Public Affairs of the Orthodox Union, which represents some
one thousand synagogues across America, and hope that we
could arrange a mutually convenient time to meet. I'll

you guessed it, a sparrow.

On behalf of the Penn in Washington Program, I invite you to share your thoughts and
expertise with a group of University of Pennsylvania students who will be spending
this summer as interns in Washington, DC. The Penn in Washington Program is
designed to acquaint Penn students with the political and cultural life of
Washington by providing them with a series of informal discussion sessions with
Washington leaders. In the past, these leaders have come from all branches of
government, as well as major cultural and communications centers. This year we hope
to have the privilege of including you among those participating in our program.
Our sessions consist of informal comments followed by a question and answer period.
Each is usually held in the individual's office and is attended by approximately 15
students.
We would be grateful if you would hold one of these sessions this summer in your
office, between June 18 and August 3. The precise time, date, location and topic
can be set according to your preference and convenience. I am asking Deb Hamilton,
our program coordinator, to contact your office to see if a session can be arranged.

Dear John:
The Harlem International Trade Center project that we spoke
about recently is really on the move. The managers of the
$135 million Center, a 30-story office tower, hotel and retail
complex in the center of Harlem, are poised for
groundbreaking in April 1991 and completion in two years.
Our management team has pulled together most of the
necessary components to complete the project: in the private
sector, Millstein and Saady, the international developers,
have signed on to build the project with a $50 million
commitment, the State of New York, whose Governor Cuomo
enthusiastically supports the project, has signed on to an
investment of $50 million through the Port Authority of New
York and New Jersey.
Elsewhere in the state, the project also has attracted the
strong backing of Vincent Tese, Commissioner of the State
Department of Economic Development and Chairman of the
Urban Development Corporation, with whom we are working
to attract rentals by state agencies concerned with
international trade. Of course, one of our most hearty
boosters is Mayor David Dinkins, whose office is also
cooperating with us to attract city government lessors.
Several federal agencies, notably Customs and the INS, have
expressed a serious desire to locate offices in the Center, and
the Congress has passed legislation authorizing the lease by
GSA of 200,000 square feet of space. Customs Commissioner
Carol Hallett and Regional Commissioner Edward Kwas have
worked very closely with us, of course. The Trade Center has
also enjoyed visits by several prominent officials of your
Administration, including Agriculture Secretary Clayton
Yeutter and Housing and Urban Development Secretary Jack
Kemp. Trade Ambassador Carla Hills has also expressed her
support of the project, as has Commerce Secretary
Mosbacher.
Our leasing team is in various stages of contact with the
appropriate agencies of most of these departments for the
purpose of soliciting their interest in occupying space in the
Trade Center. We will aggressively continue this process.
What is needed now is the clear commitment of your office to
this project so that we can work in concert with Bill Diamond,
GSA's Regional Administrator in New York, to work out GSA's
lease arrangements with the Trade Center. At this crucial
point in development of the project, a GSA commitment to
lease the 200,000 square feet would trigger all other
necessary components, including lease arrangements with
the various interested federal agencies.
In your April 4 note to me, you identified Bill Diamond as
your point man on this project. He certainly has been helpful
in supporting our access to various federal agencies who
have subsequently expressed their interest in the Center. We
look forward to working with him and GSA now to take this
project into its final phase.
John, with the scheduled start of construction bearing down
on us, there is obviously some urgency to this matter. I look
forward to hearing from you soon and to benefitting from
your advice and direction.
Let me assure you, this project will not only be a boon to the
interest of trade development with the Third World, it will be
a showcase that will bring great credit to your
Administration.

Dear Dr. Sununu:
I thought you might enjoy seeing the amount of interest a small New Hampshire company is generating
throughout the world! You might also find it interesting that we had to go outside the United States to find
someone that might be interested in doing a possible joint venture in the Soviet Union. Although I
(personally) only contacted three companies, BOSMOSCO contacted a far larger number, many of which were
'mega-companies', and the answers were all the same; a resounding NO! No in the U.S. but great interest
in Japan, Finland and the 'new' Germany.
It's interesting to note that American companies thought that we were too good to be true and, for all
practical purposes, dismissed it out of hand....yet Japanese, Soviet, British and German companies all thought
of it as "just another example of fine American thinking" and accepted it at face value. In fact, they are
pursuing us.
I am afraid that America's companies, who sit back and condemn the foreign ones for 'invading' the United
States, will totally miss the boat on the in the Soviet Union, one of the greatest new markets to open in our
lifetime! Or, of even greater importance, THE opportunity to show the leaders and citizens of the Soviet
Union just how well free enterprise works....and who managed to make it possible!
As I would still like to make it an 'all American deal', I would be most interested in hearing any suggestions
you may have!
You're bringing much credit to New Hampshire; please keep up the good work!

