Now that you will be moving on to a new role in government that
does not require that you interact with the press on a daily
basis, we would like to invite you to talk about your
experiences with the media, particularly the broadcast press,
as White House Chief of Staff.
Each year at the Columbia University Graduate School of
Journalism we present the duPont Awards for excellence in
broadcast journalism, the equivalent of the Pulitzer prizes for
radio and television news. On the same day, while outstanding
journalists from networks and local stations across the country
have gathered at Columbia for the Awards, we convene the duPont
Forum to explore important issues facing journalism.
Our duPont Forum on January 30, 1992, will consider "The Press
and the Public," to focus on why the public trust in television
news is on the decline and to examine what we as journalists
can do to improve that trust in this age of instant global
communication.
We would like to invite you to address the opening session, "TV
News--As Others See Us," at 9:30 AM, Thursday, January 30, on
the Columbia campus.
The public has consistently expressed strong disapproval of the
way the press covers public officials, particularly the
concentrated and intensive coverage that has become known as
the "feeding frenzy." Since you went to Washington three years
ago you have learned, firsthand, what it is like to run into a
barrage of critical press coverage.

would welcome hearing your impressions of what it has been
ike to live in the eye of public storm. How has it affected
our life, your ability to do your job, and what has it meant
to your family? And just as important, what impact does
today's kind of journalism have on politics and public service?
January will bring the beginning of another Presidential
election campaign, and surely another year of vigorous coverage
by the broadcast media. We believe this is a timely occasion
to hear from you on the subject. Your perspective would be
invaluable not only to the assembled reporters, news
executives, and media writers, but also to the aspiring
journalists of the Graduate School of Journalism and other
institutions who will attend the duPont Forum.

development of a Japanese industrial base in the United States. It
aired last Wednesday. Without exception, I found it the most frightening
challenge we face immediately and over the long term for employment,
economic and military independence, and personal liberty.
Please view it. Whatever doubts one has of the virtue of a national
industrial policy, our country - and this administration - must respond
to this Japanese threat. Our free enterprise system cannot do its
job when confronted with a targeted, coordinated economic attack by a
nation whose culture and policies combine business and government into
a formidable, almost monolithic entity.

As Honorary Chairman of National Engineers Week 1992, it is my pleasure to invite
you to join a team of prominent and respected engineers in the third annual N.E.W.
"All-Star" team. While engineers across the nation have celebrated N.E.W. since
1951, Discover"E" has provided a renewed focus. The goal of the program is to
stimulate student and teacher interest in engineering careers. For Discover"E"
1991, some 10,000 engineers reached more than one million students and teachers.
This year we anticipate 20,000 engineers will double this effort.
Critical to the success of Discover"E" is the participation of the "All-Star" team
of some 20 prominent engineers to serve as role models on school visits. The N.E.W.
sponsors and I would be onored to have you join with me as an "All-Star" team
member. Discover"E" engineers, Including the "All-Stars." visit math and science
classes to help students discover how their studies relate to technology and the
world around them. The N.E.W. Committee provides materials to engineers in all
sectors, and a copy of this year's package is enclosed.
I'll be sending you detailed information regarding the program and its participants,
including the other 1992 "All-Stars." In brief, the N.E.W. Committee asks that
you visit a classroom February 16-22; encourage your engineers to participate in
Discover"E"; pursue media coverage of your classroom appearance; and tie corporate
advertising to N.E.W. As further background, we plan a national publicity campaign
emphasizing the need for engineers to maintain the country's technological
leadership. Other media attention will be drawn to activities such as scholarship
awards, public exhibits, student competition, "Engineer for a Day" programs, and
proclamations from government officials.
N.E.W. 1992 is supported by more than 40 engineering organizations and ten
corporations. Your participation would help further our success. I hope I can

front with an idea that also provides the money. You might
think the plan is impossible. However according to Luke 18, 26
"Things that are impossible for man are possible for God".
In 1988 the plan received some criticism on inflation. It has
been improved and negative comments stopped. Many officials in
Congress have ignored the plan or just sent an acknowledgment.
The selling features below can be understood by citizens.
1. Federal Government debt will be paid in six years, saving
billions in interest expense at no cost to the taxpayers.
2. All home, farm and charitable groups will get 3% mortgage
Federal Government and Postal Service get the income.
3. State governments will borrow at zero interest while
municipal governments will borrow at 1% interest.
The 1% interest income will be used for free public
television time for candidates for public office.
4. All depositors of failed banks will receive their money,
at no cost to the taxpayers.

