Washington, D.C. 20500 Dear Mr. Sununu: The American Association of Exporters and Importers (AAEI) is a na- tional organization comprised of close to 1100 U.S. -company members. AAEI members are involved in the export, import, distribution and manufacture of a wide range of products. On behalf of its members, AAEI requests that the harbor maintenance fee of 0.04% ad valorem be eliminated. Further, AAEI members are universally opposed to an increase in the fee 0.125% ad val., as suggested in the FY 1991 budget. AAEI has opposed this tax on cargo since its inception on both eco- nomic and fairness grounds. Tripling the tax places another financial burden on all U.S. business for waterway maintenance and dredging, which are government functions. These functions benefit everyone and as such should be borne by the general revenue. The tax also inhibits competition in two ways: First it has already led to diversion of cargo to foreign ports that do not impose fees. For example, businesses are now more likely to ship their products to a Canadian or Mexican port and then move the goods by truck to the U.S. This avoids the fee. Second, these "harbor taxes" are a particular burden to U.S. exporters who are making a strong sales effort in foreign markets. In light of the U.S. trade deficit a tax on exports, even one of .04% ad valorem makes little sense. In its application, the tax has been and is likely to continue to be unfair. Certain commodities and ports are exempt, while others (for example, those commodities shipped domestically by water and then exported) pay twice. Importers and exporters pay the tax to Customs, while domestic shippers pay quarterly to the Army Corps of Engineers. AAEI members are complying with the law, despite its confusing lan- guage. Unfortunately, there has been little evidence that the Corps is adequately monitoring or enforcing the tax or can do so given the law's complexity. Increasing the tax does nothing to resolve this uity. If the fee is not repealed, at a minimum, collections ould be suspended until adequate resources are given to the Corps to enable it to comply with the law. U.S. businesses need to be encouraged, not discouraged from expanding international trade. Eliminating the Harbor Maintenance Tax is an important step in the right direction. Well, here is one true story about a young man (of Lebanese descent) who has sold his house, stored his furniture, and put his law practice on "hold" while he is in Latvia to teach law at the University. Enclosed is an editorial from the DALLAS TIMES HERALD which makes mention of it. In March of this year the DALLAS CITY COUNCIL passed a resolution making Riga, Latvia our sister city. In April a group of attorneys and judges (15 of them) and the dean of the S.M.U. law school went to Russia and the Baltic states to have a legal conference. Steve Malouf was one of them. One of the things that impressed him most was that the students at the university were learning how to operate computers but there was not a single computer for them to use! S. Govern- ment as it applies to the textile industry, we would propose that a more candid meeting at a convenient time and place could be productive to all concerned. We would certainly like to apologize for any appearance of ungracious- ness on our part that may have been perceived by you at the meeting on May 16. None was intended. We appreciated even the brief opportunity to call to your attention the dilemma of the U. S. textile industry as it finds itself once again on the trading table at discussions in Geneva and elsewhere. We don't know what you would do without us. The discussions in Geneva are a good example of the unacknowledged fact that all trade is controlled, and that the discussions are really centered around which sector of the economy, or what political need, the controls will benefit. With the multitude of government-mandated cost increasing factors that textiles and all industry has to contend with in our country, farm programs that deny textile companies access to world markets on cotton--a major raw material, and tax structures that discourage and limit competing with international shippers from other countries, we do become discouraged when the best advice and assistance our government gives us is, "You should export more." Competing is especially difficult when other countries work with and subsidize their own textile industry, and our own government seems to assist them also to the detriment of U. S. textiles. The Office of Humanitarian Assistance (OHA), specifically Dr. Walthius, has told my staff repeatedly in the last two years how difficult and troublesome the Thai government and AID has been in implementing the program. All the while the office of OHA has spent the dollars earmarked for the Non-Communist Resistance (NCR) on other missions, most of which were less critical in nature. My chief of staff, Vaughn Forrest, has just returned from Thailand where Thai government officials, State Department officials and AID officials all informed him that they have been begging for materials for at least the last twenty months. Apparently, the Department of Defense, particularly Dr. Walthius, informed them that under the "excess" program only $500, a year was made available to the NCR, instead of the $3 million authorized and appropriated by Congress. Dr. Walthius also informed these agencies