I am writing to you on behalf of MIT Pro-Life to extend an invitation to speak on our
campus about the politics of abortion. As the most unwavering Pro-Life advocate in the
White House, and as an alumni of this school, you have a unique perspective on the
subject which would be extremely valuable to the members of the MIT community.
We are planning a "Respect Life Week" for the spring semester. The first two evenings
will deal with the medical and ethical aspects of abortion, designed to lead the ever-
logical MIT student to the conclusion that: (a) abortion is killing, and (b) killing is wrong.
Once we have established that abortion is wrong, we would like to spend the remainder
of the week discussing ways to stop abortion and bias in the media. To finish off the
week, we would like you to present your views on the issue in a national or political
context.
The ideal time for us would be Thursday evening, March 14th, 1991, but given the hectic
nature of your calendar, we would welcome you to speak at any time throughout that
week, or if need be, any time during the semester. As a student group, I'm not sure how
substantial an honorarium we can offer you, but we can at least meet your travel

The Western Washington tribes are in federal court (United States VS.
Washington subproceeding 89-3) claiming unlimited access to 2,000 lineal
miles of tidelands in Western Washington for shellfish harvest.
They claim access to all private, state and federal tidelands and adjacent
uplands.
The tribes also claim the right to stop any activities which may affect
shellfish habitat including home building, timber harvest, road building,
marinas -- in fact, all activities, present, future and past. At the
root of this is the theory of environmental servitude -- the ability to
make an industry out of vetoing land use decision making.
Some 150,000 property owners and thousands of businesses will be impacted
by this case including the Department of Defense, the Department of Interior
and the Department of Commerce.
I'm suggesting that, for policy as well as economic reasons, the federal
government not support the Tribal claims and therefore not come into the
litigation on the side of the affected tribes.
There is precedent for the federal government to not support certain tribe
claims and, in fact, where certain federal assets are compromised (such
as access to the Trident base in Hood Canal or the Naval base at Whidbey
Island) the federal agencies affected can properly oppose Tribal claims.
I am requesting the Administration review the impact of tribal claims
on federal military properties in the affected areas prior to any decision
to enter the case.

engineers visited our nation's classrooms, reaching 750,000 students. This year we anticipate 10,000
engineers reaching more than one million students and teachers.
Critical to the success of Discover"E" is the participation of the "All-Star" team of some 20 prominent
engineers to serve as role models and visit schools. I will be visiting a school and encouraging
Westinghouse engineers to do the same. The steering committee for National Engineers Week,
including the sponsoring engineering societies, and I would be honored to have you join with me as an

Our organization, The American Society for Nondestructive Testing, Inc. (ASNT), celebrating its 50th
year as the world's premier nondestructive testing (NDT) technical society and representing more than
utilizing NDT's principles and methods.

Salle Military Academy is alive and well under the guidance
of Brother Michael McKenery, as Chairman of the Board of
Trustees and Brother Joseph Schafer, as President and

debate at Yale this spring. When our President, Erika Blumberg, spoke to your office in the fall
they indicated that you might be able to join us this term.
The Political Union, with over 1,600 members, is the largest undergraduate organization at
Yale. Founded in 1934 by McGeorge and William Bundy in conjunction with Dean Acheson, the
Union now serves as a unique forum which enables students to meet with and debate America's
most prominent, interesting and provocative political figures. In 1965 Senator John Kerry (D-
MA), then Union President, expanded the program by inviting leaders of national stature to either
debate students, prominent Yale faculty or other guests, or to give a keynote address. Since that-
time, Union guests have included the likes of Ronald Reagan, Jimmy Carter, George Bush,
George McGovern, Geraldine Ferraro, Jesse Jackson, and Molly Yard. Recently, a cabinet officer
described the Union as "the most prominent campus forum for political ideas in America."
A typical visit to the Union ncludes dinner at Mory's with the Union executive board, a key-
noted debate on the Union floor, and either a press conference or an informal reception with
students following the meeting. Although the Union does not offer honoraria as a matter of policy,
we will be happy to cover your travel expenses to and from New Haven, as well as provide
lodging should you choose to spend the night at Yale.

