago, and is
not intended to contradict the conclusions of that meeting.
This letter reflects my opinions only, prepared at the request of
Newt Gingrich, the House Minority Whip, and is not intended to
speak for the House Child Care Task Force. My goal is to
identify a plan that is both justifiable on policy grounds, and
able to obtain a majority vote in the House.
Essentially, I believe that the White House should draft a
bipartisan, conservative child care bill, in consultation with
House members. Since the President has the absolute ability to
either sustain a veto of a bad bill, or actively support and pass
a good bill, the President should be quite hard-line on what he
will and will not accept. Giving too much on the liberal side
will drive away support for the bill by conservatives who have
been working on child care for two years, on and off the Hill.
A White House-sponsored bill should begin with the understanding
that President Bush and House conservatives have won the debate:
a majority of both Congress and the American people supports
child care legislation that contains refundable tax credits to
parents, block grants to states with no restrictions, maximum use
of vouchers, religious freedom based on parental choice, and no
federal standards.
Therefore, I urge a simplified, streamlined child care proposal
that includes tax credits and Title XX block grants only. A
number of formulas have been suggested that will work; the
John H. Sununu
7, 1990
following represents several fundamentals which are essential to
a successful bill:
1. Tax Credits for Families
A. A basic tax credit to adjust the EITC for family size is
important although not directly related to child care. The
Downey proposal to increase the EITC to up to 25% for
families with three or more children is acceptable but could
be trimmed down.
B. The tax credit for pre-school children (up to age 6)
should be the principal focus, and the bulk of the money in
the bill should be directed to this credit. It should:
- be up to $1000 per pre-school child per the
President's early position;
- be available for families with incomes up to $35,000
(beginning to phase down at $25,000). This is more
expensive than prior proposals, but it does get the
attention of the public for the first time.
C. It is essential that you retain the President's
prohibition against a double dip of both the pre-school tax
credit and the dependent care tax credit. The proposal
should permit a family to claim one or the other. This is
the essence of "anti-discrimination" policy for several
conservative groups.
D. Both the family-size EITC and the pre-school tax credit
must be immediately refundable, in each week's paycheck.
2. Block Grant Provisions
A. Increase Title XX funds by $400 million. The
additional funds could be earmarked for child care, although
conservatives will object to this. Any increase in Title XX
block grants must:
- include Domenici voucher language to require states
to make vouchers available;
- not include model standards or other requirements;
- not add exhortations to Title XX which raise other
issues.
John H. Sununu
7, 1990
B. The block grants must allow religious freedom in child
care. Specifically, a successful bill will include the
following:
- a provision that vouchers may be used in sectarian
care without triggering additional federal or state
requirements;
- no new requirement that states regulate religious-
based care;
- no prohibition of Title XX grants to day care
facilities which display religious symbols;
- explicit permission for religious tenets in hiring
provisions for facilities receiving vouchers.
3. Other Issues
All other issues - Head Start, model standards, business
incentive grants, school-based care, home work provisions,
liability risk pool, senior citizen earnings exemption - should
be dealt with in separate legislation, not as part of this child
care bill.
Thank you for your consideration. I look forward to working with
you on child care legislation.
Sincerely,

The Hon. John H. Sununu
Chief of Staff to the President
The White House

Washington, D.C. 20500
Dear Mr. Sununu:
Enclosed for your review and retention is a copy of
Bethlehem's Report for Fourth Quarter 1989 and Preliminary
Report for Year 1989. Bethlehem's reported net income of
$50 million for the Fourth Quarter was 24% lower than our net
income for Fourth Quarter 1988. Yearly net' income of $246
million in 1989 was 39% below 1988's performance.
Reduced earnings were principally due to higher costs
and lower shipments. Bethlehem remains a company in
transition. Certain sections of the Report are marked to
indicate areas of progress and concern.
1. Higher Costs.
Production costs at steelmaking operations were
higher, reflecting significantly higher prices for alloys and
other purchased materials, production problems at a major blast
furnace, unauthorized work stoppages at our coal operations and
higher employment costs due to our new labor agreement with the
USWA.
- 2 -
2. Lower Shipments.
Steel shipments declined in the second half as
automotive demand weakened and customers drew down inventories.
3. Unusual Items.
Extensive restructuring and downsizing programs
were initiated at two of Bethlehem's steel related operations,
Baltimore Marine and BethForge, in 1989. Unusual charges
totaling $105 million were recorded in connection with these
actions.
4. Pensions
Contributions of $359 million were made to our
pension plans in 1989 as Bethlehem continues to reduce its
unfunded pension obligation. Future contributions will be
considered as appropriate.
5. Capital Expenditures
Capital spending increased from $304 million in
1988 to $421 million in 1989 and is forecast to be approximately
$500 million in 1990. The focus of this spending is on
modernization and improved international competitiveness.
6. Outlook
Market conditions have weakened. Industry
shipments in 1990 are forecast to be 77 million tons, down from
the estimated 84 million tons shipped in 1989.

