to thank you for your efforts toward ensuring the success of the
President's courageous veto of pro-abortion legislation (H.R. 2707) that
would have required the Title X "family planning" program to promote and
encourage abortion as a routine method of birth control.
As you know, the Knights of Columbus is committed to protecting the right
to life for all of America's unborn. Keeping abortion out of the Title X
program was a high priority of our Order this year.
The pro-life movement is greatly indebted to you for your steadfastness in
the face of tremendous pro-abortion pressure on this and other issues.

Dear Governor:
While pundits are dissecting the economy trying to revive it,
one important factor in our business slow-down is being totally
overlooked, viz., the elimination, total as of 1991, of the INTEREST
PAID deduction (except for mortgages).
This has the effect of taxing interest payments at both ends:
both the payer and the payee (receiver) of an interest payment are
now taxed. By a mathematical quirk, apparently unforeseen, the payer
is taxed much more heavily than the payee, even when they are both
in the same tax bracket.
The enclosed letter to Mr. Greenspan, with its supporting
documentation, illustrates this by example and by logic. In the
example, an interest payment transaction of $100 between two Rhode
Islanders in the 31 percent bracket generates a total tax bill,
Federal plus State, of $99.72 of which $38.12 is owed by the payee
and $61.60 by the payer of the interest.
If you would send me the Income Tax brackets and rates for New
Hampshire (or the District of Columbia), I could let you know how
much tax is due on a $100 interest payment in New Hampshire (or D.C.)
This aspect of our tax laws has discouraged many people from
taking out loans, other than home equity loans. Therefore people are
not buying cars, washing machines, what have you! It has also greatly
increased the real cost of tuition loans.
Congress needs to be urged to remedy this defect of our Tax Code
which is depressing business, and stifling the ability of the
American people to move forward with their lives.

Dear Governor Sununu,
Last August 5th / sent you a letter seeking your advice and assistance in planning for President Bush to
make an appearance at the 75TH Annual Conference of the National Association of Secretaries of State
which will be held in Maine from August 8 - 13, 1992. In the first paragraph of the August 5th letter /
indicated the conference would be held "next summer", but in the second paragraph / mentioned the
August dates without restating the year. From your discussion with Bill Gardner soon after you received
my letter you were evidently under the impression that / was asking for President Bush to be involved
that same month.
/ apologize for the misunderstanding and / hope we will be able to have the President be a part of this
truly extra ordinary and unique conference in August 1992.
Because of the size of this conference and the necessity to raise a relatively large amount of funds from
various sponsors and contributors to pay for the conference, we must finalize the planned events as
soon as possible. The most prestigious event will be the Presidential Banquet which is scheduled for
Wednesday evening August 12th from 6:00 to 9:00 P.M. It would be most appropriate to have the
President be the keynoter at this banquet. Other options would be available as long as we could get
some type of tentative confirmation as soon as possible.
As you can see from the conference dates this is scheduled prior to the National Republican
Convention which was done Intentionally so as to avoid that conflict.
My friend and colleague, Bill Gardner, indicated that he may be talking with you around the
Thanksgiving holidays. Possibly you could also discuss this request with him if you should meet.
Thank you again and if you would be able to give us some indication as to the possibility of President
Bush visiting with us it would be greatly appreciated.

I am writing so desperately seeking your help in assisting a
cousin of mine, Dr. Bassam Jwaida. Dr. Jwaida is an Iraqi,
Christian Catholic, who voluntarily surrendered to the U.S.
Troops during Desert Storm.
Dr. Jwaida cannot return to Iraq without risking execution
because of his voluntary surrender. I have contacted Senator
John Seymour of California to do what he can to help this young
man find a new life in the United States. Senator Seymour has
done a Yoman's job in helping Dr. Jwaida and I am most grateful.
Also, I understand that Dr. Arthur Prestine, who was so
impressed with Dr. Jwaida, has been actively working on his
behalf to try to get him into this Country. Unfortunately, in
spite of all our collective efforts Dr. Jwaida is still in
Saudia Arabia.
Governor, I appeal to you in the most humble terms I can express
to help bring Dr. Jwaida to America. He is a bright, talented
and handsome young man who needs and deserves a break. This is
the time when you and I and all Americans by our humanitarian
actions can save one soul if possible from execution. I will be

of Library Programs at the Department of Education has been
vacated by Anne Mathews. I spoke to Shirley Adamovich to see if
she was interested in this position and she would definitely like
to be considered. As you know, she has spent her entire career
with funding issues and with LSCA and would be an absolutely
natural for this position. She indicated that this might be an
ideal place for her to spend the last years of a very productive
career in the library world.
All of her biographical data has been sent to White House person-

