Dear Mr. Sununu:
I am writing to ask you to lend your distinguished name to the
Honorary Committee of a very special event, Providence Hospital's
spring gala, "Flights of Fancy". The benefit evening will take place
Saturday, March 31, 1990, at the Hyatt Regency on Capitol Hill in
Washington, D.C.
Mrs. Louis Boland and Mrs. Bernard Ficarra have graciously agreed to
serve as General Co-Chairs for the gala, which will benefit the elderly
through renovation of Providence Hospital's 7th floor geriatric care
unit. The needs of the elderly are increasing as the population of
persons over the age of 60 continues to grow. It is a well-documented
fact that the elderly recover faster and better in a pleasant
atmosphere which encourages them to move about and to socialize.
As a hospital owned and operated by the Daughters of Charity for 128
years, Providence has a historical and on-going mission to provide the
highest quality care to all people, regardless of their ability to pay.
In order to ensure that Providence can continue to provide the most up-
to-date care for the elderly, we have established a goal of raising
$150,000 through the gala.
Your involvement as a member of the Honorary Committee will be a
special testimony of your support for quality care of the elderly and
will encourage the strong public support needed to ensure the success
of the event. I would appreciate your response by January 10, 1990.

Dear Mr. Sununu:
We have sent you several letters detailing numerous and train
discrimination, civil rights violations, bias and unprotestonaiom
section of the Voice of America. All our recent complaints have
by VOA's director Richard Carlson who, as we understand. made specific
Honorable Congressman Dymally several months ago.
We do not know what response Messrs. Richard Carlson and William Hill gave to
Honorable Congressman Dymally-if any. However, in light of the summary rejection of
even the most obvious discrimination and bias, e.g., the total dominance of Serbians in the
section for many decades, the importation recently of two more Serbians directly from
Yugoslavia, the recent open support for the civil war in Yugoslavia in VOA's broadcasts, we
are very concerned.
Recently an ad was placed in The Washington Times by the Croatian National
Congress (copy enclosed). The response by VOA's William Hill (who speaks the Serbian
language and is infatuated with Serbian ultranationalism) was to give an interview to the
Yugoslav press agency, Tanjug (under the direct control of Serbian Stalinist dictator
Milosevic; recently out of 47 new hires 46 were Serbians; other republics are considering not
participating in financing the Tanjug agency). The interview was published in NIN,
Milosevic's weekly political bulletin. In it he once again rejects all charges of bias, discrim-
ination and unprofessionalism at the Voice of America and gives full comfort to
ultranationalism

Mr. Hill's behavior is one of the latest outrages at the Voice of America. At the time
that Serbian security forces once again are massacring Kosovo Albanians (estimates are
more than 80 demonstrators killed in early February of this year alone), using even the
illegal "dum-dum" bullets against a population chanting "Democracy." The dimensions of
Serbian ultranationalist terror on Kosovo Albanians are difficult to grasp. A prominent
French judge, Mr. Antoine Garapon, member of the oldest human rights organization,
International Federation for Human Rights (founded as a result of the Dreyfus Affair), said

on return from Yugoslavia and Kosovo province: " There (in Kosovo) the police threat-
ened, for the first time in my career, my life. In such missions I have been in fifteen count-
ries, even in countries where there was civil war, such as Guatemala. In none of them was
the situation as horrible as in Kosovo province." There are hundreds of similar accounts
(see an eyewitness report by Unita's (Italian Communist newspaper) reporter of murders in
cold blood of Albanians by Serbian police-completely unprovoked executions in the
middle of the day (and streets).
Any discrimination and civil rights violations should be repulsive, especially in
institutions of our government, like the Voice of America. However, the problem is far
more serious. Yugoslavia, next to Albania, is the last Communist police state in Europe. In
Yugoslavia there is a mortal struggle between pluralism and democracy versus Stalinism
and bolshevism led by Serbian Stalinist dictator Milosevic. This Yugoslavian Ceausescu
conducted massacres of unarmed Kosovo Albanians, who demonstrated against annexation
by Serbia in early 1989-a long time before the massacres in China and Romania (more than
300 killed, thousands sentenced, tens of thousands purged). Using ultranationalist demago-
guery, dictator Milosevic has threatened Yugoslavia's "unity" to its foundation, has already
attacked Yugoslavia's territorial integrity by illegally and forcibly annexing several prov-
inces and by trying to expel the republic of Slovenia from Yugoslavia in order to more easily
create that elusive dream, Greater Serbia, in the ruins of federal Yugoslavia. Serbian ultra-
nationalism is rampant. Yet-no change in the behavior of the management at the Voice
of America. Its director Carlson brazenly rejects all complaints about the Serbo-Croatian
section's open support for Milosevic, it rejects them summarily. His right hand, William
Hill, adores Serbia's ultranationalism.
The Yugoslav knot will resolve itself in 1990. It is urgent that the Voice of America
immediately cease its support for the Ceausescu-like Serbian dictator-to avoid the large-
scale suffering of Yugoslavia's population for several more generations. Its current policy is
nothing short of an outrage-even putting aside the obvious case of discrimination against
Croatians and American Croatians.
We urge you to help us-immediately and resolutely. Congress should show the
independence and the initiative to prevent this outrage and to minimize the serious
prospects for civil war and a bloodbath in Yugoslavia. The brazen support of Stalinism in
Yugoslavia by the Voice of America in this critical moment is inexcusable, contrary to U.S.
interests and dangerous to the well-being of the population there. Without an immediate
and fundamental change at the Serbo-Croatian section it is far better to abolish the section
than to allow continuation of its support of Stalinism in Serbia.

