Dear John:
The members of the National Grain and Feed Association (NGFA) are shocked
with recent proposals which would impose a tax on the trading of futures
contracts. Futures contracts are a key tool which are routinely utilized by
our member firms in their grain merchandising activities as a mechanism for
managing risk. In addition, futures markets provide an efficient vehicle for
price discovery for agricultural commodities that are the basis for the high
quality food supply in the United States and much of the world.
The NGFA is a voluntary association of grain and feed firms with more
than 1,300 member companies ranging in size from the smallest country elevator
to the largest grain and feed complex. Included in our membership are country
and terminal elevators, merchandisers, processors and exporters.
The proposed taxes on futures trading would impose huge transaction
costs. In fact, such change could effectively raise the cost of trading by
as much as one-thousand percent, where a typical transaction could be a
brokerage fee of $35 and a federal transaction tax of $325. These suggested
taxes also overwhelm the true value of a futures contract to hedgers. The
value is more accurately judged on the basis of an adverse price change that
is avoided, not the absolute value of the underlying contract. Measured in
this way, the economic value to the futures hedger is ordinarily less than ten
percent of the value of the underlying contract (because most hedges are held
for a few weeks or months) and is often close to zero or even negative (which,
for hedgers is offset by a corresponding like gain in the cash market). In
any event, the proposed tax represents 6.5 cents per bushel which exceeds the
economic value of a large portion of futures transactions by hedgers.
Considering also the fact that total gross marketing margins charged by grain
elevators are commonly in a range about 10 cents per bushel (which includes
the cost of receiving, elevating, handling, shipping, marketing, and hedging),
adding another 6.5 cents per bushel could have a dramatic impact on marketing
costs and resultant farm prices.

The proposals under consideration would place the greatest burden on
independent traders who are the very entities that provide volume and
liquidity that are needed to sustain the market. These floor traders and day
traders normally seek as little as $10 to $20 profit per contract traded which
falls hopelessly short of the amount needed to pay the proposed transaction
tax. Thus, these traders would be forced to find another line of work, which
would reduce market efficiency demonstrably and widen the bid-ask spreads.
When faced with such a situation hedgers would then shift most of their
activity toward risk management vehicles outside the regulated marketplace.
As valuable as futures are to cash grain traders, there are other risk
management alternatives. Back-to-back trades in cash markets is one option.
Other futures markets outside the U.S. would also be developed quickly with
such a tax imposed on U.S. markets. The major outcome of this proposal would
be the competitive disadvantage it would create for the U.S. futures industry
relative to its rivals in Europe and Japan. We find it difficult to believe
that either Congress or the Administration wants to be held responsible for
the world center of this vital and innovative industry shifting from U.S.
cities to Tokyo, Paris, and London. But that is precisely what will occur if
this misguided concept is approved and such a result would certainly be
damaging to the interests of U.S. farmers.
We support your efforts to balance revenue and expenditures, but the
proposal to tax futures contracts would be highly destructive to both the U.S.
futures industry and the users of futures markets. This proposal should be
immediately removed from your budget deliberations.

be my guest of honor on Friday, October 19 in
Hyannis Port.
Bobby loved to challenge the best in all
of us, and SO I'm calling together the leaders
in business and government for friendly competition
on the course he loved. Playing together, we will
benefit the work of Bobby's Memorial, aiding people
all over the world who suffer defamation and torture
as they stand up for those basic human dignities
that all Americans share.
I hope you will team up your formidable
games with my hook and slice. Governor and Nancy,
together we can put Hyannisport on the map with
Augusta, Pebble Beach and Cypress Point.

fairways of the Hyannisport Club with its spectacular

Dear Governor Sununu,
I have watched closely the moves you have made
concerning the child care bills that are now in Conference
Committee between the House and the Senate.
I am very pleased with the stand you and President
Bush have made concerning these bills.
My association represents the 4500 proprietary child
care centers in the state of Texas and we are a part of
the National Child Care Association. We are all
tax paying citizens and are small businesses with many
being women and minority owned businesses. We have great
concerns about the care of America's children being taken
away from the centers the parents have chosen and that
care being placed in the public school setting. We
provided a much needed service to the parents and the
children we serve and we want to remain a viable option in
the marketplace for providing that service.
My mother and I own and operate a child care facility
that has been ours for 32 years. This is our livelihood
and we want to continue this level of service to the
children of the parents who were once in our care when
they were young.
I want to encourage you to keep up the fight and
invite you to speak at the Annual Convention of Texas
Licensed Child Care Association to be held in Houston on

interested in a very important conference about Eastern Europe --
with specific focus on POLAND as THE reform leader -- scheduled
for October 31, November 1st and November 2nd (Wednesday through
Friday), here in New York at THE WALDORF ASTORIA Hotel.
This Conference will emphasize the economic (and
some political) facets of this newly-free area
to interest the
American businessmen (some 600 expected) to investigate market