that the supplies could only be drawn from the Pacific area. It appears that Dr. Walthius has used NCR monies for projects he feels are more important than the priorities set by Congress. If so, this is a major problem and must be quickly addressed. I am also greatly concerned with continued reports of the use of chemical weapons by the Pathet Lao forces as late as last month, April, 1990. This should be investigated and any U.S. aid, contracts or grants to either Cambodia or Laos should be held in escrow until this investigation is completed. It is also my understanding that certain non-governmental (NGO's) are providing aid to the Pathet Lao and Communist regimes. If that is so, is this consistent with U.S. policy in that region? In addition, the DoD excess property they are receiving is not appropriate to their needs. The priority needs are medicines, food and vehicles. The Cambodian Non-Communist Resistance and displaced persons are in a decidely better but still inadequate supply situation in veiw of the offensive conducted by the Vietnamese backed government in Phnom Penh and the further threat from the Khmer Rouge. I understand that through the DOD Excess Program, an already authorized and appropriated program, that some of these emergency needs can be met and met quickly, if a top priority is given to addressing this emergency situation. I also understand that the State Department Office of Foreign Disaster Assistance can move quickly to address the emergency needs of the Lao and Combodian Non-Communist Resistance and those displaced by the communist offensives taking place in both countries. I suggest the International Red Cross be asked to assist those displaced, sick and wounded in the areas of conflict in Cambodia and Laos immediately. I commend to you the wonderful work that is being done to address this emergency situation by the Thai government and the Thai military. There is a definite need for this base which include several reasons, as I will outline, herewith: -The Staten Island Homeport will serve as one of the few fixed-base ship repair facilities in the Unites States; -With the Homeport at or near completion, millions of tax-payer dollars would be wasted by not opening the base; -Staten Island and New York City are obviously areas of significant population. This will increase efficiency of Naval recruiting; -Over 4200 jobs will be created which will benefit New York's ailing economy and assist in a national revitalization; -Present Naval bases are already overcrowded; -New York Naval Reserve readiness will be enhanced; I join with President Bush in the desire to pursue all viable and verifiable efforts to reduce arms among the superpowers. However, those who maintain an understanding of world affairs realize that the Soviet Union is undertaking a continual naval combat buildup. I believe that Mayor Dinkins' opposition to the Staten Island Homeport isn't well founded since he has not participated in Navy briefings which at least theoretically could possibly have cleared any reservations or objections he may have. As you know, the federally controlled area of the OCS is estimated to contain roughly one third of the United States' undiscovered oil reserves. Environmental concerns cannot be ignored. However, the superb environmental track record of offshore oil rigs, which account for just two percent of all the oil spilled in the world's oceans, deserves an equitable response. In developing OCS policy, I respectfully ask that you consider creation of a coastal community impact aid program, which would encourage communities to allow drilling projects to proceed. Washington, D.C. 20500 Dear Mr. Sununu: America's research-based pharmaceutical industry strongly opposes H.R. 4638, the "Orphan Drug Amendments of 1990," since that bill would seriously undermine the important in- centives contained within the Orphan Drug Act of 1983. Rather, we have recommended that Congress enact the improvements recom- mended by the Congressionally chartered National Commission on Orphan Diseases in 1989 to strengthen the incentives to develop needed treatments for rare diseases. A seven-year market exclusivity provision is the most important incentive in the Orphan Drug Act. Marketing exclu- sivity is important because it provides the pioneer drug sponsor with the ability to recover at least a portion of the millions that it has spent in researching and developing an orphan drug. H.R. 4638 would force the pioneer to share that exclusivity with later developers of the orphan drug, and the provision would be applied retroactively. Should a "shared exclusivity" provision be enacted, recovery of the investments in research and develop- ment would have to be realized in a much shorter period, if it were to be possible at all. By any standard, the Orphan Drug Act has outperformed expectations. Since 1983, there have been 333 drugs designated as "orphan drugs, with a remarkable 45 approved by the Food and Drug Administration and now on the market. Yet, this can only be considered a beginning. Since the opening of trade with China a decade ago, total U.S. trade with China has almost tripled from $5.6 billion in 1981 to more than $14 billion in 1988. Virtually all U.S. firms involved in inter- national trade would be affected by abrogation of a normal trading relationship with China, from actual out-of-pocket losses for