Dear Governor Sununu:
At some near future date when the Middle East crisis is resolved,
we at the Philadelphia Rotary Club would like to present
President George Bush with an inscribed Liberty Bell. For this
occasion, we would meet at the Union League for our Wednesday
luncheon. Incidentally, the President is familiar with our Club
since he spoke at our club when he first ran for President.
The Liberty Bell would be identical to the one presented to you
when you were in Pennsylvania several years ago. For the
President, I believe the bell should be gold plated.
Our Rotary speaker's time generally runs from 20 minutes to a
half hour with a question and answer period, if he so desires.
Any Wednesday noon is acceptable with a month's advance notice
since we will have to reserve the Union League of Philadelphia.
Incidentally, the polls may be incorrect since I have conducted
an informal survey along the Main Line which is a Republican
stronghold. President Bush still maintains his same strong poll
reading.
Governor, we likewise extend our invitation to you to be our
guest speaker at our Rotary Club at any convenient near future
Wednesday noon. We will pay for your transportation.
We extend our heartfelt best wishes to you and your family. May
you all have a Merry Christmas and a Happy New Year.

In any event, the enclosed copy of a rapporteur's notes,
may that refresh your mind as to the salient features of our
are being distributed by the National Economist Club,
committees concerns about the pension system.
You will be speaking to the Press Club on December 11-
and I would assume that you will be getting the same kind of
questions as those which Peter Grace was asked. I would hope
that in as much as the Executive Order has not yet been
published that you could find some way to provide the pay
raise but ask in typical private sector fashion that they
only provide full COLAS on the first $1,000 a month on an
individuals federal pension income or $1,500 for an eligible
married couple. (In arriving at this figure you would take
into consideration all federal pension income, including
Social Security. PEPS settled on this figure because it is
the maximum Social Security benefit for someone who has
earned the maximum all of his lifetime.)
The country would be with you on this issue - and it
could show that the President recognizes the need for
prudence in the matter of pension benefits. (I have enclosed
a November 24th Op-Ed piece which I wrote for the Los Angeles
Times, and I am also enclosing a copy of a Rapporteur's
report from a speech I made at the National Economists Club a
few weeks ago.

Dear Sir:
Several months ago my son, Frank, Jr, wrote a Flag Song titled
"Red, White and Blue
God Bless You. "
It has been heard over 1200 radio stations in United States
as well as in Canada and far away as Guam.
I am a staunch supporter of President Bush. If it wasn't for
brave men like him, I would have died in a Japanese POW camp
in Manchurian during World War II.
Attached is some correspondence with Chairman Lee Atwater and
his staff in which I have suggested that my son's song, "Red,
White, and Blue
God Bless You" be used to help Republican
candidates this November.
I am also suggesting that "Red, White and Blue
God Bless
You" be played over loudspeakers at the demonstrations which
have begun to spring up against President Bush's efforts to
stop any further aggresion by Iraq, and to drown out these
draft dodging Vietnam leaders in their tirades against Presi-
dent Bush. This past weekend the news media devoted conside-
rable attention to these demonstrators.
I realize the impasse over the budget, the civil rights legis-
lation, etc., are top priority issues to be resolved.
However, we do not have a draft. If we do go to war we will
not have the volunteers we need to fight Iraq. The anti-war
demonstrations started this weekend. They must be countered
every way way possible. Whenever there is a demonstration and
the American Flag is burned, my son's Flag Song should be played
to make these demonstrators ashamed of their disloyalty to the
United States.
I do hope whoever on your staff reads this letter will bring
it to your attention.

