Permit me to introduce myself. I am the Mayor of
Monrovia (Liberia) and current President of the World
Conference of Mayors.
Since I arrived in this Country on June 29, 1990, I
have explored every avenue possible to meet with some-
one in authority in your Capitol City and or the Legis-
lature to examine possibilities of help for the disas-
trous situation in Liberia, especially Monrovia as the
Mayor, but to no avail. I became desperate and frustra-
ted.
Suddenly, God told me to call upon you, which I did
this morning, and your staff suggested that I address
this letter to you requesting such an audience.
I would be grateful for an audience with you on

Dear Governor Sununu:
January 1989 the Independent-Republicar Party in Minnesota was in
debt $881,000.00, two major vendor suits pending and no leadership.
Senators Boschwitz and Durenberger asked me to once again become
State Finance Chairman. I worked full time until June 1990 when I
is
became Finance Chairman for Jim Ramstad candidate for Third District
Congressional seat. With the help of Vice President Quayle's visit
and others we paid off all of the debt by January 1990, paid
$200,000.00 to District and have just elected a new and exciting
Republican Governor. We are out of funds as of January 1, 1991.
All we need is a successful Century Club Dinner on February 23,
1991 to get us financially healthy again and the only way this
dinner will be a success is if you would be kind and gracious
enough to be out Guest Speaker.
Charlie Black, who I have gotten to know and respect during the
Ramstad campaign knows how hard a group of us and the leadership
have worked to bring back the Party to where it is today.
Charlie told me to send a copy of this letter to him and said
he would speak to you on my behalf.
I'm also enclosing a list of some of my activities of the past
years and I'm confident President Bush would give me a good
recommendation.

At a time when the U.S. economy needs all the help it can get, the importance of U.S. export
expansion can hardly be overstated. The President this past summer launched a very important
initiative to help American exporters when he announced the Core List export control
negotiations. We saw this initiative as a key step forward toward eliminating unnecessary
regulation and redtape in the U.S. export control system.
Unfortunately, as spelled out in the attached NAM letter and memo to Bob Mosbacher, the Core
List exercise has fallen far short of the President's stated goals. I would urge you to review the
enclosed material and to take the necessary actions within the White House to put this Presidential
initiative back on track. You will note on pages 9 and 10 of the enclosed memo that we do make
a series of recommendations to accomplish this goal.

Today, MCA INC. signed an agreement providing for the acquisition of MCA by
Matsushita Electric Industrial Co., Ltd. We wanted to contact you today at the earliest
possible opportunity to provide you with information regarding the transaction.
The agreement signed today was preceded by several weeks of detailed and
friendly negotiations. We have enclosed copies of the press release announcing the
transaction, as well as a "Transaction Fact Sheet." As you will note from these
materials, MCA will continue to operate under its own name and will be run by
existing management. There will be no significant changes in MCA's structure or
operation as a result of the transaction, except for those relating to WWOR-TV and
Yosemite Park & Curry Co. Moreover, as a result of the transaction, MCA does not
intend to make any changes in its management or staff as it is now structured, and no
decreases in employment levels are planned.
We hope this information will be helpful in understanding the structure and

As you are a leading advocate of reasoned environmental policy, I
wish to bring the National Wilderness Institute to your attention.
NWI was established in July 1989 by two energetic young men,
Robert Gordon and Ben Patton, who share our principles and values.
Robert and Ben are working hard to champion the idea that being envi-
ronmentally sound also means being a proponent of technological ad-
vancement, economic growth and progress in general.
In these early stages, the Institute has made some very positive
headway with appearances on CNN, C-Span, numerous radio interviews, a
Policy Review article, a National Press Club luncheon, and several of
their own publications. The Assistant Secretaries of Agriculture and
Interior, George and Becky Dunlop, are strong guiding forces on NWI's
National Advisory Board.
Knowing Ben personally and being familiar with NWI's work to
date, I am confident that the Institute has a bright future. Helping
to guide NWI and encouraging its growth and development are important
roles to ensure that sound natural resource policies have strong
voices and advocates in the public policy arena.