This is exciting! All of us associated with KINDERWORKS CORPORATION
would like you to have a copy of our newest "baby" which is being introduced
August 1. As a token of "yet another good thing from our state", I am sending
along "THE NEAT NEW TOY" serial #000,000,004 & #000,000,005. It is proudly
signed by everyone who had a hand in its assembly.
I'd like to give you a little background on the toy as the story may give
you a laugh. It is the direct result of having a tooth pulled. When my
dentist began the procedure I passed out, and upon my return to earth, he
looked greener than me. Claiming he was "too old for this - - - he sent
me to an oral surgeon at Massachusetts General Hospital named Ed Seldin. Ed
completed the procedure reassuring me the whole time that if I passed out, he
would be awake when I came to. During what's normally a 10 minute procedure,
which actually took 2 1/2 hours, he asked me what I did. I explained that we
made the highest quality children's furniture and toys available anywhere, and
invited him to see our factory. He came up to tour KINDERWORKS and we went out
to dinner afterwards (November, 1988). It was at that dinner that we sketched
out on a paper napkin the original concept for "THE NEAT NEW TOY". It is based
on right-angle drive, a principle that propelled us during the Industrial
Revolution. Since that day, we have been patiently waiting for the patent,
which has been granted, and we are now ready to proceed.
For your information I'm also enclosing a photograph of the "MAMMOTH"
version of "THE NEAT NEW TOY" together with a photograph of Tanya, a large
supporter, who will be introducing it at FAO SCHWARZ in New York on the first
of August. It is a working model that Tanya just loves playing with. Like
most kids, she appreciates something made to her scale. As I hope you'll
agree, from the Kindercolor Express!!! to the Neat New Toy, one good thing has
led to another and here we are. All of us are excited and really looking
forward to Wednesday. We love the idea of the unveiling at the world's premier
toy store, and knowing a couple of guys in Washington who'll appreciate
something neat. We wish you success too!

the John F. Kennedy Center for the Performing Arts. One of my
colleagues on the Board, Mr. Lew Wasserman, has just completed
his term of service. Lew has been one of the most effective and
committed members of the Board in the history of the
institution.
His skills and experience in the entertainment industry have
been an enormous benefit to the Center. He has given generously
to the Center and has been a key fundraiser in the private
sector.
I understand that there are many requests which you must
consider for vacancies on the Board at the Kennedy Center, but I
think that Lew's service has been so exceptional that I wanted to
bring his name to your attention and to urge that he be
reappointed to the Board.
Lew has made an enormous difference to the Center over the
years. I know that it would mean a great deal to him to remain
on the Board, and his continuing service would be a major asset
to the Center in the years ahead.

Greetings from a fellow M.I.T. alumnus !
The purpose of this letter is to bring to your attention certain
recent scientific evidence which compels a very different, and calmer,
perspective on the subject of the Carbon gases in the atmosphere which
may (or may not) be causing climatic changes, - i.e. the "greenhouse
effect", - than has been presented by many in the academic community.
My reason for writing is that I surmise that you may not be knowledge-
able of these experiments, for I have observed that many academic sci-
entists are themselves unaware of these results because such are both
recent and arcane. I have myself had some sharp interactions at few
scientific conferences during the past couple of years with persons a
ignorant of these measurements or unaware of their significance.

nually than was so, say, 1000 years ago, when the human race had less
than a tenth its present numbers and was cutting down commensurately
fewer trees in rural areas and burning no coal or hydrocarbon fuels in
industrial areas. However, natural phenomena are contributing much more
Carbon gases to the atmosphere in the form of Methane which degrades to
co₂ than are human activities producing co₂ by burning Carbon fuels.
Recognition of this fact is, of course, critical for deciding government
policy involving the subject of potential climate change.
The recent scientific evidence to which I refer involves measure-
ment of the ratios of the isotopes of Carbon nuclei (both the natural
and radioactive ones) as observed in different molecular species; un-
derstanding such requires proper interpretation of those measurements.
This is admittedly a somewhat recondite area of knowledge. Therefore, I
prefer to err on the side of unnecessary thoroughness. I shall enclose
with this letter a Memorandum which reviews the scientific evidence and
conclusions. Please note that the Carbon gases with which the Memoran-
dum is concerned are the primary greenhouse gases, Carbon Dioxide and

