I am writing to you to ask for your guidance. My
employer, Underwriters Laboratories (UL), will celebrate its
100th Anniversary in 1994. UL's President, Tom Castino has
written to the Citizens' Stamp Advisory Committee of the
U.S. Postal Service requesting consideration for a
commemorative stamp for UL's 100th Anniversary. Copies of
Mr. Castino's letter and the Advisory Committee's negative
response are attached for your perusal.
UL would like to explain to the Advisory Committee that
it is not a "fraternal" organization. I think of Elks and
Lions as fraternal organizatons. I'm sure that the names of
public. the Advisory Committee members are not given out to the

UL could take? Since you are a philatelist, I thought you
might have a passing interest in this. Any direction or
guidance from you would be greatly appreciated.
On another note, I saw that St. Vincent has come up
with commemorative stamps for the Beatles. Did you get them?

most outstanding.

I am attaching a copy of a letter I sent to the President today inviting him to address
the Annual Conference of the National Coalition for Advanced Manufacturing
(NACFAM) at the Omni-Shoreham on December 9-10. We are expecting a large
turnout.
I wanted to apprise the President of this opportunity in case he wishes an appopriate
forum to make some remarks about the economy before Christmas and in
anticipation of his State of the Union Address. Especially given the public
prominence that will be given to the Congressional hearings on tax policy during this
period, an appearance at the NACFAM conference would be well timed.
In the field of tax policy, you should be aware that NACFAM has been a staunch
advocate for over a year for a targetted investment tax credit for machinery and
equipment. YI, I am enclosing a copy of our testimony to the House Ways and
Means Committee on September 12 on this subject Given the fact that leaders in
both parties are now suggesting an investment tax credit, the President might
consider adding this to his package of measures. This would not only help stimulate
the economy at the present time, it would lead to a surge of capital investment that
would revitalize American manfacturing throughout the 1990's. If the President
wishes to refer to the investment tax credit, the NACFAM Conference would provide
the ideal forum.
If you agree with me that this conference offers a good opportunity for the President,
I would be grateful if you would express this sentiment to him.

Dolley Madison Ballroom at the Madison Hotel in Washington, D.C.

us. The reception is in honor of the distinguished members of the
Hoover Board of Overseers, which meets once a year in Washington (see
the attached list). This reception has become a Washington tradition in
recent years, attracting many leading policymakers.
The Hoover Institution has a number of distinguished fellows as
well, including former Secretary of State George Shultz and Nobel
laureates Milton Friedman and George stigler. Other fellows who are
serving or have recently served in prominent positions include Michael
Boskin, Chairman of the Council of Economic Advisers; Edwin Meese III,
former Attorney General; Henry Rowen, former Assistant Secretary of
Defense; Martin Anderson, former Domestic Policy Adviser to President
Reagan; and John Cogan, former Deputy Director of the Office of
Management and Budget.

Dear Governor Sununu:
I am writing to request that Mr. Richard Darman and you
expedite the issuance of final regulations for the irradiation
of poultry. These regulations have bounced back and forth
several times between OMB and USDA for nearly a year. It is my
understanding that the final regulations have been agreed to,
but now there is an unlimited extension of the OMB ten-day
period to respond by publication the Federal Register. I
respectfully request that you cut through any bureaucratic red
tape to issue these regulations within the next five working
days (by November 26, 1991).
BACKGROUND INFORMATION
1. Our country's first commercial food irradiation plant
has been constructed in Mulberry, Florida and is
about to begin processing in about 10 days.