Dear Mr. Sununu:
My recent letter sent to President Bush wherein I requested a meeting between the
President and VFW Commander-in-Chief Wally Hogan has been answered by Joseph W.
Hagin II. Attached is a copy of his "form letter" response. Since Commander Hogan's
term of office terminates in mid-August, it seems obvious that he will not be afforded
the courtesy that every VFW Commander-in-Chief has been afforded during my
affiliation with the VFW, i.e., a meeting with the President of the United States. I have
so informed Commander-in-Chief Hogan.
Mr. Sununu, I would be less than honest if I did not express my personal disappointment,
as well as the extreme displeasure of the entire VFW, over this unexpected turn of
events. As the VFW Commander-in-Chief during the 1988 Presidential campaign, I
urged the VFW-PAC to endorse then Vice President Bush for the Office of President of
the United States. They did SO. As you may recall, this endorsement was made at a
time when then Vice President Bush was at least ten points behind Governor Dukakis in
all major polls. To my knowledge we were the first (and indeed, the only) major
veterans' organization to publicly endorse President Bush for election to the office he
now holds. Needless to say, all 2.2 million VFW members did not agree with the
VFW-PAC endorsement.
Nevertheless we got involved--politically--and at a critical and important time. Both I,
as VFW Commander-in-Chief and Wally Hogan, then serving as our Senior Vice
Commander-in-Chief traveled extensively throughout the country during the campaign
days. We were naturally asked to discuss and to justify our VFW-PAC endorsement. We
were happy to do so because of our belief that political involvement was necessary and
that such action was in the best interest of our country and her veterans. We were both
well aware of Mr. Bush's reputation as a man who remembers and treasures his friends.
Never did I suspect that individual efforts would so quickly be forgotten or that our
organization would simply be ignored.

Let me list what I consider to be other important VFW contributions to this
Administration. Our 1988 National Convention in Chicago provided then Candidate Bush
a major forum immediately after the Republican National Convention and we accorded
him an enthusiastic welcome. We next provided a forum for Vice President Quayle and,
in my opinion, gave him a certain credibility with the veterans community at a time
when the appropriateness of his Indiana National Guard service was called into
question. As a Vietnam veteran, I personally wrote and delivered the introductory
remarks when Senator Quayle appeared at our Convention. These are the kinds of
contributions we in the VFW made when the chips were down.
Since the election, the reception we have gotten (both as VFW members and veterans)
has been less than satisfactory. As one example, I was forced to raise hell with what
seemed like half the White House staff simply to get my letter answered--much less
finally get a speaker-- for our annual Washington Conference last March. I have had the
opportunity to express these and other concerns over certain policies, decisions,
committees, etc. to Secretary Derwinski. Although I do not feel my concerns have been
addressed in a meaningful way, he has at least shown the courtesy of listening. I am
disheartened by the relationship which has developed between this Administration and
the VFW. We deserve better.

I am writing to you regarding the Civil Rights Act of 1990.
I am deeply committed to protecting the civil rights of all Americans
and in that regard, the Mead Corporation has adopted strong policies
to assure that our hiring and employment practices are fair.
I have followed the progress of this year's Civil Rights Act and want
to express my strong support of the principles which President Bush
outlined in last week's Rose Garden ceremony. Legislation should not
lead to quotas, either directly or indirectly, in corporate employ-
ment practices. Unfortunately, the bill's language of "substantial
and demonstrable" relationship to "effective" job performance would
raise the spectre of just such quotas. And I believe civil rights
would not benefit from legislation which would "encourage litigation
at the expense of conciliation, mediation or settlement". Similarly,
the bill's provision providing jury trials and punitive and compensa-
tory damages would encourage such litigation.
The President is right on target on these issues and I hope that you
can encourage him to stick to these principles. The legislation as
drafted would have a negative impact on employment practices and I
want you to know that you have support from responsible American
business.