Dear John:
It has come to my attention that in the formulation of the statement of
administration policy on S. 1220, the National Energy Act, the Administration may
depart from its previous position regarding the regulation of natural gas transportation.
The Administration has stated in the past that current differing natural gas rate
structures can bias natural gas purchasing decisions in favor of imports from Canada
at the expense of domestic production. During the markup of S. 1220, the
Administration proposed substitute language to a provision, section 11104(e), that
Senator Wirth and I added to the bill.
While I would understand the Administration's continued opposition to the Wirth-
Domenici provision as currently drafted, I hope you can assure me that the
Administration will not depart from its previous support of a fair pipeline rate design
and its substitute language.
I know you too want to assure that U.S. consumers get the best priced natural
gas and that U.S. producers have the same opportunity to compete for U.S. markets
as do foreign producers.

Dear Governor Sununu,
On October 20, 1991, the Los Angeles Times printed an article on President George Bush's
recent meeting with major California fund-raisers (see attached article). We understand
from the article that you will be developing an economic growth package in the next few
weeks. As president of the Board of Directors of the Municipal Water District of Orange
County, a wholesale water agency supplying the water needs of two and one-half million
Orange Countians, I would like to share with you a local version on how the federal
government is threatening a reliable supply of water for the economic growth of California.
The first issue is The Endangered Species Act. In a few short weeks the U.S. Fish and
Wildlife Service will be beginning hearings on whether to list the California Delta Smelt and
it's Habitat as threatened or endangered. California had similar hearings over one year ago
and the California Department of Fish and Game determined that the Science did not
mandate listing. If the federal government decides to the contrary, our imported water
supplies from Northern California may be reduced to a three-month reliable supply.
The second issue is The Clean Water Act. The Clean Water Act, under the Wallop
Amendment, 101 g, has historically protected states' rights. On September 3, 1991, the
USEPA Region 9, under the permission of William Reilly, recently took the boldest action
in the history of California water law and intervened in the State of California's critical
rights hearing process called the Bay/Delta Hearings. Since 1986, the State Water
Resources Control Board has been holding hearings with all interested parties in the State
on how to protect the San Francisco Bay/ Delta Estuary and balance the water supply needs
for twenty two million people. Most recently, EPA issued a press release that announced
non-support of three draft DEIS's for the North Delta and South Delta Management
Programs, and the Los Banos Grandes Reservoir Project south of the Delta (see attached
EPA press release). These facilities are the result of nearly ten years of consensus building
with the environmental communities and State agencies on how to help resolve California's
present and future water crisis. Intervention into the Bay/Delta Hearing Process, and
arbitrary non-support of the three major water quality improvement projects could be
economically devastating.

The third issue is The Safe Drinking Water Act. The comment period for the proposed
Radon Rule just closed. In Orange County alone, two-thirds of our groundwater wells will
not meet the proposed standard of 300 pci/l. The Association of California Water Agencies
recently polled all the water agencies in California and determined that up to 90% of
California's wells would be out of compliance with that rule. The cost of complying in
California is estimated to be nearly $2 billion dollars. While California ranks as the 48th
state with the lowest exposure to radon in the country, this rule will costs us more that any
other state because of our heavy reliance on groundwater.
To make these scenarios understandable, this all means the USEPA is threatening to cut
our imported water supplies over one-half to protect that aquatic habitat of the Delta, while
two-thirds of the State is already using that water in business, in homes and on the farms.
On another front, the USEPA Radon Rule severely limits a large portion of our
groundwater supply. Not only is it costly to aerate, but the Clean Air Act may inhibit or
eliminate the recommended technology for radon removal in California. Finally, if the US
Fish and Wildlife service lists the Delta Smelt, the water available for importation from our
northern California water resources may become a mere 20% of our entitlement. We know
urban areas are being urged to work out massive water transfers from the agricultural areas
in the State, but before you tally that into a firm solution, ask the farmers what that does
to their economy.
In summary, President Bush cannot guarantee economic growth in California if his
administration continues to eliminate our water supply resources. The water supply
industry intends to educate the business and development community of California that we
no longer have a reliable supply of water, we administratively and bureaucratically lose
thousands of acre-feet a year and, until a balanced, reasonable, and affordable approach to
environmental protection is fostered, our economy will continue to decline.
We hope the President directs his Council of Economic Advisors and the Council of
Environmental Quality to work together on how to protect California and the nation from
economic destruction.

