As you may know, Senator Gorton has submitted Jim Waldo's name as a candidate
for the position of Administrator of the Bonneville Power Administration. I am
writing to wholeheartedly endorse Jim's candidacy. I've had the pleasure of
knowing and working with Jim for a number years, both in private business and
during my two terms as Governor of the State of Washington. I have found Jim to
be an invaluable advisor and am excited that he is willing to be considered for so
important a position to this region.
Jim Waldo is one of the region's best problem solvers. He has been a successful
advisor to a number of businesses in the Pacific Northwest, and has served as a
mediator, facilitator and negotiator on a variety of the most complex public/private
policy issues in the Pacific Northwest. In the early 1980s, Jim helped negotiate a
number of agreements between treaty Indian tribes and fishery interests which
formed the basis of cooperative management in the Pacific Northwest. As you may
remember, we had a very hostile fishery environment here for many years resulting
from implementation of Indian treaty rights.
During the past five years, Jim helped negotiate the landmark settlement of land
claims with the Puyallup Indian Tribe. This is the second largest such settlement
in U.S. history. Jim also worked with a variety of state officials to help negotiate
the Timber, Fish and Wildlife Agreement that led to significant reforms in timber
management practices in Washington State.

In an era when resolving problems without endless litigation is so important, I can
think of no better person to head up the Bonneville Power Administration. BPA
will be on the leading edge of a variety of issues involving endangered species,
power shortages, financial issues affecting power interests, negotiations with the
Canadians regarding future power relationships, and a variety of other issues. We
need a problem solver heading up BPA during this period. Jim Waldo is just such a
man.
Obviously, this is an important administration appointment. I wanted you to know
that Jim has strong bipartisan support throughout the Northwest, largely because
of his track record on a variety of significant issues.
I greatly appreciate your consideration of this matter.

Thanks for the America 2000 proposal. Well, it doesn't get great reviews from
me. Alas, there's a basic flaw in the whole proposal.
John, remember back to when you asked me to talk at the Governor's Conference
in Halifax. I ended up being the only representative from NH, and several
governors said mine was probably the most important message of the whole
conference.
The message is a familiar one. John, a new technology can't get moving
without a dedicated publication. And here you're talking about R&D for a new
technology: Education 2000. We know the present educational system/technology
isn't working.
Remember the three benefits a dedicated publication brings to a new
technology benefits so key that no technology has emerged without such a
publication. (1) It provides critically important communications to speed the
technology's growth. (2) It attracts newcomers and helps them come up to
speed quickly. (3) It provides a way for entrepreneurs to market products for
the new technology and reach their target customers at a reasonable cost.
Without my magazines I doubt we'd have a cellular telephone system
today
and the microcomputer revolution could be several years behind where
it is now.
The booklet talks about funding experimental schools, which is a fine
concept, but only if there is a communications medium to allow these schools
to communicate with each other and benefit from the synergy of their R&D
projects.
Sure, it usually costs a major publisher around $20 million to get a new
publication into the black. I can do it for under $1 million because I
already have a production facility with the capacity to handle several more
publications. I also have the experience from over 25 successful publishing
startups. And New Hampshire sure could use some extra business right now!
Particularly the Peterborough area, where several magazines have gone out of
business and more are expected to follow.
The publication I envision would send teams out to report on educational
research projects not just in the U.S., but anywhere in the world where it
looks like there's a successful experiment. It would start monthly, but as
the volume of reports grows, I suspect it might have to go weekly just to
keep "Education 2000" on track.
Even if we have to pay to fly our reporters on commercial airlines, I believe
we can get schools to provide room and board for them while they're writing
up their reports. Costs should be very modest. Schools are used to Keeping
costs low.

Just read Sidney Blumenthal's "profile" of you in New Republic (7/29).
John, you one Bad A-Rab.
Noted that you had allegedly inquired about whether being foreign born is
obstacle to being President. I supervised the legal research on this cuestion
for George Romney in 1964. George had been born to expatriate American citizens
in Mexico (they were Mormons run out of the U.S.) The answer is: if you were an
American citizen at the moment of your birth, you are "natural born." If you
were a citizen of some other country (only) when you were born, and were
naturalized as an Aner can, then you are not natural born and thus not
eligible. Since your father was an American citizen, you were an American
citizen when you were born in Havana. I could probably unearth the legal meoes
if anybody was interested.