help in the following issue. I am a plastic surgeon and have
practiced in Green Bay, Wisconsin, since 1987.
My brother is a general in the Lebanese Army and has sought
asylum at the French Embassy in Beirut, Lebanon, following the
attack by the Syrian Forces on General Aouns' positions.
My brothers' name is Issam Abu Jamra. His wife and four boys
have been transferred to France by the French Government. I know
that my brother has been an excellent Lebanese Army Officer,
moderate in his political views and tried to serve his country in
the most honorable manner.
I am seeking your help to provide American support for his
release and safe transfer to France together with other officers
in asylum at the French Embassy in Beirut to join their wives and
children in France.

Dear Mr. Sununu:
The purpose of this letter is to recommend withholding all federal drug program monies from Alaska, if
Alaska fails to recriminalize marijuana. By what I have read, you are a man that can get things done.
The Elks program that I run is concerned with the youth of Alaska. There is a double standard between
what we teach in the schools and what is practiced at home by those Alaskans using marijuana.
The current Alaskan law is in violation of international treaty. This is enough reason to withhold the monies.
I have enclosed an information brochure on marijuana, and as you can see, the drug is not the same as that
of the 60's and 70's; it is toxic.

Dear Governor Sununu:
As the budget negotiations near their conclusion, it has
become clear that the final package will contain more taxes, and
fewer spending cuts, than the bipartisan September 30 agreement
that NAM strongly supported.
It is therefore crucial that, in order to ensure that the
promised spending cuts actually occur, strong enforcement
mechanisms be included in the final budget agreement. At a
minimum, the provisions of the September 30 agreement should be
retained; if at all possible, they should be strengthened.
I also wish to object in the strongest possible terms to the
inclusion of tax increases found in neither the House nor the
Senate versions of H.R. 5835, such as a rise in the corporate
alternative minimum tax rate. This flagrant disregard of the
normal legislative process further erodes taxpayer confidence in
the government's integrity and credibility.

Dear Governor Sununu:
It was a pleasure to see you last Tuesday regarding the budget debate.
I am writing to restate that NAM is deeply troubled with the facility modernization and
permitting requirements in the Clean Air conference agreement. We believe that there will be
enormous costs and delays caused by unrealistic permitting and factory modernization
requirements such as offsets and netting. These requirements will impede environmental progress
and significantly reduce employment.
In light of the current economic slowdown, NAM asks the President to tell conferees to reject
the agreement on permitting and instruct them to return to the House-passed permitting language
and Senate nonattainment language on offsets and netting.
A recent study by CONSAD Research Corp. indicates that the permitting requirements will
impose extraordinary new costs on manufacturing companies, especially small firms of 500
employees or fewer. The study indicated that the total cost of permitting alone will be $10 billion
per year. This is in addition to the $50 billion for all other titles of the bill.
Moreover, these new permitting costs and administrative burdens are likely to directly affect over
2 million industrial jobs. A rough estimate is that 350,000 jobs could be lost to this permitting
process over a ten year period, over and above the jobs that will be lost to the pollution control
requirements in the bill.
The small industries most affected will be food processors, paper, printing, chemicals, glass,
cement, dry cleaners, and automotive repair and painting. Additionally, permits for thousands
of larger facilities must be processed under the new act. These larger companies have not been
considered in the CONSAD study costs. Decreases in employment and lower productivity will
ultimately affect other industrial sectors. This ripple effect, over the long term, would affect an
additional 4.4 million workers.

