It is indeed regrettable that you and your family have had
to endure SO much attention of late from the media. My hope
is that a little time will put an end to all the speculation
and let you have the privacy you deserve.
I shall always be appreciative of the help you gave me in
obtaining Veterans Disability Compensation. My life is vastly
different because of these benefits, and they would not have
been available to me, even though the circumstances warranted
them, without your help, as well as that of Cardinal Law. My
mother and I share a home with Cardinal Law's mother.
Although I have never had the privilege of meeting you, all
the recent news accounts prompted my writing. My father was
the late Chief Justice of the Mississippi Supreme Court, and
I know how difficult it is to serve the public.
My mother joins me in the views I have expressed in this letter,
and I am confident that if my father were alive, he would also.

Dear Governor:
I am writing to request that you call EPA Administrator
William Reilly to direct EPA to continue discussions with the wood
preserving industry on a regulation effecting it. I hope that
these discussions will achieve a more cost effective regulation
that meets the President's FY 1992 Budget goals and provide
adequate compliance time.
On December 6, 1990, EPA promulgated a final rule for the
industry which the President's Budget has identified as the least
cost effective regulation in over 20 years. The regulation's cost
per premature death averted, according to the Budget, is $5.7
trillion. EPA and the industry are currently discussing
implementation issues raised by the final rule including
unreasonable compliance deadlines. It will simply be impossible
for most wood preserving facilities to meet a June 6, 1991
deadline.
In 1989 and 1990, I was among 150 Members of Congress who
strongly urged EPA to regulate the wood preserving industry using
an integrated, multi-statute approach. EPA has ignored these
Congressional requests and has promulgated a cost-ineffective,
RCRA-only regulation that is no more protective of human health and
the environment than alternatives proposed by the industry and
rejected by EPA. Industry-wide capital expenditures for the EPA
regulation could be as high as $5 billion, easily exceeding more
than twice the estimated net value of the industry. Most wood
preserving companies have insufficient capital to meet the EPA
regulation's costs. EPA's final rule will force a significant
number of plant closings within the industry.
EPA has been told of the potential economic harm that could
result from its actions and has acknowledged that some of the
rule's negative effects were not intended. In this vein, EPA
should work diligently to address industry's legitimate concerns.

affects so many of my constituents.

Dear Governor Sununu:
It has come to my attention that a Michigan native, Jim Quello, is up
for reappointment to the Federal Communications Commission.
Jim has served on the FCC for 17 years, having originally been
appointed by President Nixon and reappointed twice by President Reagan.
Prior to his appointment to the Commission, Jim was an integral part of
Michigan's broadcast communications industry for nearly 30 years.
The Michigan Association of Broadcasters, which represents hundreds
of Michigan radio and TV stations, unanimously endorsed Jim for this re-
appointment, and I concur with their judgment.
Like the President, Jim is a decorated WWII veteran who went on to
devote much of his life to public service. The people have been ably served
during his 17 years on the FCC, and he deserves the opportunity to continue
in that post for another term.

Dear Governor Sununu:
I am writing to urge continued discussions between EPA and the wood
preserving industry on a regulation intended to minimize health risks. I hope
that these discussions will achieve a more cost effective regulation that meets
the President's FY 1992 budget goals and will also provide adequate compliance
time.
On December 6, 1990, EPA promulgated a final rule for the industry which
the President's budget has identified as the least cost effective regulation in
over 20 years. The regulation's cost per premature death averted, according to
this budget, is $5.7 trillion. EPA and the wood preserving industry are
currently discussing implementation issues raised by the final rule including
reasonable compliance deadlines. It will simply be impossible for most wood
preserving facilities to meet a June 6, 1991, deadline.
Industry wide capital expenditures for the EPA regulation could be as high
as $5 billion, easily exceeding twice the estimated net value of the industry.
Most wood preserving companies have insufficient capital to meet the EPA
regulation's costs. EPA's final rule will force a significant number of plant
closings within the industry.
EPA has been told of the potential economic harm that could result from its
actions and has acknowledged that some of the rule's negative effects were not
intended.

I am writing to let you know of my concerns about the current discussions at

industry. The EPA up to this point, really has not used their good judgment in

common sense to direct the EPA to bring some sensibility to this process.

In 1989 and 1990, I was among 150 Members of Congress who strongly urged
EPA to regulate the wood preserving industry using an integrated, multi-statute
approach. EPA has ignored these Congressional requests and has promulgated a cost-
ineffective, RCRA-only regulation that is no more protective of human health and the
environment than alternatives proposed by the industry and rejected by EPA.
Industry-wide capital expenditures for the EPA regulation could be as high as
$5 billion, easily exceeding more than twice the estimated net value of the industry.

