Dear Governor Sununu:
Illinois recently completed protracted negotiations on a
$27 billion spending plan for the State's 1992 fiscal year
which began July 1. The budget negotiations stretched 19 days
into the start of our fiscal year and closed a $1.8 billion
deficit to balance the State's budget.
The new health care budget features a Medicaid provider
assessment plan to finance expanded Medicaid services and
redistribute funds to support institutions which serve a
disproportionate share of Medicaid beneficiaries. The
assessment plan will also support increased payment rates to
hospitals, nursing homes and mental health providers in an
effort to avert further legal proceedings against the State
under the so-called "Boren Amendment" mandating increased
Medicaid payment rates.
The plan -- as unanimously approved by the General
Assembly -- is the result of a broad and unusual coalition of
the Administration, legislators, providers and beneficiary
advocates. Members of the Illinois Congressional Delegation
have also expressed their support for the State's assessment
plan.
I am concerned that forthcoming regulations from the
Department of Health and Human Services may prematurely end
Illinois' ability to finance its Medicaid program in the

Dear Mr. Sununu;
The 82nd Fighter Group Association is having it's annual reu-
nion in Denver, CO, starting 29 August 1991. I am the host.
A Memorial Plaque will be dedicated to those young men who
gave their lives in combat while serving with the organiza-
tion during WWII. The Plaque will be dedicated at the Air
Force Academy Cemetery on 30 August 1991. We are expecting
over 350 people to be at the Dedication.
This Group was a P-38 unit that contributed very signifi-
cantly in the Mediterranean Theater to the successful conclu-
sion of WWII. There is enclosed a brief History which will
be used as part of a Memorial Dedication Brochure.
Since our President was a Fighter Pilot in WWII, his greeting
to our members at the reunion would be one of the high lights
of the reunion. It would add a great deal to a memorable
reunion and add a touch of class to our Memorial Dedication.
A copy of his letter will be furnished to all members inclu-
ding those who couldn't attend.
I have taken the liberty of providing a draft of such a
greeting from the President. Your assistance in getting it
prepared for the President would be greatly appreciated by
all the members in attendance.
Mr. Sununu I was Chief of Staff at the Air Force Academy for
three years. One lesson I learned is that Chiefs of Staff get
credit for everything that is wrong and the Boss gets credit
for everything that is right. Hang in there. Don't let the
bastards get you down.
Thank you for your using your good offices to make this

with huge financial support consider themselves unbeatable. In
Edison, Republicans are a grass roots' organization with people

have only a "Hope Chest." We are hosting a dinner dance on

Sports Weekend in Washington, D.C., to raise funds for "Have a Heart", a charity that helps abused,
homeless, foster children and foster parenting programs in our nation's capital. I would like to invite
you to join me in this worthwhile endeavor by participating in our Celebrity Tennis Tournament to be
held at the Omnit Shoreham on Saturday, September 14th, or our Celebrity Golf Tournament to be
held at the Tantallon Country Club in Maryland, September 16th.
Also included in this Gala weekend will be our Have a Heart Gala and Dinner show on Saturday
evening, and a Montana Style Picnic on the grounds of one of Middleburg's beautiful farms on Sunday
afternoon. You are, of course, invited to be our guests at any or all of these events.
I have invited many of my friends from Hollywood to join me in Washington for this weekend, and to
participate in our tennis and golf tournaments. For your information, I am attaching a list of stars
and Washington friends I have invited.
If you play golf or tennis, having you participate with us in this sports weekend would add much to
our ability to raise funds to help our children. I know you feel, as I do, that children are this
country's most precious resource and anything we can do to relieve the suffering of those children who

Dear John:
I have been following with keen interest the vicious attacks being made upon you
for the flights you have taken as Chief of Staff. While acknowledging that everything
was legal, your critics, congressional and media,
nevertheless
have
gone
to
extremes
to try and embarrass you and the Administration. I am delighted that the President
has stood by you in this matter. It is a sad commentary that while we have so many
important problems, the "important people" in "this town" of Washington (to use Sam
Donaldson's words) spend their time trying to create garbage at which they are
becoming experts.
I want to take this opportunity to tell you that Charme and I and my entire family
are rooting for you. Just keep up the great work that you have been doing and all will
turn out well. I know that all the members of the St. Jude Board as well as the
Antiochian Archdiocese Board are behind you one hundred percent.
I would also like to bring up another matter-the Kurdish refugee crisis. During
the past several years, I have been asked to speak before Kiwanis and other civic clubs
concerning the numerous factions involved in the Lebanese civil war and most recently
concerning the Kurds: who they are, their background, goals, etc. While I obviously
do not have any real expertise on the Kurds, I am familiar with a substantial amount of
their background. I must confess surprise that from what I have been able to hear and
read, the Administration has failed to rely upon the history of the Kurds in fending off
the brunt of criticism directed its way due to the refugee crisis. Although we see live
reports from the Kurds in refugee camps asserting that they rebelled at the President's
behest, it is my belief that this is contradicted by both the facts and the history of the
Kurdish people.
During the past millennium, the Kurds have continually sought to establish an
independent homeland in what is recognized as Kurdistan, being basically a diamond-
shaped area located in northern Iraq, eastern Turkey, western Iran, etc., but

unfortunately for them, this has not come to pass. Following the defeat of the
Ottomans, the Treaty of Sevres in 1920 provided for the recognition of three Arab states
(Hejaz [now part of Saudi Arabia], Syria and Iraq), Armenia and Kurdistan. This Treaty
was never ratified and with the emergence of a powerful Kemel Ataturk, the Armenians
and Kurds were both ignored in the subsequent Treaty of Lausanne, and the 1926
Treaty of Ankara, which awarded Mosul and Kurdistan to Iraq. From that time forward,
and usually within every decade, the Kurds have periodically but unsuccessfully rebelled
in hopes of carving out their own independent state. Most of the insurrections have
occurred in northern Iraq, although they have also taken place in Turkey where they
are considered a subversive minority.
It is my contention, and I have so spoken to the various civic groups, that when
the President urged the overthrow of Saddam Hussein, his encouragement was to the
Iraqi Army. Although the refugees contend that they rebelled at the President's urging,
it is my strong belief that the Kurds, finding a weakened Saddam, found this as a
window of great opportunity to achieve their personal goals of establishing Kurdistan
as an independent state. Although they desire his removal, the overthrow of Saddam
was not their true objective.
While recognizing that there is a serious humanitarian problem, my audiences
have been most receptive to my defense of the Administration's position that the
President had not encouraged the Kurdish rebellion for a homeland, giving rise to the
sad refugee crisis. It is, of course, somewhat late in expounding this partial explanation
as to the problem, but I respectfully suggest that the Administration should look into
the historical background of the Kurds to explain that we were not seeking to dismantle
Iraq, as the Kurds attempted, and the resulting refugee crisis was not a matter of our
doing. Obviously, your congressional critics will argue to the contrary, but that is to be
expected.
Again, keep up the great work and don't let your little critics divert you from your
important tasks.