Reference is made to our telephone conversation this morning.
Enclosed is a cassette containing the lyrics of the Flag Song
my son Frank, Jr. wrote together with a fully-orchestrated
studio rendition directed by Disneyland musician Dana Seufert.
Over 50 radio stations from Canada to Guam had phoned him at
his home in Tustin, California, to have him sing acapella solos
of his Flag Song, "Red White and Blue God Bless You. It
has been overwhelmingly received by the average grass roots
patriotic American, as well as the liberals in Boston, Mass.
I am a retired U.S. Army Warrant Officer, a survivor of the
World War II "Bataan Death March" and a Japanese POW for 40
months. I recall an excerpt from a smuggled-in Japanese news-
paper translated by Col. S. Wood read secretly to us in a POW
camp in Manchuria during the battle for Okinawa: "The fury of
the American attack was such, that mountains turned into valleys
and valleys turned into mountains."
Saturday, on local and national television networks, the draft
resistors from Vietnam and their new followers, were televised
trying to foment an anti-war, anti-President Bush's efforts
to resolve Iraq's aggresion in Kuwait.
I believe that the Republican party should meet these demons-
trators immediately head on to lessen their impact on public
opinion.
My son, Frank, Jr, with his simple Flag Song has stirred the
patriotism of the average American throughout United States
just by singing his acapella solos.
In a few days his song will be heard by short wave broadcast
from a transmitter owned by Mr. Don Otis, former Lear Jet Co.
executive in Beirut, Lebanon. He is the leader of the Voice
of Hope Broadcast Christian Group, which has been in operation
since 1979. In October 1989 terrorists killed five of his em-
ployees and damaged the transmitter during an attack. Mr.
Otis' daily 3 hour broadcast covers the entire mid-East in-
cluding Iraq, Saudi Arabia, Syria, Northern Africa, etc.
When I first heard the orchestrated rendition of the song, it
reminded me of the barefooted, ragged soldiers marching off
to battle the British during the revolutionary war in step
to the fifes and drums.
I am of the opinion that it is a stirring melody, one that
could be used to introduce the Republican candidates seeking
election. It would be a reminder to those who opposed Presi-
dent Bush's legislative efforts to outlaw flag burning, that
the American Flag is a symbol of how the United States of
America was born in a war against tyranny, just as we today
under the leadership of President Bush have drawn a line on
the sands of Saudi Arabia.
A few bars of the melody, with the fifes and drums, could be
played, and the candidate beside the Flag could begin the rally
with "Red, White and Blue God Bless You" and then have a
celebrity or the candidate sing the first verse, or use my
son's tape recording.
The Willie Horton TV spot had a terrific impact on the American
voter, so much so it destroyed Dukakis. This Flag Song might
have the same effect on these new demonstrators, and their
their Vietnam War draft dodging leaders.
President is a World War II combat pilot, and represents the
best in America, a patriotic rich man's son, who offered his
life in defending the principles for which this country stands.
If it was not for the bravery of men like President Bush during
World War II, we would have not won the war with Japan, and
I would not be here typing this letter to you.

It was good seeing you some months ago at the NYC Police
Department's Holy Name Society Annual Breakfast. As a
co-dais guest I enjoyed your warm presentation before the
membership.
On Sunday January 20, 1991, we will be commemorating the New
York showing of the United States Marshals, Bicentennial
Exhibit, at Federal Hall, NYC. And I would be honored if
you would accept the enclosed invitation to attend.
This particular exhibit has special historical significance,
in that the first 13 U.S. Marshals were sworn in over two
hundred years ago, on the very site Federal Hall now stands.
This is why the exhibit has been entitled America's Star:
"Coming Home."
Invitations were also sent to: The President; Chief Justice
William Rehnquist; Attorney General Richard Thornburgh;
Chairmen of Federal, and NYS, House and Senate Committees on
Judiciary, and Related Agencies; Chief Justices from the

Dear John:
I wish to express my deepest reservations concerning
American policy in the Middle East, in particular with
respect to the recent buildup of American forces in the
Gulf.
It is categorically essential for there to be a
political solution to the Iraq/Kuwait crisis. War will be
devastating to everyone. War will in the short and long
run be detrimental to the United States' interests in the
Middle East. A war will create a worldwide recession, if
not depression, and in my view war simply cannot take
place for these and many other compelling reasons.
A political solution must include but may not be
limited to (i) withdrawal by Iraq from Kuwait, (ii) direct
Iraqi/Kuwaiti negotiations under the auspices of the
United Nations, (iii) reduction of the American forces in
Saudi Arabia, (iv) the establishment of a United Nations
peace-keeping force made up principally of soldiers from
the Arab countries, (v) application of all United Nations
resolutions as they apply to the Middle East, including
but not limited to the withdrawal of Israel from the West
Bank, Gaza, Southern Lebanon and the Golan Heights, (vi)
the withdrawal of all Syrian and Palestinian forces from
Lebanon, and (vii) the establishment of a United Nations
conference for the purpose of addressing and resolving the
differences in the region.
A clear reading of history tells us that linkage of
related issues is essential in the overall resolution to a

crisis of this magnitude. It really is time that the
United States applied principle uniformly in the Middle
East and that we not have one standard for Arabs and
another for Israel. Clearly what Saddam did was wrong.
He is willing to negotiate to resolve the crisis.
May I respectfully suggest that every possible effort
be made to resolve the Gulf crisis by political means and
that under no circumstances should the United States
engage in a war with Iraq. If the United States is com-
mitted to a peaceful political solution to the crisis,
such will be achieved.

