As you are aware from our several discussions, the U. S.
International Cultural and Trade Center Commission has had a
Secretary of State
difficult time, particularly recently, in carrying forth its mission

staff have remained, buoyed by the support of others who

undertaking.
Last week, ICTC was informed of OMB's passback of ICTC's
Acting President
Jeffrey LaRiche
Fiscal Year 1993 budget. The results could not have been more
damaging. ICTC was told that it would not be included in the
President's budget for the year, that it would have to rely on
contributions from its federal member agencies for funding, and
that the Administration would not support proposed
amendments to ICTC's enabling legislation. (A copy of our
appeal letter is attached.)
John, I appeal to you one last time. If we cannot ourselves
work out some compromise on the tenancy issue (a key to the
budgetary problem also) as you implied in your comments to me
at the end of our last meeting, I will have no other recourse than
to seek a meeting with the President. I am concerned that the
President is unaware of the opportunities ICTC will bring to his
domestic economic agenda. For example, a recent poll by the
Council on Competitiveness shows that 61 percent of Americans
favor government working directly with business to promote
America's economic competitiveness and ability to deal with
foreign competition.

As the centerpiece to the Federal Triangle project, the International
Cultural and Trade Center has the potential to initiate a public-private
partnership that will enhance the Bush Administration's domestic agenda by
bolstering American competitiveness in the global marketplace -- thereby
creating millions of future jobs and strengthening the U.S. economy. ICTC
will create a center, unequalled anywhere in the world, which can educate
the American people and business community on the cultures of the world
and the importance of trade to the way we live. But without the
Administration's active support, ICTC cannot move forward.
As the Washington Post stated in its editorial earlier this week, "The
ICTC, the GSA and Congress have in hand a management analysis that
supports the financial viability of the original concept. Unless the analysis is
refuted, the project should proceed as planned by the ICTC."
I urge you to seize this unique opportunity on behalf of the President
and his Administration and ensure that this "crown jewel" of Pennsylvania
Avenue is the magnificent, vibrant center that it was legislated to be.

I appreciate the opportunity that the officers of the National Conference of State
Legislatures and I had to discuss Medicaid financing and regulatory issues with the
President and you. This letter responds to issues you raised in the meeting concerning
child care regulations. Enactment and implementation of federal child care legislation has
been and continues to be a state-federal priority of the National Conference of State
Legislatures. Our organization and many state legislators individually have invested much
effort in this key domestic issue. Many state legislators have expressed their anger and
frustration in comments to the U.S. Department of Health and Human Services because of
the regulatory mandates and regulatory preemption of state authority in both the Chind
Care and Block Grant and the At-Risk Entirlement proposed regulations.
We trusted that the White House, by negotiating a block grant with few federal restrictions
and no federally mandated standards, would promulgate regulations respectful of state
legislative decisions on the appropriate balance between regulation of child care providers
and provision of a wide-range of child care options from which parents could choose. Our
members feel betrayed and misled. Your comments at our meeting suggested that state
authority should be secondary to a broad philosophical goal, such as parental choice. In
particular, your suggestion that the states must be subjected to mandates to guard parental
choice is troubling. We believe, on the other hand, that parental choice and state flexibility
are compatible, not in competition.
State legislatures, in our intergovernmental system, have a duty to spend public funds in a
responsible manner. We also have a responsibility to protect our citizens' safety. States
were outraged by the proposed regulations that give the U.S. Department of Health and
Human Services the ability to withhold federal funds from any state whose regulations are
deemed by HHS to restrict parental choice. This authorizes an unelected federal
bureaucracy to overrule state laws, a power belonging to the judicial branch.
This provision opens the door to litigation opposing state and local regulations while
subjecting the state to potential liability if a child is injured in a publicly-funded child care
setting. This provision will set the federal government as the reviewer of all state and local
statutes on child care through the addition of "parental choice" as a "paramount
consideration". This violates Executive Order 12612 on Federalism and shows disregard
for the role of the state and federal legislative branches of government. President Bush, in
his State of the Union address, reaffirmed his belief in the constitutional authority of states,
and added that we must protect states' ability to be laboratories of democracy. Current
state safety requirements regarding fire extinguishers, smoke detectors and criminal
background checks may all be jeopardized. In the At-Risk regulations, states are similarly
prevented from applying additional standards for child care paid with public funds. While

