As you are aware, President Bush and the American people
are gravely concerned about the availability of foreign-made
weapons used by criminals to commit devastatingly violent acts
throughout our communities. This is an intolerable situation
and will not be allowed to continue.
On May 15, the President announced a comprehensive and
commonsense program to effectively combat crime, with strong
proposals to limit the access to illicit weapons. At the
same time, the program will not infringe upon the rights of
law-abiding citizens to own and use firearms. In light of
your interest, I am enclosing for you a fact sheet which
outlines the President's initiative in this area.

The House of Representatives and the Senate have passed
the District of Columbia appropriations bill for Fiscal
Year 1990, which permits Federal funding for abortions
under circumstances where the life of the mother is not
endangered. A final version of the bill is being pre-
pared by House-Senate conferees. President Bush has
announced his intention to veto the appropriation bill
if it is presented to him in its current form.
The President does not believe that appropriated funds
should be used to pay for abortions other than in those
cases where the life of the mother would be endangered
if the fetus were carried to term.

I recently read of the potential appointment of Judge Paul Pressler of
Houston. Mr. Pressler is a member of the church which I attend, although
I have had no close association with him.
I have had close association with a number of people who have been the
subject of the "witch hunt" he instigated within our denomination. I am
sure that you and President Bush are not interested in the internal
affairs of our denomination. However, I am also sure that you want a
person who is fair, evenhanded, and not a reactionary. If that is the
case, I suggest that you bypass Judge Pressler.
I am not ordinarily a political activist, but I felt strongly enough about
this issue to write.

Dear Mr. Sununu:
I write this letter hoping it will get to the
President, urging him under no condition to appoint
Judge Presslar to the Federal Ethics post under
consideration.
Judge Presslar has done more harm to the
Baptist denomination than any other ten people
since the life of John the Baptist.
I personally have spent $8 million to build a
Missionary Training Center which has served a
tremendous purpose for the past six years, however,
due to the Fundamentalist movement headed by Judge
Presslar, we have fewer people offering their
services as full-time missionaries than at any time
in recent years. With all of the suffering and
misery in the world, particularly in the third
world quarters, missionaries have an opportunity to
do a great service and it is a shame Judge
Presslar's activities which are outdated are
tearing our denomination apart. True, I would be
happy to see Judge Presslar elsewhere but I think
it would be totally unfair to have him head the
Ethics Committee for he has disorganized the
largest denomination in the U. S.

I'm sorry for the delay in responding to your May 10 letter
concerning the application of the minimum investment income base
provisions of Internal Revenue Code Section 842 to U.S. branches
of foreign property and casualty insurance companies.
Your letter raised an important issue, which the Administration
has looked at very closely. Since we received your letter, Office
of Management and Budget (OMB) officials have been in close con-
sultation with Treasury officials on this matter. When OMB first
contacted Treasury last May, the Department was aware of your
concern regarding the implementation of Section 842, and had
begun analyzing currently available information to investigate
that concern. As you may have already been apprised, the
Treasury Department has carefully examined the likely impact
of Section 842's requirements on different lines of insurance
business. Unfortunately, we have learned through Treasury's
comprehensive examination, that currently available information
is insufficient to determine the precise economic consequence
of refining the application of Section 842's formula based on a
firm's mixture of assets, liabilities, investment earnings, and
domestic assets. Nevertheless, follow-up communication between
OMB and Treasury has indicated that sufficient data should be
available in the future to allow a reconsideration of the
application of Section 842. To this end, we are working with
Treasury to begin the collection of more useful data beginning
with the 1989 insurance company tax returns, which will provide
two years of reliable data for analysis during 1992. Until then,
it appears reasonable for the Department to cease from refining
the application of Section 842 to short- and long-tail lines
of the insurance industry.
We will monitor the situation to ensure that the analysis
is completed as promptly as possible. Please know that
President Bush shares the Congress' concern that a level

playing field be maintained in the property and casualty insurance
business. Preserving competition in the market place is a high
priority of the President and we will continue to work toward
this goal.

this or any other issue.

Dear Governor Sununu,
I am writing to you regarding the selection of Judge Paul Pressler to head the
U.S. Office of Government Ethics. I cannot think of a finer or better
qualified man than Judge Pressler.
He is a soft-spoken man who is friendly and courteous to all yet at the same
time, he is as hard as nails on issues of right and wrong, moral or immoral,
ethical or unethical. Judge Pressler has served well on Texas' 14th Court of
Civil Appeals and is respected by his peers.
I have had opportunity to see first-hand how he reacts when faced with vicious
opposition and outright hatred. He always answers with an appeal to find the
high ground and offers his hand. At the same time, Judge Pressler is a mover
and a shaker. In our own Southern Baptist Convention he has seen some things
that bother him and has helped make some positive, desperately needed changes.
I encourage you, sir, to do whatever is in your power to see that Paul
Pressler is appointed. He will be a tremendous asset to the Bush
administration and will help our president fulfill one of his campaign
promises to see that ethics in government is more than a simple phrase.

Medicare catastrophic health insurance program.
Catastrophic health insurance was the product of
painstaking negotiations between the Congress, the
Reagan Administration, and various beneficiary groups.
The Congress enacted these benefits to provide the
nation's elderly with important and necessary protection
against the costs of acute catastrophic illness.
President Bush is committed to the care of our elder
citizens in need and believes that it would be imprudent
to modify catastrophic health insurance in the first few
months of its life. Indeed, modifications made at this
time, without actual experience, could jeopardize the
program's soundness and weaken promised health cost
protection.

Chief of Staff John Sununu has asked me to respond to your
recent letter regarding his background and job at the White
House.
First, the Chief of Staff's primary responsibility is to
manage the President's staff and run the White House operations.
Mr. Sununu travels with President Bush to most of his meetings
and anytime he leaves the White House complex. Many times, the
Chief of Staff holds meetings on the President's behalf when the
President's schedule will not allow him to attend.
Mr. Sununu's goals as Chief of Staff are to advance the policies
of President Bush and his Administration.
Before being appointed to this position, Mr. Sununu served as
Governor of the state of New Hampshire. He was Governor from
January 1983 to January 1989.
Mr. Sununu was born in Cuba in 1939. He went to school at the
Massachusetts Institue of Technology, earning his Ph.D in the
field of mechanical engineering. He has 20 years experience
and service as an educator, engineer, small businessman, and
community leader.
Mr. Sununu has a wife and eight children. His wife and two
younger children will be joining him in Washington at the end
of the school year.
