The primary responsibility of the Chief of Staff is to manage the President's agenda and the day-to-day operation of the White House. He oversees the development of domestic and foreign policy, communications, staff, budget, and relations with the press, the Congress, and State and local governments. He accompanies the President to most meetings and events worldwide and is often called upon to speak on the President's behalf. John Henry Sununu was born in 1939 and spent most of his childhood in New York City attending parochial elementary school and, later, the La Salle Military Academy in Oakdale, Long Island. He went on to study engineering at the Massachusetts Institute of Technology and earned his Ph.D. in 1966. While he proceeded to distinguish himself as an educator, engineer, small businessman, and community leader, he is most often remembered for his work as Governor of the State of New Hampshire. He was elected in 1983 and served for three terms until 1989, when he was asked by President Bush to serve as his Chief of Staff at the White House. He and his wife, Nancy, have eight children. In his spare time he enjoys skiing, golfing, reading, and collecting baseball cards. Governor Sununu is proud to be serving as Chief of Staff and feels that his diverse experience as an engineer and as a leader in both State government and private industry could be of special benefit to President Bush's Administration and to our nation as well. President Bush is committed to the development of a deficit reduction package that will ensure sustained expansion of the economy. His package also would seek to strengthen the budget process through long-term reform to avoid the annual budget statement that adversely affects the economy and Government programs. Moreover, he continues to view the deficit principally as a spending problem, rather than a revenue shortfall. The President has taken decisive action in creating a bipartisan negotiating team to address the Federal deficit problem. In order to get the stalled budget talks moving and improve the budget summit's effectiveness, the President and the leadership agreed that there were no preconditions for negotiations. He has dealt in good faith with Congressional leaders in his attempts to craft an agreement acceptable to both parties. If an agreement cannot be achieved by October 1, however, the Gramm-Rudman-Hollings law requires automatic, across-the-board spending cuts. From a policy perspective, this cannot be the preferred choice. But they are a fail-safe mechanism -- and an incentive for the Congress to achieve a more responsible deficit reduction program.