I hope the enclosed draft of the latest edition of the North Dumpling
Times finds you in good humor (or at least, compared to other national
rags such as the Washington Post, puts you there.)
We are trying to raise funds for both the renovation of the Pandora
Building, as seen in the background of the bond, and for Science
Enrichment Encounters. This edition of the Times features the "Foreign
Aid Bond" from North Dumpling and would be used solely as a
promotional piece for their sale. We have found that personalized bonds,
with the name of both the giver (underwriter) and receiver (bond
holder), seem to have a great deal of appeal, even more than pet rocks
and other "gimmicky" holiday gifts.
Particularly because all of the money goes to FIRST, many local people
have already bought bonds. I'm confident that we could get lots of very
positive news coverage with this story, but we're reluctant to release this
story until we're sure that neither you, nor the President, find it in bad
taste. In fact, you will notice that we have left a space in the article, in
case you or the President would like to give us a real quote to use. This
hopefully will minimize the time and effort requested of you, while
maximizing the impact of an endorsement, of FIRST, even one as
tangential as this one. Feel free to adjust the space to accommodate
anything you are willing to say, and please be assured that we will never
use it out of context. It would be particularly valuable to "publicize" the
story as early as possible to capture the Christmas gift market. Anything
you're willing to do would be greatly appreciated.
On a much more serious note, we had what I believe was a very
productive meeting with Dr. Bromley, who seems much too practical,
logical and genuinely concerned to have such a lofty position. Dr. Roland
Schmitt is trying to arrange for us to present the concept of FIRST at the
next annual meeting of the Council on Competitiveness (he is on the
executive committee). As Dr. Schmitt and Dr. Bromley are already

Dear Dr. Sununu:
I am writing to solicit your help in promoting a favorable
outcome on the H.R. 1602, the "Trauma Care Systems Planning
and Development Act". As you are doubtless aware, this
legislation will provide financial incentives to states to
plan, develop and implement regional trauma care systems.
Trauma, which should best be thought of as a disease, is the
third leading cause of death in the United States following
heart disease and cancer. Moreover, it is the leading cause
of death of U.S. citizens under the age of forty-five and
the economic losses and lost productivity engendered by
trauma on a yearly basis clearly exceed one hundred and
thirty to one hundred and forty billion dollars.
Historically depicted as the "neglected epidemic of the
twentieth century", trauma has recently attracted more
attention as a disease which is largely preventable. In
addition, when injured, patients have a much better outcome
when they are treated and managed in appropriate trauma care
systems. As yet, very few of the states have effective
systems in place; in fact, several states and/or counties
have begun to abandon their trauma commitments because of
impaired funding.
I maintain a vacation residence in Ashland, New Hampshire,
and am constantly refreshed by the great natural beauty of
the surroundings. However, like much of the United States
the rural nature of the state lends itself to potential
catastrophes in trauma care that an organized trauma care
system would begin to alleviate. Every time I see a severe
automobile accident on Route 93 or hear of a boating
accident on Squam Lake or Lake Winnepesaukee, I wonder about
the emergency medical system response in the Lakes Region,
and wonder whether or not an individual injured in rural New
Hampshire has as good a chance of survival as an individual
with a similar injury in downtown Boston. Sadly, I feel the
answer is "no".

they may undertake In a time of
thing budgetary for any potential legislation which may come
pressure, it is clearly prudent to do
same the President. In this case, I believe the merits of
this before legislation and its relatively small cost clearly
outweigh any risks to be taken with the Federal budget in
passing it; non-medical economic losses from trauma alone
certainly justify a vigorous attempt on the part of the
Federal Government to foster and encourage the development
of appropriate care for trauma, which will lead to a
diminution in these losses and an overall improvement in
economic conditions.

