Dear John:
Last summer the Prime Ministers of Estonia, Latvia and Lithuania asked
Hudson Institute to form an international commission of experts to work with Baltic
counterparts to develop plans, policies, legislation, and institutions for building market
economies in their republics. This effort, termed the "International Baltic Economic
Commission" (IBEC), reprises Hudson's earlier work in Hungary - a project that has
already yielded considerable success for both the Hungarian economy and our
relationship with that country.
On October 28-30, 1991, IBEC will conclude the first cycle of its work with a
major international conference in Indianapolis at which initial policy recommendations
will be discussed and approved. We are honored that the Prime Ministers of all three
Baltic States plan to attend the conference.
My purpose in contacting you is to request an Oval Office meeting between
President Bush and the Prime Ministers following their sessions in Indianapolis. The
President has consistently emphasized the importance of establishing market economies
in the Eastern European countries now emerging from the failures of centralized
Communist planning -- including the critical link between economic freedom and
individual liberty -- and has encouraged Americans to provide practical assistance to
those countries of just the sort Hudson is giving.
As you well know, nowhere has America's support of the principles of freedom
and self-determination been expressed more consistently or for a longer period of time
than it has with respect to the Baltic States. During his recent visit to Moscow, the
President called the forced incorporation of the Baltic countries into the Soviet Union
"one of the darkest legacies of the Stalin era," and stated that "men and women of
reason and goodwill can find a way to extend freedom to the Baltic republics." A
meeting of the President with the Baltic Prime Ministers in connection with the
Hudson-sponsored conference would be a superb opportunity to reemphasize the

the Administration's support for the Baltics, and to do so in conjunction with a
particularly worthy endeavor: a meeting of American and Baltic experts and leaders to
help the Baltic nations share the benefits of freedom that Americans first brought to the
world some two centuries ago.
I deeply appreciate your assistance, and sincerely hope the President's schedule
will allow him to meet with our distinguished visitors. If we can provide any further
information or do anything else to help make such a meeting possible, please do not

The report that the President is considering Missouri Governor John
Ashcroft to succeed Dick Thornburg as Attorney General is one of the
most encouraging "rumors" we have heard in years. Thanks for what you
are doing to advance his name.
John Ashcroft is eminently qualified for the position, possesses
impeccable character, and holds the right values in this time of culture
conflict.
It will interest you to know that in the summer of 1988, several weeks
before George Bush received the nomination at New Orleans, a group of us
meeting at his residence suggested John Ashcroft as one of three
potential vice presidential nominees who would send a strong positive
signal to evangelicals.

The National Ocean Industries Association represents over 300
domestic companies involved in development of our nation's offshore
energy resources. As such, our members are very interested in the
current debate over the protection of wetlands.
It has come to our attention that the Environmental Protection
Agency is attempting to derail the recently announced compromise of
the Council on Competitiveness regarding wetlands delineation. We
believe it is imperative that the Administration support the
Council's definition of what constitutes a wetland.

19, 1991. We fully understand the demands on the President's time, but are
nevertheless disappointed that he will be unable to attend our meeting. I trust
this is not indicative of a waning interest in fisheries issues. As you know,
groundfish management in New England continues to pose a formidable
challenge to the Council.

striped bass should be very good fishing at the time of our meeting and if you

Hispanic community for Richard M. Rosenbaum for a seat on the United States Court
of Appeals 2nd Circuit.

President Bush's visit to Turkey marks a historic event in the
relations of our two countries. It will be a milestone towards
closer cooperation in building a better world dedicated to peace
and prosperity. This view is shared by an overwhelming portion
of our population.
As you well know, in the statements of the presidents of both our
countries closer ties in education, among other areas, were
emphasized. As the person responsible for higher education in
this country, I am extremely pleased at that part of their
sentiments, because I believe that investment in education yields
more dividends than any other investment.
In Turkey we are experimenting with a type of private university
which is an outstanding feature in American higher education but
practically unknown in Europe. Bilkent University, after a long
period of planning, admitted its first students at all levels,
including at graduate levels, five years ago. Within a short
time it developed into a center of excellence at national level.
The student tuition fees meet about 26% of the expenses, an equal
portion coming from research contracts and government subsidies.
The remainder is met by endowments.
This new school is going to serve as a bridge between
institutions of higher education in our two countries. Bilkent
has already established a sister relationship with Carnegie
Mellon University as well as with Johns Hopkins. The faculty are
of the highest caliber, and almost all of them have earned their
doctorates from leading American universities, many having also
had teaching and research experience in your country. Many of
them of Turkish origin have left lucrative careers in the United
States to confront the stimulating challenge of building a model
institution for this part of the world.