2. This plant plans to irradiate strawberries, a crop
whose season only lasts about four months in
Florida. For the plant to be economically viable,
the plant needs to irradiate (in the strawberry
off-season) other key products such as poultry and
seafood, both products associated with Salmonella,
Campylobacter, and other types of foodborne illness.
3. Food irradiation is a very effective method of
reducing foodborne illness (The CDC estimates that
5,000-6,000 Americans die from foodborne illness
every year and that there are 10 million-100 million
cases of foodborne illness annually.
4. The USDA estimates that consumers receive $2 in
benefits from each $1 spent on irradiation.
5. Food irradiation has been studied more extensively
than any other food preservation process in over
2,000 scientific studies. There is not one case of
illness or death associated with consuming irradiated
food in the approximately 30 foreign countries
consuming it. However, there are numerous cases of
foodborne illness in the U.S. which result in death
(mostly among the very young and very elderly and
illness).
6. OMB's failure to issue the poultry regulations on a
timely basis is seriously jeopardizing the financial
viability of the Florida plant before it starts up.
7. The American consumers want irradiated food, based on
Florida marketing trials in 1986 and studies at the
University of California at Davis, and elsewhere, to
provide a safe food supply.
8. There is a very small group of 40-50 highly vocal,
scientifically illiterate opponents of irradiated
food that have marshalled the "natural, organic,
health food industry" to oppose irradiated food.
These misguided, misinformed persons try
(unsuccessfully) to link irradiated food with nuclear
weapons and nuclear power. There is absolutely no
relationship between irradiated food and these other
fields.
9. In his post-Persian Gulf review, General Tuttle (U.S.
Army Materiel Command) stated that irradiated food
would have been very helpful in feeding military
personnel during this crisis and that he hopes that
the armed services will have irradiated food in time
for the next major international crisis.
10. The U.S. Government has spent $200 million (1991
costs) to develop this technology in the 1940s-1960s,
has exported it to approximately 30 foreign countries
since 1958.
The first U.S. plant startup now is in jeopardy.
This is truly a classic case of U.S.-developed,
highly beneficial technology being thwarted
internally so that the U.S. loses its
competitiveness. Since Vice President Quayle chairs
the Council on Competitiveness, I am sending him a
copy of this letter for his review.
All we ask at the American Council is that (a) consumers
receive the opportunity to choose irradiated food on a level
playing field, and (b) the health-promoting benefits receive
the proper recognition they deserve. Unfortunately, the
anti-science, anti-technology, anti-human activists are highly
effective in delaying new health-promoting technology in the
U.S.
We at the American Council are strongly pro-science,
pro-technology, and pro-free enterprise and deeply concerned
about our country's loss of competitiveness. We have no
financial interest in the Florida plant.
Please work with Mr. Darman to expedite the issuance of
these regulations and notify me of the expected date of
issuance. Your involvement in promoting technology in the U.S.
will be appreciated.

I appreciated your comments at the breakfast. The challenges
are difficult.
As I write this, I am listening to Leon Panetta et al doing a
special order to impugn the economic policies of this
administration as if Congress does not make policy. He seems
to have forgotten Article I, Section 1, Section 7 and Section
8 of the Constitution--demagoguery.
In regard to my comment to you about love-I go home each
weekend, and I do hear a message--"Does anyone in Washington
care about my job, my health care problems, my children's
education, my nation's future?"-a common refrain.
Also, I was troubled when W. Robert "Tim" Timken told me of a
meeting of CEO's of the Fortune 500 at which "Mario" received
a warm response to a speech filled with emotional hyperbole
but, nevertheless, a seeming panacea for all of the nation's
problems.
Just a thought--a visit to an industrial plant, the dirtier
the better, (I visited a forging plant Monday, it qualifies)
with the President visiting with workers on the line and
perhaps having a rap session with a group.

Dear John:
A year ago August I wrote you a note upon my return from visit-
ing clients all over the country, reading in part as follows; but I
never sent it in view of the Persian Gulf situation:
John, your economic advisers are blind!
We are heading not into a recession as they correctly
insist, but into a potentially full scale depression,
and particularly in the high technology "roseate" and
small company arenas where there is the brand new cir-
cumstance in the American economy that no banks are
available for this all-important sector.
I suggest you re-read the last chapter of my 1963 book,
" Create or Perish", that your son brought to you when
he was my student at MIT. It was entitled "A Formula
For Economic Decline" the blueprint for what was even
then totally evident, and that we have been slavishly
and blindly following with techniques and attitudes
suited to the 50's, but simply disasterous since.
It was no laughing matter when I addressed the Franklin
Pierce Law Center Board in the first year of your
administration with the caution that this would unfor-
tunately be "Herbert Hoover" Bush.
There are certain necessary and sufficient conditions
for emerging and developing high technology entrepre-
neurship which are being stifled as never before--
including the very recent notion that the Patent Office
should be solely supported by "user" fees. The under-
standing that the Patent Office is just for the benefit
of the inventors is typical of the short-sightedness
(I'm being generous) of our governors.

