I have had close association with a number of people who have been the subject of the "witch hunt" he instigated within our denomination. I am sure that you and President Bush are not interested in the internal affairs of our denomination. However, I am also sure that you want a person who is fair, evenhanded, and not a reactionary. Judge Presslar has done more harm to the Baptist denomination than any other ten people since the life of John the Baptist. I personally have spent $8 million to build a Missionary Training Center which has served a tremendous purpose for the past six years, however, due to the Fundamentalist movement headed by Judge Presslar, we have fewer people offering their services as full-time missionaries than at any time in recent years. With all of the suffering and misery in the world, particularly in the third world quarters, missionaries have an opportunity to do a great service and it is a shame Judge Presslar's activities which are outdated are tearing our denomination apart. True, I would be happy to see Judge Presslar elsewhere but I think it would be totally unfair to have him head the Ethics Committee for he has disorganized the largest denomination in the U. S. Your letter raised an important issue, which the Administration has looked at very closely. Since we received your letter, Office of Management and Budget (OMB) officials have been in close con- sultation with Treasury officials on this matter. When OMB first contacted Treasury last May, the Department was aware of your concern regarding the implementation of Section 842, and had begun analyzing currently available information to investigate that concern. As you may have already been apprised, the Treasury Department has carefully examined the likely impact of Section 842's requirements on different lines of insurance business. Unfortunately, we have learned through Treasury's comprehensive examination, that currently available information is insufficient to determine the precise economic consequence of refining the application of Section 842's formula based on a firm's mixture of assets, liabilities, investment earnings, and domestic assets. Nevertheless, follow-up communication between OMB and Treasury has indicated that sufficient data should be available in the future to allow a reconsideration of the application of Section 842. To this end, we are working with Treasury to begin the collection of more useful data beginning with the 1989 insurance company tax returns, which will provide two years of reliable data for analysis during 1992. Until then, it appears reasonable for the Department to cease from refining the application of Section 842 to short- and long-tail lines of the insurance industry. We will monitor the situation to ensure that the analysis is completed as promptly as possible. Please know that President Bush shares the Congress' concern that a level 2 playing field be maintained in the property and casualty insurance business. Preserving competition in the market place is a high priority of the President and we will continue to work toward this goal.