WE deal with products in Nuclear Medicine, Ultrasound, and
Raciology. In such capacity, we sell all the VA Medical
Centers in New England , and the hospitals at the Submarine
base in Groton, Ct and the Newport Naval Hospital.
There is 3 major flaw in the way that the governments
budgets are prepared. Millions of dollars are spent that
could be saved if this flaw is corrected. This flaw has
nothing to GO with the amount of money that is in the budget.
the flaw is in how this money is spent.
My wife and I must be in washington from Aug 7th to the
13th for a Raciology Meeting. I would be honored to meet
with you and the President to discuss this matter. It would
not take long, about 30 minutes.
we sell products to several hundreds of hospitals in New
England and across the country and this flaw is in all the
budgets. I am sure that if this flaw 15 corrected it would
go a long way in solving the budget and deficit problems of
our country.

Dear Governor Sununu:
On May 17, in his Rose Garden speech on the Civil Rights Act of 1990,
President Bush enunciated certain principles on which he would insist in
any civil rights bill he would sign. In summary, the President said he
would not sign a "quota bill"; he would not sign a bill that did not
preserve the constitutional protections of due process, nor would he sign a
bill that was a "lawyer's bonanza," encouraging litigation at the expense
of conciliation, mediation or settlement.
Neither S.2104 nor the Kennedy-Jeffords substitute meets the President's
paradigm. It is hard for Congress to debate candidly, and for business to
oppose openly, any bill with "civil rights" in its title. Quite
understandably, no one wants to be viewed as opposing equal
opportunity.
Our company is strongly committed to equal opportunity for all Americans
-- not only as a matter of equity, but also because it makes good business
sense. With changing demographics, companies cannot afford to engage
in exclusionary practices. Moreover, all businesses, large and small, are
experiencing increasing competition for qualified workers. It is for this
reason that we are particularly concerned about the Ward's Cove
provision of the bill. This provision, in reversing the Supreme Court's
decision, effectively shifts to the employer an almost impossible burden of
proof. This, in turn, will force an employer to adopt strict quota systems
in hiring and promoting employees, since this would be its only defense.
The recent "compromise language," that supposedly lessens the burden of
proof for employers, does not go far enough. As long as the burden of
proof rests effectively with the employer, any language changes are likely
to be inconsequential. The Ward's Cove decision should be left intact.

I am also concerned that the Civil Rights Act of 1990 does away with a
well established system of remedies under Title VII, including
conciliation, which worked well for 26 years. The employment
relationship does not need further polarization that will come from a
remedial process based upon jury trials, compensatory (i.e. pain and
suffering) and punitive damages. "Make-whole" remedies encourage
settlements; compensatory and punitive damages encourage litigation by
enticing plaintiffs to go for "big dollar" jury awards. Moreover, this
could be precedent-setting legislation which would lead to the placing of
every employment grievance before a jury. Dollar costs for litigation
would run in the millions for many businesses, money which could be
much better spent on training and creation of new jobs for women and
minorities.
Lamentably, this proposed law does not make any progress towards
addressing the problem it was intended to address: discrimination.
Quotas set up an even higher color-consciousness, which is just the issue
the country has been trying to eliminate. Litigation and jury awards will
not establish a more acceptable moral order.
The "compromise" being offered by Senator Kennedy does not meet all of
the President's principles. Senator Nancy Kassebaum has introduced a
substitute to S.2104 which represents a step towards a more balanced civil
rights bill, and deserves your consideration. I urge you to work with
Senators Hatch and Kassebaum on compromise civil rights legislation,
and as the President said, "Take the time to make sure that this is done
right simply because it's worth doing right."