NCSL does not have a position on the Administration's education choice initiative, the
elevation of "parental choice" above state and local law, unsupported by the federal statute,
severely hinders every states' ability to support quality improvements and parents' safe
choice.
Block grants, by definition, imply flexibility for the states. The proposed regulations mock
the principle of block grant funding, that the federal government must rely on state
authority and discretion to determine how best to serve the needs of their citizens. We
believe the legislative intent in the compromise agreement, assigning 75% of the block
grant funds for services, was to ensure the states would have funding to address their
diverse needs. But rather than serve this diversity, the CCDBG regulations compel that
90% of the state "discretionary" funds be used for new slots, including those states not in
need of new slots. In other words, the regulations imposed a funding mandate that may run
contrary to the needs of parents in some jurisdictions. In Oklahoma, legislators have found
that they need higher reimbursement rates to accommodate parental choice, not new slots.
In Nebraska, legislators planned to use some of the 75% funds to implement a toll-free
child care hotline for parents and a program to create more family child care providers,
both crucial in a rural state. Many states enacted innovative programs to implement the
new federal law, only to find their solutions to child care were not in compliance with the
contrary regulations promulgated after the close of state legislative sessions.
These regulations generally are a paramount disservice to children, their development,
their safety, their health. They merit major modifications. Their thrust is unacceptable.
NCSL would be happy to provide you with a list of state legislation that these regulations
preempt. For example, in Indiana, the state reorganized its child care programs to achieve
"seamless" service, by combining funding steams and rewarding quality care with higher
reimbursement rates. They have found that taxpayers believe when a state pays for child
care, that care is endorsed or certified by the state.
Additionally, it is disingenuous to suggest that the federal government will not require
states to make changes to their laws. In reality, in order to obtain federal funds, states will
be forced to change their regulations. With over half the states in fiscal distress, states are
not in the financial position to waive federal dollars. We do not believe that it was the
Administration's position to impede state participation in the program.
I have enclosed copies of NCSL's comments on both regulations, a sample of state
legislator's letters, and the testimonies of Senator Virginia Blankenbaker (Indiana),
Senator Don Wesely (Nebraska) and Senator Bernest Cain (Oklahoma). NCSL stands
ready to meet with you and your staff to ensure that the revised regulations allow for
parental choice in a state-regulated setting and retain the state flexibility assured in a
federal block grant.

Dear Mr. Sununu,
Hopefully you will recall that we met briefly through the good offices of the late Lord Redesdale
when you were in London last year. I am writing you now on behalf of ECACC.
For your information, the European Council of American Chambers of Commerce was established
in 1965 for the purpose of promoting commercial, financial and industrial relations between the
United States and members' host countries in Europe and the Mediterranean basin. ECACC speaks
for a significant portion of the European-American business community. It currently represents
16 American Chambers of Commerce with a combined corporate membership of over 20,000,
including most of the Fortune 500 companies as well as the major corporations in each host
country. ECACC speaks for over 20 million workers on both sides of the Atlantic and represents
about $300 billion's worth of investment. By the time we meet in Washington, we hope to have
two new member-Chambers from Moscow and Prague respectively.
We are planning a meeting in Washington April 5 - 8, 1992, and anticipate having as speakers and
honoured guests several members of the Cabinet, key congressional leaders, and members of the
Administration, as we did this year.
About ninety leaders of American/European businesses attended earlier this year. Next year we
anticipate a wider audience. The theme of our Conference will be "America; A Turning Point?"
We anticipate concentrating, for the sake of our European audience, on the United States'
commitment to international security as well as dealing with the main issues that concern our
membership, namely, the American economy and whether it will give way to isolation and
economic protectionism.

In that case, and I know you will accept the somewhat less than tactful way of stating it, I would
like to ask whether you would do us the honour of joining us for a few moments. I am sure you
agree with the underlying objectives of ECACC and it would be most useful if our Government
could give implied endorsement to them with the presence of the President or the Senior member
of his White House staff.

Dear Governor;
How nice it would be could selfish wishes be granted and your
firm hands were once again at New Hampshire's helm (though no
doubt you're glad you aren't!). Frankly, we are sadly lacking in
vision and leadership. People are saying that if we are fortu-
nate enough to keep the governorship it'll not be because we win
it; it'll be because the Democrats lose it. For sure it's cer-
tainly not a situation to be complacent about.
However that is not the purpose of this letter. Surely we should
be doing something to slow or frustrate the Serbians in their
efforts. Probably the simplest way would be to cut off their oil
supplies. That would be a severe blow as they are totally de-
pendant on Croatia and the outside world for their fuel. This
would seem to be well worth the effort as it would help Croatia
and at the same time might well prevent future problems for us.
I base this on what Croatian friends are telling me. They say the
Serbians are openly claiming their next move is to destabilize
the Balkans. Being successful in Croatia, they expect to be the
new Communist leaders - and with enough muscle to win. This
could surely cause us problems. It might well be worth some
thought on your part.