to be held in Miami County, Ohio. The events will be held on the

February or March to allow the necessary flexibility in your

Miami County, Ohio is a bastion of Republicanism in the State.
It is the sixteenth largest of Ohio's eighty-eight counties and is
well known throughout the state and the nation for it's dedication

stop in 1988 by then Vice-President George Bush and by President
Ronald Reagan in 1984. We are very proud of our commitment to

Club or a private home. The monies raised will go to the Miami
County Republican Finance Committee to be disbursed to local
Republican candidates. This event should attract fifteen to thirty

2. The second event will be the annual Miami County Lincoln
Day Dinner which is put on by the Miami County Young Republican

to invite you to be our keynote speaker at our annual Washington
Conference on February 27, 1991. We would be honored if you
could speak at the Conference's dinner session.
The theme of this year's conference is Trade and Technology --
Forging a Consensus. It is clear to the leaders of the
electronics industry that America urgently needs a national
consensus on trade and technology issues, given the intense
international competition of the 1990's. Towards that end, the
chief executive officers of major U.S. semiconductor and computer
companies have recently developed a common position on U.S. -Japan
semiconductor trade policy, and we are currently working to
extend that consensus to technology policy.
Clearly, the private sector will play the determinative role in
maintaining America's technological and industrial preeminence.
The federal government, however, has a significant effect on the
business environment through its fiscal, regulatory, tax,
technology and trade policies. The White House also provides the
President with a "bully pulpit" to influence our national
priorities.
We would welcome your comments, therefore, on the steps we need
to take as a nation to maintain America's economic leadership.
We are particularly interested in your views, given the wide
scope of your responsibilities in the White House and your

You are invited to participate in a meeting to explore unanticipated problems, options and
solutions to the Persian Gulf crisis. The meeting is specifically intended to address issues and
solutions that have not yet been openly discussed in government hearings or by the press.
New concepts identified by the Persian Gulf Crisis Center include:
a new set of options that could cause immediate unconditional withdrawal of Iraq from
Kuwait without bloodshed.
two ways Iraq may be able to cause complete withdrawal of foreign forces, and retain full
control over Kuwait. Both of the methods may have a high probably of preventing any
attack against Iraq.
several new non-military solutions have been identified that may be very appealing to
all parties, prevent proliferation of nuclear, chemical and biological weapons in the Gulf,
and provide for long term security in the region.
These and other issues and possible solutions were identified as a result of experimental
research that is being conducted by the Persian Gulf Crisis Center. The initial intention
of the research was to determine whether it is possible to develop a process that could
enable world leaders to rapidly discover unanticipated problems related to their plans
regarding the Persian Gulf crisis, explore a much wider spectrum of options, and rapidly
develop workable solutions. The research consists of developing and testing several
different methodologies of exploring Persian Gulf options. One new methodology that
was tested had unexpected results.
Nearly all test subjects who used this process were able to successfully discover
unanticipated flaws in existing plans, and to develop new solutions. A description of the
process and test results, a list of our Board of Directors, and other information are
enclosed. Additional information is available on request.
The Persian Gulf Crisis Center will conduct several meetings with political leaders during
January. The new process will be used during these meetings. If you would like to
participate in a meeting, please contact Lynne Skrabak at (415) 681-0881 or fax (415)
664-1043. Your participation would enable you to discover flaws in existing plans and
explore an array of new solutions.