admission to Bilkent is fierce. Only those with the highest
competence are accepted, a large number of them on scholarship.
One of the main features of Bilkent University is its library. We
are in the process of building a one-million volume collection of
books, journals and many non-book materials such as
videocassettes, audiocassettes, an art archive, sheet music and
records. The Documentation Center which was established in
cooperation with our Council of Higher Education, located at
a distance of about a 10-minute walk from the main campus,
subscribes to some 15,000 periodicals. It performs on-line
searches of the hundreds of Dialog databases.
The immediate purpose of my writing to you is to request that
the Bilkent University Library be made a recipient of
publications of the U.S. Government Printing Office. As you
know, many universities, for example Columbia University in New
York, are depository libraries for U.S. government documents.
If Bilkent University Library is granted this status, we would be
responsible for the costs of shelving and maintenance of the
documents, which would be made available to all interested
parties, not merely members of the Turkish higher education
community. A more specific selection could be made by us from
the the List of Classes of United States Government Publications
Available for Selection by Depository Libraries but a preliminary
list of branches of government, agencies, etc, for which we are
particularly interested in receiving the documents available for
distribution is attached. We want to acquire those available in
hard copy, not microform.
On your way to the aircraft at your departure from Turkey, I
mentioned that I would be writing to you regarding these GPO

The enclosed report to the President and Congress documents the importance of the
Fulbright Program to the United States and 130 other nations of the world, including
the soon-to-be 200,000 Fulbright alumni worldwide.
Perhaps more important than any other report ever issued in the 45-year history of
this Board, the significance of this year's report has already been highlighted by the
United States Advisory Commission on Public Diplomacy, which said in its own
annual report:
The J. William Fulbright Foreign Scholarship Board has served since 1946 to
oversee the Fulbright program. Concerned about efforts to stretch the
program's reach despite declining resources, distortions of the traditional
Fulbright mission, and erosion of the program's prestige, the Board in February
1991 released a White Paper on "The Future of the Fulbright Program." It
urges Congress to increase Fulbright funding, and calls for a return to the
program's roots: attractive, long-term awards in support of quality scholarship.
The Commission welcomes the White Paper. Its conclusions merit close attention
in Congress, the Administration, and the exchange community. (emphasis

Subject: The Highway Bill and the White House Council on
Competitiveness
Dear Governor:
Neither the Senate, nor the House of Representatives has included
Section 508 (a) of the Surface Transportation Assistance Act which
the President proposed last February in their versions of the
highway bill.
That section would prohibit the states from regulating rates,
routes, or services of interstate motor carriers. That section
will stimulate innovative services and add critical mass to the
distribution systems operated by U.S. industry. We need these
improvements to strengthen our world competitiveness.
Section 508 (a) will save U.S. business $25 billion. That amounts
to a $100 savings for every person in America in the prices paid
for goods and services. Chairman Robert Roe has explained that
the Teamsters Union does not like Section 508 (a) so the Senate and
House of Representatives has deferred to them. Are we going to
allow the Teamsters Union to define and control productivity?
Enclosed is a video tape and material that we presented in
Washington, DC on June 7 in order to build support for the
Administration's bill. It may be helpful to the staff of the White
House Council on Competitiveness. Every President since Eisenhower
has asked Congress to pass legislation with the language provided
in Section 508 (a). Sinclair Weeks began the process in 1955. I
certainly understand your frustration with Congress.

in Washington on Monday, September 23 for the "inaugural" meeting of
the National Taxpayers Union (NTU) new major donor group -- the
Jefferson Club - which I believe will interest you. The group is
comprised of supporters who have contributed a minimum of $1,000
annually to our group.
This "inaugural" meeting is set to be held at a convenient
location to the Hill. I would be honored to have you share your
thoughts with the major contributors to the National Taxpayers Union.
As you are probably aware, the Jefferson Club includes some of
America's leading advocates of reforming tax policy, and it is vitally
important that they are provided the opportunity to meet with the
national policy makers such as yourself.
My preference is to have you speak during a meal; however, we
would be delighted to have you as a speaker for a give-and-take half
hour session during the morning or afternoon. I realize your time is