I happened to notice the President's speech in South Carolina
over the weekend calling for expanded private sector initiatives
to assist the Eastern nations.
Our University--Regent University--has just concluded a seminar
in business techniques for prospective Polish entrepreneurs. We
had 100 students in attendance and will be awarding 25 scholar-
ships this fall for full-time students. The Minister of
Education of Poland said that we were the only University to
present a workable option for a presence in Poland. In two weeks
we are having a similar seminar in Yugoslavia.
It is our intention to open a satellite campus of our University
in Prague in 1991. In the meantime we are offering 100 full
scholarships to students seeking master's degrees in business,
communications, education, law and government, and theology from
Poland, Hungry, Czechoslovakia, and Romania this fall.
Beyond that, I am taking a close friend who owns the produce
markets in Boston, Miami and Houston to both Romania and Poland
to help them reorganize the distribution system for their agri-
cultural products both internally and for export.

After the June elections we will be taking two or three of our
FCC attorneys to Czechoslovakia to assist their government in
writing communications law.

Edward L. Flippen has already been interviewed, evaluated and
investigated by the proper administration officials for a potential
appointment to the Federal Energy Regulatory Commission. His resume
and his credentials speak for themselves and speak very well. Mr.
Flippen is an experienced and knowledgable partner with the legal
firm of Mays & Valentine in Richmond, Virginia.
His record is well documented. His background fits perfectly into
the scenario of balance on the Federal Energy Regulatory Commission.

It was a pleasure seeing you at the Derby and having an
opportunity to talk. As you recall, we discussed the Vote
America event, and I was surprised upon my return to learn that
somehow minds had been changed regarding its scheduling.
John, I know the demands on the President's time are tremendous.
I simply want you to know how critically important this event is
to me personally, and to the work we are doing across the country
with Vote America.
I will tell you honestly, the program cannot survive without the
support generated by being able to honor our participants at the
White House. This has always been our one event during the year,
and it has become a symbol of the President's strong belief in
the program.
For years now, I have voluntarily given of my time to this cause,
more than any other charitable cause with which I am involved,
because I believe it focuses on the most fundamental freedom we
have in this country today. In this year, with what seems to be
the entire world rushing to emulate America's democratic success,
the fact that half the people of America do not vote is a
national tragedy. I believe what we are trying to accomplish is
important and unique to the future of our country.

During my tenure as a Vice President and President of the International
Association of Chiefs of Police, I came to know Mr. Hiroshi Hitotsuyanagi,
Advisor to the Chairman Emeritus and Representative Director of NEC
Corporation, and Archbishop Seiyu Kiriyama, President of Agon-shu, and
President of the Nihon Meditation Center. (Background information enclosed.)
Mr. Hitotsuyanagi has been instrumental in the development of the
Automated Fingerprint Identification System (AFIS). and has also been an
ardent supporter of the International Association of Chiefs of Police as well
as law enforcement in general. He most recently, along with Archbishop
Kiriyama, President of Agon-shu and President of the Nihon Meditation Center,
was instrumental in the establishment of the Japanese American Agon Friendship
Foundation for the purpose of providing financial assistance to families of
law enforcement officers at all levels of government in the United States who
give their lives in connection with official felony investigations.
Recently, when I was with Mr. Hitotsuyanagi here in New Hampshire, he
expressed his admiration for you and inquired whether or not I knew you. I,
of course, acknowledged that I knew you, had supported you, and expressed our
usual New Hampshire pride about your accomplishments.
Subsequently, I received a call from an aide to Mr. Hitotsuyanagi asking
if I would make an effort to arrange for Mr. Hitotsuyanagi and Archbishop
Kiriyama to meet with you for a photo session. They will both be in the
Washington area for a reception being held on May 15th in honor of the
Japanese American Agon Friendship Foundation and Archbishop Kiriyama to which
you have been invited. I would therefore like to request on their behalf that