Dear John,
I had to give a talk to a couple of construction management
groups last month about construction in the Middle East and
had these pamphlets made up for distribution. I thought you
may find the statistics on our Saudi Arabian National Guard
Headquarters Complex interesting.
I was really pleased to see that Skip Gnehm was appointed
Ambassador to Kuwait. I was very friendly with Skip and
his wife, Peggy, in Saudi and later visisted them in Yemen.
John, if you have some time I would like to come down to
Washington to discuss some thoughts I have about the Middle
East and East Europe. I will call your office in the next
couple of weeks hopefully for an appointment, provided
"things are quiet".
While President Bush would not remember me, please extend
him my congratulations on doing a great job with the Kuwait
situation. His firmness and resolution are to be
complemented. I met the President and Mrs. Bush when we sat
together at a breakfast meeting with the American
Businessmens Group of Riyadh in August 1986 when he came over
to dedicate the new U.S. Embassy.

Dialogue at the Woodrow Wilson Center on Wednesday, January 23rd,
from 6:00 - 9:30 p.m. At this special event, which is being held in
co-sponsorship with the Yale Law School, two of America's most
distinguished public policy practitioners, Senator Daniel Patrick
Moynihan and former State Department Legal Adviser Abraham Sofaer
will address the question: "What does the Iraq-Kuwait crisis teach us
about the appropriate roles of the Congress and the Executive in the
formulation and conduct of U.S. foreign policy?"
This meeting will examine the limits of and the interplay among the
constitutional powers of the Congress and the President in the making
of foreign policy in the late 20th century. As we enter a new era of
international relations, this seems to all of us an unusually
important issue on our national agenda.
Evening Dialogues at the Woodrow Wilson Center are made possible by
the generosity of the Xerox Foundation. This evening will begin at
6:00 p.m. with cocktails in the Lounge on the ground floor of the
Smithsonian Institution "Castle" Building. We will move into the
Commons for dinner and discussion at 6:30 p.m. After the remarks of
our featured speakers, we will have an opportunity to engage them in
dialogue on the issue of the congressional-executive relationship.
We will adjourn promptly at 9:30 p.m. The meeting will be chaired by
Professors Kate Stith-Cabranes and Harold Hongju Koh of Yale Law
School.

The National Education Goals Panel intends to propose changes in national and
international measurement systems for charting progress in pursuit of the national
education goals. The Mathematical Sciences Education Board (MSEB), with its
National Summit on Mathematics Assessment Project, is in the process of developing the
principles and standards on which to base those changes for mathematics tests and
assessments. We invite you, as members of the National Education Goals Panel, to
collaborate with the Steering Committee of the assessment summit project in common
cause.
The Steering Committee is a group of leaders from the public policy arena, the
private sector, and the mathematics education community who are reaching agreement
among themselves and who are building consensus among their constituencies on
principles and standards for making mathematics tests, assessments, and accountability
systems constructive forces in the reform of mathematics education. The committee
would welcome the advice and guidance of the National Education Goals Panel during
the formative stage of the project so that the work of the MSEB can complement that of
the Panel.
We invite you to participate in the next committee meeting which is scheduled for
February 3-4, 1991, at the National Academy of Sciences. The meeting will begin with
dinner in the Members' Room at the National Academy Building on February 3 and will
end in mid-afternoon on February 4. The dinner meeting will be an opportunity for
Panel members and Steering Committee members to discuss informally the directions
for mathematics assessments and accountability systems and the ways the National
Education Goals Panel might want to participate in the national summit. The meeting
the next day will focus on discussions of draft documents that will be sent to leaders who
will be invited to participate in the National Summit on Mathematics Assessment on
April 23-24, 1991.

