100 Trillion Dollar WMF Reserve Notes
PROJECT MANKIND

These notes are to be issued immediately
to every participating nation in the world.
These notes are to be kept by each nation as

collateral so that they may print additional
President and C.E.O.
money in their own currency. The amount they
may print is determined by the value of their
own currency, in relation to the value of the
WMF Reserve Note (or notes) that they receive
from THE WORLD MONETARY FUND (WMF) WORLD TRUST.
The value of the WMF Reserve Note dollar is
equal to the value of the United States dollar.
This additional currency that each nation may
print and put into circulation, is to be used
for INITIAL EMERGENCY RELIEF (for food, clothing,
shelter and to pay off existing financial ob-
ligations, including national and international
payments owed.)
This new money many not be used for military
needs or any operation expenses to maintain it.
The United Nations will receive 50 WMF Reserve
Notes, valued at five quadrillion dollars.

400 million pop., four (4) notes; 500 million
population, five (5) notes, 600 million pop.,
six (6) notes and each 100 million additional
population increase will warrant an additional
note.

Since my last letter to you, dated
March 11, 1991 (enclosed with this letter),
World conditions soon will be such that
there could be a total collapse of the
World's economy within six months.
There is just not enough money in circulation
throughout the world to supply the World's
needs, and pay all of the necessary bills.
And since there is literally no time left
to solve the World's financial dilemma,

HIS new world financial program to benefit
all nations. This new program will work as

These letters describe a new WMF Reserve note,
which is now to be issued as WMF Dollar Reserve
Notes. This is the first stage in establishing
a worldwide supply of additional money.
The letters to the Mikhail state that 1000
Reserve Notes were printed in 1988 and kept

Dear President Bush,
I would like you to know that I am a 44
y.o. professional and a member of the Republican Party. I have gotten
the impression that many people believe that male Republicans are
opposed to abortion but that could not be farther from the truth. Most
of my friends are Republicans and they are all pro-choice. The point of
this is to say that it is absolutely asinine to avoid funding United
Nations efforts in population control because of some oblique
relatinship to services that provide information about abortions. The
world is awash in humanity with disease, malnourishment, and disease
being rampant. Take a stroll through a slum in Mexico City or Rio and
then come back and do something that will really help the people of the
21st century. Fifty years from now nobody's going to give a hoot about
abortion but they are going to remember the people who had the foresight
to do something about population control when they had a chance. Look in
the future and seize your chance now.

Dear President Bush:
The technology of spying has recently improved a great deal,
as you now know all about all nuclear programs conducted by all
third world countries. The only way it could have improved so
drastically since the Kuwait war would have been for God to have
followed my suggestion to read the minds of all the soldiers and
engineers in Iraq and ship the information to the U.S. Government
by way of the sensitive radio receivers of the National Security
Agency. My paper in SIGART Newsletter, Jan. '85, establishes that
such a data base was and is small enough to be handled by existing
computer storage techniques, and it was for that reason that I
urged God to do this. The discovery of Iraq's nuclear multi-
program would then have been just simple database analysis, though
in Arabic. And the same technique would then have worked on Iran,
North Korea, and other regions.
Accordingly, it seems that there is a nice, useful, radio
link between you and God. I would like some sort of confirmation
that I have been successful in arranging this, and would appreciate
a letter saying so. If you don't like that idea, I could call the
Katie Winkeljohn in whose care this letter is being sent and talk
to her or John Sununu.
My interests in this link, if it exists, are to find out how
God stands on a woman's right to chose an abortion and whether he
is any better than the rest of us at finding a solution to the weak
economy. It might also justify my perennial hope of winning a
Nobel Peace Prize.