situation in Yugoslavia, and I appeal to you and President Bush
to take some steps, if possible to end the civil war between
Croatia and Serbia.

being done by the United States to solve the Yugoslavian problem.

Dear Governor Sununu:
The 21st Annual Convention of the National Republican Heritage
Groups (Nationalities) Council was held in Old Town Alexandria,
Virginia on November 8th and 9th, 1991. As Chairman of National
Republican Heritage Groups (Nationalities) Council Volunteers
Committee and as the Acting Chairman from the State of New
Hampshire I was in attendance. At this convention I was voted in
as Assistant Secretary to the Council for the upcoming two years.
There were delegates from all over the United States, especially
from the big ethnic states, i.e., California, New York, Michigan,
Illinois, Pennsylvania, etc.
It seems that the Republican National Committee does not
favorably look at the Heritage Groups (Nationalities) Council for
some unknown reason. Several of the delegates (who have been
with the Council for many years) claim that there is an attitude
change to the Heritage Groups (Nationalities) Council from the
Republican National Committee. They feel that they are given the
"royal snub". There seems to be no reason given to the Council
for this cold treatment. In the past, national leaders have made
appearances at their conventions and have listened to what the
Council has had to say. Recognition was always given to the
Council by the White House and by the Republican National
Committee.
I have been asked by several Council delegates to drop you a note
and ask you, if possible, to contact the Republican National
Committee and the Nationalities Chairman of the Heritage Groups
(Nationalities) Council, Mr. Casimir (Casey) Oksas, at the
Washington office or in Chicago to see if something can be done
to restore the friendly and favorable communications between the
two groups that they once enjoyed.
It seems rather strange that this separation has occurred. After
all, we all are working towards Republican victories on the
national, state and local levels. More than ever, we must unite
for the common cause of Republicanism.
We, as Republicans, cannot afford to have these two groups wander
off in the horizon without definite direction and cooperation
between them. We need every group.
Whatever can be done will be greatly appreciated.

Gene Sarazen is America's oldest living sports legend.
He is also one of the President's oldest "points of light."
Gene will celebrate his 90th birthday on Feb. 27,1992 teeing
off in the Gene Sarazen Hospital Fund golf event held here
on Marco Island. It is through this effort that Gene has
provided Urgent Medical Care to his community.

long been residents of New Hampshire and of course, Gene's

perhaps the President's schedule will bring him close enough
to Florida for a day's golf with Gene Sarazen on his 90th.

urging the U.S. Congress to pass legislation that included provisions for interstate

In that same letter, I recalled that when I was student of yours at Tufts, you would,

lecture. I went on to note in my letter that I hoped, when you were lecturing them
on the benefits of interstate banking, that the members of Congress feared your
eraser as much as we did.