I was among the evangelical leaders who met with you and President Bush in
the Roosevelt Room at the White House today. I have been in a number of
these meetings over the years and I must say that our meeting today was, by
far, the most productive. Your personal participation made a major
difference.
As the leader of the nation's largest association of protestant schools and
colleges I was particularly heartened by your report on the child care bill.
Dr. John Holmes, my assistant in Washington, D.C., tells me your personal
efforts were a major factor in protecting the interests of our religious
schools. Please accept our sincere thanks, we are grateful indeed.
I know it is a long shot to ask but it would be great if President Bush could
speak to the 8,000 Christian school teachers at the 41st Annual ACSI
Convention held at the Anaheim Convention Center in Anaheim, California,
Monday or Tuesday, November 25 or 26, 1991.
If given adequate time, we would totally adjust the convention program to fit
the President's schedule on those dates. We would prefer that the President
speak at either of the morning general sessions. The Presidents in the past
have spoken to Catholic education conferences but never to evangelical
school meetings. So the President's remarks at our largest Christian school
convention would go a long way toward mending evangelical fences. If
President Bush accepts our invitation we would like to present him with our
annual Religious Freedom Award for his timely efforts on the child care
legislation and the ADA bill.

we need to express our concerns for evangelical causes. I may do that from

Dear Mr. Sununu:
We at Texaco are firmly committed to helping improve our nation's
air quality and have urged that cost-effective control strategies
be adopted.
In this regard, there are provisions in the amendments to the
Clean Air Act currently before the Congress which will impose
many billions of dollars of additional costs on American
consumers with unproven and perhaps little, if any, benefit. In
addition, these provisions can significantly weaken our U.S.
refining industry by reducing capacity and increasing imports of
gasoline and heating oil at a time when our nation is already
heavily dependent on imported crude oil and products.
I am referring to the mandates to manufacture reformulated
gasoline for certain areas of the country currently in
non-compliance with Clean Air standards. These provisions were
added by floor amendments in both the House and Senate and
require the manufacture of emission-reducing gasolines by 1995
and 2000 which cannot be made in existing refineries and which
many in our industry doubt can ever be made. Yet these are the
only gasolines that will be permitted to be sold in ozone
non-attainment areas. In addition, gasolines with a prescribed
oxygenate content must be available in 40 cities by 1992 when the
worldwide supplies of such oxygenates very likely will not be
adequate to meet such demands within the time period and
procedures prescribed.
There were no House and Senate Committee hearings or review which
would provide a basis for determining: (1) if such fuels could
ever be made; (2) at what cost; (3) within what period of time;
(4) what emission reduction can be achieved; and, (5) whether
alternative control strategies could provide greater
cost-effectiveness and cost benefits. The results of the
unprecedented oil/auto research program will be available in
early 1991 and should then provide a scientific basis to address
some of these issues.
In these circumstances, to mandate, as the bill does, specific
fuel components without requiring feasibility studies by EPA or
flexibility to adjust the compliance dates or the
emission-reduction standards on the basis of subsequent
information is gambling with the U.S. economy and our energy
security. Careful consideration must be given as to how the
U.S., if necessary, can protect itself against such a potentially
gasolines. dangerous, costly and disruptive experiment with yet undeveloped
As a major national and international refiner with a
state-of-the-art refinery system and long experience in the
refining business, Texaco feels a responsibility to advise the
Congress that it has seen no research which indicates the
mandated fuels can be available within the inflexible deadlines
imposed by the bill. If this legislation is adopted, we urge
that an ongoing monitoring system with periodic public reports be
established so that the Congress and the American people will
have timely notice of any need to consider a mid-course
correction to achieve a cost-effective solution if this
experiment begins to indicate it is becoming a costly failure.
Texaco will use its very best efforts in an attempt to develop
and produce the gasolines mandated by this legislation. If any
refiner can find a way to successfully manufacture and nationally
market such fuels, we believe it will be Texaco. Nevertheless,
because of the serious risks posed by this technology-forcing
experiment, we feel a responsibility to call the above facts to
your attention.

Congress on the results of the Fifth National
Holiday along with a copy of the Commission's
most recent newsletter.
We are currently completing our plans for the
Sixth National Holiday on January 21, 1991 and
we request your assistance in encouraging the
President to schedule a trip to Atlanta and the
King Center during National King Week. A copy
of the tentative schedule is enclosed and we
would be delighted to have him and Barbara
attend any of the events during King Week
(January 17 - 21, 1991). This invitation is
also extended to you, as we would also be
honored by your presence.
Previously we wrote the President and asked for
a Proclamation Ceremony to be arranged at the
White House on Monday, January 14, 1991. This
scheduling would dovetail into the other
Commission activities in Washington. There
will be the Commission's Annual Meeting and
Recognition Luncheon, 12 noon to 3:00 p.m. at
the Supreme Court to be followed by a
Diplomatic Reception hosted by Secretary Baker
at the State Department. Again, we would be
honored to have you attend these D.C. events.