import- ers and retailers, to lowered returns on the more than $4 billion in U.S. investment in China and lost market share for U.S. exporters, to general chaos in the global market as firms seek new sources of supply. Denial of MFN treatment for China would clearly make most Chinese exports to the U.S. prohibitive, with duty rates increasing by an av- erage of 40% or an extra $4 billion cost. Moreover, removing China MFN status would undoubtedly pull the rug out from under the close to $6 billion in U.S. exports to China as well, since China would almost certainly seek, and find, new import sources in countries that do not have a de facto prohibition on their exports. Finally, withdrawal of China MFN treatment would raise prices and lower quality of goods pur- chased by U.S. consumers with a limited per capita income because, in many cases, similar low-cost, good-quality merchandise is simply not available from other manufacturers, either domestically or inter- nationally. Trade sanctions imposed for foreign policy purposes have a poor history of effectiveness beyond serving as symbolic gestures at the expense of irreparable injury to U.S. small business, a reduction in U.S. foreign market share, and higher prices for American consumers. The influx of free-market ideas and a higher standard of living brought about by the opening of trade a decade ago may have been the most important impetus to the democratic movement that erupted a year ago in China. Likewise, a cut off in trade and withdrawal of Western economic influence in China could precipitate further political re- pression of and economic injury to the most liberal, entrepreneurial sectors of the Chinese economy. Therefore, I respectfully request that the President renew an an- nual waiver for MFN treatment for China, and, in the event of con- gressional disapproval, veto a congressional resolution. C. 20500 Dear Mr. Sununu: Our employees and those who depend on them in our communities very seriously need your help regarding a much needed change in the Title V or "acid rain" provisions of H. .R. 3030, which has been reported out of the House Energy and Commerce Committee. We recently met with the President and Chief Operating Officer of a major Midwest electrical utility and his staff to show that it will be $20.87 per ton of coal less expensive for him to install scrubbers on existing coal-fired units, rather than switch to the closest, lowest cost low sulfur coal with the implementation of the Phase I "acid rain" requirements of H. R. 3030 in 1995. The electric utility President responded that, due to requirements of the utility regulators in his state, they would have no funds to install scrubbers on their plants in 1995, that they have not considered scrubbers, nor will they; and that they will switch to low sulfur coal irrespective of the price difference in 1995. Furthermore, he explained that he would shut down his coal-fired units, which are providing the lowest electricity cost in his system, when the Phase II requirements become effective in 2000. This is exactly what I explained would happen in my attached October 30, 1989 letter to Committee Chairman, John D. Dingell, and to all members of the United States Congress and Senate. In order to avoid locking out up to two-thirds of our Country's coal from the National energy mix and avoid the destruction of 1,260,000 jobs in America, three major items must be included in any Clean Air Act Amendment legislation enacted by the House: 1. The provision in the House bill whereby the Governor of a state has the right to intervene if the "acid rain" requirements of Title V of H.R. 3030 cause economic disruption or significant job losses must be retained in the House Bill and in any final legislation that results from a House/Senate conference. A provision must be included in the House bill and in any final legislation from a House/Senate conference to allow an electric utility a true freedom of choice and to obtain a waiver of the 1995, Phase I, 2.5 pounds of sulfur dioxide per million BTU emission requirements, if they commit by that time to the full 1.2 pounds sulfur dioxide per million BTU level by the year 2000. As presently drafted, both Bills mandate fuel switching to low sulfur coal or natural gas in 1995 and preempt the use of clean coal technology. Targeting fewer power plants in 1995 would also have the same effect. Simply stated, the 1995 sulfur dioxide requirements must be delayed to 2000 so that clean coal technology, which will not be available until 1997 and beyond, can be utilized. This will eliminate the devastating job losses, business failures, and economic disruptions that will occur in 1995 under the presently proposed "acid rain" legislation. 