I would like it to be known that I strongly recommend, in the
highest possible terms, Mr. James T. Hemphill for the position of
Deputy Solicitor for the Department of the Interior. Mr. Hemphill is
most suited for this position because of his realm of knowledge and
personal experience with issues directly relating to the Department of
the Interior.
Mr. Hemphill served as General Counsel of Consolidation Coal
Company from 1975 to 1980. Considering that Consolidation Coal is the
largest coal company in the United States, Mr. Hemphill was able to
seize an assortment of practical knowledge and valuable experience by
serving in a management position with them. He was accountable for
supervising the internal corporate and legal staff, which included
contact with both the private sector and the government. In addition
to his management and labor experience, Mr. Hemphill has an ample
background in government relations and related associations. His work
with lobbying and other political and educational associations was
instrumental in obtaining construction of federal legislation to
further the advancement of the company he represented.
On a personal level, I have known Jim for a number of years and
have every confidence in his capabilities. His intelligence, insight,
and sense of responsibility enables him to accomplish any task set
before him.
It is without hesitation that I recommend Mr. James T. Hemphill
for Deputy Solicitor. I hope that you will give Mr. Hemphill's

The Diocesan Camps Alumni and Development Association is an
organization committed to the two Catholic summer camps of New
Hampshire, Camp Fatima for Boys and Camp Bernadette for Girls. The
purpose of the association is twofold: To create financial support for
the future of the camps and to provide children who normally could not
afford a camp experience the opportunity to attend camp. We hope to
provide camperships for several children each summer for years to come.
I would like you to invite you to join the Diocesan Camps Alumni
and Development Association. As an influential Catholic and a man whose
children have benefitted from Camp Fatima, your acceptance of our
invitation would be an honor. In addition, as a tribute to your
dedication to the state of New Hampshire and to the Diocesan Camps over
the years, we would like to sponsor a child of your choice to attend
either Camp Fatima or Bernadette for a two week session on a campership
provided by the association. Understandably, this child should reside
in New Hampshire and should be chosen on the basis of need.
In order to clarify the details of this invitation, we would like

Last Sunday the enclosed article was published in the Indiana Star. I regularly see this data
published in the Federal Reserve Bulletin. However, I rarely see this information brought to the
public's attention.
Our government is simply out-of-control! Our leadership should be taken to task for its
gross mismanagement of it's citizen's property. This is worse than stealing! What it boils down to,
is corrupt confiscation and squandering of private property.
I beg you to triple your efforts in your attempts to get this mess under control. Our citizens
deserve better than a $2,999,815,000,000.00 deficit! Regardless of the "good" intentions, there is
no evidence that the federal government, or any government, can allocate resources effectively.
Limited government, protection of personal property, liberty and a free market place are the only
ways to insure our freedom and economic prosperity.

Dear Governor Sununu:
Thanks for your note about my letter to the President.
I am quite familiar with John Frohnmayer's release that you
enclosed and that he circulated to all Members of Congress three
weeks ago. It emphatically does not refute my contention that
John has refused to say that the types of things NEA has funded
will not be funded again. That is because John understands
"obscenity" to mean something entirely different than what you, I
and the President understand it to mean, when he says that he is
"unequivocally opposed to government funding of obscenities."
The last paragraph of the release is the tipoff. He says,
"Art and obscenity are opposites." In other words, whatever is
art cannot be obscenity, and vice versa. John made his personal
definition of obscenity clear in another statement he distributed
to Congress: "And if a panel finds there is serious artistic
intent and quality in a particular piece of work, then by
definition that is not going to be obscene." (emphasis added).
This definition necessarily excludes everything NEA has ever
funded from being "obscene" in John's understanding.
Given John's definition, it should come as no surprise that
when Senator Nancy Kassebaum asked John whether he would fund the
infamous Mapplethorpe retrospective today, he didn't answer the
question directly. Instead, he implied that he would fund this
sexually graphic subject of a child pornography indictment when he
replied, "There are books in there [a library] you may find
offensive, but you don't have to check them out or read them. It
is a quite different thing to say, however, that those books
should not be in a library." And, of course, neither John's
release nor anything else he has said addresses the President's
stated objections to "blasphemous" art.
Even if the NEA chairman were completely committed to
stopping federal funding for the works to which the President
objects, he simply doesn't have the authority to do so under
current law. Nothing in John's release or any other NEA document
I have seen contradicts this central point: under current law,
the only grounds he has for overturning a peer review panel
decision is on the basis of "artistic merit." He has no authority
to deny funding to any work for being sexually graphic or
blasphemous, or even for containing child pornography, if the work

Should the NEA Chairman have that authority?
I think you can help clear this up by asking John two
questions. First, ask him whether there is anything the NEA has
ever funded that he, himself, would consider obscene. Second,
ask whether he has the authority to refuse federal funding for any
work on the grounds of being "blasphemous" or "sacrilegious." I
expect you will find the answers quite reyealing.