Dear Mr. Sununu:
Industry's knowledge of and thinking about synfuels has evolved substantially from
the late 1970s, and we think it is time to take another look at how development of
these technologies can contribute to national energy strategy.
For this purpose, we are assembling a group of representatives of major corporations
involved in synthetic fuels development for a roundtable discussion on Tuesday,
November 27, 1990, at 9:00 a.m., at the Hyatt Regency. on Capitol Hill.
Our discussions will draw on lessons learned from past government attempts to
develop a U.S. synthetic fuels capability, and from the results of research,
development and commercial demonstration conducted by the Department of Energy
and industry during the past decade.
Admiral Watkins and Director Darman have been invited to have representatives
attend and we extend a cordial invitation to you to suggest additional representatives
of the Bush Administration whom you would like to have attend these discussions.

Dramatic increases in citation contests and appeals will
ensue, placing an extraordinary burden on the administrative
appeals process. There will be similar increases in litiga-
tion, overtaxing our already stressed judicial system. Due
process will be compromised by excessive delays in rulings.
Provisions currently exist whereby significant civil penal-
ties can be levied and other punitive measures can be taken
for violations (e.g. OSHA's "egregious violation" policy and
MSHA's Pattern of Violations rule).
Criminal penalty sanctions have been adequately addressed by
the Crime Control Act of 1984. Inclusion of the proposed
expansion of the scope of criminal sanction by the budget
process is unacceptable.
There is cause for concern that inspectors, and others, may
be motivated or establish objectives based on revenue tar-
gets.
The Occupational Safety and Health (OSH Act) does not man-
date minimum penalties, and doing so will be counterproduc-
tive to positive accident prevention programs.
And most important:
There will be no increased contribution to employee safety
and health; on the contrary, diversion of finite resources
will reduce protections.
The enclosed information elaborates on these and other
important points.
We believe that increasing the maximum civil penalties by
amending the OSH Act and the MSH Act through the budget process
is wholly inappropriate. This action will not enhance employee
safety and health; it will be detrimental to effective programs
of accident reduction. We hope you will support this position
and advise Congress of your objections.

Dear John:
I am writing to express my strong support for Michael R.
Darby, currently Undersecretary for Economic Affairs at the
Department of Commerce, to fill the vacant seat as
Vice-Chairman of the Federal Reserve Board of Governors.
I worked with Mr. Darby during his tenure as Assistant
Secretary for Economic Policy in the Reagan Treasury on the
capital gains tax issue. I was impressed not only with his
expertise, but with his strong philosophical commitment to
growth-oriented economics.
As you know, I have been one of only a handful of
Senators who have been genuinely concerned about the conduct
of the Fed's monetary policy. I firmly believe that in
order to insure long-term economic growth without inflation,
the Fed must pursue objective monetary policies and
procedures. Dr. Darby's writings on monetary policy
indicate that he shares this point of view.
Given his experience and qualifications, I believe
Michael R. Darby would be an excellent choice for the
President to appoint as Vice-Chairman of the Federal Reserve
Board.

"A Progressive-Conservative Prescription
for a New War on Poverty"
In the 1980's, the American economy experienced an
unprecedented expansion, generated over 21 million new jobs --
more jobs than Europe, Canada and Japan combined -- and created
more than 4 million new business enterprises. While the Nation's
gross national product grew by 26.3 percent between 1983 and
1989, Federal tax revenues expanded by 35.7 percent, twice as
fast as they did in the 1970s. Federal income taxes paid by the
top 1 percent of taxpayers surged by over 80 percent - from
$51 billion in 1981 to $92 billion in 1987.
The Reagan-Bush Administration rediscovered the classical
prescription for non-inflationary economic growth; i.e. sound
money, income tax rate reductions across the board, and
reductions in the growth of government spending and regulation.
As a result, the entire world was lifted to a higher vision of
what democratic capitalism could achieve in creating wealth and
opportunity for people. Indeed, by decade's end, the leader of
the socialist world -- the Soviet Empire -- had become an
economic basketcase. The intellectual and political case for