3. The provision included in the draft of H.R.3030 passed by the Energy and Commerce Committee providing for use of clean coal technology funds for stacked gas scrubbers (the Amendment of Congressman Sharp) must be retained in final legislation. This, too, will mitigate job losses and economic disruptions resulting from this Bill. Trade sanctions imposed for foreign policy purposes have a poor his- tory of effectiveness beyond serving as symbolic gestures at the ex- pense of irreparable injury to U.S. small business, a reduction in U.S. foreign market share, and higher prices for American consumers. The influx of free-market ideas and a higher standard of living brought about by the opening of trade a decade ago may have been the most important impetus to the democratic movement that erupted a year ago in China. Likewise, a cut off in trade and withdrawal of Western economic influence in China could precipitate further political re- pression of and economic injury to the most liberal, entrepreneurial sectors of the Chinese economy. I know it is presumptuous of me to write you however, I need your help. You may recall when I petitioned you for a position on the Chiropractic Board that I listed on my resume that I am a trustee of a chiropractic college in Pennsylvania. Be that as it may, I am and we need help. I humbly ask your help in seeking an expeditious resolution of the matter between the United States Department of Education (ED) and the Pennsylvania College of Straight Chiropractic (PCSC). The issue involves the institutional eligibility of PCSC to obtain Federal financial assistance for its eligible students pursuant to Title IV of the Higher Education Act of 1965, as amended. As stated in a Final Determination Letter from the Inspector General dated September 25, 1987, it was determined that PCSC "had failed to qualify as an eligible institution from March 1981, through June 1984, and was liable to ED for repayment of all funds it or its students had received during that period. The determination, affirmed by Administrative Law Judge Walter J. Alprin is in the sum of $3,048,706 of principal and the sum of $1,195,385 of interest and special allowances paid by ED. PCSC's appeal does not question the findings of either the Inspector General or the Administrative Law Judge, but , rather , the underlying amoral aspects and apparent disregard for justice of the proposed penalty in the form of its potential negative impact upon the future of the students of PCSC. Because of the uncommon and disruptive historical circumstances that created this matter, (which you may recall) but were not within the span of control of the present administration of PCSC, the appeal must be made on a level above and beyond the normal scope of the law. PCSC is a non-profit, non proprietary, tax exempt co-educational institution offering a resident course leading to the degree , Doctor of Chiropractic. PCSC is one of the seventeen chiropractic colleges located throughout the United States. The College is situated at 7500 Germantown Avenue, Philadelphia, Pennsylvania. The College serves the entire Northeastern sector of the Country. of Straight Chiropractic. It was an unaccredited The institution in the matter was originally nameditution Instichte sought to acquire Federal financial assistance for its students through the alternative 3IC method. As a result of internal management ineptitude during its early years, in 1984, ADIO underwent a complete reorganization of its administrative structure including a name change to the Pennsylvania College of Straight Chiropractic, a total revamping of its Board of Trustees, the release of two CEO's and a restructuring of its managerial procedures. It appears to be the assumption of the Inspector General that the funds in this matter were directly disbursed to ADIO Institute of Straight Chiropractic, thereby making ADIO Institute completely liable for the expenditure of the funds. This assumption is erroneous (refer to $682.607 under Title IV of the Higher Education Act of 1965). ADIO served as an intermediary, not a broker, it served only to validate the authenticity of a student's matriculation. The loans were between the student and an independent agency. At any rate , all funds were delivered to matriculants and students dispensed the funds according to their educational priorities, which may or may not have been directed toward the college. Although the administration of ADIO Institute may have acted impudently, it was in no way guilty of fraudulent behavior, as implied in the audit report. ADIO acted in good faith, submitted appropriate documentation to the Department of Education in a timely manner, and it provided the education in chiropractic as defined in its catalogue. ADIO assumed that approval for eligibility to participate in the Federal Programs of aid to education as cited in the letter dated March 4, 1981, from ED to ADIO was self-evident and viable. ADIO proceeded accordingly throughout the eligibility period, 1981-84. The funds were used solely to provide educational services to the students who received them. There was no extraordinary institutional or personal gains acquired from these funds. The students in this case used their Federally assisted finances to acquire the degree, Doctor of Chiropractic. They are no longer affiliated (other than in as "adopted" alumni) with PCSC. In all probability, most if not all, of those students have begun or completed the repayment of these loans. PCSC's annual loan default rate as reported by the Pennsylvania Department of Higher Education is less than 5%. The salient points if this matter may be summarized accordingly: 1. the matter occurred between March, 1981 through June 1984, 2. the matter occurred in the early years of ADIO Institute as it attempted to gain solid footing as a College of Chiropractic. -3- 3. Federally financed assistance funds were awarded to matriculants of ADIO, 4. three years after the matter, these funds were deemed by the Inspector students, General to be