can still be a rescue and an immediate resurgence of
and confidence, at least in higher technology spheres,
will require swift and innovative leadership and not the
wishful thinking, panic, platitudes, denial and "Band-aids".
I remember when we were campaigning for the President in New
Hampshire at a rally in the now defunct Highway Hotel, he commented
that if he did not have the opportunity of the presidency, he would
prefer spending his time with his grandchildren.
John, I have similar sentiments in making this offer: Are you
and the President interested in talking?

P.S. Please think back, John, to what I told you in your Governor's
office about the only way currently to deal with China when I naively
had illusions of being of service as a totally unique personality
there. The stunning success in my law practice in high technology
small company joint venturing throughout China and in our Law Cen-
ter's proselytizing of the Chinese technology, trade and patent
administrators in our master's program and otherwise, is the exact
opposite of the response our government has been receiving!! I tried
to tell Libbey a year or so ago in Beijing.
The administration lacks the intimate love and personal trust
relationship in the highest or intermediate circles there.

Dear Governor,
I'm writing you to recommend to the President
that he attend the memorial service for Paderewski
at Arlington National Cemetery on Saturday, June 27,
1992 at 11:00. This service will celebrate the re-
turn of Ignacy Jan Paderewski's remains to Poland.
President Bush wrote to the Polish authorities
in August 1990, offering to return Paderewski's re-
mains, now that Poland is free. President Walesa
informed the State Department earlier this year that
he would like the remains returned, and agreed with
the date of arrival in Warsaw on Monday, June 29, 1992.
I understand that President Bush asked Secretary
Derwinski to head the group of pallbearers to escort
the body to Poland. As Chairman of the Honorary Com-
mittee, I am working closely with Secretary Derwinski
and have been asked to make the arrangements for the
ceremonies at Arlington Cemetery.
This event is a highly significant one to nine
million Polish-Americans and the Polish people. I am
certain that they, as well as all music lovers and ad-
mirers of this great patriot and statesman will be
honored to have President Bush make remarks on this
memorable occasion.

I have enclosed a copy of the press kit which this week was mailed to major newspapers,
news wire services, magazines, and industry periodicals across the country. The
information relates to the credit crunch now being experienced across the country and two
alternatives to provide relief, identified in a focus paper by the Real Estate Finance
Association.
As you know, problem real estate loans held by our nation's banks and financial
institutions have become a major factor in the continuing recession. Let me stress that the
REFA is not advocating increasing lending to the real estate industry. We are advocating
methods of freeing up capital at the nation's banks so that:
1) American taxpayers will not have to "bail out" banks that are being unnecessarily
dragged down by their real estate loans; and,
2) the economy can be revitalized by increased lending to job-creating enterprises,
especially small businesses.
The nine real estate associations noted in this material believe that the real estate industry
will recover only when the nation's economy recovers. We believe that the real estate
finance industry is in the best position to analyze the problem and identify possible
solutions, and the results are outlined here.
This information is being sent to the entire New England congressional delegation as well
as many financial policymakers in New England and Washington, D.C. Should you have
any questions or would like a complete copy of the paper, please contact me anytime.

Attached you'll find a bill I introduced yesterday in the
House. It restores the interest deduction on personal loans for a
period of eighteen months commencing on January 1st. I believe
that it will stimulate a burst of consumer buying which will
provide a much-needed boost to getting us rapidly out of this
recession that is so politically damaging to the President and our
Party. You folks should consider including this initiative in
whatever tax reduction package you come up with.
You will note in the bill that refinancing of indebtedness
incurred prior to January 1, 1992, is not permitted.