As an engineer, you can envision lost manufacturing opportunities because companies wouldn't
want to trigger new permitting requirements or New Source Review controls by simply changing
a production line or experimenting with new raw materials.
In addition to the routine $25 per ton emission fee, small businesses will need continuous
emission monitoring equipment for compliance with permitting and enforcement requirements.
This equipment will cost $50,000 to $250,000. Computer data costs alone range from $25,000
to $50,000. The computer hardware costs such as new computer systems and the salaries and
benefits of employees to operate the monitoring system are not included in these cost estimates.
Hence, these estimates should be viewed as conservative.
Recently the EPA issued an assessment of an existing permitting program involving waste
permits. The study shows that EPA has 4,200 years work remaining to complete 2,500 permit
applications under this existing law. The new Clean Air Act will require 150,000 new air
permits.
The conference agreement does away with the flexibility that the Administration fought for in the
Nickles-Heflin-Dole permitting amendment in the Senate. Further, plants will have to get
approval from the state in which they operate and from neighboring states if the border is fifty
miles from the facility.
The NAM also remains distressed with the factory modernization provisions which American
industry lost in Title I's offsets and netting modernization provisions. The conference agreement
simply guts the whole concept of letting American industry do what it needs to do to remain
competitive at a time when our economy needs a strong industrial base.
We are also very concerned about the proposed enforcement provisions of the new act. Because
the permitting section of the legislation is so complicated, it is unfortunately inevitable that many
unintentional paperwork mistakes will occur. While intentional violations should be punished,
we believe that unintentional violations should not subject permit holders to unnecessary liability.
We are further concerned that companies not be prosecuted for non-health violations that are
discovered through independent or internal company audits which are corrected in a timely
manner.
Therefore, we request that the White House intervene in the Clean Air conference on the
nonattainment, permitting and enforcement titles, and direct conferees to make needed changes
to these provisions.

give you an idea of the magnitude of the project known as The Sports Museum.
Because of President Bush's commitment to, and interest in, education and athletics, the
Board of Directors of The Sports Museum felt it would be most appropriate if he were to serve as
The Honorary Chairman of the President's Committee. In addition, they would hope that he and
Mrs. Bush would be willing to serve as Honorary Co-Chairs of our initial kick-off campaign, known
as The Main Event.

I am a 31 year career law enforcement executive who has had the
distinct honor and privilege of knowing and working with another
distinguished law enforcement veteran and citizen, Mr. Charles M.
House.
I would like to endorse the re-nomination of Mr. House for
Director of the Office for Victims of Crime. He is a 24 year
veteran of the Los Angeles County Sheriff's Department and twice
a candidate for Congress in California's 34th District. He would
be an asset to the Bush administration and an outstanding member
of the Justice Department.
I first became acquainted with Mr. House during his six years as
International Liaison Officer for the Los Angeles County
Sheriff's Department. He was highly respected among his peer
liaison officers and most certainly among the 72 consulates with
whom he exchanged sensitive information and cooperation on a
variety of other matters of mutual concern in Los Angeles County.
Mr. House's long and diverse law enforcement career has given him
great insight into the pervasive gang and drug cultures which has
become the number one criminal justice and mutual problem. His
job exposure has provided him extensive contact with crime
victims, as well as various victim advocacy groups and
organizations both within and out of the criminal justice system.

White House to familiarize him with the President's policy and

Attorney General.

The National Association of Manufacturers would like to
request a White House Briefing for key NAM policymakers on December
13, 1990. Attendance would total approximately one hundred and
fifty. Attendees would include members of NAM's Executive
Committee, Washington Representatives of major corporations, the
top staff officers of manufacturing trade associations, state
manufacturing associations and local employers' associations.
I have explored this subject with Bobbie Kilberg, Deputy
Assistant to the President, Office of Public Liaison. She and I
believe this briefing would be an excellent way for the
Administration to provide business leaders with a preview of
priority issues likely to be on the agenda for the 102nd U.S.
Congress.
For example, we would be especially interested in hearing
Secretary Mosbacher give an update on the administration's export
promotion plans, and United States Trade Representative Carla Hills
discuss the legislative changes which the Uruguay Round Trade
Agreements will require. It is expected that a policy statement on
these changes will be presented to the NAM Board of Directors at
their February 8, 1991 meeting.
In addition, we would find the Administration's views of
anticipated labor issues, energy policy and clean air legislation
and regulations of great interest. Finally, we would be very
honored if President George Bush could participate for a few
minutes.
Thanks for considering this request. We had a similar meeting
last year that was quite helpful in understanding administration
priorities.