inappropriately awarded to ADIO 5. seven years after the matter, it was determined that ADIO (now Pennsylvania College of Straight Chiropractic) must repay to ED the total amount of funds ($3,048,708 principal and $1,195,385 interest), 6. none of the principals involved in the matter are currently with PCSC, therefore, any punitive measures would be assessed against innocents only, 7. PCSC is a struggling college, just capable of maintaining financial solvency, any punitive measures related to finances would force the College into bankruptcy. Regardless of the resolution of this case, PCSC has. been immeasurably impaired by the actions of the Inspector General. Enrollment declined and therefore , income decreased. Faculty lost jobs. Administrative salaries were cut. During the period of economic decline, PCSC accumulated an indebtedness of over $400,000 PCSC lost prestige and professional status as well. John, my request herein is for your support in the expeditious and fair resolution of this matter. A resolution that will permit the college to continue to serve the public as a provider of chiropractic education, as it has since 1977. Naturally, I am very concerned about the impact of the determination on current students and administrators , who were not associated with the institution between 1981 and 1984. Huber to the Tennessee Valley Authority. Since we last talked, I have enlisted the support of Don Sundquist and Howard Baker for my candidate. Also Kentucky Democratic Congressman Carroll Hubbard, whose district is most affected by TVA, is supporting Dave. However, Tennessee Democratic Congressman Jim Cooper, using the phony issues of competency and cronyism, is attempting to publicly trash Dave Huber. The reason for my recommendation here is that a current TVA Director told me that what they needed most was a "generalist" with management experience. Dave's unique blend of public/private and management/legal experience qualifies him for the job. John, I view Cooper's attacks as purely political, but minor. Nonetheless, I wanted to bring this to your attention along with two recent Louisville Courier Journal editorials commenting on Dave's qualifications. The Courier, a liberal Democratic paper which did not support me, said about Dave: And Mr. Huber, who worked for Sen. McConnell in county government and in Washington, and served as an assistant U.S. attorney, has proved himself a highly competent public official. The solution is to maintain the current water level of Lake Oahe for the next thirty days so that hundreds of millions of fish eggs can hatch. Please intervene for us with the Army Corps of Engineers. Help us convince them to slow down the releases of water from Lake Oahe. Instead of releasing 27,000 cubic feet of water per second, we want them to release 22,000 cubic feet per second. On a river as large as the Missouri River, that is a small concession to make for a short period of time that will have tremendous positive results. Irrigation was supposed to be so successful that it would cause a projected annual hauling of 13 million tons of grain and other products on tows and barges from Sioux City to Kansas City. Therefore, the Army Corps of Engineers has always given preference to navigation in the way it has managed the flow of the Missouri River so that tows and barges could operate between Sioux City and Kansas City. As a result, the tow/barge industry on that portion of the river is one of the most heavily government subsidized businesses in America. But, only a tiny percentage of those irrigation opportunities became reality. Tows and barges carry only two million tons of grain annually from Sioux City to Kansas City. However, fishing on the Missouri River has exploded into a tremendous growth industry. Accordingly, South Dakota has spent millions of dollars in and recreational fishing. the last ten years to support, accelerate, enhance and promote. the Oahe fishery The positive results of all those efforts and all of that money could now be quickly wiped out by the third consecutive year of drought if the Corps of Engineers does not maintain current Lake Oahe water levels for the next thirty days. We are very concerned about an action that the FDA has proposed -- banning gentian violet, a product that has been used successfully in the poultry industry for over 40 years. If this occurs, the cost of producing a dozen eggs will increase at least 2 cents per dozen, which will translate into a cost to the consumer of at least 4 to 5 cents per dozen. Additionally, the cost to produce chickens and turkeys will increase at least 1 and 1/2 cents per pound which will translate into a 3 cents per pound increase to the consumer. Economists predict that this one change in regulation will cost the economy over $300,000,000. FDA has indicated that they calculate the economic cost to be only $5,000,000. FDA is not familiar with production costs associated with the poultry and egg industries since there are NO REPLACEMENTS for gentian violet. Gentian violet has been shown to be both safe and effective by the top poultry scientists and toxicologists in the United States. Sumumu Chief of Staff The White House Washington, D.C. 20500 Dear Governor: Thank you for my appointment with Hanns Kuttner when I was in Washington last week to chair the banquet of the National Managed Health Care Congress and introduce my