Dear Mr. Sununu:
With an apparent impasse on a national energy policy I felt that I should write and offer a few of my thoughts on
the situation. First, energy consumption is a non-partisan issue; Republicans, Democrats and Independents alike use it.
Secondly, and more importantly, energy is an issue of common sense. I believe that our current policy can be compared to
a bucket with a hole in the bottom. Common sense would dictate that one should plug the hole, rather than to continually
seek new sources to keep the bucket filled. Wouldn't it therefore be wiser to develop a policy that tried to plug the "holes"
with a focus on efficiency, also known as conservation.
For example, our country is filled with older, uninsulated buildings, both residential and commercial, that in total
waste a tremendous amount of energy. I'm referring not only to heating during the winter in the northern states, but to air
conditioning in the summer in almost all states, which seems to be when most brownouts occur. Less fuel burned for
energy will lessen airborne pollutants, the source of the much studied acid rain and greenhouse effect.
Another major energy user is the automobile. Small cars are being called unsafe. But if safety is supposed to be a
major concern of the American consumer, why do only 50 percent of us wear seatbelts? During the last two energy crises
people quickly abandoned the gas guzzling American cars for the more fuel-efficient foreign models. Traffic fatalities
decreased when the speed limit was dropped to 55 mph to conserve energy. Size didn't play any role in the safety issue as
the small car population exploded. In fact, most people would rather spend their money on durable goods than use it to fill
their tanks.
There is one other related matter I would like to mention. Early last summer I was working out-of-doors. By late
morning my eyes were itching and watering, and forced me to quit work early. On the way home, I heard that a "health
alert" was on due to high air pollution counts. I felt not only cheated out of several hours of work, but felt that I was also
cheated out of something I had apparently taken for granted: the right to breath clean air. I have some control over what I
eat and drink, but very little control over what I breath. If those days become more frequent it will force more people to
work indoors, creating a bigger demand for energy for air conditioning and causing more pollution from power plants, and
the dangerous spiral goes on and on. Many people who work indoors can not relate to this situation. As a Forester, I can
not avoid it, nor can the plants, wildlife, or the children who don't understand the concept of unhealthy air.
I mentioned that I have little control over what I breath. However, as my representative in Washington, you do
have some control on the outcome of our environment. I can only ask that you support an energy policy that is based on
more efficient use of our energy consumption, not a policy based on new sources to fuel our inefficient use.

Dear Governor Sununu,
Recently, I had a discussion with New Hampshire State Senate President Ed DuPont
regarding the "Credit Crunch". He asked me to write to you regarding our experience
at Encore Shoe Corporation and our thoughts that relate to this matter.
We had the misfortune of having our operating loan with Bank of New England when
they were overtaken by the FDIC. As with many industries, 1990 was a year of
consolidation and losses in the apparel and footwear industries. Unfortunately, our
company was no exception.
Our financial numbers were not good at the time of BNE's demise. As a result,
Fleet did not pick up our loan and it was placed with the FDIC "Bad Bank", RECOLL
Management.
Our understanding of RECOLL's mission, as issued by the FDIC, is that all loans that
fall under their charge are to be liquidated within five years. We have also
learned that the lucrative commission structure for Fleet is geared towards the
incentive of liquidating the loan as quickly as possible, getting as close as
possible to 100% of the dollars owed, without regard for the subsequent consequences
to the company or its employees.
On April 24, 1991, RECOLL gave us a "Drop Dead" date of December 31, 1991. Our
marching orders were to get the loan re-financed by that date or funding would
cease and the company would be liquidated, We have worked in a determined manner to
financed through RECOLL from $8.7 million to $4.7 million. Our monthly financial
get the loan re-financed and since Spring, 1991, we have reduced the amount owed and
statements have shown consistent profits since June, 1991. Through great sacrifice,
we made a major turnaround and rehabilitation in a very difficult retail climate.
Progress has been made in our efforts to obtain new financing. However, each
proposal that we have received would require RECOLL to take $1.5 million from a
secured position to a "Soft Note" to be paid over two to three years. RECOLL was
"insulted" by this proposal and reiterated their determination to obtain 100% of the
loan dollars by December 31, 1991 or they would liquidate the company and go after
the personal assets of the principals.

David Demarest is a 1975 graduate of Upsala College.
He probably hasn't told you this, but the Committee on Honors of the Faculty and the Board of Trustees
of this college, at a meeting on October 10, designated him, from among a dozen and a half nominees,
as one of two persons to receive an honorary doctorate from the college at our graduation ceremonies
next May 17.
It was my pleasure, a couple of weeks ago, to visit with him in his office and to hand him the letter
conveying this information and to invite him, as well, to be our commencement speaker that day.
Naturally, he was flattered.
Now, I should be telling you what to do? Well, in this case, had I the power to do just that, your
instructions would be to arrange that no international or domestic crises occur on the weekend of
May 17, 1992, so that David can not only be here to receive his honorary doctorate, but also so that I will
not be forced to have -- God knows who -- surely not a Democrat! -- as a substitute speaker.