Honorable John H. Sununu

Dear John:
Thanks for taking the time to speak with me today
regarding a brief meeting between the wife of a Soviet
Refusenik Karmella Raiz and President Bush.
While I realize that the White House has several
of these requests pending, Karmella has received permis-
sion to visit the United States for only a few weeks and
must return to the Soviet Union at the end of February.
If she had an opportunity to meet with the President, for
just a few minutes, it would send the strongest possible
signal that the Raizes case has reached the highest level
of our government. Accordingly, such a signal could add
the needed impetus to dislodge this case, one of the
longest in Soviet history.
I know we both share the hope that the Raizes will be
granted their freedom so that they may emigrate to Israel.
In this regard, any effort on your behalf to secure a
meeting with President Bush will be greatly appreciated.
My best.
Sincerely,

RE:
James B. Loken
Mr. Sununu,
As you are well aware, 1990 is a critically important year for
Republicans all across the country because of redistricting.
That's why, more than ever, we need a strong Republican appointed
to the Eighth Circuit U.S. Court of Appeals vacancy. So many
states are controlled by one party because of total dominance of
legislative and executive branches that the process of democracy
is not being allowed to operate as designed by the founding'
fathers.
James B. Loken, Esq., of Minneapolis would be a most articulate
and persuasive choice, both for the cause of equal justice under
the law for all Americans and the importance of a viable, two-
party presence in state legislatures across the nation.
His extensive and prestigious experience and academic qualifica-
tions are made all the more effective by his unique
practical and his involvement in his community.
It is indeed a high honor to recommend the candidacy of James B.
Loken for a position on the U.S. Court of Appeals. He's just
what this country needs and what are Party needs.
Sincerely,
Duane Benson

As you know, Edward Nagel is a top contender for an
appointment to the Federal Energy Regulatory Commission (FERC).
Elsie Hillman, Drew Lewis and I have all written previously to
support Ed's interests and point out his excellent credentials
and the importance of this appointment to. Pennsylvania.
I am writing at this time to reemphasize our support and am
enclosing a report showing how valuable it would be to have a
member of FERC who knows Electrical Power issues. Of course,
this is Ed's specialty. I hope this will assist you in
evaluating Edward Nagel's excellent qualifications for this job.

Dear John:
The writer, Jim Mayer, was Harris County

Congress in 1966 and is an old friend of the
President.
Jim has been a resident of New Jersey for
approximately twenty years now and apparently feels
uncomfortable asking for any help directly.
My staff's efforts to move things along
through BB's office are "floating along" without
any clear sense of where it is going.
The family is a very nice family and deserves
our help if there is a way to expedite it.
As usual, thanks for your help.

It is my understanding that you are currently reviewing

the Georgia Department of Transportation (GDOT) has serious

Dear John:
I wanted to write and to let you know personally of my decision
to step down as News Director of WCVB-TV. I have accepted a tre-
mendously exciting new position with our parent company, The Hearst
Corporation, in New York as Special Assistant to the President
for New Projects. In my new job, I will be looking at the whole
spectrum of communications and new technologies, trying to spot
trends and to fashion new opportunities for the Corporation. I
also plan to stay in close touch with the development of communi-
cations policy in Washington, especially as it affects technology
and change.
I have greatly enjoyed working with you over the past many years
and am deeply appreciative of the fairness with which you always
approached your dealings with WCVB. It is my hope that my new
position, given its broader national focus on overall communica-
tions issues, will bring us into contact in some way in the months
and years ahead. Certainly, if there is anything I can ever do
for you, I hope you will not hesitate to let me know.
Here at Channel 5, my assistant Emily Rooney will be succeeding
me as News Director. She is an enormously talented and greatly
experienced news professional who is totally conversant with all
of our activities having been at WCVB for a decade. I am confident
that any dealings you may have with her will be pleasant.
1.
Thanks again for all you've done in the past I look forward to
working with you in the futuré.
Philip With best Scribner wishes Balboni
PSB/bwl
P.S. I still remember the lively and very productive discussion
we had when you joined us for lunch at Channel 5 several
years ago. You impressed all of us with the forcefulness
of your intellect, and you certainly motivated us to strive
harder to serve our New Hampshire viewers. I was also deeply
touched by your graciousness to Chet Curtis on the occasion
of his 50th birthday. That was surely above and beyond the
position. call of duty. Continued good luck in your most demanding