Dear Governor Sununu:
Congratulations to you and the President on a successful G-7
summit. I believe that the President's efforts, and those of his
team in Houston, have helped lay the foundation for a new decade
of global democracy and international economic growth.
John, when the President so eloquently addressed HUD's
public servants during my swearing-in as Secretary, he made a
great pledge to the American people, especially those living in
our Nation's remaining pockets of poverty. Our mission, he said,
was "making America, to the fullest extent possible, an
opportunity society
[with] an economy that's thriving and
creating jobs; cities that are filled with enterprise and offer
residents a good life and a good living." That opportunity
society means "giving people -- working people, poor people, all
our citizens -- control over their lives. [I]t means a
commitment to civil rights and economic opportunity for every
American."
And then he said, "The chance for a greater America lies
before us and we're going to seize that chance." John, I've
never forgotten that statement, in fact, I've adopted it as my
personal goal for the Department of Housing and Urban
Development.
For the record, I wanted you to know how personally and
privately taken aback I was to read in the New York Times and
other newspapers last week that some in the Domestic Policy
Council may reject a Bush anti-poverty strategy as being either
too expensive or too politically controversial. After my staff
contacted your office, I now realize that these leaked stories
were premature and, in large part, inaccurate. Nonetheless, I
want you to know how strongly I believe that a Bush
Administration anti-poverty agenda emphasizing entrepreneurship,
more jobs and job training, homeownership, and access to property
can help restore economic growth, equality of opportunity, and
prosperity to minority and low-income communities all over
America.
As you know, for the past year and a half, I've visited many
of America's minority communities, low-income neighborhoods, and
pockets of poverty. I've become increasingly convinced -- as
was when I toured the Charles Houston public housing community I in
Alexandria, Virginia with the President -- that our policies are
working and, if expanded, can begin to turn around entire low-
income neighborhoods, replacing poverty and despair with
opportunity and hope for the future.
Raising the Administration's concern with the problem of
poverty and pressing forward with a bold, new agenda need not
lead to massive increases in government spending or a shift
toward Democratic Party issues. In my opinion, a debate over how
to increase the wealth and opportunities of poor Americans plays
to the strength of our Party's Lincoln wing. The Democrats will
win any debate over redistribution -- after all, that's always
been their only strategy for trying to help the poor. But that's
the debate of yesterday. Today's debate is about how to tap the
wealth and potential of people living in low-income and minority
communities all over America. We Lincoln Republicans can and
will win that debate with the President's leadership.
I believe the Low-Income Opportunity Board and its staff
have laid a solid foundation for the deliberations of the
Domestic Policy Council. However, I had hoped that the
forthcoming recommendations of the Board would have presented a
more forceful case for a new Bush Administration anti-poverty
initiative.
For instance, I believe the draft report confuses new
Administration initiatives with all current efforts; in other
words, it looks as if we're building cautiously on the whole
current ineffective redistribution of wealth strategy. The
Administration has undertaken a number of efforts consistent with
a free-enterprise vision of economic empowerment. Those are the
ones to build on in developing a new war on poverty, not the
strategies of the past.
Also, what the report refers to as a "conservative vision of
a kinder, gentler America" cannot simply mean targeting
assistance better and giving states and localities more
flexibility. Both may be sensible and important steps as part of
an ongoing effort to improve management and government
efficiency, but that's not a vision to help low-income and
minority Americans. Economic empowerment and greater access to
property for low-income people is a vision, and, in my opinion,
can be the foundation of a successful Bush Administration effort
to restore economic and social opportunity for the people living
in the ghettoes and barrios of our Nation.
While I believe that these ideas are important, they are
only a few of the many outstanding proposals from other members
of the President's Cabinet. I have also shared these thoughts
with Attorney General Thornburgh.
I believe that a free-enterprise Bush Administration anti-
poverty strategy will help secure the gains President Bush is
making in minority and low-income communities. Helping those
left behind and left out through economic growth, jobs,
education, and access to entrepreneurial opportunities is a moral
imperative for our Administration and a winning political
strategy for bringing low-income people and minority Americans
into the ranks of the Republican Party.
President Bush's pledge to plant a billion trees is a good
target on the issue of the environment. But let's also begin to
talk about planting a million new seeds for minority
entrepreneurship in our Nation's cities and a million new
homeowners by 1992. I believe such a goal -- added to the
President's HOPE legislation which is swiftly moving through
Congress -- can clearly put the President on the moral and
political high ground.
Thank you again for the opportunity to serve the Bush
Administration and our great Nation.