Dear Governor:
After our positive conversation of last Thursday night, and your
subsequent invitation to offer suggestions on breaking the civil
rights logjam, I was disappointed to receive neither a
response nor a counter offer to my proposal of September 28.
I am aware of the tremendous demands of this past weekend, and
understand the constraints on your time. However, I believe that
the President is sincere when he says that he does not want to
veto a civil rights bill, and also believe that the differences
are not insurmountable. I am committed to helping in any way I
can.
I believe that with all the politically difficult decisions we
must make before the election, we must do everything we can to
see that Republican Senators need not vote against a civil rights
bill on which there is so much agreement.
As you know, the crux of our differences lies in the area of
Ward's Cove. On the issues raised by Ward's Cove, there is more
agreement than disagreement. We agree that the respondent should
bear the burden of proving business necessity. As far as I am
concerned, there is no outstanding difference on the "black box"
or evidentiary standards. The sole difference lies in the
definition of business necessity.
I will not repeat the description of the proposal contained in my
earlier memo. Suffice it to say that it does not strike me as
very distant from your proposal of July 12. It does differ from
your proposal of September 21. I doubt very seriously that
Members of Congress would ever agree to sanction practices that
weed out women or minorities based on customer preferences,
potential for promotion and the like. Under these standards, the
Griggs court would have come to exactly the opposite conclusion.

Perhaps it would be useful to put the issue in "real world"
questions, which might clarify whether our differences can or
cannot be reconciled, and whether further discussions are
warranted. I believe that the answer to the following questions
would be "yes" under your proposal of September 21, but would be
"no" under my proposal.
1) Our customers prefer males (whites, Jews, etc.), therefore,
can we hire males to increase sales and retain business?
2) We need to control health care costs, thus can we avoid
hiring single parents or heads of household who will cost us
more?
3) We promote from within, and want to hire individuals
accordingly. Can we impose selection requirements with that in
mind, eg., can we require skill or educational requirements for
an unskilled job?
Since we seem to have such trouble on agreeing to language,
perhaps we should start by trying to be sure we agree on policy.
No doubt you have questions along the same lines; I'd be happy to
discuss them.
The House, of course, is expected to vote on the conference
report shortly. While it may not be possible to alter the
content of the conference report at this point, it is my
understanding that the President may send a proposed bill to
Congress to accompany his veto message. I hope that this bill
will be an attempt at a substantive proposal that might
bridge our differences.
I look forward to working with you and Boyden on this issue and
hope we can find a mutually acceptable alternative.

rumored, I strongly urge that the President ask Betty Southard
Murphy to replace her.
A distinguished lawyer and international expert in the area of
employment law who currently heads the Employment Law and
Employee Benefits section of the prestigious law firm of Baker &
Hostetler, Mrs. Murphy has served prior Republican administrations
as Chairman of the National Labor Relations Board and Adminis-
trator of the Wage and Hour Division of the Department of Labor.

Dear Mr. Sununu:
I am writing at this time to express my concerns, along with
those of many of my constituents, over the possible proposal
for a 10% luxury excise tax on boat purchases.
There is a strong possibility that the budget summit
conferees will address this issue during the continuing
negotiations. This luxury excise tax proposal would have an
adverse effect upon many individuals throughout my
congressional district in eastern North Carolina. My
congressional district is a very rural area with limited
industrial development and a coastline that has proven to be
an excellent boating and recreational area. In eastern
North Carolina, there are quite a few major boat
manufacturers who not only produce fine products but depend
largely upon the area to sell, demonstrate, and market their
products. I have been contacted by several of these
manufacturers, along with many of their employees, and
informed of their grave concerns and disapproval of the 10%
luxury excise tax on boat purchases. With increasing fuel
costs, this tax could prove devastating to the boating
industry which is already very depressed in North Carolina..
As you may know, the U.S. boating industry sales for 1989
declined 15% and have already declined 27% so far in 1990.
This tax could mean even lower sales.
I am very fearful that a 10% increase in the costs of boats
could seriously reduce sales and adversely effect the boat
manufacturers to the point that employees would have to be
dismissed. This could prove very troublesome for an area
that is already struggling economically.
Also, the boating industry is a net exporter. While
international sales have continued to grow for many boat
manufacturers, domestic sales help the companies maintain
price competitiveness internationally. Thus, losing
domestic sales will impair the international trade.
I am writing at this time to express my disapproval of any
proposals which would implement an increase in the luxury
excise tax on boat purchases. I urge you to keep my
concerns in mind as the budget summit negotiations continue
and this issue is addressed.