Kindly let me follow up our recent correspondence-- your letter of
September 5, 1991 and my response of September 23, 1991 - on the
invitation of Campbell University's President Norman A. Wiggins to
President Bush to visit here in the 1991-1992 school year.
In a letter to me a copy of which he shared with the White House,
Secretary Cheney " said: "I hope the President will accept Dr. Wiggins'
invitation.
Today I attach a copy of our news release of yesterday and highlight on
the copy and below five salient points of possible interest to the
President and his concern for military education:
1. Campbell's ROTC team won First Place in the 1st Region's Ranger
Challenge Competition at Fort Bragg last Sunday.
2. The MacArthur Foundation chose our ROTC as the best unit in the
1st Region for the third consecutive year.
3. Campbell's ROTC unit won the North Carolina Governor's Trophy
(best in N.C.) for the sixth straight year.
4. A leader in military education across the nation, Campbell trains
the military throughout North Carolina in extension programs at
Fort Bragg, Pope Air Force Base, Seymour Johnson Air Force Base,
Camp Lejeune, and the N.C. National Guard.
More than 1,000 Campbell students and alumni served in the Gulf
War Crisis.

Sir,
Request that the 1991 Proposed Revisions to the Federal Wetlands
Manual be sent back to the drawing board.
The prime responsibility of this commission is to protect the
water supply to the homes of Pelham's citizens. Most of the
people of this community rely on private wells for water supply.
Reducing the amount of wetlands through redefination of what is
a wetland will reduce the amount of land classified as wetland.
Of that, there is no dispute. Inevitably, there will be degre-
dation of the quality and of the purity of the water supply to
our homes.
Is the United States government prepared to finance the con-
struction of the public water systems that will be required
throughout the nation when the pollution resulting from the
redefination of wetlands occurs? Pelham is not. New Hampshire
is not.
Again we request that the Proposed Revisions
be sent back
to the drawing board with a prime aim of protecting the ground
water resource.

Dear Governor Sununu:
As the Colombian people went to the polls in mid-term elections last month, they underlined
their overwhelming support for President Cesar Gaviria and his policies of reform and
modernization. I thought it important to share with you my views as to why the Colombian
people have voted SO firmly for the policies of our President.
While much of the world's attention has been focused on developments in Europe, a quiet
revolution has been occurring in our own hemisphere. Political reforms have opened up the
democratic process and modernized the region's often dated judicial, economic and social
institutions. Economic reforms have embraced free trade, opened markets and provided for
greater participation by the private sector. Nowhere has Latin America's silent revolution been
implemented more quickly and with greater resolve than in Colombia.
The past years have been difficult for Colombians. Drug and guerrilla violence killed and
maimed our "best and brightest." The new government understood that it had little time to
make its imprint. And it decided to make its mark where it most counted: in the leadership of a
young, new generation impatient to get fundamental change moving forward. Today, a little
over a year since President Gaviria's inauguration, optimism has returned to Colombia.
The changes after one year are stunning:
1.
Our new Constitution, ratified in July 1991, has expanded representation and
popular participation in the region's oldest democracy. Drafted along with elected
members of former guerrilla groups who have now become full participants in the
democratic process, the Constitution will empower all Colombians to have a
stronger voice in deciding their destiny. Through dramatic reforms, including
direct election of Governors, national elections for Senators, plebiscites and
referenda, and the ability to confirm cabinet members, our government has
become more accessible and decentralized. Last month's election provided a
dramatic early sign of the success of these reforms.
2.
On the economic front, Colombia has vigorously adopted programs to increase
privatization, foreign investment and trade. With a strong foundation of low
inflation and the continent's best record of paying off its international debts (The
New York Times called it "managing an economy with a conservatism worthy of
the German Bundesbank"), we are determined to fully internationalize our
economy by the end of the decade. To hasten the process of developing freer trade,
we have recently accelerated the already ambitious schedule for reduction of our
tariffs which will culminate in a free trade area among the five Andean nations as
of January 1, 1992. In addition, foreign investors have been granted equal
treatment, administrative costs have been cut and export licenses all but removed.
We share President Bush's hope to create a free trade zone from the Yukon to
Patagonia.
3. And we continue to make progress on the drug front. Our strategy focuses on long-term
solutions. We are pursuing the leaders of the Cali Cartel with the same vigor that
brought about the surrender of Pablo Escobar and the jailing or death of the remaining
leaders of the Medellin Group. Interdiction has already doubled last year's seizures of
processed cocaine and aggressive law enforcement and secure judges will continue to
bring down the powerful cartels. Colombia continues to spend $1 billion of its $46 billion
economy on anti-narcotics actions. The success of Colombia's anti-narcotics efforts
has disrupted the cartels and driven many narco-traffickers to other countries. As a
result, next year's summit on drugs, following up the Cartagena summit of 1990, will
include representatives from an expanded group of countries.
Recently, President Gaviria further strengthened Colombia's leadership through the
appointment of Rafael Pardo, the first civilian to serve as Colombia's Minister of Defense, and
Fernando Carillo, who as Minister of Justice is responsible for rebuilding and maintaining the
Colombian judicial system, with independent prosecutors and special courts, judges, and
magistrates for dealing with narco-criminals.
President Gaviria's success is also due to the support received from the international
community - particularly the United States. For this reason, my hope is that we can
maintain a vigorous, open dialogue on issues that affect both our countries.