Last Friday I wrote you with respect to the position of
Administrator of the Bonneville Power Administration. I now have
a candidate whom I enthusiastically support.
Jim Waldo began his political career while he was still in
high school as the organizer of a group called "Action for
Washington" which publicized, and worked for, my first candidacy
for State Attorney General in 1968. I was coupled with three
other candidates including Governor Evans, running for
reelection, and three of the four of us won. Jim's career since
is outlined in the resume enclosed herewith. I prefer him even
to the very effective Director of Seattle City Light because he
understands the implications of the policies of the Bonneville
Power Administration on the Pacific Northwest. He is
particularly sensitive to the controversy surrounding the
Endangered Species Act and will do all he can to concern himself
with people, the economy, and their joint fate.

As you may know, H.R. 751, the National Literacy Act of
1991, has been cleared by Congress and is being prepared for
transmittal to the White House. This important legislation
expands upon current literacy programs, and creates a national
network to improve the effectiveness and efficiency of literacy
programs. It takes an important step toward conquering the
obvious problem of illiteracy in America.
I believe we should increase the level of awareness on this
particular legislation by holding a signing ceremony with
President Bush. We need to start maximizing our resources in
situations such as this to let all Americans know President Bush
and the Republican party are doing their best to improve
education. Many Members of Congress will praise the White House
for elevating the importance of this bill.
If you decide to schedule such an event, I think it is most
important to make sure Bill Goodling can attend. He has worked
long and hard to make H.R. 751 a reality. Thank you for your
attention to this matter.

In April, I wrote to you requesting President and Mrs. Bush
to join us at our 1991 Presidential Roundtable Summer Policy
Forum in July.
This group meets three times a year and raises critical
funds for our Senate candidates. Traditionally, the President
attends one meeting a year of this group.
Although the Roundtable worked with your staff for over two
months trying to work out a suitable schedule, ultimately the
President was unable to attend the Summer Forum. The Forum had
to be cancelled and the NRSC lost $1 million.
This election cycle the NRSC must raise a net $19 million
for coordinated funds for our Senate candidates. We cannot
afford a $1 million loss.
We now have requested any Tuesday, Wednesday or Thursday
during the week of October 7th, the week of October 14th and
the week of October 21st.
John, for us to have enough planning time for the Fall
Policy Forum, I need your assistance to receive an approved
date by July 31st.

The National Arborist Association (NAA) currently has more than 1000
members across the country and in Canada and is closely affiliated with the
International Society of Arboriculture. In his position at the NAA, Mr. Felix has
been committed to the highest standards of professionalism in the tree care
industry. He has worked diligently toward this goal by overseeing the production
of educational materials, stressing the importance of safety in NAA publications
and offering practical business advice for tree service firms.
He has testified numerous times in Washington before Congressional
committees deliberating legislative proposals that would affect the tree care
industry, and he has served as a private consultant in cases involving some very
complex legal issues.
Through my experiences as a former member of the Merrimack Board of
Selectmen and the New Hampshire Legislature and an active worker for the New
Hampshire Republican Party, I believe that the Council would professionally

I've been watching the press worrying about Thomas having tried pot while in
college. They're able to blow anything inconsequential completely out of
proportion. And that's their weakness which should be exploited unmercifully.
The old ju-jitsu maneuver - use your opponent's weight to your advantage.
Maybe it's time to ask them if they're anti-black and are pushing to get a
white nominated instead. Heh.
On the one hand the press points out that you are the number two man in the
world when it comes to making policy. Then they expect you to waste your time
going on commercial flights. And tsk, how do you dare give talks or take a
day or two to ski?
Time magazine has you virtually fired. I hope they're as accurate about that
as I've found them on other things.
Lordy, how we miss you in NH! Judd is a nice guy, but we don't have any
leadership and the state is hurting. I'd love to start a magazine devoted to
bringing in more tourists - I think I could double tourism in one or two
years with a completely new approach. But the state has no budget for
building tourism. I'll try the SBA and see what they've got. It'd cost maybe
$500K to get into the black. Starting magazines is what I do well.
With tourism being NH's biggest industry, improving it would pay off fast and
put more people to work.
Your "education president" has yet to be even faintly visible. Wouldn't the
next campaign be a good time for some new ideas
or is that too dangerous?
Like mine for getting millions of kids into tech hobbies as a way to excite
them in high tech careers? Japan clobbered us with technology, so when are we
going to start fighting back? It isn't going to happen unless a major change
is made.