Dear Governor Sununu:
I am writing on behalf of John Bertrand of Local 14 of the
Operating Engineers Union in New York. As you will remember, John was
one of the key regional labor leaders who comprised our labor advisory
council during the campaign. You, along with the President-elect, the
Vice President-elect and me, met with John and the other labor leaders
at the Old Executive Office Building in December of 1988.
A special situation has arisen concerning John and he has asked
for my assistance in bringing it to your attention. In the spring of
1989, the leadership of Local 14 changed hands. John, who served as
the Local's political and government relations director and reported
directly to the Local's president, was dismissed by the new leadership.
Although there were a number of factors involved, in my judgment, the
main reason for John's dismissal after 26 years was his many years of
hard work and support for the Republican Party and Republican
candidates including George Bush. John is now back operating a crane
in the New York area and working only sporadically. The new leadership
of Local 14 determines his work schedule.
When the changes took place at Local 14, John contacted both me
and Mark Rodgers, the campaign's labor advisor, about the possibility
of obtaining a position in the new administration. John's information
was forwarded by me to the Office of Presidential Personnel and he was
targeted for a possible position in the New York regional office of
HUD. John's twenty-plus years experience in the building trades
working with local, state and federal government, contractors and
developers, community and civic organizations makes him an ideal
candidate to serve as an assistant to the regional administrator. John
met with HUD's White House liaison in the fall of 1989. Then, after
more than eight months of patiently waiting, John met in January, 1990
with the newly appointed HUD regional administrator. Since then he has
heard nothing.
John's situation has become a visable test case for those few
Republican activists within organized labor. He has worked tirelessly
and effectively for Republicans for decades. His support of President
he Republican party in the last national election has clearly
se consequences for him. While we cannot immunize all our
from such retribution, I would like to think that John's 26
of activism within the party counts for something. Many in
both our friends and enemies, are anxious to learn the outcome
this matter.
I would very much appreciate your personal attention to John's
situation. His appointment to such a position within the Regional
Office at HUD would be entirely appropriate given his lifetime
experience in the building trades. I would be pleased to respond to
any questions you might have concerning his situation and am willing to
do whatever you recommend to further his chances for appointment to the
HUD regional position.

The Democratic Primary in Pennsylvania is May 15th and either of the
candidates running will be a formidable challenger. I am, therefore,
forced, once again, to raise a significant amount of money.
My campaign committee is planning to hold several small, high-dollar,
targeted Washington PAC fundraisers and I would be very grateful if you
would do me the honor of being the special guest at one of those events.
The date would be at your convenience from June 15th through September 15th,
except for those times when the House is in recess: July 1-9 and August 4-
September 4.
These gatherings would be small; there would be no more than 15 to 30 PAC
representatives in attendance. We can schedule a breakfast, lunch or evening
reception on Capitol Hill, whichever is most convenient for you. I know your
schedule probably would not permit you to stay for the entire event, but I
would appreciate it if you could come and mingle a bit, give a brief talk
and, perhaps, answer a question or two.

I represent Nashua Corporation located in Nashua, N.H.
I am writing this letter because Nashua Corporation is very much involved
in the National "Drug Free America" Red Ribbon Campaign. It is a bipartisan
national campaign for a Drug Free America involving the federal
government, private citizens, and businesses seeking to unite the nation in a
vigorous drug prevention effort.
The local organizations involved in this campaign are Students to Offset Peer
Pressure, (S.T.O.P.P.), which is an group of high school youth dedicated to
promoting a drug free environment by providing alternatives to drugs, and
Drug Abuse Resistance Education (D.A.R.E.) which is another local group
dedicated to promoting a drug free environment. Both receive heavy
involvement and, support from city and state government as well as local
industry.
Nashua Corporation has been recognized nationally as one of the business
leaders in the fight against drugs. We've also been recognized locally as a
leader among other corporations for our involvement in the "Red Ribbon
Campaign". We supply local schools and municipalities with banners, pins,
speakers, support, etc.
I am aware that our request is about seven months early, but in order to have
a well coordinated and successful week we need to start contacting
celebrities now. Would you be available during the week of October 22-26 or
any portion of that week to appear at various state grammar, middle and/or
high schools to speak to the students regarding drug abuse.
If so please let me know by return mail; once the schedule is set up I will
return a complete schedule to you.
Enclosed is an addressed Airborne envelope. All you need to do is to write
your response and enclose it in the mailer provided, call Airborne and they
will pick it up and return your response to us. Return postage has been
pre-paid.