The outrage brought upon Yugoslavia by the Western World is unprecedented in human history.
Never have so many self-righteous turned the principle of "divide and conquer" against SO few!
Never has the power of economics, international law, religion, diplomacy and the media been
used more deviously to break up and reduce a state completely innocent of any aggression or
offense toward anyone.
Western television and press present exclusively the secessionist Croatian and Slovenian
propaganda, attempting to create in the public's eye artificial realities: that Serbian expansionism
is responsible for hostilities in Yugoslavia, and that a sovereign state has no right to oppose
fragmentation of its own territory by regional political opportunism.
However, SO far, history remains unchanged. Croatia, Slovenia, Dalmatia and Bosnia created
a union on November 24, 1918 in Zagreb, and invited Serbia to join them. Croatian nationalism
persistently opposed creative functions of the government, and culminated in the assassination of
King Alexander I on October 9, 1934, through a plot organized by Pavelic. Croats welcomed
Nazi occupation of Yugoslavia, using the opportunity to create an Independent State of Croatia,
which annexed from Serbia all of Lika; Slavonia, Dalmatia, Srem, Bosnia and half of Vojvodina.
The Ustasha government of Croatia, headed by Pavelic, embarked on a program of forced
conversion, deportation and extermination of its Serbian and Jewish minorities, which resulted in
over seven hundred thousand brutal deaths at the Jasenovac Concentration Camp alone. The vivid
memory of this genocide remains forever an example of how Free Croatia treats its minorities.
Communism was imposed on Yugoslavia by Marshal Tito, a Croat, and Edvard Kardelj, an
ideologist from Slovenia, with full support of the Allies; while the Serbian democratic royalist
faction was exterminated to the last. After the war, Tito allowed Croatia to keep most of the
annexed Serbian territory, while the remains of Serbia were further divided into four autonomous
parts. It is incredible that, having sacrificed in the Allied cause a quarter of its population in
World War I, and a fifth in World War II, Serbia's reward would be the loss of two thirds of its
territory and the subdivison of its people into five republics and two autonomous provinces.
In modern Yugoslavia, Croats enjoyed twice, and Slovenes three times the standard of living
in Serbia. Each republic had the right to elect its own government, pursue its own social and
economic policies, and make laws which supersede federal laws. There is no evidence they were
subjected to oppression of any kind. In fact, it was the Slovenes and Croats who encouraged
Albanian violence against the Serbian minority in Kosovo.
Slovenia and Croatia used the upheaval following the fall of communism in East Europe to
unilaterally declare "independence". They received documented financial support from Germany,
Austria and the Vatican, military equipment from Germany, Austria, Hungary and England, and
proceeded to recruit thousands of Albanian mercenaries from Kosovo into their police and national
guard. They took a threatening and uncompromising posture toward the Yugoslav Federal
Government, The Yugoslav Army, and, in particular, toward the large Serbian minority, which
they immediately deprived, with full European support, of the very same right to self-determina-
tion they themselves sought. The new Independent Croatia bears the same flag, with the
checkerboard emblem, used by the earlier, genocidal, Ustasha government, and bows to the same
German, Austrian, Italian, Vatican, and Hungarian allies! The very first acts of Dr. Tudzman's
"democratic" regime were to eliminate Serbs from positions in government, education and police,
to forbid the use of the Serbian alphabet, to prohibit Serbian cultural and professional organiza-
tions, and to deprive Serbs of the right to public assembly. They laid siege to Yugoslav Army
installations, and called on their own nationals to desert. All this came to pass before any
significant hostilities were initiated in Yugoslavia.
It is not determinable any longer who fired the first bullet in the Yugoslav Civil War, and
whether that bullet was fired in hatred or fear. The first bullet is hardly important considering the
swarms of perfectly willing bullets which followed from both sides. As Croatia first elected to
assert its independence from Yugoslavia by force of arms, so the Serbian regions in Croatia,
already deprived of the most fundamental human rights, elected to assert their own independence
from Croatia.
The European Community took upon itself to mediate the crisis in the early stages, but its
interventions result in progressive increase in tensions and hostility. It is difficult to believe this
is coincidental. The most influential members of the European Community, Germany, Austria and
Italy, are Yugoslavia's mortal enemies, who have devastated the country and decimated its
Eastern Orthodox population in two world wars. These countries have a continued personal
interest in reducing Serbia to gain access to the Mediterranean, the Danube, the Black Sea and
the Middle East. Through vigorous interventions of the Vatican, interested in renewing the
Intermarium Curtain between the Baltic and the Adriatic, the revived German alliance was joined
by Lithuania, Poland, Czechoslovakia, Hungary, and even Malta, in lending support to Croatian
and Slovenian effort to disintegrate Yugoslavia.
Germany, Austria, and Italy are urging unilateral recognition of Croatia, outside the sphere of
the United Nations. They are openly providing financial and material assistance, and exporting
arms to Croatia in violation of their own embargo. They are engaging to deprive the Yugoslav
federal government of international legitimacy because the federal president, Mr. Mesic, a fierce
Croatian separatist, refuses to attend federal presidency meetings. They are waging a media war
against Serbia with such conspicuous prejudice that it becomes difficult to believe in the freedom
of the Western press. European Community's ultimatum to Yugoslavia to adopt a loose economic
union contained no provisions for those republics which desired to remain within the federal state.
This can be understood only as a poorly disguised attempt to further subdivide the remnants of the
union.
The European Community is not mediating, but provoking and escalating the Yugoslav crisis
toward the ends of personal economic, territorial and religious interests. In the process, it is
violating its own arms embargo, and U.N. General Assembly resolutions of 1965 and 1979,
which specify that no state shall use economic or military pressures against another state to
subordinate excercise of its sovereign rights. The most sacred of all sovereign rights, surely,
must be the right to maintain the integrity of a state against internal separatist movements.
By the imposition of economic sanctions on Yugoslavia, the European Community is acting not
as a mediator, but a foreign dictator. By refusing to specify exactly the republics against which
the sanctions apply, it endeavours to appear impartial, yet have the option to punish only Serbia
and Montenegro for the insolence of wanting to remain in a federal state. On the same day the
sanctions were imposed, Italy announced it would facilitate trade with Croatia and Slovenia, and
no longer require Yugoslav federal export documents.
Probably by intent, rather than incompetence, the European Community has left open no
peaceful course toward a reunion of Yugoslav republics.
In the end, escalation- of hostilities in the Balkans will serve nobody's interests. The Soviet
trust will be lost, the free flow. of goods will be interrupted, divisive nationalist sentiments will
reawaken, the dream of a united Europe will perish for two generations. The only permanent
solution to the Yugoslav crisis will have to be a just solution, which satisfies not only the
Croatian, but also the Serbian right to determine its own future. The self-interested European
Community is clearly not the forum for a peaceful resolution. Economic sanctions and threats of
foreign military intervention are clearly not the means.
For the third time in a century, the world is marching into disaster for lack of deference and
want of open ears.