Dear John,
I am sure that you know more about what is going on in banks in New Hampshire than
I do. I know that I know more about what is going on in banks in Wyoming - and based
upon recent meetings, in Colorado and New Mexico. The President's moves last week
were not sound as they related to our banks. The loans that are being denied are loans
that should not be made. The problem is the other way around - - the loans the President
wants to be made are not being applied for. There is not a business attitude of optimism
causing a demand for capital.
The President's remarks with respect to real estate were, in my opinion misguided. As
a regulator, no area gives us more concern than real estate. It caused us most of our
problems. Our examinations do not support the notion that our banks are not making
appropriate real estate loans. They are! All of the suggestions he made are already in
place in Wyoming. The essence of his message is to relax further. I submit that is a
recipe for further disaster.
It's been a long time since Nuclear Power and Acid Rain. 1 watch what you are doing and
I salute you. Maybe sometime we can visit again.

Thomas and concerning his much appreciated nomination of Mr. William P.

that the confidence placed in him by the President was not vindicated.
Similarly I feel that the confidence he has expressed in the talents and
ability of Bill Barr are similarly well placed.

JOHN -
I was pleased to learn that President Bush is
considering a legislative package to spur economic
growth. As you meet to develop recommendations, I
want to encourage you to look at H.R. 3290.
This legislation provides a 10 percent
across-the-board reduction in personal tax rates.
To stimulate savings and investment, H.R. 3290
provides inflation adjustments for capital assets
and the amount of depreciation, and it expands the
individual retirement account (IRA) program. To
pay for -- and enhance -- these pro-growth tax
initiatives, H.R. 3290 limits the growth in federal
spending to four percent a year.
I look forward to supporting whatever
pro-growth legislative package the Pres dent
submits to Congress, and I wish you the best in
these efforts.

Dear John:
I am feeling incredibly good about the WHCLIS final report. It
is scheduled to appear on the President's desk in November on
plan and on time. It has been an interesting process and I
believe that I have contributed in shaping the final product. I
have insisted that the report replicate the America 2000 format
since it was a format approved and endorsed by the President and
Congress. Actually, three of the four strategies in America 2000
are hooked wonderfully to libraries. I understand from Jean
Curtis that the report will be entitled "Information 2000" and
that Lamar Alexander has written her a very supportive note.
I had a meeting yesterday with school librarians and public
librarians and trustees from Derry, Hampstead, Chester, and
Windham to inform them about Pinkerton's plans for its library
addition. I was eager to start implementing America 2000 con-
cepts, especially resource sharing, in our planning. Gosh, I
have never seen such a display of "turf protection". The dis-
trust of the public librarians toward Pinkerton and schools, in
general, was unbelievable. The public librarians questioned what
Pinkerton had to offer that was unique and special. I responded
that our career and college collections were probably better that
anything in the public libraries, that our audio/visual lab could
provide imagery information by cable television, etc. I think
that the real issue is that the small towns feel burdened by the
huge school budgets, 80% plus of the total taxes. They are
threatened by schools encroaching further on the local budgets.
If they could be made to understand that education must be
thought of as life-long learning, that individuals may have to
change careers several times in their lifetimes , then this new
concept may be more palatable. After all the venting and all the.
little green clouds disappeared, we all felt that this was a
valuable interchange. Until you really get into the trenches, it
is tough to anticipate the fears and anxieties. And we all
thought librarians were a calm, gentle group. HA!

recently honored by President Bush.
My son Scott, and his friend, Brian Jacobs, were sixth grade
classmates at Wiley Canyon School in Valencia, California
(21st CD; Gallegly). At graduation in June, they were
awarded Presidential Academic Fitness Awards. Only a few
were honored, and it was an especially significant day for
both of these kids.

fund-raising event on behalf of the Kansas Republican Party.
The event is tentatively scheduled for Friday, November 1, in
either Wichita or Kansas City (location is flexible), but the Party

date. Alternative dates that have been suggested are Friday,

The event is proposed as a three-tiered fundraiser, encompassing a
private meeting with $5,000 donors, a reception for $1,000 donors,
and a dinner for $100 donors. The event would begin at 5:00 p.m.,