Dear Mr. Sununu:
As the Association representing the coal industry in Alabama, we
wish to inform you of policy developments at the Department of
Interior's Office of Surface Mining which contravene the
President's stated objectives on federalism, America's competi-
tiveness, and unnecessary civil litigation. On July 18, 1991,
thé Department published a notice indicating that its Office of
Surface Mining may change longstanding policies on the regulation
of underground coal mines. We enclosed our letter to the
Assistant Secretary of the Interior which discusses our concerns
with any proposed regulatory changes which effectively preempt
state property rights where the statute in question, the Surface
Mining Control and Reclamation Act, Pub. L.95-87, has been
consistently construed by the courts as not displacing state law.
Moreover, there has yet to be presented any real basis necessi-
tating such an abrupt change in policy.
We believe that you might also find this matter of significant
interest since the policy changes under consideration also
implicate the coal industry's ability to compete in today's
international markets. The Department is also considering
reverting to the inflexible regulatory scheme established in 1978,
but later abandoned in 1983 for a less cumbersome but effective
approach which allowed the states to tailor the standards in a
manner relevant to their needs. This more flexible performance-
based approach, adopted when then Vice-President Bush chaired the
Task Force on Regulatory Review, has not only proven more effec-
tive in addressing the concerns of the statute, but has allowed
for the advancement of mining technology and in turn improved
overall productivity. Any reversion to a design standard, or a
command-and-control, approach now under consideration will stifle
innovation and technological advancement. We do not believe that
such a policy approach comports with the President's desire to

burdens on the economy. We note here that each a coal recent mining study

Finally, we note the President's recent Executive Order 12778
which directs agencies to avoid regulations which will engender
unnecessary federal litigation. Suffice it to say, any change in
the Department of Interior's regulatory approach for underground
coal mines which displaces state law will convert into a federal
question what has been heretofore a matter of state law handled
through the local courts and negotiation among private property
owners.
For these reasons, we ask that you evaluate the Department of
Interior's activities to ensure that their policy deliberations
reflect and adhere to the President's stated objectives on
federalism, competitiveness, and civil litigation.

Prime Minister Ylli Bufi of Albania will be visiting
Washington beginning Sunday, November 17, 1991. He will be
visiting with officials at the Department of State and other
relevant agencies, Members of Congress, academic institutions,
and business organizations during his trip.
Prime Minister Bufi heads a National Stability Government,
comprised of members of all Albanian political parties. It is
seeking to stabilize the national economy and create the
foundations of democratic institutions in preparation for the
second multi-party elections in Albania early next year. The
Bufi government is entering a critical phase of its activity
during which it will be deciding on many important economic
issues to make the transition to a market economy.
Albania needs the United States to demonstrate its support
for the work of this government and the progress that has been
made in moving Albania to democratic and economic pluralism. The
reception given Secretary Baker on his visit to Tirana in June,
demonstrates the affection the Albanian people hold for America
and the significance they place on Albanian-U. S. relations.
A visit with President Bush during the Prime Minister's trip
would provide much needed encouragement to his government during
this period of maximum fragility of Albania's fledging democratic
institutions. Would you please consider arranging a short
meeting with the President at any time during the period of
Monday, November 18, through Wednesday, November 20.

New Hampshire Public Defender
Dear Mr. Sununu:
The New Hampshire Public Defender Program is currently seeking
an Executive Director for the state wide program. Based on a
review of the criteria established by the Search Committee (copy
enclosed) I believe I am the candidate qualified to assume the
responsibility of the position and work to establish present and
future stability of the program and maximize the professional and
personal talents of all staff members. Primary amongst my
professional experiences are my past association with the Public
Defender Program, extensive trial experience, financial management
experience, ability to deal effectively with persons in all facets
of the criminal justice system and my commitment to the program.
I have formally submitted an application and resume to James
Duggan, Esq., Acting Director for consideration by the Search
Committee, Paul C. Semple, President. On October 14, 1991, I met
personally with Mr. Duggan who advised that the Search Committee
will conduct an application screening process during the end of
October or early November. Letters of reference for candidates
will be strongly considered in narrowing the field of qualified
applicants for personal interviews to be conducted by Mr. Duggan,
Mr. Semple, Ron Snow, Esq., Gregg Swopp, Esq., George Ostler, Esq.,
and Helen Hartman.
Governor's Councilor Ray Burton has spoken to Mr. Duggan on my
behalf, and I enclose herewith a copy of my resume and copies of
references which have also been forwarded to Mr. Duggan and Mr.