We support continued efforts by Congress and the
Administration to reduce the federal budget deficit. We
remain deeply concerned, however, that members of the budget
summit are considering an energy tax on electricity as a means
to raise revenue.
A recent survey conducted by Cambridge Reports/Research
International indicates that Americans overwhelmingly oppose
energy taxes. The survey asked 1,250 adult Americans: "In
general, would you favor or oppose raising energy taxes on
things like natural gas or electricity if the increased
revenues were targeted specifically for reducing the federal
budget deficit?" In response, 70 percent said they opposed
energy taxes; 26 percent said they favored energy taxes; and
four percent did not have an opinion.
We believe the public will not support energy taxes because
energy is a necessity--not a luxury item. Taxing necessities
will hurt low- and fixed-income individuals the most as they
spend a higher percentage of their income for these necessary
energy services. The regressive nature of an energy tax on
electricity is becoming widely understood by these low- and
fixed-income individuals.
In demonstration of this strong public sentiment, a number of
consumer organizations have joined with EEI in opposition to
energy taxes. These groups include: National Consumers
League, The National Women's Political Caucus, the National
Council of Jewish Women, The National Council of La Raza, the
League of United Latin American Citizens and the National The
National Association of Regulatory Utility Commissioners.

Energy taxes are likely to weaken the U.S. economy. Such a
tax will be inflationary and increase the costs of U.S. goods
and services to consumers. An increase in the cost of domestic
goods would place the U.S. at a competitive disadvantage in
the international marketplace. This problem is heightened by
the Middle East crisis resulting in further inflationary
prices on the U.S. economy.
I have enclosed a copy of the survey's results for your
information. Energy taxes lack public support because they
are unwarranted for economic and public reasons. They are
regressive, inflationary and would have severe adverse effects
on the economy and U.S. competitiveness. We strongly urge you
to reject an energy tax as part of the budget summit
agreement.

want you to know of our opposition to any budget summit agreement
that:

Eliminates the lump sum retirement benefit;

Freezes the Federal COLA in 1991 and reduces future
COLA's; and

Cuts Federal health insurance benefits.
If you vote for these cuts, they will require Federal and
postal workers and retirees to finance 25 percent of all deficit
savings over the next five years. We already have borne $120
billion in cuts in pay and benefits in the last decade. Further
cuts are intolerable and unfair. They will devastate the quality
of public service in America.
I urge you to reject these cuts. I look forward to your

Dear Mr. Sununu:
Enclosed are a couple of copies of the October 1990
issue of New Dimensions magazine on the abortion issue.
Recently, The Washington Post, LA Times, and Chicago
Sun Times have publicly admitted to gross bias in favor of the
"pro-choice" position. U.S. News editor, John Leo, as much as
threw down the gauntlet to the media to start being more fair
on the abortion issue. New Dimensions accepted this
challenge, and did a thorough investigation of America's $500
million abortion industry.
What we came up with, "Pro-Choice 1990: Skeletons in
the Closet," is being widely called the most hard-hitting and
gripping expose of America's abortion industry to appear in
the media in a 1 ug time.
I thought you might be interested in seeing a copy, and
I would appreciate your passing a copy on to The President, if
possible.

I was enthused to hear of the possibility that Dr. Bernadine Healy might
be nominated as the next Director of the National Institutes of Health. I
know her well, and I can think of no one in the country who is better
qualified. You are already aware of her credentials, including her recent
presidency of the American Heart Association. I would add that while she
is highly conservative personally, she has won respect across the board
because she listens well and has the gift of being able to persuade even
the most intransigent opponents with her sound reasoning.
Bernadine is a rare mixture of clinician and researcher--infused with a
natural gift for policy. In developing the state-of-the-art cardiac care
center at Johns Hopkins she was Bernadine Healy the clinician. In
developing a world-class research program at the Cleveland Clinic
Foundation she was Bernadine Healy the researcher. And I can tell you
from first-hand experience from her three years with me in the Office of
Science and Technology Policy, she is highly effective in areas of
biomedical policy and did a remarkable job on issues that ranged from
Senator Gore's crusade against biotechnology to teaching President Reagan
about neurobiology. Needless to say, I would give her my highest
recommendation.

"Seventeenth Annual Reserve Officer of the Year Awards Banquet."
This banquet will also commemorate fifty years of the Los Angeles
Police Department Reserve Corps.
Reserve Officers are public spirited citizens who unselfishly
volunteer their time to "Protect and Serve" the citizens of Los
Angeles while still maintaining their regular employment. These
"Points of Light" come from all walks of life to work side by side
with regular police officers in combating crime on a daily basis.