When you became the president's Chief of Staff we were ever so proud
of you. One would think we were personally chosen for the position.
When we heard critcisms about you, we were chagrined, afraid that you
might fall out of grace with the President. But because we know how
much. loyal and true Mr. Bush is to those he believes in, we did not worry
Mr. / Sununu, I am writing to you just so that you could have a small
person's point of view and in turn let the President know.
Since 1988 to now, we have experienced such terrible times in this
great state of ours where for many years you governed. So many people
have lost their jobs and couldn't find any. So many people have lost
their homes because they do not have jobs. I grant you that this is
not your fault - but considering all those hundreds of millions of
dollars being doled away to other countries, couldn't something be
done here in the country where we live? Do we have to live in Russia,
Israel, Braazil or other third world countries to benefit from the
generosity of our government?
We were hoping that because you have the President's ear, you might
about. be able to relay things to him that ordinarily he would not hear
In conclusion, it would be most appreciated, not only by myself, but
by a great many naturalized citizens like myself if we could at least
see some real interest in what's happening to us; the common people.
My admiration to the President knows no bounds but my disappointment
in our situation is beginning to reach that height as well.

It is my pleasure to send you our report on WLF litigation
and legal studies activities for the third quarter of 1991.
Along with this report, I am enclosing a press release on the
SCALES project, our major priority for the coming year.
The SCALES project is designed to bring accountability and
control to a judicial system wreaking havoc on the American
economy. SCALES -- Stop the Collapse of America's Legal
Ethics -- is a multi-state, multi-faceted effort to contain the
litigation explosion and improve the professional ethical
standards of lawyers nationwide.
The need for legal reform is overwhelming. Endless liti-
gation is becoming more and more burdensome to the U.S. economy,
particularly in its ability to compete with countries such as
Japan which do not bear anything near the legal costs prevalent
here. Attorney contingency fees, which often reach grotesque
proportions, are at the heart of the problem. In one asbestos
case, for example, the attorneys charged something on the order
of $250 - $350 million, an hourly rate of $1,500 or more.
The first phase of the SCALES project is a state by state
filing of reform measures to be adopted by bar authorities
begun, on September 23rd, with a filing with the California Bar
Board of Governors. WLF plans to follow up its bar reform
proposals with other activities aimed at correcting abuses in the
legal profession.
We will keep you informed of our progress with the SCALES
project as it unfolds. Please let us know about any ideas you
have concerning this and other ongoing WLF initiatives.

