Regier, who is interested in serving as the director for the Bureau of Justice Assistance with the Department of Justice (DOJ.) For the past nine months, Jerry has served as the acting director in this position. I have enclosed a copy of his resume for your review. As you can see, Jerry is eminently qualified for this position. He was selected by Attorney General Dick Thornburgh to serve as acting director during the confirmation process for the director position. In that time he has proven himself to be extremely effective in this position. Under his direction, $445 million in block grants were awarded to the governors of each state as well as discretionary grants for FY 1990. Jerry has over a decade of service to the federal government. Due to his strong commitment to preserving the family unit, he has received several presidential appointments to commissions and special awards for his outstanding efforts. Currently, Jerry is serving as a commissioner on the National Commission on Children which will report its findings to the President in March 1991. The basic idea is to galvanize the American people into donating food and clothing to the Soviet people. Paul C. Warnke 196075 Dear Governor Sununu: The crisis in the Persian Gulf has diverted attention from the most dangerous vestige of the Cold War--the superpowers' strategic nuclear arsenals. If the Cold War is becoming a relic, the nuclear weapons of the United States and Soviet Union are still very real. With their awesome power, they could totally destroy each other. The economic difficulties faced by the Soviet Union and the United States give ground for hope that neither will be able to resume the nuclear arms race at previous levels. But as the Soviet government's central authority breaks down, the question arises who will control the thousands of Soviet strategic nuclear weapons. One practical step we can take is reducing the number of warheads. The Strategic Arms Reduction Talks agreement (START) will do just that. It will cut the number of strategic warheads in the U.S. and Soviet arsenals by about one third. The conflict in the Persian Gulf has renewed our sense of urgency about the spread of nuclear weapons. As parties to the Treaty on the Non Proliferation of Nuclear Weapons, the nuclear powers obligated themselves to pursue negotiations in good faith on effective measures to end the nuclear arms race and proceed to nuclear disarmament. START will be a long overdue step toward meeting our obligations under the Non-Proliferation Treaty. Its prompt implementation will better enable us to hold the non- nuclear nations to their obligation to forego acquiring nuclear weapons. Presidents Bush and Gorbachev set a goal of completing START by December 1990. If several remaining obstacles are cleared, START could be still be signed in the coming months. The debate over whether or not the U.S. Senate should give its advice and consent to the ratification of START could begin early in 1991. They actually block the entrances, making it virtually impossible to enter the abortionist's office. Is there a regulation that prohibits a Senator, a Congressman or a Secretary from showing a bit of courtesy by acknowledging information from an outsider, information that can benefit everyone in the country? My letter of May 5, 1987 to Howard Baker, then Chief of Staff, relating to Acid Rain, listed several types of scrubbers, one or more of which could not only wash out particulate matter but also reduce up to 97% of the so₂. It also men- tioned a much less costly approach to the problem by having all steam plants switch from high sulphur coal or oil to gas. A copy of this letter was sent to the following: Senators Robert Dole, Patrick Leahy and Timothy Wirth, Congressmen Silvio Conte, Gerry Sikorski, and Henry Waxman. Copies were also sent to New York State Attorney General Robert Abrams, retired Ver- mont Senator Robert Stafford as well as to Canadian officials in the Office of the Minister of the Environment at Ottawa. I received two-page letters that expressed keen interest in my recommendations from each of the last three. Not one memo of acknowledgement or show of interest came from Mr. Baker, the Senators or Congressmen referred to above. WHY?? In my letter of 5/11/90 to you relating to WAYS & MEANS to effect reductions of fuel oil up to 20% or more, without causing any reduction in the steam load for any building or plant that generates steam for heat, process or power (see high- lighted paragraphs, page 6), I asked you to review my letter with Energy Secretary Watkins Instead you sent the letter to the Energy Department. Who received it no one knows. I assume that Secretary Watkins and you both attend Cabinet meetings where you could learn the status of the information I have endeavored so far to get through to him with no success whatever. Did the letter ever find its way from someone in the Energy Department back to him? On 7/3/90 I sent a certified transmittal (per attached copy) to Secretary Watkins, assuming that by then he had received my 5/11/90 letter to you. His secre- tary phoned me to learn what the letter was all about; that the letter I described had never been received. I then sent a duplicate of the 6 page 5/11/90 letter with its attachments, addressed to Secretary Watkins, via certified mail. To date I hav received no acknowledgement. Again, I ask WHY?? 2 receive a return receipt card from the Energy Department, not from the cretary or his office. Per occasional TV