On October 31, 1989, several members of Congress joined in a letter to the
President outlining several suggestions regarding the formation of an American Indian
Policy for the current Administration. On November 14 receipt of our letter was
acknowledged by Frederick D. McClure and we were informed that our suggestions
were shared with the President's advisors for their prompt and careful consideration.
Subsequently, I received a copy of a document by Lee Atwater entitled "Building a
Better America: Accomplishments of the Bush Administration". This document,
although impressive, fails to portray any accomplishments with regard to American
Indians and Alaska Natives.
Both the Nixon and Reagan Administrations issued major Indian policy statements.
The Nixon Indian Policy Statement articulates a policy of self-determination for Indians
and Indian tribes, and continues to form the basis for legislative and administrative
actions which allow Indians and tribes to assume more control over federal programs
which impact Indian communities and resources. The policy of self-determination has
allowed Indian communities to have a greater impact on the design and administration
of federal programs and services in Indian country.
The Reagan Indian Policy Statement reaffirmed the policy of self-determination
but augmented it with the policy of economic self-sufficiency for Indians and tribes.
During the last decade, many tribes took advantage of a combination of federal
programs and private sector funds and developed economic enterprises which have
improved the quality of life for their own communities as well as the neighboring non-
Indian communities.

I believe that we should reaffirm and build on these existing policies. Further, I
believe that a White House meeting with Indian leaders would assist the President in
this endeavor.
I appreciate your consideration of these thoughts, and my colleagues and I
welcome the chance for further discussion with the White House on these points.

This is in response to a question you raised at our meeting on Tuesday evening, March 20, with
the National Advisory Committee on Semiconductors. You were concerned that you were unable
to get a clear answer on the level of manufacture of TV sets in the United States. I said at the
time that this was a complex question. I have pulled together the attached information which, I
believe, is correct and comprehensible. The first page is a summary of the situation and the
following pages give some backup information. The key to this situation is that where a product
is bulky or fragile or both it makes sense to manufacture it close to its market.
My colleagues and I very much appreciated the time that you and Dick Darman spent with us on
the evening of the 20th. We felt that it was a very productive meeting. There were a number of
issues and questions raised at that meeting that we from the National Advisory Committee on
Semiconductors were unable to answer at the time. We plan to prepare concise answers to a
number of those questions and will transmit them to you as they become available.
As an Advisory Committee, we stand ready to help in any way that can strengthen the U.S.
semiconductor and electronics industry.

Re: Nuclear Power Plants/Irradiated Food
I wish to commend you and Admiral Watkins for your strong, unwavering
pro-nuclear positions regarding the Seabrook and Shoreham nuclear
power plants. Please keep up your opposition to the Governors of
Massachusetts and New York in this area. The vast, overwhelming body of
peer-reviewed, mainstream science supports the use of nuclear power.
We strongly urge the adoption of solid, mainstream science in all
regulatory matters and governmental policies. Keep up the good work!
In the event that you are not familiar with the American Council and
its publications on radiation, I am pleased to enclose copies of
recent booklets and magazine articles for your review.
Irradiated Food
I am also writing about the FDA's proposed approval of irradiated
poultry and the DOE's program of six demonstration food irradiation
units. This proposed approval and the DOE demonstration program have
been delayed excessively by a small, very vocal, heavily financed
group of persons having dubious credentials and prior associations.
Their leader is a New Jersey osteopath who practices "holistic,
alternative" medicine and uses much emotion, hyperbole, "toxic
terrorism" and pseudoscience in opposing irradiated food. The National
Health Federation, the leading group promoting health fraud and
nutrition quackery in the U.S., is promoting this osteopath and the
opposition to irradiated food. Please see ACSH's enclosed publication

and three other groups promoting health fraud and nutrition quackery
in the U.S.