Each year for the past ten years, Maryland's first district
Republican Central Committee hosts an eastern shore style "Bull
Roast" to raise funds for the Republican Nominee for Congress
from Maryland's First Congressional District. The event would
normally attract one to two thousand dedicated Maryland
Republicans who would come out and rally against the district's
Democratic Incumbent.
Yet in 1992, we find ourselves in quite a different situation.
For the first time in ten years, the heavily Democratic first
district finds itself with a Republican Member of Congress.
Through the dedication and hard work of those committed
Republicans, we captured a seat in Congress. Now, on behalf of
those same people, I am asking for your help in preserving this
seat and celebrating a hard-fought victory.

Without wishing to add to an abysmally overhyped
story, I was sufficiently irritated to write a
letter to the New York Times, one of the media
involved with it. A copy is enclosed.
I'm sure you realize critical letters of such
august newspapers rarely are printed, hence I
pitched mine differently. It does not reflect
my admiration for your continuing administrative
excellence, for which I apologize, opting instead
for publication, also a toss-up. But it at least
relieves my annoyance with this business of carping.
In 35 years of almost weekly familiarity with the
Washington scene as chairman, officer, and still
director of the Air Force Ass'n. and its affiliate,
I've known many members of both houses, some as
very close friends. I've had great respect for
most, except for their occasional actions which I
have discounted having learned in private talk that
their public and private feelings often dont match.

Dear Governor John Sununu:
Recent actions of the U.S. Fish and Wildlife Service and the
Federal District Court for Western Washington have raised to a
new high the debate over protections for both the Northern
Spotted Owl and the Northwest timber supply. As you know, the
Fish and Wildlife Service recently proposed designating 11.6
million acres of profitable forest land as the owl's critical
habitat. Three million acres of this is private timberland.
Environmentalists have already appeared in Judge Thomas Zilly's
courtroom to prevent consultation (and, by implication, timber
harvesting) between the Forest Service and the Fish and Wildlife
Service, as required under Fish and Wildlife Service regulations,
within this 11.6 million acres of critical habitat. Also, Judge
William Dwyer recently enjoined all timber sales in owl habitat
on the 17 Northwest owl forests. In his decision, he accused the
Forest Service of " a deliberate and systematic refusal ...
to
comply with the laws protecting wildlife. This is not the doing
of the scientists, foresters, rangers, and others at the working
levels of these agencies. It reflects decisions made by higher
authorities in the executive branch of government."
The combined impact of these actions will reduce the 1991
Forest Service timber sale program from 3.4 billion board feet of
timber to approximately 1 billion board feet, and only 300
million board feet on the west side of the Cascades, meaning the
loss of more than 20,000 jobs in Washington state alone. Many
members of Congress are using these actions and statements to
point the finger of blame at President Bush and to accuse the
Administration a full-scale conspiracy to cause a "train wreck"
within the timber industry. Citizens in Northwest timber-based
communities are beginning to link these impacts to the
Administration when, in fact, the Administration is handcuffed by
the laws enacted by Congress. The Administration must act now to
reverse this trend of blaming the Administration and must act now
to save the working communities and families of the Northwest. I
have set forth below the four steps I believe the Administration
must take to turn this debate in its favor.

