Historical Note: On 1/25/88, when President Reagan delivered his
State of the Union Message in the House chamber, the
President also carried back the hand-enrollments of the
Continuing Appropriations bill for FY 1988, H.J.Res. 395 and
the Reconciliation bill, H.R. 3545, lifted each up and then
dropped them down on the rostrum and stated that if the
Congress sent him "another one of these ... I will not
sign it." No continuing appropriations bills were passed by
the Congress for FY 1989.

The following Members need to be called on the budget agreement:
Rep. Don Young (R-AK): As of last night, he was indicating that
he might support the package. The oil and gas incentives in the
deal may convince him.
Rep. Don Ritter (R-PA) He is chronically worried about his re-
election prospects. He comes from a largely Democratic district
(Lehigh Valley, Pennsylvania), but generally wins with solid,
live
although not overwhelming, margins. Last week he was quite
concerned about the effects of sequestration on his constituents.
This week he is worried about the effect of the budget package on
his constituents. He needs to be convinced that the budget plan
is better than the alternative of sequestration.
Rep. Jim Courter (R-NJ): In the past, he has allied himself with
the supply-side wing of the House Republicans. Now he is also
using the anti-tax sentiment in New Jersey as an excuse to
express doubts about the budget plan.
However, having lost the gubernatorial election last year, he
will be retiring. He is rumored to be interested in being
appointed U.S. Attorney for northern New Jersey.
Rep. Larry Hopkins (R-KY) He is concerned about the effect of
the tobacco tax increase on his constituents. He is also running
for Governor, a race in which the President has been quite
lw
helpful. He serves on the Armed Services Committee so he may be
amenable to the argument that the defense numbers in the budget
plan are the best we are going to get. He is leaning against it.
Rep. Charles Pashayan (R-CA) Generally, it is very difficult to
tell beforehand exactly where he stands on issues. He prefers to
No
think of himself as very judicious and deliberative. He has a
tight re-election campaign going, so he may be concerned about
the increases in excise taxes, such as those on wine, which might
affect his area. He is leaning against the package at this
point.
Thinks
Rep. Steve Bartlett (R-TX) Normally a staunch, anti-tax
conservative, he is sending signals that we may be able to get
very circumspect about his intentions. Senator Phil Gramm's
support of the package could be very influential with Bartlett.

There are additional Members that we would like you to
contact personally regarding the Budget Resolution.
(1) Bob Lagomarsino (CA)
--
has told outside groups that he is displeased that
he has not received a call from the President.
-- he is presently a "no", but we believe your
call could turn him around. Is particularly
concerned over the tax issue. He may be impressed
that his former constituent, President Ronald
Reagan, supports us.
(2) Mike Bilirakis (FL)
-- per Secretary Derwinski, he is leaning no but may
be "gettable".
-- seems most concerned about Medicare.
-- may be useful to tell him that his Florida
colleagues, Bill Young, Andy Ireland, and Clay
Shaw are with us.

(3) Ron Packard (CA)
--
has said he plans to oppose because of tax issue,
but we believe another loyalty appeal may be
effective.
(4) Virginia Smith (NE)
--
she was on board, until Governor Kay Orr called
with concerns over the gas tax.

The House Appropriations Republicans have given the President two
opportunities to seize the initiative and put pressure on the Democrats.
First, all but one of the Republicans voted against the continuing
resolution. Second, Joe McDade offered an amendment to separate Desert
Shield money from the continuing resolution. Democrats publicly stated they
had to keep Desert Shield money in to protect their political spending.
These two votes give the Administration a great opportunity to rally House
Republican support for tomorrow's vote on the continuing resolution and to
shift the debate off capital gains toward Democratic political spending.
Our goal should be to have strong stories on all four network shows and the
morning news shows.
Can you push your press team to think creatively and in the next three
hours have an event or activity which gets the President into the evening
news cycle with our message? Can you offer people to the morning shows to
help get our message across?
The key is to measure success (are we in the show with our story?) and not
effort (did we try?).
We have a great opportunity to strengthen our hand and we should move
aggressively now.

ST. LOUIS (AP) House Majority Leader Richard Gephardt, D-Mo.,
says the budget package he helped negotiate and is now trying to

nothing more that we could do.
Gephardt spent nearly five months with other budget negotiators
developing the deficit-reduction deal announced Sunday. But he said
its package of tax increases hits middle-income taxpayers harder
than the rich.
Nevertheless, he said, he signed on to the five-year, $500
billion deficit-cutting deal because he would "rather have a
compromise than chaos, threatened by automatic budget cuts.
''It's the least-worst alternative, Gephardt told the
Post-Dispatch. ''That's where you finally wind up.
Even though he joined President George Bush and other budget
conferees on Sunday at the White House to announce the budget deal,
Gephardt said he blamed Bush and his Republican administration for
insisting on a regressive tax package.
"I would be happy to send (Bush) a fair tax bill; he wouldn't
sign it, Gephardt said.
Gephardt told the Post-Dispatch on Tuesday that the budget
summit was unsatisfactory and frustrating. He said that if he had
known what he would go through to get a budget deal, he would have
turned down the offer to lead negotiations.
''You're forced to sit in rooms for five months, talking to
people you don't agree with, making agreements with people you
don't agree with, and coming up with a package that you hate,
Gephardt said. "But it's something you feel you've got to do in
order to best represent your people and do the right thing for the
country.
He said that getting Congress to approve the budget deal would
be tough.
''It's up in the air at this point, he said, noting that he
had been urging House Democrats to vote yes.
Gephardt said that before going to the Rose Garden on Sunday to
announce the deal, he told Bush: "This is like achieving a tie in
a football game.