WETLAND MEMORANDUM OF AGREEMENT BETWEEN EPA AND US ARMY CORPS
OF ENGINEERS
The proposed MOA between EPA and the Corps of Engineers for
mitigation of wetlands does not recognize the entire NEPA process.
Throughout the text of the MOA, it is implied that decisions
are to be based solely on impacts and mitigation of wetlands.
The NEPA process requires that consideration be given not only
to environmental impacts but also social and economic factors.
In paragraph II C 1, it is stated "allows permit issuance for
only the least environmentally damaging practicable alternative."
This is further footnoted to indicate that if alternatives are
not available and impacts are so significant permits may not
be issued, regardless of mitigation proposed. This would create
a situation where it could be impossible to go forward with
a project. What this implies is that wetlands will be saved
regardless of the costs or other benefits that may be received
from a project.
Paragraph II C 3, discusses compensatory mitigation. Included
in this discussion is mitigation banking. We have established
a working relationship with Fish and Wildlife regarding banking
of wetlands. These regulations now require EPA and the Corps
of Engineers to approve mitigation banking. Since Fish and
Wildlife are primarily concerned with wetlands, this would result
in having three federal agencies involved in mitigation banking.
This seems to be an excessive federal involvement and there
should only be one federal agency involved in this process.
Mr. John H. Sununu
January 25, 1990
Page 2
In paragraph III C, it is stated "other reviews such as NEPA
and Corps public interest review cannot be used to nullify any
guidelines requirements or to justify less rigorous guidelines. "
This is totally contradictory to the NEPA environmental process.
A single issue is being given all the weight in the decision
making. The intent of the NEPA process was that consideration
would be given to environmental, economic and social aspects
of projects before making the decisions.
The Section 404 wetland permit process should take its place
along with the overall consideration of environmental, economic
and social issues. It is requested that the proposed MOA be
put on hold indefinitely. If it is determined that an MOA is
needed, then it should conform to the NEPA policy and process
and give appropriate consideration to all environmental, economic
and social aspects. Input and review should be afforded all
levels of government and individuals before implementing a MOA

Dear John,
It was good seeing you at lunch yesterday, and I appreciate your
making it possible for the newspaper publishers to spend some
time with the President and so many of his senior advisors.
Tom Johnson has spoken with the President about arranging a much
smaller event for the "college of cardinals" of the newspaper
business -- the chairmen of the New York Times Company,
Washington Post Company, Knight-Ridder, Gannett, Newhouse,
Hearst, Scripps-Howard, Cox, Tribune Company, and Times Mirror,
plus the chairman and vice-chairman of the American Newspaper
Publishers Association -- to discuss a broad range of national
and international issues with the President.
Tom says the President is interested in doing this, and Tom has
sent a letter to Marlin Fitzwater (copy enclosed) which includes
the names and affiliations of the people listed above. We
propose that sometime around Gridiron (which is March 31) would
be a good time to schedule such a gathering.
Let me know if I can be helpful to you in some way, and thank
you again for your hospitality yesterday.
Sincerely,
Par

P.S. -- You might also be interested in the latest Times Mirror
research on the President's popularity after a year in the White
House. While showing the same very high level of approval that
other surveys have found, our research also finds that people
think Ronald Reagan was a lot more popular than George Bush --
even though he wasn't. Go figure.

Dear Mr. Sununu:
The expiration of the 1987 Surface Transportation and Urban
Relocation Assistance Act in 1991 gives all of us in the
transportation business a unique opportunity to assess program
accomplishments and focus future policy direction. Clouding this
opportunity, and perhaps distorting our view of the future, is
the continuing budget deficit. Recent statements attributed to
the Office of Management and Budget suggest that the undistrib-
uted balance in the Highway Trust Fund will not be used to
augment current program levels as long as a significant budget
deficit exists.
California continues to strongly oppose any national gas tax
increase for deficit reduction purposes. While we recognize the
need for augmenting transportation funding at all levels of
government, we continue to oppose a gas tax for transportation
purposes until the Highway Trust Fund balance is reduced, current
gas tax diversions are restored, and evasion of gas tax is
stopped. These actions will help prevent the use of the Highway
Trust Fund as a masking device for deficit spending in the same
manner as is occurring with the Social Security Trust Fund.
In the near future, California will make available its assessment
of the past program accomplishments and recommendations for
future policy directions. While California's basic proposal for
new directions in transportation are considered essential
regardless of program funding levels, the proposal will prove to
be more beneficial to the economic well-being if current funding
levels were augmented by modest yearly reductions of the Highway
Trust Fund balance.
the Honorable John Sununu