Please forgive my presumptive action in sending a copy of this letter to your
home, but it is the only way I can be sure it will reach your eyes promptly!
By way of re-introduction, the first time our paths crossed was at a meeting
of the Kingston Group at the Free Congress Foundation. At the time, I was
operating the American Business Media Council for Mike Valerio - Papa Gino! The
next opportunity was at a meeting of the Council for National Policy.
More recently, I have had the pleasure to greet you and your wife at Saint
Mark's in Vienna, in my capacity as an usher and a Eucharistic Minister. As one
of its founding families 25 years ago, we welcome you to the parish community.
Shortly after taking up your present duties, you were gracious to transmit a
letter on my behalf to Chase Untermeyer. Since that time, the term of the Head
of this agency expired last April and the recess-appointee Acting Chairman left in
November. With five years of on-the-job training, I was able to provide the
necessary continuity until the Senate cast its confirmation vote on March 1, 1990
for Edwin G. Foulke, Jr., as a Commissioner. President Bush has designated him
to be the new Chairman of the Review Commission.
As with the White House, a new leader here means new members of the
"team." Effective the end of this month, I will no longer be on staff at OSHRC.
I thank the good Lord for these past five and a half years! While I have given
much, I have received much more invaluable experience in public service.
This brings me to the point of this letter. I respectfully request that you
read over the enclosed one page resume and determine if I can be of continued
service to President Bush, his programs or his staff. His demonstrated leadership
has convinced me more than ever that I should continue to use my God given
talents in public service, at any reasonable salary level. Your personal assistance
would be most appreciated.

Dear Governor Sununu:
I am writing on behalf of the New Hampshire Association of REALTORS' Convention Committee to
extend an invitation to you to be one of our featured speakers at the annual State Convention to be
held at Waterville Valley in Campton, New Hampshire, from October 4 through October 7, 1990.
Over the past several years we have scheduled political luncheons at our annual convention, and
invited key state and national leaders to address our members. This gives our members an
opportunity to more fully understand our political and governmental processes.
In the past we have heard from Congressman Bob Smith, former Congressman and now HUD
Secretary Jack Kemp, Kitty Dukakis and Senate Minority Leader Bob Dole. This year we would be
honored to have you share your thoughts and observations with us at this important function.
The luncheon at which we would like you to speak will be held on Saturday, October 6, from 12 noon
to 1:30 p.m., and we expect that you will have up to forty-five mihutes for your presentation and for
questions and answers, if you agree to that format.
New Hampshire Senate President Bill Bartlett will also be speaking to our membership on Saturday
morning and will be attending the luncheon. We hope you will be able to attend and encourage you
to bring Mrs. Sununu and, if possible, to spend the night as our guests.

Dear John:
Just a note to follow up on our recent conversation about
the need for national uniformity in food warnings.
Although I strongly believe in the principles of federalism,
in certain matters--and assuring the efficient and predictable
marketing of goods in interstate commerce would certainly be one
of those--the federal government has the constitutional province
to establish national policy. Because the Administration is
favorably disposed toward uniform nutrition and health claims
information, I would urge you to examine the need to establish
uniformity in the third area of food labeling: food warnings.
Without such uniformity, states will be free to impose warnings
on foods which the federal Food and Drug Administration has
determined to be safe. Such an approach would not conflict with
state-mandated open-dating, shelf labeling, or kosher food
labeling laws, and really should be considered.

Fidler going back to the early 80's and the days of MX/Peacekeeper at GTE and Norden
Systems in Nashua. My wife and I have been close friends of Dick and Kate for many
years and I thought you would want to know that Dick is gravely ill, having been
diagnosed about three weeks ago with cancer of the pancreas which has spread throughout
the abdomen. He is at Brigham and Women's Hospital in Boston but is expecting to go
home by the end of this week. Although his permanent residence is now in Andover, New

Dear Governor Sununu:
I hope you have been well. No doubt, recent months have kept you busy. I
must tell you that in all of my years with ABC News I have never seen such a
current of change in such a short amount of time.
As requested, I am writing to update you on our progress and to respond to
your offer of assistance.
Along with the The '88 Vote, we now have published two other interactive
videodiscs along with their allied Macintosh programs; In the Holy Land, an
historical and contemporary discussion between Israelis and Palestinians, and
Martin Luther King Jr., the civil rights movement in America. In short order
we will have finished our disc on AIDS, the first of our new health series.
And this week we released our first overseas disc in Japan, Mission: The
Moon, which includes highlights from every Mercury, Gemini, and Apollo
mission.
We are also in the midst of producing the first of three videodiscs on The
Federal System and the Separation of Powers. The Powers of the President
will be followed by The Powers of Congress and the Powers of the Supreme
Court.
It would be my great pleasure to show you our latest efforts. It would be my
hope that the President might have a few moments to view those efforts as
well. I would also wish to discuss with you the possibility of enlisting the
President's participation in The Powers of the President. In general, we would
want his thoughts on presidential power, its source and its limits.