Enclosed you will find a column which I authored and which
was printed in the Des Moines Register relating to the need
for term limits that I thought you might like to review.
I realize you are busy, so I'll keep this short.
I defeated a 34 year democrat incumbent Senator in 1990 by
explaining in clear, concise terms the theme "Enough is
Enough - We Need a Government That Lives Within OUR Means"
and "Time for a Change". They aren't something a New York
PR firm would develop, but they worked. And if I were you,
I would go full speed ahead with your attack on the big
spending congress and continue to explain that in order for
the President to get his domestic agenda approved, he needs
a Congress that will work with him, not against.
I am sure you are doing your own polling, but every single
voter I talk to is disgusted with the political process,
and the speech the President gave last Thursday on the need
for Congress to reform itself hit a cord that I hope he
keeps singing. I believe voters are ready for a change!
Previous to serving in the Iowa Senate, I worked closely
with Governor Branstad as a member of his staff, so I know
your position is difficult. I just hope you continue what
the President started last week and keep the pressure on
Congress. Otherwise, Iowa liberal Tom Harkin will continue
to blast away at the President without the public fully
understanding that the real problem is TOM HARKIN and his
big spending buddies in the Senate!

Dear Mr. Sununu:
I am pleased to see that an agreement has been reached on the
civil rights bill and I congratulate you for your efforts in
reaching consensus. However, I would like to bring to your
immediate attention a technical drafting error which is of great
concern to the Commission.
The bill contains language that could be interpreted to
preclude the EEOC and the Attorney General from obtaining
compensatory and punitive damages under Title VII and the ADA for
victims of intentional discrimination, even though such damages
would be available in a private action. I do not believe that it
is the Senate's intent to place this serious limitation on actions
brought by the government and therefore I urge an amendment to the
bill that would make clear that these enhanced remedies can be
sought in actions brought by the government on the same basis as in
actions brought privately.
The source of the problem is the bill's two different
definitions of the term "complaining party" in section 5, which
authorizes complaining parties to seek punitive and compensatory
damages, and in section 7, which amends the general definitional
section of Title VII. Section 5 (a) (1) states that compensatory and
punitive damages are available "[i]n an action brought by a
complaining party under section 706 of The Civil Rights Act of 1964
against a respondent who intentionally engaged in an unlawful The
employment practice prohibited."

for purposes of section (a) (1) is "a person who may bring an action
or proceeding under title VII of the Civil Rights Act of 1964."
Section 5 (d) (1) (A).
On its face section 5 (d) (1) (A) would appear to include the
EEOC and the Attorney General in the group of "person[s] who may
bring an action
under title VII" and, therefore, among those
complaining parties entitled to seek enhanced remedies. However,
the problem is that section 7, which amends the general definitions