I am sending you, for your review and comment, a press
release announcing a legal petition that was filed on September
26 by the Washington Legal Foundation (WLF) with the Board of
Governors of the California State Bar Association. This petition
is the first step in WLF's Stop the Collapse of America's Legal
Ethics (SCALES) project. SCALES is WLF's new multi-state, multi-
faceted effort to contain the so-called "litigation explosion, " a
phenomenon fueled by the abusive actions of plaintiffs' attorneys
that is resulting in devastating costs to business, consumers,
and the American economy as a whole.
The first phase of the project is a series of formal
petitions to the state bar associations of California, New York,
Texas, Michigan, Illinois, and Minnesota. WLF is urging the
state bars to adopt amendments to attorney ethics and conduct
rules that would discourage frivolous suits by requiring
attorneys to advise their potential clients of the adverse
consequences of litigation.
The simple fact is that the plaintiffs' bar often fails to
accurately present the reality of litigation. WLF believes that
potential plaintiffs will be less likely to go through with their
suits and there will be less incentive for a litigious approach
by plaintiffs' attorneys once potential clients are made aware
of:
the actual awards (after court costs and lawyers' bills)
that plaintiffs will ultimately receive,
alternatives, other than lawsuits, available to potential
plaintiffs to resolve their grievances,
the reduced cost of flat hourly fees as opposed to
contingency fees,
the fact that the contingency fee percentage is
negotiable,
the possibility of counterclaims, and
the option of a cooling-off period when retaining
counsel.

WLF has a long list of action items for the SCALES project,
all of which aim to reduce litigiousness and educate the legal
community, the public, academia, and the media about its causes
and ways to discourage it. Our strategy is to extend our
advocacy efforts to all fifty states. Through our long-term,
comprehensive advocacy program, we will persist until our
recommendations for much-needed changes in the legal structure
are adopted across the country, if not as a whole, then in part.
For years, the Washington Legal Foundation has been at the
forefront in combatting attorney excesses. In the courts, we
have supported sanctions under Rule 11 against attorneys for
filing baseless and frivolous lawsuits, argued against the award
of excessive attorneys' fees, and opposed novel extensions of the
law of liability. In addition to its capabilities in the
courtroom, WLF is uniquely able to produce timely studies on
important legal issues, and to publish and market these studies
on the federal, state, and local levels to judges, attorneys
general, corporate general counsel, law professors, the media,
and the public. Previous areas addressed by our Legal Studies
Division have included tort reform, excessive punitive damages,
and other related topics. WLF plans to bring all these
capacities to bear for the SCALES project.

I will encourage you to furnish us with additional ideas and
comments that will make this project as effective as possible.
The litigation explosion is putting American industry at a
tremendous disadvantage, and WLF has a unique and comprehensive
strategy to contain it.

It is ironic that our Administration does not care for the sacrifices of Republican
candidates who are the standard bearer of the Party. I wanted a job but was
turned down because I did not have a sponsor who contributed to the Presidential
campaign or the party.
In addition to my personal contribution and sacrifices as a Republican candidate,
I think it is about time to let the Administration and the party know that my
cousin, Salam Qureishi, ( it is the same family but he spells his last name little
differently ) who is Chairman, President & CEO/Owner of Sysorex International,
Inc. in Mountain View, California, not only supports me but has been a heavy
contributor to the Republican cause.
His recent contributions are:
$50,000 in 1988 to Senators' Inner Circle
$75,000 in 1989 to President Dinner
$30,000 in 1989 to Senators' Inner Circle
$25,000 in 1991 to President Dinner
I thought the above information might interest you. A contributor, Mr. Ivan
Selin who paid $20,000 and became chairman of NRC. Please read the attached
story. I wanted to serve on the commission to get some respite from my campaign

Nippon Telegraph and Telephone Corporation, it is my pleasure to invite you

United States in recognition of the ten year achievements of the United
States/Japan Government Procurement Agreement.
We'll gather at 7:30 o'clock for dinner, Wednesday, November 13, 1991, at my

The NTT Bilateral Agreement has been a major cornerstone for the ever-
expanding trade dialogue between our Countries. It has been utilized as a
constructive example by the United States and is regarded as a model for the
world telecommunications equipment trade.
During these ten years, NTT has seen a steady increase in its purchases of
American goods. Clearly, Messrs. Yamaguchi and Kojima are committed to
maintaining this open market policy which has marked NTT over these years.

Dear John:
As always, you were great this weekend in your broadcast
appearance and in your comments that we are witnessing additional
signs of "recovery."
What concerns me very much is that the Members of the Congress
did not take into account, as recently as 1986, the importance of
consumer credit in constantly stimulating the economy. The
Congress fails to recognize the fact that consumer spending
accounts for roughly two-thirds of the Gross National Product!
I feel a serious error was made in denying taxpayers the
opportunity of taking a credit on Federal tax returns for sales
taxes paid in their home states. When sales taxes reach a point
of eight to ten percent, that is a tremendous expenditure,
especially for large families meeting all the needs of growing
children. It is not sound for the Federal Government to preclude
a tax credit for such taxes as paid in the several states. In
essence, it represent "double taxation."
Further, as the Congress began to lessen and then eliminate at
the end of 1990, all credit on consumer interest payments, there
was a "freeze" by many Americans, recognizing that it was "less
attractive" to buy a car or any other substantial family need in
view of there being no further credit on the interest to be paid.