Dear Govenor Sununu:
Today, the NATIONAL ASSOCIATION OF REALTORS® joins with others who call on
the Administration and Congress to avert economic crisis, stem the recession, and improve
deteriorating financial markets. The time has come for the Administration and Congress to act,
and to craft a package to stimulate the economy. The NATIONAL ASSOCIATION OF
REALTORS® speaks for over 750,000 members who have seen real estate markets collapse
because of disastrous tax policy. This collapse in real estate values has been a major factor in the
crisis facing this nation's financial institutions and has been a principal cause of the existing
economic downturn.
Therefore, we believe the cornerstone of any economic stimulus package must be designed
to restore value to the real estate industry. The best way to achieve this goal would be to provide
relief from the draconian tax measures that were enacted in 1986. No sector was harder hit in
the 1986 Tax Act than real estate.
The NATIONAL ASSOCIATION OF REALTORS® believes that the best thing we can
do for both the real estate industry and the nation's financial institutions is to correct the passive
loss rules. Providing passive loss relief would go the furthest to stabilize values for owners, make
markets for RTC properties, and to provide relief for individuals who have been able to maintain
their properties and keep them out of foreclosure, out of the banks, out of the FDIC and out of
the RTC.
The second essential feature of a stimulus tax package must be capital gains relief.
Presently, individuals who have held properties for long periods of time often are forced to
continue to hold the property rather than take the tax beating associated with selling them under
current law. This locks up capital and results in a stagnant real estate economy. Capital gains
relief would "unlock" pent-up gains, and properties would begin to move stimulating further
economic activity not only in the real estate industry but in other markets, as well. In addition,
REALTORS® is a registered collective membership mark which may be used only by
real estate professionals who are members of the NATIONAL ASSOCIATION OF REALTORS®
and subscribe to its strict Code of Ethics.

rchasers of RTC and FDIC properties would have an incentive to take the risks
with the ownership of those properties.
We believe real estate markets will operate most efficiently with sound tax policy, not with
tax policy. Accordingly, we advocate the timely enactment of passive loss bills sponsored
the House by Congressmen Mike Andrews and Bill Thomas (H.R. 1414) and in the Senate by
senators David Boren, John Breaux and Steve Symms (S. 1257) and of capital gains relief. If real
estate markets can regain equilibrium, the nation's financial institutions will be the immediate
beneficiaries and taxpayers will be relieved from an extraordinary burden. A safe, sound financial
system and real estate economy are essential if our country is to continue to grow and prosper.
Therefore, any economic stimulus package you propose in 1991, should include passive
loss and capital gains relief.

The receipt of this letter brings to you and your family my blessings and
prayers for continued health and prosperity.
I am writing at this time to inform you that as a result of our recent
Archdiocese Convention Eugene Slyman, one of my parishioners, has taken
a certain initiative to introduce a program of aid to Middle Eastern
Countries regarding civil aviation. Eugene is a retired executive from the
Federal Aviation Administration and is an expert in this area. He was very
much inspired by the appearance and remarks of President Bush made at the
convention. The attached letter will give you a better idea of his pro-
posal.
Both of us have made significant progress in this regard with both the
State Department and the F.A.A. However, we would like very much to meet
with you briefly to seek your advise and consent.
In closing, please know that I am most grateful to you for all the support
you gave me during the Archdiocese Convention. Your personal presence along
with that of our esteemed President Bush brought our faithful an unpreci-
dented opportunity in the history of our Church in America. Without you

We are a family with its roots in Jedeidet,
Merjayoun, Lebanon, whose ancestors emmigrated in the
years just before the turn of the century. Over forty
of our young men served in the armed forces of the
United States in World War II. All of the family are
loyal American citizens with an intense love of
country and traditional family values and mores.
Nothing would be more significant to our gathering
than to be recognized by the White House in a very
personal way, especially since the President and Mrs.
Bush have often heralded the importance of strong
family values.
I am enclosing a copy of the article printed in
the Washington Post on the occasion of our reunion
here in 1985. Although the press reported 260 in
attendance, there were actually 325 registered for
that convention. This will give you an indication of
the public interest in family gatherings such as
those of the Rashid Family.
I hope that you will give favorable consideration
to this request and present it through appropriate
channels at the White House. If something could be
arranged, the best time would be Saturday morning,
July 4th, 1992. I look forward to hearing from you in