I'm writing in support of the Administration's efforts to hold the line on
the recognized defects in the pending Civil Rights Bill.
PepsiCo has been in the forefront of promoting equal opportunity
employment throughout the nation for decades. But we take strong
exception to a number of provisions in the pending measure. Indeed, we
feel that this bill would thwart real progress in minority hiring,
employment and civil rights by further institutionalizing a quota system
and promoting excessive litigation. We are especially concerned by
proposals to permit punitive damages for substantially undefined terms.
President Bush has said that the civil rights laws should not be turned
into a lawyer's bonanza and that he is opposed to quotas. We agree and
are counting on your continued leadership to encourage policies that will
facilitate genuine progress on equal access and on-the-job fairness.

I am writing to join a number of my colleagues in recommending Lee
Corcoran for the Democratic position on the Interstate Commerce
Commission.
Mr. Corcoran has extensive experience both in the government and in
the private sector which makes him especially qualified for this
position. Lee was Executive Assistant to Secretary of Agriculture
Bob Bergland, he was Counsel on the Committee on Interstate and
Foreign Commerce in the United States House of Representatives, he
was Chief Counsel to the Department of Transportation's Federal
Railroad Administration, and he was Deputy General Counsel at the
Small Business Administration.
Lee has worked as an attorney here in Washington, D.C. and in
Minneapolis, and ran a small business for a period of time in
suburban Maryland.
Lee's political activity was as a loyal protege of Hubert Humphrey.
I am totally satisfied that President Bush could not make a finer
Democratic appointment to the I.C.C. to carry out his program of
improving our transportation systems.

Vice President and I'm very sorry I didn't have the opportunity
to watch you on the golf course. You probably didn't know that
my real life job is with Anheuser-Busch running this resort
development. As a matter of fact, August has commented that
I spent more time with Ducks Unlimited these past two years
than I did taking care of things here at Kingsmill. At any
rate, I'm sorry I didn't get to see you.
Rumor has it that the golf course will need quite a bit of
repair following all of your divots. However, we will be able
to have the Anheuser-Busch Golf Classic here next week.
Since my term as president of Ducks Unlimited has ended, I did
want to take this opportunity to thank you for all of your help
and to also commend you for your difficult, but correct, decisions
on those subjects of mutual interest.

Human resource development is being touted as the key to enhanced American
productivity. Already, millions of working adults are flooding college
campuses in increasing numbers in order to take advantage of continuing
higher education opportunities. A new publication by the National
University Continuing Education Association (NUCEA), Lifelong Learning
Trends, represents an effort to gather together in a single publication
national data on trends and participation in continuing higher education.
NUCEA represents some 400 accredited, degree-granting colleges and
universities across the nation dedicated to providing high quality
continuing higher education opportunities on behalf of the more than 5.7
million part-time students currently enrolled in higher education. As the
national organization devoted to the promotion and expansion of continuing

higher education opportunities, an important mission of NUCEA is to provide

Dear John:
It was good to talk with you this morning, and I'm grateful
for all the time you have spent with me on the civil rights bill.
As I mentioned, I continue to believe that we can work out an
agreement on all the issues, so that the bill will truly be a
bipartisan effort that merits the strong support of the
President.
After our talk on Wednesday night, I called together the
civil rights groups and invited all of of the Republican
consponsors of the bill to discuss your concerns. As I mentioned
to you, Senators Jeffords, Specter, Durenberger, Hatfield and
Packwood all were able to attend. I'm sure that I didn't state
your concerns as well as you had; but we did spend almost two
hours discussing the issues, and we tried to address the kinds of
examples you had raised with me.
I am sending along a specific proposal, which I reviewed in
very careful detail with the Republican cosponsors, to respond to
the points you raised on Wards Cove. It addresses your main
concern about groups of employment practices -- we spell out what
happens when a plaintiff cannot identify which specific practices
contribute to a disparate impact. I think our proposal addresses
the kind of case you were involved in as Governor -- when a
malicious plaintiff files a suit challenging everything in sight.
But there is concern with substituting "causes" for "results
in," because it could be interpreted to require victims of
discrimination to explain why a particular test had a disparate
impact on minorities or women. To take the example we talked
about on Wednesday -- where a standardized test for a local fire
department results in the exclusion of significant numbers of
qualified black applicants -- it would be unfair to require the