I have written the attached letter to Dr. Louis W. Sullivan and
Mr James Benson to ask them to proceed with publication of the
approval of irradiated poultry in the Federal Register as soon as
possible. Our contacts in the scientific side of FDA and USDA tell us
that the approval announcement reportedly has been sitting in the
FDA's Office of Legal Counsel for at least 18 months. This approval
was slated for publication in the Federal Register during the last
several months of President Reagan's administration. It still is
unpublished!
Would you please try to break this logjam. This technology was started
by MIT's Dean Samuel C. Prescott in 1904 and widely developed by MIT
Professors Proctor, Goldblith, and Josephson in the 1943-1970 period.
This technology has been successfully adopted in over 25 foreign
countries beginning in 1958, and we still do not have it in the U.S.!
The U.S. taxpayer has spent $200 million 1990 dollars) to develop this
technology. It appears that the U.S. will be one of the last major
countries to adopt it. And we wonder why the U.S. is losing its
competitiveness!
Any assistance you can provide to expedite publication of this
approval for irradiated poultry will be greatly appreciated.

graduate student and have been a strong proponent of this technology
ever since. Once safety and efficacy have been established (which
already have been established), it is up to the consumer to determine
the rightful place of this technology in a free-market society.

assistance you promised with regard to development of the
Harlem International Trade Center.
The Harlem International Trade Center concept was
developed ten years ago and authorized legislatively, but its
progress has been slowed by Federal budget restraints.
Fortunately, with substantial involvement of the private
sector and state support, we have successfully pulled together
the necessary financial and developmental infrastructure--
including signing on a major development consortium--to
project completion of the trade complex by 1993.
The Trade Center will be a major complex of offices,
exhibition halls, retail space and a hotel, which by its very
nature will be a dynamic hub for stimulation of international
business as well as regeneration of the community in which
it is located. The offices will house foreign trade missions, U.S.
government agencies for trade and related affairs, other
offices of city, state and Federal government, as well as
private sector businesses. The hotel will provide a convenient
residence for foreign and domestic visitors.
The international developer, Morris Saady, who operates a
similar international trade center in Geneva, has committed
$50 million in joining a consortium of local organizations to
build the complex, whose construction alone will generate an
estimated 1,000 jobs.
In my view, the Trade Center meshes perfectly with our
nation's thrust to reduce the trade deficit with strong
outreach to the international community. With its focus on
the developing nations, the Trade Center will be an important
economic as well as political component in this nation's
dealings overseas. In the Caribbean and Puerto Rico, for
example, I foresee the Trade Center playing a valuable role in
achievement of our objectives through the Caribbean Basin
Initiative.
During its ten years of development, the Trade Center,
operating out of temporary offices in the Harlem State Office
Building, has already brokered more than $50 million of
international transactions and hosted over 20 visiting heads
of state, all of whom have expressed strong support of our
efforts and the national commitment that it represents.
Of course, we have received considerable help and promises
of participation from Washington. The 100th Congress passed
legislation authorizing the rental by Federal agencies of
200,000 square feet of office space (P.L. 100-637). In addition,
the Department of Commerce has been quite helpful in
assisting us to pull together a number of our trade missions.
Several other agencies, including the Small Business
Administration, the Immigration and Naturalization Service,
and especially the Bureau of Customs, are very anxious to
have space set aside for occupancy.
Throughout this process, Bill Diamond, General Services
Administration Regional Administrator, Region I, has been
most cooperative and has encouraged our access to Federal
agencies which might be interested in occupying space in
the Trade Center.
Your willingness to thank and to encourage Bill Diamond for
his support will go a long way in emphasizing the
Administration's support of our efforts in strengthening of
trade links with the developing nations.
Please thank the President and Mrs. Bush for their
hospitality which they so graciously extended Tuesday
evening.