commission, the Attorney General, or a person who may bring an
action or proceeding under this Title.' Section 7 (1) (emphasis
added). My concern is that section 7's definition of complaining
party, which specifically includes the EEOC and the Attorney
General in addition to "a person who may bring an action," could be
invoked to preclude the EEOC and the Attorney General from seeking
compensatory and punitive damages because those remedies are
limited to only "a person who may bring an action or proceeding
under title VII." Sections 5 (a) (1) and (d) (1) (A). Indeed, the
fact that the Senate bothered to create two definitions of
"complaining party" would add substantial weight to arguments that
the EEOC and the Attorney General are not authorized to seek the
enhanced remedies. There is no obvious explanation for why there
are two separate definitions other than drafting error or that the
Senate meant to exclude the EEOC and the Attorney General from the
group of plaintiffs authorized to seek compensatory and punitive
damages.
It would undermine the Commission's ability to enforce Title
VII and the ADA if private parties, but not the EEOC, are allowed
to seek the enhanced remedies. Indeed, if that were the case the
Commission might have a duty to refer all cases of intentional
discrimination to private attorneys because, by filing suit, the
Commission would dramatically reduce the relief available to the
victims. This would be true especially in the case of sexual
harassment claims; because there is often no backpay at stake in
those cases, the only monetary remedy would be compensatory and
punitive damages.
I believe that a very simple amendment to the bill could
remedy the problem. For example, section 5 could be amended to
define the term "complaining party" to mean "the Commission, the
Attorney General, or a person who may bring an action or proceeding
under this title." That would make clear that the Commission and
the Attorney General are not excluded from the group of "persons
who may bring an action" and therefore that they are included among
those who may seek compensatory and punitive relief. Such a change
would, in my opinion, spare the EEOC and the courts a great deal of
trouble and confusion in the future.
I trust the Commission's concerns will be addressed and that
our mutual interest in protecting the civil rights of all Americans
will be achieved.

Sirikit of Thailand, I have the honor of requesting the
pleasure of your company at a Reception and Dinner on Monday,
the Fourth of November Nineteen Ninety-One at 18.30 hours at
the Grand Ballroom, the Willard Inter-Continental Hotel (1401

Her Majesty's Royal Visit to Washington, D.C. will
take place at the invitation of the Chairperson of the Friends
of the Capital Children's Museum and the Chairperson of "The
Best of Washington, 1991' Luncheon, at which Her Majesty will
be presented with the first International Humanitarian Award
by the Friends of the Capital Children's Museum. Furthermore,

Dear Governor Sununu:
Almost two weeks ago I wrote you about upcoming Administration
testimony on legislation to provide more taxpayer safeguards when
dealing with the Internal Revenue Service. I had hoped that the
Administration would follow through on George Bush's promise during
the 1988 campaign to support more rights for taxpayers.
Unfortunately, that message has not filtered through to the
Treasury Department. The IRS and the Treasury Department offered six
trivial reform proposals, and left the Subcommittee Chairman
dissatisfied with the response from Treasury and IRS.
For your information, I have enclosed a copy of the opening
statement of Congressman J.J. Pickle, the chairman of the Subcommittee
on Oversight of the Ways and Means Committee. I particularly draw
your attention to the two paragraphs highlighted on page two.
For the first time in years and years, the Ways and Means
Committee seems to be seriously interested in pursuing more rights for
taxpayers. With the Administration's full support, significant
progress can be made. Let's not let this opportunity slip by.

As an Emeritus Professor at University of Pennsylvania,
I wish to congratulate President Bush, through you as Chief-of-Staff,
for his bold declaration on nuclear disengagement and historic initiative
toward World Peace. May I humbly suggest that President Bush should be
nominated to receive the Nobel Peace Prize in 1992. President Gorbachev
and Dr. Henry Kissinger could each make the nomination to the Nobel Peace
Prize Committee.
Since President Nixon's epoch-making visit to Beijing, Mrs.
Ku and I were invited by Premier Chou Enlai to make our first visit in 1973.
In late 1983, I had the opportunity of discussion with Chairman Deng Xiao-
ping concerning the visit of Premier Zhao Ziyang to the US and the invitation
to President Reagan for his visit to China in 1984.
1989 October 1, Mrs. Ku and I were invited by General Secretar
Jiang Zemin to celebrate the 40th Anniversary of PRC. After that visit, I
was encouraged to make suggestions to Mr. Deng Xiaoping, through Jiang (who
was my former student at Shanghai Jiaotong University). I proposed: (1)
End the martial law at Beijing Jan. 1, 1990; (2) End the martial law at
Llhasa, Tibet May 1, 1990. It was gratifying to recall President Bush's
wise decision to grant PRC most favored nation (MFN) status in 1990. Then
I was successful in (3) the release of Mr. Fang Lizhi and his wife from
American Embassy at Beijing. We are grateful to President Bush for granti
PRC MFN status in 1991.
For the establishment of "new world order", the understand:
and cooperation between the United States and People's Republic of China
are of paramount importance. I would hope that you, as Chief-of-staff, II
find time to receive Ambassdor ZHU Qizhen before his planned trip to visi
Beijing to make a personal report to Mr. Deng and Secretary-General Jiang
As Chairman of PRC's Military Commission, Jiang outranks President Yang
Shan-kuan, who is Military Commission's First Deputy Chairman. So I hop
that Jiang may be invited to visit the US to discuss broad aspects towar