We know the U.S. Government could realize a cost savings of
up to 30% or more with on-time completion if Federal projects

who I have come to know during recent years. As
you can see from the article, Rad has been trying
for several years to uncover the facts surrounding
the extradition of his father, an alleged war
criminal.
John, I have found Rad to be a good and decent
young man, and I admire his efforts to find the
truth about his father. If our government made
mistakes in handling this case, then I think we
should admit them.

things up at Justice, it would be very much

I am terribly distressed at the petty, nitpicking,
unfair beating you are taking from the media. I, along with
most well informed people in these United States, feel you
are doing a superb job and are in no small way responsible
for the President's excellent performance and outstanding
popularity rating. Keep up the fabulous job! I am certain
that in due course you will be recognized as the great
leader and statesman that you are.
In the meantime, I am enclosing for your review a copy
of a paper I prepared that I believe offers, if implemented,
immediate positive results in getting the American economy
moving again and, even more, has the potential to launch the
greatest new growth ever achieved, tantamount to a new
Industrial Revolution.
Moreover, as you will quickly note, the "targeted"
incentives proposed would cost very little in the way of
revenues and produce what supply side economics was supposed
to (but unfortunately never did) --a significant increase in
the tax collections emanating from growth in productivity,
capital investment, the explosion of entrepreneurialism, new
jobs and the launching of new, profitable, permanently
taxpaying businesses.

Dear Governor Sununu:
I am alarmed that some officials in the White House may be planning
or suggesting a visit by the President to Washington state to praise
Gov. Booth Gardner for his "efforts" on behalf of education. I am
not sure how seriously this idea is being considered, but it is of
great concern to me, Republican state legislators, and our Republican
candidate for Governor next year.
Gov. Gardner apparently has a good reputation on the education issue
at the national level. But his reputation here in Washington state
is dismal. Recently Gov. Gardner and his fellow Democrats in the state
House scuttled education reforms proposed by state Senate Republicans.
These reforms included merit pay for teachers, student achievement
testing, alternative certification for teachers and parent councils.
These Republican reform proposals are very similar to those being advanced
by President Bush.
Nearly half of Washington state's teachers went on strike earlier this
year because they were frustrated with the Governor's and Legislature's
lack of action to improve education. The Governor had to allow the
Legislature to adjourn and go home for six weeks in order to break
the strike. The head of the state teacher's union, Carla Nuxoll, recently
said of Gov. Gardner: "At one time he offered an education-reform
bill, with funding. But when it ran into trouble, he abandoned it
totally and leaped onto something else." (Seattle Times, 2-3-91)
Gov. Gardner's record on education within this state is a failure.
He has not proposed the innovative and necessary education reforms
which Republicans from the President on down to our own Senate Republican
Caucus have championed. In fact, he has opposed these reform proposals.
In addition to Gov. Gardner's sorry record on education, Republicans
have a real chance to defeat him in 1992. State Sen. Dan McDonald,
chairman of the Senate Budget Committee, has launched his campaign
for the Republican nomination. One of the issues which will work well

PRESIDENT'S "TURNOVER" PROPOSAL
I am writing to express the County of Los Angeles' support for the concept of the
President's "turnover" proposal, which is to provide states and localities with greater
flexibility over the use of Federal funds and to reduce "red tape" and administrative costs.
His proposal and similar ones offered by the National Governors' Association (NGA) and
the National Conference of State Legislatures (NCSL), however, are silent on the role of
local governments. For example, the proposals do not address how funds would be
shared with localities. We believe that it is essential to address this issue in any
turnover proposal and recommend that, if funds are turned over to states with fewer
"strings," then states should likewise pass-through funds to counties with a
minimum of "strings."
As a preferred alternative, we recommend that Federal grants be allocated directly
to major local jurisdictions which administer the kinds of services that are funded
by the grants. To the maximum extent possible, decisions on the use of funds should
be left to local governments, the level of government that is more accessible to the people
who receive the services. Moreover, some localities, such as Los Angeles County, are
more populous than many states and also have bigger budgets than many state
governments. The County's 1990 census population of 8.9 million is bigger than that of
42 of the 50 states.

