It was a pleasure to spend Saturday with you at PGA West. I enjoyed seeing
you relaxed and enjoying your day of golf with Jan, Eddie, and Ernie.
John, because my one year old grandaughter has Acute Basalfilic Luekemia
and must have a bone marrow transplant to save her life, I have recently
become aware of the National Marrow Donor Program, the wonderful work that
the people associated with this program are doing, the need for increased
public awareness, and the tremendous need for increased donor registration,
especially non-caucasian registrants.
I want to help my granddaughter find a "match" with an unrelated donor, and
help the cause of the National Marrow Donor Program. I plan to solicit
help from my friend Bryant Gumble, and would be deeply appreciative if
Barbara Bush would join us in making a public appeal on television for "A
Gift of Life" during this Christmas season.
John, thank you for conveying this request to Mrs. Bush.

Dear Mr. Sununu,
We are writing this letter to call to your attention the
deliberate campaign of intimidation that continues to be
orchestrated by the Syrian controlled Hrawi government in
Lebanon. A general policy of suppressing civil liberties
within Lebanon is now being extended outside the country.
On November 12, 1991, arrest warrants were issued in
Lebanon for sixty-five Lebanese expatriates residing in
France. Another eighteen foreigners and associates of the
"accused" are no longer allowed to visit Lebanon. These
individuals are accused of committing "crimes against the
state" for merely expressing their opinions in opposition
to the Hrawi regime.
On his October 21st visit to France, the Syrian imposed
"president" of Lebanon, Elias Hrawi, was confronted on
numerous occasions by peaceful demonstrators protesting
the legitimacy of his government. These demonstrators
were acting within the legal bounds of French law and
internationally sanctioned norms of peaceful protest and
conscientious objection. However, at one point, members
of Hrawi's secret police attempted to disperse the crowds
by firing shots over their heads. Many of the protesters
were later identified by informants and French police who
forwarded their names to the "Securite Directorate" in
Beirut which issued the arrest warrants. A scandal has
ensued in France from what is seen in political circles
there as inappropriate behavior by the French police. As
of today, a Lebanese diplomat has been asked to leave the
country and a French police official has been dismissed.
Decrees 454 and 455 as they are called by the "Securite
Directorate" represent a blatant attempt by the Hrawi
regime to silence its political opposition through
suppressive methods. These targeted individuals are no
longer free to return to their country and the safety of
their families in Lebanon is now in serious question.
Such outrageous measures represent a deviation from
traditional Lebanese values of respect of individual
rights and are but another example of the heavy-handed
Syrian subjugation of the Lebanese governmental process.
It is this liberal Lebanese tradition which has been under
sustained attack for the past sixteen years by forces of
radicalism, fanaticism and Baathism, while the free world
largely stood by and watched.
The Council of Lebanese American Organizations (CLAO)
would like to request that our government express its
displeasure at these undemocratic practices being utilized
by the Hrawi regime. Our policy should be guided by
unambiguous support of freedom and firm opposition to
repression and human rights violations.

Dear Governor Sununu:
As the President plans for his State of the Union message, we cannot urge
him strongly enough to address the healthcare crisis head-on. It is
imperative that the public see the President as a strong advocate for
universal access to affordable, quality healthcare, and that they be assured
that he understands the seriousness of the crisis in their lives.
In his State of the Union message, we recommend that the President
include:
-- the principles upon which the healthcare system for
the future should be based;
-- the actions that can be taken now to expand access to
affordable, quality healthcare to everyone; and
-- a plan to address those aspects of the healthcare
problem that need further thought and research.
We look forward to pressing Republican proposals on this important issue
in the second session of the 102nd Congress.

because during his administration at Harrisburg, the

of many jokes about this motto.

Dear Mr. Sununu,
Throughout the Gulf War and its aftermath, the Iraqi people have
been the hapless victims caught between Saddam Hussein's abominations
and U.S. retaliations. Disease, starvation and terror continue to
be their daily lot.
Whether by accident or design, the Iraqi dictator was virtually elim-
inated as a credible threat to his neighbors but was permitted to
retain an overwhelming military superiority over any and all domestic
opponents.
In order to bring this situation to the attention of the American
public, the Concerned Citizens For The Defense of Human Rights in
Iraq is sponsoring a two day long exhibition of what Saddam Hussein
did and still does in that much tortured country. Enclosed is a
brochure about the conference with details of place and time.
Throughout the whole nightmare of the Gulf War, yours has been a
voice for decent regard to the human dimensions of this tragedy.
We will be honored if you can attend the exhibition, and once more
lend us support. If you think you might be able to attend, we suggest
that your office apprises us of the approximate time of your arrival
so that we can have someone available for a personal tour. Our
address and telephone number are listed above.

