My Mom is an attorney and used to be a microbiologist and chemist
for NASA and the VA. Last Friday, Mom had to answer the Gallup//New
York Times Poll; As you can probably guess the topic was about Pres-
ident Bush, and most of the questions delt primarily with the Pres-
ident's conduct of Foreign Affairs, Economics, and Social Programs.
I asked her what she told Gallup, and she said that she fully supported
the President on all aspects of Foreign Affairs and on Economics, and
gave him a good-to-very good depending on which social program. The
poll was examining the thoughts of 100 average households throughout
the Nation. Evidently, I guess that they must've been impressed with
Mom's answers and on two separate occasions this week have called to
ask her opinion about how she thought that the President was doing at
the SUMMIT in Houston, Texas, and she gave him an excellent.
As for me, everybody says that I should become a Priest. I guess
that I can see where they're coming from. Yet, in my opinion to be
a good minister and representative here on earth, ne must have done
something out in the cecullar world. I have an idea, and it may sound
a bit "far-fetched", but I firmly believe that it is cost-effective
and will serve the President well.

I was happy to read of preparations to look at the institutional problems of NASA. Now, having
seen the Vice President ask Richard Truly to constitute a panel of "independent experts" to review
NASA directions, I am less than expectant of meaningful results. Foxes and henhouses.
I have directed the launch of more space missions than anyone not Russian. My enclosed brief
resumé will identify me. I led the formation of the only efficient space launch methodology (20 man-
years per mission versus hundreds or thousands typical) to come into practice. I understand the
industry on a different level, a more basic level, than most you may meet.
I have long witnessed the institutional decay of NASA. It is not the fault of any individual. It is a
phenomenon which goes with the metamorphosis of any new initiative into a bureaucracy. Originally
NASA was very effective. It was a gathering of creative minds, some or many of its leaders quite
visionary, among them W. Von Braun. SDIO originally was vigorous and effective. Now it is less so.
Other government agencies (most, not all) manifest loss of vigor with bureaucratic development. It is
an atherosclerosis which goes with over nourishment. It has affected the military services, the DOE,
and the DOT by my personal observation, perhaps has missed the Forest Service.
Now we have 'in focus' certain ills of NASA: failure to focus of the Hubble telescope, an
inexcusable bungling by NASA 'management', and a less-than-operational launch system that cost
over 100 billion and was promised to do all, be all, to space service. We all sense something is wrong,
but few have the insight to identify both illness and remedy.
NASA is no longer visionary. It is not leading research, not advancing science. It is not inspired by
greatness but is "led" by technicians. It is a transportation system without valid customers or cargo,
'presided over' by a shuttle pilot, little more. I do not discredit Adm. Truly, rather the administration's
extemporized choice of him in exigency. Dr James Van Allen is right when he proclaims NASA
emphasis on "Manned Space" is not serving us. Manned space has won the internal war within NASA
long ago, killing the more productive enterprises. It has provided a cranky vehicle without purpose.
The Space Station is a further outgrowth of this tumorous condition. Unnecessary, it will procreate
problems, not science and solutions.
What is needed is a new departure, perhaps with a new - at the least a reconstituted - agency.
The agency now is crippled by size in every dimension, not alone bureaucratic. Small, insect-like,
robotic spacecraft, grown cleverly out of nanotechnology, could be built and launched affordably. in a
trice (comparatively) these and other wholly creative concepts. could produce great exploratory
results. Space has little worth for purposes other than exploration and a high place to stand. These
alone are of inestimable value.
What is needed is vision and leadership. The administration has the baton and can find the
music. We all pray a symphony of insightful science and technology may begin.

Chancellor Kohl, were going to propose strong actions at G-7 to address the problem of global
warming, I was encouraged, and found myself saying, rather sadly, rather grimly, "Well perhaps

the issue of abortion.
Governor Sununu shares President Bush's view that the subject of
abortion is a very personal, often painful one for most Americans
and that people of goodwill may disagree on social questions as
difficult and complex as this one.
The President believes that abortion is wrong and he is committed
to protecting unborn human life. He will continue to support a
human life amendment to the Constitution, with an exception for
cases of rape, incest, or where the life of the mother is
endangered. As for the issue of government funding for
abortions, the President supports existing Federal law that
allows taxpayer funds to be used for abortion only when the life
of the mother is endangered. Alternatives to abortion, such as
adoption, will also continue to be encouraged.
Governor Sununu appreciates the time you have taken to share your
views with him and you have his best wishes.

The American Center for International Leadership is pleased to
announce the upcoming 1990 US-USSR Leadership Conference:
"Beyond Chautauqua: The Road to New Relationships." The
conference will take place October 19-November 3 in the Soviet
Union. We invite you to be a member of the U.S. delegation.
At the request of the US and Soviet governments, ACIL has taken
over the five-year old Chautauqua citizens diplomacy process
from the Chautauqua Institution of New York State. Both
governments felt that the process should continue in a
pragmatic vein, focusing on professional exchange across a
range of 19 disciplines. ACIL's long-standing programs in the
USSR and successful track record with the 1988 and 1990 US-USSR
Emerging Leaders Summits made the Center an ideal candidate to
assume responsibility for the Chautauqua process. Moreover,
ACIL's commitment to international leadership development will
help convert that process into the major bilateral professional
conference between the US and USSR.
There have been five Chautauqua programs in the past, the most
recent having been held in Pittsburgh in 1989. The Soviet
Union will host the 1990 Conference in Leningrad, Minsk and
Moscow between October 19 and November 3. As now envisioned,
the United States will serve as the host for the 1991 or 1992
Conference.
Approximately 200 high-level delegates from each side will
participate in the 1990 program. The delegates will be divided
into 19 specialized commissions in fields ranging from politics
to the environment (see enclosed list).
The centerpiece of the 1990 Chautauqua program will be a
one-week conference, alternating high level commission
dialogues in specialized areas with plenary sessions on select
subjects of common interest. The specialized nature of the
dialogue will enable delegates to develop long-term, pragmatic
relationships with their counterparts in a range of fields and
to secure cooperative agreements in specific areas. The
plenary sessions will enable participants from both sides to

As you well know, New York's Capital District needs to get closer
to Washington leadership. This event will be sponsored by the
Federal Executive Association. The FEA has invited U.S. Treasurer
Catalina Vellalpando, Mr. Antonio Gallegos, EEO Commissioner,
Dr. Antonia Novello and other leaders in Washington in order to
stimulate New Yorkers to a greater participation on issues
concerning Hispanics and non-Hispanics in the Federal workforce.
This conference will end with a Federal Task Force to address
some of the needs of Hispanics and non-Hispanics of this area.
This should be a transcultural event to evaluate not only the
contributions Hispanics have made to this great country, but
also to where we are, and where we ought to be in the future.
We must plan for years to come.