people of eastern North Carolina. As always, I stand ready

Dear Governor Sununu:
The best business tax incentives are low individual and corpor-
ate income tax rates. Good business decisions are made on the
stability of these rates. Sacrificing this good tax policy for
a preferential tax rate on capital gains would be a very poor
decision for the following reasons:
1.
Productivity - Too many people would spend too much
time with accountants and lawyers in trying to switch
ordinary income to capital gains.
2.
Complexity - Considerable amount of the pre-86TRA tax
code was for controlling abuses in capital gains.
3.
Incentives - The capital gains proposals are not
incentives for new investment so much as rewards for
old ones.
I respectfully suggest that you hold firm on individual and
corporate rates and drop the capital gains tax.
New revenue can come from a combination of an energy consump-
tion tax and an excise tax increase. A tax on gasoline would
avoid the problem of an ad valorem tax adversely effecting the
price of industrial chemical feed stocks. A portion of the
gasoline tax increase should be reserved for improving roads
and bridges. Excise taxes should include not only an increase
for alcohol and tobacco but should extend to luxury items to
make the tax more progressive.

I am an exiled Iraqi politician based in London and the
leader of the New Umma Party, a liberal democratic party which is
the only Iraqi non-sectarian, non-ethnic political party opposing
Saddam Hussein. The following introductory comments were made
about me during my recent talks in Washington, D.C. with members
of Congress:
Mr. Jabr's recognition and respect in the Arab world
combined with his consistent opposition to Saddam
Hussein (in contrast to the positions of many other
countries, including Kuwait, Saudi Arabia, and the
United States) render him a credible political figure
in the now virtually universal opposition to Saddam
Hussein. His party has access to good sources of
information inside Iraq and its Newsletter provides
data that is reliable and unavailable from other
sources. Mr. Jabr is likely to play an important role
in post-Saddam Iraq and United States interests would
be well served by cultivating its relationship with
him.
Enclosed is a memorandum explaining some of my views about
the Gulf Crisis and setting forth specific suggestions regarding
American Foreign Policy in the Middle East.

Dear Governor Sununu:
I am again writing you on behalf of the Energy Tax Coalition,
a group of more than 50 business firms and associations united in
strong opposition to taxes on the energy sector of the U.S.
economy.
When he addressed Congress last Tuesday, President Bush stated
unambiguously that tax increases included in a deficit reduction
agreement must not threaten economic growth. We agree completely.
The coalition therefore urges that you not agree to the inclusion
of energy taxes in any budget summit agreement on the deficit.
Our reasons are the same as when I wrote you earlier this year
on this subject, but are even more compelling now that the adverse
economic effects of higher oil prices are being felt:
-- A large tax on the energy sector would push the economy
into recession, or deepen an existing one.
-- Such a tax would directly increase the cost of U.S.-
based industrial production, making us less competitive,
with no effective way to offset the comparative
advantages thus conferred on imports.
-- Because of the significant losses in GNP growth, jobs and
productivity flowing from a large energy tax, it would
not raise as much net revenue as projected and, by about
the fourth year, would likely cause net revenue losses.
The bottom line is unmistakable. While a credible deficit
reduction package is a top priority goal, the inclusion of energy
taxes in such a package would be highly counterproductive.