Dear Governor Sununu:
I am a member of the American Society of Civil Engineers which recently founded
the Civil Engineering Research Foundation (CERF) as a subsidiary. The intent
of the new group is to provide a proactive means for focusing on the needs of
the Nation's built environment. You have been invited and tentatively
scheduled to keynote our first meeting, beginning on
midanuary
1991. I sincerely hope that you can find the time in your busy schedule to be
our keynote speaker, providing the vision that our cause needs to be
successful.
My fellow professionals have always been the "invisible" engineers, doing others'
bidding, while watching the percentage of the Nation's Gross National Product
for constructed works decline from about 12% in the 1960's to about 8% in the
late 1980's. This decline has resulted from other interests chewing away at
the Nation's GNP. The main area of growth has been in the health care sector,
which consumed about 5% of the GNP in the 1960's and ended the 1980's at 13%.
To give you a comparison of how heavily health care costs consume Americans
today, Sweden, which has the next highest health care rate, is at an 8% level.
Other developed countries are at even lower levels. The direct and indirect
cost of litigation, which has affected medical costs as well as engineers and
others, has risen from about 0.5% in the 1960's to well over 2.5% entering the
1990's
These factors, indicate that civil engineers, who provide the infrastructure
for American business, must become proactive in shaping the Nation's future.
What few people realize or much less understand is that the wellness of the
Nation's infrastructure affects all other economic functions: national and
international trade; national health; employment; etc. For example, by
improving the built environment on the order of only 1%, it is my opinion that
definite price structure advantages can be realized in the products which we
sell abroad.
Recognizing that the Japanese are now spending 20% of their GNP in the
constructed environment along with Germany at more than 15%, it behooves this
Nation to call attention to the basic foundation and framework that undergirds
productivity, namely the built environment. Without improved productivity the
Nation could enter the 21st century poorer than today.

As you may be aware, the National Society of Professional Engineers is an organization
dedicated to furthering the interests of engineering professionals. Such interests include
professional recognition and registration, continuing education and ethical standards.
New Hampshire boasts but one chapter, the New Hampshire Society of Professional Engineers.

Northeast Regional Meeting of NSPE next October. This convention will include delegates

Last summer we marked the 65th birthday of one of the most distinguished
members of our faculty, Dr. Richard S. Stein, who has been the Charles A.
Goessman Professor of Chemistry on this campus since 1980. Dr Stein has been
instrumental in the development of an internationally-recognize center for
polymer science and research, and has played a key role in helping this campus
move into the front ranks of national research universities. He has been an active
citizen, promoting greater concern for economic development and the creation of
a stable and encouraging climate for business.
To mark Dick Stein's birthday, men and women who had studied with him and
who hold responsible positions in business, industry and government throughout
the world came to our campus. I announced at the time that we intended to
inaugurate a series of occasional presentations in which the contributor would be
known as the Richard Stein Lecturer in Science, Technology and Economic
Development. We hope to begin this lecture series in the spring, with a
presentation on Friday, April 12th. This inaugural lecture will occur during the
annual meeting of the Chancellor's Executive Commmittee, a group of 35 of our
most distinguished alumni chosen for their achievements and standing in their
professions (list enclosed). This group serves as a sounding board for long-
range plans and public affairs efforts of the university. During their meeting this
year, a number of leaders in government and industry will be present.
I write to ask if you would accept our invitation to initiate this lecture series. We
would welcome a presentation in which you offered your perspectives with
respect to regional and state economic development, and the continuing dialogue
over the debate on the role of government in the development of science and

The Texas Section of the American Society of Civil Engineers is holding its

The purpose of this letter is to formally invite you to participate in
the 1991 National Meeting of the American Association of State Highway and
Transportation Officials (AASHTO) as our keynote speaker during the week of
June 26 - 28, 1991 (Wednesday thru Friday). The State of New Hampshire is
honored to be the host of this National meeting and your attendance would
certainly be the highlight of our agenda. You may recall that former
Commissioner Wally Stickney approached you regarding my request to have you
as our speaker of National prominence.
The location of the meeting will be the Portsmouth Sheraton on Market
Street just off I-95 (Exit 7). Normally, the keynote speaker would be
scheduled for mid-morning of the opening session (Wednesday, June 26). We
certainly would arrange our agenda to meet your busy schedule. The length
of the speech would be in the range of one-half hour.
If it is possible for you to commit to an appearance at this time, it
would be very much appreciated. Your confirmation would be featured as the
main attraction in our agenda mailings to all the States. Perhaps you and
Wally may both be able to attend. I certainly appreciated his willingness
to intervene on our behalf.