that we may plan appropriately and for inclusion on our schedule

Dear Sir:
Larry Kramer, writing in today's New York Times, accuses you of being
the "real villain" in what Kramer claims is the Bush administration's failure
to aggressively act against the AIDS plague. I hope that Mr. Kramer is wrong,
for if he is correct in his assessment, you would be guilty of one of the most
nefarious acts of modern times. I would prefer to believe that the
administration has merely failed to understand the true dimensions of the
tragedy and has not considered the long-term impact of AIDS on all of society.
AIDS, it is true, strikes those whom many in society consider pariahs.
But the cost of AIDS will fall on everyone-good Christians will pay up
sooner or later, just like the poor homosexuals and others who have already
suffered from the virus.
A friend of mine recently died of AIDS. The medical bill for two years'
treatment was in excess of $200,000, mostly paid by his insurance company.
Treatment for the million or so Americans currently infected will come to an
almost unimaginable figure.
It is time to take the billions allotted to the Star Wars folly and divert
them to something useful-AIDS research and treatment.

As an Independent Manufacturers Representative company,
we deal with products in Nuclear Medicine, Ultrasound, and
Radiology. In such capacity, we sell all the VA Medical
Centers in New England , and the hospitals at the Submarine
base 10 Groton, Ct and the Newport Naval Hospital.
There is a major flaw in the way that the governments
budgets are prepared. Millions of dollars are spent that
could be saved if this flaw is corrected. This flaw has
nothing to 00 with the amount of money that is in the budget.

My wife and I must be in Washington from Aug 7th to the
13th for a Radiology Meeting. I would be honored to meet

The New Hampshire seacoast is very dear to us as we know it is
to you and we would like to keep it that way.
You reassured us that the Power Plant was safe and necessary.

We now have another problem and pray that you will look into it
and see that the right thing is done for all concerned parties.
Seabrook needs a sewerage system and a sanitary sewer line has
been proposed throughout the Town. The treatment plant will be
on Wright's Island. The effluent outfall during low tide will
be about 1/4 mile off shore in shallow waters.
Please see that the outfall during low tide be at least one mile
out into deep waters'so as not to spoil the beach and also to

lessen the possibility of offensive odor leakages.
Is it possible to tie the sewerage line into that of the Power
Plant which already goes way out into the ocean?

As a fellow graduate of the Massachusetts Institute of Technology
(S.B. Course VI, 1952) I am taking the liberty of writing to you with a
question. Basically my question is quite frankly is there a position there
where my problem solving and analytical skills, learned in thirty seven
years in the engineering profession, can be utilized in a meaningful and
productive way?
As you can see by the enclosed resume until November 1989 my experience
had encompassed the fields of electronics and electronic systems engineering
including system engineering, configuration management and system integration
and test on the AEGIS Combat System, AEGIS Ship Building and STANDARD Missile
programs; project engineering on the Safeguard Missile Site Radar; display
system design and integration of IFF, search and height finder radars on the
Marine Corps Tactical Data System for the tactical control of military
aircraft and research and development of Airborne Early Warning Radar with
AMTI for the Distant Early Warning Line. It would seem to me that the skills
learned during these years of experience would be applicable to other problem
solving areas.
In November 1989 the program I was working on at the Vitro Corporation
was cut back because of "Funding Constraints" in the Naval Sea Systems
Command STANDARD Missile Program Office. This resulted in a staffing cut from
nineteen to nine people on the program. As has become the norm recently at
Vitro when there is a cut the junior people involved were relocated within the
company. However, those of us with extensive engineering experience, and
consequently those earning the higher salaries, were terminated thus aiding
Vitro's ongoing policy to reduce the "average" salary level within the
company. The five of us who were terminated had over 120 years combined service
with Vitro, much of it on the STANDARD Missile Program.
Since I am not ready to be turned out to pasture and retire, nor can I
afford to, I have spent my full time since last November trying to find a
position in engineering where my experience can be utilized. So far this has
been unsuccessful. All of this has prompted my letter and question to you.
Can my engineering analytical and problem solving skills be put to use there
although perhaps not directly in engineering? I would certainly think SO.

Subject: Commentary on your addresses of engineering assemblies
with reference to your Draft Transcript of Opening
Remarks Presented at the 25th Annual Meeting of the
National Academy of Engineering, October 4th, 1989.
Dear Mr. Sununu:
Please let me congratulate you on your fine and timely
efforts of involving engineers in policy making. You certainly
realize that there are some problems, e.g. specialization estran-
gements and the human need for acceptance. A profound penetrating
study of various interrelated quandaries would be vast and very
beneficial for society.
For a start, this writer suggests the encouragement of exten-
sive cross-training of various social strata, especially those
that are firmly interrelated and/or of managerial nature. Such
training programs (seminars, apprenticeships, human relation
studies, Toastmasters, etc.) will not only enhance the social
atmosphere and the production of goods, but relieve unemploy-
ment and create paying customers. Emphasis must be on profound
objectivity, and the recognition of a diverse nature that nor-
mally compensates for weaknesses with stronger qualities in
other areas.
Another matter of similar importance is that: this country
is blessed with many retirees who possess an enormous unused
amount of valuable know-how life experience, which is withering
away. There exists a treasure that should be unearthed, by making
it attractive for the elderly to participate with their accumu-
lated insights in creating a better future for their children
and grandchildren. The mere recognition of such an activity is
mutually rewarding. However, this should be done in good taste.

I am shocked and stunned by the Administration publicly
entertaining the possibility of giving economic aid to the USSR,
conditioned on the Soviets depriving Cuba of their massive subsidies.
What economic aid? There is no money for this purpose in the
U.S. Treasury. This government is insolvent--in debt by something like
FOUR TRILLION DOLLARS ($4,000,000,000,000.00). an albatross hanging
around John Q. Public's neck, which has been increasing annually for
20 years by ever-recurring deficits in the hundreds of billions.
To amass the suggested economic aid would require raising
already oppressive taxes, or issuing more treasury notes or bonds--
more back-breaking debt for my progeny and your progeny, to pay
through many generations.
Assuming the money could be raised from the backs of American
taxpayers or by selling our securities locally or to Japanese investors,
what assurance is there that it would be spent wisely and effectively
by the Soviets for the intended purpose of helping to restore their
shattered economy, rather than being secretly converted to the build-
ing, manufacture and proliferation of deadly submarines, missiles,
tanks and bombers, which is continuing apace in a steady drumbeat,
even as Gorbachev smiles and favors us with disarming rhetoric about
peaceful intentions and peristroika?
If economic aid be devoted to the intended purposes, how would
that be to our advantage? The more successful our effort to restore
the health of the Soviet economy and revivify their ability to
produce, prosper and flood world markets with their minerals, manu-
factures and food products, the more competitive the USSR will be
with the United States, resulting in less exports from our shores,
less foreign trade, less a factor in the world economy, with a
corresponding decline in our standard of living.
This leaves unrecognized the needs of United States citizens
to husband our resources for the solution of our more immediate
needs and problems in the fields of public housing, child care,
deteriorating