I respectfully write to you as a representative of the more
than 600, 000 members of Concerned Women for America. We ask that
this administration and the Senate halt the practice of
submitting the names of potential judicial nominees and
information about them to the American Bar Association for
evaluation.
The American Bar Association's recent votes endorsing
abortion on demand and homosexual rights strip away any lingering
facade that the ABA is a neutral professional association of
nominees. lawyers that can give unbiased evaluations of potential judicial
The ABA's support of abortion and homosexual rights
demonstrates that it is merely a liberal advocacy group with a
specific liberal agenda to push through any opportunities it
receives. It serves no purpose for Americans nor the federal
judiciary for the ABA to scrutinize a potential judge according
to the ABA's left-leaning precepts. The judicial nomination
process should not be tainted by having potential nominees run
the liberal gauntlet of the ABA.

when you were introduced by Pete McClosky at the NAAA banquet at
the Sunnyvale Hilton; he said, "Can you imagine George Bush becoming

time I thought to myself, "Wouldn't that be beautiful". Now looking

Dear Governor Sununu:
Thank you for championing the concerns of conservative pro-family
groups on the child care issue during your recent meeting with
Republican House leaders involved in current negotiations. It is my
understanding that you articulated a keen knowledge of the need to
provide a level playing field in the tax code for all families as
well as to ensure that any new grants guarantee the right to
vouchers and adequate protection for religious providers. These
stipulations are necessary to make good the President's promises not
to discriminate against traditional families and to make sure
parents maintain the right to choose the child care option that best
suits their needs.
In this letter, I would like to reiterate the necessity for
adequate protection for religious care in any new Title XX grants
for day care. Remaining silent on the religious question will not
be enough. Any new grant must not only guarantee the right for
parents to choose truly religious care, but also protect these
sectarian providers from any burdensome new regulation. Clear
language will be needed to undercut liberal efforts in the courts to
prohibit even indirect federal assistance to low-income families
currently using religious care. Further, silence on this question
will leave federal bureaucrats with the option of writing anti-
religious regulations in determining grant approval. Finally, if
there was ever a time to set an important precedent for a later move
toward choice in education through vouchers, that time is now.
Once again, your efforts in support of our values on the child
care issue are greatly appreciated. Please let us know when we can
be of assistance to you.

During your term as Governor of New Hampshire, I met you at
a presentation regarding the licensing of Seabrook Nuclear Power
Station. The presentation dealt with the ARI emergency alerting
system.
The technology of the ARI alerting system has been
significantly refined since you saw it, and is now fully
operational in West Germany, Singapore, Hong Kong and Israel. We
are now proposing a similar system called "DART" in the United
States for comprehensive emergency alerting, warning and
notification to supplement or replace the 40 year old EBS system.
We have had numerous discussions and positive interest from FEMA
and the FCC regarding this technology as well.
President Bush has been asked to speak at the 1990 National
Association of Broadcasters (NAB) Convention Atlanta, GA, March 30
through April 3. If you join President Bush at the convention, we
would very much like to show you an on-air demonstration of this
revolutionary alerting technology called "DART" which would have a
significant impact on protecting, alerting and assisting the U.S.
population for national emergencies such as earthquakes, torandos,
floods and manmade hazards like nuclear power plants and process
chemical facilities.

Dear Mr. Sununu,
Senator Kennedy has introduced two bills concerning the
reauthorization of Title X (S.110), and the Adolescent Family
Life Act or Title XX (S.120). These bills are another attempt by
the Senator to promote his family planning philosophy.
Our concerns with S. 110 involve the amending of current
Title X language to permit federal funds for abortion counseling,
abortifacient research, and the implementation of school-based
clinics.
As you know, the Reagan Administration issued regulations in
1988 in an effort to clarify the rules governing Title X funding.
The regulations declared that Title X funding must be limited to
those programs which do not include abortion as a method of
family planning. Abortion counseling and referral are also
prohibited. Separate lawsuits have been filed in the District
Courts in Denver, Boston and New York challenging the statutory
and constitutional basis of the regulations. (The judge
dismissed the ACLU lawsuits in New York, but we are awaiting
decisions in the other two courts.) We are concerned that S.110
would preempt the findings of the courts.
The Adolescent Family Life Act (AFLA) was enacted to fund
programs which promote value-based education. AFLA programs
serve a valuable purpose in that they encourage parent-teen
communication and emphasize abstaining from sexual involvement as
the most effective way of avoiding pregnancy. However, S.120
would merge AFLA under the guiding principles of Title X, and
virtually negate the purpose of the program.