Dear Governor:
As you know, many of our members sell gasoline. I want to express my concern about reports I have been
receiving that the Environmental Protection Agency ("EPA") may not issue the regulation requiring motor
vehicles to be equipped with onboard vapor recovery controls as required by the "Clean Air Act Amendments
of 1990."
As a means of controlling emissions of gasoline vapors during vehicle refueling, the Clean Air Act
Amendments of 1990 requires that EPA, by November 15, 1991, shall after consultation with the Secretary of
Transportation regarding safety issues, issue regulations requiring that model year 1994 and thereafter light-
duty motor vehicles be equipped with onboard vapor recovery systems. It is my understanding that Congress
intended this duty to be non-discretionary.
As an interim control measure, the Clean Air Act also requires Stage II vapor recovery controls to be
installed at motor fuel retail outlets in ozone nonattainment areas. Because requiring both onboard systems
and Stage II controls would be redundant, the Clean Air Act further provides that once the regulation requiring
onboards systems is issued, the requirement to use Stage II controls must be waived in "moderate" ozone
nonattainment areas, and may be waived in other ozone nonattainment areas once onboard systems are in
widespread use.
With regard to effectiveness, the onboard system has been found to be 95 percent effective. According to
laboratory tests conducted by EPA, the effectiveness rate for Stage II controls is 62 to 82 percent. This
effectiveness rate does not account for improper use of the equipment by the consumer. With respect to safety
concerns, EPA and the Center for Auto Safety have found that onboard systems would not compromise
vehicle safety. The General Accounting Office in its July 1991 report on controlling refueling vapors urged
EPA to issue the regulation requiring onboard controls. Although no testing was done directly on onboard
control systems, the National Highway Traffic Safety Administration ("NHTSA"), in its August 1991 report,
raised safety concerns with onboard systems. It is important to note, however, that the Clean Air Act does not
give NHTSA power to override EPA's nondiscretionary duty to issue the onboard regulation. Instead, the
Clean Air Act directs NHTSA to work with EPA and automobile manufacturers to design an onboard system
which meets applicable safety standards. NHTSA is not fulfilling congressional intent in this matter.

The cost of installing Stage II controls is estimated to be between $40,000 and $60,000 per fuel retail
outlet. Maintenance costs are estimated to be approximately $6,000 to $9,000 per year. These costs, in
addition to the substantial cost gasoline marketers face in complying with underground storage tank and
other environmental regulations, may force many convenience stores and independent retailers selling
gasoline, particularly those in rural areas, to go out of business. This would cost thousands of jobs and make
access to motor fuels difficult.
I urge the Administration to support the onboard vapor recovery regulation and urge you to urge the
Administrator of EPA to comply with the Clean Air Act's mandate to issue the regulation requiring onbo nd
systems by the November 15, 1991 deadline. I also urge you to urge the Secretary of Transportation to
standards. direct NHTSA to follow congressional intent to design onboard systems meeting the applicable safety,

Dear John,
This is the first time I have ever had to write a letter like
this, but I am livid at the actions of the Office of Management and
Budget (OMB), which during markup of the House crime bill played a
critical role in defeating my legislation to establish a Police
Corps. As you may know, I am the sponsor of the Police Corps bill
(H.R. 3172) in the House and have worked for over three long years
to get it enacted. The bill is very, very important to me.
Last week, Rep. Peter Hoagland in full committee mark-up
offered the Police Corps as an amendment to the crime bill. In
order to win we had to have 5 Democrats and all Republicans vote
yes. Despite heavy opposition from Chairman Jack Brooks, we got 7
Democrats to vote yes, but lost 6 Republicans--all because of the
cost issue. Those Republicans who voted against the Police Corps
were influenced by an OMB smear sheet containing strenuous
objections to the amendment based on cost ($100 million in FY92-93,
and $200 million in FY94-96) and other erroneous "analysis." The
cost factor is a red herring. In a Dear Colleague letter cosigned
by Dick Gephardt and Bob Michel, supporters of Police Corps stated
quite clearly that, "we understand that Police Corps funds must
come from sums now assigned to domestic programs of lower priority,
or which have outworn their usefulness; and we are committed to
making these necessary reallocations." If OMB can't find $100
million that fits that description then something is drastically
wrong.
I will not give you a line by line refutation of all the other
nonsense contained in the OMB talking points, but I will provide
just one example. The sheet claims that the Police Corps program
"will not likely affect student decisions." In fact, a survey
conducted by the Justice Department revealed that an extraordinary
45 percent of black college students said that they would be
disposed to sign up for Police Corps. This one example is
indicative of the kind of "analysis" contained in the OMB talking
points.