Dear Sir:
I have recently discovered that a friend of mine, Dr. Victor
Herbert, MD, JD, is being considered for the position of FDA
Commissioner. I have known Dr. Herbert for several years; during
this time he has provided me with assistance on several different
occasions. He was a guest speaker at Salem Hospital several years
ago and was very well received. I have spoken with Dr. Herbert at
a number of different meetings and had the opportunity to know
him on a personal basis.
I feel that Dr. Herbert would possibly be the best qualified
commissioner the FDA has ever had. The reason for this is as
follows:
1) Dr. Herbert is Chief of the Hematology and Nutrition
Laboratory at the Bronx VA Medical Center, and is a Professor of
Medicine at State University of New York Downstate Medical
Center. He is board certified in both internal medicine and
nutrition. In the past he has held such positions such as the
Philadelphia. Dean of the medical school at Hahnemann Medical College in

The purpose of this letter is to ask you to forward the contents to.
the proper governmental authority. Such a great liberty is taken and
in this unusual format because:-
a.) you remain one of the most practical politicians Washington has
ever seen; one who "stands tall" for a no nonsense attitude toward
red tape

The point we would like to make is that we have been reading with great
interest the recent Bush Administration initiative regarding the structure
of an economic aid package for the Eastern Bloc countries. This plan would
allow the President to provide technical help to Moscow for the first
time and to promote free market reforms inEastern Europe.
We wish our government to know that we have been a leading consulting

I write as a Republican who gladly voted for the President, and
who has become pussled by recent White House events.
First I hear that Brent Scowcroft survived his disregard of the
wishes of his CIC, (??), in refusing to show "One Incoming" to a
group of Congressmen as scheduled.
Then there is the new treaty with the USSR, which:
Cut missile stockpiles 30 do (Nat Review, 25 June, ? 14): but
in 1939 Russia nade 110 ICBM's while we made 12 (High Fron-
tier Newswatch, June, in 1), and Russian SS-18's were fitted
with multiple warheads such that 154 missiles are now as
effective as were 308 formerly (Nat Review 25 June, p 62).
The USSR produces about 3700 battle tanks per year, and will
retire obsolete nodels under the treaty (High Frontier News-
watch, April, $ 71 7).
Further terms seem to be restricted, and I can see why.
In giving up essentially nothing, the USSR greatly increases
stratigic posture while keeping enough tactical presence to
be effective; has weakened both NATO and all Western
defences; is streamlining its intelligence; Western monies
fund Cuba, Nicaragua, countries in Africa; gains Western aid
and retains other benefits. We've been had--again.
"Ir Falter is likely to be well thought of as a legislator and
renechered in silence as the Secretary of State.
To CR) 14 all, Congress will spend $ 1.58 for every $ 1.00 of the
reace lividend' saved, if the past is any guide, (Nat Review, 25
June, P 12).
Finally, while we import nearly half our oil, we may not explore
nost of the Continental shelf. How could we defend ourselves?

'inister' situation? Are we surrendering to Russian threats?

Enclosed is a copy of a letter that I wrote that appeared in the July,
1990 issue of PHYSICS TODAY. I think that you and the President might be
interested in it. It was written in February, 1990 and some additional infor-
mation has appeared since that reinforces my conclusions. This information was
sent to you in a previous letter, but I will repeat it to complete the record.
In the matter of global warming, Mark Twain, in LIFE ON THE MISSISSIPPI,
Chapter 39, quoted Mrs. Trollope (1827) with approval, "Natchez is the fur-
thest point to the north at which oranges ripen in the open air, or endure the
winter without shelter." When I moved to Baton Rouge in 1963, some people told
me that I could plant an orange tree without shelter and harvest oranges. But
there was no question that oranges would grow in Plaquamines Parish, south of
New Orleans. And for a number of years we had the sweetest, best navel oranges
from the orchards south of New Orleans every Christmas. No more. Frost after
frost have ruined the crops and the very trees. We have eaten our last Louisi-
ana oranges.
Secondly, the USDA has introduced a new plant hardiness zone map, updated
for the first time in 25 years. This shows that in the Southeast temperatures
are from 5 to 10 degrees cooler in winter than on the previous map. I have
examined this map and the decreased temperatures are found throughout the
entire country. In Florida, for example, oranges are not commercially grown in
Orlando, winter temperatures have become too severe and the center of the
orange production is a considerable distance to the south.
I hope that this information will assist you in discussions as to what
steps to take to prevent some postulated event from occurring. Computer pro-
grams are only valid if you can check them out in the real world.

"International Society for Mine Surveying's VIII International
Congress and Exhibition" in Lexington, Kentucky on September 23,
1991 This represents the first time this conference has been
held in the Western Hemisphere. It occurs every three years and
was last held in Leningrad in 1988 with 1,500 in attendance.
Your engineering background coupled with your present posi-
tion would make your presentation the perfect "kickoff" for this
international gathering. There will be simultaneous language
translation in Russian, German and English. A large Russian
delegation is expected and the Russian Coal Minister is also
being invited to participate in this keynote session. We have
received approximately 250 papers for presentation.
Mining is very important to Kentucky, to the United States
and to most of the countries of the world. In conjunction with
this International Society for Mine Surveying (ISM) Congress the
University of Kentucky is also holding its annual National Mining
Symposium (NSM). These major mining events will be held in the
Lexington Convention Center, the Lexington Hyatt Regency and the

ized a club called YADA ( or Youth Against Drug Abuse. )
We are presently in the process of having fundraisers so
that we might take a s eighteen city United States tour.
The reason that we are writing is to inform you that we
will be in your area 7/9/91-7/12/91 to both promote DARE and
our "JUST SAY NO!" message. We are very proud of this
organization fathough it has not gotten off the ground
yet. The purpose of the tour is to increase the member-
ship of YADA, decrease the demand for drugs, and we feel