It has come to my attention that James C. Waldo is a leading
contender for the job of Administrator of the Bonneville Power
Administration. I have lived in Seattle for eleven of the last
fifteen years and while there, became familiar with the
importance of this job. I also met, and came to admire, Jim
Waldo. I think the fit is near perfect.
Jim is an extraordinarily skillful mediator between warring
factions. His instincts are entirely consistent with the Bush
Administration and what the President would like to do with
issues involving natural resources, economic development and the
environment.
I cannot think of a better representative for the
Administration at BPA than Jim Waldo. He has my highest
recommendation, John, and I urge you to give his candidacy
serious consideration.

widely understood that Magistrate Judge Michaelle Pitard
Wynne is under consideration for appointment as a United
States District Judge for the Eastern District of

Hi Gov.:
I recently returned to Washington after a summer in the
Pacific. Although I'm not sure what kind you specialize in,
knowing of your interest in stamps, I have brought you a bunch from
the Pacific islands that I have been accumulating. Please let me
know if you would like me to save any others. I get mail from the
islands all the time. I know these stamps don't have any
particular monetary value, but I thought you might like them
because they come from out-of-the-way little places most people
have never heard of. If you have no use for them, please feel free
to toss them away.
Last year you stayed back to negotiate the budget agreement so
we missed you at the Pacific islanders summit with the President in
Honolulu. This year I hope you will be going to the Pearl Harbor
Day commemoration. My dad is a survivor of the Pearl Harbor
attack, so he plans on going and I have sent word to the advance
office via Kevin Moley that I am available to help out again if
they need me (although I have heard nothing back).
Love to Nancy. See you both at the RGA President's dinner in
October, if not sooner.

To recap my comments to you last Friday:
At the time of my "swearing in" ceremony, all members of our
family were present, save two. One of our daughters, Brenda
Dicus of Topeka, Kansas, was approximately seven months pregnant.
Thus, she remained at home, but her husband, John, was here.
Another daughter, Barbara Blount of Minneapolis, Minnesota,
came without her husband and month old baby.
When individual photos were being taken with the President,
he commented that the two absentees could get a photo at a later
time. (This was obviously not intended as a promise, nor do I
expect it to be the overriding factor here.)
Now, it happens that Brenda and her husband are coming to DC
for a Savings and Loan conference to be held October 28, 29, and
30. If a photo op is available between 8:00 a.m. Monday, October
28 and noon, Wednesday, October 30, we would be grateful.
In the second case, Barbara Blount and her family are coming
for Thanksgiving. Her husband, John, is the one who didn't have
a photo opportunity. If the President were available on
Wednesday, November 27, John would be available. If necessary,
we could have them available on Tuesday. Since we need to get
plane reservations soon, we'd appreciate knowing what the
prospects are as soon as you can provide a clue.

P.S. Let me add that the senior Dicuses, Jack and Betty, will
also be attending the Savings and Loan meeting. They own a
thriving Savings and Loan operation headquartered in Topeka,
Kansas. Betty's recently deceased father Henry Bubb,
established the business and was a major Republican stalwart in
Kansas for decades. Thus, the Dicus family are staunch and
wealthy Republicans. If it's reasonable I'd like to include
them for a photo, but I don't want to push my luck. If that is a
no-no, please disregard it.

This letter is of two purposes: First, I congratulate you
on your continuing work with the President. I know the roads are
sometimes difficult but I cannot conceive of a better selection than
that which was made by President Bush for Chief of Staff.
Secondly, and of lesser importance but of interest locally:
The First National Thanksgiving Proclamation, - - - historically
correct - - - was that which was issued in York when the Continental
Congress met here. I know this is not commonly recognized, but once
more I am beating the drums for Revolutionary facts that took place in
York. I enclose a pamphlet which was issued (of all places in Dallas,
Texas) which sets forth the history involved.
Is it possible for you to refer, with your recommendation,
this information to those persons in charge of preparing National
Thanksgiving Proclamations for the President, with the hope that they
might include a reference to the First National Thanksgiving
Proclamation issued here in York?