reports, there are some Government officials in Washington that have expressed a need to reduce imported fuel oil and related costs. I must assume that this is also an important matter that requires Secretary Watkins' attention. If this assumption is correct, why then is he not interested in the type of WAYS & MEANS that I have used to effect fuel savings of 20% or more over a period of several years. These WAYS & MEANS have been proven very effective. After all, I am fully qualified and capable of defending any and all claims that I make relating to fuel reductions that can be effected. Such fuel savings will quickly offset any plant costs to accomplish the recommended WAYS & MEANS. Please ask the President if he will request from Secretary Watkins a list of his recommendations to reduce fuel oil requirements and imports. I will submit to the President my list of WAYS & MEANS to accomplish fuel reductions. Both submittals should be considered classified until the President concludes which route to effect fuel savings is the best one, Secretary Watkins' or mine. At that time, a decision can be made as to the value of my recommendations. If the President or Secretary Watkins have no interest in the subject of fuel savings, please let me know. I still cannot understand why it is so difficult, if not impossible, to get a response from the Washington of ficials that I have sent wide. important information to concerning the WAYS & MEANS that can benefit everyone nation- Note attached copy of my 1943 PRACTICAL METHODS article, which was inserted into the Congressional Record Vol. 121, No. 17, p. S 1682, for Friday, February 7, 1975, by Senator Mathias of Maryland. Two of the several important WAYS & MEANS to effect Fuel Savings that I have referred to several times in my 5/11/90 letter are covered in the PRACTICAL METHODS article. One that goes into considerable detail relates to the losses created by Excess Air. A brief reference is made to cleaning boiler tubes. Bear in mind that when the article was written Fire Tube and Water Tube boiler tubes had to be cleaned manually by steam lances or brushing. The insulating value of 1/8 II of soot is equivalent to 1 II of asbestos, accord- ing to the U.S. Bureau of Mines. Patent No. 3,450,104 was awarded to Merrill Aldrich and me on June 17, 1969. It relates to fully automatic tube cleaners that can clean all of the tubes of a Fire Tube boiler every hour of coal or oil firing the year round. It also included an injector that could spray, once every hour, a catalyst to increase overall combus- tion efficiency. A reference letter from the City of Alexandria, included with the 5/11/90 attachments, relates to the effects of this catalyst on the reduction of SO2. The patent expired 4 years ago. Neither Aldrich or I have had anything to do with marketing or installation of the tube cleaning equipment since that expiration date. There is also a reference in the article to Spinner Cup oil burners. Such burners should now be considered obsolete if they have not already been discontinued and replaced by pressure type burners, each of which includes its own wind box through which all combustion air can pass. The elimination of Spinner Cup burners automati- cally eliminates the need for checker work construction which can contribute to Excess Air and fuel waste. Sununu--page 3 Please note highlighted paragraph, page 5, of my 5/11/90 letter relating to device that I should like to design to indicate when a steam boiler is opera- the efficiently or otherwise wasting fuel. Can or will the Energy Department mandate ting such a device? If so, I will contact a few instrument builders and find out if one of them is interested in building and marketing such a device. If there is no way that the Energy Department can mandate such a device, it probably will be difficult to locate an instrument builder who will be willing to take on the initial marketing responsibilities. Since the device is just one more way to effect fuel savings and reduce oil imports, it seems to me that the Energy Depart- ment should find a way to simplify the purchase and use of this equipment. I am most anxious to have an indication from you, the President, or Secretary Watkins if this is a device that can be mandated for all U.S. steam plants, large public utility power plants, only, excluded. Like all Americans, we in the yacht building industry want to see the deficit reduced. Unfortunately, this luxury tax is revenue negative or at best revenue neutral, and will put thousands of additional boat employees out of work. We request a hearing that will document the following: REVENUE NEGATIVE OR AT BEST REVENUE NEUTRAL. The program is revenue negative or at best revenue neutral because there will be little or no new sales of yachts in the next 12 months. Without sales, jobs will be lost. Lost payroll tax revenue will result from large, wide spread layoffs. NO NEW SALES. The added 10% tax has made it virtually impossible to close a yacht sale this fall and in both my opinion and others in the industry there will be very few sales for nine to twelve months. Eighty percent of our annual sales are made between September and November. Without exception, all buyers are deferring their decision to purchase a new boat because of the new tax. For seven consecutive years, my company had enjoyed a 25% annual growth rate in sales. Last year we built $2,600,000 of new boats At this time all our building employees are laid off and the company is trying to