friend, Mrs. Finestone, M.P. who spoke on the Canadian health system. I explained to Mr. Kuttner that, had I been able to see you, I would have suggested that the position of Presidential Adviser on the Elderly, which President Reagan abolished, be re-established. With the forth- coming 1991 White House Conference on Aging (WHCOA) and the increasing im- portance and growing numbers of older Americans, the time is favorable, if not indeed mandatory. The recently released Pepper (Rockefeller) Commission Report, while failing to offer any program for implementation, contains a shopping list of prob- lems confronting America's elders. I need not repeat the litany of issues but would call attention to one just beginning to surface which will generate a heated national debate in the months to come, viz., euthanasia or, as it is euphemistically styled, "the right to die." The mistakes made at the 1981 WHCOA, at which I headed the Massachusetts dele- gation, embarrassed the Reagan administration. These gaffes can be avoided next year if there is someone with long experience in the field of aging to advise the President. I suggested to Mr. Kuttner that I would welcome this appointment. As Governor Ed King's Secretary of Elder Affairs in Massachusetts, I inherited a department described in the press as in "complete disarray* and made it into a national model for dealing with the problems of senior citizens and one which attracted international attention as well. Mr. Kuttner agreed that my proposal made sense and would report it to Mr. Ron Kaufman and, presumably, through him to you. I also saw Congressman John Paul Hammerschmidt of Arkansas, a fellow member of mine on the Advisory Board of the Mildred and Claude Pepper Foundation and whom I had first met in London at an Inter-Parliamentary Union Conference. Knowing of my wide experience, he graciously volunteered to speak to Mr. Kaufman and also to President Bush when he meets with him in a couple of weeks. A responsible agenda for the elderly needs to be developed, and elders need to become aware of the problems of others, not just their own. The 1981 WHCOA was too strong armed and totally alienated many people who did not come to Washing- ton to fight. In the hands of knowledgable, tactful, and diplomatic role models, dissent can be handled and channeled along with many other constructive points of view to reach a workable consensus which can serve as a testament to good Thomas H.D. REFERENCE: Intolerable banking situation in New Hampshire Dear John: I thought that you might be interested in last week Thursday night's auction page in the Union Leader, which has grown from about two pages of antique auctions and 1/2 page of foreclosures a year or so ago, to today's condition in excess of six pages of foreclosures each week. Contrary to what some people may think in Washington, D.C., that there is not a recession up here, there is an outright depression. In addition to construction and housing builders not being able to get mortgages, it is now at a point where lines of credit for retail and service businesses are being shut off. Correspondingly to astronomical increases in the numbers of foreclosures, the bankruptcies have accelerated at an unheard of rate in late 1989 and early 1990. Both in commercial and real estate areas, potential buyers and tenants have joined in the negative feeding frenzy by saying, "I'm waiting until there is more blood in the streets." Hopefully, your office and the bank regulators will take some positive steps prior to the construction, real estate, and banking industries all going down the drain up here. During its seven-year existence, AmCham Egypt has developed and maintained excellent relations with the business community and the government. The Board of Governors of the American Chamber of Commerce in Egypt will be heading a delegation consisting of American and Egyptian private sector businessmen to Washington, DC, the week commencing April 30, 1990. This marks the sixth successive year that representatives of the Chamber have travelled to Washington, DC to meet with high-level US government officials and business leaders. Our primary objective is to reinforce and enhance US/Egypt economic and business relations. To this end, we plan to meet and discuss the vital role played by the private sector in Egypt and to underline the seriousness of Egypt's commitment to greater economic prosperity while emphasizing the importance of US support for such policies. In this regard, I would recommend for membership on the Council Mrs. Cathy B. Novinger, Senior Vice President for Administration, Economic Development and Government Affairs, of SCANA Corporation. SCANA is the holding company for South Carolina Electric and Gas Company. Mrs. Novinger chairs EEI's Rural Development Task Force. In her position at SCANA, Mrs. Novinger manages substantial rural economic development efforts in South Carolina. Last year, the company participated in 15 local government projects, many of which were directed at rural areas. In addition, Mrs. Novinger focused SCANA's Summer Foundation on South Carolina's rural development needs. She is also a Board member of the U.S. Business and Industry Council, and chairs South Carolina's Rural Revitalization Foundation. The enclosed resume indicates the full extent of Mrs. Novinger's substantial rural and economic development experience.