Dear Governor Sununu:
As you know, a special session of the Supreme Court was held
on January 16th to celebrate the Bicentennial of the first
meeting of the Supreme Court. Actually the first session in 1790
was set for February 1, and the first session with a quorum was
held February 2, 1790.
In taking note of the anniversary of this important date, I
wonder if you would consider making some reference to it in the
January 31 State of the Union Address? I know that time is
short. If I or my staff at the Commission can be of any
assistance, we are at your disposal.

Mr. John H. Sununu

Office of the President

subject: Memorandum 01 Agreement Between the
Environmental Protection Agency and the
Department of Army Concerning Mitigation
This office has recently completed an in-house review of the subject
MOA as it pertains to mitigation on individual permits under the Section 404
Regulatory Program of the Clean Water Act. The "key" introductory state-
ment is the third sentence of the first paragraph, " is written to
provide clarification for agency field personnel on the type and level of
mitigation required to demonstrate compliance
"
The remainder of the MOA states in regulatory format what the Clean
Water Act Section 404(b) (1) Guidelines have contained since the early 1980s.
This MOA reflects the intent and goals of the Clean Water Act; unfortu-
nately, it is subject to human interpretation and therein lies the potential
for adversarial situations and inherent project delays.
There are two aspects of the MOA with which we must take issue. First,
on page 2, Section II.B., it states that a determination of appropriate
mitigation shall be based on the values and functions of the aquatic
resource impacted and shall disregard such factors as project need, societal
value or the investment objectives of the project sponsor. In addition to
being unconscionable and blatantly in conflict with the National Environ-
mental Policy Act (NEPA) and the Corps' public interest review process, it
is also completely contradictory to the second paragraph on page 3, Section
II.C., of the MOA. This paragraph states that appropriate and practicable
measures to offset unavoidable impacts (i.e., appropriate mitigation) should
be appropriate and practicable in terms of cost, existing technology, and
in light of overall project purposes (emphasis added). This obvious
contradiction should be clarified in favor of the latter approach. Public
works decisions simply cannot be made based on single issues. The balancing
of all relevant factors, as mandated by NEPA, must be the responsible
process.
Our second issue of concern relates to the timing of the issuance of
this MOA. The Corps and EPA have wholly disregarded the request of the
"AN EQUAL OPPORTUNITY EMPLOYER M/F/H"
Mr. John H. Sununu
Page 2

Office of Management and Budget to withhold setting policies relating to
the "No Net Loss" concept until the President's Domestic Policy Council
Wetland Task Force has published appropriate guidance. This MOA should be
withdrawn until that time to insure its consistency with Presidential
policy.
We request that our comments and concerns be made known to proper
channels. Please advise if you have any questions regarding our review.

Dear John:
Thanks for your note. The record speaks for itself:
With opinion polls showing the highest levels of popularity of
any President in U.S. history after the first year, you guys are
doing a great job. Clearly, the President has had an enormously
successful first year, with very few mistakes and events in the
world breaking in the right directions of peace with freedom.
I suspect the President is too wise and experienced to become
complacent over opinion polls.
There are some clouds on the horizon, and I suggest the
Administration begin to take some trade and investment
initiatives to shore up the economies of our neighbors to the
south and the struggling democracies in Eastern Europe. These
initiatives do not involve new Marshall plans or grandiose
spending, but merely tap the greatest resource the United States
still has in abundance -- a people with generous talents and good
hearts. The brief paper I attach may provide a few ideas.
There is no necessary law of gravity that a President
must become less popular as the term of office extends. Yet, it
is often the case that a failure to seize well thought out
initiatives or an internal crisis badly handled, will create an
atmosphere of drift and the appearance of mismanagement. With
your sage advice this President will not suffer either a decline
in popularity or a mismanaged crisis leading to policy paralysis.
Sincerely yours,
Bob