Dear John:
The request of the Israeli government for $10 billion
dollars in loan guarantees has little to do with the
humanitarian issue of settling immigrants, but much to do
with populating the West Bank consistent with Israel's
policy of creeping de facto annexation the past 24 years.
In essence, the request for loan guarantees is nothing
less than a pretext for grabbing more Arab land.
It really is time for the politicians to stand up to
the Israel lobby. The senators and congressmen should
hear the true sentiments of Americans today with respect
to the abusive level of foreign aid to the state of
Israel. While there may be a great deal of organized
influence on Capitol Hill generated by the most powerful,
singular-minded lobby in the history of the United States,
such certainly is not the case on the streets of Man-
chester, Nashua, Concord, the rest of New England and,
indeed, the United States. For too long this lobby has
had its own way. It cannot, should not and will not
dictate the terms of American foreign policy. It can't be
allowed to to undermine the President of the United States
of America.
The Israel lobby argues that the loan guarantees will
cost the U.S. taxpayer nothing. This is simply not true.
One, of course, needs to assume that Israel's economy,
which has been in such a mess for so many years and would
be bankrupt without American largesse, will be able to
sustain its debt service under the loan guarantees (a
large assumption), but the United States will need to
expend about $40 million to administer the guarantees. Of
course, this is above and beyond the $5 billion or so

which Israel gets in grants and other benefits, which
amounts to more than $1,100.00 per Israeli per year.
Federal aid to the states averages about $440.00 per
American per year.
The value of Israel as a strategic asset to the United
States was always overstated, and today it is substan-
tially diminished. Henry Kissinger may not like it, but
he, too, needs to accept the reality of the world as it
exists. Kissinger's theory of confrontation and reliance
upon the might of the Israeli military has now been
entirely discredited and no longer has a place in American
foreign policy.
Most Americans have been shocked in the arrogance of
Shamir, Arens and Sharon and find their credibility to be
non-existent. Shamir and Sharon have intentionally and
systematically engaged in a pattern of lying to the United
States as they daily make more innocent Palestinian fami-
lies homeless in order to pave the way for "Greater
Israel". Haven't we all had enough?
The President and Secretary of State are right.
Shamir, Arens, Sharon and the Israel lobby are wrong. A
new day is dawning in the Middle East, and it's time for
the Congress to wake up and smell the coffee.

Dear Governor Sununu:
The Administration will be presenting testimony to a House Ways
and Means Subcommittee on September 25 on whether legislation should
be established to provide more taxpayer safeguards when dealing with
the Internal Revenue Service. I hope the Administration's position
will be fully consistent with George Bush's promise during his debate
with Michael Dukakis to support taxpayers' rights.
We sincerely appreciated George Bush's support as Vice President
for the Taxpayers' Bill of Rights in 1988. But not all of the
original proposal was enacted into law. Much more remains to be done.
There are many people in the Internal Revenue Service and the
Treasury Department who would like to block attempts to provide
taxpayers with any additional rights.
Please ensure that the Administration's testimony (as presented
by IRS Commissioner Fred Goldberg and Treasury Assistant Secretary
Kenneth Gideon) next week is fully consistent with the concept of
providing more rights for taxpayers through legislation, and not
unenforceable IRS promises to do a better job. It would be terribly
unfortunate if the Bush Administration opposes or gives lukewarm
support to granting taxpayers more rights when candidate Bush clearly
placed himself on the side of taxpayers' rights.