finalize a few new orders to keep the company going. LOST JOBS. The N.M.M.A., National Marine Manufactures Association estimates that there will be an additional 8000 manufacturing jobs lost in the boat industry nationally as a direct result the new luxury tax. New England boat builders were already fighting for survival before the new luxury tax. Dunn and Bradstreet reported this week that bankruptcies have increased 195% over last year in New England. A survey of seven of the larger boat building companies around the Fall River, MA area shows that 1673 jobs have been lost and only 417 remain. Three of the seven companies have already gone bankrupt and the others are fighting for survival. All the remaining companies are now faced with the prospect of little or no sales because the "price sensitive" boat buyer will not pay an additional 10% tax on top of state taxes that average 7%. In addition to the layoff of 40 employees at my company which has resulted in $1,000,000 in lost payroll and payroll taxes, there are over 300 of our suppliers that will also be affected. In addition to the 8000 manufacturing jobs lost, as mentioned above, there will also be thousands of additional jobs lost to companies that supply to the manufacturers. PRICE SENSITIVE. High priced yacht buyers are very sensitive to price increases and will look for alternatives if the total cost increases too much. Just as the yacht buying public were about to begin purchasing again, (the recession in yacht buying led the recession a year ago) the consumer for a new boat is faced with an additional 10% price increase/tax. I am sure few industries, even in good-times, could withstand such an increase. What would most consumers do if someone told them a car, vacation house, or other luxury items had just gone up in price by 10%. Probably wait, or purchase an alternative? RESULT: No sales, no tax revenue. CONSUMERS TRUE COST OF LUXURY TAX The actual cost of the luxury tax to the consumer is much higher than 10% because it is paid with after tax dollars. This makes the purchase of a yacht even less attractive. REDUCED IMPORTS. American boat builders produce quality products that have kept American consumer dollars in this country. Cambrias, which are built by my company, are one of the finest yachts built in the world today and for the last seven years have been a successful alternative to high-quality imports. One of our recent owners, actor, Christopher Reeve (Superman), formerly owned a Swan 40, built in Finland. We sold him a new Cambria 46 two years ago and allowed American dollars to stay on our shores. Over 40% of our $10,000,000 production has resulted in American dollars staying in this country. ADVERSE IMPACT ON BLUE COLLAR AND IMMIGRANT WORKERS. The group that can least afford lost income resulting from layoffs will be most affected by lost boat sales. The blue collar and immigrant workers comprise the major source of labor to build boats. The wealthy will simply defer their purchases and not feel any adverse effect from the new tax law. DISCRIMINATORY. Most yacht buyers use their boats as a second home on the weekends. Vacation and second homes are not included in the new tax law. What is the difference between a vacation home in the mountains and a vacation home on the water? LOST INVESTMENTS. Like other boat builders in New England, I have my life investment and hard work in my company. My family's investment created over 40 jobs which produced eight years of payroll taxes. The investment, payroll taxes and jobs are gone if the buyers do not start purchasing new boats. Hon. John Sununu November 8, 1990 Page 3 SUMMARY. G) My 23 years of very successful building and sales experience and the benefit of a superior product will not be enough to keep my company going with the negative sales environment resulting from America's poor economy and particularly the additional 10% luxury tax. Two findings stand out: 1) We will be doing business in a slower-growing economy this decade. About half of the surveyed business leaders do not expect economic growth to match the 2.9% annual rate recorded during the 1980's. 2) The economy must overcome a number of very formidable problems. As Chairman of the Legal Services Corporation's Board of Directors (at least until the Congress adjourned sine die on October 28!), I have been working with the Corporation's staff in the planning and development of the Conference. Conference speakers and panelists will review the accomplishments, as well as the shortcomings, of the legal services program over the past twenty-five years. They also will suggest how such services can be provided more efficiently and effectively during the next twenty-five years. The Conference program will be presented during the morning and the afternoon of the 10th. Additionally, keynote remarks will be presented at a luncheon, and a reception at the end of the day will recognize lawyers and staff members who have served legal services grantees for the past twenty-five years. The Conference will be held at the Madison Hotel in Washington, D.C. I would be delighted and honored -- as would the other members of our Board, as well as the conferees -- by having the President address remarks to the Conference at any time on the 10th. He could restate his message about the importance of pro bono legal services (as published last February in the American Bar Association Journal), or -2- 1d discuss the importance of insuring civil justice for Americans, among other