Reading the newspaper the other day, I came across an article
about the recent 7-nation economic summit. One of the Issues discussed
was the environment. From the article, you spoke for the Bush
administration, saying that you are not about to agree with the pact to
reduce atmosphere-damaging gasses such as CO2. The reason? This act
would damage the economy. Yes, I can see where you re coming from it may
hurt the thousands of factories in some ways if emissions are curbed But
ask you: isn't it worth a small drop in the economy to have a living, more
healthy environment for the people of the world?! If we only care for the
economy of our country and not for the country Itself; eventually
all we'll have left is a head without a body when the air, land and
water are too polluted to use any more: Yes, this is a bit exaggera
but if we don't start preventing more pollution now it will be too late
when someone finally decides that maybe the body of the country
should be healthy as well as the head Just try the European, leader's
idea for helping reduce pollution, or come up with an alternate plan with
similar intentions. The environment needs help! Also, I don' understand this:
If America is the most wasteful, polluting country of all, why is
It us that are the only ones objecting to the plan? No, it won't
work. The environment is dying and we've got to help save it.

put a moratorium on:
All foreign aid (the Japanese have already ordered him to get the
deficite down; to help their investments in our country.)
All immigration. Our "peace dividend is already causing hundreds of
thousands of lay-offs and military p;ersonnel looking for work. It will
get worse. Also, in the auto industry. Immigration is now a tidal
wave that is going to drown us.
The moratorium should last until Our Deficit is over! Why should
American taxpayers be penalized for the failures of other countries?
(For instance, for at least 45 years we have been giving money, hands-
on help, etc. to black African countries and every year they beg for
more. They can't seem to learn.)

Dear Mr. Sununu,
Never before have I written to my elected representatives, but
my sense of the present is that our nation stands at the edge of
a precipice. I strongly urge you to put politics aside and move
quickly toward effective action.
I am not a member of the "fanatical fringe." I consider myself to
be a moderate republican, who votes for the candidate rather than
the party (about a third of my votes have been for democrats).
I have a PhD in engineering and hold a R&D managerial position
with a Fortune 500 company. In addition, I have been active in
my community - member and president of the Board of Education,
elder in my church, and leader of youth groups and sports
programs. I perceive myself to be respected in my community.
These are some of the issues that concern me:
1. National Endowment for the Arts. Please remove all funding!
This is not a question of censorship. The market place can and
will determine if an artist or art form will survive. What we
have here is the use of (my) tax dollars to fund "questionable"
and "objectionable" works. Since the total federal funding is
such a small fraction of the total funding the arts receive in
this country, what is at issue is governmental approval of the
art form supported. Given the nature of some of the work, it
would appear that some in our society are determined to pollute
and poison the moral fiber of our nation, now that we have nearly
completed the job of doing the same to our environment!
2. S&L failure. There seems to be an even greater failure in
the administration and congress in regard to an effective
response! Can't you find a way to take control without destroy-
ing the product? It seems that most of the current activity
and energy is directed at damage control and gaining political
advantage. We're watching for signs of statesmanship and
leadership! Please move quickly to punish the guilty, recover
ill gotten gains, and remove the red tape that snarls the
efforts to dispose of assets.
3. Budget deficit. Let's remove the "pork" and return this
nation to a lean diet, across the board, trimming defense,
foreign aid, and domestic entitlements. We have overextended
ourselves and need a recuperative period. Let Europe and
Japan carry the financial ball for awhile. By the way, this

Please urge President Bush to VETO THE RECENTLY PASSED
CONGRESSIONAL CHILD CARE LEGISLATION (H.R. 3 and SENATE ABC). This
legislation is a threat to families who desire choice in child care.
The Congress has promised to "fix" the problems related to church based day
care yet they have done nothing as yet. Please insist on the following provisions as
prerequisites for President Bush's signature:
1. Guarantee parents the option of using their child care certificates or vouchers in
public or non-public settings.
2. Explicit language requiring states to permit usage of vouchers or certificates at
facilities which provide children with religious instruction or activities.
3. Permit church based child care programs that accept vouchers to preferentially
hire individuals of their own faith.
On January 29, President Bush, before the National Religious Broadcasters stated, I
will not see the option of religious based child care restricted or eliminated. I will
fight that every inch of the way. I hope that the President intends to keep his word.

As part of the Centennial Celebration of the State of Idaho,
we are having a Science and Technology Exhibit which will be
toured and presented at seven different cities in Idaho. The
overall exhibit consists of some thirty separate displays of
scientific and technological developments which have their
genisis in the State of Idaho. Three examples are the
Experimental Breeder Reactor 1 which was the first nuclear
reactor in the world to produce electricity, the first city
in the world (Arco, Idaho) to be illuminated by electricity
from a nuclear reactor (BORAX, Boiling Water Reactor Experiment)
and the invention of the modern television tube by Philo
Farnsworth in Rigby, Idaho. Other displays will feature
research and developments in agriculture, timber, potato
processing, etc. waste management, mining, medicine, electronics,

Larry Kramer, writing in today's New York Times, accuses you of being
the "real villain" in what Kramer claims is the Bush administration's failure
to aggressively act against the AIDS plague. I hope that Mr. Kramer is wrong,
for if he is correct in his assessment, you would be guilty of one of the most
nefarious acts of modern times. I would prefer to believe that the
administration has merely failed to understand the true dimensions of the
tragedy and has not considered the long-term impact of AIDS on all of society.
AIDS, it is true, strikes those whom many in society consider pariahs.
But the cost of AIDS will fall on everyone-good Christians will pay up.

A friend of mine recently died of AIDS. The medical bill for two years'
treatment was in excess of $200,000, mostly paid by his insurance company.
Treatment for the million or so Americans currently infected will come to an

them to something useful-AIDS research and treatment.

3, You might be interested in a suggestion I have, to wit:
Since Premier Gorbachev is putting on pressure to have us give money to them, and since a number of
Americans see it as a worthwhile endeavor in spite of our own disastrous economy (ie: the Savings & loan
debacle, the spending of our liberal congress etc.), and our natural desire to do something, perhaps the United
States government could consider guaranteeing investments made by United States companies in the Eastern
Bloc countries. I am sure that this would make AMOCO and the other companies we are talking to far more
comfortable than a promise from the Soviets that they will pay the premium on a Lloyd's policy or whatever.
Or better yet....lend money to companies such as ours that have an idea that the Soviet's like....as long as it
answers some of their most pressing needs (in our case, a comparatively small investment is guaranteed to
answer one of their most pressing problems housing). Done right, such a program would make the U.S. a
hero, help U.S. business and get the money with a nice profit!
If this does interest you at all, I would be happy to meet either in New Hampshire or Washington to elaborate
on it.

Conservation Organization.
Among his other positions, Mr. Egan has been Chairman of the Connecticut
River Atlantic Salmon Commission for the past 7 years. The Connecticut
River Atlantic Salmon Commission has the statutory authority to manage the
Atlantic Salmon Restoration Program in the Connecticut River. During Mr.
Egan's Chairmanship, we have dealt with him on a wide variety of issues
affecting hydro-development throughout the lower Connecticut River basin.