I recevied your response on November 5th. Thank you for
being concerned and to care.
About the 1992 election year, I believe George Bush will be
elected again. The Democrats are trying to bash Bush on the
economy. If President Bush passes a tax cut for the middle
income people without raising other people's taxes and to
pass a capital gains tax cut, the american people will stop
siding with the Democrats.
Especially the Luxury tax which sould not exist because it is
hurting jobs and the middle income people.
President Bush should try to pass a health care bill that
have businesses take the responsibility to provide more and
better coverage on all kinds of health care.
Health care should not be the business of the federal
government. There is so many things that go wrong with the
Canadian health care system that if the United States switch
to this kind of system it would hurt the whole american
medical community for what it stands for and the quailty
education and technology available in the U.S. compared to
Canada. The United States would lose a lot because first we
would become more Socialist then Democratic and lose the
technological edge and education compared to other countries.
Believe me you are hearing the view from,me, a Vermonter whom
is scared for his future because a Socialist was voted into
Congress and my home town of Burlington is run by a Socialist
Progressive style government.
I keep saying to myself," This isn't america, it is some
other country like Sweden or Canada". The high taxes we
Vermonters pay and do not get a good return on our tax money
but the state government does and always the state government
gets a great return on everything, but the people of Vermont
do not,only the socialist and welfare people get all the
benefits. It is not fare at all.
George Bush has a lot to show the american what the
Democratic party is doing to this country.
If somehow the President passes those bills I mentioned
earlyier or something like it in the President's way of doing
it, the american will look at the Republican party again,
and say the Republicans cares about jobs, cares about
education, cares about lowering taxes on all americans,
cares about having a strong national defense, cares about
a new world order to have peace in the world by any means
necessary even if it means by force, cares about the entire
economy in america and how the global economy can benefit the
america, on and on.
I know that the Bush adminstration can win again and George
Bush can score a big victory and hurt the Democrats once
again in front of the american people. To prove to the
american people that the Bush adminstration and the
Republican party can swing this country to better times again
like what the economic boom we americans enjoyed under the
Reagan adminstration. The federal debt is much of a fault on
the Democrats then on the Republicans.
President Bush should also show the american people how the
adminstration and himself are following budget guidelines and
reducing the debt and that the Democrats still want to borrow
and spend, to have bigger government which the Democrats
favor taxing people to death for a hand out program instead
of helping people help themselves.
The President should also emphanize the importance of a
strong and reliable national defense by showing off the
excellent victory in the Gulf, which it took the Democrats
a long time to pull through to support our men and woman in
the Gulf. The President after he shows how he is good in the
domestic arena then show the american people how he got all
of the nations together and how he revitalized the United
Nations and also to go against Saddem Hussien.
Also how President Bush and his adminstration is trying 50
hard to fight the drug war and have been trying to pass a
crime bill in congress for a long time. Also the President can
mention the good relations and changes between the United
States and the Soviet Union. Also the Middle East Peace
Conference in Madrid, Spain.
The President should tare the Congress and the Senate apart,
because he should show the american people that the Congress
is controlled by two-thrids of Democrats and the Senate is
also controlled by a majority of Democrats. So the President
should show the american people once again this is why he as
President of the United States can't do as much what the
adminstration wants to do because of the politicing from the
Democrats which control both the Congress and the Senate.
I believe the President should request a FBI investigation
on the Congress and the Senate of any wrong doings.
This would look good to the american people because of
Congressional check bunching and the other things Congress
and the Senate get away with. The President can point out to
the american people that this is bad government and this
should be taken care of.
The Democrats are also trying to hold David Duke over the
head