Dear Mr. Sununu:
I am writing to you in opposition to the agreement entered into by the U. S.
Army Corps of Engineers and the Environmental Protection Agency now before the
White House.
I write from the perspective as Mayor of the third largest city in South
Carolina and one who is presently serving on Governor Campbell's Wetlands
Forum. Serving with very active environmentalists, developers, foresters, and
elected officials, has been a very meaningful experience for me. As we have
gone through a very exhausted process, I believe we have reached several
distinct conclusions.
First of all, I believe all of us would qualify as environmentalists in that
we are not despoilers of all that is good and we recognize the value of
wetlands. We also recognize the fact that "all wetlands are not created
equally". That is to say that while many and in fact most wetlands are
valuable, there are many that have virtually no value and the federal
agencies, especially the EPA, have not been able to understand that.
Summing it up, I would say that because of the federal agencies' reckless and
high-handed manner in which they have tried to impose the regulations, are
there own worst enemy and that is the reason there is SO much skepticism over
this joint agreement.
Let me again register my objections to the joint agreement and cancel on the
side of rules and regulations that are more compatible with growth and
economic development.
Sincerely,
John E. Bourne, Jr

Dear Mr. Sununu:
I enclose a speech which Lindsay Thomas gave, which I think is very worthwhile
reading. I have come to know Lindsay over the years and find him to be a tho-
roughly honorable and thoughtful person.
I think his speech graphically points out the tragic chasm which needs to be
bridged, and probably can be, if men of reason and good will would simply come
together and do what in their hearts they know is best for our nation.
I also enclose my own letter, recently written to the editors of our local
paper.
Trust all is well.

Dear Gov. Sanunu,
Please allow me to take a few minutes of your time to
express our appreciation for your assistance in securing the
release of my father, Lonnie Rex. His stay in Ghana was
quite memorable.
It was wonderful to have him home for Christmas!
We firmly believe that it was the influence and prayers
of our friends and associates from across the globe and the
superb support we received from all levels of our own U.S.
Government that brought about his freedom.
The fact that he was detained, investigated, and found
innocent of any wrong-doing was a victory for Christian
humanitarian workers around the world. A victory that was
brought about through the help of people like you!
Thank you again. Please allow the David Livingstone
Missionary Foundation and its international staff to be of
assistance to you any time you need us. We are in your debt.
May God richly bless you is our prayer.

Dear Mr. Sununu:
It appears that health care will be a high priority, high
profile issue in 1990. We applaud that attention; however, we are
writing to express our opposition to mandated health insurance.
The federal government should not be dictating what every employer
should be doing. Small businesses would be especially hard hit
because they can least afford the high costs. Mandates would force
many small business employers to shift the costs of health care
back to employees in the form of lower wages or reduced employment.
Mandated health insurance will end up hurting those it is intended
to help.
There is no question that action needs to be taken to reform
our health care system. There are many changes that could be made,
such as giving self-employed people and unincorporated firms the
same 100 percent tax deduction for health care premiums now given
to incorporated businesses.
Our association represents nearly 500 small, independent
telephone companies in over 45 states and mandated health benefits
would certainly have an adverse affect on these businesses. The
business community's opposition to mandated health insurance is
virtually unanimous. We hope you will take these views into
consideration as you continue to examine. the issue of mandated
health benefits.

Dear Governor Sununu:
We have this date invited The President to be our principal
luncheon speaker on Wednesday, 7 March. This meeting is at
nearby Bolling Air Force Base. It is an all day meeting which
convenes each year to provide our five uniformed Engineer Service
Chiefs an opportunity to review trends, upcoming programs and
future opportunities. The ultimate aim is to help our engineers
provide better engineering and construction support to the nation
in emergencies. If President Bush is not available, we would
appreciate your delivering the address.
I am sure as a fellow engineer you are familiar with our
organization, The Society of American Military Engineers (SAME).
Like the others, we are a professional engineer society; however,
SAME is the one where members "get into the trenches" early in
the game. You may not know that SAME is enjoying its 70th
birthday this year. Thus, this particular meeting provides a
unique opportunity to add your own personal greeting.
In the recent past, senior administration officials have
addressed our audiences about defense and national issues. This
includes Mr. Meese, former secretaries Weinberger and Haig, and
Secretary Skinner (this past fall). Active duty engineers and
those from the private sector were of course fully engaged during
the recent Hurricane HUGO. The same is true for the West Coast
earthquake experiences. We are all proud of their many
accomplishments.
At our meeting on 7 March, we expect an impressive audience.
This will include several hundred top active duty engineers and
the CEO's and Presidents of some of the country's elite
engineering and construction companies. These are ALL "the
President's men. " They are "on his team" and would value an
address from him or from you.
Environmental Enhancement Through Military Engineering
SAME now has over 29,000 individual members and 2,700
corporate affiliates on its rolls. I am enclosing a packet which
will refresh you on our organization. You will find a copy of
our Fact Book, our Issues and Goals Booklet, and our engineering
journal, THE MILITARY ENGINEER.
We would appreciate an early response from you or the
President so we can firm up our program plans. With every best
wish.
Sincerely,
W. O. BACHUS

Dear John,
You may already have seen the enclosed story from the Wall
Street Journal of January 9, which explains in rather chilling
detail some of the ways in which Regional Bell Operating
Companies can -- and do -- favor their own "separate"
subsidiaries and disadvantage competitors.
The article also makes clear how difficult it is for the FCC to
effectively monitor and regulate RBOC business behavior.
These are the kinds of things we in the newspaper business have
been concerned about for some time. As the Journal story
proves, these are not merely theoretical concerns; they are all
too real.