Dear Chief of Staff Sununu:
I understand that the administration is considering the
possibility of reducing the FDIC Insurance Ceiling from
$100,000 to $50,000 in order to limit the cost to the tax
payer. Currently small community banks pay deposit
insurance on almost 100% of their deposits while large
international and money center banks pay insurance on
percentages as low as 35% to 40% of their deposits. These
large banks are not required to pay insurance on overseas
deposits, but these deposits are in fact "insured as a
result of the manner in which large problem institutions are
liquidated.
I urge the administration to impose insurance on all the
deposits of these larger institutions This would have the
effect of increasing the insurance fund without effecting
the tax payers and the insurance would be paid for by the
institutions who hold the deposits. I appreciate very much
your consideration of this alternative and thank you for the
manner in which you carry out the duties of your office

Dear Honorable Sununu:
I am writing in regard to Section 404 of the Clean Water Act
which regulates our nation's wetlands. I believe you should
be aware of how these regulations are affecting thousands of
private landowners throughout the country.
While I support the preservation of our nations truly
valuable wetland areas, I do not believe that private
landowners should be made to bear the economic burden of
preserving areas intended to act as "societal benefits." I
believe fair compensation is due to those landowners who are
forced to preserve their land for public betterment.
I also believe you should be aware of the enormous amount of
"dry" land which is being labeled as "wetlands". I think the
definition of a wetland and the preservation measures being
undertaken have far exceeded the original intentions of
Congress.
Moreover, I am very concerned with the regulating agencies
administering the law and the enforcement methods they are
using. Many individuals are being intimidated and confronted
with enormous fines with no appeal process currently in
place.
As a concerned landowner/citizen, I urge you to investigate
the 404 program and to take measures which will correct the
inequities and bring fairness and common sense back into the
law.

PAYING FOR NUCLEAR WASTE CLEANUP
UTILIZING CURRENT DEFENSE RESOURCES
Recent published estimates indicate the cleanup cost of defense related nuclear
wastes to be in excess of 50 billion dollars over a period of years. I believe
their is a way to pay for much of this necessary cleanup without raising an equal
amount of taxes. Also I believe their is a solution that helps our national
security at the same time by improving our utilization of domestic energy
sources.
The underlying premise is to use stockpiled Plutonium resources and refabricate
it into mixed oxide fuel for the civilian nuclear program. This mixed oxide fuel
would be sold to the more than 100 civilian reactors at current Uranium market
prices. Although changing Mr. Carter's direction on the Plutonium fuel cycle
I believe it is warranted for a number of valid reasons. First, it is
technically feasible and could be classified as Plutonium recycling versus
reprocessing. Further, the issue of Plutonium safeguards can be controlled
technically by selective isotope poisoning and by increased security. Even using
the military if necessary at sensitive collection or transportation points.
Secondly, it may be politically acceptable now. You would be decreasing total
weapons material stockpiles, "burning the bomb" material (in safe reactors),
using material that the American people have already paid for, and decreasing
our reliance on foreign raw materials, including Uranium from South Africa.
Current domestic fuel fabricators would be required instead of the foreign ones
often used, helping our balance of trade deficit.
Current annual fuel costs for a mid size plant can be on the order of 100+
million dollars annually. I believe it would be reasonable for the federal
government to make 25 to 50 million dollars per plant annually on fuel sales of
reconstituted weapon stockpiles, thus generating an income of approximately 1-
3 billion annually. Other revenue would follow directly from increased tax
revenues from the fuel fabricators and employees. If priced appropriately it
might encourage the nuclear power option, decreasing our foreign petroleum demand
with its associated benefit of balance of trade improvements and reduction in
foreign defense pressures and threats.
Another extended benefit might follow. The federal government would have a need
to recover the spent fuel after an appropriate cooling off period at the
utilities facility. The service costs of disposing this spent fuel at a new
federal repository could be passed back to the utility and its ratepayers. This
new secure facility could be designed such to also receive properly packaged or

J.D., for F.D.A. Commissioner. I am sure all the members of the
selection committee are familiar with his qualifications
by this time. Thus, I would like to tell you about what Dr.
Herbert has done for the physicians and patients in my community.

San Diego, sitting right on the border between the state of
California and Mexico, is inundated by the unproven and
Det
ineffective therapeutic offerings of a number of providers of
"health care" services. California deserves it's reputation as a
leading site for unscientific and fraudulent practices. With our
proximity to the Tijuana Cancer Clinics which offer little more
than false hope in exchange for an exorbitant amounts of money,
we often see the destruction of family finances and numerous
medical complications, including death, as a result of
crossing the border to receive nonscientific based care.
Through his writings and by his speaking engagements in San
Diego, Dr. Herbert has enlightened many as to the danger of
fraudulent health care practices. His elegant and understandable
way of defining therapies as either proven, unproven, or
experimental, and the appropriate criteria to be used to define
them as such has enabled physicians in this community to
communicate with their patients in a way that enhances
understanding of what is and what isn't appropriate therapy.
As we enter an era in which the technical advances in bio-
technology will have the single most important impact in all
areas of concern to the F.D.A., I can think of no one better
qualified to be F.D.A. Commissioner and no one who would bring
more integrity or intellectual honesty to the position than Dr.
Victor Herbert.

As president of the Kansas Dietetic Association, I am writing on behalf of Dr. Victor Herbert to be
selected as President Bush's nominee for FDA Commissioner. Our Administrative Council voted to
endorse Dr. Herbert for this very important post in protecting the health of all of our citizens. As
dietitians, we know the importance of preventing health fraud, mislabeling of food and drugs, and
safeguarding our food and drug supplies from contamination and ineffectiveness. It is absolutely
necessary for the public to be protected as the management of our food and drug systems become ever
more complicated and fraught with health and safety risks.
Our Association believes that no one is better qualified than Dr. Herbert to fill the FDA Commissioner
post. He has the necessary background and experience to do an outstanding job in these very difficult
times of food safety problems, generic drug scandals, and food label regulations. As you are doubtless
aware, Dr. Herbert has received the FDA Commissioner's Special Citation for "outstanding and
consistent contributions against the proliferation of nutrition quackery to the American consumer," and
he was honored two years ago at the Annual Meeting of the American Dietetic Association for his
research, teaching, and education activities. The fact that he holds both an M.D. and J.D. degrees from
Columbia University attests to his outstanding educational background for this position. In addition, he