Ernest Gellhorn, a nationally prominent lawyer in Southern California, would

A resume summarizing Ernie Gellhorn's experience is attached. He is a
leader in the American Bar Association having served last year as chairman of the
Administrative Law Section. He has broad experience as an administrator having
been regional managing partner of the Washington, D.C. and California offices of the
nation's second largest law firm, Jones Day Reavis & Pogue. Before that, he was a
recognized scholar and academic administrator having served as dean of law schools
in Phoenix, Seattle and Cleveland.
His law firm has a major presence in Orange County. Tom Malcolm -- the
Finance Chairman of the Republican Party of Orange County and Vice President of
the Lincoln Club of Orange County -- heads their office in Irvine.
Ernie Gellhorn is energetic and knowledgeable in the law. He is a fine

It has been over six months now since
your wonderful wife graced my ship and crew
with her enthusiastic baptism. The wheels of
progress have been turning, though I must
admit that as I watch my classmates deploy in
their ships, I often feel the wheels are
turning excruciatingly slowly. I anticipate
initial sea trials will occur next September
with commissioning probably early January,
1993.
I offer my condolences on the Giant's
slow start - I was not allowed to even

One of the privileges the Prospective
Commanding Officer enjoys is to request that
the Chief of Naval Information (CHINFO)
arrange for the principle speaker for the

request to CHINFO about four months in advance
of the Commissioning date. The request is

traditionally being the President. I'd
greatly appreciate any assistance you could

Briefing on Cable Industry Issues
I wanted to follow-up on your interest in receiving an authoritative briefing on issues involving
the cable television industry and associated technology issues.
As I mentioned, the Comcast Corporation, the third largest cable operator in the United States,
is a successful and highly regarded company. Brian Roberts, President of Comcast, has
previously briefed the Competitiveness Council staff on cable issues, not with a view toward
company-specific matters, but on overall telecommunications and competitiveness policy matters.
Mr. Roberts also supplied the attached White Paper to the Council as part of its work on a policy
document that will guide the Administration on these issues.
Comcast has extensive cellular telephone operations, and is actively pursuing the potential for
Personal Communications Networks. Comcast is wiring portions of Greater London for cable.
I believe a meeting with Brian Roberts would be very helpful and informative. The issues are
maturing rapidly from the standpoint of both legislative and regulatory activity. Mr. Roberts
would provide an expert perspective, from a leader in the industry and in the business.
If you are still interested in a briefing on these issues, I would be happy to facilitate a meeting.

Dear Mr. Sununu:
Newspaper articles are reporting that the White House is
considering an appointment of a Californian by the name of Mr.
Ron Cedillos. I recommend that you proceed carefully with such
an appointment until you are sure his temperament will be a
compliment to the President and the Republican Party.
I have never met nor talked to Mr. Cedillos, yet he felt the need
to send a copy of the attached letter to me containing,
indirectly, a threat. I have attached a copy of the newspaper
article which prompted him to write his threatening letter.
Personally, I tend to think a person who likes to brag about the
money he has raised for "political races" on one hand and then
makes threats against incumbent Republicans on the other is not
stable enough to be given a visible position as a spokesman in
President Bush's administration or upcoming campaign.

Dear Governor Sununu:
I am writing as a follow up to a conversation
Senator Howard Baker had with you regarding
a request for your assistance in arranging
an event in the White House similar to that
which Senator Baker arranged in 1988 where
President Reagan recognized approximately
twenty $100,000.00 plus annual contributors
to the United Way. In a fifteen minute
meeting with these generous high net worth
individuals, President Reagan provided an
invaluable assist to volunteerism throughout
the United Way system.
If such a repeat meeting between President
Bush could be arranged during the next six
months, it will not only assist moving the
United Way's Alexis de Tocqueville leadership
giving program ($80 million in 1990) to
a new level, but provide a significant direct
and indirect boost to President Bush's Points
of Light program.
The only suggestion I would like to make
for a change in the format would be for
The White House to select one or two beneficiaries
of the United Way and have them present
for the President to recognize. Such an
effort would make the event even more meaningful
for the major gift participants and provide
a diversity of those in attendance. There
are so many heart-wrenching stories with
the Points of Light/United Way program that
selection of the cases would be an easy
and enjoyable task.

the President during his upcoming visit to Australia from the
Committee for Economic Development of Australia (CEDA). CEDA has
the membership and stature of the Business Roundtable here in the
U.S., and would be a prestigious, high-level, pro-American business
and academic forum for the President. This could be particularly
attractive, given certain tensions on the Australian side on trade
issues, for the messages the President wants to convey to the
Australian people to be clearly heard and appreciated before a

issued September 15 in Lynn, Massachusetts.
Jan E. Matzeliger revolutionized shoe making in America with
his invention of the shoe lasting machine, which he patented
in 1883. Matzeliger's machine allowed shoes, formerly
crafted solely by hand, to be made faster and cheaper. With
his breakthrough, an entire shoe could be manufactured in one
minute.
This stamp depicts Matzeliger against a drawing of the shoe
lasting machine.