Reduce Proposed Critical Habitat for the Northern Spotted Owl
The Administration can take a meaningful first step by
reducing the acreage proposed as the critical habitat of the
Northern Spotted Owl. Fish and Wildlife proposed a rule
designating 11.6 million acres as the owl's critical habitat.
The Endangered Species Act gives the Secretary of the Interior
plenty of authority to reduce the designation in order to account
for the economic and "other relevant impacts" of the designation.
The Secretary should reduce critical habitat, including a
complete removal of private and state property from the
designation, to a reasonable number of acres. I suggest that the
final acreage total less than the approximately 8 million acres.
recommended by the Interagency Scientific Committee (the Thomas
Report). Such a reduction will reinforce the commitment of your
Administration to the "balance" you promised last year and to the
survival of Northwest timber communities. Such a reduction will
help to silence the accusations of members of Congress that the
Administration is trying to achieve a so-called "train wreck".
Attorneys within the Administration will likely counsel
against significant reductions of critical habitat on the ground
that they will invite lawsuits by the national environmental
organizations against the Administration. The timber industry
has already notified the Administration of its intent to file a
lawsuit challenging critical habitat. The Administration will bei
sued regardless of any action it takes to reduce critical
habitat. The requirement that the Administration consider the
economic impacts of critical habitat and balance them against the
biological considerations has never been tested in the courts;
this is uncharted legal territory. Since the issue is going to
be tested in the courts the Administration should place the
burden on the national environmental organizations to prove its
actions were in error. Since the Administration will be sued
regardless of its actions, it is better to be sued doing the
right thing for Northwest timber workers and families
Appropriations Lanquage in Response to Judge Dwyer's and Judge
Zilly's Injunction's
In order to replace the timber sales and harvests that would
be precluded by the injunction in Judge Dwyer's, and possibly
Judge Zilly 8 courtroom, I may propose an amendment to the fiscal
year 1992 Interior Appropriations Act. The amendment will resume
the scheduled timber sales for fiscal years 1991 and 1992 and
will protect those sales "notwithstanding any other provision of
law. Although the amendment has the same effect as Section 318
of the 1990 Appropriations Act--to replace timber sales removed
by court injunctions--it has been modified to reflect the Ninth
Circuit's opinion, in Seattle Audubon Society, et al. V F. Dale
Robertson, U.S. Forest Service, 914 F 2d 1311 (9th Cir 1990),
that a part of Section 318 violated the constitutional separation
of powers doctrine. This amendment is necessary to prevent the

Administration' Response to Old Growth/Spotted Owl Legislation
The Administration has been accused of a lack of involvement
in the debate over long-term legislative solutions to the Spotted
Owl/old growth crisis. Several legislative proposals have been
made. Senators Packwood, Heflin, Hatfield, Shelby, Breaux and I
have introduced one of them in the Senate, the labor-management
proposal, that merits careful consideration. Instead of
proposing yet another solution of its own, the most effective
approach the Administration could take at this time would be to
prepare a clear position and send it to Congress via the
congressional testimony of a Secretary or Assistant Secretary
within the Administration. This approach has the dual benefit of
providing much needed momentum to a long-term legislative
solution and of demonstrating the Administration's desire to
resolve this deadlock for the people of the Northwest.
Amendments to the Endangered Species Act
Finally, at the root of this entire crisis is the Endangered
Species Act. Those members of Congress who continue to accuse
the Administration of causing the "trainwreck" ignore the reality
that the Administration, its agencies, and the courts are doing
nothing more than what is required of them by the Endangered
Species Act. This reality is becoming more and more apparent to
the people in the communities who are being affected by the owl
restrictions. That message could not be delivered any more
effectively than if the President or his Administration stated
the need to amend the Endangered Species Act. This message need
not be delivered immediately. It should be delivered, however,
if any of the above three steps are unsuccessful. Regardless, I
will be drafting amendments to the Endangered Species Act. Those
amendments will be ready by the time you submit your FY93 budget
request and any legislative requests for the 1993 session of
Congress. I will share those proposed amendments with you in the
hope that you will include them in your legislative requests for
next year.
The current trend toward blaming the Administration is
taking place despite popular opinion in the Northwest that favors
its economy over increased restrictions for the Spotted Owl. A
poll conducted just this April illustrated that 49% of citizens
from Oregon and Washington would risk between zero and 5,000 jobs
to protect the owl, only 19% would risk between 5,000 and 30,000
jobs, and only 9% would risk more than 30,000 jobs. While these
numbers reflect a regional perspective, no citizens feel as
passionately about this issue as those in the Northwest. The
President's national constituency will not judge him primarily on
the basis of the Spotted Owl issue The time is ripe for the
President to enter the debate and to enter it on the side of the
families and workers whose jobs and communities hang in the
balance and who are desperate for national leadership on this
issue.
I look forward to working with you and your staff on these
issues. I hope that our efforts pay off and that, ultimately,
Northwest workers can return to leading the productive lives they
desire and deserve to live.