I'm writing once again in reference to the invitation to Governor
Sununu to participate in the ISM/NSM keynote session here in Lexington
on September 23 In your July 25, 1990 letter (copy attached) you
indicated that Governor Sununu would give this invitation every
consideration, but requested me to repeat the invitation as time grew
closer. Time is drawing nearer, and I would like to repeat the
invitation.
I realize that Governor Sununu's schedule is highly unpredictable and
dependent upon national and international affairs, e.g. we've
completed one war since last writing you! While we would be delighted
if conditions are such that Governor Sununu could be present for the
opening of our conference, everyone certainly would understand if he
was unable to make the presentation. If this proved to be the case, I
would like to be able to show a video tape containing Governor
Sununu's remarks. In this event, we would use a high resolution video
projector and project the image on a very large screen in the meeting
room. Although this would not replace the presence of Governor
Sununu, it would certainly serve as a back-up.
I'm enclosing a video tape that contains the introduction of Governor
Sununu, and a script that he could use as a guide for his remarks.
Quite obviously, he should feel free to edit or replace completely the
script with any other he might choose. If he could have his remarks
video taped (we can work with any tape format) and sent to me I can
have the opening and introduction placed in front of his remarks and
the final tape sent back to you, for your approval, before its to be
shown at our conference. I'll look forward to receiving Governor
Sununu's video taped comments at his convenience.

briefing. I hope you will join me on Tuesday evening, April 9, 1991, at the
National Academy of Sciences, 2101 Constitution Avenue N.W., Washington, D.C.,
beginning with a reception at 6:30 p.m. in the Great Hall. Dinner will be
served in the Lecture Room at 7:00 p.m. The discussion following dinner will
provide an opportunity for Administration officials, Members of Congress, and
private sector leaders to discuss aspects of the report with its authors.
This report was written with policymakers in mind. It not only looks at
the state of scientific knowledge about greenhouse gases and their effects,
but also provides a framework for making decisions about mitigation and
adaptation policies. The study was conducted under the auspices of the
Committee on Science, Engineering, and Public Policy. It represents the work
of over 40 scientists and policy experts who were members of the Academy's
Panel on Policy Implications of Greenhouse Warming and its working groups.
At the dinner briefing a number of my committee members will join me in
describing the report and discussing our findings with you. I look forward to
a candid and lively discussion. The report will be released at a press
conference and public briefing the following day.

You may recall that when you were Governor of New Hampshire you accepted on two
occasions an invitation from me to speak to the New England Water Works Association. It
is now my privilege, as President of the American Water Works Association (AWWA), to
extend a most cordial invitation to you to be the keynote speaker at our 1991 Annual
Conference and Exposition to be held in Philadelphia, June 23-27. The keynote address
is given during the opening general session on Monday morning, June 24, from 10 a.m. to
12 noon.
You might want to know that AWWA is the world's oldest and largest association of
professionals in the field of public water supply. We have more than 52,000 members,
whose employers provide most of the drinking water served in this country. In fact,
more than 3,500 municipalities, from the largest to very small communities, are members
of AWWA. Our annual conference is the largest event of its kind, attracting about
10,000 participants--about half of whom would be in the opening general session audience
we hope you will address.
If your schedule permits you to accept this invitation, Governor, we can get back to you
or your staff to work out the details and arrangements. As you make your decision, just
be assured that you would find your AWWA audience to be an interested, receptive, and
supportive one. There will be people there from every state and several hundred from
abroad. We hope you will consider this event as a useful platform to address some of
the Administration's issues with key officials and business people.
On Tuesday, April 9, we have a tentative appointment with Ms. Bobbie Kilberg, Deputy

Dear Governor:
I want to express my strong opposition to the proposed
Executive Order which would ban smoking in all work space
occupied by Federal employees.
The regulations imposed by the General Services
Administration more than adequately accommodate smokers and
nonsmokers in federal buildings and should not be extended to the
point of totally banning smoking in a federal work space. The
GSA regulations have been implemented by every agency with
minimal complaint. Adoption of the proposed Executive Order will
unnecessarily disrupt a program which is working quite well and
unduly discriminate against employees and visitors to federal
buildings and grounds who choose to smoke.
The mere consideration of such a misguided proposal only
serves to promote a truly undesirable precedent. I appeal to
your sense of fair policy and strongly urge this order not be
implemented.

Dear Mr. Sununu:
First, I would like to share your joy and pride in the successful conclusion of the
outstanding military operations of Desert Storm.
However, the primary reason I am writing is to let you know that the challenge you issued
to the National Water Supply Improvement Association has resulted in several of positive
actions.
In 1986, as Governor of New Hampshire, you spoke to our Annual Conference in
Washington DC and challenged us to "...get the word out" about desalting technology.
You stated very eloquently that public and legislators' awareness about the realities of
this technology is based largely on misinformation.
As a result, NWSIA, along with its Regional Affiliate in California, prepared and
distributed two white papers on the subject of desalting and water recycling.
More recently, we have been working closely with Senator Paul Simon on legislation to
promote much-needed research. Ultimate benefits will be extension of our water
resources and desalting cost reductions.
Senator Simon's efforts have resulted in S.481, the Water Research Act of 1991 (copy
enclosed). This bill is totally consistent with our Association's Mission Statement "to
improve and extend the nation's water resources through the development and
advancement of desalting, water recycling and water science technologies."
The recent oil spill disaster in the Persian Gulf focussed public attention on the large
seawater desalting plants of the Middle East.