Direct Federal aid to localities especially makes sense for categorical grants which
address needs that are concentrated in a relatively few urban areas. The President and
Congress recognized this in authorizing emergency relief grants to localities heavily
impacted by the AIDS epidemic under the Ryan White Comprehensive AIDS Emergency
Resources Act of 1990. Only 17 urban areas account for nearly 60 percent of all AIDS
cases nationally, and Los Angeles County alone has more reported AIDS cases than any
single state except for California, Florida, New York, and Texas. Other comparable
categorical grants, however, are not allocated directly to local governments on a formula
basis, not even funding to assist homeless persons and refugees, who we all agree are
heavily concentrated in a few areas.
We believe that there are numerous Federal grants for which it would be programmatically
appropriate and fiscally sound to make grants directly to the impacted local jurisdiction.
The County of Los Angeles welcomes the opportunity to work with the President in
improving the efficiency of government at all levels so that important needs can be better
met with limited available resources. As a starting point for discussion, attached is a
proposal, for your review, on how Federal aid might be allocated directly to major local
jurisdictions on a pilot basis.

As a member of the ARM 91 committee I felt our round table
discussion at Hamilton Farm in New Jersey went extremely well.
Your response to health care issues could not have been any
better.
As a representative of the New Jersey Medical Society, I would be
more than happy to gather a small delegation of New Jersey physicians
to visit you and your staff in Washington.
This delegation would be made up of physicians who are directly
involved with patient care and who can provide you with the necessary
information to fórmulate a health care policy ,for the United States
of America. We do not claim to have all of the answers or can we
come up with an immediate solution. However, the AMA and the
United States government have not been able to solve this problem
which currently is at its worst and will not be changing too soon.
We feel that physicians who care could possibly be what our country
needs to solve this dilemma. All we ask is to give us a chance to
participate. These physicians will speak freely, not just reiterating
what the AMA has mandated.

Dear Governor Sununu:
I am writing to advise you about a proposal by Hadron, Inc., a Maryland
based corporation, to locate its Kuwaiti Acquisition Management Activities at
Pease Air Force Base. Hadron is an affiliate of Westinghouse specializing in
procurement activities. It is presently negotiating with representatives of
the United States and Kuwaiti governments to serve as Kuwait's procurement
agent for US goods and services. If Hadron is awarded a contract with the
Kuwaiti Government, it has selected Pease as its headquarters and base of
operation, creating an estimated 500 new jobs in New Hampshire.
Representatives of Hadron have presented their proposal to Skip Jones and
the Pease Development Authority. I have met recently with Skip who is quite
optimistic about this proposal. Hadron representatives have also met with
Fred Kocher of Senator Rudman's office. Warren is also supportive of the
proposal and is working with former Senator Percy in making contacts with the
Kuwaiti Government through the United States Embassy. In addition, Hadron has
met with General William Ray of the Army Corps of Engineers who confirmed the
need plan. for a private US procurement contractor and is supportive of the Hadron
It appears to me that if Hadron became the US procurement contractor
officially recognized by the Kuwaiti Government, both the nation and the State
of New Hampshire would benefit. The rebuilding of Kuwait is an excellent
opportunity for US businesses to export both goods and services. Unless
coordinated system is created for the private sector to facilitate the export a
of goods and services to Kuwait, US businesses will be seriously
disadvantaged. Hadron's selection as the procurement contractor results in
the creation of quality, technical jobs at Pease.
Mark Hounsell, who is working with Hadron here in New Hampshire, informs
me that a group is traveling to Kuwait to meet with the Crown Prince during
the first week of July. While I know that you are reluctant to get directly
involved in issues that affect New Hampshire, the redevelopment of Pease is of
critical importance to me and to our state. I know you recognize the
significant financial problem that we face if a successful redevelopment does
not occur. It would be ideal to have a US representative, perhaps the US
Ambassador or his designee, in attendance at the meeting to support the
proposal.
While I am not sure if involvement by you or your staff is appropriate, I
did want to inform you of the proposal and let you know of my interest. In
any event, it would seem to me that a meeting between Hadron's representatives
and you or your staff prior to their trip to Kuwait would be helpful to
discuss the proper handling of this matter.
I will try to call you in the near future to follow up on this matter.

President and Mrs. Ford will host a welcome reception on

I want to keep you apprised of our plan to draft a
regulation to establish service-connection for certain
long-term effects of acute mustard gas exposure for service
personnel who participated in secret tests of protective
clothing and equipment during World War II. Deputy Secretary
Principi has kept both Ms. Holiday and Mr. Scully informed on
this matter (copies enclosed). They support the concept and
have kept Mr. Darman informed. The estimated cost of granting
service connection is approximately $1.2 million per year.
Mr. Mike Wallace of the television program "Sixty Minutes"
interviewed Mr. Principi on this matter on June 3. We shall
clear the language of the proposed and final regulation through
Mr. Darman.