We consider these bills to be yet another attempt to promote
abortion as a method of family planning, while at the same time
enlarging the federal government's financial role. Please urge
the President to send a strong veto message on S.110 and S.120 to
the Senate. We greatly appreciate his unwavering commitment to
protecting the unborn. Thank you for your assistance in this
matter.

On behalf of Childhelp USA, we are pleased to invite you to
join the Honorary Gala Committee for the second annual "Hearts
Over Washington Gala" on April 18th at the Omni-Shoreham Hotel.
Governor Schaefer, Governor Wilder, and Congressman Fauntroy are
the Honorary Chairmen of the event, and several Members of
Congress and Cabinet Officials have already accepted our
invitation to join the Honorary Committee. Committee members'
names will be listed on the invitation for the Gala, and we
would be honored to list your name as well. This will not
involve any obligation on your part, yet will add considerable
prestige and credibility to our efforts. Naturally, you will be
welcome at the Gala and the VIP reception as our special guest.
Childhelp USA is the oldest and largest organization
dedicated to fighting the ravages of child abuse. It operates a
well-known national child abuse hotline, conducts educational
programs renown by professionals. in the field of fighting child
abuse, provides many direct services to the children who have
been abused, and has, in its over 30 years of existence, built
an impressive reputation for effective advocacy and personal
caring.
This year's gala brings particularly important news:
Childhelp USA plans to open a "Childhelp Village" right here in
our region. Eighty children live in the original village,
located in Beaumont, California. A program of homelike
residences, multidisciplinary support and plenty of tender,
loving care has produced tremendous results there. We are
excited at the opportunity to create such resources for our
local children -- and ours will be only the second such Village
in the country. We want the Honorary Gala Committee to reflect
the broad spectrum of support in our region for a project like
this. We have invited sports heroes, media celebrities,
entertainers, and business leaders from the area to join the
committee.

Last year's event was a terrific success -- a lot of fun
and truly entertaining. An even bigger event is planned for
this year, including Hollywood and local celebrities, two full
days of activities with a VIP and sponsor reception on April
17th, and continuing on the 18th with a fabulous dinner and
dancing, and even a show (featuring the kids who were the hit of
last year's Presidential inaugural celebrations, Kentucky
Country).

It was a pleasure seeing you at the White House prior to the State of
the Union. The year ahead promises to be full
and most
interesting!
With less than four months to the filing date in Florida, it is time
to begin focusing my attention on the election and my announced
opposition. In preparation for my reelection effort, my finance
committee has organized a tentative schedule of fundraising events
within my district in south Florida.
They have suggested the necessity of one major fundraising effort in
Palm Beach County and are considering either Saturday, April 21, or
Sunday, April 22. Having a person of your stature as host would
enhance our fundraising effort and certainly contribute to our high
dollar goal. The details of time and type of event can be resolved
or, alternatives suggested, once we have some indication as to your
preference and time constraints.
In addition, I would be happy to accomodate you and your family in any
of the many recreational activities Florida has to offer if you could

this memo will serve to update you on my request concerning INS and The Census.
Several Congressional delegations (among them, New Mexico, Texas and California)
have raised concerns that continued high-profile activity by the INS and Border
Patrol will destroy census outreach efforts and erode the trust of the Hispanic
community. They have suggested that a Presidential directive, or lacking that,
an Attorney General directive, such as the one issued in 1980, would be helpful.

Dear Governor:
Over the past few years, in response to requests presented in the form of
lists of names by the United States Catholic Conference, Cardinal O'Connor
and myself, the government of Cuba has released some hundreds of political
prisoners.
During my last visit and in the context of a discussion about the release
of prisoners, President Castro asked assistance concerning the case of two
Cuban nationals who are in U.S. Federal Prison for air piracy involving
the highjacking of a Delta Airlines flight on September 17, 1980. The
names of the prisoners are:
Crescencio Perez Perez
and Juan Oldeja Fresnedo.
The request was not for their release, but for their transfer to a Cuban
prison so that their sentences can be fulfilled in the vicinity of their
families.
I seek your assistance in determining whether this might be possible and
how I might proceed in obtaining a hearing for the request. It has been
suggested to me that since the Cuban government is interested in the
repatriation of these two convicts, it might be possible to add their
names to those considered under the Mariel Returnee Agreement.
This would, of course, be dependent on a prudent judgement concerning any
other factors which may be involved with the two prisoners, and on their
own willingness to serve time in a Cuban jail.
As you know, I intend to pay a visit to the Bishops of Cuba on February
18-20, 1990. I would be most appreciative if I could bring some word
concerning the case of these prisoners with me at that time.