appreciate being stabbed in the back by Dick Darman (I doubt
knew) and Janet Hale, who in defeating my legislation resorted
to distortion and outright fabrication.
I know that President Bush almost endorsed this programs
during the 1988 election (he was talked out of it on the grounds
that he was so far ahead of Dukakis that it was not worth the risk
to propose something new). I am therefore hopeful that when this
amendment is offered on the floor, either by myself or someone on
the committee, I can count on the White House's active support.

Dear Mr. Sununu: John,
I am writing to convey my grave concern about the federal
regulation issued in September which limits the ability of states
to fund Medicaid. This interim final regulation prohibits use of
donated funds and drastically restricts use of provider taxes to
help pay for Medicaid.
Vermont's revenue stream from these sources totals $24
million, 13 percent of our total Medicaid budget. This revenue
is critical to our state.
If allowed to be implemented, the new Department of Health
and Human Services regulation will cut deeply into Vermont's
ability to sustain a viable Medicaid program. The lack of these
funds will have a devastating impact on the program, and will
lead inevitably to severe reductions in the benefits provided and
the population we are able to help.
The regulation reverses existing law and rule, and reflects
a complete alteration of the foundation on which the state-
federal Medicaid partnership has been based for the past quarter
century. What is worse, it comes at a time when revenues,
already under severe economic stress, have been stretched even
further to accomodate new recipient groups, new provider
certification mandates and new benefit package expansions
emanating from Washington.

strained capacity of the states to preserve and improve services
to low income individuals and families. I urge you to do what
you can to ensure that the regulation will not be implemented.

of Appeals.
Michael Levant is in many ways a qualified man for this
position. Both his civilian and military careers have many high
points. Having spent many years as a lawyer, Michael has been a
judge with the Federal Energy Regulatory Commission for the past
18 years. Since 1986 he has been a Brigadier General in the
United States Air Force Reserve, a highlight of a most
distinguished military career.

I understand that Mr. Joshua I. Smith recently wrote Boyden
Gray supporting Roger E. Middleton as a candidate for a Federal
judicial post. I wish to join Mr. Smith in backing Mr.
Middleton's candidacy.
Mr. Middleton first came to my attention in 1988 when he was
co-chairman in the County for Alan Keyes' Senate race against
Paul Sarbanes. I have met with him several times -- and spoken
to him on the phone many times -- since then regarding GOP
business in Prince George's County. I have found him to be as
supportive as possible given his very busy work schedule. He is
a member of the Southern Prince George's County Republican Club,
Prince George's County Men's Republican Club, and the Prince
George's County Black Republican Council.
Mr. Middleton, a bright attorney, is currently serving as
Director of the Office of Hearings and Appeals for the U.S.
Department of the Interior. Mr. Middleton is responsible for
supervising the activities of the Office of Hearings and Appeals,
exercising the supervisory authority of the Secretary of the
Interior over hearings and appeals on all matters within
jurisdiction of the Department. He considers and decides,
personally, final administrative appeals to the Secretary. Mr.
Middleton is also responsible for exercising jurisdiction over
the Administrative Law Judges of the Department and for advising
the Secretary on matters requiring broad policy determination.
Prior to his employment with the Department of the Interior,
Mr. Middleton served as Antitrust and Corporate Policy Counsel
for the U.S. Chamber of Commerce. Mr. Middleton was responsible
for providing the U.S. Chamber and its corporate membership with
legal counsel on matters of corporate governance, commercial law,
white collar crime, product liability and insurance law, patent,
trademark and copyright law, and other issues of general
corporate concern. Additionally, Mr. Middleton maintained a
private civil law practice in Maryland, specializing in tax and
commercial matters.