I am writing, as promised a few weeks ago, to provide
further program information on the upcoming AEI World Forum and
to ask that you take a moment to choose the small group
discussions you wish to attend.
Copies of our current agenda and guest list are enclosed.
The plenary sessions will be devoted to critical international
political and economic issues such as trade and financial issues,
Eastern Europe's steps toward market economies, the crisis in the
Soviet Union, and the aftermath of the Gulf war. Some of the
small group meetings will pursue these questions in more detail;
others will examine domestic U.S. policy issues such as health
care costs, poverty, and university education.
Topics for the fifteen small group meetings are listed on
the enclosed form. Please check your choices for each day and
return by mail or fax to Isabel Davidov. If there is sufficient
demand, we may schedule optional group discussions on Thursday
and Friday afternoon during the free time period, repeating one
of the topics from earlier on those days.
A book of background readings and the current issue of AEI's
policy magazine, The American Enterprise, are also included in
this package. The background readings, mostly the work of AEI
scholars, focus on issues we will be discussing at the plenary
and small group sessions. The American Enterprise contains
several pertinent articles as well. We hope you find these
papers interesting and useful.
As you can see from the agenda, we hope you will agree to
speak for ten minutes at the Thursday morning discussion,
"American Politics: Is the 1992 Election Already Over?" Sharing
the spotlight with you will be Joe Lieberman and AEI's Karlyn
Keene. Norm Ornstein will moderate and no doubt add to the
comments. While the time limit for these lead presentations is
stringent, it allows ample time for the discussion that is such
an important part of the Forum sessions. We also hope you will
intervene whenever you see fit at the plenary sessions.

We are very grateful for your oversight of the impending child care
regulations. You have previously assured us that the expected regula-
tions will make clear that aid to a parent, who in turn selects child
care service, is not construed as "federal financial assistance" to the
service provider. Subsequent conversations with White House staff have
not been so reassuring.
A potential conflict exists over the employment provisions of the child
care bill and the employment provisions of Title IX of the Education
Amendments of 1972 and the Rehabilitation Act of 1973, both of which
now apply to recipients of federal funds as a result of Grove City. We
urge that the regulations explicitly state that child care vouchers are
not "federal financial assistance" to the provider for purposes of
Title IX and the Rehabilitation Act. In any case, it should be made
clear that the employment provisions of the child care bill take
precedence or override the employment provisions of Title IX and the
Rehabilitation Act. A formal legal opinion to this effect from the
Justice Department or other relevant authorities should be issued with
the regulations. Additionally, child care providers receiving vouchers
must be precluded from having to file for a religious exemption as we
have seen under Title IX.
If the application of these laws is not specifically excluded by the
regulations, religious providers will be unwilling to accept child care
vouchers. And in the end, the gains we have together made in advocat-
ing "choice" could be sorely threatened. Thank you for your immediate
attention to this critical issue.

know that I have just wound up narrating and producing a "The
President's Favorite Place, Walking tour of Kennebunkport" audio
tape. Should be in the Kennebunkport stores by the 4th of July
weekend. What nobody knows-- (nor will we tell them) --is that the
tape was recorded, mixed, and produced in New Hampshire!

Please find enclosed a copy of President Bush's recent
message to the 1991 Nuclear Power Assembly, which reaffirms
strong support for nuclear energy's vital role in meeting our
national goals of economic growth, energy security and
environmental protection.
As you know the Administration's National Energy Strategy
includes provisions for a greater
nuclear
energy
and, specifically, establishes a plan to have commercially
standardized designs for advanced nuclear energy plants available
for order by 1995. The nuclear energy industry has adopted a
similar goal and is working cooperatively with the Department of
Energy on the actions required to achieve this important
objective.
As part of this effort, the Nuclear Power Oversight
Committee (NPOC), the policy coordinating arm of the nuclear
energy industry, recently published the enclosed report entitled
"Position Paper on Standardization." This report outlines the
industry's commitment to maintain "life-cycle" standardization
for families of advanced nuclear energy plants and is a
complement report to NPOC's "Strategic Plan for Building New
Nuclear Power Plants."
Enclosed also is a comprehensive report released at the
Nuclear Power Assembly that summarizes the recent progress on
advanced nuclear energy plants and furnishes background
information on the various advanced designs.