The President is fighting, and rightly so, a battle with Congress
regarding the United States' relations with China.
In the meantime, good citizens like Dr. Jordan Phillips and his wife,
Mary, are making a positive difference and have done so for the past
ten years, and at their own expense.
The enclosed news release explains my point regarding their efforts
which are working to the credit of the USA. The Chinese even nominated
him for the Nobel Peace Prize for these efforts a few years ago.
If it is not out of order, perhaps there is a way the President or
the White House can recognize their contributions.
On another subject of concern to me as well as other thinking citizens,
"When in hell will they get off the Governor's back?" Honestly, there
are too many other targets that need to be addressed.

as representative of the commuter railroads to
the Commission on Railroad Retirement Reform.
The Commission filed its Final Report on
September 14, 1990 and, having completed its
assignment, disbanded.
Although my service on the Commission was
limited in time, I found it extremely
interesting, felt that I had much to
contribute, and would like to be considered
for another appointment.
As a George Bush delegate to the 1988
Republican convention and a former Republican

I wanted to take advantage of my presence at the "Domestic
Challenges Facing America" function tonight to renew my acquain-
tance with you and to let you know the fate of one of your SCORE
"graduates." Please accept the enclosed SCORE T-shirt of which I
have several.
I participated in Energy Resource Alternatives I and II competi-
tions at Sandia and Richland in 1975-76 respectively. My project
(University of Wisconsin-Green Bay) was to "reform" ethanol into
a hydrogen stream for injection into fuel cells for production of
low-amperage electricity. The idea came from my Peace Corps
experience in Latin America where ethanol was an abundant local
resource. The project won a Third Place Innovation award at ERA
N. I remember having a lengthy chat with you about the possible
applications when you came around to all the projects early one
morning.
While fuel cells have not yet come into widespread use at the
individual level, I have maintained my interest in bringing
appropriate "space age technology" and renewable energy together
in beneficial ways for developing countries. Attached is a
description of what VITA is doing to bring low cost digital
communication to remote regions of Third World countries via low
earth orbit satellites using solar energy in both space and
ground segments. In addition to the VITASAT program which is
partially funded by the Department of Energy, VITA has maintained
a decade of activity in renewable energy beginning with a large
grant from USAID in 1980.
If there is ever an opportunity to tell you more about VITA and
these and other innovative programs impacting the speed and
quality of international development efforts, we would be happy
to do so. In any case, I look back at the SCORE/ERA experience as
one of the highlights of my academic career and am thankful to
you for having made that program possible.

Smithsonian in Washington, D.C. this June 27 to select the 1991
winners of the INVENT AMERICA! student invention competition.
Although challenging, your task will surely not be without reward!
You will delight in the discovery of American ingenuity through the
eyes of a child, and you will leave with a deep sense of renewed
faith in our nation's future work force while stimulating interest
in science and engineering.
The selection of the nine national winners - one from each grade,
kindergarten through eight - is the grand finale to our year-long
INVENT AMERICA! education program. Launched in 1987 by then-Vice
President George Bush who now serves as honorary chairman, INVENT
AMERICA! was established to help children become innovative
thinkers by challenging them to identify and solve problems by
creating their own inventions. They learn to develop and apply
math, science, language arts and creative thinking skills - skills
crucial to their ability to successfully meet the challenges of
today's highly complex technological world and tomorrow's
competitive global market place.
INVENT AMERICA! is a nonprofit endeavor, funded by such major
corporate sponsors as K mart, Pepsi-Cola, Polaroid, Dow Chemical,
and others interested in the future of America. Their support
enables us to provide schools with education materials, classroom

invention competition you are asked to help judge. This
competition provides more than $600,000 in incentives for students,
their schools and teachers through state, regional and national
awards programs, including trips to Washington, D.C. to participate
in National INVENT AMERICA! week as designated by Congress (SJ
140.)
As a national jurist, you will review this year's regional winning
entries to determine the 1991 finalists, or national winners who
are traditionally recognized by the President during INVENT
AMERICA! week in July.. Selection is based on such criteria as an
invention's originality and usefulness, execution of ideas, clarity
of written description, illustration, etc. The judging begins with
a luncheon to enable panelists to get acquainted. If your schedule
will not permit lunch the selection process - a lively and informal
event - will begin at 1:45 p.m. The panel should finish by 3:00 -
4:00 p.m. More information about INVENT AMERICA! is enclosed,
including several examples of student entry forms from previous
years.