Dear John:
I am writing to remind you that our next Board meeting will
be on Tuesday, March 13, 1990 at 2:30 p.m. in the Regents room of
the Smithsonian Castle.
This meeting is of special importance to the Woodrow Wilson
Center because the architect who is designing the International
Cultural and Trade Center (ICTC) on Pennsylvania Avenue will
attend with his drawings and model, showing the proposed location
and appearance of the Center in the complex. (He is James Freed
of the firm Pei, Cobb, Freed & Partners.)
The decision whether to encourage Mr. Freed to proceed as
planned, to suggest he change his plans, or to drop out of the
ICTC complex is one of the most important the Center has faced. I
hope that as many of you as posssible can be present to take part
in making this decision.
In addition, there is considerable other business for the
Board to conduct - reports from the Investment Committee, the
just-completed Fellowship competition, and the Wilson Quarterly.
Thus I. anticipate that the meeting may be longer than usual and
last until 5:00 p.m. or later.
I trust that your new year is going well and I very
much look forward to seeing all of you on the thirteenth of
March.

Dear Governor Sununu,
The President has promised no new taxes. Transportation
Secretary Skinner proposes new user fees and increased taxes
for aviation users. The Administration has a dilemma.
The critical question however is, can America adequately
modernize the airport and airway system without raising taxes
or imposing new user fees (read: "taxes") ? In AOPA's opinion,
you bet it can.
This year, Congress will reauthorize the Airport and Airway
Trust Fund and the taxes to pay for federal aviation programs.
In preparation for the upcoming debate, Aircraft Owners and
Pilots Association--which represents more than 300,000 general
aviation users nationwide--published Aviation: The Future is
Now. This is the result of an intensive, two-year review by
AOPA of the nation's air transportation system.
The underpinning of AOPA's recommendations is (1) rapid
development and deployment of the next generation air traffic
system, (2) realistic prioritization of other FAA projects, and
(3) sound financial management of the nation's aviation tax
dollars.
The result of our proposal would be an annual savings of
approximately one billion dollars a year over the budget
requirements forecast by the FAA through the decade of the
90s-and an estimated long-term savings to the country of more
than $250 billion.
AOPA is pleased to provide you with a copy of our report.
We believe you will find it interesting and we would very much
welcome the opportunity to brief you or your staff personally.

Dear John,
Thought I would share with you a copy of this letter to Fred
Zeder that outlines our initiative to facilitate American
investment in Poland. There are about five to ten small
firms engaged in this activity and things look moderately
good. Though at this moment there is no private American
financing for Polish projects. Our private sector seems
willing to let the Europeans and Asians to take advantage of
this market opportunity.
You may also be interested to know that the Republic of China
has offered Poland an investment- not a loan-of $1 billion
in exchange for diplomatic recognition.
Hope you are well and enjoying the fast track.
Sincerely yours,
Richard Dick J. Bishiyran Bishir ian