things. It seems to me that the President's endorsement of federally-funded civil legal services at this time is especially important after the controversy and embattlement of the 1980's. Any remarks the President would make, as the next quarter century of legal services begins, would fit well with the selection of a new Board of Directors and of a new President for the Corporation. In an instant, it would send the clearest signal to the party and the country that President Bush is serious about restoring the GOP as the party of economic growth and entrepreneurial capitalism, as opposed to corporatism. Black and minority Americans would be surprised, taken aback, with a new appreciation of a President who would make such an appointment. The party organization nationally would be thrilled, understanding Kemp is the one guy who can disarm the class warfare bombshells the Democrats have been lobbing. In fact, putting Kemp at the RNC would spring him into the Democrat backfield. I've talked to Kemp about it and he is not crazy about the idea, to say the least. He thinks it's a terrible job, Joanne thinks he'd never be home for dinner anymore, and he would only do it if the President urged him to do it. My strategic sense is that Kemp is the optimum choice. The GOP has been burdened for fifty years with a balance-the-budget mentality, which is why the American people will not trust Republicans to control the White House AND the Congress, as they did so often between Lincoln and Hoover. The younger voters who identify with entrepreneurial capitalism, and were attracted by the Reagan Revolution, need to be reassured that 1990 was not a GOP departure from principle, only a tactical setback. All the conservative leaders I talk to say it would be a great idea, but it won't happen, because the President wouldn't want someone he can't completely control at the RNC. You know, though, and surely the President knows, that Jack has remained personally loyal to the President throughout the chaos of the last several months -- believing the presidency and party could be repaired in '91. As long as he is able to work toward the Bush Agenda of 1988, the President could feel completely secure in his loyalty. Nothing could heal the schism in the GOP quicker and more happily than JFK at the RNC. Support the idea and you will be glad you did. However, within the last two months three professional societies and many wellknown persons in science and medicine have seen fit to endorse my candidacy for such an appointment. I should say first that as an American citizen by personal election, I have an abiding admiration for the U.S. constitution and for the individual freedom it confers. Moreover, having arrived here as a young man and having been fortunate enough to achieve national recognition in my chosen profession here, I have developed a strong personal conviction that I should try to serve this nation of ours with all the expertise that I have developed here. Indeed I have responded in the past to several invitations to serve nationally through federal appointments mostly in the academic sphere -- on NIH and EPA Study Sections, on two NRC Advisory Committees, on a statutory committee advising the Secretary of Veterans Affairs, and as a U.S. delegate to a U.N. Committee dealing with radiation hazards. In my view, the essence of the Nuclear Regulatory Commission is radiation safety and it is in this area that I believe I have developed a national reputation. For over 40 years I have worked in a radiation environment and for most of that time I have been responsible among other duties for the radiation protection of others. For 24 years I have chaired the Radiation Safety Committee of one of the best hospitals in this country, and for 35 years I have taught physicians and physicists the elements of radiation safety at the Massachusetts General Hospital and at Harvard University. During that time I have become a disciple of the ALARA philosophy (As Low As Reasonably Achievable) which holds that the social benefits of radiation use should be weighed and compared with their social cost, including economic cost. I believe that my knowledge of radiation effects on people combined with my expertise in radiation protection systems and my long and vital interest in both the economic and medical health of our society, will fortify my judgement on matters which could come before the NRC, and indeed some other agencies. He should ridicule the Democratic pledge to tax millionaires: Why don't we just shoot them all? But primarily he must hammer on the strategy of capital tax cuts for growth. Sununu Chief of Staff The White House Washington, D.C. 20500 Dear Governor Sununu: The Board of the National Republican Institute for International Affairs (NRI) met several weeks ago to consider a group of candidates to head the Institute, among them, Dr. Constantine Menges, Jim Denton, Ed Fox, Belden Bell, and Sam Watson. Subsequently, the above five met with the Board of Directors of the NRI for what they were told was the final interview leading to the selection of the next president. To date, none of the participants have received any official word of their status. The unofficial word is that the White House decided to appoint a new director, probably from among any number of losing Republican candidates in November's elections. Many members of the Board are said to be very upset at what is now perceived to be a bogus competition, and angry at the lack of consideration for