As you know, I will be leaving on February 18 to Cuba to visit with
Archbishop Ortega and to meet with the Conference of Bishops of Cuba.
It had been my hopes to be able to lead a pilgrimage to the Shrine of
Our Lady near Santiago, but, as you know, this proved to be an
impossibility because of the failure to receive necessary permission
from the U.S. Government.
During my visit, it is likely that I will meet with Dr. Carneado, Chief
of Religious Affairs of the Central Committee of the Communist Party.
Dr. Carneado has been the contact person for the bishops of Cuba
concerning their relationship with the government. On my previous
visits to Cuba I have had occasion to meet with him.
I would like to be able to extend to him a personal invitation to visit
me within the next six months. It seems to me that it would be very
helpful if he could have a sense of the role of the Church in the United
States in providing for the common good through a variety of social

"
Wanted to express my sincere thanks to both you and your wife
for your continuing support of my quest for a relocation to the D. C.
area. Although this has been one, of the most frustrating periods of
my entire life, it has been made much easier by your support and
confidence in my ability to make a contribution to our Administration.
I received a note from Mr. Andy Card 1/3/90 noting that you had
forwarded my last letter to him. In his note he indicated that he
would do what he could and asked that I keep in touch with any new
developments. I responded immediately indicating that I have been
active in making application for those vacancies I knew I would be
very highly qualified for, however the chances of being selected from
a small field office, in a small state located 500 miles from any
of the Departmental Headquarters is remote at best.
On January 26, 1990 I received a note from Ron Kaufman indicating
that Mr. Card had sent along my letter. He also indicated that he
tends to be pessimistic about chances however indicated he is doing
what he can to further my cause.
The Executive Office sent me a Vacancy Announcement for the
Office of National Drug Control Policy as a Public and Special Interest
Groups Specialist which is one of my strengths, however I have never
heard anything since filing my application.
I have also received a number of telephone calls from Mr. Jack
Basso, OMB in the OEOB, indicating he was interested in my selection.
and would be contacting me soon however this has been ongoing since
August, 1989 and appears to be a matter of when.
In addition, I have applied for three vacancies announced at the
Bureau of Indian Affairs based upon my high level of qualifications for
each and my status as a member of the Huronne-Wendat Indian Nation. The
positions are Housing Program Specialist, Supervisory Management Analyst,
and Program Analyst.
As you can see, I have been doing everything I can to gain a
reassignment through the career ladder of the federal service. As for
an appointment, I have no knowledge of openings or opportunities therefore
cannot pursue any of them.
In my own Department of HUD I have been most fortunate to have
received once again this year an Outstanding Performance Rating and
Merit Pay Bonus for the 15th time in my HUD career. Although much
appreciated it has had little to do in assisting me to obtain a
reassignment in my own Department. I have been a leading candidate
for a number of positions in the past 12 months only to have a candidate
already in Headquarters selected to the position. Knowling the federal
system as I do over my federal career I know a reassignment can occur
anywhere in the country through a stroke of one pen and I know I can
make a contribution to any office I am placed in. In fact, I would
look forward to management responsibilities in the worst office in
HUD and take it as a challenge to demonstrate my ability to achieve
excellence through innovative and creative management initiatives.
Hopefully I am not too bold in asking that perhaps your contact with
our Secretary may be just the key to opening a reassignment/relocation
opportunity with HUD for me.
Enclosed is a copy of a piece I wrote for use by the Office of
Personnel Management in their Celebration of Public Service this year.
It is sincere and a real expression of just how I feel about our
federal service.
Governor Sununu, I know I have mentioned it before, but I just
can't believe I have been unable to achieve a reassignment with the
strong support and assistance 1. I have received from you, your wife;
Andy Card, Ron Kaufman, and others. One day I may look back upon this
whole last year as just another step in the process, but I do continue
to look forward to positive news in the year 1990 and thank you in
advance for your help in bringing it about.

Not too often do we have a chance to help out, but here is one where we
did, and I am proud of it.
I was able to give your former colleague, Kay Orr, a chance to nominate
the first woman State Director of Selective Service. She held a press conference
on this a few days before her birthday announcement about running for reelection.
The appointment was well received in Nebraska, and she was pleased. See
enclosed. Lanny Griffith was very helpful on the coordination.
I assume you will call if I may be of assistance. I regret not seeing
more of you, but I know you are extremely busy. Be assured, however, that I keep
Brent Scowcroft apprised of any key issues. I am making good progress in my
efforts to reform and modernize this institution.

I. thank you for your hospitality last Thursday. It was
quite an honor to be invited and I. had the opportunity not only
to listen to the President, but also to meet some interesting
fellow publishers and then made it safely back to New Hampshire
with the rain following all the way.
A pretty good case for modernizing the Manchester
Airport is obvious after managing loading and unloading with a
wheelchair. Of course, as usual, Washington was not working too
well either. The elevator at Dulles Airport was not operating
and I. ended up going down the escalator, which is an adventure in
itself.
In spite of all that, the day was well worth it, and J.
do appreciate your many courtesies. Mr. Becker also appreciated
being included as well.