New Hampshire.
It's a weekend of fabulous skiing, competitive team racing, and
festive evenings, for downhillers and snowbunnies alike. Team
racing will take place throughout the weekend on a dual slalom
NASTAR course. Teams will be assigned on Saturday following the
qualifying runs, held on the competition slope. Each team will be
captained by a celebrity and will consist of racers of all ages and
abilities. Even beginners can come up winners!
Proceeds from the Bob Lobel Ski Classic benefit The Genesis Fund,
a nonprofit organization that provides funding for the specialized
care and treatment of children born with birth defects, mental
retardation, and genetic diseases. The Genesis Fund supports The
National Birth Defects Center and its fourteen Satellite Genetic
Clinics located throughout New England.
Enclosed is an Attitash Mountain brochure, a Ski Classic schedule
of events, and a celebrity participant form. If you would like to

I met you at the Conservative Leadership Conference on November 9
past. Enclosed is a photo taken with you to give you an idea of
whom I am.
I am writing to you as I was impressed by your talk at Friday
night's banquet. Thank you for the wealth of information you
shared and am so glad the President is doing so well. 1 am
writing you to ask you for your assistance in arranging a meeting
for me and a group of fellow pro-life rescuers to meet with
President Bush. We know the President's heart for the preborn-
he even sent Vice-President Dan Quayle to speak at our Pro-life
rally, April 28, 1990 The group is Operation Rescue. Now, before
you say "Definitely, positively no way!" let me share with you a
little on who, why and what is the purpose behind the highly
controversial group named "OPERATION RESCUE"
.
Who is Operation Rescue?
Operation Rescue is a pro-life group, headquartered in
Binghampton, New York, whose founder and leader is Randall Terry.
Their objective is saving pre-born children from an untimely
death by abortion, by physically placing themselves between the
pregnant women and the abortionist's door. They actually block
the entrances, making it virtually impossible to enter the
abortionist's office.
This is done in obedience to the Bible scriptures from Proverbs
24:11 (The Living Bible version) to "Rescue those who are
unjustly sentenced to death; don't stand back and let them die.
Verse 12 in the New King James version says, "If you say, "Surely
we did not know this" does not he who weighs the hearts consider
it? He who keeps your soul, does he not know and will he not
render to each man according to his deeds?

program entitled "The Constitution: A Living Document, on

The program will feature remarks by Bicentennial Commission
Chairman Warren E. Burger. Following his remarks will be a panel
discussing human resource management issues as they relate to the

Next year Citizens' Scholarship Foundation of America will celebrate its first
30 years of service to America. You are a key part of that history, having
served as President of the Dollars for Scholars chapter in Salem, New Hampshire.
You also gave strong backing to this uniquely American program during your years
as Governor of New Hampshire.
As part of our celebration, CSFA, with the help of corporate and volunteer
leaders, is organizing a major national conference focusing on meeting America's
crucial education needs through "Programs that Work." The Conference will be
held September 26-27, 1991 at the Marriott Hotel in Minneapolis, Minnesota. On
behalf of the Board and staff of CSFA and the national conference planning
committee, I invite you to be a keynote speaker for the conference.
Since we last met two years ago, CSFA has continued to grow rapidly. Now over
520 Dollars for Scholars chapters are affiliated with CSFA in 33 states. We
have designed and now manage over 350 scholarship programs for corporate
sponsors. Representatives from these communities and corporations (including
major ones like Pepsi-Cola, Chrysler, BankAmerica, ITW, and General Electric),
plus education leaders, and others will be present at this conference. A brief
description of the conference is enclosed.
CSFA is one of the fastest growing education support organizations in the
nation. We represent the best of the American spirit with community volunteers,
corporations, and associations bringing their energies and financial resources
together to improve the education achievement levels of America's students.