the excellent applicants who submitted to this process expecting a democratic contest. This apparent circumvention of the NRI's own constitutional procedures, as well as the implicit disregard of Congress' specific legislative mandate that the NED and its component institutes be governed by autonomous boards independent of the Executive Branch, is unwise. The four-month-old NRI vacancy comes at a time when the Institute should be in the forefront of U.S. efforts to assist democracy abroad. The revolution in which our party and its leadership played a key role is now in its critical infancy. Pro-democracy parties and governments around the world are calling for help. The Democratic Party's Institute is selling their ideas aggressively -- our "default" presents them with no competition. This continuing imbalance undermines what base of support exists for the NED and NRI within our party. The Honorable John H. Greetings from the Desert, This is an informal, unsolicited observation from a member of one of Operation Desert Shield. of the Seabee battalions, stationed here in Saudi Arabia in support I was watching Saudi Television tonight and I saw a video segment showing President Bush conferring with an Arab leader. I don't under- stand Arabic, but I believe the President was meeting with Prince Faizel. While watching all the previous coverage of the Arabs on television I noted how neatly dressed and perfect they were in their gowns. I couldn't help but notice on the segment featuring the President, that President Bush's tie was askew and in need of a tie clasp. I understand he is terrifically busy and his schedule is hectic, but attention to a minor detail such as this may make a better impression. My bank, for one, has not gotten out of the lending business and does not contemplate ceasing its lending operations. While it's been an arduous battle, often in the face of severe staff and funding shortages, the nation's conservation professionals have done an exemplary job of meeting the challenges of the 1985 Farm Bill. But their work is by no means over. These individuals have dedicated their professional lives to working with American farmers to protect and improve our natural resources. Any interruption in their work will severely affect them, the nation's farmers, and the implementation of conservation programs and practices throughout the country. On August 7, 1990 at your request, Ede Holiday, Assistant to the President and Secretary of the Cabinet, wrote a letter to me indicating that she had contacted the EPA and that the Senior Scientist would not identify himself as an EPA representative, but rather as an individual. C. 20500 Dear Governor Sununu: It is recognized that a variety of tax proposals are being considered to address the deficit as it relates to the current budget debate. To that end I am writing to express my concern about a recent proposal to levy a 0.5 percent securities transfer excise tax (STET) on the sale of securities. Such a proposal would reduce public pension plan investment earnings. These losses would have to be made up by higher state and local taxes since we are legally bound to provide a certain level of benefits. The end result is higher costs for state and local governments and limited resources to protect the value of retirement benefits against inflation for our 218,000 active and retired participants. Based on our pension fund's current market activities, this tax would cost our system an estimated $9,333,117 annually (U. S. Treasury Bonds excluded). These would be dollars that are not returned to our fund to pay for benefits. Our plan is a defined benefit plan. This means we have promised to pay a specified benefit to individuals vested in our system. If investment earnings are used to pay transfer taxes and not returned to the pension trust for the payment of benefits or to earn additional investment income, the shortfall will have to be paid by the sponsoring government. In reality, it will be the taxpayers of Mississippi who will pay. The value of retirement benefits over time will also be affected. Most state and local pension systems grant cost-of-living increases on an ad hoc basis. These increases serve to maintain the purchasing power of retirement benefits. Employers will find it increasingly difficult to make these adjustments because of the reduction in investment earnings to pay for them. Some attempt to justify the STET on the basis of reducing excessive speculation and churning. Public pension plans are long-term investors and therefore this tax is not needed as a inducement to change investment behavior. Given your strong support to public pension systems over the years, we urge you to reject this proposal. We urge you to take the necessary measures to avoid the sequestration. The Meat Inspector furloughs brought about by the sequester would result in shutting down livestock packing plants. The losses from such an action to the livestock industry alone could be in excess of $140 million dollars per day, not to mention the lost wages and tax revenues. Full inspection of meat is required by law and is necessary to keep the livestock industry competitive. We have been contacted by some of the largest meat packers in the U.S. telling of their plans to completely shut down for up to 4 1/2 days in the 2nd week of October. Pork would be particularly impacted, due to differences with other meats in packaging and handling techniques. Pork producers also have virtually no options on the farm