Dear Chief of Staff Sununu:
Pursuant to the Freedom of Information Act, 5 U.S.C. §522, as amended, the
Natural Resources Defense Council (NRDC) hereby requests copies of certain
documents and records, enumerated on the following pages, pertaining to the
Environmental Protection Agency's regulations and guidelines for municipal waste
combustors.
By way of background to this request, let me draw your attention to an article in
the National Journal ("Quayle's Quiet Coup," July 6, 1991) which states:
"Among those upset by EPA's recycling proposal and who lobbied
the [competitiveness] council were a phalanx of municipal and county
officials concerned about its cost and its breadth." [p. 1679]
The article goes on to quote concerns voiced by Barbara Paley, associate
legislative director for the National Association of Counties, and Richard F. Goodstein,
divisional vice president of national government affairs at Browning-Ferris Industries.
The article then states:
"Paley and other lobbyists called the White House, sent follow-up
letters, and even met several times with White House aides. They were
advised to contact the [competitiveness] council, which Paley had never
heard of. They hit paydirt when OMB found that the proposal did not pass
muster under a cost-benefit test and ran counter to principles of federalism
[p. 1679]
Let me also bring to your attention an excerpt from a memorandum for James

"Questions on EPA's MWC Regulation" and dated December 7, 1990 (EPA docket A-89-
08, II-K-001). It states, on page 2:
"Industry and government contacts have pointed out that recycling
costs are often underestimated."
With this background, NRDC requests the following documents:

Any letters, memoranda, or other written communications received by you
or any member of your staff from any person who is not a federal employee on the
subject of EPA's proposed regulations and guidelines for municipal waste combustors,
between the dates of November 1, 1989, and February 28, 1991. This request includes
but is not limited to communications from any persons named or referred to in the
National Journal article and the CEA memorandum quoted above.
2.
Any documents or records (including but not limited to letters, memoranda,
notes, telephone logs, appointment calendars) indicating the occurrence of any telephone
calls or meetings between you or any member of your staff and any person who is not a
federal employee on the subject of EPA's proposed regulations and guidelines for
municipal waste combustors, between the dates of November 1, 1989, and February 28,
1991. This request includes but is not limited to telephone calls or meetings with any
persons named or referred to in the National Journal article and the CEA memorandum
quoted above.
3.
Any documents or records (including but not limited to letters, memoranda,
notes, attachments) containing and/or summarizing any information or data contained in,
and/or any views expressed in, any documents covered by paragraph 1 or any telephone
calls or meetings covered by paragraph 2.
4.
Any documents or records (including but not limited to letters, memoranda,
notes, attachments) demonstrating that any information or data received or summarized
in any document covered by the paragraphs 1-3 were transmitted to the Environmental
Protection Agency, as provided for under the Memorandum for OIRA Staff from Robert
P. Bedell, Deputy Administrator, Subject: OIRA Procedures #3 (May 30, 1985); the
Memorandum for Heads of Executive Departments and Agencies from David Stockman,
Director, OMB, Subject: Certain Communciations Pursuant to Executive Order 12291
(June 11,1981); the letter to A. James Barnes, Deputy Administrator, EPA, from Robert
P. Bedell, Deputy Administrator, OIRA (May 30, 1985) [all three reprinted in Appendix
III of the 1991 Regulatory Program of United States].

memoranda, notes, attachments) summarizing, reviewing, or analyzing any information or
data referred to in paragraphs 1-4, whether prepared by you, any member of your staff,
or anyone else. This request includes, but is not limited to, any written preparation for,
or any notes taken at, the meeting of the Council on Competitiveness on December 19,
1990, regarding the proposed EPA regulations and guidelines for municipal waste
combustors, as well as any minutes or other records made of such meeting.
6.
Each of the requests in the preceding paragraphs should be construed to
include copies of any such documents that may be in the possession of you or a member
of your staff, even if originally prepared by or addressed to someone else.
This Freedom of Information Act request is made of you in each of the following
capacities: (a) as a member of the Council on Competitiveness, or as a participant in the
December 19, 1990, Council meeting on municipal waste incinerators, (b) as the chief
officer of a federal agency other than the Council, and (c) as a federal employee.
In accordance with Larson V. C.I.A., (No. 87-5713, D.C. Cir., Slip op. April 12,
1988), I ask that fees associated with this Freedom of Information Act request be waived
because:
"disclosure of the information is in the public interest because it is likely to
contribute significantly to public understanding of the operations of
activities of the government and is not primarily in the commercial interest
of the requester." 5 U.S.C. §552(a)(4)(A).
First, NRDC is a non-profit, membership organization dedicated to the protection
of public health and the natural environment through educational efforts and other
means. NRDC is tax-exempt under $501(c)(3) of the Internal Revenue Code and is not
a commercial entity. Thus, disclosure of the information has no relation to a commercial
interest.
Second, the documents being sought would contribute significantly to public
understanding of the operations of the Competitiveness Council and other federal
agencies in relation to their review of the municipal waste combustor regulations and
EPA regulations in general. In particular, release of the documents would contribute
significantly to public understanding of the means by which persons who are not federal
employees have communicated, and may communicate in the future, with each of these
bodies. NRDC has the capability and intention to broadly disseminate the information to
our 170,000 members and the general public through our publications, The Amicus
Journal and Newsline, as well as through other means.