Much has happened sice we last met! I thought you might be
interested to know that since moving back to New York, I've been
doing my best to give Mario Cuomo a hard time. I've joined
forces with Citizens for a Sound Economy, which is forming a New
York branch, and the Political Club for Growth, which includes
such luminaries as Lew Lehrman, Herb London, and Evan Galbraith
and is just starting up the Empire Foundation and Change NY.
Recently, I held a press conference in Albany with New York
Citizens for a Sound Economy. We got very good press coverage
(including "Inside Albany"), even- though Cuomo, who had
originally been scheduled to fly down to NYC for urgent
consultations with Mayor Dinkins on the fiscal crisis, stayed up
in Albany instead and scheduled a press conference at exactly the
same time.
I'm sending along a copy of my remarks (reconstituted as a
"Capitol Comment") for your reading pleasure. Keep up the good

to A1 Watania Plastics and you referred my letter to Mr. Karl Reiner, Director
- Office of the Near East, of the International Trade Administration. Thank

For your information, in spite of the many people trying to help us, we were
unable to secure an appointment with the proper company officials and as you
can see by the enclosed were not awarded the order.
During Mr. Schrafft's three week stay, the American Embassy staff introduced
him to other Saudi businesses with whom he has been working since his return.
If the opportunity presents itself, we would enjoy a visit from you where you
can see first hand what we have to offer in technology and design. (In mentioning
my correspondence to my family, my daughter Janine reminded me that while she
attended UVM she was a dorm mate of your daughter, Christine, and asked to be
remembered to her.) As we expect to increase our exports from 40% of total

As a former Presidential Appointee to the Board of Directors
of Comsat, I had the pleasure last week of being in Washington
as Comsat's guest.
While there, I had an opportunity to meet with our mutual
friend, Leo Wright.
Also, in discussions with the officers and board members of
Comsat, it was suggested that I seek to be reappointed to
the board.
A similar request was made a couple of years ago and letters
of recommendation supporting this request should be in the
files of the Presidential Personnel Office.
In view of the events of last week, I am taking the liberty
of seeking your support in regard to this appointment.

Dear Governor John Sununu:
Recently, Senator Robert Dole and I requested that President
Bush meet with a group of academic and business leaders in Iowa
regarding the World Agricultural Capitol in Des Moines. This
would be a facility devoted to the study of agriculture,
technology transfer and economic exchange.
Enclosed is a copy of a letter that Senator Dole and I sent
to the President earlier this year. Also enclosed is a copy of a
letter we received denying the request for this meeting.
The purpose of this letter is to inform you that one of the
leaders of this effort will have the opportunity to see President
Bush at an event at the White House in the near future. It was
his intention to discuss this project with the President and to
ask again for a meeting to discuss it with him.
The name of this person is John Ruan, president of Ruan
Trucking Company in Des Moines. He will be attending the "Vote
America" reception at the White House at 10:30 a.m. on Thursday,
May 23rd.
I wanted to contact you so that you might alert President
Bush about this issue and the fact that Mr. Ruan will likely
bring it up when he sees him at this reception. I did not want
the President to be taken by surprise when Mr. Ruan talks with
him.

Dear Governor Sununu:
Attached is a memo to Secretary Cheney.
I strongly urge that the White House lay down the law early
on the prevent the destruction of the SDI program.
This is a year of opportunity for SDI and the opponents know
it. The President's refocussed program (GPALS) is unassailable
in terms of meeting real and present dangers as well as providing
insurance against the resurgence of old threat patterns. It is
also unassailable in terms of strategic leverage per dollar
spent.
We need to challenge the antis to vote for or against the
basic proposition of defending the United States and our Allies
against ballistic missiles. If perpetual vulnerability is their
goal, make them admit it. If protection on any scale is their
goal, let them try to explain how it can be done without the
space-borne elements of GPALS.