to hold their animals: when they're ready, they must go to market! The space is needed on the farm, the product is needed at retail and foodservice, and the complications to the food marketing chain are manifold in holding hogs off the market for even a few days. Thus, not only the short, but especially the long term impacts on pork prices could be disastrous. The budget sequestration would also impede the Pseudorabies (PRV) Eradication and Control program. Furloughing federal employees involved in this program will only serve to delay the eradication of a disease which costs U.S. pork producers $30 million dollars annually. The sequestration order will not only hurt the PRV eradication program and shut down the packing industry; but will deprive key federal workers their jobs, deny consumers of a steady supply of product, and decrease government revenues from taxes. We urge immediate action to prevent sequestration. During the last 10 months congressional investigators have studied tax and revenue data for certain foreign-owned subsidiaries located in the United States, and have found that there may be a widespread practice of tax avoidance. The data is still preliminary, but experts in transfer-pricing cases--where a subsidiary pays inflated prices for products to an overseas parent, and thus avoids paying taxes in this country--suggest that a reasonable estimate of the unpaid taxes that could be recovered are in the neighborhood of $10 billion for each of the last five tax years. I have urged the IRS to establish a strike force of experts within the agency to investigate and, if the evidence supports it, to pursue these unpaid taxes. I have enclosed for your review a copy of the special order speech that I made on the House floor on the subject. As I promised, the following is some additional information I received while attending a meeting of the New Jersey Coalition Against Aircraft Noise (NJCAAN). NJCAA represents several thousand concerned citizens from more than 200 communities throughout the state. They have come together in a joint effort to roll back the Federal Aviation Administration's 1987 Expanded East Coast Plan (EECP). I met with NJCAAN's president, Mr. Craig Cantoni and about one hundred members of the organization. I was impressed with their intelligent and responsible approach to central New Jersey's problem with airport noise. I am convinced that the FAA should revalue its EECP decision and take into account the noise and safety impact of the new routes on the most densely populated part of the nation's most densely populated state. NJCAAN is also attempting to convince the Port Authority of New York/New Jersey to eliminate the use of Stage 2 aircraft at Newark International Airport. As you may know, Stage 2 aircraft is the designation for older, noisier and less fuel efficient aircraft still operating at our country's major airports. Paid for by Whitman For U.S. Senate pg. 2 Governor Sununu Stage 3 aircraft, which are currently available to the airline industry, would provide immediate and significant relief to the effected areas. It must be noted that no Environmental Impact Study has yet been done to assess the impact of the changed routes on the communities and no public hearings were ever held. I respectfully request that your office review the enclosed materials and hope that you will decide to facilitate discussions with officials at the FAA. These concerned citizens have a very real and legitimate claim to a loss to their quality of life. No due process of law has been offered to these individuals and families for their loss. I believe that Congress is moving too slowly in adopting new legislation to require the FAA to develop a national noise abatement policy. MOST OF THE PEOPLE BUYING BOATS COME FROM THE MIDDLE CLASS SEGMENT OF OUR COUNTRY. THEY PURCHASE OUTBOARD-POWERED FISHING BOATS, GENERALLY IN THE 15-T0-16-FOOT CATEGORY. ADDITIONAL USER FEES WOULD CERTAINLY HAVE AN EFFECT ON THE DISCRETIONARY DOLLAR WITH WHICH THESE INDIVIDUALS HAVE TO RECREATE. THIS, IN TURN, WILL HAVE AN EFFECT ON OTHER SEGMENTS OF THE ECONOMY SUCH AS THE FISHING TACKLE INDUSTRY. The massive government worker furloughs resulting from the sequestration process would wreak havoc on the lives of government workers and their families, gut vital services to the American public, and devastate local economies, pushing this country closer to the brink of a serious recession. Government workers are just like all other Americans. We must buy new clothes for our kids' first day at school, meet mortgage and rent payments, visit the doctor and dentist, and pay higher gas and heating fuel prices. In a particular, as a Social Security employee, I deplore the use of our aged, blind and disabled citizens as hostages in the budget negotiation process. We have already sacrificed over $130 billion in lost compensation over the last ten years. Now, on top of lower pay, escalating health premiums, constant threats to our retirement programs, and unfair political restraints, we must face a serious threat to our job security. The severe recruitment and retention problems already well documented throughout the government will only be exacerbated by this most recent threat of massive furloughs and reduced financial security. I urge you to bring sanity and reason to the budget process and reach a rational compromise to reduce the deficit that does not once again single out the government worker to bear the brunt of this nation's financial problems.