The Odyssey begins.
As you may know, over the past several months my objective has
been to launch a new radio broadcast group. Even though Odyssey was formed in April, my
initial goals were in order of priority, finalize the business plan, begin the roadshow and follow a
carefully laid out game plan which emphasizes intensive operational focus, conservative
financing and patience. The attached brochure and press release briefly outlines Odyssey's

Dear Governor Sununu:
Several months ago the United States Postal Service and the
Smithsonian Institution established a new museum in Washington,
D.C. the National Postal History and Philatelic Museum. The new
museum will be a branch of the Smithsonian's Museum of American
History.
In conjunction with the creation of the museum, which will open to
the public in 1993, a fifteen member commission is being created to
furnish advice, recommendations and support in connection with the
programs, exhibits and operations of the museum. Both the
Smithsonian and the Postal Service would be honored if, you would
consent to serve on this important Advisory Commission.
The Commission will convene once or twice a year to review
developments and activities associated with the museum.
Your travel expenses and reasonable accommodations will be
reimbursed by the museum.
We will convene the first meeting of the Advisory Commission here
in Washington later this year. We look forward to hearing from you
with the hope that you will be able to join us in the development
of the newest of the Smithsonian's family of national museums.
The postal system's dramatic impact on the nation's communications,
transportation and economic services, as well as its role as a
national government service that has significantly influenced the
American way of life, will be highlighted in the new museum's
exhibits and public programs.

With U.S. recognition of the independence of Estonia from the USSR imminent, I would like to
offer my services as U.S. ambassador to Estonia, as commercial attache, or possibly in some
other appropriate capacity. Here is a summary of my qualifications:
Fluency in Estonian language. I was born in Estonia in 1934 and was there until
1944 [age 10]; moved to Germany in 1944 and attended Estonian schools in
Germany until 1950 [age 15]; emigrated to the United States in 1950; became a
naturalized U.S. citizen in 1956.
B.S. "With Distinction" in Business Administration from Northwestern
University. Elected President of Northwestern's accounting honorary society.
M.B.A. in Finance from Northwestern University. Received offer of assistant
professorship from Northwestern.
Three years active duty in U.S. Army. Served for 2-1/2 years as Budget &
Fiscal Officer of 5th Region, U.S. Army Air Defense Command, which provided
air defense for 16 states in the Midwest. Awarded the Army Commendation
Medal for my performance.
Served 11 years as Chief Financial Officer of The Wurlitzer Company in
Chicago. During this time, Wurlitzer was America's largest manufacturer of
keyboard musical instruments. Its common stock was listed on the New York
Stock Exchange.
Served 4 years as Chief Financial Officer of Garvey Industries in Wichita,
Kansas. Garvey is a large privately-owned enterprise; its assets exceed $1 billion.
Grain storage, grain transportation, animal feed production, and farm and ranch
management are among its businesses; it owns the world's largest grain storage
elevator [42 million bushels of wheat], and owns over one million acres in farms
and ranches in Nevada. It is among the larger independent oil and gas exploration
and development companies in the mid-continent. It owns and operates 36 nursing
homes with 3600 beds. It also owns and manages apartments, shopping centers,
and industrial parks.
Served 2-1/2 years as Chief Financial Officer of Manna Pro Corporation in
Los Angeles. Manna Pro was formed to acquire the animal feed business of
Carnation Company; this made Manna Pro one of the top 6 animal feed producers
in the United States.
"Secret" security clearance, obtained in connection with my service in the U.S.
Army Air Defense Command and with Wurlitzer which produced some items for
the Defense Department.
In my role as CFO, I negotiated financing agreements on a world-wide basis with numerous
financial institutions. My success was achieved by being able to grasp the essence of a variety of
ventures, to communicate effectively with people of different backgrounds, and to gain their
confidence in the business plans and management of my employers.
I believe my background in general, and my experience at the top management level in the food,
feed, energy, and health care industries in particular, could be useful to the United States in its
relations with Estonia. Fluency in Estonian would also be helpful; it seems to me that an
ambassador can do a better job if he or she understands the language of the country where the
ambassador is based.