On behalf of the Congressional Youth Leadership Council, it is a pleasure to extend to you an
invitation to address the Fall 1991/Winter 1992 National Young Leaders Conference (NYLC). The
Council is a non-profit educational organization that is guided by a bi-partisan honorary board of over
300 Members of Congress. This Fall and Winter over 4000 outstanding high school juniors and
seniors participating in the NYLC will come to Washington for an intensive study of the three
branches of government, the media, and international affairs.
The NYLC provides a unique opportunity for the students to gain an insider's view of government by
interacting with those individuals who shape public policy. I know you share our concern for
educating youth about responsible citizenship and join us in promoting active involvement in the
democratic process. We encourage our students to consider all viewpoints as they endeavor to come to
an understanding of the issues facing our nation.
A portion of the conference is devoted to the Executive Branch of government. In the past, we have
begun the day with addresses from various members of the President's Cabinet and White House Staff:
We at the Council certainly hope that you will assist us and contribute to the balance of our program
by accepting our invitation to speak to the young leaders of tomorrow during one of the Conference
weeks this Fall or Winter.

Dear John,
Thanksgiving came a few months early this year.
The last time we spoke, you very kindly told
me to keep you informed as to where my Federal
job search took me.
On Monday, August 26th, a phone call informed me
that all my papers had finally been signed and
that I should report at once. By 11: 00AM 1 had
taken my oath and became a full fledged federal
employee.
I have been assigned to the area under the Assistant
Secretary for Elementary and Secondary Education.
I will be reporting to a Dr. Lee Wickline as a
project officer in the Eisenhower Science & Math
Program. My office is in Room 2040 at 400 Maryland
Avenue. My phone number is 401-1338.
After 2 days my impression is that it isa positive
program with really great people manning the front
lines.
I plan to drop a note to Nancy with more of the
details.

On Friday, November 22nd, Hudson Institute will host its 3rd
Annual Doolittle Awards Luncheon, conferring the Jimmy
Doolittle Award for "creative contributions of thought and
action to the national security." The luncheon will be at
the Shoreham Hotel in D.C. Past recipients were David
Packard in 1989, presented by Secretary Dick Cheney, and
James Schlesinger in 1990, presented by Vice President
Quayle.
Former President Reagan has agreed to be the 1991 recipient,
and I hope that President Bush will agree to present the
award. This appearance makes sense because:
1. It presents an opportunity to re-establish, without
downside risk, the tie between the two presidents, and
send a positive message to Reagan fans in the party's
conservative base.
2. It presents a chance to remind the press and public
of the centrality of defense preparedness to the recent
expansion of freedom all over the world, and the
continuing importance of a strong defense in an
uncertain world.
3. It presents an opportunity to evoke the success of
Desert Storm once again.
I could go on, but you get the picture. Speaking of
pictures, I could imagine a great one of two well-known
World War II flyers (General Doolittle is still alert and
active in his 90s, and will attend the luncheon health
permitting.)
I really believe that this event would be very much in
President Bush's interest, and would give him a convenient
platform for several politically useful messages. Please
give it close consideration.

Stop laughing.
If you had spent the money my friends and I did to go to
Fantasy Baseball Camp, you'd send out your baseball cards,
too.
This experience could not be justified logically, physically,
athletically, or intellectually. Not that I didn't learn
anything--for example, I learned that some sadist has
lengthened the baselines, and therefore the throw from the
shortstop hole, by at least 10 feet since high school.
I also benefitted from some excellent coaching. Steve
Garvey, Carl Erskine, and Tom Lasorda all advised me not to
quit my regular job. Therefore, reorders for the attached