These selective excise taxes tend to reduce sales and
therefore reduce income and jobs in industries that pro-
duce the taxed goods. In these ways, selective excise
taxation results in arbitrary and undesirable distortion
in allocation of resources and in this manner interferes
with the free play of our competitive market.
Clearly this is not a desirable result and an approach
destined to fail.
While the goal of deficit reduction is important, it is
equally important how it is accomplished. Energy taxes that
strike at the heart of the nation's production base and excise
taxes on selected industries should not be part of the solution.

My dear Sir:
Seeing you on the TV (CNN) this past weekend from Helsinki reminded me that
in August last year you responded to my request to send an autographed photograph
of President Bush to Olga Vähäsalo of Helsinki. (My assertion in that letter was in
error about her having been in Lubyanka Prison.) I forwarded the photograph to her
and then a year ago next week, we were married in Helsinki. I have to tell you that
she made many copies of the autographed photo and sent them to her friends in Riga.
It created quite a stir. And it created an even greater stir when she sent a copy to
her father who is a retired Soviet Army colonel living in Kaliningrad.
We were able to get her into this country in January of this year. And in
April she enlisted in the Army Reserve and is now on active duty at Fort Lee,
Virginia and is trying very hard to make a career of service. "I want to defense
America" is her reason for volunteering. "It is the best!" Everyone tells her that
she is the most motivated person that they have ever met in the service. A quick
glance at her enclosed vitae will show why. All of those encounters with the KGB,
her time in a Soviet mental hospital for refusing to conform to the system (back in
the early 1970s) shows why she has such feelings for the privilege of being in this
country.
At the moment she is in the hospital at Fort Lee where they are repairing
some damage she suffered in her efforts to out-do everyone else during basic
training. She completes her advanced training at Fort Lee about the 19th and I will
join her there to see the sights in the District. I would very much like to be able to
introduce her to the President sometime late in that week. I am informed that he
sometimes will take a minute and shake hands with visitors. How can it be ar-
ranged? Can your office help?
It would not only please her, very much, but of course, if we can arrange such
an opportunity for her, she will think even more of us. She is trying to get into the
Army's jump school because I went there during the Korean War and she thinks that

Dear Governor Sununu:
I was very disappointed to hear both Mr. Scowcroft
and you state before the American public on
television this past Sunday that simply having Saddam
Hussein return to the pre-August 2, status quo is an
acceptable goal at this time.
The thought that by positioning sufficient material
in Saudi Arabia and having other Arab nations be
"committed" to future action is a sufficient
deterrent to Saddam Hussein or the Iraqi military is
unbelievable. What will we do when a humiliated Iraq
has developed a nuclear capability or increased
chemical weapons capability?
The world is watching and most importantly is almost
unanimously in support of defeating Saddam Hussein.
Politically, I can't see this country supporting a
future deployment of troops if we are unwilling to
take the steps to remove the cancer this time.
A military action with Iraq will be painful, so is
surgery to remove a cancerous tumor - but the
consequences of dealing with this problem later, like
allowing cancer to spread, will be much more painful
and costly in the long run.
Governor Sununu, we've come so far, let us not lose
our resolve now. Saddam Hussein must be removed from
power and the Iraqi military machine must be
sufficiently diminished so as to not pose an
offensive threat to its neighbors.

All too frequently we have had to settle for
negotiated settlements that proved to be strategic
defeats for the U.S. and world interests. Let us not

I received a call from Anthony Athanas, proprietor of Anthony's
Pier IV, this week. Anthony had recently visited his native Albania
where he met with the new president Ramiz Alia.
Alia is in the process of restoring a democratic government to
Albania after years of a neo-stalinist regime under former
president Enver Hoxha. Free elections will soon be held in
Albania for the first time in years.
As a prominent US businessman, Athanas has been active in trying
to reconcile the past diplomatic differences between Albania and
the US. He has "met with" (unspecified) State Department
officials in that regard. Anthony, has requested that I com-
municate, to you, his profound interest towards achieving that end.
On October 1st, Anthony will be hosting President Alia at an Albanian/
American reception at his restaurant. If feasible, please forward
a letter (similar to the attached sample) for Anthony to read
during the program.
As you know, Anthony is a reliable, supportive friend. If you can
fulfill the request without potential "backlash," I'm sure he
would be extremely grateful. Thank you!