plaintiffs to prove that the poor test performance was caused by
the test, rather than the city's school system. Griggs permitted
victims of discrimination to challenge tests that result in
disparate impact, without having to investigate possible
antecedent causes.
To respond to your comments about "job performance plus, we
will make it clear that employers may justify employment practices
that do not involve employee selection if those practices are
substantially and demonstrably related to an overarching or
compelling or essential business objective. (You choose the term
you like.) And we will accept your suggestion to tie selection
practices to "successful" job performance, rather than "effective"
job performance.
But on the issue of "substantially" versus "significantly,"
we must stay with "substantially" -- the term we worked out with
Jack Danforth -- because we think it fairly describes one of the
two key aspects of business necessity under Griggs. We need also
to stay with the word "demonstrably," which is in Griggs itself,
and which we also worked out with Jack.
I promised Arlen Specter that I would pass along his
suggestion that Congress simply pass a law saying that Wards Cove
was overruled, and that Griggs is the law, as set forth in Justice
Stevens' dissent in Wards Cove.
On damages, we remain strongly committed to the concept of
parity of remedies for all forms of intentional discrimination.
But I look forward to hearing the details of the proposal you
referred to on Wednesday night. And I have asked the people on
our side to reflect on how we might accommodate your concerns,
which are shared by other Republicans, about punitive damages. I
have asked the civil rights groups to be forthcoming on this
issue, but we do need to hear what the Administration is prepared
to accept.
The Majority Leader has indicated that the Senate will take
up the bill on Tuesday, July 10th, when we return from the July
4th recess. I hope that we can reach an agreement on all issues
before then, so that President Bush can endorse a package that we
can all take to the floor.
Again, my thanks for all the time you have spent on the bill,
and I look forward to our future discussions.
I also hope that your golf game in Kennebunkport fares better
than in Bermuda -- at least you won't be distracted by Kennedy
faces in the gallery.

I am sure you are inundated with opinions from all over
America, and I hate to burden you knowing your schedule. But I
cannot refrain from writing you this very private letter
vis-a-vis taxes.
I know that reasonable men differ and there are those who
believe the fiscal deficit and trade deficit will ultimately
cause great problems. I am not one of them and recent history,
and I think theory, support my view. It is no accident that the
doomsayers have been wrong for eight years. And, it hardly makes
sense to raise taxes when an economic expansion is mature.
But that is hardly the point. As you well know any
politician, any candidate, can choose the basic principles upon
which he stands when he runs for elective office. Our President
had as one of his main pillars that he would not raise taxes.
There is no one in America who doesn't know "Read my lips..."
I cannot tell you how much it saddens me to watch my
President being converted into just another "pol". If, in fact,
there are new revenues imposed, I am afraid the price will be
fiercesome no matter what Bob Teeter's polls are now telling you.
My own reaction, and that of my friends all of whom were Bush
supporters, is one of dismay.
I hope it is not too late for you to stop the erosion of
credibility.
In any event, know that this letter is wholly private and I
will still be a supporter.

A colleague, Norman J. Vig, of Carleton College, and I are
preparing an article on environmental policy under President
Bush. This is a follow-up to our recently published book
Environmental Policy in the 1990s, released in February of this
year by Congressional Quarterly Press.
Part of that book dealt with the record and legacy of the Reagan
administration, and the efforts by the Bush administration to set
a new agenda for the 1990s. As part of our research for the new
article, we believe it would be very helpful to speak to key
policy advisors in the Bush administration. Only in that way can
we be sure to describe accurately the administration's position
on a number of key environmental issues and its plans for the
future.
We will be in Washington July 23-25 to conduct interviews, and

always thought of it as "her" garden. I know
that most of the far-flung Kennedys would
like to be there when the President signs the

There is growing concern that the Congress and Administration
are considering enacting so-called "environmental taxes" as a means
of raising revenue and reducing emissions. These taxes pose
serious ramifications to electric utility customers, affected
industries and the U.S. economy. For the reasons cited below, we
urge you to reject these "hidden" taxes.
The most prominent proposals are bills introduced by
Representative Pete Stark (D-CA) (H.R. 4177, H.R. 4805). H.R. 4177
would impose taxes on emissions of sulfur dioxide (SO₂) and
nitrogen oxides (NO,). These taxes would apply only to electric
utilities. H.R. 4805 would impose a carbon-based fuel tax on coal,
petroleum and natural gas.
The pending amendments to the Clean Air Act deal with the
issues of SO₂ and NOx emissions in very stringent terms, with
specific emission reduction targets and deadlines. Superimposing
an emissions tax would adversely affect the entire U.S. economy,
including those communities hardest hit by the clean air
legislation. It would result in an excessive and punitive tax that
would exacerbate the substantial economic burden of the new clean
air requirements, with little or no additional environmental
benefit.
A CO₂ tax would result in higher energy prices which would
contribute to a slow down in economic growth. Further, the costs
of these energy taxes would impact low income households the
hardest and affect different regions of the country
disproportionately. A carbon tax would also render many U.S.
industries noncompetitive in world markets and complicate efforts
to develop a national energy strategy. Further, unilateral action
by the U.S. would not reduce global CO2 concentrations
significantly if other countries did not make similar efforts.