Dear Governor Sununu:
I am extremely concerned about recently-issued proposed IRS regulations
which would discourage American telecommunications companies from
expanding and effectively competing both domestically and internationally.
As currently drafted, the proposed IRS regulations would sanction the use
of non-utility federal tax benefits to reduce utility rates. This prospect is
extremely disturbing to me in view of my belief that such a change in
federal tax policy would be inconsistent with and damaging to much
broader federal policy objectives directed to the deficit, the economy, free
trade and open competition, and the advancement of emerging
technologies.
Many companies in our industry have both utility and non-utility
subsidiaries. The regulations as proposed would have a significant impact
on the ability of these companies, including United, to economically justify
investing in new non-utility ventures. For example, had these proposed
rules existed five years ago, the economic analysis which supported the
decision to move forward with the construction of the nation's first 100%
fully digital fiber optic telecommunications network by our subsidiary, US
Sprint, would have been dramatically altered. Such ventures have, to date,
been a significant source of economic growth, new jobs, new leading edge
technology, and increasing American access to foreign markets. Sprint
today has 20,000 employees.
The current Administration has strongly encouraged the
telecommunications industry to invest internationally. Our industry has
forged ahead in response, but we simply cannot be expected to effectively
compete in the global marketplace if domestic tax policy does not
maintain a "level playing field".
This issue is not limited to the international marketplace. As a leader and
innovator in electronic technologies, our industry plays a critical role in our
domestic economy. In an era where the federal government has made
domestic competition within the telecommunications industry a policy
concern of tantamount importance, it is difficult to understand how the
policy decision implicit in the proposed regulations can be supported.
Since companies with both regulated and non-regulated subsidiaries would
have to share non-regulated activity tax benefits with their regulated
activity ratepayers, they would be effectively precluded from competing
with totally non-regulated counterparts in the marketplace.
It is also difficult to understand at this time of significant federal budget
deficits why Treasury would willingly sanction a ratemaking procedure
which would result in a reduction of federal tax revenues. Through the
reduction of regulated telephone rates, total federal telephone excise taxes
collected will drop accordingly. Additionally, by lowering the revenues and
the resulting taxable net income of regulated utility groups, a reasonably
consistent source of federal income tax revenues will be significantly
reduced.
Finally, I share the concerns expressed by the National
Telecommunications and Information Administration ("NTIA") in its
opposition to the proposed regulations. As NTIA points out, the proposed
regulations conflict with other significant federal telecommunications
policy.
Notwithstanding all of these concerns, I understand that as things now
stand these proposed regulations are very likely to be finalized and
implemented. Accordingly, I encourage your attention to this critically
important matter.

As you know, affordable health care and health insurance are No.
1 issues on the agendas of most trade associations representing
small and medium businesses. In my role as an advocate for small
enterprises, I began a process last October to produce policy
recommendations on this issue. This memo provides you with an
interim report. The policies presented here do not comprise a final
or comprehensive health-care initiative, but rather a status report
on policies emerging from an evaluation of small business insurance
issues.
Background
A major component of the "health care crisis" is the problem of
the uninsured. Between 34 million and 36 million Americans lack
health care coverage. In the last quarter of 1988, some 63 million
Americans went without health coverage for at least one month.
Many of these Americans are "working uninsured". According to the
Survey of Income and Program Participation (SIPP) conducted by the
U.S. Bureau of the Census in 1984, 8.2 million of the uninsured are
private wage-and-salary workers. An additional 1.6 million are
small business owners, primarily sole proprietors. Almost half of
the working uninsured are employed in firms with fewer than 25
employees; a third work in firms where there are fewer than 10
employees.
The bottom line is that the small business community is a large
part of the health insurance problem, and can be a large part of
the solution.

I want to forward to you my strongest recommendation for Mr.
Wayne Johnson of Yarmouth, Maine, who is seeking a position
within the Dept. of the Treasury.
Wayne is a longtime friend of mine and a strong supporter of
President Bush. He has worked tirelessly in past campaigns and is
actively involved in restructuring the Maine Republican Party in
Cumberland County.
Wayne has a particular interest in banking laws and finan-
cial procedures. He is a team player, and would be an excellent
addition to the Administration's team.
Wayne is an attorney and has worked for many years as a
housing consultant. He also served with the Department of Housing
and Urban Development during the Nixon Administration.