On behalf of the Secretary of State and Mrs. Baker, it is my pleasure to invite
you to attend the 31st Annual United Nations Concert and Dinner honoring the
Chiefs of Diplomatic Missions accredited to the United States and the
Ambassadors accredited to the Organization of American States, on Saturday,
October 26 in Washington, D.C.
As you may know, the U.N. Concert and Dinner is one of Washington's most
prestigious social and cultural events, held under the patronage of President
and Mrs. Bush and Vice President and Mrs. Quayle, and co-hosted by Secretary and
Mrs. Baker. This year's General Chairman is Edward L. Hennessy, Jr., Chairman
of Allied Signal. Alan S. Boyd, Chairman of Airbus Industrie of North America,
serves as International Industry Chairman.
The evening will begin at 6:30 p.m. in the Concert Hall of the Kennedy Center
with internationally acclaimed jazz singer Nancy Wilson. Immediately following
the concert, approximately 1,200 corporate leaders, senior U.S. government
officials, and diplomats will gather in the International Ballroom of the
Washington Hilton and Towers for a black tie dinner-dance.
The importance of preserving our earth for the future is of great concern to us
all. I know you will find particular interest in this year's special tribute to
the U.N. Environment Program (UNEP), and its Executive Director, Dr. Mostafa
Kamal Tolba. Conceived in 1972, and headquartered in Nairobi, Kenya, UNEP has
been described as the environmental conscience of the U.N. system.
Secretary Baker and I hope you will join us as guests of honor for this
important occasion. Please respond by no later than October 1. A formal

Dear John:
The Southern Development Foundation is a 501 (c)3 non-profit development
corporation headquartered in Lafayette, Louisiana. The Foundation is
affiliated with the Southern Cooperative Development Fund also based in
Lafayette, a well-recognized development finance entity with in excess of
twenty years of financial and management experience in implementing economic
development projects in distressed communities throughout the southeastern
United States.
The Southern Development Foundation and the Fund were established in 1969
and received most of its initial capital as a result of the Nixon
administration's "Black Capitalism" initiative. Mr. Marvin Beaulieu is
Executive Director of the Foundation and President and CEO of the Fund.
In August 1991, the Foundation submitted an application (#91-1-UR-105) to
the U.S. Department of Health & Human Services/Office of Community Services
for a $500,000 grant under its Community Services Block Grant Discretionary
Awards Program. The organization will use the requested federal funds, along
with $500,000 of its private capital, to complete the purchase of United
Federal Savings and Loan of New Orleans from the Resolution Trust Corporation
(RTC). The savings & loan has been converted to a state-chartered commercial
bank and is one of only two minority commercial banks in the state of
Louisiana.
The Foundation initiated the purchase transaction in September of 1990.
The total capital required by RTC for the purchase was $1,613,500. The
organization raised $613,500 and RTC financed the balance of $1,000,000 under
its Minority Interim Capital Assistance Program. The requested federal grant
award will enable the Foundation to complete the purchase of this historic
financial institution from RTC, save it from liquidation and the loss of
nineteen jobs.

In addition, the Foundation and United Bank will establish a job training
and placement program for the local banking industry that will result in a
minimum of 110 unemployed and low-income inner city residents of New Orleans
being employed by local banks over a two-year period.
Over the last five years, the Foundation has successfully implemented
Program. three projects under the Community Services Block Grant Discretionary Awards
I would appreciate your support and any assistance you are willing to
render on behalf of the Southern Development Foundation's application to the
U.S. Department of Health & Human Services/Office of Community Services.

Dear Gov. Sununu:
The U.S. Fish and Wildlife Service (F&WS), on July 24, proposed to place all American freshwater
mussels under the trade restrictions of Appendix II of the Convention on International Trade in Endangered
Species (CITES). If implemented, the proposal would damage the jewelry industry, impair the livelihoods of
over 100,000 Americans, jeopardize over $600 million worth of jobs, and destroy a U.S. export industry.
There is no justification for this proposal. The U.S. freshwater mussels used in trade are neither
endangered nor threatened. The shells from these mussels are processed into nuclei for pearl cultivation.
It is unlikely that any endangered or threatened freshwater mussels will enter into trade
inadvertently due to similarity of appearance. The mussel shells used by the cultured pearl industry must be
big, thick and pure white. The endangered species are generally small, thin shelled and have traces of color.
Moreover, the endangered species were exposed to the threat of extinction by loss of habitat, not trade.
If the F&WS proposal is implemented, federal inspection of more than 230 million shells per year
and two federal permits would be required before the shells could be exported. Then, any re-export of
cultured pearls containing these shell nuclei would need another government-issued permit. The jewelry
market, in which cultured pearls are a vital raw material for the U.S. manufacture of jewelry, could not sustain
such costs or delays.
As the F&WS has no evidence that any endangered or threatened species ever enter the mussel
shell trade for pearl production, and there is no documented evidence of endangered or threatened mussels
inadvertently harvested in servicing this trade, we respectfully request that the proposal be withdrawn.