have to buy their cars, their refrigerators and other home
furnishings over payment periods of twelve to sixty months and
sometimes more.
In modern history in our country, consumer expenditures have
always represented between sixty and seventy percent of the Gross
National Product. Until the Congress recognizes that fact and
allows Federal tax credit on the areas set forth above, we are
going to have a very weak retail market.
Many of us have written to Members of the Congress on this area,
and we get courteous responses, but apparently once the Democrats
implement a tax structure that takes more dollars from the
citizenry, there is no desire to grant relief. As has been true
of the Democratic Party throughout its modern history, it is a
case of tax, tax, tax, spend, spend, spend, and elect.
John, I think it would be a very wise move on the part of you and
our great President to address the matter of the consumers'
needs. Just such comment, just such a suggestion as that coming
from the President would cause the Congress to act because the
public would respond.
As you know, I am broadcaster, primarily, retired as President of
Tribune Broadcasting Company but very active in behalf of the
Tribune organization, U.S. and Canada, not only in broadcast
matters but in the newspaper area, as well as management
counsellor to the holding company. In my work for Tribune
Company, as well as in my other business responsibilities, I note
time and time again the need for "relief" for the taxpayers in
the areas addressed in this communication. In fact, one of the
subsidiaries of my company is in the retail business, and as one
hears the remarks of our customers one does not have to be a
rocket scientist to understand that the taxpayers are fed up and
would like some assistance which in turn would help stimulate the
economy.
Needless to say, John, I continue to agree enthusiastically with
you and the President that we should have a reduction in the
capital gains tax. That is paramount, as are the suggestions
made in this letter to you.

The purpose of this letter is to invite you to be a speaker at the
OPENING PLENARY of the 1991 ANS Winter Meeting Embedded Topical OR
Monday, November 11, 1991 at 3:30 PM in the Imperial B Ballroom at
the San Francisco Hilton. The Session is entitled, "Enhancing
Public Acceptance of New Plant Construction," and will include
speakers such as Dr. Robert Long-ANS President and Mr. Phil Bayne-
USCEA President.
Any introductory comments you could provide would be very
beneficial to the Society. We are beginning a program in November
to make 100 presentations of "The Next Generation Starts Now" to
Local ANS Sections and groups of public citizens, where requested.
The National Energy Strategy is the Administrations position on the
issue of new construction and support of fellow nuclear engineers,
scientists and the public is needed to carry the program forth.
As one of your past students at Tufts (E76), I would encourage you
to please consider this request. Your scientific and technology
background, as well as your understanding of the issues in
commercial nuclear power - make the request even more important.
There is no time in the history of commercial nuclear power before
now, when direct and forthright decisions and programs were
required more. This is critical to our nuclear future.

Tuesday, October 1, with Senator JOHN F. KERRY of Massachusetts.
He will speak on:
"B.C.C.I. -- ITS INTERNATIONAL IMPLICATIONS"
While a great deal has been said and written about the
B.C.C.I. case, its implications for foreign affairs have not been
pulled together. Senator Kerry is in an excellent position to do
this. As Chairman of the Subcommittee on Terrorism, Narcotics and
International Operations of the U.S. Senate Foreign Relations
Committee, he has had an early and key role in investigating the
international operations of B.C.C.I. This promises to be a
fascinating and informative evening.
The meeting will take place at the Carnegie Endowment
Conference Center, on the eighth floor of 2400 N Street, N.W. It
will begin with a reception at 6:30 p.m. followed by the speaker's
opening presentation at 7:00, and by initial questions and answers
until dinner at 8:00. We will resume the discussion after dinner
and will continue until 9:45 p.m. The meeting will be off-the-
record.
Parking is available in the Colonial garage on the east side
of 24th Street, across from the Endowment. The cost is $2.75
with a validation stamp that we will provide upon request. The
closest Metro subway stops are Dupont Circle and Foggy Bottom.

I urge you to support loan guarantees for Israel when they are requested this fall.
Israel's citizens will shoulder most of the $50 billion projected cost for nearly one million
Soviet Jews and thousands of Ethiopian Jews. However, the $10 billion in loan guarantees
are necessary for Israel to secure commercial loans to help meet the enormous cost. By
supporting this request, the U.S. will be continuing its commitment to the one-time refugees
whose freedom the U.S. government has helped obtain.