career and personal life have led me to heed your advice. I have started an exciting venture to serve the needs of
a seriously neglected segment of our population. It involves both public and private service to disabled children
and adults who are unable to communicate by speaking with their natural voice.
For several years well-thinking providers of service to severely motorically impaired individuals have made
various attempts to use computers and other high technology devices to provide augmentative and alternative
communication aids. The results have been less than satisfactory. The efficiencies of such systems are less than
their lower tech counterparts. The key to resolving this dichotomy in results may lie in converging the differing
perceptions of the problems as they really are by the different disciplines involved in delivering the service.
For example, rehabilitation engineers should provide input to the assessment process. Jan Nesbit at UNH, Jim
Whitlock at Northeast Rehab, Beth Taylor at Mary-Hitchoock, David Jordan at Crotched Mountain and several
State government directors, such as Don Shumway, Ed Burke and Mike Jenkins, all are supporting me and feel
that I am uniquely qualified to add the missing engineer component.
A letter of endorsement from you would carry considerable weight in our quest for private foundation seed money
while we apply for federal grants.
It would also be helpful to know where the top support is for the American with Disabilities Act. My perception
is that you left the State of New Hampshire in a ripe position to legitimately bring the motorically impaired
minority forward to realize their full potential as productive citizens, paying taxes on their income instead of
continuing to be a burden on other taxpayers. We have the determination to lead the way for the rest of the nation
in the granting of civil freedom to this last pocket of discrimination.

game over the Labor Day weekend. As a fellow MIT alumnus ('79),
I hoped for some engaging conversation, but realized it would be
inappropriate to try and meet you during what I'm sure was a
brief break in your busy schedule. My family (in the box to your
left) thoroughly enjoyed the game, and I hope their initial
"stares" did not make you uncomfortable (we hoped your wife would
catch the foul ball).
As a member of the Salem Business Community, and a Director of
the Boys and Girls Club, I have had the good fortune of working
in a successful pro-business state for almost six years, and in

Dear Mr. Sununu:
We support your efforts to reduce the federal budget deficit
in consultation with Members of Congress in a budget summit.
We are very concerned, however, that the Congress and
Administration are contemplating imposing a broad-based energy
tax as a means of raising revenue.
Broad-based energy taxes are inequitable, would have severe
adverse effects on the economy and would impede our Nation's
ability to compete in the international marketplace.
Particularly in light of Iraq's invasion of Kuwait and the
subsequent increase in oil prices, further inflationary
pressures have the potential to seriously weaken the U.S.
economy.
The most common proposals being discussed are taxes on
domestic energy, such as a "btu" or "ad valorem" tax. These
taxes will ultimately be borne by the consumer. Such taxes
are clearly regressive, as low-income households spend a
larger share of their budget for essential utility services.
Thus, the greatest burden of an energy tax would fall on those
individuals and households least able to afford additional
costs.
A tax on domestic energy production and/or consumption would
be inflationary as it would increase the costs of U.S. goods
and services. Increased costs of domestic goods and services
would place the U.S. at a competitive disadvantage with our
foreign competitors. These taxes would encourage imports of
foreign products, thereby worsening our trade deficit.
Energy taxes would be felt disproportionately among consumers
in different geographic regions of the country. These taxes
would have the greatest impact on these states and industries
that produce and/or use the largest amount of energy. Many of
these same states will be affected the greatest by the

requirements of the pending Clean Air bill. To impose an
additional tax burden on these same consumers is particularly
unfair.
In conclusion, we feel strongly that a broad-based energy tax
is unwarranted for economic and public policy reasons. Taxing
an essential service such as electricity is poor public policy
because it would be regressive and regionally inequitable. In
addition, an energy tax on domestic production/consumption
would be inflationary and put the U.S. at a competitive
disadvantage. For these reasons, we believe broad-based
energy taxes should be rejected.

Dear Governor Sununu,
Several months ago, Citizens Against Government Waste
(CAGW) issued a report detailing an alternative to a tax
increase. The report contained a compilation of waste-cutting
recommendations which could save more than $305 billion over
the next five years.
On June 27, the Senate passed a sense of the Senate
resolution calling on the members of the budget summit to
"consider the most feasible of the deficit reduction
recommendations contained in the June 1990 report of the
Citizens Against Government Waste
before considering new or
raised taxes."
In light of recent events in the Middle East, the
threat of a recession, and the horrendous deficit which remains
to be addressed, CAGW would like to remind you of our report
and urge you to seriously consider our recommendations.
As I am sure you agree, it is essential, now more than
ever, that steps are taken to reduce the deficit, improve
government efficiency and eliminate government waste.
While we are taking a strong stand in the sand in
Saudi Arabia, it's time to show our fortitude at home.