These taxes are regressive and are an additional tax burden
the electric customer should not have to bear. They would result
in an excessive tax burden and absorb capital needed for efficient,
long-range environmental strategies. Most importantly, these taxes
would be ineffective and premature from an environmental
standpoint, and self-defeating and punitive in terms of the U.S.
economy and our international competitiveness.

It was a pleasure to have seen you at the President's dinner
and birthday party. I greatly appreciate your support of my
candidacy and would like to request your consideration in the
following matters.
When the President and/or Mrs. Bush have occasion to visit
New York, especially the 17th Congressional District on the west
of Manhattan, I would be most grateful if I were included for a
possible photo opportunity or for possible press coverage which I
need very much. It would be most beneficial for my campaign if I
could accompany Mrs. Bush on any planned stops at perhaps the
schools, hospitals, senior homes, etc., which she usually visits.
I am also hoping (as I realize 434 other candidates are as
well!) to have the President and/or Mrs. Bush at a fund-raising

Enclosed is a copy of a new report from Citizens
Against Government Waste (CAGW), "Cutting Waste: How to Avoid
Increased Taxation." The report contains 107 recommendations
covering 14 areas of government spending. If these proposals
were enacted, taxpayers could save $304.8 billion over five
years, avoiding the need for a tax increase.
Participants in the budget summit between Congress and
the White House should not be discussing new taxes when there
is nearly $305 billion in well-documented government waste.
The waste-cutting initiatives were drawn from existing
public documents. CAGW reviewed reports from the Congressional
Budget Office, the General Accounting Office, the Office of
Management and Budget, and the Inspectors General of numerous
federal departments. These recommendations have been available
to Congress and the Executive Branch, but have not yet been
acted upon.
This report is being sent to both Congress and Bush
Administration officials who can make a change in how the
government spends hard-earned tax dollars. We hope as you
review deficit reduction options, you will consider our
proposals to cut government waste and avoid a tax increase.

As you continue discussions at the budget summit,
Citizens Against Government Waste (CAGW) would like you to
consider the attached compilation of waste-cutting
recommendations which could save almost $305 billion over the
next five years -- without raising taxes.
We agree that the deficit must come down. On behalf
of CAGW's 350,000 members, we believe that in fairness to the
American taxpayer, government waste must come down first. The
enclosed material demonstrates that the $60 billion deficit
reduction target which some participants in the summit have
cited for fiscal year 1991 can be met without a tax increase.
The proposals come from numerous sources, and are just
examples of the waste-cutting possibilities. As CAGW uncovers
new evidence of waste, we will update participants in the
budget summit over the course of the negotiations.
In the enclosed full-page Washington Post
advertisement, CAGW called for the establishment of a
bipartisan council of private sector and public investigative
leaders. We urge you to consider the use of such a council to
assist your budget negotiations. Such a bipartisan group would
provide an objective evaluation of the waste-cutting potential
of various recommendations.
With all of the available evidence of the extent of
government waste, we urge you to seriously consider and adopt
these proposals. The American people deserve nothing less.

Dear Mr. Sununu:
It is the position of the San Francisco Police Officers'
Association that passage of the Kennedy Hawkins Senate Bill
S-2104 and House Bill H-4000 is not in the best interests of
law enforcement in the United States.
Our membership strongly urges that you vote against passage of
legislation that reimposes quotas in hiring and promotion. As
police officers in San Francisco, we have long labored under a
consent decree that has been used as a vehicle to deny equal
treatment for our membership.
Your long and well regarded support for law enforcement has
prompted this request for assistance. Even at this late hour
we know that you will give this important issue your close
attention and support.

may be a value in documenting our case against quotas. Please