Last night you were speaking about aid to Russia, what. kind,
how much, and when. I heard you on C-SPAN.
I am against aid to Russia today, tomorrow, forever. They
have been our enemy since their grand revolution. They are
cutthroats and always have been--it's their nature. They
want to conquer the world and this is nothing but a little
setback for them. Soon as they get on their feet, they' 11
be at us again and because of our foolish members of congress,
we won't be ready for them.
We should not be feeding their spies, their army, their big
shots and that's where the money will go. The peasants will
not benefit--not that I want to help them either.
Russia has been stealing our secrets for ages, so now is the
time they come to our libraries and learn how to turn their
economy around. I don't think we need to send them people
to tell them how to change their economy. Let them steal
that knowledge if they want it.
As for our economy, if the fools in congress don't get smart
and stop spending we are going to be in the same mess Russia
is in. It won't help to crank up the printing presses and
print more money because there is nothing to back up our
money. We are broke.

controversy in the Pacific North West. I am a boiler
operator at a plywood mill which makes sanded interior grade
plywood. Our mill depends heavily ON Old Growth Douglas
Fir trees, in the manufacturing of our products. With out
an adequte supply of these trees at reasonable prices
our mill as wel as many others will be forced to close its
doors. That will lead only to economic disaster for
Oregon, Washington and Northern California... The Jack Ward
Thomas report does not even begin to tells the true
economic problems that will occurit the plan is allowed

I have recently heard of an upcoming visit to the White-
house by Ivan from Medjugorje. I am elated.
The enclosed copies are from the book, newly namedl see
M.M.P. letter), "To The Priests, Our Lady's Beloved Sons".
I have sent information to President Bush concerning the
coming events, in a previous letter containing lengthy de-
tail. These new messages are confirming what I have already
told him. Notice also the preliminary nods from Rome. of

I was inspired to bring this to the President when I
heard him express the new drive for spending unbelievable
sums of money for a Space Station. I cautioned him to look
at what I had sent him and to concentrate on the American

re-elected he most certainly will be right in the middle of it.
The change in Eastern Europe does not mean all the people

During the Carter administration a law was passed precluding
S&L mortgages from being assumed. In otherwords for a home-
owner to sell his house a buyer must be found who has
sufficient down payment, good credit and 3 or 4 percentage
points to obtain his own mortgage thus allowing the S&L to
HUD company with for
up the interest rate and charge up front 3 or 4 percentage
points. This was to allow the S&L to make more money. It
back fired on them because there are not toomany people
out here with a huge down payment looking for a home.
This new law prevented a home owner from selling his home to
a neighbor, a friend, an investor or anyone else. If the
home owner lost his job or had to move to another city for
a new job or his employer transferred him; he lost control
of his house. This is wrong. This is Russia, when a person
cannot control the disposition of his home and must allow
foreclosure.
I guarantee if you fix it so that all mortgages become assumable,
that at lease one-half of all properties on the market will
be assumed by someone. If you reduce the depreciation period
from 27½ years back to 15 or 19 years the rest of the properties
will be assumed thus ending the real estate foreclosures thus
saving the American tax payers billions.
You see if mortgages can be assumed, people could buy from the
present owner with little down or nothing down and make arrange-
ments for a second mortgage to pay for the equity in the property.
There are millions of young people who have sufficient income
to make monthly payments but have not saved for the huge down-
payment. You would not have to spend billions on first time buyers.
It is true that many of the S&Ls are in trouble because of
mismanagement, but most are because of the Carter's administration
rulling or law preventing the assumption of mortgages. Dont
let the democrats put this debunkle on the eight years of the
republican administration. Its the democrats that caused this
mess and it was the Jim Wrights that prevented Reagan's
people from investigation. It was Tip O'Neal that prevented
Reagan from putting industry in the ghettos to put everyone
to work. Also, its the democrate huge spending on socialism,
not Reagan military build-up. Reagan just proved that
socialism does not work. England tried it and went back to
capitalism. Russia has moved away from socialism and yet
the democrats are moving us farther and farther into socialism.

Sorry I missed you at the Lawrence Eagle affair, Helen was
under the weather and we couldn't make it. I know both you
and Nancy are in good health as I see Pat Corbin and Ed
Duvall quite often.
Since I missed speaking to you face to face, I had to
write. I know you are very busy ,but I hope you will take the
time to look into the following matter, which is of great
importance to the Northeast (specifically the lower New
England States), and ultimately effect the Country and the
President. John I am referring to the Economic climate. It
is near disaster
I know you are aware of the Economic slowdown in the
Northeast as I spoke with Pat Corbin and he said he mentioned
it to Nancy. But I do not think you know how severe the
problem really is

Business and personal bankruptcies are being filed at an
uncontrolable rate. Business and Home foreclosures fill
eight to ten pages of both the Boston Globe and Union Leader
each week. The people, (the men and women we all count on to
keep our businesses and this country moving) have lost their
confidence. They do not know if they will have a Job at the
end of each work day, or be able to keep their business open.
They are afraid to spend any of their money (if they have
any) for fear they will lose their car, house or whatever

(Automobiles) is off 35% to 40% and I assume the formula I
was told in the recession years still holds true that every 3
out every 5 jobs relates to the Automobile Business?? (5)
The housing industry is at a complete standstill. Between the
loss of jobs and the increase in taxes, there are houses for
sale by the droves, and the buyers are few and far between.
All the contractors have laid off most of their employee's,
and some have just given up and are trying to sell of their
equipment. And the biggest problem (6) THE FEDERAL RESERVE
AND OR THE BANKS????
It is my understanding after talking with some bankers and
business men that have had dealings with the banks that the
Federal Reserve is telling the banks they have to have cash
reserves equal to one half of their realestate outstanding
loans regardless of the loan risk. In order to get these cash
reserves the banks are calling in the demand notes of the
good risk loans where they have the most equity, the

We are producing a musical based on the Governorship of John
Wentworth, the last Royal Governor of colonial New Hampshire. He
was a most fascinating man. This production is historically
accurate and is part of a large project to educate the people of
New Hampshire about their heritage through drama. We have
planned to write five scripts dealing with prominent characters
in our state's, history and play them on consecutive years in the
summer here in Wolfeboro. We also plan to write abbreviated
versions of the scripts with four person casts to take to the
schools during the winter. This project is getting a fine
reception wherever we have spoken of it around the state.
This is our first full year and we are still in the beginning
stages of growth and development. We have need of some strong
support to be able to carry out our intent. There are some fine
people involved who have applauded our efforts. Senator Bob
Smith is trying to find some time to help us out. Phyllis
Marriott and her family are very enthused. Mark Austed's
daughter, Wendy Durfee, is assisting with our costuming
department. Russell Chase helped with the research. There are
many others to whom we owe a debt of gratitude. But we do need
more help, especially in funding such a project.
We have a really great idea for a fund raiser to get us going.
We would like to have a "Governor's Luncheon Garden Party" given
by Governor John Wentworth. We had thought of this some time
ago, but due to circumstances beyond our control, we have not
been able to execute the plan. We have all of the arrangements
made. The place is to be the Lake View Inn. The press has been
alerted to the possibility of this event and the invitations are
designed. Thomas Dodson, a fine portrait artist, has completed
and donated a beautiful rendition of the Copley painting of John
Wentworth, which would be on display at the luncheon and we would
like to lay out a maize for the entertainment of the guests.