Honorable John H. Sununu
Chief of Staff
White House
Washington, D.C.
Dear Mr. Sununu,
On behalf of myself and the members of the Littleton Police
Department we would like to convey to you, your family, President
Bush and his wife, Barbara, our warmest wishes for a Happy New
Year. We also extend to you our sincere wishes for continued
success as you begin another year as our President's Chief of
Staff.
While Mr. Bush was serving as Vice President, he invited
several New Hampshire Chiefs of Police to join him for lunch
at his home in Kennebunkport, Maine. I had the distinct
priviledge of attending along with my 10 year old son David.
The enclosed photograph has been brought to his school, cub
scout meetings and has been the topic of discussion at family
gatherings ever since. It's now displayed proudly over his
bed. This family photograph has also served as an extremely
valuable tool for him because he has a slight speech problem
and his therapist has allowed him to use this photograph during
his speech sessions as an incentive to speak fluently.
If at all possible and strictly at your convenience
would you see if it would be possible to have the photograph
autographed by our president. Anything you can do would be
deeply appreciated.
On March 5, 1990, the Littleton and Bethlehem elementary
schools will be having a joint graduation for the first ever
D.A.R.E. class north of Concord, New Hampshire. Needless to
say, it would be out of the question to ask either our president,
his wife or even yourself to attend especially in light of what's
been going on lately in the world.
Being a member of the executive board on the New Hamp-
shire Drug Task Force, I'm aware that money will be sent our
way in order to help us fight our war on drugs.
Honorable John H. Sununu
-2-
January 9, 1990
In order to win this war we will have to fight it from
different fronts. In several weeks we will be completing our
first D.A.R.E. Program. These 140 students who will have
completed this excellent program will be the pioneers of Drug
Abuse Resistance. These are the students who will now be able
to stand up proudly and say NO and they' 11 in fact know various
ways to say NO. I feel these youngsters will be playing an
extremely important and valuable role in years to come as it
pertains to our fight against drugs.
This type of education will not cost us millions of
dollars but it will require that we continue to encourage these
students and remind them that we care and that they are in fact
making the right decision by saying NO.
At our graduation I was hoping that we might be able to
read a short letter from President Bush as it relates to D.A.R.E.
since he has supported this program for many years now. It was
then my intention to have this message hung at both the Littleton
and Bethlehem elementary schools as a reminder for students in
years to come that, yes in fact, the President of the United
States cares about all students in all parts of this wonderful
country.
I wish to thank you in advance for taking time from your
extremely busy schedule to read this letter.
Sincerely,
Lows P. Babin

Dear John:
As newspapers write their end of the term retrospectives and as the movers
arrive at the Executive Mansion, I am reminded of the many outstanding
individuals and the sincere and gratifying friendships I have found while
Governor of Virginia. Because of you, the past four years have been imaginative
and practical, intellectually stimulating, and exceptionally effective.
I am grateful for the opportunities we have had to work together in the
promotion of international trade and education. As a former fellow Governor, you
know the perils of leaving office and the excitement of what lies ahead. I hope
my future plans allow similar opportunities for continuing contributions and
leadership as you have found.
In February, I will join the Richmond law firm of Hunton and Williams to
continue to promote international trade and education. I will devote most of my
attention to enhancing the international activities of the firm and to creating
opportunities for partnerships between American and international businesses.
Thank you for the card during the holiday season. Your good wishes mean
a great deal to me. I wish you well in the coming years and look forward to
seeing you again in the near future.
With kindest regards, I am

Dear John:
I will host a small dinner on Tuesday the 30th of January
at 8:00 p.m. in The Hunt Room at the Ritz Carlton. The dinner
is in honor of the Chairman of the Hyundai Group of Companies,
S.Y. Chung, whom I represent. I would be most honored if you
could attend.
As you know, Hyundai is a major multi-national
corporation, with a significant presence in the United
States. Chairman Chung serves as an unofficial advisor to
Korean President Roh, and has traveled extensively on behalf
of his government.
The dinner is to afford him the opportunity to discuss
security issues with a few key leaders of the administration
and congress. I know he will benefit from your thoughts on
these matters and I think you will find him, as I have in the
past, a well-informed and engaging commentator on issues of
importance to both the United States and Korea.
I very much hope you can attend. Very best wishes for the
new year.
Sincerely,
Howard Howard H. Baker, Jr.

The impending State of the Union speech and message is an
opportunity to focus on the Administration's role to further
the country's economic competitiveness. While I am sure that
this topic is going to be addressed, I would think that an
explicit mention of the President's action with regard to:
a. basic research and the doubling of the NSF budget, and
b. his championing of education are worthwhile issues.
For this reason, I am submitting to you a draft text on these