Dear Mr. Sununu:
The Indiana Department of Transportation (INDOT) has reviewed the Memorandum of
Agreement (MOA) between the U.S. Army Corps of Engineers and the U.S.
Environmental Protection Agency regarding wetlands, and would like to offer
several comments. First we applaud the effort to arrive at a national policy
for wetlands mitigation. INDOT intends to be an advocate for environmental
issues while pursuing solutions to highway problems. In implementing highway
projects that require wetlands mitigation, we want to meet with the intent of
the standards, and not just the letter of the standards.
However, we do see some problems with the MOA in content and in the process used
to arrive at the MOA. The nature of our business requires that we go through a
multiple step process requiring several years to achieve a solution to a highway
problem. It is important to proceed through these steps as quickly as possible
so that the time requirements do not become more extensive. It is therefore
important that standards for mitigation be very clear at the national and/or
state level so that mitigation agreements can be achieved quickly and with a
minimum of interpretation when applied to individual projects. We therefore
encourage specific standards at the national level or the statement of minimum
requirements with the intent that more specific standards would be achieved at
the state level. This should allow us to reach a mitigation conclusion in a
timely fashion and to proceed with other issues in solving highway problems.
Also, we believe that an environmental impact statement should be required so
that affected agencies can have the opportunity for comment. The MOA is likely
to have far reaching social, economic, and environmental consequences. The MOA
indicates that the level of mitigation determined "appropriate" shall not be
based upon characteristics of the proposed project such as need, societal value,
or the nature of investment objectives of the project's sponsor. This appears
to be single issue decision making. A more balanced approach is needed.
The MOA may also be premature in that the President's Domestic Council Policy
Task Force has not completed deliberations. It is our understanding that the
Office of Management and Budget has requested that no agency set policies on the
no-net-loss issue prior to completion of these deliberations.

In summary, while INDOT is in favor of a national wetlands policy and supporting
standards, we believe that the MOA is premature and that affected agencies have
not been given appropriate opportunity for comment. We therefore ask that he
MOA be declared void.

Dear Governor Sununu:
Thank you for remaining such a stalwart for the pro-life and pro-
family cause in the Administration. Concerned Women for America
certainly appreciates the tough stands the President has taken and
your wise counsel on these matters.
One issue of grave mutual concern to both the President and CWA
is day-care legislation and the imminent battle on child care soon
to come in the House of Representatives. CWA is grateful for the
clear stand President Bush took on child care during the campaign,
advocating that federal assistance: go directly to parents; not
discriminate against traditional families; increase, not decrease,
the range of choices available to parents; and be directed toward
those most in need.
CWA believes that these goals still reflect the values of the
majority of American families and urges the President to continue
taking the high ground on the issue by publicly promoting these
winning principles. Through his tax credit proposal, President
Bush proved his understanding that what American families really
need in order to freely make the tough choices about child care is
real tax relief.
Should child care legislation reach his desk in the coming
months, CWA recommends that, in keeping with his principles,
President Bush veto any legislation that: 1) creates any new
federal child care programs that would fund bureaucrats and not
parents; 2) sets up or promotes day care in the public schools;
3) does not guarantee a voucher for parents qualifying for
assistance under a grants component and the assurance that vouchers
can be used for religious care; 4) does not contain clear protection
for religious providers against regulations forcing these care-
"Protecting the rights of the family through prayer and action"
givers to violate their moral tenants in hiring; and 5) furthers the
discrimination in the tax code against traditional families that
already exists through the dependent care tax credit.
Again, we appreciate the President's leadership on this issue of
such import for our children and will be looking to him in the days
ahead to reaffirm his commitment to nondiscriminatory tax relief for
American families.

Enclosed is a reprint of a paper I recently had published in the September
1989 issue of Chemical Engineering Progress dealing with the chemical process
industries and their evolution.
As you know, the chemical industry has tended to get a bad image because
of the somewhat exaggerated fears of toxic waste and assorted other safety
problems. The truth is that it is being asked to clean up the mess of a century
in a very short period of time, and I think the industry is doing a very good
job in this regard.
More importantly, however, we all need to understand that this industry
is one of the great contributors to economic growth and competitiveness of
the American economy. In my view, the industry should not be defensive, but
proud of its contributions and its great future throughout the world. I hope
my paper will contribute to a more balanced view.
In association with my colleagues at Stanford I continue to do research
in this area and will have further publications in due course. Any ideas you
may have about where additional information can be obtained about chemical
industries outside the United States will, of course, be welcomed, as would
any comments you care to make.