I watched the first twenty minutes of your appearance on
"Meet the Press" last Sunday, until I had to leave for church with

I am writing you now, most urgently, to request a meeting

Commission and its goals. As you may recall, I have been requesting
Mayor of the District of Columbia

a meeting with you for well over a year. I truly believe it is in the
for the Arts
interests of the Administration to resolve differences we may have
about how the ICTC project should proceed.

President Reagan entrusted me with the responsibility to chair
the Commission that is charged with implementing the Federal
Triangle Act of 1987. I took on this responsibility gladly, and when
President Bush wrote to me endorsing the project, I was enthusiastic
about how the successful development of ICTC's trade, educational,
and cultural programs would support the President's domestic
agenda and enhance his efforts toward a new world order abroad.
Unfortunately, instead of working to develop ICTC's programs,
I and the other ICTC commissioners and staff members have had to
spend far too much of our time on issues of tenancy in the ICTC
complex and concerns about gaining sufficient funding for staff
operations. For example, we lack funding to hire experts to ensure
that the building's spaces are suitable for the proposed programs; a
marketing and communications staff; and, regrettably, our paid staff
of six had to be furloughed for two weeks of this month to allow us
to operate through the end of the fiscal year.
John, without going into a lot of details, I am sure you
know that the ICTC Commission has been trying to implement

its authorizing legislation, which clearly provides that a mix of federal
agencies involved in trade and cultural exchange be housed in the ICTC
building. As we perceive the situation, the White House supports an OMB
initiative to give all of the building's 1.3 million square feet to the
Environmental Protection Agency. OMB and GSA, without consulting
Congress, the ICTC Commission, or any of the federal agencies that had been
advised previously by GSA that they would have space in the building,
announced that EPA would be the sole tenant. This decision is now being
implemented without full consideration of the consequences to the Bush
Administration and the District of Columbia.
It is crucial that we meet to salvage this project so that the needs of
EPA, ICTC, and the White House can be met in a manner that will redound
to the benefit of the Bush Administration. Members of the ICTC
Commission, appointed by President Bush, have suggested that a meeting
be convened to resolve these issues and come up with compromises that
will make this project work for the White House.
I am particularly eager to meet before September 18, after which
date I leave on an extended trip. I suggest that you meet with me, and
Commission members Stuart Bernstein, Jim Oberwetter, Harry McPherson,
Micky Gardner, and ICTC's president, Jeffrey LaRiche.
I know how busy you are, but we must get together to clarify this
situation for all concerned.

Dear Governor:
In this business, it is hazardous to cackle before the egg is
laid and the votes are counted. The Democrats are in disarray, but
history reveals that this is more their normal condition than not.
They have a faculty for producing a good candidate when they need
him and they are hungry enough.
I do not wish to be unfair to him, but I must confess that I
feel the President is counting far too much on his high ratings in
the polls for his conduct of foreign policy. He remains vulnerable
on the domestic scene, as Churchill was in 1945.
Tip O'Neill said "All politics is local". He is right. Voters
react to what distresses them personally, or what distresses their
neighbours, or both, in most immedate terms in point of place and
time. If there is a danger of war, they react primarily to that sit-
uation, If domestic issues threaten, they set their foreign policy
concerns on the back burner if there is no threat of war.
The collapse of the Evil Empire is a Western triumph and a
triumph of the Soviet citizenry which has removed the threat of war
as an immediate foremost concern, the way the fall af the Reich and
Japan's demise removed the Axis and buzz-bombs as the primary concern
of Britons. The President's moment of glory may be his most potent
moment of vulnerability.
The White House declares that it has great programs addressing
domestic concerns. But there is a problem. Stop anyone on the street
outside the Beltway and ask them whether they know what these great
programs are. If, by any chance, one offers a remotely correct answer,
then ask him whether he thinks much of the program or believes that it
will do him any good. You will be lucky if the answer is not either
hostile or vapid.
If this President does not want to be the victim of a nasty sur-
prise in November of 1992, he is going to have to get his act together
and do a "Harry Truman" on the Democratic Congress on domestic issues,
starting yesterday. If will not do to make pro forma appearances before
"friendly" audiences now and then, uttering statements in favour of
motherhood and apple pie. Harry took his fight to every precinct on
radio and on the rails. He was specific, clear, and masterful in his
performance in spelling it all out in understandable terms, free of
exercises in remote dogma. St a time when his Party's fortunes seemed
doomed, he turned the tables, ousted the "Do-Nothing" GOP majority in
Congress, ambushed Tom Dewy and kept the key to the White House front
door. The GOP had counted on its Red Scare, "who lost China", and the
like, to win the prize. They got the prize: the booby prize. Voters
voted their pocketbooks and jobs, or lack thereof.
The present state of affairs leads me to believe that the Democrats
may draft Cuomo, or come up with an articulate "dark horse candidate"
unknown to us at the moment. A fiery keynote speaker could find himself
being drafted. I don't think it will be Senator' Tongas, who is the Spi-
rit of Christmas Past, a thoroughly nice guy, and a smart one too, who
is as enthralling as your college freshman year Ec 105 section man.
The Democratic Party is a bar room brawl in which Ec 105 section men
finish last. It is the Mark Anthonies we have to fear.
There is a lot of discontent out here in the precincts, waiting to
find its voice, due to the economic situation. I am unhappy. The people
I represent in the municipal government are unhappy. Our patience is
wearing thin. We feel that we are being taken for granted by the Admin-
istration, and as things get tougher -- as they ARE -- cheerleader tac-
tics become irksome when not backed by substance. The President must ge1
on his horse and provide the substance, the sooner the better.
Overconfidence did the GOP in in 1948. Party workers got sloppy,
feeling that the goose was already in the bag. They began to try to
drink the win of vietory without taking the cork out of the bottle.
If any Republican suggested that this confidence was not justified, he
was seen as odd and not in the "mainstream", a party-pooper. We believed
our. own propaganda, and got skinned alive.
Let's lay the egg first, then cackle.