You and I met in George Bush, Jr.'s office as the 1988 campaign was winding down. In
addition to campaign matters, we also discussed my role as a founder of ESPN, the cable
sports network.
Later, after you were named to your current position, we briefly exchanged
correspondence. In my letters, I expressed my strong support for your appointment and for
the President's firmly stated opposition to new taxes and/or tax increases. While it was
impossible to even consider supporting the Governor of Massachusetts in 1988, my
enthusiasm for the Bush campaign grew only after I carefully read the candidate's lips on
the tax issue.
Therefore, you can imagine how dismayed I was when I heard the Administration's
response to Congressman Rostenkowski's proposal. Especially troubling was the perception
that the President believed that Rostenkowski's approach should be supported to divert
attention from Senator Moynihan's tax-cut proposal. The Administration could not bc
further off base on this issue. You should support the tax cut and attack the
Rostenkowski plan.
To more clearly express my position. I have

As long as today's retirees and those about to retire are fully protected, the American
people will welcome a major overhaul of Social Security.

is to keep taxes--all taxes--as low as possible.

integrity of the negotiated amendments to S. 1630 now on the

First, let me apologize for attempting to reach you by
telephone twice in recent weeks. In retrospect, I have
concluded that neither call was essential, and you certainly
have better things to do than take calls from me that aren't!
So hereafter I have resolved to confine my phone calls to the
essential category.
This letter is simply to request that, if it is not
inconvenient, I be included among those invited to the state
dinner for State President de Klerk, if and when he is
invited to the United States.
I make this request because I have visited South Africa
on eight different occasions since 1962, and even written a
booklet on the subject of that country, and am regarded as
reasonably knowledgeable on the subject by the South Africans
themselves. Over the years I have met just about all of

Dear John:
I sincerely thank you for the encouragement and the
assistance you promised with regard to development of the
Harlem International Trade Center.
The Harlem International Trade Center concept was
developed ten years ago and authorized legislatively, but its
progress has been slowed by Federal budget restraints.
Fortunately, with substantial involvement of the private
sector and state support, we have successfully pulled together
the necessary financial and developmental infrastructure--
including signing on a major development consortium-to
project completion of the trade complex by 1993.
The Trade Center will be a major complex of offices,
exhibition halls, retail space and a hotel, which by its very
nature will be a dynamic hub for stimulation of international
business as well as regeneration of the community in which
it is located. The offices will house foreign trade missions, U.S.
government agencies for trade and related affairs, other
offices of city, state and Federal government, as well as
private sector businesses. The hotel will provide a convenient
residence for foreign and domestic visitors.
The international developer, Morris Saady, who operates a
similar international trade center in Geneva, has committed
$50 million in joining a consortium of local organizations to
build the complex, whose construction alone will generate an
estimated 1,000 jobs.
In my view, the Trade Center meshes perfectly with our
nation's thrust to reduce the trade deficit with strong
outreach to the international community. With its focus on
the developing nations, the Trade Center will be an important
economic as well as political component in this nation's
dealings overseas. In the Caribbean and Puerto Rico, for
example, I foresee the Trade Center playing a valuable role in
the
achievement of our objectives through the Caribbean Basin
Initiative.
During its ten years of development, the Trade Center,
operating out of temporary offices in the Harlem State Office
Building, has already brokered more than $50 million of
international transactions and hosted over 20 visiting heads
of state, all of whom have expressed strong support of our
efforts and the national commitment that it represents.
Of course, we have received considerable help and promises
of participation from Washington. The 100th Congress passed
legislation authorizing the rental by Federal agencies of
200,000 square feet of office space (P.L. 100-637). In addition,
the Department of Commerce has been quite helpful in
assisting us to pull together a number of our trade missions.
Several other agencies, including the Small Business
Administration, the Immigration and Naturalization Service,
and especially the Bureau of Customs, are very anxious to
have space set aside for occupancy.
Throughout this process, Bill Diamond, General Services
Administration Regional Administrator, Region I, has been
most cooperative and has encouraged our access to Federal
agencies which might be interested in occupying space in
the Trade Center.
Your willingness to thank and to encourage Bill Diamond for
his support will go a long way to emphasize the
Administration's support of our efforts to strengthen trade
links with the developing nations. Please let me know if
there is anything more we should be doing or if there is
someone in the Administration we should be talking with
about how best to develop the Trade Center.
Please thank the President and Mrs. Bush for their
hospitality which they so graciously extended Tuesday
evening.