SUBJECT: Memorandum of Agreement between the U.S. Army, Corps of Engineers, and
the U.S. Environmental Protection Agency Concerning the Determination of Mitigation
under the Clean Water Act Section 404(b)(1) Guidelines
Dear Mr. Sununu:
We welcome your decision to undertake a review of the proposed Memorandum of
Agreement (MOA) described above. The Minnesota Department of Transportation
(Mn/DOT) is very concerned about this MOA. A large proportion of the actions proposed
by Mn/DOT have some involvement with wetlands, and will therefore be subject to the
conditions of the Memorandum of Agreement.
As we wrote to Mr. Reilly and General Hatch last week, we believe that this Memorandum
of Agreement should not be implemented until a formal federal rule making process has
been completed. This MOA was not subject to any sort of external review process. The
U.S. Corps of Engineers and the U.S. Environmental Protection Agency undertook the
formalization of the agreement without subjecting it to full public scrutiny. Affected
agencies and the general public were not given a meaningful opportunity to provide input.
The exclusion of public review was an error. This may be allowable if the bilateral
agreement genuinely affected only the two signatory agencies. However, this agreement will
affect the decisions and actions of many public agencies. In Minnesota and elsewhere,
virtually every unit and level of government will be affected, down to the level of the
township. Actions of individuals will be regulated as well.

The far reaching nature of the proposed MOA clearly calls for the two agencies to submit
it to a formal rule making process. While we appreciate the provision of an additional 15
day review period, we do not feel this will insure the meaningful public review which would
be provided through the rule making process, and which the MOA needs.
My staff has reviewed both the MOA signed November 14, 1989, and a later undated
revision of it. We have a number of detailed comments regarding both which we would like
the two agencies to consider during a more extended review period. We see no reason
why the implementation of this MOA should not be deferred. The Minnesota Department
of Transportation, in cooperation with the Corps of Engineers, the U.S. Fish and Wildlife
Service, the State Department of Natural Resources, and others, has for years done an
excellent job of protecting aquatic resources in the state. Suspending the MOA pending
the review contemplated above will have no adverse effect on wetlands or other aquatic
resources in Minnesota or elsewhere.
That wetlands are worthy of protection is beyond debate. The question is whether the
recent decision of the EPA to become actively involved in the Section 404 permit program
will add substantially to the protection of the nation's aquatic resources without creating
unwarranted interorganizational strife.

Dear Governor Sununu:
I would like to further clarify our
understanding of the two issues we discussed on
the telephone last Friday.
We are pleased to have your reassurance
about the Administration's continued opposition
to all forms of mandated health benefits. This
issue is of paramount importance to the Chamber
and its members.
The "Action Alert" on mandated health
care sent by our outside coalition of companies
and organizations was sent after several
attempts were made to get a clear and firm
understanding of the Administration's position.
Mixed signals were received. This
problem can be minimized in the future with
closer and more continuous communications,
hopefully at our own personal levels, as well as
elsewhere on our respective staffs.
Contrary to popular belief, we have not
yet endorsed Senator Moynihan's proposal to
reduce social security taxes but we do support
lower social security taxes and have done so for
some time. Several years ago, our Board of
Directors endorsed the 1986 White House
Conference on Small Business recommendation to
reduce these taxes. This position reflects the
views of our membership -- 92% of our more than
180, members have less than 100 employees.
At the same time, we continue to oppose any tax
increase and would oppose Senator Moynihan if
that is part of his proposal.

The Chamber develops its positions on
public policy issues through a careful process
involving volunteer members, committees and,
ultimately, our Board of Directors. The
positions evolve over time and may change, if
the views of our membership change. The
proposed Social Security tax rollback and its
possible political and economic consequences
will be brought before our Board on February 14.
I am sorry that you will be unable to
address that meeting, but I will let you know of
the Board's decision on this important issue.
In the meantime, we will continue to work
with the Bush Administration on a wide variety
of issues. Our many relationships are solid
and, we believe, mutually beneficial.

I understand that Steve Dougherty is under consideration for
Deputy Director of the Federal Emergency Management Agency.
Steve is an energetic and capable person, and I believe he would
be an asset to President Bush's Administration. He possesses
initiative and imagination in approaching challenges--two
qualities that would serve him well at FEMA.
While at the Customs Service, Steve successfully resolved a
complicated--and politically sensitive--interagency dispute that
affected my district. At Customs, Steve helped devise drug
interdiction policy and, in addition, helped solve commercial
tariff problems, which is to say he was responsible for a broad
range of concerns, similar to the breadth of FEMA's operations.
In all, Steve would be an effective FEMA Deputy Director.
Should this position not be available, Steve would be a good
choice for another high-level position at FEMA.

Dear Mr. Sununu:
I'm writing to follow-up my earlier recommendation
of Carolyn Leavens for appointment to the Overseas Private
Investment Corporation Board of Directors.
I have known Carolyn since she worked on my first
campaign for the California Senate in 1961. She has served
on many Republican campaigns, including President Bush's
National Agricultural Campaign Committee, and was part
of the National Agricultural Advisory Committee during
the 1988 transition period.
Carolyn has extensive experience in agriculture
through administration of her family business, Leavens
Ranches. She served on the California State Board of
Food and Agriculture for four years; was President of California
Women for Agriculture in 1981 and President of American
Agri-Women from 1983 to 1985. She serves on the University
of California Agricultural Advisory Council, and in 1985,
she was named California Agriculturalist of the Year.
Carolyn is a woman of the highest personal integrity,
intelligence and compassion, and I strongly recommend her
without reservation for a position on the OPIC Board.