On behalf of the Building Futures Council, it is my pleasure to invite you to
be our keynote speaker at a forthcoming National Forum on Challenges to Innovation
that we are planning in the Washington area, tentatively targeted for November 7 and 8,
1991.
The BFC is a group of leaders of the building and construction community
dedicated to improving the process by which our built environment is created and cared for.
We focus on the critical issues of the engineering and architectural professions and the
construction industry by directing attention towards ways to improve the effectiveness and
efficiency of our Nation's use of its resources in design, construction and maintenance.
We are convinced that the built environment of the United States is the foundation on
which our future economic development depends.
Given your background as a national leader from the engineering profession, we
would be extremely pleased if you were able to address the Council at its Forum. The dates
for the conference are still tentative, so if there would be more convenient dates for you
in the October/November 1991 area, we would be most pleased to accommodate your preference.
Attached is a copy of our recent newsletter that briefly describes the proposed
Forum and some of the work presently under way. I have also included a brochure that
further describes the Council's purpose and objectives.

to "you for the serious consideration you have been giving to be one of our
keynote speakers at the National Civil Engineering Research Needs Forum in
Washington, D.C. on January 28-30, 1991.
I have enclosed a few copies of the Forum brochure for you and your staff's
use in further familiarizing you with the breadth and depth of the program we
have prepared in conjunction with eleven federal agencies and twenty-four
national organizations and associations all committed to establishing a research
agenda that will help focus national attention on revitalizing our deteriorating
infrastructure, enhancing our environment, and improving the U.S. competitive
position. We strongly believe that a coordinated national civil engineering
research agenda will lead to a strengthening of the U.S. economy as well as an
improved quality of life for all Americans.
Your partici as a keynote speaker, our Opening Plenary Session on
Monday January 28 1991 mat 8:30 am will help ensure that the resulting national
research agenda is focused on the issues most pressing to our nation. We would
greatly appreciate it if you could now confirm your participation at this Forum,
so that we may move forward in finalizing our national program. We recognize
that even though you may agree to speak at this time, a scheduling conflict may
arise at the last minute and you may have to send an alternate to give your
speech. We can accept that potentiality, though your personal presence will have
the greatest influence on the Forum's focus.
We expect attendance to be approximately 400 people, including
representatives from numerous international organizations. As you can see from
the program, members of the Corporate Advisory Board like the Honorable Thomas
D. Larson, Lt General Henry Hatch, and James W. Poirot (Chairman of the Board of
CH2M Hill) are just three of this nations government and business leaders who
have made a major commitment to participate at this forum over the entire two and
one half days to ensure that the resulting research agenda meets our national
needs.
We hope you will honor us by agreeing to be a keynote speaker. I have also

additional background on the Foundation's activities and identifies all our Board

January 1989 the Independent-Republican Party in Minnesota was in
debt $881,000.00, two major vendor suits pending and no leadership.
Senators Boschwitz and Durenberger asked me to once again become
State Finance Chairman. I worked full time until June 1990 when I
became Finance Chairman for Jim Ramstad candidate for Third District
Congressional seat. With the help of Vice President Quayle's visit

and others we paid off all of the debt by January 1990, paid
$200,000.00 to District and have just elected a new and exciting
Republican Governor. We are out of funds as of January 1, 1991.
All we need is a successful Century Club Dinner on Febr ary 23,
1991 to get us financially healthy again and the only way this
dinner will be a success is if you would be kind and gracious
enough to be out Guest Speaker.
Charlie Black, who I have gotten to know and respect during the
Ramstad campaign knows how hard a group of us and the leadership
eons -
have worked to bring back the Party to where it is today.
Charlie told me to send a copy of this letter to him and said
he would speak to you on my behalf.