As you will quickly note, energy is this issue's theme. It includes four timely articles on different
aspects of the energy crisis facing our nation. We are particularly proud that Secretary Watkins
agreed to author the lead story. The Secretary spells out concisely his views on the National Energy
Strategy and the important roles engineers and new applied energy technologies can play in achieving
America's energy goals. The three following stories, authored by practitioners, focus on specific
issues that relate to how the national goals of conservation and supply will be achieved.

related issues, showed that 77% of the American people
believe that abortion takes a human life and an overwhelming
majority favor laws requiring parental consent before a minor
child undergoes an abortion.
In case Republicans for Responsible Decisions has
contacted you, let me point out a few things:
1. The names listed on the left hand side of the RRD
stationery consist of people who are known to be pro-abortion
choice.
2. Friends of mine who are active Republicans and
members of RWC's in Harris County tell me the survey was so
biased pro-life members found it impossible to answer. The
survey results cannot be characterized as an accurate view of
the opinions of Harris County republican women.
3. Even if it were true that the RRD survey represents
an accurate sampling, it's a good thing President Bush did
not base his presidential campaign on the opinions of the
Republican women of Harris County instead of the American
people as a whole. Had he done so, he might have lost the
election.

4. The Republican Party of Texas has had a pro-life
platform since 1978 and, in 1988 unanimously adopted the
strongest one in our history which was overwhelmingly re-
adopted in 1990.
5. Attempts by Republicans for Choice to make inroads
at the Republican Party of Texas state convention in 1990
were an abysmal failure, due to their small numbers and their
reliance on help from their Democrat friends in the Texas
Abortion Rights Action League and NOW, which did not go
unnoticed by the delegates.
Our Platform with its pro-life statement of principle is
responsible to a great degree for the large numbers of
Democrats and Independents who voted for President Bush.
For an accurate reading of the level of support for the
pro-life plank in the Republican National Platform and for
President Bush's strong opposition to abortion on demand,
please note the enclosed list of endorsers of RNC/Life.
You will observe large (this is only a partial listing)
and broad based support for the Platform plank among public
and party elected officials. In Texas we have an especially
long list of supporters, among them numerous county chairmen
and state executive committee members who represent the
grassroots. Hundreds of precinct chairmen have signed our
Pledge (enclosed). Unfortunately we don't have room to print
their names.
We are impressed and gratified by President Bush's
outstanding commitment to the principles embodied in our

divisive "abortion-choice" proponents will put the best
interest of the Party first and, in the spirit of party
unity, come together with the majority in Houston to re-adopt
our winning Platform. Then, once again, Republicans will
join hands with Democrats and Independents who like what we
stand for to re-elect President Bush and Republican
candidates nationwide.