Dear Professor,
This note raises two items I know you will be interested in:
first, an update on the programs you (and others) brought me to
D.C. to work on; and second, an exciting local Tufts event.
These last six months at Commerce's Technology
Administration have been challenging to say the least. Learning
about the importance of nuclear energy in your classroom, and
even giving legal counsel to high-tech firms, was easier than
developing a proper government role in technology policy.
The Mosbacher team has developed a strategy consistent with
the President's committment to using technology as part of a U.S.
long-term economic competitiveness plan. The programs in my
Office of Technology Commercialization are an integral part of
that effort by setting a climate for industry and state
governments to bring R&D from the laboratory to the marketplace.
We will continue support enabling technologies which have
broad application in industry. We are also seeking to serve
America's commercial needs by bringing better direction to the
$65 billion in government-supported R&D. Towards this end, my
Federal Technology Management program is encouraging closer
industry cooperation with agencies so that the realities of the
marketplace will select and guide Federal R&D decisions.
I will continue to keep you posted on these efforts.
On the lighter side of things, I have re-established my ties
to the Tufts community by joining the Washington Tufts Alliance.
The Alliance meets regularly with guest Jumbos such as Ambassador
Pickering, Shuttle Captain Hauck and President Mayer.
This Spring, the Alliance is kicking off a yearly
scholarship for a needy local area upperclassman. They have
asked me to request your participation as the keynote speaker.
Perhaps you could speak on the importance of technology to the
nation's ecomomic security. If you are interested, I will
arrange the date with the Alliance and your staff.

Dear Mr. Sununu,
I'm a senior at Conant High School in Jaffrey, NH and
a third year member of my school's Peer Outreach program.
Peer Outreach is a proven way to enable young people to
better cope with their lives. Peer Outreach is just kids
helping kids. We help kids resist peer pressure and self-destructive
behavior involving alcohol and drug abuse. We give assemblies
to the grade school, junior high and high school. We gave
presentations to the attorney general and governor of New
Hampshire. We attended the 1989 P.R.I.D.E (National Parents'
Resource Institute for Drug Education) World Drug conference
in Atlanta, Georgia. We also gave presentations to our
local Chamber of Commerce and Lion's Club. We attended a training
weekend at Sargent Camp in Peterborough, NH, to educate us on
drugs, alcohol, suicide, depression, etc. that would enable
us to better help our peers.
We are all dedicated members of our Peer Outreach program
and though we help many students in our school everyday, we
also help ourselves and grow more and more each day as a person.
We work hard and the "job" never ends. I love Peer Outreach
and I love the effect it has on my school and my community.
We are not funded by anyone SO our work is limited. We
want very much to attend the 1990 P.R.I.D.E World Drug conference
in April, but sponsor's aren't always easy to find and seeing
as we are not funded as a group we may not be capable of
attending. The information that can be brought back from this
conference could change the outlook for our school and
community and could put an end to the drug and alcohol problem
in our area.
My wish is to inform you that work is being done everyday
by the youth here in Jaffrey, New Hampshire to better our area
of the world and try to put an end to the drug and alcohol
problem in our area. America is a wonderful place to be and with
the encouragement of our leaders we WILL make a difference.

It was a pleasure to see you when a group of us representing business
organizations met with the President and Vice President on December 12. I
sincerely hope that you enjoyed the holidays. Let me take this opportunity
to wish you a very healthy and successful new year.
Let me also take this opportunity to invite you to meet with our Board
of Directors at its next meeting. That meeting will be here in our headquarters
building on Wednesday, February 14, 1990.
Knowing of your heavy schedule, we do not want to impose much on your
time. We would welcome you joining us at any time during that morning and
outlining for us what you consider to be the major policy priorities of the
President for the coming year.
Our Board will be meeting from 9:00 a.m. until 12:30 p.m. that morning.
A format used successfully in the past would be for remarks of about 20 minutes,
followed by a Q&A of a similar length.
As you probably know, our Board is the ultimate policy-making entity
of our organization. It will be looking carefully at key issues facing business
in the coming year, and I know we would all benefit from your insights.

Dear Governor:
It was a pleasure to visit with you briefly during my visit to
the White House last week. Thank you for arranging this most
enjoyable visit with the President and Mrs. Bush, for those of us
working on The Presidential Inaugural Anniversary Gala.
Upon returning home I found a copy of a publication called "The
California Eye" which was making some untrue and unflattering
comments about the President's relationship with California par-
ticularly about "Sununu's anti-California bias". I do not sub-
scribe to any of their positions but thought that you should see
what they are circulating. If you should choose to overcome this
"anti-California bias" by showering benefits upon us obviously we
would be happy to accept.