the Republican$can denounce David Duke and show the american
people that this will not hurt the Republican party and it is
not the Republican party's fault if David Duke called himself
a Republican, that David Duke and anyother american can label
themself any political title but that doesn't mean the party
will support that individual.
Also the Democrats are trying 50 hard to concentrate on the
Pennsylvania race, but will not mention the nation wide
victories for Republicans.
Also President Bush also can show the lowering of interest
rates to help the economy. There is SO many issues President
Bush can blow away the Democrats with and I have the faith
that George Bush will win again.
I did receive your response on the 5th of November. Thank
you for letting the Office Of Presidential Personnel to see
where I can be utilized in the adminstration, I appreciate
this in the highest terms. I am hoping and praying everyday
with my fiancee, Christine. We have a wedding planned for the
14th of December. Time and stress is getting worst.

for me to find a job which will support a wife and a future
family. We are planning to have children in the near future
when we settle down. Christine will receive her Associates
Degree in December in Liberal Arts from Champlain College in
Burlington.
Christine wants to futher her education in Psychology.
Her goal is a PHd. Christine is accepted at Adelphi
University in Garden City, New York. Her parents will no
longer fund her education. My parents nevo would have funded
my education that is why I am not in college.
Christine and I are a member of the Burlington Republican
Committee. Christine ran for Inspector of Elections and lost
but received more votes then the Councilman that was voted
in. That means Christine could have been Councilman.
I am kind of the political heavy weight in both families.
I campaigned on my own for Richard Snelling, was a campaign captain
for former Congressman Peter Smith in Ward 4 of Burlington,
campaigned for many state representatives in the Republican
party, was asked by the Republican City Chairman to run for
Councilman, was also asked to run for Mayor from a lot of
conservative people in the city and state.
I turned the opportunity down because of the economic
situation and I want to have experince to work in the Bush
adminstration then in the future maybe I will consider
running on the Republican ticket in whatever office, but I
want to concentrate on a career within the federal

Christine and I are praying and hoping that the Office of
Presidental Personnel can work on something faster and to
contact me for employment. If I get employed and I hope to
God I do before the wedding, Christine would like to attend
Georgetown University and to show the adminstration how
serious I am to improve myself in government I am willing to
take part time classes in college that go with my job.
Christine and I know the Dean of George Washington University
whom is former Congressman Peter Smith. On the 1990 campaign
trail we had Peter Smith come over to Christine's house to
meet people and to walk around meeting with people in our
development. There was a small article in the Rutland Times
Argus, about Peter Smith's visit and campaigning in our
development. Also I am well known for my letters to the
editor in the Burlington Free Press blasting liberals,
Democrats, and Socialists. Especially people enjoy reading my
letters to the editor blasting Bernie Sanders.
Christine has to contact Adelphi University on the 18th of
November to inform them if she is going to be coming.
Well, first of all Christine's parents will not give anymore
funding to go attend and second we are hoping we will go to
Washington, D.C. instead and that I can work in the
adminstration.
What stress.
I did mention I am interested to work in the intelligence
community which there is to my knowledge twenty-five
intelligence functions within the government, but if the
intelligence community can't fit me in a entry-level or
exemption program, I am willing to go anywhere in the
adminstration where I can be utilized. I am ready to go at
anytime of the day or night. Please do not worry of
inconvience. I am willing to start work and to go to
Washington, D.C. anytime. I will even go tonight if contacted
by a government official willing to fly me down or by other
means available. If I could afford it I would do it on a drop

Thank you for your letter of May 24, 1990, concerning the grossly
unfair accusations that have been made against Procter & Gamble
as a result of your continued purchase of coffee beans rom
El Salvador for your Folger brand.
As I indicated to you previously, the Administration strongly
opposes any boycott of Salvadoran coffee. This misguided attempt
to cripple the Salvadoran economy will hurt peasant farmers,
small producers, and other employees in the coffee industry,
causing innocent people further hardship. The boycott will do
nothing to advance the peace process, democracy, or human rights,
which are fundamental aims of this Administration.
The Catholic bishops of El Salvador spoke out against the coffee
boycott in an open letter to the U.S. bishops on May 23. The
bishops declared that the boycott is unjust and that it is aimed
at continuing abroad the economic war against the Salvadoran
economy which the FMLN guerrillas have waged for the last 10
years.
The television advertisement implying that your company is
responsible for bloodshed in E1 Salvador is offensive. In any
event, I question the right of any government official to second-
guess advertising decisions made by Procter & Gamble or anyone
else.
Supporting democracy is in the best interest of the Salvadoran
people and is a foreign policy objective of the United States.
We recognize that Salvadoran beans are only a tiny proportion of
Procter & Gamble's usage and that this controversy is unsettling.
We appreciate that you have stayed the course and urge you and
other coffee producers to continue to purchase from El Salvador.