In 1894, Labor Day became an important American holiday, honoring all who work -
whether to build a business, to toil in a factory, to serve the public, or to establish a practice.
Labor Day celebrates the contribution of each working person - whether a toolmaker or
truck driver, a policeman or soldier, a doctor or lawyer - to the dignity and prosperity of
life in America, and here, in Montgomery County.
On this first Monday of September, some think of great inventors like Kettering, or Edison,
who when asked his philosophy of life on his 75th birthday, replied:
Work, bringing out the secrets of nature
for the happiness of man.
On this day, many families have their last barbecue or picnic of the summer together and
watch their children return to school for the fall. And on this day, some even remember,
for a moment, poet Walt Whitman's celebration of working Americans and their unrivaled
spirit of optimism and confidence:
I hear America singing, the varied carols I hear,
Those of mechanics, each one singing his as it should be blithe and strong,
The carpenter singing his as he measures his plank or beam,
The mason singing his as he makes ready for work or leaves off work,
The boatman singing what belongs to him in his boat, the deckhand singing
on the steamboat deck,
The shoemaker singing as he sits on his bench, the hatter singing as he
stands.
The wood-cutter's song, the ploughboy's on his way in the morning, or at
noon intermission or at sundown,
The delicious singing of the mother, or of the young wife at work

When I wrote to concern
that many in the business COL.
the United States Congress in 1992 because they know I stand for traditional values. In my
meetings across Montgomery County since Memorial Day, most businessmen have told me
of their concerns about the economy; that business hasn't been good; that confidence has
slipped; and that the professional politicians do little to help but much to hurt. Firms like
Carlson and USAir have left the area, taking with them many jobs and critical buying power,
and now losing General Motors looms as a possibility.
But could this change for the better with the election of a determined businessman and
salesman to the Congress? Could a Congressman convince businesses from other parts of
the country to move a branch or division to Dayton? Doesn't a Congressman have the ability
to help define his job in this manner, if he wishes to? And what about area businesses
considering expansion? Shouldn't a Congressman attempt to ensure that the investment and
jobs remain here, in Montgomery County?
I believe that a United States Congressman can affect these things. I believe that a
Congressman has a responsibility to improve the economic foundation of his community.
I believe that it is Montgomery County that is supposed to be represented in the 3rd District,
and therefore Montgomery County should be the focus of the Congressman's activities. I
have listened to a broad cross-section of citizens of this community, and they have convinced
me that Montgomery County can do better. It's time for a change!
But I need your help. No one can do it alone. My opponent, a lifetime professional
politician since 1968, has money in the bank and access to wealthy liberals nationally. They
will fight us and all we stand for. However, with committed friends like you on the team,
we don't need to match them dollar-for-dollar; we just need enough to get our message out
on TV and radio. For example, in 1990 fifteen Congressmen were defeated by challengers
who were outspent. Your help, my shoe leather, and the probability that heavily-Republican
Washington Township and Centerville will return to the 3rd District with redistricting, could
put us over the top with President George Bush in 1992.
Frankly, I don't know what you can afford to send. I do know that no gift is too small or
unappreciated. I hope you'll be able to send a little something to help out.