Dear Mr. Sununu:
I want to write to you to convey to you some of my thoughts which
have been on my mind for some time.
I have observed your conduct very closely and during this time I
have been well pleasedwith a your conduct. President Bush made a wise decision when he
chose you.
I am 61 years old and moved from Andover, MA a year ago to the No.
Conway area a year ago. Though I live alone and never married I am blessed with
many friends. In High School I was priveleged to study German and years later to
add to my knowlege by traveling to Europe and visiting in Germany Austria and Switer
land. Each of the 3 years during the the 60/s I was able to add to my knowlege of
German
I was able to spend 3 weeks perfecting my skiing tecnique and learning more
Cerman. In the Air Force T learned to navigate the aircraft with percision. In night
flying without the aid of the Radio Compass by dead reconing Iwas abble to predict
our ETA to with in 30 seconds of the exact time. Even today I am confident that I could
navigate to any exact point on the earth. God gave me the confidence and the U.S. Air
Force provided the training and opportunity to do this, I learned some Russian by attend-
Baylor University at night paid for and encouraged by the U.S. Air Force. I worked and
studied as ayouth and became an Eagle Scout.
I hope that I have not bored you any make mention of these things because
God granted me the strenth and will to presevere and the proverbs of Soloman was reputed
to be wise aided me. I was further blessed by having aLebanese College friend teach
me some Lebanese. From some French speaking friends I have learned some french. I have
learned some Spanish and some Italian from some friends BY inquiring I have learned
hou to greet an Indian in Hindu. I constantly add to my knowledge. I have subscribed to
Time magazine since I was 17 years old. I have learned from awise man to learn even from c
uneducated man. Though a Protestant for th past 14 years Ihave been aregular attendant of
Catholic Charismatic Servi ces I have read the bible almost completely and still continue
to comit to memory cogent vereses of Christ, theaposle le
the apostles, and the Phrofets.
Somewhere in the book of proverbs King Soloman is quoted as saying 11 A Wise man seeks
knowledge". Instruct a wise man and he shall become wiser still.
Ihave admired you for what you have done in N.H. MXNAXCMY niece was privelig-
ed to date your fine son I believe it was John Jr. My niece attended Salem HIgh School
I have im-posed upon you long enough and I now seek to close. I am
not arich man in the material sense, but I constantly seek Knowledge to increase my
understanding. I learned sometime ago that you were on aplane and that you picked a
nearby magazine which few persons could answer correctly; You, Ibelieve correctly 63
questions out of 66. I learned that this places you among the most intelliget people.
You obviously qualify for Mensa. You advise the President. Iam most pleased. Ialso

approve of the President's action in Panama. Please tell him for me Isupoort
thePresident and you
in all your undertakings and c9ntinually pray for God's blessings й[
you , your family, and President Bush, famil;y. I hope and pray that this letter
reaches you and that you derive support from it. Please remember to be firm and also
humble I is readily apparent that you could make much more money in private industry
and that you have entered goverment service giving up much. I admire you for that.
I would hope and pray that you will someday be elected President. I ask God, sblessing
upon you ,and President Bush, and your families.
I thank god for the blessings He has given and that I live in America where the
Government has done SO much for me. May the Lord richly bless you.

Dear John:
I am enclosing herewith a photograph I took of my son Andrew, now age 10, when
George Bush visited Wolfeboro with you in late winter 1988. At the time, George
Bush saw Andrew, saw me trying to take a picture, and asked everyone to step
aside so he could be photographed with Andrew.
My question is now: Could you have President Bush autograph this picture to
Andrew, perhaps with a sentiment that he saw Andrew in Wolfeboro in 1988? If so,
this would be very much appreciated! I am enclosing $2 to cover return packing
and postage.

Dear Mr. Sununu,
This is to express opposition to mandated health insurance.
Small business owners and members of the Michigan State Chamber
strongly oppose mandated government programs. This has been
their consistent position in surveys and our Governor's
Conference on Small Business where concern about mandated
benefits was the number one priority.
We urge the President and his staff to resist future federal
mandates on employers, including mandated insurance.

Dear Governor Sununu:
I wanted to drop you a note on behalf of the National Association
of Home Builders to express how much we look forward to working with
the Administration and the White House in furthering the capital gains
proposal in the second session of the 101st Congress.
We believe that the close coordination we had this year was very
important in securing a majority vote in both the House and Senate,
for the capital gains proposal.
We would hope that the proposal being advocated by the President
next year will include the capital gains treatment for real estate and
timber. If you are not intending to go in that direction, we would
deeply appreciate knowing that in advance.
Best wishes to you during this holiday season!
Sincerely,
Robert 508 D Bannister

Dear Governor:
It is my understanding that an invitation is on its way to you
requesting that you address the Independent Republicans of
Minnesota Governor's Dinner on March 31st.
The Governor's Dinner is the largest fundraiser held by the
Minnesota Republicans each year. It will take place at the new
Convention Center in downtown Minneapolis beginning at 6:00 p.m.
with a Golden Elephant Club reception ($5,000 donors), a smaller
mix-and-mingle reception and the dinner at which you would give
the keynote address. Attendance is expected to be between
2000-3000. Entertainment for the evening will be Lee Greenwood.
Dinner. Last year the Vice President spoke at the State's Lincoln Day
Governor, this is a really important event and I would like to ask
that you give the invitation very serious consideration.
Sincerely,
Lee Atwater