Archdiocese of Hartford who each year sponsor a prestigious black-tie
dinner for the benefit of a worthy cause in the Archdiocese. The cause
this year is the newly established Catholic Service Corps of Connecticut, a
program through which recent college graduates will devote a year of their
lives to serving the poor.
With the knowledge of His Excellency Archbishop John F. Whealon,
Archbishop of Hartford, and at the request of the dinner committee, I am

at our forthcoming dinner on Friday, November 15, 1991. The event will

Steve Kinney of the Republican National Committee suggested that I send you the enclosed
studies.
As you may know, Voter Contact Services has been providing voter file services to Republican
candidates for over 19 years. We have about 85,000,000 voters on file, covering all or part
of 41 states and the district.
Like yourself, I am an MIT graduate (class of '58) -- in fact I was Sports Editor of The Tech
and followed your lacrosse playing -- and I can't resist using our large database and computer
capacity for studies on voter behavior.
This study first started with an intent to study Presidential Caucus voting patterns in Iowa. It
quickly became an investigation of the effectiveness of recent past primary voting history in
predicting future primary voting.
The studies show how greatly the predictive capacity varies from state to state. They verify
that recent primary voting history can be helpful, but they also show that there are a lot of
other indicators that can also be useful and may be a lot cheaper for the campaign. The fact
that "double general" voters in California seem just as likely to vote in the next primary as
"either primary" voters, for instance, has substantial economic value in a state where acquiring
general election history is relatively inexpensive, while acquiring primary voting history is
generally very expensive and time consuming.

As you will recall, when you were Governor you twice nominated me for
appointment by the Secretary of Commerce as a member of the New England Fishery
Management Council. I will finish my third three-year term on the Council in
August of 1992.
We are holding a regular meeting of the Council on September eighteenth and
nineteenth at The Rhumb Line Motor Lodge in Kennebunkport, Maine. Being very
conscious of the burdens that the President bears and of his demanding schedule, we
would normally not even think of asking for his time or attention. However, because
of the location of our September meeting, if the President should be in
Kennebunkport on those days we would be honored to have him appear before the
Council at a time of his choosing to meet our Members and staff and to make any
remarks he might wish to. There will be fishermen in the audience at the meeting.

Dear Mr. Sununu:
I am a small New Hampshire publisher. I wonder if your staff or the President
have become aware that the Canadian government is requiring that all U.S.
publishers of magazines must collect a 7% tax on magazine subscriptions sold
to Canadians?
To me, this raises an issue I thought we settled when the British surrendered
at Yorktown. If every foreign government begins to levy taxes on subscriptions
we sell in foreign countries, we'll have to give up our foreign business. And
if they can impose a tax on publishers, who will be next?
This is also, in effect, a tax on information. "The power to tax," said Edmund
Burke, "is the power to destroy." If this one works for the Canadians, who
will confiscate our magazines at the border unless we comply, then others will
surely follow their lead.
I have written to all our subscribers in Canada and most are as upset as we
are. Anything you can do to call this to the President's attention will be
appreciated. I know the President will be less than pleased with this
development since Mr. Mulroney has certainly talked as though good trade
relations with the U.S. is a high priority. Thanks for any help.
I enclose a copy of a letter to one of our subscribers from the Chairman of
the Committee on Finance in the Canadian House of Commons.

Dear John:
For over five years, a small cabal of know-it-alls has been
meeting for dinner every so often in Washington to talk
Republican politics. The group's prescience and insight has
been erratic, but its record at keeping confidence and
staying out of the Post is miraculous.
I was once the group's convener, then that chore passed to
Lee Atwater, and now to Clayton Yeutter. I'll not attach
the entire list, but it's made up of people you know well:
Black, Duberstein, Nofziger, and other fellow travelers.
Now that Clayton has agreed to become the beneficiary of our
useless advice, he has asked that you begin receiving an
invitation. The rotational duty of organizing the dinner
falls to me next time, so I'm the bearer of that news, as
well as the group's earnest wish that you'll take part.
Please plan to attend on Monday, June 3, at the Hay Adams
Hotel in the Federal Suite, Room 706. The reception will
start at 6:45 p.m. and dinner will follow at 7:30 p.m.