Dear Governor Sununu:
We seek your assistance in cooperatively addressing and improving the risk
assessment/risk management process practiced by many federal agencies.
This process has a significant and growing impact on the competitiveness
and viability of a large segment of the United States economy. Specifically,
we request that you appoint a senior level policy coordinator for risk
assessment/risk management issues. We believe that the appointment of_such
an individual is necessary to establish a structure that will enhance the
nation's ability to effectively manage risk and, at the same time, remain
globally competitive.
Historically, this process has been used by agencies that regulate food
safety (FDA), consumer products (CPSC), environmental protection (EPA),
nuclear energy production and safety (NRC), and to some extent, energy
production and development (DOE).
Each agency has adopted its own process for how risk assessment and risk
management are applied under their particular statutes. Frequently, within
agencies or programs, use of risk assessment and management techniques is
variable and inconsistent.
This lack of uniformity in managing risk has led to wide variation and
differences in the regulatory priorities and the cost effectiveness of
programs proposed to address them. In some cases, highly conservative
assessment techniques and policy assumptions are used which dramatically
overstate the "real range of risk". This leads to regulatory decisions
that inaccurately rank the actual risk and result in capital investment and
compliance costs wholly disproportionate to the risks and benefits. The real
danger in this process is that misplaced priorities displace expenditures
from other and more worthy programs. Another result of a conservative
process which relies on "default" assumptions is a lack of understanding by
the public and an inability to differentiate substantial risks from trivial
or nonexistent ones.
New major legislation reauthorizing environmental, health or safety
statutes is currently pending in Congress, including food safety (FFDCA),
hazardous and municipal waste regulation (RCRA), and water quality and
safety (Clean Water Act). Thus far, none of the legislation effectively or
uniformly addresses risk assessment and risk management.

Unless a comprehensive and far-reaching framework is developed for
assessing and managing risk, legislation will continue to perpetuate
current problems. Fortunately, we believe that the Administrat ion our
industry and Congress have taken a first step toward resolving important
issues within the risk assessment and risk management process. As a result
of our joint efforts, the Clean Air Act of 1990 contains provisions
requiring separate studies of risk assessment/risk management, one by the
National Academy of Science, one by a Risk Assessment and Management
Commission, and one by the Surgeon General of the United States in
conjunction with the Environmental Protection Agency.
The Administration has also, through Dr. Allen Bromley efforts at the
Office of Science and Technology Policy (OSTP), commenced a number of
studies to review the scientific elements of the risk assessment process
to assess credibility, propose improvements, and promote uniformity of the
methodology within federal agencies. Dr. Bromley has established the
Federal Coordinating Council for Science, Engineering and Technology
(FCCSET) as an interagency forum to explore, promote and communicate good
science" within federal agencies. Similar efforts are also underway within
other federal agencies and organizations.
With all this activity occurring across so many groups, we believe it is
imperative that the Adminstration appoint a senior policy coordinator for
risk assessment/risk management issues. This person would coordinate
administration efforts in the legislative and regulatory areas and would be
a single contact point for the private sector. We respectfully request
that you name such a senior policy coordinator.
Improved management of risk activities is desperately needed at this time.
The opportunity to achieve a uniform, cost-effective means of prioritizing
risk-bearing activities and cost-effective solutions to them is at hand.
We believe that success in this vital area will contribute to the global
competitiveness of our country and our industry.
To that end, the formal selection of a policy-level coordinator would be an
important first step. We hope you are in agreement and look forward to
meeting with such an individual to discuss our thoughts further

I would like to extend my thanks to you for graciously allowing Mr. Edward
S. Goldstein of your staff to work with the Louisiana Black Bear Delegation
during their July 29-30, 1991, visit to Washington, D.C.
The Black Bear Delegation, which included representatives of the
Anderson-Tully Company, the American Forest Resource Alliance, and the
Louisiana Chapter of the Sierra Club, visited with several federal agency
officials to discuss Louisiana's efforts and other management options which
might be available to protect, manage, and restore Louisiana's black bear
population. For your information, I have provided a copy of an earlier letter
from me to Mr. John Turner, Director of the U.S. Fish and Wildlife Service.
The letter outlines the State's current position on protecting our black bear
and our proposed black bear management plan.
Following their visit to Washington, several members of that delegation
reported to me that Mr. Goldstein was of great assistance to the group. Mr.
Goldstein demonstrated a sincere interest in our ongoing efforts to protect
and restore the black bear and provided much useful information and many
suggestions to further the delegation's efforts toward that end.
Since the time that our delegation visited the Capitol, many developments
concerning black bear management have taken place in our state. In the near
future, representatives from Louisiana will be coming to Washington to begin a
series of meetings to inform agency officials of these developments. I am
confident that these meetings will be as productive as the ones held during
the delegates' July visit.