Arizona. Commemorative Sheet issued September 3 in Phoenix,
Welcome to the first of five sheets to be issued from 1991
through 1995 in commemoration of the 50th anniversary of
World War II. The five-year, 50-stamp series will follow
the chronology of the war: breakout of global conflict,
industrial and military preparedness, diplomatic alliances
and surprise attack, the road back, turning the tide,
decisive victories in Europe and the Pacific, and Allied
victories resulting in unconditional surrender.
This series was begun in 1984 by the late Postmaster General
William F. Bolger and is the culmination of efforts by the
Citizens' Stamp Advisory Committee; military historians from
the Army, Air Force, Navy, and Marine Corps; and the
Historian of the Department of State.

Symposium Proceedings Report. This report is a comprehensive documentation of all the
presentations made during the Seventh National Space Symposium. As such, the Proceedings Report
is the most complete update on current space issues available and should be a valuable reference
guide.
Plans are already underway for the Eighth National Space Symposium to be held March 31 - April
3, 1992, at the Broadmoor Hotel in Colorado Springs, Colorado. Please mark your calendar now for
this important space event. You will be receiving information on registration soon.
Since the National Space Symposium, the Foundation has continued to implement additional exciting
plans and programs. We conducted a very successful symposium on American Aerospace in the 21st
Century for the National AeroSpace Plane Program Office. Selected scholars from around the country
addressed the long range impact of the NASP on space policy, technology and economics. The report
on the symposium should be available next month.
This summer's presentations of the highly acclaimed "Getting Comfortable Teaching With Space"
graduate course attracted 160 educators from around the country to the Air Force Academy in
Colorado Springs. More than 850 educators have now completed this unique course on how to
incorporate space and technology into the classroom.
We value the commitment that you've made to America's space program. With your support of such
events as the National Space Symposium, together we will strenghthen the United States' space and
education programs and contribute to America's competitiveness in an evermore complex world.

the Cheshire Bridge to the New Hampshire DOT. With future
improvements to this vital thoroughfare the way is clear to

The one reservation that we put in the deed is that New
Hampshire is free to export its philosophy west to the
peoples republic of Vermont, but Vermont's policies must be
thoroughly screened before they can move east.

Bicentennial stamp issued September 7 in Washington, D.C.
This stamp features a view, circa 1903, of the Capitol
Building as seen from Pennsylvania Avenue.
The District of Columbia--also known as Washington, D.C.--
rests on land ceded to Congress in 1788 by Maryland. The
Congress created the District of Columbia as the nation's
capital in 1790. The original, 10-mile-square site along
the Potomac River also included 30.75 square miles on the
Virginia side of the river. This land was returned to
Virginia in 1846.

Dear Governor:
The aerospace marketplace of the 1990s is highly competitive, complex
and global. Long the dominant player in this market, the U.S. aerospace
industry is more dependent on export sales than ever in order to maintain
its position. U.S. aerospace firms are therefore more exposed to the
competitive practices of other countries. Foreign firms are expanding
their sales base through international alliances. They are also working
closely with their governments to position themselves for market share
growth. As a result, advantages that the U.S. aerospace industry has
long enjoyed--e.g., the economies of scale that result from a large
domestic market--will not be so easily realized in the future.
The Aerospace Industries Association has just published a report that
looks closely at the global aerospace market--and at the U.S. industry's
advantages and disadvantages. "The U.S. Aerospace Industry in the 1990s:
A Global Perspective" also discusses how major regional and product
markets are developing, and explores a key market issue: technology
development and transfer.
From my perspective, an important conclusion to be drawn from the
report is that the traditional adversarial relationship between
Government and industry works against maintaining a strong U.S. aerospace
industry.
I sincerely hope that the strategies AIA proposes can form the basis
of a positive dialogue between the industry and government
policy-makers. The global aerospace market of the 1990s strongly
challenges U.S. aerospace firms. The industry will not maintain as
dominant a position in all market segments as it has in the past.
However, I believe that Government and industry--in partnership--can
ensure that the U.S. continues to lead the world in aerospace
capabilities and sales.

Dear John:
I wanted you to be aware of a letter that I am today
sending to Secretary of State Baker in connection with his
upcoming visit to Moscow and to the Baltic Republics. A
copy of the letter is enclosed.
In view of the importance of an effective postal service
to a country's economic success, I believe that the U.S.
Postal Service is in a position to make a valuable
contribution to the Baltic Republics as they assume full
responsibility for their own affairs and their own develop-
ment. We are also willing to make a similar contribution
to the other Republics as it may become appropriate to do
so.
I have expressed to Secretary Baker our willingness to
provide assistance to the postal administrations of the
Republics interested in receiving it and to coordinate how
we proceed with the Department of State.

Dear John:
Enclosed is an album of the 29-cent Numismatics stamp issued
today in Des Plaines, Illinois.
This stamp design incorporates portions of the back sides
of four numismatic treasures, two coins and two notes. The
coins include a 1907 Double Eagle (MCMVII) and an 1858 One
Cent (Flying Eagle). Both were selected from the Smithsonian
Institution's collection as outstanding examples in the
history of coinage.
The notes featured are a $10 National Currency, Series 1902
(Third Charter Period), and a $1 U.S. Note, Series 1875, which
was used through 1921 and was called a "sawbuck" from which
the slang term "buck" originated.