Sir:
During the summer of 1988, I had the privilege of
serving with you on the Resolutions Committee of the Republican
National Convention. At that time, you most graciously assisted
me in advancing some amendments to the defense and foreign
policy sections of the national platform.
My interest in foreign affairs has led me to perceive
a unique diplomatic opportunity for the United States, which
requires immediate submission of this suggestion.
The situation now exists where the German Féderal
Republic is considering the relocation of its national capital
from Bonn to Berlin, to take effect shortly after the de facto
unification of Germany in December.
The national debate within the German Federal Republic
(and its three eastern new provinces) is reflected at the local
level of the Berlin city government in its decision as to the
future land use of the city's central Potsdamer Platz and
Leipziger Platz.
I propose that the United States government immedi-
ately make known to the German Federal Republic that the United
States would deem it a special honor to have the site on the
Potsdamer Platz, selected to straddle across the former boundary
separating the western and eastern zones of Berlin, reserved for
the future site of the United States Embassy.
And I further propose that the United States govern-
ment make it known that it would deem it a special honor if the
United States were the only nation to be permitted to place its
embassy at the center of Berlin.
It is clear that an action of this nature must be
taken discretely, as the prior, formal, acquiescence of the
Soviet Union must be obtained by the German Federal Republic for
the transfer of full sovereignty over the lands of the eastern
zone of Berlin. This acquiescence would be required in the form
of formal treaty agreements concluding the World War II Allied
Powers occupation of Berlin.

Dear Mr. Sununu:
Since our country was organized and a flag adopted, our people
have always carried our flag high in almost reverenced exhibition. We
used to have unwritten laws to display our flag on the right, front,
and above any other flag. We used to use extreme care in preventing
it from touching the ground, take it down at night and in inclement
weather and fold it neatly before storage. Our flag has led our
soldiers in battles for freedom, and our soldiers died while raising
the flag as on Iwo Jima. But the Supreme Court found it necessary to
ban any laws pertaining to the care of Old Glory. Please, please do
all you can to convince others of the importance of honoring our flag.
We also must do something about the decaying morals in our
country. Soon, God will cease blessing this country, which He has
done since pur forefathers founded this country and formed the
constitution in His name. We need effective measures to be taken,
such as constitutional amendments, to extend our constitutional rights
to' unborn babies, get prayer back in school, put pornographers out of
business, and allow homeowners and businesses to refuse to rent to
homosexuals or people who want to shack up together. And why should
our freedom to worship and to bring up our children decently be
severely threatened by laws and courts that imprison soldiers of
Christ that are trying to rescue unborn babies from certain death??
There are many cases of these brave rescuers being held indefinitely
in jail without being charged. Can we count on our President to lead
the fight to allow us to regain favored-country status in God's eyes?
We also need to do more about controlling the consummation of
alcohol. For our youth it is habit much worse than illegal drugs, and
legal too, and because it is socially accepted by adults in public and
private our children and youth are using it freely. A return to
prohibition may be in order. Our leaders could at least restrict the
advertising for beer and other liquor which glorifies it - as one
commercial states "it can't get any better than this" - but it has
gotten worse.
We also urge you to push for the cut of all funding of the
NEA since they will not police theirselves. Perhaps if Mr.
Frohnmayer's job was threatened he would comply.
We would also like to stress the importance of balancing the
budget without any new taxes. We read and believed Mr. Bush's lips
prior to his election. There are many government wastes (such as the
$200,000 rosewood table for the World Economic Conference in Houston),
foreign-aid packages (we are now one of the most indebted nations
ourselves), NEA, etc. that can be easily eliminated.
For S & L bailout, we think that Mr. Ely's suggestion to replace
FDIC & FSLIC with a tiers of privately-owned insurance companies is a
good one.

Enclosed herwith, are two articles by syndicated columnist
Carl Rowan and Otis Pike which might be of some interest
regarding the budget deficit.
Paragraph 5 of Carl Rowan's article indicates mortgage
interest deductions amounted to $35,110,000,000 revenue loss
in fiscal year 1989. Would it not be, a subtle way to reduce
a portion of the debt by limiting the deduction to only one
home.
According to Otis Pike's article a double and triple dippers
receive cost of living on all pension. Here again by
limiting the cola to only one pension which would reduce
pament substantially. We cannot afford such outlay since it
is my understanding that the federal pension system is
unfunded by more than a half trillion dollars.
I am sending this information, hopefully it can be some
benefit to the executive branch in dealing with the huge
deficit.

When you were the guest speaker in March, 1988 at our
National Association of Power Engineers Power Technology Sem-
inar at the Sheraton Wayfarer, I was in attendance and found

your talk very informative. You mentioned that the nation had
no oil or gas energy policy. Now you are involved in the for-
mation of a National Energy Policy.
My concern is the problem that: CENTRAL STATION ELECTRIC
GENERATING PLANTS DISCHARGE TWO-THIRDS OF THE BTU'S OF THE IN-
PUT FUEL TO THE ENVIRONMENT AS WASTE HEAT.
This fact highlights two important deficiencies which
should be addresses in our national energy policy:
(1) The presently ignored vast waste of our nations energy
resources. My literature search and calculations (attached)
indicate that in 1983, United States Central Station Electric
Generating, Plants consumed 21.6 QUADS of energy, discharging
13 QUADS to the environment
(2) The effect on the environment, oceans, rivers, lakes,
cooling towers receiving the 13 QUADS of energy wasted.

From the beginning of power generation in the last century
through the 1950's, industrial plants, hospitals, institutions,
generated their own power. Standard practice was to run the
steam engines/turbines non condensing and use the exhaust steam
for process and heating. Some smaller plants are going back to
the "Co-Gen" principle of utilizing waste heat to increase their
efficiency
The isolated central stations of today have no use for the
exhaust steam, and hence the "status Quo" of this tremendous
energy waste from fossil fuel and nuclear plants and the resul-
tant environmental thermal pollution. Central Station boilers
and steam turbine efficiencies are in the high 80's and the
generators over 90%, yet the overall station efficiency is less
than 40%.

The current administration's argument is that the federal
government should not play a role in the arts. Yet, as the
cornisponse
enclosed letter attests, the creation of art requires a
commitment of time and resources, which in many cases would not
happen without federal support. The radical innovation that is
often an important ingredient of what becomes a traditional, even
a canonical work, may at the outset only invite scorn from the
public. A later public will try to jump on the bandwagon,
usually after the artist has died, forgotten, discouraged, and
convinced of failure. The historical record is full of such
examples.
Certainly we cannot know what will last and what will not. I
personally do not agree with many of the NEA's previous funding
choices, but my objection is not philosophical but rather
instrumental I believe that the Endowment should not, be
abolished, but reformed, and by reform, I do not mean that it
should require its recipients to toe a party line. I do think it
might ask some harder questions about worth and merit and not
simply reward its grants to promote the latest fad.
It is certainly ironic that the artist most valued in
today's marketplace lived in misery and obscurity and died a
terrible death. Of course this is Van Gogh. One of his paintings,
completed in a few hours when he was certified insane, brings $40
million, $50 million, and now most recently over $80 million.
Certainly, his incredible popularity bears out his devout belief
that he was creating an art with mass appeal. Yet he could hardly
sell a picture during his lifetime. If we leave the support of
art entirely to the speculators, who knows how many Van Goghs of
today will live similar lives and die similar deaths, only to
have their works be worth hundreds of billions a century from
now?
Is that really what we want? Art requires a marketplace, but
as was certainly true of the France of Van Gogh's time,
government support legitimates the marketplace's choices. Its
role never has been--and cannot be--negligent. From the Athenian
polis until today, this is true. I urge you to support government
support for the arts.

There were some obvious practical considerations in
extending the invitation to Nelson Mandella to meet with
President Bush at the White House. However, I do believe you
agree the media generated adulation of Mandella as a role
model for black Americans is appallingly misleading, and
should be reversed.
To' this end, I am hopeful you will consider, then attempt to
undertake, the extension of an invitation to Kwa Zula Chief
Minister Mangosuthu Buthelezi to meet with President Bush at
the White House, since he is the only known black South African
national leader sharing our Western values, as well as being
the only black leader likely to be able to prevent the
coming to power of the ANC in a government which could
reasonably be expected to exterminate all dissenters in the
manner of the Cambodian Kymer Rouge.
It is hoped you can and will facilitate a Buthelezi visit to
precede the U.S. return of Mandella in October. Properly
showcased, Buthelezi would present a desirable South African role
model to show that country has a preeminent black leader
sharing our Western values, and help to assure Mandella is
seen in the United States as the hard core Stalinist-communist
revolutionary that he remains to this day.
I have taken the liberty of attaching a copy of a one page
letter to our local editor, digesting major points with which
I am certain you are all too familiar.

Dear Mr. Sununu,
I am an active supporter of the Presidential Task Force, and
I admire your decisions when I can understand their reason. while
I respect those where I may not have enough information to pass
judgement.
I am writing this letter to you with one purpose in mind,
TO ASK FOR YOUR ACTIVE ENGAGEMENT IN SUPPORT OF THE ROMANIAN
PEOPLE'S STRUGGLE FOR DEMOCRACY.
In the first place, there is an urgent need to protect the
lives of people such as Dr. Dragos Nicolescu, and keep them free
and alive. Secondly. I want to urge you to support US economic
sanctions against the new terrorist government in Romania.
From your vantage point, I think you can see and understand
that Romania is still, and again, under the control of a terrorist
regime, in spite of the sacrifices the Romanian people had to make
to rid themselves of another, most criminal regime.
The spontaneous revolt of courageous young Romanians, mostly
college and high school students, ended up with not more than
former communist party executives and security police officers
grabbing the power. They made a joke out of the elections,
practically banning any campaign attempts of the opposition
parties. They have been exercising the same tactics of terror
and using the hands of the same criminals that had become commonplace
under Ceausescu's regime. Now, their reign of terror seems to have
gained complete control.
Recently my brother, Dragos Nicolescu, who is a medical doctor
and a cardiologist who provided medical assistance to the peaceful
hunger strike demonstrators in the University Square during the
weeks prior to the elections, has been directly threatened with
death by two security officers in plain clothes. My brother is
also serving as executive vice president of the recently founded
Romanian Independent Union of Medical Doctors and has been actively
involved in organizing this new, nationwide professional body.

First, I want to thank you very much for taking the time to read my
letter. I know that an individual in your position, being the Chief of
Staff of the White House, has many great and demanding responsibilities.
But, my family and I believe that the issue that I wish to express our
concerns upon in this letter is of extreme importance. I know that your
time is extremely limited, but I hope that you will consider what I have
to say in this letter and I also hope that you will take immediate ac-
tion on this issue.
Mr. Sununu, the issue that I am referring to is the present condi-
tion our nations environment and its wildlife, all forms of wildlife.
My family and I believe that more needs to be done for oue environment
and for the wildlife of our nation and that the government needs to be
more of a leader in this effort, instead of being an antagonist. It is =
the responsibility of this nations elected officials and of those whom
are in the service of the government. This does not seem to be the case
with the present administration. When President Bush was elected he
stated that his admimistration would be a kinder and gentler administra-
tion and that more work would be done for the environment and for the
wildlife in that environment. Mr. Sununu, I will agree with you in that
there have been a number of good accomplishments by the administration,
but some of those were made grudgingly. A number of actions had to be
made per orders from the federal courts. We feel that this is really a
very sad situation. To allow this nations natural treasures to be lost
forever just for the immediate gains of profit from development that
will be gone in just a very short time. This is just not worth it. And,
what is so hard to believe about all of this is that this seems to be
present policy with this administration And we can not afford for this
practice to continue. More emphasis mast be put on issues that are con-
cerned with the environment and with wildlife because these are issues
that affect us all. They affect our very lives. Please, Mr. Sununu,
won't you support these issues of great concern to all Americans?
I am writing this letter to you, Mr. Sununu, in the hopes that I may
be able to convince you to support the efforts underway in this nation
to preserve what there is left of our natural areas, areas of great
beauty and wonder, national treasures. These efforts sorly need your sup-
port. You are in a good position to be able to accomplish a great deal
for this effort. You could work with the other members of the Presidents
Cabinet to work up an administration policy more sensitive to the envi-
ronment and to wildlife. You could work with the different departments
and agencies in the government that are concerned with these issues and
help them to be able to achieve bigger things in favor of the environ-
ment and of wildlife and less emphasis on development practices. You
could work with members of Congress to ask for legislation that calls
for more protection of this nations environment and of its wildlife.
There is a great deal that you could do for these efforts. To work
against these issues is to work against the health of this nation.
My family and I are doing all that we can for these efforts. We have
